Government of India proposes to infuse Rs 1,200 crore into Air India

Berlin, June 11 (ANI): Union Minister of State for Civil Aviation Praful Patel has said that the Centre would infuse additional equity of Rs 1,200 crore into Air India over the next few months.

Interacting with media on the sidelines of the annual summit of the International Air Transport Association (IATA) here, Patel said the government’s decision is an attempt to review national carrier’s performance to decide on the future course.

He, however, said there was no decision to divest government equity in the cash-strapped national carrier at the moment.

In 2009, the Union Government gave the airline Rs 800 crore as equity.

Commenting on merger of Air India and erstwhile Indian Airlines, Patel said the ministry still studying how the equity infusion performs.

He said officials of all airlines attending the summit have opined that “mergers do not happen overnight. It is an ongoing process which has to be achieved over time. Air France-KLM have taken six years. Nobody has said merger is a one-day process.”

Commenting on strengthening of the Directorate General of Civil Aviation (DGCA), Patel said the government was considering granting it full autonomy and support the regulator in its functioning. (ANI)

BWA spectrum auction fetches Rs. 38,300 crore

New Delhi, June 11 (ANI): The Union Government on Friday raised over Rs 38,300 crore from the Broadband Wireless Access (BWA) spectrum auction.

The 16-day long auction came to an end today.

The Department of Telecom (DoT) is yet to release details of the BWA auction winners.

The BWA auction had two slots of 20 MHz of Pan-India spectrum.

As many as eleven companies, including Bharti Airtel, Reliance, Idea Cellular, Aircel, Vodafone and Tata Communications Internet Services, participated in the auction.

The Bharat Sanchar Nigam Limited (BSNL) and the Mahanagar Telecom Nigam Limited (MTNL), which have been given the BWA spectrum ahead of private players, will have to pay the equivalent of the winning bid in each service area.

The revenue from the sale of spectrum for both 3G and BWA would be over Rs 1.06 lakh crore, which is more than thrice the earlier projection of Rs 35,000 crore.

During 3G spectrum auction the government had raised Rs 67,719 crore.

On the lines of 3G, Mumbai and Delhi received the highest bid amounts of over Rs 2,272 crore and Rs 2,221 crore, respectively.

The BWA spectrum enables high-speed Internet access as well as Internet telephony and TV services and can also be used for voice and high-speed data services. (ANI)

Gujjars appeal to PM for special package

Srinagar, June 6 (PTI) Ahead of Prime Minister Manmohan Singh”s two-day visit to Kashmir from tomorrow, Gujjars of the state have sought a comprehensive socio-economic package to resolve their pending demands. The demands include opening of a tribal university, inclusion of Gojri language in Eighth schedule of Constitution and a special census of nomadic Gujjars and Bakerwals.

“Gujjars had been demanding a tribal university in the state prior to 2007 when the first-ever National Tribal University was established in Madhya Pradesh. This demand is still pending with the Centre,” said Dr Javaid Rahi, National Secretary of Tribal Research and Cultural Foundation, a frontal organisation of Gujjars in Jammu and Kashmir.

According to Rahi, Gujjars constitute 20 per cent of the total population of the state. The university, if established, could promote studies and research in tribal art, culture, tradition, language, custom, medicinal systems, forest-based economic activities, including special studies in the flora and fauna, and advancements in technologies relating to natural resources of the tribal areas of the state, he said.

“The case for inclusion of Gojri language in the Eighth schedule is pending with the Union Government since 1991 which is adversely affecting the development of tribal culture of Gujjars in Jammu and Kashmir,” said Rahi. The community demanded that a special census be conducted of lakhs of nomadic Gujjars and Bakerwals of Jammu and Kashmir who are presently under seasonal migration along with their livestock in the upper reaches of Northwestern Himalayas.

He said Gujjars are demanding raising of a full-fledged ”Gujjar Regiment” in the Army on the pattern of Jat, Rajput and Dogra Regiments since 1947, which is still pending with the Union Government. The organisation also appealed to the PM to provide a “special rehabilitation package” for lakhs of Gujjars and Bakerwals in the state, besides constituting a task force to ensure speedy implementation of development schemes in Gujjar-populated areas.

