The great census divide

The Nationalist Congress Party is not in favour of a caste-based census, but has not made it an issue as it finds Big Brother Congress suddenly more accommodating towards the Yadav triumvirate — Sharad, Mulayam and Lalu — than its partners in the UPA. At the Cabinet meeting last week, senior NCP leader and Civil Aviation Minister Praful Patel took the middle path, pointing out that the matter has reached such a point that the government would be criticised either way. The NCP camp is dismayed at the haste with which the Congress brought the onus on the government by promising to bring the issue in the Cabinet.

The Cabinet meeting witnessed some spirited opposition with Minister of Youth Affairs & Sports M S Gill leading from the front and terming it as a retrogressive step. Human Resource Development Minister Kapil Sibal wanted the government to take a “rationalist” approach.

The biggest surprise, however, was Steel Minister Virbhadra Singh’s support for a caste census. He said that by promising to bring the issue in the Cabinet, the government had already committed itself to the cause

Panna Diamond Mine in Madhya Pradesh reopens after four years

Panna (Madhya Pradesh), Aug 21(ANI): Union Steel Minister Virbhadra Singh on Friday rededicated the Panna Diamond Mine of the National Mineral Development Corporation (NDMC) in Madhya Pradesh.

The mine had remained closed for about four years for environmental reasons.

Speaking in Panna after reopening the mine, Singh said the project was not only crucial for the NMDC and Madhya Pradesh, but also prestigious for the country as it is the only mechanized diamond mine in Asia.

Singh also informed that the production capacity of the mine is one lakh carats per annum.

“With the reopening of the Panna mine, we will be able to meet at least part of the domestic demand of diamonds,” he said.

“NMDC is exploring for diamond reserves in Chattarpur District and coal deposits in Shahdole and Umaria Districts. It is in the process of acquiring mining lease for development of coal blocks,” he added.

Singh further said that NMDC is making efforts to locate alternate diamond resources in the vicinity of Panna.

The minister also thanked the Madhya Pradesh Government for extending unflinching support for the reopening of the diamond mine.

“With the re-opening of the mine, the economic activity in the Panna region will pick up and Panna township and surrounding areas will one again come alive as a centre of economic activity,” said Minister of State for Steel A. Sai Prathap.

“It will also generate both direct and indirect employment for the local population. The local business, which was adversely affected due to shifting of NMDC’s workforce in the Diamond mine will also prosper,” he added.

He also hoped that the reopening of the mine will give a strong impetus to the economic activity of the entire region. (ANI)

Steel Minister asks SAIL to complete all expansion plans on time

New Delhi, Aug 18 (ANI): Union Steel Minister Virbhadra Singh on Tuesday asked the Steel Authority of India (SAIL) to complete all the ongoing expansion programmes on time.

He was reviewing the Q1 performance of the public sector major at a meeting here today.

He said, the economy looks set for a rebound considering the latest IIP numbers and the projections of GDP this fiscal. This will translate into decent demand growth for steel in the near future.

The Minister appreciated the difficult business environment following the slowdown and hoped the situation to improve in the next couple of quarters.

He expressed satisfaction over the performance of SAIL during the first quarter.

The steel major reported a turnover of Rs 9747 crore during April-June 09, a decrease of 20 per cent over the same quarter last year. The net profit also fell by 27.7 per cent to Rs.1326 crore.

Singh urged the SAIL to strengthen its CSR activities.

“Out of the budget of Rs. 80 crore, the company has been able to spend Rs10.83 crore during the first quarter which is a drop of 201 per cent on sequential basis and a drop of 60 per cent compared to Q1 of the previous year,” he said.

The profitability was adversely affected due to reduction in average net sales realization of saleable steel, escalation in input prices mainly of imported coal, coke, ferro-silicon, increase in railway freight, increase in fuel cost surcharge by DVC and higher interest charges. (ANI)

Virbhadra Singh assumes charge of Steel Ministry

New Delhi, May 29 (ANI): Minister for Steel Virbhadra Singh assumed charge here on Friday.

He was welcomed by Steel Secretary P.K.Rastogi and other senior officers.

Talking to reporters after taking charge, he said that one of his key priorities would be to ensure that the expansion programmes of the public sector giants the Steel Authority of India Limited (SAIL) and the Rashtriya Ispat Nigam Limited (RINL) is completed in time in a cost effective fashion.

“While the capacity of SAIL will go up to 26 million tons that of RINL will go up to six million tons after the expansion. Both the expansion programmes will involve an expenditure of over Rs.70, 000 crore,” he said.

He added that steel sector in India and China have recorded positive growth during the first quarter of this calendar year while the global steel production has contracted by 23 per cent during the same period.

“Another focus area will be to bring in a rational, seamless and transparent regime for allocation of raw material resources to existing and prospective steel producers,” he said. He further said, the Ministry of Mines would be requested to undertake consequential amendments to Mines and Minerals (Development and Regulation) Act 1957 to bring amendments to force.

“There is a need to restructure some of the smaller steel PSUs and for attempting mergers to capture the benefits of improved synergies. The companies under restructuring/merger mode include the Bird group of companies, the HSCL, the BRL and the SIIL,” he said (ANI)

English lords over Hindi in Lok Sabha oath-taking ceremony

New Delhi, May 28 (ANI): Fifty nine ministers took their oath in English and Hindi at a solemn ceremony in Rashtrapati Bhavan on Thursday.

President Pratibha Patil administered oath of office to 38 ministers in English and 21 ministers in Hindi.

The 59 ministers will now join Prime Minister Manmohan Singh and 19 other Cabinet Ministers.

