Government of India proposes to infuse Rs 1,200 crore into Air India

Berlin, June 11 (ANI): Union Minister of State for Civil Aviation Praful Patel has said that the Centre would infuse additional equity of Rs 1,200 crore into Air India over the next few months.

Interacting with media on the sidelines of the annual summit of the International Air Transport Association (IATA) here, Patel said the government’s decision is an attempt to review national carrier’s performance to decide on the future course.

He, however, said there was no decision to divest government equity in the cash-strapped national carrier at the moment.

In 2009, the Union Government gave the airline Rs 800 crore as equity.

Commenting on merger of Air India and erstwhile Indian Airlines, Patel said the ministry still studying how the equity infusion performs.

He said officials of all airlines attending the summit have opined that “mergers do not happen overnight. It is an ongoing process which has to be achieved over time. Air France-KLM have taken six years. Nobody has said merger is a one-day process.”

Commenting on strengthening of the Directorate General of Civil Aviation (DGCA), Patel said the government was considering granting it full autonomy and support the regulator in its functioning. (ANI)

Sharma to file nomination tomorrow in Jaipur

New Delhi, Jun 6 (PTI) Union Commerce Minister Anand Sharma will be filing his nomination for the Rajya Sabha elections in Jaipur tomorrow. Sharma, who has been made the Congress nominee for the elections to the RS from Rajasthan, would be reaching Jaipur today for early filing of his nomination tomorrow.

Later, he will be proceeding to Turkey to attend an international conference on security. The Congress High Command yesterday ended suspense over his nomination by fielding him in the Rajya Sabha polls from Rajasthan, two months after the expiry of his term in the House.

57-year old Sharma, who hails from Himachal Pradesh, shifts to Rajasthan as his party was not in a position to get him re-elected from his home state, where BJP runs the government. His term expired on April 2 and since then there was speculation over fielding him from Haryana, Madhya Pradesh and Maharashtra.

Sharma”s shifting to Rajasthan resulted in dashing the hopes of former Union Minister Santosh Bagrodia who failed to get renomination. This will be Sharma”s third term in the Upper House.

Pakistan must stop supporting terrorism for talks to succeed: Farooq Abdullah

New Delhi, June 4 (ANI): Union Minister for New and Renewable Energy Dr. Farooq Abdullah has asked Pakistan to stop supporting anti-India militant groups if it wants the Indo-Pak dialogue to succeed.

Talking to reporters here on Thursday, Abdullah said: “Controlling terrorist activities by Pakistan would benefit both countries immensely, as militant infiltration is on the rise since the beginning of the year.

“The biggest thing is to stop terrorism first. Only then will any talk with India become successful. Unless terrorism is stopped, all talks will be ineffective,” he added.

He also expressed happiness over the resolution of the Baglihar Dam dispute.

“There was a lot of commotion regarding the Baglihar issue which has been resolved now. They have agreed to Uri project (River projects). The other project, which we are making at Kargil, they have accepted that as well. Gradually, things will become better,” he said.

Members of India- Pakistan Permanent Indus Water Commission recently held talks on issues relating to the distribution of Indus waters, as Pakistan had earlier raised objections to India”s Baglihar and other water storage projects. (ANI)

DMK’s U-turn: post-dated RS seat offer to PMK

Having served the stick a year ago during Lok Sabha elections, the DMK has now decided to dangle the carrot for former ally PMK, offering a Rajya Sabha seat for former Union minister Anbumani Ramadoss, though not immediately.

Responding to the efforts by the PMK to come back aboard the alliance, the DMK high-level decision making committee resolved on Sunday that the estranged ally could be given a seat to the Upper House, though not this time. The term of six members, including Anbumani Ramadoss of the PMK, is expiring in June, and election to those seats will be conducted in three weeks. Party founder S Ramadoss had written a letter to Chief Minister and DMK president M Karunanidhi for support, as the party found itself in no position to get him re-elected. The DMK committee that met on Sunday decided to offer one Rajya Sabha seat when the vacancy arises next time – in the meantime, there is Assembly election and elections to the recently-revived Legislative Council in which the PMK is, thus, expected to support the alliance.

