Kalmadi confident about Commonwealth Games 2010 being held

New Delhi, Sep.16 (ANI): Indian Olympic Association (IOC) President Suresh Kalmadi on Wednesday expressed confidence about the Commonwealth Games being held successfully in 2010.

Addressing a press conference here, Kalmadi, who is the Chairman of the Commonwealth Games Organising Commitee, said: “Sports Minister M S Gill, Urban Development Minister Jaipal Reddy and Delhi Chief Minister Sheila Dikshit are working as a team to deliver a great Game.”

“We have hired many international experts to ensure there are no slip-ups,” he added.

He also brushed aside Commonwealth Games Federation President Michael Fennell’s criticism on New Delhi’s ability to successfully hold the 2010 Commonwealth Games, adding that Fennell’s doubts would be cleared next month.

Fennell had written to Kalmadi criticising New Delhi’s preparation for the 2010 Commonwealth Games and said that a meeting with the Prime Minister, Dr. Manmohan Singh, may be required to sort out all preparatory-related issues.

Union Sports Minister M S Gill on Tuesday summoned Kalmadi to take stock of the situation. IOA Secretary General Randhir Singh was also present at the meeting.

Gill has met Dikshit to discuss the Games and the progress being made. (ANI)

Bridging gap between youth and police in Kashmir

Srinagar, Sep 12 (ANI): Youth in Srinagar got a chance to voice their views and grievances against the security forces at a pro-active meet held recently here.

Jointly hosted by the All India Centre for Rural and Urban Development (AICURD), the New Delhi-based non-governmental organisation and the Kashmir University’s Department of Students Welfare, the meet was aimed to bridge the gap as well as mistrust between the youth and the security forces in the valley.

Since last year, there has been rising anger amongst the people of Kashmir against the police.he meet addressed vital issues to lessen that anger, hatred and contempt.

“The attempt was to tell these people the truth and arouse their conscience and listen to their views about us so that we can improve ourselves,” said Hemant Kumar Lohia, Deputy Inspector General (DIG), Central Range, Kashmir.

The students got ample scope to speak out their concerns and complaints before the top brass of the police and allied security forces.

The meet turned out to be an ideal platform for the youth to speak out their minds freely.

“The police are a force which is meant for protection of people. For the first time we got such a platform where we could interact with the police and put forth our views, it is a very good platform,” said Feroze Parry, a student.

The organisers of the meet were confident that the meet would help to dispel the hatred to a great extent.

“We hope that these discussions will help in lessening the hatred amongst the youth towards the security forces. And we can hope for a better Kashmir,” said Anupama Behen of AICURD. (ANI)

Climate change could deepen poverty in developing countries

Washington, August 20 (ANI): A new study has determined that climate change could deepen poverty in developing countries.

In the study, a team led by Purdue University researchers examined the potential economic influence of adverse climate events, such as heat waves, drought and heavy rains, on those in 16 developing countries.

Urban workers in Bangladesh, Mexico and Zambia were found to be the most at risk, as the cost of food drives them into poverty.

“Extreme weather affects agricultural productivity and can raise the price of staple foods, such as grains, that are important to poor households in developing countries,” said Noah Diffenbaugh, the associate professor of earth and atmospheric sciences and interim director of Purdue’s Climate Change Research Center.

“Studies have shown global warming will likely increase the frequency and intensity of heat waves, drought and floods in many areas. It is important to understand which socioeconomic groups and countries could see changes in poverty rates in order to make informed policy decisions,” he added.

The team used data from the late 20th century and projections for the late 21st century to develop a framework that examined extreme climate events, comparable shocks to grain production and the impact on the number of impoverished people in each country.

“The occurrence and magnitude of what are currently the 30-year-maximum values for wet, dry and hot extremes are projected to substantially increase for much of the world,” said Diffenbaugh.

“Heat waves and drought in the Mediterranean showed a potential 2700 percent and 800 percent increase in occurrence, respectively, and extreme rainfall in Southeast Asia was projected to potentially increase by 900 percent,” he added.