Former Himachal chief minister eyeing ministerial berth

Shimla, May 26 (IANS) The Congress’ lone Lok Sabha MP from Himachal Pradesh Virbhadra Singh, 74, Tuesday pitched himself for a ministerial berth in the new government saying he had put in decades of hard work for the party.

“I am a sincere party worker. For the past many decades, I stood with the party… will remain sincere with it. If the high command feels that my services are required in the central ministry, they can ask me… otherwise I have no problem,” Singh told IANS on phone from Delhi.

Singh, who was a cabinet minister in the Indira Gandhi government in 1980, said: “The party told me to contest the parliamentary elections, I contested it and helped party win that seat.”

“If the party wants to use my experience, it is okay. I am happy with any role the Congress chooses for me,” said Singh, whose supporters are upset over the elevation of Rajya Sabha member from the state Anand Sharma to the cabinet level.

Sources close to him said he was hoping for a cabinet berth and was unhappy when he did not get the call during the first round of swearing in of ministers Friday.

Sharma and Singh are adversaries in state politics and the former is believed to be close to Congress president Sonia Gandhi.

Popularly known as ‘Raja Saab’, Singh, who was the chief minister of the hill state five times, contested the Lok Sabha polls after a gap of 29 years.

Himachal Congress chief Kaul Singh Thakur said that it was the prerogative of the prime minister to select his cabinet.

Leader of the opposition in state assembly Vidya Stokes also echoed similar views.

“It’s the decision of the party high command (to allot berth in union ministry),” she said.

Stokes, who does not enjoy cordial relations with Singh, is a close confidante of Sonia Gandhi. She too advocated for the elevation of Anand Sharma.

The Congress only managed one of the four seats with Singh winning the Mandi seat by a margin of over 13,000 votes.

A former state cabinet minister said on condition of anonymity: “Singh is fighting a ’survival battle’ now. He has vast experience and is one of the seniormost MPs, having been elected first time as back as 1962.”

“If he is marginalised, it will demoralise the party cadre,” the leader said.

BJP sweeping polls in Himachal Pradesh

Shimla, May 16 (ANI): The Bharatiya Janata Party (BJP) is leading in all the four parliamentary constituencies of Himachal Pradesh.

The four seats – Shimla (reserved for Scheduled Castes), Mandi, Hamirpur and Kangra – saw 59.17 percent polling May 13.

The main contest is between the Congress and the BJP. There are 31 candidates, including nine independents, in the fray.

The high-profile Mandi seat is being contested by five-time Chief Minister Virbhadra Singh (Congress) and Maheshwar Singh (BJP). This constituency saw the maximum voter turnout of 64 percent.

The Congress fielded sitting MPs Dhani Ram Shandil and Chander Kumar in Shimla and Kangra respectively against the BJP’s Virender Kashyap and Rajan Sushant.

In Hamirpur, the Congress has fielded BJP rebel Narinder Thakur against the BJP’s sitting MP Anurag Thakur, the son of Chief Minister Prem Kumar Dhumal.

The Congress had won three seats in the 2004 general elections, while the BJP had one seat. (ANI)

Tough road ahead for politicians in remote Himachal areas

Manali, April 7 (IANS) Delayed snowfall high up the Himalayan slopes has cheered fruit growers, but politicians contesting the Lok Sabha elections from the Mandi constituency in Himachal Pradesh are distinctly unhappy.

The constituency’s Lahaul valley has been cut off from the rest of the country following heavy snow. Most areas can’t be accessed by road, making campaigning near impossible.

‘Helicopter is the only mode of transportation here,’ Sher Singh, public relations officer of Lahaul and Spiti district, told IANS.

The entire district, populated mainly by tribals, has been receiving moderate to heavy snow during the past 10 days.

‘The road link to the tribal valley through the Rohtang Pass is closed to traffic. Snow clearing is on but is hampered due to snow,’ said S.K. Doon of the General Reserve Engineering Force (GREF), a government agency that maintains the Manali-Leh highway.

Last year, the Rohtang Pass was opened to traffic only by mid-May.

‘Our first priority is to make the 52-km stretch between Manali and the Rohtang Pass motorable so that links to the Lahaul valley can be restored much before the elections.’ Doon said.

Polling for the four Lok Sabha seats in Himachal Pradesh – Shimla, Kangra, Mandi and Hamirpur – is scheduled for May 13.

The sprawling Mandi constituency covers almost two-thirds of Himachal Pradesh. Even in April-May, most people cannot reach many parts without a helicopter.

Congress leader and five-time chief minister Virbhadra Singh and the Bharatiya Janata Party’s (BJP) three-time MP Maheshwar Singh are the main contestants from Mandi. Neither has started public rallies in the tribal areas.

‘It’s a tough road ahead for the candidates if the snow continues. Very soon I will start my tour in the interiors of tribal districts,’ Virbhadra Singh said.

‘If the weather obliges, I will travel by car. Otherwise, helicopter is the only option,’ he added.

Though Virbhadra Singh is contesting the Lok Sabha elections after a gap of 29 years, he has travelled to every nook and corner of the constituency as chief minister.

Maheshwar Singh has represented Mandi in 1989, 1998 and 1999.

‘We (BJP) started the campaign almost two months before the Congress. Our visit to tribal areas of Lahaul and Spiti is overdue as climatic changes have taken a toll. Some areas are not accessible by road. One has to trek in those treacherous areas,’ Maheshwar Singh said.

Virbhadra Singh’s wife Pratibha Singh was elected from Mandi in 2004, defeating Maheshwar Singh by 66,566 votes. Of Mandi’s 1.1 million voters, 145,000 live in tribal areas.

A polling station at Hikkim is located 15,500 feet above sea level in Mandi.

‘One third of all polling booths are located above 13,000 feet. The government will provide us helicopters if the weather is hostile,’ state chief electoral officer Anil Khachi said.
