Home proposes caste count after Census

The Union Home Ministry has said that the best time to go for a caste-based headcount, if there is a decision to that effect, would be after tabulation of Census figures and during the biometric capture phase when photographing, fingerprinting and iris mapping of citizens for the National Population Register (NPR) is done.

The ministry has given its view in an amended note that will be put up for discussion before the Cabinet on Wednesday. The ministry had vehemently opposed caste-based census in an earlier note. The new note also reflects the realisation, in the backdrop of the recent debate in Parliament on the issue, that there is a wider political constituency favouring it.

At his press conference on Monday, Prime Minister Manmohan Singh had said that a decision on caste census would be taken by the Cabinet after taking note of the opinion expressed during the Parliament debate.

The note for the Cabinet states that the caste data collected will be anonymised, i.e. anonymity will be preserved like in the case of AIDS screenings. It has, though, suggested that this job be entrusted to the Ministry of Social Justice and Empowerment and the Ministry of Tribal Affairs or be examined by an expert group. The reason, it says, is neither the Census Commission of India (CCI) nor the Office of the Registrar General (ORG) has the expertise to classify caste returns in such manner.

The MHA note poses two questions for the perusal of Cabinet ministers. One, whether the policy decision of not collecting and publishing data on castes other than SC and ST should be reversed and a question on caste be included in the questionnaire for Census 2011 to be conducted from February 9 to 28. And two, whether the question on caste should be taken up when biometrics — photographing, iris mapping and fingerprinting — is done.

“On balance, if a decision is to canvass question of caste, the best time to do so is during the biometric capture phase of National Population Register as headcount will be completed by then,” the note says. Since everyone who is above 15 years will have to be present at the camps where the biometrics will be taken, taking their caste details would be easier, it says. Details of all those below the age of 15 could be taken from the head of the household.

Although the government is yet to announce a schedule for collection of biometric data, it is obvious from the note that the exercise will be done only after completion of Census 2011.

Listing the advantages and disadvantages on having a caste census, the note says that such an exercise will make available socio-economic, demographic and cultural profile of citizens. The complexities, however, are that there are two OBC lists — one of the state and of the Centre. Seven states, including Jharkhand and Chhattisgarh, it points out, do not have OBC lists.

There would be difficulty in establishing status of migrants belonging to OBCs who move from state to state and enumerators could face further problems in complex entries like Dhobis in Delhi, Kohli in Maharashtra and Patwa in Uttar Pradesh, who are part of both OBC as well as SC lists.

The note poses queries on how Muslims and Christians, who did not believe in the caste system, would be tabulated. It further says that many people use caste, clan and gotra names interchangeably and putting them together would be a tall order.

Displaced Bru families returning to their homes in Mizoram

New Delhi /Aizwal, May 21 (ANI): All 154 Bru families who were displaced from Mizoram in November 2009 returned to their homes on Friday in 78 jeeps with one police escort for every 10 jeeps.

The Mizoram Government and the Tripura Government provided the transport and security facilities.

According to the Asian Centre for Human Rights (ACHR), a total of 210 Bru families will return by 26 May 2010.

“In the midst of communal tensions in Manipur and Meghalaya, the return of the Brus for the first time since they fled to Tripura in 1997 indeed provides a unique opportunity to Mizoram to identify itself as the most peaceful state in North East India,” the ACHR said in a statement.

ACHR Director Suhas Chakma said the Mizoram must seize the opportunity to resolve the Bru crisis once and for all.

On 15 February, the Bru Coordination Committee submitted its demands to the Union Home Ministry for the return of the Brus displaced in

November 2009.

The Home Ministry, after holding discussion with the Mizoram Government had informed the ACHR that it had sanctioned grants-in-aid of Rs. 2.43 crore to the Mizoram for meeting expenditure on repatriation and rehabilitation of Bru families.

This assistance would be utilized by State Government of Mizoram for providing housing assistance at Rs. 38,500 per Bru family whose huts were burnt, free ration to such families for a period of 9 months, cost of transportation from Tripura to the Bru villages in Mizoram, the Ministry stated.

Apart from these, assistance include cost of preparation of land for Jhum cultivation to Bru families who did not flee to Tripura, household kits and implements and for meeting cost of construction of barracks, sentry posts etc. for State Armed Police and India Reserve (IR) battalions who would be deployed in relevant areas for facilitating peaceful repatriation and rehabilitation of Bru migrants.(ANI)

Maoists target security forces, economic development during shut down

New Delhi, May 20 (ANI): At least six people died including one civilian during the 48 hour-long shutdown forced by the Maoists.

