India must manage energy demand efficiently: Shinde

New Delhi, May 5 (ANI): Union Minister of Power Sushilkumar Shinde has said that demand for energy in India will keep increasing because of accelerated industrialization, urbanization and an growing economy.

Addressing a national seminar organised by FICCI here, Shinde said: ” Energy efficiency across all sectors of the economy is essential for decoupling growth in energy demand from economic growth while ensuring that India”s energy demands are managed efficiently.

“The need of the hour is to have a more vigorous and focused national awareness campaign to meet the desired objective of reducing the energy intensity of the country,” he added.

He further said that the Government of India has put in place an overarching legal, regulatory and policy framework to promote market based energy efficiency in the Indian economy.

He also informed the that the Bachat Lamp Yojana is the world”s largest Clean Development Mechanism (CDM) project to get approved by the CDM Executive Board of UNFCCC at Bonn, Germany.

According to the scheme, BEE plans to replace 400 million power-consuming incandescent lamps with energy saving CFL bulbs across the country, that will cost the consumers Rs 15 a piece.

The replacement of the ICLs by CFLs would lead to a potential reduction of over 6,000 MW in electricity demand. (ANI)

West Bengal rehabilitates surrendered Kamtapur rebels

Jalpaiguri (West Bengal), Apr 20 (ANI): West Bengal Government has launched a special scheme at Jalpaiguri to rehabilitate the surrendered rebels of Kamtapur Liberation Organisation (KLO), a banned militant outfit.

To herald this project, a function was organised here when the surrendered persons interacted with district administration officials, the top brass of the police and also the media persons.

They are being trained in productive vocations under a scheme named Rashtriya Sam Vikash Yojana (RSVY).

Biswajyoti Das, the coordinator of this programme said that the initial response has been quite encouraging and they are hopeful reforming almost all the surrendered KLO persons.

Out of the 150 and odd surrendered KLO rebels, 52 have been attending the rehabilitation programme mooted under RSVY.

“Although we have expected around 100 surrendered persons to undergo this special rehabilitation programme, presently we have 52. Actually when the Chief Minister visited Cooch Behar, Jalpaiguri and other regions in north Bengal he wished to know whether we have maintained any contact with the surrendered and former KLP rebels. He prompted the Commissioner to lend a fillip to this rehablitaion programme and it has been going on well,” said Das.

Das further said that there is ample scope for the former KLO activists to become enterprising individuals in the society.

“Yes, with rupees 30,000 bank loan there is hope for these surrendered persons. We have tried to find out and spot the talent among them to learn some trade or the other like carpentry, tailoring, electrical work etc. with which we could send them to ITI (Industrial Training Institutes) for further training. With the bank loan of rupees 30,000, there is scope for them to become entrepreneurs,” he added.

In the public interaction, a couple of the former KLO activists said that they wished to avail more of concrete assistance from the government of West Bengal in addition to training in some trade.

Duringr a span of 15 days they in be trained with farming, animal husbandry and other activities.

The KLO had been one of the major terrorist outfits operating beyond Malda and in the Cooch Behar region of West Bengal. The KLO, prior to its ban, used to train its activists in the jungles bordering Assam, Bhutan and Bangladesh.

The prime objective of KLO was to carve out a separate Kamtapur State comprising six districts – Cooch Behar, Darjeeling, Jalpaiguri, North and South Dinajpur and Malda of West Bengal and four contiguous districts of Assam – Kokrajhar, Bongaigaon, Dhubri and Goalpara. (ANI)

Amethi (Uttar Pradesh), Mar 27 (ANI): Congress General Secretary Rahul Gandhi visited his parliamentary constituency Amethi to take stock of ongoing development programmes.

Gandhi reportedly discussed various issues with the district officials and also interacted with the local party workers.

“Opinions were exchanged (at the meeting). Discussion about the all round development of Sultanpur (adjoining district) took place. Developmental programmes such as MGNREGA (Mahatma Gandhi National Rural Employment Guarantee Act), Pradhan Mantri Gram Sadak Yojana (Prime Minister”s Rural Roads Programme), Central Road Fund, Indira Awas Yojana (housing programme) and others were discussed,” said Sanjay Singh, a senior Congress leader in Amethi.

Manmohan Singh assures states of support in tackling drought (Lead:Manmohan)

New Delhi, Aug 8 (ANI): Prime Minister Manmohan Singh on Saturday assured all the State Governments of full support from the Centre to tackle the problem created by inadequate monsoon.