The community demanded job share in central government and special employment drive for Gujjars.

Raja glad at the overwhelming response to 3G spectrum bids

New Delhi, May 20 (ANI): Information Technology and Communication Minister A Raja has expressed his happiness over the successful completion of auction for 3G spectrum telephones.

“I am happy to have in around Rs 70,000 crore but, I never felt that it will cross Rs 45,000 crore. I am happy that it has been crossed and it”s good for the country,” said Raja contending that the gains from this auction would supplement the country”s exchequer.

The government, in its budget 2010-11, had estimated Rs 35,000 crore from sale of spectrum for both 3G as well as Broadband Wireless Access (BWA).

“Telecom Regulatory Authority of India (TRAI) admitted in the report…2G price can be calculated as per the 3G prices with it”s new methodology, fully accepting the efficiency of the 2G, which is three times lesser than the 3G,” added Raja.

The auction for 3G licence concluded on Wednesday with bids for pan-India licence touching to the tune of Rs 16,828 crore.

The bidding ensures the Union Government a revenue of Rs 70,000 crore – which is double the amount of it expected to collect.

The 3G services would allow users to access high-speed data downloads on mobile phones.

Reportedly, Bharti Airtel, Idea and Vodafone Essar have won in some of the circles in the auction that lasted 34 days.

Spectrum allocation had been a controversial issue over the past several months as the Department of Telecommunications (DoT) had gone by the first-come-first-serve rule, rather than shifting to an auction regime.

Raja had earlier been under fire in the wake of charges that his spectrum allocation policies have caused a revenue loss of 60,000 crore rupees. (ANI)

UAE court extends date of hearing of 17 death row Indians to June 16

New Delhi, May 19 (ANI): A United Arab Emirates (UAE) appellate court has extended the date of hearing of a case involving 17 Indians on death row for murdering a Pakistani national to June 16.

Earlier on April 8, Bindu Suresh Chettur, the Indian lawyer handling the case had filed an appeal awaiting the full file for defence to study the entire case.

Sources in the Ministry of external Affairs said on Wednesday that the court accepted the defence”s plea for a Punjabi interpreter for the convicts and postponed the hearing.

Minister of State for External Affairs Preneet Kaur had on April 4 said that the Union Government would provide the best legal aid assistance in the UAE to the 17 Indians.

The family members of the persons on death row had sought the Union Government”s assistance, and said that its intervention would help get the 17 people back to India.

The 17 people have been sentenced to death for killing a Pakistani man over an illegal alcohol business dispute in Sharjah in January 2009.

According to reports, about 50 people were involved in the fatal attack in which the Pakistani man was beaten to death with metal bars, but those sentenced to death, were found to have been the leaders.

Three other Pakistani nationals were also injured in the attack, but they survived.

This is the highest number of death sentence handed down at one time in the UAE. (ANI)

Maoists call for 48 hour shutdown in five states begins

New Delhi, May 18 (ANI): The government asked five states to tighten security and take maximum precaution during the 48-hour shutdown called by the Maoists beginning Tuesday.

The shutdown call has been given in Bihar, West Bengal, Jharkhand, Orissa and Chhattisgarh to protest against Union Government”s decision to disinvest in some Public Sector Undertakings (PSU).

Railways have also been advised to run the trains in Maoist-affected areas in minimum speed to avoid possible sabotage by the Maoists.

Additional security has also been provided to central government installations in Maoist-affected states.

The Centre designed disinvestments of PSUs to provide more employment to people of the region and for economic development of the area.

The Maoists fear that the Centre”s decision would give a blow to their hold in remote areas. This prompted the Maoists to mobilize people against the Centre”s decision.

Earlier, Maoist leader Koteshwar Rao informed some mediapersons that his organization would observe a shutdown on May 18 and May 19 in the five states to protest against the Centre”s decision to sell 10 percent stake in 10 different profit-making PSUs.

The Maoists also said that they were against dilution of government stake in state-owned banks to favour entry of international banks like Morgan Stanley, Citi Bank and Deutsche Bank. (ANI)

India extends ban on LTTE for two more years

New Delhi, May14 (ANI): The Union Government on Friday extended its ban on the Liberation Tigers of Tamil Eelam (LTTE) for another two years.