According to the Union Home Ministry, the Maoists were involved in 16 violent incidents during this period in five states—Jharkhand, Chhattisgarh, West Bengal, Orissa and Madhya Pradesh.

They also targeted infrastructure such as railway tracks, tractors and trucks,telephone towers and a village panchayat building.

On May 18, in West Bengal’s Lakshmanpur Salboni in West Midnapore District the Maoists triggered an Improvised Explosive Device (IED) explosion while the Midnapore Police was patrolling in the area. No casualty or damage was reported in the incident.

On the same day, in Badantpur Binpur in the District, the Maoists abducted and killed one Ajit Mandal an activist of the ruling Communist Party of India (Marxist).

In Bihar, on May 18, at Shivganj Barachatti in Gaya District the Maoists blasted a house of one Chandan Yadav, suspecting him as police informer.

In Nanho Bigha in the District, the Maoists set ablaze the generator room of Airtel tower unit, completely damaging it.

In Jharkhand, on May 18, the Maoists fired on a pick-up van causing injuries to the driver in Arani in Simdega District.

In Chhattisgarh, on May 18, the Maoists exploded two IEDs and fired at the District Reserve Guards (DRGs) team while they were on a search operation in Kongera in Narayanpur District. No casualties were reported in the incident.

On the same day, an encounter took place between special police officers (SPO) and the Maoists at Kadiagaon. Banners, electric wires were recovered from the spot. No casualties were reported in the incident.

On the night between May 18 and 19, in West Bengal’s Jhargram in West Midnapore District, extremists blew up railway track between Gidhni and Jhargram stations disrupting train services on Kharagpur-Tata Nagar section of South –Eastern Railway.

A goods train was derailed due to the blast and driver of the train and his assistant suffered injuries.

On the same night in Bihar’s Jogia Barun in Aurangabad District, the Maoists set ablaze five tractors near a brick kiln.

In Orissa, on the night between May 18 and19, the ultras blew up a village panchayat building at Bodigata Kailmela in Malkangiri District.

On May 19, the Maoists triggered a landmine explosion in Tentulata in West Bengal’s West Midnapore District killing five Central Reserve Police Force (CRPF) personnel including a Deputy Commandant. One Constable was injured in the incident.

In Lodhasuli in the District supporters of the Maoists backed Police-e-Santrash Birodhi Janasadharaner Committee set ablaze a truck.

In Bihar’s Jamui District the Maoists manhandled two Indian Railway employees at Telwa Railwa Halt on May 19.

In Chhattisgarh, at Bhanapur in Bastar District, the Maoists looted the entire consignment of a truck that was carrying over 16.5 tonnes of ammonium nitrate. The truck was proceeding to Raipur from Vishakhapatnam on May 19.

On the same day, at Gadiras in Dantewada District in the state, an encounter took place between the Maoists and police, in which one ultra was killed and another was arrested.

On the morning of May 20 at Pipra in Bihar’s Champaran District extremists blew up railway tracks between Jivdhara and Pipra Railway Stations leading to the derailment of a diesel tanker train. Due to the derailment 14 compartments of the train caught fire. Railway authorities managed to separate remaining 37 compartments. (ANI)

Dantewada bus blast: Five more bodies identified

New Delhi, May 19 (ANI): The Union Home Ministry on Wednesday released a list of five more civilians whose bodies have been identified from among those killed by Naxals in Chhattisgarh’s Dantewada District on Monday.

With this, all 15 bodies have been identified.

It also shows that those killed included medical personnel and tribals from small villages.

The brutality and desperation of Naxals is clear from the list.

Four CRPF personnel killed as Naxals trigger off landmine in West Bengal

West Midnapore (West Bengal), May 19 (ANI): At least four Central Reserve Police Force (CRPF) personnel were feared killed when suspected Maoists triggered off a landmine in West Bengal’s West Midnapore District on Wednesday.

Two other personnel were injured in the incident.

According to the CRPF, the personnel were conducting routine patrolling.

The personnel had set out from their camp at Goaltore market to nearby villages when the blast took place at Ramgarh in Lalgarh Police Station limits at around 11.30 a.m.