In addition, Southeast Asia showed a projected 40 percent increase in the magnitude of the worst rainfall; central Africa showed a projected 1000 percent increase in the magnitude of the worst heat wave; and the Mediterranean showed a projected 60 percent increase in the worst drought.

A statistical analysis was used to determine grain productivity shocks that would correspond in magnitude to the climate extremes, and then the economic impact of the supply shock was determined.

Future predicted extreme climate events were compared to historical agricultural productivity extremes in order to assess the likely impact on agricultural production, prices and wages.

According to Thomas Hertel, a distinguished professor of agricultural economics and co-leader of the study, “Food is a major expenditure for the poor and, while those who work in agriculture would have some benefit from higher grains prices, the urban poor would only get the negative effects.” (ANI)

Delhi Metro chief Sreedharan withdraws resignation

New Delhi, July 13 (ANI): A day after he put his papers owning moral responsibility for an accident at a construction site that killed six people, Delhi Metro chief E Sreedharan has withdrew his resignation.

“E Sreedharan has decided to withdraw his resignation in view of the letter he received from Chief Minister Sheila Dikshit (asking him to continue as the DMRC Managing Director),” Metro Rail spokesperson Anuj Dayal told reporters at New Delhi on Monday.

Dayal said the Metro chief also took into consideration the persuasion of Delhi Lieutenant Governor Tejinder Khanna and Union Urban Development Minister S Jaipal Reddy who asked him to withdraw his resignation letter and continue in the post.

The 77-year-old renowned technocrat quit his post within hours of the accident at the Metro construction site in south Delhi’s Jamrudpur area on Sunday where an under construction bridge collapsed killing six people and injuring 15 others.

On Sunday night, Dikshit had rejected his resignation saying that the Delhi Metro and the country needed his services.

“We respect his sentiments. But we also know that the Delhi Metro and the country need him. Not only he do good work for Delhi but also for the country,” she had said.

Highly placed sources said the government rejected Sreedharan’s resignation as it viewed that his continuation was necessary for successful completion of Metro projects ahead of the Commonwealth Games next year. (ANI)

Illegal constructions making Darjeeling vulnerable to landslides

Darjeeling, July 9 (ANI): The massive construction of buildings, a majority of them illegal, has led to degradation of soil texture in the Darjeeling Hills area of West Bengal and making the place vulnerable to landslides.

A series of landslides hit Darjeeling and its surrounding areas in May, triggered by overnight torrents.

Local builders, however, have ignored the threat of landslides or public concern.

Geologists say that the construction of unauthorised buildings coupled with improper drainage systems has led to recent landslides.

“For the Since last 100 years, Darjeeling is witnessing an rapid increase in population. This migration of population has led to an increase in unauthorised constructions. This coupled with the lack of a proper drainage system in the Darjeeling Hills culminated in the recent catastrophic landslides,” said Subhir Sarkar, a geologist.

When asked about the problem, the State Minister for Urban Development and Municipal Affairs, Ashok Narayan Bhattacharya, said the state Government has asked the local civic body to take active measures against it.

“We would be organising a seminar in Kalimpong to ascertain the crisis, and whatever the meteorologists say is very much justified and the municipality must look into the matter,” said Bhattacharya.

Situated at a height of 2,134 meters, Darjeeling is also famous for its 125-year-old railway, a UNESCO world heritage site where the century old miniature steam engine still chugs.

During the late 50s of the 19th century, Darjeeling was developed as a hill station for Britishers, who wanted to escape the heat of the plains.

Budget is positive, realistic, say industrialists

New Delhi, July 6 (IANS) The union budget for 2009-10 presented by Finance Minister Pranab Mukherjee Monday is “positive” and “realistic” and both the business community and the common man would benefit from the budgetary proposals, leading industrialists in the country said.
“I am reasonably happy with the budget,” said Deepak Parekh, chairman of Housing Development Finance Corp (HDFC).

“The finance minister has stressed on rural housing by allocating more money and by strengthening the National Housing Bank and I think we need to divert our attention to rural housing,” Parekh said.