Manmohan Singh was discussing the drought like situation in the country with the Chief Secretaries of all the states here.

Describing drought like situation as, a difficult one Singh has said the Centre has adequate foodgrains and would not hesitate to take strong measures and intervene in the market if the need arose.

“We are operating today against a back drop of record production and procurement of foodgrains in last two years. This was made possible by the substantial increase in the minimum support prices and other policy initiatives,” Singh said.

Singh stressed on the better coordination between the Centre and states for effective implementation of public distribution system and action against hoarders.

“We are in a position to ensure adequate availability of food grains in drought affected areas. We should not hesitate to take strong measures and intervene in the market if the need were to rise,” Singh said.

He asked the Chief Secretaries to operationlise the contingency plan for crops, drinking water, and fodder without any delay.

Manmohan Singh expressed concern over the non-utilization of funds under Rashtriya Krishi Vikas Yojana, and the National Food Security Mission by several states, and asked the Chief Secretaries to ensure the proper utilization of funds meant for farmers.

Emphasizing the need to act promptly, collectively and effectively, he assured the Centre’s full support regarding any additional assistance that States would require on this front. “In no case, should we allow citizens to go hungry.”

Singh also instructed them to keep a close watch on availability of food grains and prices of essential commodities and cautioned that the reduced production of Kharif crop in the current year may have an inflationary impact on prices of food items in the coming months.

Monitoring unit set up in PMO to oversee flagship programmes

New Delhi, July 8 (ANI): Government on Wednesday set up a monitoring unit in the Prime Minister’s Office (PMO) to observe several flagship programmes and to guarantee transparency in its functioning.

“The Delivery Monitoring Unit will be an oversight mechanism for select flagship programmes with a view to improving monitoring arrangements, delivery of output and transparency,” Principal Secretary to PM, T K A Nair, said.

Several projects, including National Rural Health Mission, National Rural Employment Guarantee Act, Rajiv Awas Yojana, Bharat Nirman, Sarva Shiksha Abhiyan, Multi-Sectoral District Plans for Minority Concentration Districts, Jawaharlal Nehru National Urban Renewal Mission among others be under close scrutiny of the mechanism.

The unit will also monitor Right to Information, Public Data Policy, Annual Reports on five identified topics, setting up Independent Evaluation Office, Prime Ministers Reconstruction Plan for Jammu and Kashmir.

Other areas listed for scrutiny are Innovation Universities-Decade of Innovation, Development of Land Ports, Setting up National Council for Human Resources in Health, Setting up National Council for Higher Education and Assam Gas Cracker Project.

Earlier, President Pratibha Patil had announced that the government would set up a Delivery Monitoring Unit in the PMO for the purpose. (ANI)

Sustainable development needs to be inclusive: Selja

New Delhi, July 7 (ANI): Union Housing and Urban Poverty Alleviation Minister Kumari Selja said on Tuesday that sustainable development needs to be inclusive and different from mere economic development of the past, and its benefits must last well into the next generation, and beyond.

Delivering the inaugural address at the launch of Habitat Business Forum in New Delhi, the minister emphasised the role of private sector in contributing towards this cause has to be recognized and promoted on a large scale.

She also discussed the importance of Non-Government Organizations, saying that they can be very effective agent for building public awareness at the local level, for mobilizing community action, and for voicing local concerns.

Selja also highlighted that capital intensity of urban growth creates divide between the rich and the poor raising prices of basic amenities and making these inaccessible to poor.

The minister said it was critical that cities devise institutional framework for themselves that satisfy the requirements of good urban governance.

She said it is essential that urban local government translate national policies and programmes into local action.

Referring to the Rajiv Awas Yojana, Selja said the scheme is an effort to promote a slum free India in five years, adding that the government would extend support to states that are willing to assign property rights to people living in slum areas.

Rajiv Awas Yojna will offer a ray of hope to slum dwellers and other urban poor to access a decent and dignified living environment and an affordable home. (ANI)

Budget helps Indian economy to return to path of growth says Chidambaram

New Delhi July 6 (ANI): Union Home Minister P. Chidambaram has hailed the union budget, saying it has been prepared with great skill and wisdom and with the objective of stimulating the economy and returning to the high growth path.

Chidambarm expressed hope that the economy will be boosted with the stimulus packages and measures announced to save the Indian economy from global melt down.