Those killed included three constables besides the driver of the vehicle in which they were traveling.

The vehicle was badly damaged in the explosion.

Sources said the blast left a five-feet-deep crater on the road.

Wednesday is the second day of 48-hour shutdown forced by the Maoists.

The recent attack comes just two days after a bus was blown up in Chhattisgarh killing 31 people, including 16 Special Police Officers (SPOs).

Earlier in the day, the Maoists detonated a landmine between Gidhni and Khathura stations damaging a goods train running between Tatanagar and Howrah in the Jhargram Police Station area near Khatpora in the District.

The train was damaged, and the driver and assistant driver of the train have been injured.

Earlier, the Union Home Ministry had issued a high alert in all the five states–Chhattisgarh, West Bengal, Orissa, Bihar and Jharkhand – following the call for a shutdown by the Maoists. (ANI)

Delhi Govt. backs SC’s verdict on Afzal Guru

New Delhi, May 18 (ANI): Faced by Bharatiya Janata Party’s criticism of the Congress party, the Sheila Dikshit-led Delhi government on Tuesday decided to back the Supreme Court’s verdict to hang Afzal Guru, an accused in the Parliament attack case.

However, while backing the SC’s verdict, the Delhi government has reportedly maintained that it will need to examine the law and order implication in case Afzal was hanged, an NDTV report quoted sources as saying.

The Delhi government has been sitting on the file for nearly four years and the capital punishment awarded to Pakistani terrorist Ajmal Amir Kasab in the Mumbai attacks case brought the issue under fresh focus.

Guru was awarded death sentence by a Delhi court on December 18, 2002 after being convicted of conspiracy to attack Parliament on December 13, 2001, waging war against the country and murder.

The death sentence was upheld by Delhi High Court on October 29, 2003 and his appeal was rejected by the Supreme Court two years later on August four, 2005.

A sessions court also fixed the date of his hanging on October 20, 2006 in Tihar jail.

Following this, Afzal filed a mercy petition with the President, who forwarded it to Union Home Ministry for its comments.

The Union Home Ministry had sent the file to Delhi Government”s Home Department for its comments, as per the laid out procedure.

The 2001 Indian Parliament attack, led to the death of a dozen people; five terrorists, six policemen and a civilian). It also caused increased tensions between India and Pakistan resulting in the 2001-2002 India-Pakistan standoff.

India extends ban on LTTE for two more years

New Delhi, May14 (ANI): The Union Government on Friday extended its ban on the Liberation Tigers of Tamil Eelam (LTTE) for another two years.

The Union Home Ministry has issued a notification in this regard.

The LTTE was banned under the Unlawful Activities Prevention Act (UAPA).

The LTTE, also known as Tamil Tigers, is a terrorists group that has waged a violent campaign against the Sri Lankan government since the latter part of 1970s in order to create a separate Tamil state in the northern and eastern part of the island nation.

The group-led by V Prabhakaran had been proscribed as a terrorist organization by several countries including the United States.

The LTTE was involved in the assassination of former Indian Prime Minister Rajiv Gandhi in May 1991 and the group has been banned by India since 1992.

India was the first country ban the LTTE followed by USA, United Kingdom, 27 European Union Countries, Canada and it is learnt that Australia as well as Malaysia are seriously contempt plating on banning this terrorists’ outfit in their soil. (ANI)

Centre to send DNA Bank Bill to states for comments

New Delhi, Apr 29 (ANI): The Government on Thursday said that the proposed DNA (Deoxyribonucleic acid) Data Bank bill would be sent to all States for their views.

Relying to a question in the Rajya Sabha, Union Minister of State for Science and Technology Prithviraj Chavan said: “The Draft Bill is being sent to all the States for their comments.”

The Bill proposes to set up DNA Data Banks both at the National and State level.

The Science and Technology Ministry has obtained comments of Union Home Ministry, Bureau of Police Research and Development (BPRD), Central Bureau of Investigation (CBI), Council of Scientific and Industrial Research (CSIR), Planning Commission, Union Finance Ministry, Defence Ministry, Union Law and Justice Ministry, Directorate of Forensic Science on the proposes Bill.

Chavan informed members that the comments received from the various Ministries and Departments have inter alia referred to the scope of the Draft Bill.