He welcomed Mukherjee’s proposal to increase the allocation for the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), saying it would give a boost to the urban housing sector.

According to ICICI Bank chairman K.V. Kamath, it is a “pragmatic budget”.

“The decision to cut out the surcharge on personal income tax is a welcome step. I think it puts a lot of money into the hands of the lay spender which is certainly good for the economy,” said.

He welcomed the budget’s focus on the infrastructure sector.

On the capital market’s reaction to the budget, Kamat said: “I think this is a budget which will take two-three days for the larger market, not just the capital market, to understand and then probably react to.”

Karl Slym, president and managing director of General Motors India, said the budget “is encouraging due to its focus on infrastructure, education, agriculture, irrigation, health care and social security schemes”.

“Since it addresses some of the concerns of the industry in general, it should help fuel demand and economic growth going forward,” he added.

R. Seshasayee, managing director of Ashok Leyland, said the budgetary proposals were “quite positive”.

“Clearly, the intention is to stick both to the larger agenda in terms of the tax reforms and the goods and services tax (GST) for 2010. I think it is a good indication”.

Reliance Money managing director Sudip Bandyopadhyay said the introduction of new direct tax code and GST were positive steps.

“However, going forward, issues with respect to opening of foreign investment in certain key sectors, public sector units disinvestment and control of fiscal deficit need to be addressed,” he said.

ICICI Security Primary Dealership managing director and chief executive B. Prasanna hailed the proposals for increased spending and the budget’s focus on growth.

“But, the bond markets will have to grapple with a higher than expected gross borrowing programme of Rs.450,000 crore. There is an expectation that all the extra borrowing will be front-ended and completed in the remaining three months of the first half.”

“This increased borrowing may exert upward pressure on yields on a week-on-week basis. The budget is silent on capital market reforms and on a road map for bigger divestments,” Prasanna observed.

White House’s delay in recognizing Jacko’s death draws flak

Washington, June 27 (ANI): The White House’s delay in issuing a statement on Michael Jackson’s death, and President Barrack Obama indifference towards the musical legend’s family, has raised many eyebrows.

Some 19 hours after the death of Jackson was officially confirmed, Obama recognized, through White House Press Secretary Robert Gibbs, the passing of the musical legend while also alluding to his personal difficulties.

“He said to me that obviously Michael Jackson was a spectacular performer, a music icon. I think everybody remembers hearing his songs, watching him moonwalk on television during Motown’s 25th anniversary. But the president said he had aspects of his life [that] were sad and tragic. His condolences went out to the Jackson family and to fans that mourned his loss,” Politico quoted Gibbs, as saying.

In response to a question, Gibbs said he did not believe Obama had made an effort to contact the Jackson family.

Fans and media were puzzled by Obama’s lack of response to an event that dominated news coverage worldwide on Friday and Saturday.

“Why not issue a written statement for a man who’s come to this White House, who’s visited other presidents, who’s been honored by other presidents for his humanitarian efforts, he also worked for the Democratic Party, which this president is the head of, helped fundraise? Why not a written statement?” April Ryan of American Urban Radio Network asked Gibbs.

Responding to a question about the lack of official statement, Gibbs said: “Because I just said it. I thought I did a pretty good job. I asked the president what he thought about it today and as his spokesman passed that along to you.”

While a short written statement on the death of a notable figure in American life is usually a straightforward matter, it becomes more complicated in the case of a singer whose musical accomplishments were often obscured by allegations of darker behavior.

“I think people want [Obama] to talk about the Michael Jackson they love, not the Michael Jackson that was weird,” said Paul Glastris, a speechwriter for President Bill Clinton. (ANI)

‘Urban sprawl’ responsible for collapse of ancient Cambodian city of Angkor

Sydney, June 24 (ANI): A team of international scientists has suggested that over-development of water infrastructure and extreme climate fluctuations were responsible for the collapse of the ancient Cambodian city of Angkor.