Chidambaram appreciated the steps taken by Pranab Mukherjee to stimulate infrastructure development by creating India Infrastructure Finance Company Limited (IIFCL). He also expressed happiness over the creation of Accelerated Irrigation Benefit Programme (AIBP) that is expected to help farmers.

More allocation of funds to the project like National Rural Employment Guarantee Scheme (NREGS), Pradhan Mantri Gram Sadak Yojana (PMGSY) Indira Awas Yojana (IAY), would help in promoting inclusive growth and creation of jobs, he said.

Home Minister Chidambaram thanked Pranab Mukherjee for allocating 100,000 houses for Central Para-Military Force personnel, and allowances on par with the army.

Chidambaram also thanked Pranab Mukherjee for his proposal to interest subsidy for educational loans taken by students belonging to economically weaker sections, and introducing the National Food Security Act. (ANI)

Mukherjee presents budget for continuity

New Delhi, July 6 (ANI): Presenting a budget for continuity that met some of the expectations of the common man, Union Finance Minister Pranab Mukherjee on Monday kept his focus firmly on infrastructure, skills development and promotion of inclusive growth, while dampening the mood by announcing that fiscal deficit would close to seven percent in 2009-10.

Keeping his focus on the Aam Aadmi (common man), the majority of which lives in rural surroundings, Mukherjee announced a 146 percent hike in the National Rural Employment Guarantee Act (NREGA) and a 46 percent hike in the Bharat Nirmaan scheme. He also promised to introduce a Food Security Act under which 25 kilograms of rice or wheat a month would be provided to the poor at Rs.3 per kilogram.

This year’s budget includes a number of sector specific incentives, particularly for those that promote employment. For example, the NREGA will have Rs.39, 100 crore to spend. Mukherjee informed Parliament that in 2008-09, over 4.47 crore households were covered under the act.

He also announced that the UPA Government is committed to providing a real wage of Rs.100 per day to those entitled to receive the benefit under the NREGA.

Mukherjee said that the Bharat Nirmaan with its six schemes was an important initiative for bridging the gap between rural and urban folk and is aimed at improving the quality of life and people, particularly the underprivileged.

Mukherjee also proposed to allocate Rs.8800 crore in 2009-10 for Indra Awas Yojana (IAY), which is 63 percent higher than the last year’s outlay.

Keeping its focus on the poorest of the poor, the government has proposed to launch a new scheme called the Pradhan Mantri Adarsh Gram Yojana (PMAGY) on pilot basis for the integrated development of 1000 villages having Scheduled Caste (SC’s) population of 50 percentor more. He has allocated 100 crores for this scheme in the current fiscal.

The restructuring of the Swarn Jayanti Gram Swarojgaar Yojana (SGSY) was also announced, making it universal in its application. This is being done with the focus and time bound poverty eradication by 2014-15.

Mukherjee also announced a hike of 400 crores in the Rashtriya Mahila Kosh from the present 100 crores to 500 crores over the next few years.

To enable students from economically weaker sections to access higher education, Mukherjee proposed a scheme to provide them full interest subsidy during the period of moratorium.

He laid special emphasis on infrastructure development in the country.

He said that the Infrastructure Finance Company Limited (IIFCL) would evolve a takeout financing scheme in consultation with banks to facilitate incremental lending to the sector. The IIFCL would refinance 60 percent of commercial bank loans for public private partnership projects in critical sectors over the next fifteen to eighteen months.

For improving the road infrastructure, this year’s budget allocation to the National Highway Authority of India (NHAI) has been increased by 23 percent.

Announcing a slew of tax sops, Mukherjee said personal income tax exemption would go up by Rs.10, 000 and the 10 per cent surcharge would be scrapped. He also said that the Fringe Benefit Tax (FBT) and the Commodities Transaction Tax (CBT) would be abolished.

Exemption limit in personal income tax was also raised by Rs.15000 rupees for senior citizens and to Rs.190, 000 for women earners.

The finance minister also promised to phase out surcharges on various direct taxes and to bring out a new income tax code within next 45 days.

There was no change in corporate tax. Bringing in four new services extended the scope of services tax. Legal services for the first time will be brought under service tax net.

The export sector will benefit as some of the tax on services for the sector have been removed. Stimulus packages announced for the export sector, including ECGC adjustment schemes and interest subvention are to continue till March 2010.

Finance Minister made minimum changes with indirect taxes.

However excise duty on non-essential items has been increased from four to eight percent. or former and current defence personnel, the government announced that it has decided to accept one rank one pension and has also announced measures to tackle internal security.