The Union Home Ministry has issued a notification in this regard.

The LTTE was banned under the Unlawful Activities Prevention Act (UAPA).

The LTTE, also known as Tamil Tigers, is a terrorists group that has waged a violent campaign against the Sri Lankan government since the latter part of 1970s in order to create a separate Tamil state in the northern and eastern part of the island nation.

The group-led by V Prabhakaran had been proscribed as a terrorist organization by several countries including the United States.

The LTTE was involved in the assassination of former Indian Prime Minister Rajiv Gandhi in May 1991 and the group has been banned by India since 1992.

India was the first country ban the LTTE followed by USA, United Kingdom, 27 European Union Countries, Canada and it is learnt that Australia as well as Malaysia are seriously contempt plating on banning this terrorists’ outfit in their soil. (ANI)

Centre to dissolve Medical Council of India

New Delhi, May 14 (ANI): The Union Government has decided to dissolve the scandal-hit Medical Council of India (MCI).

The Centre took the decision after MCI chairman Ketan Desai was charged by the Central Bureau of Investigation (CBI) of corruption.

Desai was arrested on April 22.

The Union Cabinet has decided to appoint a seven-member panel of eminent doctors to take care of the functioning of the MCI.

On Wednesday, Desai submitted his resignation letter to MCI vice-president P C Kesavankutty Nair.

Nair has forwarded the resignation letter to the Union Health Ministry.

The MCI, constituted under the Indian Medical Council Act, 1933, is responsible for ensuring uniform standards in medical education and to grant recognition to medical degrees awarded in India and abroad.

The permission of MCI is required for medical colleges across the country to increase the number of seats, to set up new medical college, to add new courses.

As per the IMC Act, Parliament has to give its nod for the dissolution or formation of a MCI board. (ANI)

Centre okays visa for Prabhakaran mother

In a careful move, the Union Government accorded sanction to Parvathiammal, the ailing mother of slain LTTE chief V Prabhakaran, to visit Tamil Nadu on a six-month visa, even as it placed riders to ensure that the pro-Tiger outfits did not draw mileage out of her presence.

Parvathiammal had arrived at the Chennai airport from Malaysia on the night of April 16 on a valid medical visa, but was immediately deported by the immigration authorities as her name figured in the blacklist.

Reiterating that the state government was kept in the dark about the earlier visit, Chief Minister M Karunanidhi informed the Assembly today that the Centre has now communicated the official permission to the Indian mission in Malaysia on May 7, a copy of which was received by the government here yesterday.

“Though such matters usually move at a slower pace, the central and state governments moved swiftly, taking into consideration her health condition,” Karunanidhi said.

The High Commission in Malaysia, where Parvathiammal has been staying for the past few months, has been asked to provide her a visa for six months on medical grounds so that the octogenarian could seek treatment in Trichy as per her request — though under certain conditions.

She has been barred from staying anywhere outside the hospital where she is seeking treatment, and only her family members can remain in touch with her — she has to list these relatives. She has also been asked not to contact any political party or organisations that have connections with banned outfits.

These conditions effectively rule out pro-Tiger MDMK leader Vaiko, Tamil activist P Nedumaran and others from contacting her or using her presence to attack the state government, the DMK or the Congress, as the proposed visit coincides with the first anniversary of Prabhakaran’s death and the end of war in Lanka.

Vaiko and Nedumaran were present at the airport when Parvathiammal was deported, and had strongly criticised Karunanidhi and his government over the incident.

Naga group protests in Delhi

New Delhi, May 11 (ANI): Students of ethnic Naga group protested here after Thuingaleng Muivah, leader of the rebel National Socialist Council of Nagaland-Isak Muivah, was not allowed to visit Manipur.

The Manipur Government banned the entry of Muivah as he planned to visit last week to Somdal.

“See, in the past few days we have shown our disdain towards what the state government has done to our people. And it has really anguished us. Our parents are flying from all indigenous places, our brothers have been killed, many of our brothers and sisters have been injured,” said David, a Naga student union leader.