According to a report in The Australian, the team comprised of Sydney University archeologist Roland Fletcher and his GAP (Greater Angkor Project) co-director, Sydney University paleo-climatologist Dan Penny, and paleoclimatologist Brendan Buckley of New York’s Columbia University.

The scientists used new archeological, pollen and tree-ring dating evidence to back their claims.

The group argues that before an alternating series of droughts and monsoonal floods hit Angkor from the mid-14th to late 15th centuries, the capital of the Khmer empire had already had extensive problems with its vast, complicated water system.

Ultimately, it became impossible for the city to keep pace with further pressures from extreme weather.

“Although there was ongoing conflict with neighbouring states, it was this over-built, inflexible (water) infrastructure that locked them into this trajectory of decline,” Dr Penny said.

Before Angkor vanished into the jungle in the 17th century, it was the world’s largest low-density pre-industrial city.

Between the ninth and 13th centuries, the metropolis spread across 1000sq km and was home to as many as 750,000 people.

To feed the population, land was extensively cleared for rice farming and hundreds of kilometres of canals and enormous reservoirs were built to provide water for farming and drinking.

The water works also supported religious ceremonies at hundreds of temple complexes.

The most spectacular was Angkor Wat, the world’s largest premodern religious monument. “It was the size of a medieval European town,” Professor Fletcher said.

As the city grew, so did the highly integrated system of canals, spillways and reservoirs needed to support it.

Sand had begun filling major canals from the 14th century. Spillways and other features of the waterworks were badly damaged and shut down.

By the late 16th century, Angkor was largely abandoned, taking with it the entire region.

According to Professor Fletcher, Angkor is not the only city that fell victim to unsustainable low-density urban sprawl followed by climate instability.

“The famous example is the classic Maya cities of the Yucatan Pensinsula like Tikal in Guatemala. They died between the ninth and the 11th century,” he said. (ANI)

France considering proposal to ban burqa

London, June 20 (ANI): French President Nicolas Sarkozy’s Government is considering a proposal of parliamentarians to ban the burqa and other Islamic clothing.

French MPs called for an inquiry into the wearing of the head-to-toe Islamic veil in the country, and whether Muslim women who cover themselves completely in public constitute an assault on French secularism and women’s right.

Luc Chatel, a government spokesman, said that all the options were open, including a ban, The Telegraph reports. “If it were determined that wearing the burka is a submissive act, and that it is contrary to republican principles, well naturally parliament would have to drawn the necessary conclusions,” he said.

If that meant introducing new legislation, Luc Chatel said, “why not”.

French MPs call for a parliamentary commission to consider the fate of the burqa got support from senior figures in Sarkozy’s Government.

While France’s Muslim Council said the proposal “stigmatized” Islam, a commission is now expected to be established on the urging of the group of 65 politicians led by André Gerin, a Communist MP. Many of the 65 MPs are members of Sarkozy’s Right-wing UMP party.

Gerin is also mayor of the southern city of Venissieux, which has a high immigrant population and where he complains women cover themselves in “mobile prisons”.

The proposal won the support of Fadela Amara, the Urban Affairs Minister and a women’s rights campaigner whose parents were Muslims, The Telegraph reports.

“We must do everything to stop burqas from spreading, in the name of democracy, of the republic, of respect for women,” she said, describing the garment as “a kind of tomb for women.”

In 2004, France passed a controversial law forbidding any conspicuous religion symbols from state schools, including veils, which are banned in government offices. (ANI)

50-lakh-rupees scheme to clean Narmada

Bhopal, May 11 (ANI): Madhya Pradesh’s Urban Administration Department has sanctioned a 50-lakh-rupees scheme to make the Narmada river pollution free.

The plan, prepared by Public Health Engineering (PHE) Department, requires laying down of sewage line at Narmada’s origin in Amarkantak.

A 1.5 km long sewage line is proposed to be laid in the town, and waste water generated in the city would be treated in a plant.

This will help in preventing it (waste disposal) from mixing in Narmada at its origin, the official sources said.

The plan was presented to the state’s Urban Administration Minister Babulal Gaur during his recent visit to the holy town.