Mukherjee said the country owed a deep debt of gratitude to its valiant ex-servicemen, and this was one way of showing appreciation for their services to the nation.he government has decided to substantially improve the pension of pre 1.1.2006 defence pensioners below officer rank (PBOR) and bring pre 10.10.1997 pensioners on par with post 10.10.1997 pensioners. Both these decisions will be implemented from July 1, 2009 resulting in enhanced pensions for more than 1.2 million ex-soldiers and junior commissioned officers.

He said these measures would cost the exchequer over Rs.2100 crore annually. Certain pension benefits being extended to war wounded and other disabled pensioners would also be liberalized, he added.

An additional amount of Rs.430 crore would be allocated for police force modernization.

The government has also sanctioned special risks/hardship allowances to paramilitary personnel at par with the defence forces. Provisions for payment of these allowances are also being proposed in the Budget.

For strengthening border management, an additional amount of Rs.2284 crore, over and above the Interim Budget provision for construction of fences, roads, floodlights on the international borders, is being provided.

Mukherjee is ready to invest more for strengthening the country’s paramilitary forces.

The government proposed the launching of a massive program of housing for central paramilitary force personnel.

Allocation under the Jawaharlal Nehru National Urban Renewal Mission was stepped up by 87 percent.

Mukherjee proposed to enhance the allocation for housing and provision of basic amenities to urban poor to 3,973 crores.

Provision for the Brihan Mumbai storm water Drainage project funded through central assistance to address the problem of flooding in Mumbai enhanced from 200 crore rupees to 500 crore rupees.

With a view to reduce the gap between demand and supply in power sector, a steep 160 percent increase in the allocation has been proposed for the Accelerated Power Development and Reform Program.

The Government proposes to setup an expert group to advise on a viable and sustainable system of pricing petroleum products.

This year’s budget also proposes the setting up of one handloom mega cluster each in West Bengal and Tamil Nadu, a power loom mega cluster in Rajasthan and mega carpet clusters in Srinagar and Mirzapur.

The proposed budgetary allocation for the Commonwealth Games has been substantially increased from Rs.2, 112 crores in the Interim Budget to Rs.3,472 crores in the Budget for 2009-10.

Expressing concern at the rising fiscal deficit (pegged at 6.8 percent for 2009-10), Mukherjee said that the UPA Government would seek to come back to the path of fiscal consolidation at the earliest.

The fiscal deficit was originally estimated at 2.5 per cent of GDP for 2008-09 but widened to 6.2 per cent after the government cut excise duty rates by 6 per cent and service tax by 2 per cent and increased planned outlay to spur the economy, slowing due to the global financial crisis.

A further rising fiscal deficit will necessitate more market borrowing and again increase the interest burden, which will become a cycle. (ANI)

All BPL families proposed to be brought under Rashtriya Swasthya Bima Yojana

New Delhi, July 6 (ANI): Finance Minister Pranab Mukherjee on Monday said that the Government proposes to bring all BPL families under the Rashtriya Swasthya Bima Yojana (RSBY).

Announcing this while presenting the budget in Parliament today, Mukherjee said that Rs. 350 crore, marking a 40 per cent increase over the previous allocation is being provided in the 2009-10 BE for this.

“The RSBY was operationalised last year and the initial response was very good, with more than 46 lakh BPL families in eighteen States and UTs having been issued biometric smart cards,” he said.

This scheme empowers poor families by giving them freedom of choice for using health care services from an extensive list of hospitals including private hospitals,” he added.

The Minister further said that for the National Rural Health Mission, an increase of Rs.2057 crore over and above Rs.12,070 crore provided in the interim budget is proposed, as this is an essential instrument for achieving our goal of health for all. (ANI)

1.5 million houses sanctioned for the poor: Kumari Selja

New Delhi, July 1 (ANI): Union Minister for Tourism and Housing Kumari Selja on Wednesday said that the Government has sanctioned over 1.5 million houses for the poor people across the country.

Kumari Selja, releasing her ministry’s 100-day agenda, announced that the Government is likely to develop a model legal framework to consider property rights to the urban slum dwellers.

She said that the UPA government is committed to encourage domestic tourism in the country. Aiming at empowering the urban poor with legal rights, UPA government is initiating steps to provide property entitlements to them.

“We will develop a model legal framework for consideration by states and Union Territories for according property rights to slum dwellers,” said the Housing and Urban Poverty Alleviation and Tourism Minister Selja.