He said that the comments were mainly about provisions for confidentiality of information and penalties for misuse or abuse thereof; size, composition and tenure of members of the DNA Profiling Board, its powers and functions and administrative support therefore; data sharing between the National and State DNA Data Banks, approval norms for DNA Profiling laboratories; and procedures for expungement of records from the Data Bank.

Declining to comment on probable time to place the Bill before parliament, Chavan said since no specific time frame can be indicated at this stage as the finalization of draft Bill involves further consultation with the State Governments followed by Cabinet approval etc. (ANI)

CBI arrests senior Home Ministry official for graft

New Delhi, Apr 28 (ANI): Senior Home Ministry official O Ravi was arrested by the Central Bureau of Investigation (CBI) on Wednesday on charges of corruption.

Ravi was a 1983 batch Indian Administrative Service (IAS) officer belongs to Gujarat cadre and is currently holding the office of the Joint Secretary (Disaster Management) with the Union Home Ministry.

A CBI team, raided Ravi’s residence here this morning.

The CBI has charged Ravi of accepting a Rs 50 lakh in bribe from one Alok Khimani.

Khimani is a distiller in Daman and Diu.

He was facing huge tax evasion charges slapped on him by the present administrator of the Union Territory.

Khimani reportedly wanted to influence the current officer through Ravi.

Ravi’s name figured prominently in the media when a devastating flood hit parts of Karnataka and Andhra Pradesh in August 2009.

Ravi led one of the Central teams which visited flood affected areas to assess the damage. (ANI)

Centre sanctions Rs. 96 crore special assistance to Maoist-affected states

New Delhi, Apr 26 (ANI): Union Government has sanctioned Rs. 96 crore to the Maoist-affected states under the Special Assistance Scheme” this year.

Home Ministry, said of the Rs. 96 crore, Rs.30 crore has been released as first instalment.

According to Union Home Ministry, an amount of Rs.9561.26 lakhs has been sanctioned in 2009-10 to the Maoist affected states including West Bengal.

An amount of Rs.1059.17 lakh has been sanctioned to West Bengal’s West Midnapore District.

Rs.340 lakh was released by the Home Ministry in last fiscal.

In 2008-09, the Union Government started a new scheme for Special Infrastructure in Left Wing Extremism affected States with an outlay of Rs.500 crore during eleventh plan.

The scheme is aimed at filing critical infrastructure gaps not covered under normal schemes of the Central Government.

An amount of Rs.9999.92 lakh has been released to the States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Uttar Pradesh and Orissa during 2008-09. (ANI)

Rammohan Committee submits Dantewada massacre probe report

New Delhi, Apr 26 (ANI): The E N Rammohan Committee, which is investigating the recent Dantewada massacre, submitted its report to Union Home Minister P Chidambaram this afternoon.

Rammoham met Chidambaram at his North Block office and submitted the 25-page report.

According to Home Ministry sources, an Action Taken Report (ATR) would be submitted before Parliament after studying the Rammohan Committee report.

Seventy-five Central Reserve Police Force (CRPF) personnel and a policeman were killed by Naxals in an ambush in Chhattisgarh’s Dantewada District on April 6,

It was the biggest ever attack on security forces, during a peacetime operation.

On April 8, the Union Home Ministry constituted a committee headed by Rammohan, a former Border Security Force (BSF) Director General, to investigate the circumstances that led to the massacre.

The committee was given 15 days time to complete its inquiry.

The Home Ministry had asked Rammohan to suggest measures to mitigate lapses, if any, which were documented by the enquiry officer so that such incidents do not reoccur in future.

The Committee conducted an inquiry into the circumstances leading to the ambush of the platoons of ‘A’ and ‘G’ Companies of the 62nd Battalion of the CRPF on April 6, 2010 at Tarmetla Forest Area.

It was asked to try and reconstruct, the actual events that took place on that day from 5 a. m. to 12 p.m. and until the first rescue party reached the place of incident.

Rammohan was also authorized to examine the CDR of the mobile telephones used by the deceased and injured personnel of the CRPF during the encounter and gather evidence from family members and others that would throw light on the actual events that took place during the ambush.

The Home Ministry also authorized the Committee to analyze and establish the decision and command structure, besides hierarchy and specific levels, which took relevant decisions concerning the Area Domination Operations (AD Ops) that lead to the incident.

It also examined the quality of training imparted to the relevant CRPF companies and the details of the SoPs issued to the company.