“I hope the PMK will accept the offer,” said Karunanidhi after announcing the decision of the party, while a resolution adopted by the meeting urged both sides to move on with the focus firmly on the future.

The party also announced its three candidates for the Rajya Sabha election – KP Ramalingam, S Thangavelu and TN Selvaganapathy – despite there being rumours that one seat could be gifted to Congress, who are now left with one assured seat and many leaders in contention.

Though it is not yet clear what stand would Ramadoss and his party take, the party does not have much options after hopping from alliance to alliance, calling itself the ‘winning element’ – a claim brought to ground by the DMK a year ago.

From the position of the ‘influential minority’, PMK’s clout was reduced considerably after the party failed to get elected even one of its seven LS candidates. Soon after the results were out, its relation with alliance leader AIADMK turned sour, and the major ally went back on its word – an assurance given while the pact was inked before the general elections – on supporting junior Ramadoss’ candidature.

The past one year saw the PMK gravitating towards the ruling party – supporting it inside and outside the Assembly, and more importantly, not criticising it and leading to speculation that it was only a matter of time before the party was accommodated back into the ruling alliance, even though there were reports that a section of DMK seniors was not fully in favour admitting the unpredictable ally back.

However, what was not expected was the post-dated offer that would force the PMK to support the DMK during the Assembly elections. According to political observers, this move would not only ensure better support from the numerically-strong Vanniyar community (whom the PMK claims to represent), it would also enable the DMK to play politics with Congress that has grown on to become more asserting in the absence of other heavyweight parties in the state alliance.

Mood right, Mamata now hopes for results

Despite sporadic clashes between Trinamool Congress and CPM workers, the civic polls in West Bengal on Sunday were by and large peaceful with 65 per cent voter turnout. The election, which is being seen as a semi-final before the 2011 state Assembly polls, was held in 81 civic bodies and in the 141-ward Kolkata Municipal Corporation, involving 85 lakh voters.

All the three major players – Left, Trinamool and Congress – have a lot at stake in today’s polls. For Chief Minister Buddhadeb Bhattacharjee, a good showing by the Left can be projected as their revival after the debacle in the Lok Sabha election.

For Mamata Banerjee, who has campaigned vigorously for the polls, the results are expected to give enough indications on whether she will ride to power in the Assembly polls due next May. An important factor is that the Trinamool has parted ways with the Congress for the civic polls and may choose to go it alone in the Assembly elections if the results are in its favour.

On Sunday evening, the Trinamool seemed at ease. Union Minister Mukul Roy, a close aide of Mamata, said, “Voting was by and large peaceful. In Jadavpur, we have asked for repolling in two wards where CPM cadres had resorted to violence.”

In Kolkata Municipal Corporation polls, the Congress, which had fielded its candidates in 115 of the 141 wards, seemed out of fight except in 20-25 seats in its strongholds in north and central Kolkata. Its offices

in many places wore a deserted look.

In ward numbers 100-113, which fall in Jadavpur, the Assembly constituency of Chief Minister Buddhadeb Bhattacharjee, the CPM and Trinamool were in a direct fight.

There was speculation that the Maoist carnage on railway track might have an impact on the civic election. But TMC leader Partho Chatterjee said: “The incident will go against the ruling party.”

CPM leader Shyamal Chakraborty was not sure about their prospect. “We should not compare the poll results of previous elections,” he said.

At Hatibagan, Kolkata, where Trinamool Congress strongman Atin Ghosh was contesting, Congress offices were almost empty. In North Kolkata’s Beleghata Shanti Sangha School stood the lone umbrella bearing the Congress hand symbol, but none of the supporters were there.

Traditionally, wards 1 to 47 have been the support bases for the CPM and the Congress. But since former state Congress president Somen Mitra left the party and joined the TMC, prospects of the Congress have gone down.