Gaur has also directed officials to clean septic tanks of hotels, houses and hostels with the help of suction machines, the sources said. (ANI)

“And I was thrilled,” Michelle told employees of the US mission to the United Nations. “I never thought I’d be on Sesame Street with Elmo and Big Bird. … I’m still thrilled. I’m on a high.”

She told the employees that she was on the public-broadcasting show to discuss nutrition and healthy eating. (She did not say when her episode of the show would be broadcast.)

Michelle said with a smile that her meeting with the two Muppet legends was “probably the best thing I’ve done so far in the White House,” The Washington Post reported.

Her agenda at the UN mission, meanwhile, was simply to say thank you to federal employees.

Since becoming first lady, Michelle has visited many federal agencies in Washington-including the Departments of Education, Housing and Urban Development, Interior and Homeland Security-to express gratitude to bureaucrats who often work tirelessly out of the spotlight.

Vietnam to review Chinese bauxite mining projects

Hanoi – Vietnam will review the environmental and economic impact of controversial Chinese-backed bauxite mining projects in the country’s Central Highlands, Vietnamese press reported Monday. According to the state-owned Vietnam News, the decision came at a meeting of the Politburo of Vietnam’s Communist Party on April
16, but was not announced to the public until Monday.

The move was seen by some as laying the groundwork for limiting or canceling some of the bauxite projects, which have elicited criticism from environmental scientists and nationalists opposed to Chinese presence on Vietnamese territory.

The Politburo directed the state-owned Vietnam National Coal and Mineral Industries Group (Vinacomin) to proceed on an experimental basis with the first bauxite project, the Tan Rai mine in the province of Lam Dong, constructed by the Chinese mining company Chalco.

The government will issue an environmental and economic impact report this summer on the second Chalco project, the Nhon Co mine in Dak Nong Province, before deciding whether to allow it to proceed.

Critics of the projects welcomed the government announcement.

“I think the Politburo’s conclusion is correct,” said biologist Nguyen Lan Dung, a National Assembly deputy who last week signed an appeal to the government demanding a review of the projects.

Dung, who represents the province of Dak Nong, said the Politburo decision “satisfied all the petitions from scientists.”

“The Politburo should have listened to the scientists before signing the contracts,” said Huynh Dang Hy, general secretary of the Vietnam Urban Development Association.

Hy said the signing of the contracts did not meet Vietnamese legal standards and was opposed by the public.

Besides ordering the environmental review, the decision directs the state-owned Vietnam National Coal and Mineral Industries Group (VINACOMIN) to delay issuing shares in the bauxite projects to foreign investors. Initially, Chinese companies had been allowed to own 20 to 40 per cent of the projects, but the new order says a decision on allowing foreign investment “has yet to be made.”

The Politburo also asked VINACOMIN to use mainly domestic workers, and only employ foreign experts where necessary. Critics of the projects objected to plans by the Chinese contractor, Chalco, to import thousands of Chinese workers, many of them semi-skilled laborers.

Pham Si Liem, deputy president of Vietnam’s General Construction Association, said the move to review the mines had come late, but was a good sign for Vietnam.

“The decision shows that civil society has been paid attention to,” Liem said.

Vietnam’s estimated 8 billion tons of bauxite reserves, among the world’s largest, are concentrated in the country’s Central Highlands.

Bauxite is extracted from open-pit mines, requiring replacement of topsoil before the land can be reforested or used for agriculture. The refining process creates large amounts of caustic red slurry, which must be contained so as not to pollute water sources.

Critics say that geological factors make it hard to contain such waste in the Central Highlands, and worry that pollution will affect the local coffee and cacao industries, as well as damaging wildlife and the social fabric of the region’s indigenous ethnic minorities.(dpa)

Urban’s alcohol problems took our marriage for a toss: Kidman

Sydney, Apr 19 (ANI): Hollywood actress Nicole Kidman has admitted that her husband Keith Urban’s alcohol problems sent their fledgling union into a tailspin.