The committee examined the response of the State Police and the CRPF, both during the ambush and during post-ambush relief and rescue operations. (ANI)

Bangalore Blast: Home Ministry expresses unhappiness with Karnataka Police

New Delhi, Apr 19 (ANI): Union Home Ministry on Monday expressed its unhappiness with Karnataka Police for not taking proper security measures during the Bangalore IPL match.

At least 17 people were wounded when two bombs exploded on Saturday, which caused an hour”s delay in the Indian Premier League (IPL) match between the Mumbai Indians and Royal Challengers Bangalore.

Home Ministry sources also expressed shock over a State Police decision to go ahead with the match even after the explosion and asked the state Police to submit a report on this.

The ministry suspects the involvement of Yasin Bhatkal of the Indian Mujahiddin (IM), who was also behind the Pune blast.

Sources suspect that Bhatkal might have fled to Dubai after the Pune incident.

On Sunday, the Bnagalore Police defused three bombs near the Stadium.

The first one around 100 meters from the stadium and the second one near the Gandhi statue at M G Road.

A third explosive was defused near Gate Number One of the stadium.

Sources said bombers had time placed the devices behind a flex board.

Roughly 20,000 people were packed into the stadium and hundreds more were streaming in when a loud explosion at Gate Number 12 rattled nearby buildings.

The first explosion occurred at 3:15 p.m., and the second, 20 minutes later. The explosives were found in bushes.

Preliminary forensic investigation revealed that the explosive was an ammonium nitro glycerine gelatin stick. It was detonated with the help of a microchip timer.

On Sunday, the Board of Cricket Control in India (BCCI) shifted both semi finals from Bangalore to Navi Mumbai. (ANI)

Centre to setup police complaints authority at Union Territory level

New Delhi, Mar 25 (ANI): The Union Home Ministry on Thursday decided to set up police complaints authority at the Union Territory (UT) level.

In a statement, the Ministry has asked the UT Administrations to take necessary steps immediately for setting up of the police complaints authority accordingly.

Home Ministry’s decision has come in pursuance of the judgment of the Supreme Court in Prakash Singh and Ors Vs. Union of India, case.

According to the Home Ministry, the police complaints authorities of Daman and Diu, Dadra and Nagar Haveli and Lakshdweep will be a single member authority.

However, Home Ministry said that in the case of Puducherry, Andaman and Nicobar Islands and Chandigarh, there would be chairperson and two members and in the case of Delhi, chairperson plus three members.

In a statement, the ministry said that the chairperson and members of the police complaints authority of the Andaman and Nicobar Islands, Chandigarh, Delhi and Pondicherry would be appointed by the Administrator of the Union Territory concerned.

The chairperson of the Authority of the Dadra and Nagar Haveli, Daman and Diu and Lakshadweep will be appointed by the UT Administration in consultation with the Central Government, the statement added.

“They (chairperson and members) can be removed only after giving them an opportunity to be heard and after prior approval of the Central Government,” the Home Ministry said.

The functions of the police complaints authority will be to inquire into allegations of “serious misconduct”, like death in police custody, grievous hurt, rape or attempt to commit rape, arrest or detention without due process of law, extortion, land and house grabbing.

The authority would also look into the complaints regarding incident involving serious abuse of authority against police personnel.

Home Ministry said that the authority can register a report either suo moto or on a complaint received from a victim or any person on his or her behalf, the National or the State Human Rights Commission, the police, or any other source.

The Authority shall inquire into a complaint of such arrest or detention, only if it is satisfied prima facie about the veracity of the complaint.

In the cases directly inquired by the authority, it may, upon completion of the inquiry, communicate its findings to the police officer heading the police force in the UT with a direction to register a First Information Report (FIR) or initiate departmental action based on such findings, duly forwarding the evidence collected by it to the police.

The directions of the Authority shall ordinarily be binding, unless for the reasons to be recorded in writing, the UT Administration decides to disagree with the findings of the Authority.

The Authority may submit its findings in a case within a period of 60 days from the date of receipt of the complaint and in case of inability to meet the deadline, the Authority may submit a report showing reasons therefor to the Administrator.