The wards 48 to 97 and 114 to 137 are dominated by Trinamool because most of the wards fall under Mamata’s Lok Sabha constituency.

Trinamool is already in an advantageous position in Salt Lake. This is because out of the 25 seats in the municipalities, the Congress had fielded candidates in only 14 seats, leaving 11 for direct fight between the TMC and the CPM.

CPM sources said that a section of Congress voters did not turn up for voting, which might prove to be an advantage for Mamata.

In Congress stronghold of Murshidabad there was 85 per cent polling in the six municipalities. The Congress is expected to do well here.

Busy with Bengal politics, her ministry off Mamata’s track

Days after the BJP hit out at railway minister Mamata Banerjee for her prolonged absence in New Delhi, the Trinamul Congress leader on Friday faced sharp criticism again from her former allies and the Left Front after the Jnaneshwari superfast express derailed near Jhargram. The critics say she had put rail safety on hold for Bengal politics.

As 81 municipalities of the state are going for civic polls, Banerjee had been busy throughout the month attending more than a hundred rallies in different parts of the state. Banerjee was present in New Delhi only for one day this month to attend the anniversary of the UPA-II. “We have been receiving requests for holding a rally from supporters from every district. Local leaders have been pressing her to attend the rallies ” said a TMC leader.

Sudip Bandyopadhyay, the leader of party in Parliament, declined to comment on the issue. “I have not spoken to Mamata Banerjee on the issue, so I will not comment on it,” he said. Union minister of state for shipping Mukul Roy also avoided phone calls. There have been three more attacks by the Maoists in just one month. While two of them were in West Midnapore, one was in Bihar.

Banerjee said a patrol engine had passed through the area half-an-hour earlier, but that the blast timing was disastrous and blew off a portion of the track. BJP chief spokesperson Ravi Shankar Prasad demanded that Banerjee devote ‘full attention’ to her ministry.

58 per cent willing to accept LoC as permanent border

Jammu, May 28 — A myth has been exploded that the people in Kashmir were against making Line of Control as permanent border between two parts of Jammu and Kashmir. A survey by a UK based think tank has discovered that 58 per cent of the people were in favour of that.

Those surveyed on either side of the 744-km LoC that divides the Himalayan state between India and Pakistan said that the LoC be made a permanent border, but with lot of relaxation on the borderline. Robert Bradrock, a visiting senior research fellow at King’s College, London in his study, “Kashmir: Paths to Peace “for Chatham House, where he works as an associate fellow, that a majority of the people were in favour of the LoC being made permanent border.

“Overall, a majority of the total population, 58 per cent were prepared to accept the LoC as a permanent border if it could be liberalized for people and/or trade to move across it freely, and a further 27 per cent were in favour of it in its current form.” This survey vindicates Kashmir leaders like Union Minister for New and Renewable Energy Farooq Abdullah, who since 1990s has been advocating the line.

He has been pleading for making the LoC as a permanent border. Farooq’s argument all along has been that “converting the LoC into a permanent border was the best solution to Kashmir crisis.

” It had also formed a critical part of former Pakistan president Pervez Musharraf’s four point formula on Kashmir-making the borders irrelevant. Prime Minister Manmohan Singh had proposed of LoC merely a “line on the map”.

The study which addressed a series of questions, including the approach of the people of this state toward becoming independent, joining India or Pakistan, found out from among 3,774 respondents on both sides of the LoC..

Tamil Nadu: Left, MDMK to support ADMK in RS polls

The Opposition Left parties and the MDMK have decided to extend support to the AIADMK for the coming Raja Sabha election. The term of six members from the state, including four from the AIADMK, former Union Minister Anbumani Ramadoss and Congress leader E M Sudarsana Natchiappan, is coming to an end next month.

It was rumoured that MDMK chief Vaiko and CPI state secretary D Pandian, both of whom had lost in the Lok Sabha election, were in the running for the one seat the AIADMK was ready to share. However, it was announced on Wednesday after a meeting of the allies at Opposition Leader J Jayalalithaa’s Poes Garden residence that the smaller parties would support AIADMK candidates.