There are about 81 million urban poor or slum dwellers in the country, as per the 2004-05 census.

“Ministry will formulate ‘Rajiv Awas Yojana’ for slum dwellers and the urban poor in an effort to promote a slum-free India in five years.

Clarifying that the property rights means access to housing by the slum dwellers, Selja said the scheme would focus on according rights to those living in slums and states would provide basic amenities such as water supply, sewerage, drainage, internal and approach roads, street lighting and social infrastructure facilities.

Now, we are proposing that master plans have to include reservation of land to build houses for the poor and also for their economic activities like street vending, Selja said.

Once the slum dwellers get the ownership right through legal process, they can leverage it for their further betterment, she said.

As per the plan, the property rights model will draw best practices both within and outside the country and be circulated to states to enable them to establish their own legal regulatory frameworks suiting local conditions.

The model legal framework for property rights proposes to include reservation of land for housing and informal sector activities by the urban poor in city and zonal plans.

“It will cover the provision of security of tenure to the urban poor and also making land available for affordable housing, basic amenities and informal sector activities of the poor through the process of urban planning,” Selja said. (ANI)

Newly constructed road connects 200 Jharkhand villages

Ghatshila (Jharkhand), May 11 (ANI): A newly constructed road under the ‘Pradhanmantri Gram Sadak Yojana’ has connected 200 remote villages in Ghatshila in Jharkhand. It has brought a solace in villagers’ lives here.

Until the construction of this road, the Ghatshila subdivision of East Singhbhum of Jharkhand remained cut off from rest of the state.

People were forced to walk till the bus route. Farmers faced problems, as they could not take their produce to the market on time. There was no bus connecting the villages.

“The condition of the road was very bad. People used to face a lot of problem. But after the road was made, things have become convenient for us. Especially, for the farmers, they can go to the market anytime to sell their produce,” said Sunder, a resident.

The attendance at the schools was low, as children had to cover long distances to reach school. During the monsoons, especially when the water was clogged, the children came to school for as little as 10 days a month.

“Children used to face a lot of problem. Especially during the monsoons, water gets clogged everywhere. Children remained absent from the school. There should be more roads like this. Such schemes should continue,” said Urmila Kumari, a schoolteacher,

Dhanbad villages now have electricity

Dhanbad (Jharkhand), May 1 (ANI): Villagers in Dhanbad have been immensely benefited by the Central Government sponsored rural electrification scheme.

The Central Government launched the project named Rajiv Gandhi Grameen Vidyutikaran Yojana.

Neelmani Singh, assistant engineer, Damador Valley Corporation said that this project had cost 500 million US Dollars in Dhanbadh and the work continues in 8 eight blocks of Dhanbad.

“The project is divided into two packages: A and B. The package A covers 11 lines, which are for domestic consumption. The package B covers the substations,” said Singh.

Villagers like Sahir are a happy lot as their children can study courtesy the electricity from this programme.

“We have benefited a lot with electrification. Our children can study due to electricity which has been provided to us courtesy the Rajiv Gandhi Rural Electrification programme,” said Sahir.

The Central Government contributes ninety per cent of the capital cost of the programme.

Self-help groups help rural women in Punjab

Abohar, May 1 (ANI): A large number of women in Punjab are gaining self reliance with the help of self-help groups (SHGs) operating under the Swarnajayanti Gram Swarozagar Yojana (SGSY), a poverty eradication scheme launched by the Government of India to promote employment opportunities.
In Muktsar district of southwest Punjab, women are getting vocational training in designing, embroidery, knitting and making of stuffed toys, thanks to the `Swaranjayanti Gram Swarazagar Yojana’, a scheme under which assistance is given to the poor families living below the poverty line in rural areas.
“Many self-help groups are engaged in dairy farming. There are two stages of giving them loans. Primarily, they are given a loan of 200 USD. After six months, when the group makes a tie-up with the banks with their savings, another loan of 4,000-5,000 USD is given to them. There are a total of 98 self-help groups in the area, who have been given big loans,” said Varun Rujum, Addl. Deputy Commissioner, Muktsar.
Muktsar district has over 330 self-help groups in operation to help rural women take-on stitching, embroidering and pickle making.
Kuldeep Kaur, a differently-abled woman, runs one such self-help group.
She herself is a beneficiary and today she is engaged in enabling others become self-reliant.
Self-help groups have been able to provide sustainable income to the rural poor while building upon their potential entrepreneurial activities.
The groups even enable the women to discuss their personal and other social issues.
“The sales are very good. By learning different skills here at the training center, we can start our own business in the future and earn a livelihood. We are imparting training here to be able to stand on our feet, and will not face any problem in the future,” said Suman Rani, member of the Self-Help Group.