“We were thrown into his alcohol problems three months into the marriage and that was big,” The Sydney Morning Herald quoted the 41-year-old actress, as telling the Daily Mail newspaper.

The Australian beauty confessed that Urban had admitted his problem and spent time in rehabilitation, a step that made their relationship stronger.

“We became the closest we could become because we had to bare our souls. We did 10 years of marriage in just three months. When the addiction takes control of someone’s life, it’s terrifying. But there is hope, and we work on it every day,” she said.

Kidman said that giving birth to Sunday Rose in her 40s has given her a greater sense of her own mortality.

“It’s bittersweet,” she said.

“I want to be around to see Sunday Rose’s 21st birthday . . . My relationship with death used to be far more ambivalent . . . now it feels much more important for me to stay in the world,” she added. (ANI)

Melbourne, Apr 18 (ANI): Hollywood actress Nicole Kidman and her husband Keith Urban, who are currently living in their new Bunya Hill mansion in the NSW Southern highlands, have reportedly added four alpacas to their livestock.

Kidman who enjoyed at the Sutton Forest, a few hours drive south of Sydney, went to the nearby Elysion Alpaca farm with daughter Sunday, mother Janelle and friends, and ended up buying four alpacas.

“Within hours of the visit four little alpacas were delivered and they’re now living on the property,” News.com.au quoted a source as saying.

While Kidman and her husband will leave the mansion in a few days, and will head back home, the four alpacas will be looked after by their onsite manager, who also looks after their other livestock including horses.

Kidman’s family, including sister Antonia and her four children, mum Janelle and dad Antony plus cousins, also stayed at the mansion during the week and totally loved their stay at the dazzling mansion.

“It’s beautiful here … we love being here. It’s just wonderful that this kind of heritage is still in such good condition,” Urban said. (ANI)

Keith Urban’s family is his inspiration for new album

Melbourne, April 12 (ANI): Keith Urban’s marriage with Nicole Kidman three years ago and his becoming a father to their daughter, Sunday Rose, in July 2008 seems to have left the singer budding with inspiration for his new album.

The country musician sings of happiness and romance in his latest album Defying Gravity, which became his first #1 on the Billboard 200, selling 171,000 copies in its first week of release.

The 41-year-old recalled ‘My Heart Is Open’ was something she had said to him during the early days of their relationship while ‘Why’s It Feel So Long’ held his yearning for his wife after he dropped her at an airport.

Urban, however, insists that despite a glimpse of his family life here and there, the album was not entirely autobiographical.

“For me, writing a lot about anything personal is a difficult balance. On one hand we’re private people, yet on the other hand I write songs that are going to be about my life, my home life, my family,” the Daily Telegraph quoted him as saying.

“I guess I write about all that in a way that I’m comfortable. It doesn’t get too detailed or explicit to the point where I feel like my privacy is being invaded, but I’m able to create art from my heart and that is inspired directly by my life,” he added.

Meanwhile, his better half was overwhelmed after hearing the love song “Thank You” her country star hubby had written in her honour. (ANI)

Jennifer Love Hewitt, beau share mutual love for Keith Urban

Washington, April 10 (ANI): Jennifer Love Hewitt and her boyfriend Jamie Kennedy are compatible – because of their mutual love for Nicole Kidman’s rocker husband Keith Urban.

The couple recently embarked on a whirlwind love affair, following Love Hewitt’s split from fiance Ross McCall.

“He has a total man crush on Keith Urban! We were at the Academy of Country Music Awards and he’s like, ‘That guy’s kind of hot,’ and I’m like, ‘I know,’ ” Contactmusic quoted her, as saying.

However, Urban is not the only reason that keeps their relationship going.

Love Hewitt has admitted that she’s smitten with her new beau’s sense of humour.

“We just make each other laugh and we’re best friends. Even though we haven’t been together for very long we are very much alike,” she said.