“We wanted to send this message to the union government that we are not at all satisfied with what the government has been saying and doing right now, especially the Ibobi Singh Government,” he added.

Violent clashes between Muivah”s supporters and security forces at the border town of Mao resulted in the death of two women protestors and left over 50 others injured.
Earlier, the All Manipur United Club Organisation (AMUCO) had called for a two-day shutdown in the state.

The NSCN-IM had agreed to a ceasefire in August 1997 and launched a peace process with the Central Government to bring an end to the longest-running insurgency in India.
The rebel group has participated in several rounds of talks with central officials since the start of the ceasefire.

But talks between the two sides have not made progress over the rebels” main demand of unification and eventual independence of Naga-dominated areas in northeast India. (ANI)

DU has violated radioactive waste rules: Centre

New Delhi, May 7 (ANI): The Union Government on Friday said that Delhi University had violated rules by selling scrap containing radioactive material.

Making a statement in the Lok Sabha, Union Minister of State for Science and Technology Prithviraj Chavan assured members that those responsible for the violation would not be spared.

“Mistake was made by the University in not adhering to rules and its own undertaking to atomic energy authorities that the device, which was used by its Chemistry Department, would not be re-sold,” Chavan said.

He said the DU authorities did not follow rules and asserted that responsibility will be fixed.

“No guilty person will be spared, I assure you,” Chavan said.

He asserted that all the 19 nuclear plants generating electricity in the country were completely safe and mechanisms would be strengthened in the field of atomic research and medical use as “some lessons have been learnt” from the accident in which one person died.

Chavan informed the House that the Delhi Police had upgraded the FIR in the case after one person died.

The Delhi Police is investigation at “criminal negligence” part in the radiation caused by Cobalt-60.

Chavan argued the need to put in place a law on fixing compensation in the case of accidents involving radioactive leakages as there was a “void”.

Asserting that the radiation incident “has nothing to do” with any of the Department of Atomic Energy (DAE) facilities or activities, he said the Atomic Energy Regulatory Board (AERB) had a complete inventory of all radioactive sources in the country.

There were 10,000 sources with about 3,000 institutions and licenses were given to users which were “very responsible,” Chavan said.

He said the incident was caused by “unauthorised disposal” of the Gamma Cell by Delhi University as scrap in violation of the Atomic Energy Safe Disposal of Radioactive Waste Rules and the Atomic Energy (Radiation Protection) Rules. (ANI)

SC gives green signal for private universities admissions

New Delhi, May 6 (ANI): The Supreme Court on Thursday allowed 44 private deemed universities, which the Centre is trying to shut down, to go ahead with the admission process for the upcoming academic year.

Rejecting the Government”s request to put a pause on the admission process of these universities for the coming academic session, the apex court said, as the Government has not yet taken any decision on the future of these universities, and therefore, it could not stop admissions.

In a report submitted to the apex court in January, the Union Government said that these 44 private deemed universities were found to be below standard, and were functioning as “family fiefdoms.”

The universities, whose future is at stake, have challenged the Government”s decision of their academic standards, pointing out that the University Grants Commission (UGC) has given many of them positive reviews.

Deemed universities are allowed to function with complete autonomy on their syllabus, and fees.

The government believes that many of these universities charge exorbitant rates, accept too many students, and ignore reservation policies.

Over two lakh students are in a state of panic about their future should the universities be derecognised.

The Court, however, has reassured them that it will not allow such action without due consideration.

The Government also said that students at affected colleges would get certificates and degrees from state universities of their particular region. (ANI)

Gogoi hopes for talks with Assam rebel groups

Guwahati, May 3 (ANI): Assam Chief Minister Tarun Gogoi hopes that with Bangladesh handing over National Democratic Front of Bodoland (NDFB) chief Ranjan Daimary alias D R Nabla, early talks with rebel groups operating in Assam could take place soon.

Speaking here on Sunday, Gogoi said: “We are still hoping that they give up violence and come forward for talks. The NDFB or the ULFA and everyone engaged in violence and thus various killings that took place in the state should come forward for talks. Lots of innocent people died in Dhemaji and other places in Assam. We want to say that problems cannot be solved through violence.”