“When a woman gets a chance to go out of home and meet people, she acquires a lot of knowledge. She can raise her voice against atrocities on women. It is very important for a woman to be educated and she should also be an expert in every work. Women should know household work but they should also learn stitching and designing,” said Kuldeep Kaur, member of the Self-Help Group.

In village Sikhwala of Muktsar district, the clothes and embroidered items were put on sale in the village. And, the response was overwhelming. It enabled villagers to get the items locally and the self-help group members earned handsome profits. By Avtar Gill (ANI)

Indira Awaas Yojana delights needy families in Punjab

Abohar (Punjab), April 12 (ANI): Several needy families in Punjab’s Abohar city are today a happy lot after getting benefited from the Central Government’s Indira Awaas Yojana, a national housing scheme.

Under the scheme, needy families are provided houses free of cost to the Scheduled Castes and Scheduled Tribes, bonded labourers and BPL (below poverty line) families.

The government offers financial assistance to needy families to construct their houses.

In Abohar, several benefited families expressed their gratitude to the government for enabling them to have their own houses. Today, they just wish that more and more people will benefit from the scheme.
“The houses are really good. They are concrete houses. They are reallyell-constructed. If this house was not available, we would probably be living on the streets. Or we would have to earn and make temporary huts on our own,” said Kuldeep Singh, a beneficiary of the scheme.

The Panchayat or, the village council chooses deserving candidates in an organised manner. The council, during a meeting headed by a Block officer, who is a government appointee, opt the beneficiaries.

Resham Singh, the village council head of Sampwali village in Abohar, believes that the scheme is actually beneficial for the needy. He expresses his heartiest thanks to the government for this scheme.

“The Central government’s Indira Awaas Yojana is benefiting aot of people. It’s giving concrete houses to the people. All these people, who did not have any roof above their head, the government has given them houses. They used to live on the street, now they have houses with two rooms and a kitchen,” said Resham Singh.

Indira Awaas Yojana, which was launched during 1985-86 as a sub scheme of Rural Landless Employment Guarantee Program (RLEGP), is being continued as a sub scheme of Jawahar Rojgar Yojana (JRY) since its launch in April 1989.
This scheme was bifurcated in 1996 and separate allocations are now made for it.
Indira Awaas Yojna is centrally sponsored scheme and the expenditure is shared by the centre and the State in 80:20 proportion. While, 80 percent of the funds are released by Government of India directly to Zila Parishads, the 20 percent State share is released through District Development and Planning Boards in the state. Sonia Gandhi attacks Advani for repeatedly criticising Manmohan Singh

Jamui (Bihar), Apr 11 (ANI): Congress president Sonia Gandhi on Saturday attacked Bharatiya Janata Party’s (BJP) prime ministerial candidate Lal Krishna Advani for repeatedly riticizing Prime Minister Dr. Manmohan Singh.

“Advani should tell me what his contributions as country’s Home Minister and Deputy Prime Minister are? Indian parliament was attacked. Raghunath Mandir was attacked. Akshardham temple was attacked, but what did Advani do? His government escorted the terrorists arrested by the Congress government to Afghanistan and set them free,” Gandhi alleged.

Gandhi said that the saffron party had no issues to talk about.

“The BJP has no issues so they are talking rubbish. Not the National Democratic Alliance (NDA) and Advani, but the Congress and Manmohan have the guts to fight terror. It was due to the diplomatic pressure from the prime minister that Pakistan acknowledged that the perpetrators of the Mumbai terror attack belonged to their country,” she added.

The Congress president also targeted the NDA government in Bihar and its predecessor Rashtriya Janata Dal (RJD) regime, saying what happened to Bihar in the last 10-15 years was no secret.

“The UPA government gave Rs. 2.25 lakh crore to Bihar for execution of ‘Sarva Shiksha Abhiyan’ for universal education, money for constructing 13,000 school buildings and providing electricity to 20,000 villages under the ‘Bharat Nirman Yojana,” she added.

Gandhi also attacked the RJD and LJP, saying the leaders had formed the ‘Fourth Front’ with “an eye on the chair”.