“The fact he is so hilarious is what makes this relationship work. When you’re really funny, there’s nothing really bad that can happen. He is a realist and I am a dreamer,” she added. (ANI)

Battle for New Delhi seat begins

With a promise of creating jobs for over three lakh youngsters, Vijay Goel, BJP’s candidate from New Delhi in coming Lok Sabha elections, on Sunday evening kick started his political campaign with a rally in Safdarjung Enclave in New Delhi. In his first election rally that was meant to attract young voters, Goel targeted the UPA government for not handling meltdown tactfully.

Besides unemployment and meltdown, terrorism, inflation and praises of their prime ministerial candidate L.K. Advani dominated the speeches of most of the BJP leaders present in the rally to support Goel. “I am surprised at the Prime Minister’s statement asking corporates to cut salaries of employees to retain them,” said Goel, suggesting ways in which the current government could have created vacancies for youth during the slow down.

“In Delhi, there is a shortage of 50,000 beds in government hospitals. Had the government thought of fulfilling the requirement, at least three lakh people would have got jobs from the project,” said Goel.

He also ensured that the BJP-led government will create better employment opportunities by developing IT and tourism sectors. Goel, who is a first timer from New Delhi constituency, also condemned his opponent Ajay Maken, Congress’s candidate from New Delhi, for not doing enough to prevent sealing or legalizing unauthorised colonies despite being Minister of state for Urban Development.

He also managed a faux pas when he said: “In the coming elections, you will see how we will clean Delhi of the Bharatiya Janata Party and see how all five seats will go to Congress.” The event, termed as Yuva Shakti Diwas, was attended by BJP general secretary Arun Jaitley.

But it was attended by barely a thousand people.

Badarpur flyover to miss Games deadline

Delhi’s signal-free link to Faridabad might miss the 2010 Commonwealth Games deadline as the land-owning agency in the Capital, Delhi
Development Authority (DDA), and the National Highway Authority of India (NHAI) bicker over how land for the project is to be handed over and also over the compensation rates.

The NHAI, in fact, is now coming dangerously close to paying a fine to the concessionaire of the project for its failure to hand over about one-third of the land needed by March 22 as per the concession agreement signed between the Authority and Badarpur Faridabad Tollway Ltd (BFTL). NHAI officials said though the rest of the land has been handed over, what remains is more crucial since the interchange for Mehrauli will come up on this portion.

“If we don’t hand over the land in the next one week, we will not only pay a hefty fine but also miss the Games deadline,” said a senior NHAI official who wished to remain anonymous.

The elevated corridor, to be built on a BOT basis, will be a crucial link between Delhi and Faridabad and also play a key role in easing the traffic flow to Agra during the Games. Since heavy tourist movement to Taj Mahal in Agra is being anticipated during the Games, both Delhi Tourism and UP government are planning to ply special luxury buses on this stretch.

The 4.4-km, signal-free highway project, which includes a 3 km long six-lane elevated highway, was originally scheduled to be completed by December 2010 but was expected to be expedited to catch the Games rush in October. “Considering the importance of the link, it was added to the list of Gamesrelated projects for early completion by September/October,” said the NHAI official.

Sources said the dispute that was jeopardising timely completion of the project was raised at the monitoring committee meeting chaired by the Delhi chief secretary on Wednesday.

NHAI had issued a notification for acquiring the land under Section 3A of the NH Act in 2007 but DDA says under its rules and norms, it can only lease out the land as it has done in the case of Delhi Metro for its Badarpur extension.

Moreover, NHAI wants to pay the compensation as per the 2007 rate while DDA is insisting on 2009 rates, said a senior DDA official. It has offered to give advance possession of the land provided the NHAI agrees to give an undertaking to pay the revised compensation which is yet to be finalised.

“It’s a legal handicap for the NHAI and the DDA is not agreeing to the NHAI condition, causing a deadlock,” said the NHAI official.

The project has already been delayed several times. Though the Haryana government gave the clearance in 2006, Delhi government and Delhi Urban Art Commission (DUAC) cleared it only in January last year.

The proposed road will start near NTPC, Badarpur, and end near Sector-37 crossing in Faridabad. It will do away with all the seven junctions on this stretch.