With only 55 MLAs, AIADMK needs the support of the allies — CPM, CPI and MDMK — to get its second nominee elected. The party has convened its executive committee meeting on Thursday when the two candidates for RS are expected to be announced.

On the other side of the political divide, the Congress can send a representative to the RS and is said to be in talks with the DMK for one more, while former ally PMK has sought its help in re-electing Anbumani. It is not clear if the DMK leadership has taken a favourable decision in this regard.

Lucknow, May 26 (ANI): The Samajwadi Party (SP) on Wednesday decided to re-nominate outgoing member and film actress Jaya Bachchan in the biennial elections to the Rajya Sabha.

Congress ticks off Jairam Ramesh for comments on Home Ministry

New Delhi, May 10 (ANI): Congress Spokesperson Abhishek Manu Singhvi on Monday criticized Minister of State for Environment and Forests Jairam Ramesh for his alleged comments in China on the Home Ministry.

“It was not proper for Jairam Ramesh to comment on another ministry. He should have not made those comments,” said Singhvi.

“Prime Minister Dr Manmohan Singh has made his displeasure clear to the Union Minister,” he added.

Further lashing out at Ramesh”s comments, Singhvi said: “We don”t approve of the comments made by Jairam Ramesh. Yes, as a party, we disapprove his comments.

Meanwhile, the Bharatiya Janata Party (BJP) has sought an explanation from the Prime Minister on the whole issue.

“Lobbyists have entered the Union Cabinet. Prime Minister must reign in his ministers and give an explanation on the whole issue,” said a BJP leader.

Dr Singh reportedly spoke to Ramesh over his critical comments.

PMO sources said Dr Singh asked Ramesh not to comment on the functioning of other ministries.

On a visit to China this weekend at an international conference on climate change, Ramesh embarrassed his own government by using words like ”alarmist” and ”paranoid” for the Home Ministry”s policies on the entry of Chinese companies in India. (ANI)

India must manage energy demand efficiently: Shinde

New Delhi, May 5 (ANI): Union Minister of Power Sushilkumar Shinde has said that demand for energy in India will keep increasing because of accelerated industrialization, urbanization and an growing economy.

Addressing a national seminar organised by FICCI here, Shinde said: ” Energy efficiency across all sectors of the economy is essential for decoupling growth in energy demand from economic growth while ensuring that India”s energy demands are managed efficiently.

“The need of the hour is to have a more vigorous and focused national awareness campaign to meet the desired objective of reducing the energy intensity of the country,” he added.

He further said that the Government of India has put in place an overarching legal, regulatory and policy framework to promote market based energy efficiency in the Indian economy.

He also informed the that the Bachat Lamp Yojana is the world”s largest Clean Development Mechanism (CDM) project to get approved by the CDM Executive Board of UNFCCC at Bonn, Germany.

According to the scheme, BEE plans to replace 400 million power-consuming incandescent lamps with energy saving CFL bulbs across the country, that will cost the consumers Rs 15 a piece.

The replacement of the ICLs by CFLs would lead to a potential reduction of over 6,000 MW in electricity demand. (ANI)

No changes of my own in adopting new regulations restricting officials” tenure: Gill

New Delhi, May 4 (ANI): Union Minister of Youth Affairs and Sports M S Gill on Tuesday said he has made no changes of his own in adopting the new regulations, which limit the tenure of sports administrators.

Gill said his ministry has only restored the regulation of the ”1975 Indira Gandhi Government” and that he has made no changes of his own in the new regulation.

“In the time of Mrs. Indira Gandhi, 74-75, these regulations were issued by the education sports ministry limiting terms among other things for better management and promotion of sports in India, that is the fundamental objective,” said Gill.

“These had been set-aside in a casual order in August 2002 by the then minister with no reasoning really and we have restored the regulations of 74-75. I have made no regulations of my own,” he added.