“These days it has become fashionable to launch fronts. Third Front, Fourth Front, there can be many more coming. All these fronts are formed with an eye on the chair, nothing else. Several such fronts were born in the past and faded away. Do any of these fronts have the guts to fight communalism, poverty and terror? Have they been able to ever open a front like the Congress against these menaces? These fronts have no vision for running governments,” she added.

Gandhi reiterated that Prime Minister Manmohan Singh was the only one who could take all sections together to provide stability to the government. (ANI)

BJP promises to make India’s economy grow

New Delhi, April 3 (IANS) The Bharatiya Janata Party (BJP) Friday promised a slew of measures for India’s economic growth in its election manifesto. Highlights of its ‘economy grows, India prospers’ policies:

1. Generate employment through massive public spending on infrastructure projects. Complete the implementation of former prime minister Atal Bihari Vajpayee’s dream projects: National Highway Development Project by building 15-20 km of new highways every day; and Pradhan Mantri Gram Sadak Yojana to link all villages with over 500 people by all-weather roads.

2. Introduce schemes to encourage private industry and services sectors. Ensure a low tax, low interest rate regime.

3. Exempt personal income tax for those earning up to Rs.300,000 per annum. For women and senior citizens, the exemption will be Rs.350,000 per annum. This will benefit over 35 million people.

4. Complete exemption for interest income on bank deposits for all other than corporates and those who have business income.

5. Scrap Fringe Benefit Tax (FBT), which is a source of harassment to employees and employers alike.

6. Abolish CST (central sales tax) and fix a ceiling of 12-14 percent on GST (goods and service tax).

7. Ensure watertight monitoring of regulatory bodies so that the public is secured from companies indulging in fraudulent practices in the stock markets.

8. Construct one million houses for the poor every year; kickstart the real estate sector that is suffering at present. Bring down interest on housing loans to make urban housing affordable.

9. Take firm steps to identify and retrieve Indian money stashed away in foreign banks estimated at Rs.25 lakh crore-Rs.75 lakh crore (Rs.25 trillion to Rs.75 trillion).

10. Boost tourism sector: Identify 50 destinations and develop infrastructure, connectivity. Double foreign tourist arrivals in five years to help generate employment in hospitality industry.

11. Ban foreign direct investment (FDI) in retail sector to help domestic retail trade.

She wanted to give women edge with education

Paramjit Kaur Gulshan is contesting the ensuing polls from Faridkot (reserved) Lok Sabha seat as Bathinda has been made a general constituency.

PROMISES GALORE: She promised to uplift the status of women in backward areas of Bathinda and Mansa districts through education. Her election agenda also included fight against female foeticide, setting up of an information technology institute and a modern hospital, improvement of economic conditions of farmers, weaker sections and traders and completion of Bathinda refinery to generate employment. Gulshan also promised to provide potable water to the residents, railway overbridges in Bathinda, Mansa, Rampura and Budhlada and revival of closed spinning and sugar mills.

WHAT SHE DELIVERED: Released liberal grants in education sector for infrastructural development from her MPLAD funds. Out of the sanctioned Rs 10 crore in five years, Gulshan released almost 100 per cent MPLAD funds, with only Rs 1 lakh being unutilised. She also released Rs 10.1-lakh MPLAD funds that were carried forward to her from her predecessor. Being member of the Railways Parliamentary Committee, she upgraded Bathinda railway station, was instrumental in starting Bathinda to Dhuri train and got Jammu-Ferozepur train route extended up to Bathinda. She also claimed to have got approval for railway under- and overbridges for Bathinda. Â

WHERE SHE FAILED: Information technology institute is nowhere in sight, modern hospital is still a distant dream and there has not been much improvement in the economic conditions of farmers and weaker sections. She did little to revive closed spinning and sugar mills.

ATTENDANCE IN LOK SABHA: Out of total 332 sittings in 15 sessions, Gulshan attended 226, which means her attendance was 68 per cent.

NUMBER OF QUESTION ASKED OR ISSUES TAKEN UP: Asked 21 questions on allocation of funds under the Prime Minister Rozgaar Yojana (PMRY), construction of ROBs, closure of industrial units, admission of SC/ST candidates to IITs and IIMs, filling of reserved quotas seats for SC/ST students, rural development projects, pending application for agricultural import,

subsidy on fertilisers, Bathinda refinery, payment of arrears to employees, funds under welfare schemes and grant for upgrade of urban

infrastructure.