Home Ministry said that each police complaints authority will be a computer-based office. (ANI)

Centre initiates dialogue with Meghalaya militant groups

Shillong, Mar 25 (ANI): Former Intelligence Bureau (IB) chief P C Haldar who was nominated by the Centre to hold talks with militant groups in Meghalaya has initiated a political dialogue with the Achik National Volunteers Council (ANVC).

The ANVC is demanding for creation of separate Garo Territorial Council.

The people of Meghalaya are watching the talks with eagerness, as the success of talks will ensure peace and progress in the state.

The representatives of the outfit ANVC, a Garo rebel group demanding autonomy, held the first round of talks with the Centre’s interlocutor Pradyot Chandra Haldar in Shillong.

The group had entered into a tripartite ceasefire with the Union and the State Governments on July 23, 2004.

As the ceasefire agreement between the government and the ANVC ends on March 31, the group recently threatened to break the truce.

Though the ceasefire extension was not discussed in Shillong, the meeting was termed as “cordial” from both the sides.

“Today, regarding the discussion on our demands, it was very encouraging but we feel it should go ahead. We should have a kind of assurance from the government that our demands are going to be looked into seriously,” said

Torik Jangning Marak, ANVC spokesperson.

“I had talked with the ANVC representatives. We had detailed discussion (and it was) very fruitful, very useful. We will continue with the discussion further,” said P C Haldar, Centre’s interlocutor.

The ANVC was formed in December 1995 and was proscribed on November 16, 2000.

In September 2009, the group in a meeting with officials from Union Home ministry, decided to give up its demand for a separate state for Garos.

Instead it put forward the demand for the creation of Garoland Autonomous Council, an autonomous body, for all the three districts of Garo Hills – East, West and South – for effective governance.(ANI)

Centre hints at sending a team to question Headley

New Delhi, Mar 22 (ANI): Centre on Monday indicated that the team of officers to question Lashkar operative David Headley a.k.a Daood Gilani would be prepared in a couple of days.

According to the Union Home Ministry sources, the team of officers comprising all concerned agencies with the case would travel to the United States as soon as the US Government gives permission.

On Thursday, Headley, pleaded guilty of helping the Lashkar-e-Toiba plot and in execution of 26/11 terror strike in Mumbai.

Meanwhile, the US Department of Justice has asked India to be ready to send over a team that will have access to Headley.

The Union Government is likely to use Headley”s testimony to prove the involvement of Pakistani militants like Hafiz Saeed and others.

India has provided Pakistan with dossiers on Saeed and other Pakistani Jihadis, but Pakistan has so far maintained that there”s no evidence to prove Saeed was involved in the attacks on Mumbai. (ANI)

Home Ministry drops plan to setup police university

New Delhi, Mar 19 (ANI): The Union Home Ministry on Friday dropped a proposal to set up the National Police University in view of the inherent merits in opening study centers and chairs in the existing universities.

The Union Cabinet, which met here under the chairmanship of Prime Minister Manmohan Singh, approved the dropping of the plan.

Earlier, the Home Ministry, proposed to set up a `National Police University’ dedicated to research and dissemination of knowledge through education in police -related subjects.

The approximate financial implication for the proposed university was estimated at Rs.350 crores, apart from recurring expenditure of Rs.25 crores per annum. Accordingly, a proposal was submitted to the Cabinet and `in principle’ approval was obtained in May, 2008.

The Home Ministry said that keeping in view the large requirement of resources, land, manpower etc. for the National Police University, an alternate proposal of conducting courses on police related subjects by networking the existing universities was considered.

“It was found that the objectives of establishing the National Police University can be met by pursuing the alternate proposal in a lesser time by utilizing the existing infrastructure in various universities, therefore it was felt that the proposal for National Police University may be dropped,” Home Ministry said. Shillong, March 16 (IANS) The first official-level talks between the central government and the separatist outfit Achik National Volunteer Council (ANVC) began in the Meghalaya capital Tuesday, officials here said.

‘Former Intelligence Bureau (IB) chief and the centre’s interlocutor P.C. Haldar started negotiations with the leaders of ANVC, one of the most powerful militant groups based in Meghalaya’s West Garo Hills district,’ a senior Meghalaya government official told IANS on condition of anonymity.

The official, however, refused to divulge any details or the progress of the first day’s talks.

Haldar, who arrived in Shillong Monday, also held meetings with Chief Minister D.D. Lapang, Deputy Chief Minister Mukul M.Sangma and other senior government officials. The state government reportedly expressed willingness for extension of ceasefire with the ANVC beyond March 31.

