PM on two-day visit to Kashmir from tomorrow

New Delhi, Jun 6 (PTI) Prime Minister Manmohan Singh will be on a two-day visit to Kashmir from tomorrow during which he is expected to renew the offer for talks with separatists and review the progress in the Round Table peace initiative and development work being undertaken in the state. Official sources said today that the Prime Minister will address a convocation of the Sher-e-Kashmir Agricultural University in Srinagar.

Governor N N Vohra, who is also the university”s Chancellor, had invited Singh to the event. Tight security arrangements are being made with police pickets erected at various places to combat threats from terror groups.

A ”hartal” call has been given by pro-Pakistan leader Syed Ali Shah Geelani which was supported by Aasiya Andrabi of hardline separatist group Dukhtaran-e-Millat. It will be for the second time that the Prime Minister will be visiting the Kashmir valley after he got a second term last May.

He was in Sringar last October. Singh will also be accompanied by Union Ministers Farooq Abdullah, Ghulam Nabi Azad and Prathviraj Chauhan.

The Prime Minister will begin his visit by holding consultations with various political parties of the state over the progress on recommendations made during the two sessions of the Round Table Conference chaired by him. The visit comes against the backdrop of the “quiet diplomacy” initiated by Union Home Minister P Chidambaram with separatist leaders failing to make any headway as the Hurriyat refused to join it owing to pressure from militant groups.

Singh is likely to renew the offer of the Union Government to hold talks with separatists asking them to work towards restoring normalcy in the state. He is expected to hold meetings with various political parties of the state during which ruling National Conference is likely to seek early talks on providing greater autonomy in the state as recommended by Sagir Ahmed Committee set up by the Prime Minister himself, the sources said.

A meeting with senior bureaucrats and Army and police officials was also being planned to discuss the spurt in infiltration from across the border.

Amarnath pilgrimage via north Kashmir route to start Monday

Jammu/Srinagar,  The annual Amarnath pilgrimage that attracts tens of thousands of Hindus will start June 15 from Baltal, taking the shorter and steeper route to the Himalayan cave shrine in Jammu and Kashmir, it was announced here Friday.

“The first batch of the pilgrims will leave Jammu on June 15 and would reach the cave shrine on June 16,” a spokesman of the Shri Amarnath Shrine Board (SASB) said in a release.

To make a final assessment of the tracks leading to the cave shrine in the wake of recent unprecedented snowfall, Jammu and Kashmir Governor N.N. Vohra, who is also chairman of the SASB, conducted a detailed review of the climatic conditions, the arrangements at the holy cave and both the base camps at Baltal and Pahalgam.

“Observing that the safety and security of the yatris (pilgrims) was the first and foremost concern of the board, particularly in the context of the adverse weather conditions, particularly on the Chandanwari-Holy Cave route, the governor stated that the board is left with no option except to allow the yatra only from the Baltal route, at this juncture,” said the SASB, which is responsible for the administration of the shrine located at the height of 13,500 feet above sea level.

“The Baltal route has been cleared of snow, while there is a thick layer of snow on Pahalgam cave route. The snow clearance operations were on and the pilgrims would be able to start their pilgrimage to the shrine by June 21 from that route,” the spokesman said.

The Amarnath shrine, where an ice stalagmite is formed and is seen as an icon of Lord Shiva by the devotees, attracts nearly 400,000 pilgrims.

The pilgrimage period this year will be effectively a little short of seven weeks, against eight weeks in the previous three years.

More than 200,000 people have registered themselves for the pilgrimage.

The board clarified that due to the continuing rain and snowfall at several points on the traditional Pahalgam-Chandanwari route, it is not possible to open the yatra along that route till the weather improves and the track from Sheshnag to Sangam is cleared.

The Jawahar Mountaineering Institute at Pahalgam has been requested to depute a group of trained people to recce the Chandanwari-Holy Cave route by June 21 and send a report to the board, it said.

The date of commencement of the yatra along the south Kashmir route will be decided depending upon the weather and the track condition.

NRI woman died after ‘banned’ surgeon cut artery: Reports

LONDON: An NRI woman died of excessive bleeding after a surgeon, who had previously been banned from performing spinal surgery, damaged an artery attached to her heart during an operation, reports here said.

Satwant Vohra (55), from Welwyn, Hertfodshire bled to death after her aorta was ruptured following the surgery on a damaged disc in her back at a private hospital, an inquest was told on Tuesday.

Chinh Nguyen, the 43-year-old surgeon who performed the operation, had been earlier banned from carrying out spinal surgery. He was also jailed last month for five years on charges of laundering millions in profit from a network of cannabis farms.

The ban was put on Nguyen for a year after five cases, including one in which a patient nearly died, raised concerns.

Nguyen admitted that he may have injured Vohra’s aorta at the Garden Hospital in Hendon, north London, last December.

The inquest heard that Vohra’s condition started to deteriorate after the operation. She was taken to National Health Service (NHS) hospital but doctors could not stem the bleeding, The Daily Telegraph reported.

Recording a narrative verdict, coroner Andrew Walker said, “There were no intensive care facilities available and Mrs Vohra was transferred to an NHS hospital where two operations to save her life took place, but sadly she died.”

The SASB, in its 16th board meeting held in New Delhi on February 2 had authorised Vohra to decide the Yatra schedule, the spokesman said.

He said registration for this year’s Yatra, on both the routes-ahalgam and Baltal-will commence from May 20 in 110 designated branches of Jammu and Kashmir Bank.

While no registration of pilgrims from the Pahalgam route will be allowed beyond August 2, the registration in respect of the Baltal route will close on August 4. (ANI)
