UPSC interviews to also be in vernacular languages

MUMBAI: The Union Public Service Commission has informed the Bombay high court that candidates, who opt for an Indian language medium for the written civil services exam, can henceforth either choose the same Indian language, English or Hindi for the interview.

r Indian language for the interview, opted by them for the compulsory Indian language paper in the written part of the test, UPSC said in an affidavit.

It was submitted in response to a PIL filed by an IAS aspirant, challenging the existing rule that requires a candidate to give the interview in English if he had appeared for the examination in that language.

SC upholds selected UPSC candidates right to quota benefits

New Delhi, May 7 (ANI): A five judge Constitution Bench of the Supreme Court on Friday upheld the constitutional validity of a Union Public Service Commission (UPSC) rule allowing merit list candidates belonging to reserved category to avail the quota benefit while choosing posts.

The bench consisting of Chief Justice K G Balakrishnan and Justices S H Kapadia, R V Raveendran, B Sudershan Reddy and P Sathasivam set aside an earlier Madras High Court judgment on the issue.

The court passed the order on a special leave petition filed by the Centre challenging the Madras High Court verdict.

“Such migrations of reserved category candidates taking the benefit of reservation even after making into merit list is not inconsistent with the provision of the Constitution….Appeals are allowed,” the court said in its judgment.

Earlier, the Madras High Court had ordered that if a candidate from reserve category vacates his place in a general category merit list in civil services examination conducted by the UPSC and opts to prop up his position by opting for caste-based benefit, then the vacant general category seat should go to a reserved category candidate. A woman member is to be included in further selection boards

New Delhi, July 10 (ANI): Union Government has made it mandatory to include at least one-woman member in the panel of selection boards and committees during the recruitment process.

In a circular issued by the Department of Personnel (DoPT) asked all Ministries, Union Public Service Commission (UPSC), and Service Selection Commission (SSC) to ensure that a woman member is in the selection committees and boards.

Earlier, the Union Government had issued guidelines for committees and boards concerned with selection of Group-C and D posts but the new circular is applicable to all posts.

The DoPT has asked all the departments to submit a consolidated report on total number of posts and employees group wise and gender wise as on March 31, so that it can monitor the trend in recruitment of women.

The circular also made it clear that in future, all departments must furnish consolidated annual position by May 31 of the same year.

A wide publicity should be given to all appointments in government and advertisements should be issued in the languages spoken by large number of people of states and union territories apart from Hindi and English, the circular said. (ANI)

Navin Chawla takes over as CEC

New Delhi, Apr 21 (ANI): Election Commissioner Navin Chawla took over as the Chief Election Commissioner today, succeeding N. Gopalaswami who retired on Monday after serving in the Commission for five years.

Power Secretary V S Sampath also took charge as the Election Commissioner following the elevation of Chawla. Dr. S Y Qureshi already holds the post of Election Commissioner.

Chawla, who was appointed Election Commissioner on May the 16, 2005, will hold charge till July 29, 2010.

The outgoing CEC was given a warm farewell by Chawla and Dr. Qureshi along with the entire staff. Gopalaswami expressed hope that the Election Commission would uphold its sanctity and achieve new heights under the able leadership of Chawla.

The 63-year-old Chawla has taken over the position in the midst of the five-phased Lok Sabha elections and will have to oversee the remaining four phases of the polls.

Chawla, an IAS officer of the 1969 batch, had recently been in the news as Gopalaswami had unilaterally recommended his removal from the Election Commission on grounds of partisanship.

The recommendation was, however, rejected by the President on March 1, 2009.

The Chief Election Commissioner, a Constitutional post, enjoys a term of six years or till the age of 65 years, whichever is earlier.

Chawla has served the government of India in various capacities. He had last been the Secretary in the Ministry of Information and Broadcasting.

He has also worked as the Secretary of the Union Public Service Commission (UPSC).

At the time of emergency, Chawla served as the secretary to the Lieutenant Governor of Delhi.

Chawla has also been the proud recipient of the Mazzini Award, which was presented to him by the Italian Government for his contribution in promoting ties between India and Italy. (ANI)