‘We want autonomy for the Garo tribals. We also want peace but the government is delaying the process,’ ANVC publicity secretary Arist Sangma told reporters ahead of the meeting.

The banned militant group, fighting for creation of Garoland Autonomous Council, had entered into a tripartite ceasefire with the central and the state government July 23, 2004.

The outfit two months back had threatened to break the truce if the central government failed to come forward with an ‘acceptable solution’ to its demands.

Responding to ANVC’s threat to unilaterally end the ceasefire, Lapang had sent his deputy Sangma last week to New Delhi to impress upon the union home ministry on the need for extension of ceasefire.

‘Mukul Sangma met Home Minister P Chidambaram in New Delhi and the latter immediately rushed the centre’s negotiator to Shillong to hold talks with the ANVC,’ the official added.

Another outlawed outfit, Hynniewtrep National Liberation Council (HNLC), has been demanding a sovereign Khasi homeland in Meghalaya.

According to the Meghalaya police officials, the HNLC is closely linked to the Isak-Muivah faction of the National Socialist Council of Nagaland (NSCN-IM) and the National Liberation Front of Tripura.

Home Ministry orders paratroopers to airdrop at copter location site

New Delhi, Sep.3 (ANI): The Union Home Ministry has ordered paratroopers to immediately airdrop themselves at the location where the missing chopper carrying Andhra Pradesh Chief Minister Y.S. Rajshekhera Reddy and four others is stationed about 40 nautical miles east of the Kurnool mountaineous area.

The paratroopers have been told to report back immediately on the situation on ground.

A television channel report had earlier quoted an Air Force spokesperson as saying in Hyderabad that it was unclear whether the chopper had crashed and whether there were any survivors.

A local TV channel had earlier brought out unconfirmed information that some remains of what appeared to be the chopper had been traced.

“We have located the helicopter. It is on top of a hill at a distance of 40 nautical miles east of Kurnool. We are trying to find out whether there were any survivors. We are not sure whether the chopper crashed. Two Air Force helicopters are orbiting there trying to find a place to land, but because the chopper is on top of a hill, it’s a jungle it has been very difficult to land,” said an Army spokesperson adding that further details were awaited from the site.

The chopper is said to be located between Rudrakonta and Rollapenta near Kurnool town. Commandos, police and paratroopers are moving towards the area

Meanwhile, the core committee of the Congress party is meeting in New Delhi to assess the latest developments. The Prime Minister, Dr. Manmohan Singh, will convene a meeting to the Union Cabinet after the Congress meeting to decide on the next steps in the rescue operation.

Earlier reports said The Indian Space Research Organisation (ISRO) would conduct two fly-bys at 9.30 a.m. and 10.30 a.m. respectively with the help of CARTOSAT One and Two as part of their intensified search operations for missing Andhra Pradesh Chief Minister Y.S. Rajashekhara Reddy on Thursday.

State Government sources said that they have narrowed down the search to a five-square kilometer radius in the Nallamala Forest Range where they believe the seven-seat Bell helicopter carrying the chief minister may have gone down on Wednesday between 9 a.m. and 9.30 a.m.

Notwithstanding a heavy cloud cover, a three-pronged search operation has been launched. Four helicopters have taken off for the search. At least 700 villagers, bow and arrow wielding Chenchu tribals who are familiar with the terrain and former Naxals have reportedly joined in the search operations.

The State Government has refused to make any comment on the latest developments in view of the fact that there are conflicting reports with regard to the copter’s whereabouts. There is a lot of cross-checking being done to come up with verifiable facts.

Reddy”"”s chopper went missing while he was on his way from Kurnool to Chittoor.He was accompanied by his Principal Secretary S Subramanyam and Chief Security Officer A S C Wesley.

There were two pilots also on board the twin-engined Bell 430 helicopter that lost contact with Air Traffic Control at the Begumpet Airport in Hyderabad when it was headed for Chittoor district, about 600 kilometres from Hyderabad.

ISRO chief G. Madhavan Nair and his team are monitoring a low flying remote sensing plane. Satellite images are being used to try and trace the place. So far, 41 images have been taken but none of them have revealed any information about the chief minister’s whereabouts.

As of now the Indian Government has said that it has not requested the United States for help in the matter, but has confirmed that the unmanned vehicle that is presently deployed in the north eastern part of the country is being kept on standby.