Daimary who was handed over to India”s Border Security Force on Friday, is wanted in the 2008 Assam serial bomb blasts case and has been hiding in Bangladesh since then.
India had raised the matter with Bangladesh several times at various levels.

He is opposing the ongoing peace talks with the Union Government.

The Border Security Force (BSF), which took Daimary into its custody from the BDR, later handed him over to the Assam Police. The Assam Police has taken Daimary to Guwahati under tight security.

In October 1986, Daimary formed the Bodo Security Force, which was later renamed as the NDFB.

Though the NDFB, has entered into a ceasefire agreement with the Government in May 2005, but it has mostly flouted the ground rules of agreement.

After the 2008 blast, the NDFB split into two factions – one supporting the ceasefire, led by B Sungthagra alias Dhirn Boro – and the other hardline faction, led by Daimary.

Daimary”s faction claims it is the real NDFB and has sought to establish a separate Bodoland.

Daimary was suspended from the outfit by the other faction subsequently. (ANI)

Home Ministry apprises anti Naxal plan to MPs of worst affected districts

New Delhi, Apr 30 (ANI): Union Government on Friday apprised MPs belonging to 33 worst Naxal-affected districts about its strategy to counter increasing influence of rebels.

Union Home Minister P Chidambaram chaired the meeting.

Senior Home Ministry and Planning Commission officials apprised MPs about development schemes which are being implemented by the Centre in these districts and sought their cooperation in the task to deal with the Maoists.

Chidambaram briefed MPs about the gravity of the Maoist problem and steps being taken by government to deal with the menace.

Briefing media after the meeting Home Secretary G K Pillai said: “Planning Commission had given a presentation to the MPs about development schemes. Focus is entirely on flagship programmes of Government of India as implemented in the districts.”

Some of MPs also shared problems of their respective areas with the Government and offered their help in implementing Centre’s development schemes.

“The MPs spoke about their perspective on the issue and what role they could play in ensuring the better monitoring of various programmes,” Pillai added.

As today’s meeting could not cover all constituencies, the Home Ministry has expressed its desire to organize one more such meeting in mid May.

During the presentation, Planning Commission drew attention of the MPs to anti-development activities of Naxalites.

Naxals are indulging in destruction of school buildings, roads and telephone towers.

Of the 33 districts, 10 are in Jharkhand, seven in Chhattisgarh, six in Bihar, five in Orissa, two in Maharashtra, one each in Andhra Pradesh, Uttar Pradesh and Madhya Pradesh.

All these districts are underdeveloped and authorities believe that economic backwardness may drive many local people of these regions to join the Maoist ranks, the official said.

JD (U) MP from Bihar’s Jahanabad, Jagdish Sharma urged the Government to take people into confidence while carrying out development projects.

“Government must take urgent steps for eradication of poverty, improvement of road connectivity, irrigation projects, PDS schemes etc. to get support of the common people,” he said.

BJD MP from Orrissa’s Dhenkanal, Tathagata Satapathy said government must ensure that the development schemes are implemented with utmost sincerity.

The meeting was held in the wake of the killing of 76 security personnel by the Maoists in Chhattisgarh on April 6.

Government has taken these 33 districts as focus districts to root out the menace from there and subsequently carry out developmental activities.

The Union Government has a committee to monitor development projects in these districts under the chairmanship of Cabinet Secretary.

The Committee conducts reviews on every month. (ANI)

Unique ID project renamed as AADHAAR

New Delhi, Apr 26 (ANI): The Union Government”s ambitious Unique Identity project aiming to give an exclusive 16-digit number to all its citizens was renamed ”AADHAAR”

The new logo was unveiled by Nadan Nilekani, Chairman of the Unique Identity Authority (UIDAI) of India on Monday.

Speaking on the occasion, Nilekani said the biggest challenge the country faces today is of an identity divide.

“Ultimately it all boils down to the lack of effective identity. And this has become a big divide, the identity divide has separated the people from haves and have-nots and therefore this is a huge challenge that we face,” said Nilekani.

The Unique Identification Number project was renamed ”AADHAAR” as an effort to reach out to the common man, who might find the term UID confusing.