Gill further said that his ministry has relaxed the norm in accordance with the International Olympic Committee (IOC) regulations, to allow National Sports Federation (NSF) Presidents to continue for 12 years, instead of the eight suggested by the original 1975 guideline.

“We have done so because we have studied the International Olympic Committee (IOC) regulations, we have in fact softened these regulations. They said two terms and then a break. The International Olympic Committee says 12 years for the president total and an age limit of 70,” said Gill.

“We said we would go with that. So now 12 years. But if somebody wants 12×30, 30×40, I have nothing to say on that,” he added.

Gill added that the new regulation has got nothing to do with the Commonwealth Games and that all office bearers should continue with their term until next elections.

“This has no impact on the Commonwealth Games. Nothing to do with them. We have also made it clear that all office bearers do their work, carry on their term as and when future elections come, which are mainly in 2012, 13 and so on and so forth,” he noted.

The Sports Ministry released an order on Sunday according to which the maximum tenure of the President of a National Sports Federation shall be 12 years, with or without a break.

And for the secretary and the treasurer, the tenure shall not be more than two successive tenures of four years each, the order said.

However, the regulation has been opposed by many sports office bearers, who questioned its timing since it came barely five months before the 2010 Commonwealth Games. (ANI)

Centre, States must work together for providing affordable and quality power: Shinde

New Delhi, Apr 28 (ANI): Union Minister for Power Sushil Kumar Shinde on Wednesday said both the Central and State governments must work together for providing adequate, affordable and quality power to all consumers.

Calling for renewed endeavour and commitment, Shinde said: “Our ability to deal with the most critical issues depends on how closely we work together”

Listing out the recent efforts by his ministry in this direction, Shinde said: “We have already added 22,302 megawatts new capacity in the first three years of the 11th Plan, which is more than entire capacity addition during the five years of the 10th Plan.”

“State Government”s support is crucial for addressing issues like, law and order, land acquisition, rehabilitation and resettlement, and Forest and Environment clearances. These clearances need to be expedited and given in a time bound manner to achieve the capacity addition targets,” he added.

Speaking at the Power Ministers Conference, Shinde expressed confidence that with the close cooperation and active support of State Governments, “We will definitely add the balance 40,000 megawatts capacity in the remaining period of two years. Although the capacity addition target for the 12th Plan is still to be finalized, Power Ministry is tentatively planning 1,00,000 megawatts.”

“Work on projects of about 58,000 megawatts capacity, which are likely to give benefits in the 12th Plan has already begun. During 2009-10, 9,585 megawatts of capacity has been added. This is the highest capacity addition achieved in a single year during the last six decades, the second highest being 9,263 MW during 2007-08,” he added.

Calling for Public Private Partnership model for resource mobilization and efficiency gains in the distribution sector, Shinde urged the State Governments to provide necessary legal and regulatory framework for smooth implementation of these partnerships.

Shinde informed the gathering that his ministry has recently launched a scheme for electrification of villages within 5 km periphery of generation plants of CPSUs for providing reliable and quality power to the project affected people and electricity connections to BPL households will be provided free

The minister also called for the need to maintain grid discipline.

“Observing that time and again some states are playing a dangerous game of overdrawing from the grid when frequencies are low,” said Shinde asserting that with the integrated grid for almost the entire country, such heavy overdrawal could lead to a disastrous situation.

Minister of State for Power Bharatsinh Solanki called upon the State Governments to consider providing incentives to Municipalities /Local Bodies for up – gradation of energy efficiency of Water Pumping and Sewage Treatment Plants as well as Municipal lighting.

“Energy efficiency measures in Water Pumping and Sewage Treatment Plants could help in solving the problem of payment of electricity dues to Utilities. Use of incandescent bulb should be banned in all public lighting and government buildings,” said and suggested energy efficiency measures for agricultural DSM for rural areas.