The Army, Indian Air Force (IAF), Central Reserve Police Force (CRPF) personnel, Andhra Police Greyhound commandos along with local police and district officials has entered the Nallamalla Forests to launch the massive search and rescue operation for Reddy.

About 250 Army personnel with night vision devices have joined the search operations.

“We have deployed two columns and one Ghatak (jungle warfare specialist) platoon in the area for searching the Chief Minister. Our troops are equipped with night vision devices such as goggles and hand held thermal imagers,” Army officials said.

Congress president Sonia Gandhi is expected to arrive in Hyderabad shortly to be with Reddy’s anguished family members and to get a hand on assessment of the search operation.

She has already sent Union Law Minister and Congress general secretary in charge of Andhra Pradesh affairs Veerappa Moily and Union Minister of State in the Prime Minister’s Office Prithviraj Chauhan to the city to monitor developments. Chauhan told press persons that the State and Central Governments are sparing no efforts to search for the chief minister.

Meanwhile, National Security Advisor M.K. Narayanan has said that while both the state and central governments are extremely concerned and worried about the missing chief minister, all available resources are being deployed for the search.

He said Army and Air Force helicopters have been conducting a search of the region. He also confirmed that two fixed-wing Sukhoi 30 aircraft with synthetic aperture radar capabilities have been pressed into service.

Forces on the ground are also on the lookout for the missing helicopter and its individuals.

Narayanan said that the lack of communication is a major problem and also ruled out the probability of a Naxal strike.

“I don”"”t think the Naxals have the capability to bring down a helicopter,” he said.

“There is no question about calling off the search till we discover what happened there. We are hopeful we will find the Chief Minister, his chief secretary and PSO without serious injuries,” he added. (ANI)

YSR copter missing: Congress says it is an evolving situation

New Delhi, Sep.2 (ANI): The Congress party on Wednesday held an emergency press briefing here with regard to the missing state government helicopter carrying Andhra Pradesh Chief Minister Y.S. Rajshekhar Reddy.

Party spokesman Manish Tewari told media persons that it is an evolving situation that is being closely monitored by the Central and State Governments, besides the Congress president Sonia Gandhi.

The party said that state government is handling a very sensitive situation as the copter is said to have landed somewhere in the forests between the three districts of Rayalseema, Prakasham and Chitoor.

Tewari said that every effort was being made to resolve the situation as quickly as possible given the limited time available. He said that four Indian Air Force helicopters, one MI8 and a Dhruv chopper have been pressed into the rescue operation.

Earlier, Andhra Pradesh Finance Minister K.Rosiah confirmed that the chopper carrying the Chief Minister had landed in a forest area and efforts were on to locate it.

Addressing a news conference in Hyderabad, Rosiah said: “All state and central forces are on alert. At the moment, we are still tracing the location of the missing chopper, which has landed in the forests in the Chitoor-Nellore area. We are finding a way to reach the place.”

Rosiah said the state government has alerted the Union Home Ministry about the missing chopper. He said that after 9.35 a.m., contact had been lost with the chopper carrying the chief minister.

Rosiah said that the Prime Minister’s office as well as the offices of Congress president Sonia Gandhi, Home Minister P. Chidambaram and Defence Minister A.K. Antony are being kept posted about the latest developments.

He also issued an appeal to the public to contribute to the search effort.

Rosiah’s briefing came as Andhra Pradesh Police continues their search for the missing chopper.

Panic was created around Wednesday noon as Reddy was reported untraceable for nearly four hours.

Reddy was on his way to Chitoor, by chopper which initial reports said had made an emergency landing near Kurnool due to inclement weather.

The chopper took off at 8.45 a.m. for Chitoor and was scheduled to arrive here at 10.45 a.m, sources said.

The chopper was said to have landed in the middle of a thick forest, said to be affected by Maoist activities.

The Chief Minister’s Office (CMO) confirmed receiving a message of the emergency landing of the chopper, but nothing thereafter.

Till now, no one has confirmed the movements of Reddy.

The Union Home Ministry is monitoring the search operations, as Kurnool is a Naxal affected area.

Air Traffic Control (ATC) sources said the chopper went off the radar due to heavy rains.

The CMO maintains there is no need to worry as the area has no mobile connectivity. (ANI)