Nilekani also informed that the UID project was very critical to address the challenges of inclusive growth and effective government spending.

“Both in terms of the fact that we want to improve and optimise the way we spend money in the government as well as from the point of view of the access for the poor the UID becomes a very very important thing,” he said.

“Now this is becoming more important because we are seeing a lot of migration. We have people coming in from villages into cities. Again they have lack of identity therefore they are not able to access public services,” Nilekani added.

He expressed confidence that the UID would address challenges of inclusive growth and government spending.

“Having identity we believe and having something like a UID (Unique Identity card) is very critical to address these challenges both of inclusive growth and government spending,” Niekani said.

The UID would have both personal and biometric information of a person, such as, name, sex, date of birth, nationality, marital status, current and permanent address, occupation, photo and fingerprints.

The UID cards will be given to every individual above 15 years, including NRIs and foreigners.

The first UID is expected to be given out in early 2011 and a target to provide 600 million UIDs in the next five years has been set by UIDAI.(ANI)

Centre sanctions Rs. 96 crore special assistance to Maoist-affected states

New Delhi, Apr 26 (ANI): Union Government has sanctioned Rs. 96 crore to the Maoist-affected states under the Special Assistance Scheme” this year.

Home Ministry, said of the Rs. 96 crore, Rs.30 crore has been released as first instalment.

According to Union Home Ministry, an amount of Rs.9561.26 lakhs has been sanctioned in 2009-10 to the Maoist affected states including West Bengal.

An amount of Rs.1059.17 lakh has been sanctioned to West Bengal’s West Midnapore District.

Rs.340 lakh was released by the Home Ministry in last fiscal.

In 2008-09, the Union Government started a new scheme for Special Infrastructure in Left Wing Extremism affected States with an outlay of Rs.500 crore during eleventh plan.

The scheme is aimed at filing critical infrastructure gaps not covered under normal schemes of the Central Government.

An amount of Rs.9999.92 lakh has been released to the States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Uttar Pradesh and Orissa during 2008-09. (ANI)

North East welcomes Right to Education policy

Guwahati, Apr 26 (ANI): The Union Government’s decision to make education a basic right for each child has been widely welcomed by people in the north-east.

Padumai Paishya (60) of Assam’s Jugashree Nagar village who has three children said she was happy that her grandchildren would be able to go to school, thanks to the Right of Children to Free and Compulsory Education Act, 2009.

“We are happy about the implementation of the New Act (Right To Education). We are poor people, how can we afford education for our children? There are financial constraints. Somehow, we manage to buy rice. How can we even think about education? So I am very happy about it,” Paishya said.

In India, about crore children under the age group of 6-14 do not go to school.

The Centre and States will to share the fiscal load in the ratio of 55:45 and the Finance Commission has provided Rs. 25,000 crore to the States.

For the Year 2010-11, the Centre has given an outlay of Rs. 15,000 crore.

The people in rural and tribal areas will get the maximum benefit.

“Due to poverty we could not study or send children to schools earlier, but now they go to schools and get free meals there. However, for sometime the quality of the food has not been good or it has not been available,” said Dipan Saha, a parent, Tripura

“Still what the government has decided is a great help for poor parents like us as under the Act our children are getting free education, text books and food,” he added.

“We are poor people but we have been encouraged to send our children to school as the centre has made many things free for student’s education,” said Pratima Biswas, a Parent, Tripura

In the northeast, the average literacy rate is between 60-70 per cent and, with the introduction of the Act, this will go up, especially in the rural areas.

“This is a very bright new chapter. Definitely, we are very much hopeful. Children of every family will get free education. We are happy with this. It’s like an eye opener to the country to improve the quality of education,” said Asa Khate, a teacher, Nagaland

Militancy has badly affected development and education in the northeast region in the past and with gradual decline, the thrust is on development of the region and providing employment to the youth, besides educating them. (ANI)

CPM asks Government to own up on phone tapping responsibility

New Delhi, Apr 24 (ANI): The Communist Party of India (Marxist) on Saturday asked the Union Government to own up responsibility for tapping phones of top leaders, including that of its General Secretary Prakash Karat.

CPM alleged that the government is indulging in such acts to “serve its political purpose.”