Delhi Chief Minister Sheila Dikshit, Himachal Pradesh Chief Minister Prem Kumar Dhumal, Deputy Chairman of Planning Commission B. K. Chaturvedi, and Power Ministers as well as Power Secretaries from various states and Union Territories attended the Power Ministers” Conference.

Shinde released a booklet on a new scheme for supply of electricity within 5 km. area around central generating power plants on the occasion.

The agenda of the conference is to discuss various issues related to power sector including generation capacity addition, open access and unbundling of State Electricity Boards, Rural Electrification through Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) and strengthening of sub-transmission and distribution system through Restructured Accelerated Power Development and Reforms Programme (R-APDRP). Nationwide sanitation drive kicks off with Aamir Khan as brand ambassador

New Delhi, Apr 28 (ANI): Bollywood actor Aamir Khan has been roped in as the brand ambassador for the country”s new nationwide campaign on sanitation, targeting schoolchildren.

Union Human Resource and Development (HRD) Minister Kapil Sibal and Union Minister for Urban Development Jaipal Reddy inaugurated the event here on Tuesday.

“For me, it is not important how clean or unclean other places are. I think what is important is that we should look at our society and make sure we are doing everything that we can to make surroundings healthier and clean,” said Aamir Khan.

“Of course, we can learn from other societies which are doing better, which have something to offer us in the areas of sanitation and cleanliness. So, where all we can learn from, we should. But the core of why we want to be clean is not because others are, it”s because we want to be clean and healthy,” he added.

Sibal said that awareness is the best tool in improving sanitation and children the best medium to take the mission forward.

“The initiation of this campaign must be at a place where we can have change take place relatively quickly and the place which enables us to bring about this change are the schools in India,” said Sibal.

“It was natural for the Ministry of urban development and the ministry of Human Resource Development to come together for this initiative. It is at the school level that the change is going to take place and the impetus for this change is going to be given,” he added.

A United Nations (UN) report published this month said that more Indians have access to cell phones than to toilet and basic sanitation.

The report, which eyed upon meeting the Millennium Development Goal (MDG) on Sanitation by 2015, showed the country of 1.2 billion people had over 563 million mobile phones, or nearly 50 percent of the population, compared to around 366 million people, or 31 percent of the population, who had access to improved sanitation in 2008. Videocon Chairman ignores query on IPL bid

New Delhi, April 21 (ANI): Videocon Chairman Venugopal Dhoot on Wednesday avoided questions asking for missing documents related to his company’s Indian Premier League bid here.

Replying to one such query, after attending a seminar on Energy Options for Telecom Sector, Dhoot said: “I don””t know. I woke up and came to attend this seminar. I have not read today””s newspaper… I don””t know even if it is two days old story, I was out of country for last two days, so I am not aware of them.”

A media report had suggested that Dhoot was in possession of the document and is ready to provide it to authorities, if asked.

But Dhoot refused to comment on that as well.

Meanwhile, during another raid in Mumbai city, income tax (IT) sleuths digging into IPL papers have failed to locate two vital documents — the bid papers of the Videocon and Adani Groups, whose failure to win teams for Pune and Ahmedabad is said to be at the root of the IPL Commissioner Lalit Modi – former Union Minister of State for External Affairs Minister Shashi Tharoor row.

Sleuths of IT department have said the absence of the documents could leave a crucial hole in the probe.

The missing files could settle one way or the other the widespread perception that the first round of bidding on March 7 in Mumbai for the two new IPL teams was tweaked to favour Dhoot and Adani.

These documents are also an important ””missing link”” in the controversy surrounding the IPL that has so far cost the Central Government its minister.

Ahead of his resignation, Tharoor had said that many “powerful people” were upset at the Kochi team””s unexpected victory in the IPL auction.

Modi””s tweets questioning the ownership of the Kochi consortium was under pressure from these “powerful people” who wanted the team to go elsewhere, Tharoor had suggested.

The recovery of the original bid documents should settle the controversy about those who were behind these losing bids. (ANI)