OPINION: “She is an upright and honest person. The two politicians I admire are Paramjit Kaur Gulshan and Manpreet Badal. But at the same time I feel that they should be more expressive in airing their views,” says social activist Jagmohan Kaushal.

“Gulshan has done nothing for Bathinda. Cases of female foeticide are still being reported,” says Dr Vitull Gupta, human rights activist.

Road improvement drive in full swing in UP

Raiganj (Uttar Pradesh), Mar 27 (ANI): Keen to make travel easier for rural folk in Uttar Pradesh, the authorities are a executing road development project in Raiganj Village near Uttar Pradesh Gorakhpur District.

Funding from the project is coming from the Pradhan Mantri Gram Sadak Yojana (Prime Minister’s Village Road Scheme).

The Central Government launched the scheme in 2000-01 with an aim to link every village to the main road.

Chandravati Devi, the head of Raiganj village, said villagers are benefiting from the project.

“After the construction of the roads, the villagers have benefited a lot. Now, villagers can easily go to Gorakhpur, which was earlier, cut off from our village. Besides, students the business community has also benefited from this scheme,” Chandravati Devi claimed.

Rajesh Kumar Morya, a resident of the village, also expressed his happiness over the fact that he can now reach his school in time.

The Pradhan Mantri Gram Sadak Yojana (PMGSY) was launched to provide connectivity to remote and isolated villages.

The government is keen on setting high and uniform technical and management standards and facilitating policy development and planning at State level in order to ensure sustainable management of the rural roads network.

In the first phase, habitations (hamlets) of population of 1000 (500 in the case of Hill States, tribal and Desert areas) and above will be covered. In the second phase habitations of population of 500 (250 in the case of Hill States ,tribal and Desert areas ) will be covered.

About 3,68,000 kilometer of new road construction and 3,70,000 kilometres of upgradation/renewal is expected to be done at a cost of about 26 billion dollars. (ANI)

Self-help groups empower Jharkhand rural women

Gumla (Jharkhand), Mar 19 (ANI): Women in the Gumla block of Jharkhand have joined self-help groups that make detergents and phenols to improve living conditions.

These women are being trained under the Swarnajayanti Gramin Swarozgar Yojana (SGSY), a government scheme.

Banks provide these self-help groups money, which is used as capital and subsidy for starting the business. Initially the district administration gave them 25,000 rupees and then raised it to 2,50,000 rupees with a subsidy of 1,15,000 rupees.

“These women were given 15 days of training where they were taught to make detergents, candles, soaps, pickles and phenols and now they are doing it quite well. I have given this group a cheque of 2,50,000 rupees. I am happy that they are making use of their training and are selling their products in the market,” said Haideri Ali, Block Developmental Officer, Gumla.

After undertaking the new venture, they claimed that their household conditions have improved a lot.

“After the completion of training, we make our own products and supply it to the local shops. Now our financial condition improved a lot. During the spare time, we do our household works,” said Nita Kumari, member of the self-helpgroup.

Even though the women live in a tribal area like Gumla they have come up with their own self-employment ventures and are determined to improve their living conditions in the years to come. By Girija Shankar Ojha (ANI)

Infrastructure in Assam gets a fillip through rural road links

Baksa (Assam), Mar 16 (ANI): Authorities in Assam construct all weather roads in rural areas under the Pradhan Mantri Gram Sadak Yojana (PMGSY) which provides employment for locals and also ensures better infrastructure in the region.

The developmental projects executed under the PMGSY have been much appreciated by the people of Batbari in Tukrakuchi region of Baksa district of Assam. This area bordering Bhutan in the northwest, falls under the Bodoland Territorial Council of Assam.

The villagers here had endured their worst phases of Bodo movement during the ’90s till it was partially settled in 2003 with the formation of the Bodoland Territorial Council.

Since then progressive changes have been witnessed which the villagers say is a welcome sign after many decades.

“Almost 18 to 19 villages are receiving the benefits. Many people in the interior parts of the area are progressing and developing because of this road. Travelling has become much easier now,” said Chandicharan Narzari, a village head.

Earlier, the roads were uneven and slushy with no proper orientation to serve the local users.

However, with the construction of all-weather roads, the residents are finding it a pleasure to amble along.

“Ever since the roads have been constructed, the children are coming to the schools regularly. This is the best thing that has happened so far here,” said Jitu Goswami, a schoolteacher.

The PMGSY that was launched on December 2000 has been a boon to the people of rural India who until then used to feel isolated from the mainstream of society. By Peter Alex Todd (ANI)