It also demanded enforcing strict guidelines to prohibit such surveillance.

Referring to reports in a daily on tapping of phone calls of four political leaders including Karat, the party said it was a serious matter and alleged that government was using intelligence agencies to serve its political purpose.

“The report shows that the government is using the intelligence and security agencies to serve its political purpose to spy upon opposition leaders and to keep track of even its own allies and party leaders,” party said.

The CPM demanded action against those who ordered the surveillance.

“Such acts subvert the democratic system and breeds an atmosphere of illegality in the higher echelons of the government. They cannot be tolerated,” CPM said.

“Protecting the covert activities of the intelligence and security agencies cannot be made the pretext for a cover-up,” party added.

Further, the instructions on tapping of phones and surveillance on grounds of national security or investigation of criminal activity must be codified, the party said, demanding that intelligence and security agencies must be subject to parliament’s oversight.

Earlier, Karat described tapping as illegal and intolerable.

“The UPA Government is resorting to the tapping of phones of political leaders which is illegal and intolerable. The government has to own up responsibility and take action against those responsible,” Karat said.

On the other hand the Communist Party of India (CPI) said on Saturday that tapping of phones of top political leaders was a “serious assault” on democratic and civil rights.

The party sought an explanation from the Union Government on the issue.

Interacting with media party National Secretary D Raja said the act of telephone tapping deserves to be condemned in strongest terms.

“We are not living in a military regime… We are adopting a democratic system. Under the circumstances, tapping of phones of leaders of political parties is a serious assault on democracy and deserves to be condemned in strongest terms,” Raja said.

Raja alleged that the tapping could be used for political purposes. (ANI)

Committee suggest formation of an agency to tackle fake currency notes

New Delhi, Apr 1 (ANI): A committee constituted to review the acquisition procedure of the security features for currency notes has suggested that the Union Government set-up a single national-level coordinating agency for intelligence, law enforcement and investigation to tackle the menace of fake currency notes.

The Union Finance Ministry had constituted a committee to review matters related to the acquisition procedure of the security features for currency notes, review the relevant procurement manuals and suggest a roadmap for progressive indigenization of various inputs, including high-end machinery and security features.

Former secretary Shilabhadra Banerjee chaired the committee.

The committee, which submitted its report to Union Finance Minister Pranab Mukherjee on Thursday, suggested creating a directorate of currency under the Union Finance Ministry to coordinate and oversee acquisition as well as research and development (Rand D) efforts of security features for currency notes and other security products.

This Directorate is to be headed by a Special Secretary to the Government of India.

In its report, the committee has also recommended the setting up of a national level research and development (R and D) centre under the proposed Directorate of Currency to carry out R and D activities in the field of raw materials, security features and machinery required for the production of Indian bank notes and other security sensitive items.

The Committee has suggested a new acquisition procedure for the security features of currency notes for increased levels of transparency and accountability.

In its report, the committee emphasised on the indigenisation of manufacture of bank note paper, security inks, security features, related equipments and coin plating.

The report said the security paper manufactured in India is to be exempted from excise duty.

It asked the government to provide financial incentives like a waiver of customs duty on imported machinery for the production of bank note paper and printing materials.

Mukherjee appreciated the work done by the Committee and emphasized the early implementation of the recommendations made by the Finance Ministry. (ANI)

Centre declines permission to Bihar CM to visit Nepal

Patna, Apr 01 (ANI): The Union Government has denied permission to Bihar Chief Minister Nitish Kumar to visit Nepal to attend the post-death rites of former Nepal Prime Minister Girija Prasad Koirala.

Kumar is reportedly upset over the Union Government’s decision.

According to his office, Kumar was invited by Koirala’s daughter Sujata to attend her father’s post-death rites in Kathmandu on Thursday.

Kumar was eager to pay his last respects to Koirala.

In 2008, Government had denied Kumar permission to visit Nepal to oversee the Kusaha embankment repair work, where the River Kosi was breached.

Thousands of people from Bihar visit Nepal every day without any visa or passport, as there are no restrictions.

But a visit by a minister or a chief minister requires government permission, as it becomes a state visit to Nepal. (ANI)
