New Delhi, May 20 (ANI): The Indian Army has launched the Military Police help line here.

Army Chief General VK Singh inaugurated the facility on Wednesday during the biannual Army Commanders Conference.

Common Military help line telephone number 155200 can now be accessed across the nation to provide assistance to military personnel.

The number that is available at Military Police Control Rooms has been instituted to provide immediate assistance and be instrumental in solving and mitigating crisis being faced by military personnel.

In addition, it will provide an excellent facility for the civil police and the public to contact the Army Military Police to provide first hand information of any situation where military persons are involved or has potential to affect the military persons.

The telephone number has been allotted in coordination with department of telecommunication and can be accessed locally and from outside the locality by prefixing the STD code of that station.

The facility has been activated presently at some of the metro cities and state capitals, and is likely to be extended across the nation soon. (ANI)

China Mobile to invest $300 mln in Pakistan-spokesman

ISLAMABAD, April 2 (Reuters) – Chinese telecom giant, China Mobile (0941.HK), will invest $300 million in Pakistan in 2010, mainly on expansion of its infrastructure in the south Asian country, a company spokesman said on Friday.

Pakistan’s telecom sector has boomed over the past 10 years and now has over 95.40 million mobile phone users, from some 300,000 in 2000, with cellular mobile density of over 58 percent, according to its state telecommunication authority.

But growing concerns over a Taliban insurgency and chronic power shortages have put off investors, with net foreign investment down 45.9 percent to $1.02 billion in the first eight months of the 2009/10 fiscal year.

China Mobile, which operates in Pakistan through its overseas subsidiary, China Mobile Pakistan, has some 6.93 million subscribers in Pakistan, according to the Pakistan Telecommunication Authority (PTA) website (www.pta.gov.pk/).

The company’s chairman, Wang Jianzhou, was in Pakistan this week where he met government officials to discuss expansion and investment plans, said the spokesman of the company known in Pakistan by its brand name of Zong.

“During the visit Mr Wang made the announcement that for this year our investment in Pakistan will be $300 million,” the spokesman said.

Last year, China Mobile’s investment in Pakistan was $500 million, while total investment in the country has reached $1.66 billion, he said.

Pakistan’s mobile operators include CM PAK of China Mobile, Mobilink, a unit of Egypt’s Orascom Telecom (ORTE.CA), Norway’s Telenor (TEL.OL), Ufone, a subsidiary of Pakistan Telecommunication Co Ltd (PTCA.KA), Warid Telecom Pakistan, a joint venture between Abu Dhabi Group and SingTel Group (STEL.SI), and Instaphone, which is not publicly traded.

Nokia says wins China deals worth over $2 billion

(Reuters) – The world’s largest mobile phone maker Nokia (NOK1V.HE) said on Thursday it had won handset deals with distributors in China worth over $2 billion.

A spokesman said one agreement was with China PTAC, worth over $1 billion, and the other was with Telling Telecommunication Holding Co. Ltd., also worth over $1 billion.

Nokia usually announces such deals in China once a year. The value of the agreement with PTAC fell for the third straight year, and was down sharply versus the 2009 figure of $1.76 billion.

China was Nokia’s third largest sales area in 2009 with revenues of 6.4 billion euros ($8.6 billion), flat year-on-year.

Nokia shares traded up 1.8 percent at 11.74 euros at 1333 GMT, keeping pace with a firmer Dow Jones Stoxx Technology index .SX8P.

Pak Telecom authority denies planning to snoop on all phone calls, e-mails, sms’

Islamabad, Sep.9 (ANI): The Pakistan Telecommunication Authority (PTA) has rejected reports regarding it forming a regulation committee to monitor telecom traffic including phones calls, e-mails and text messages, The Daily Times reports.

Commenting on the reports regarding the PTA’s plans of having a monitoring cell to keep tab of all telecommunication traffic, a PTA spokesperson said monitoring cyber and telecom traffic does not come under the authority’s mandate.

The spokesperson, however, said the PTA has installed latest filters to check illegal telecommunication traffic coming into the country.

Earlier, it was reported that the PTA has drafted a plan to monitor all telecommunication traffic, including landlines, mobile services and emails.

It was also reported that the PTA has already prepared a code of conduct for monitoring. (ANI)

Takeout financing scheme to be evolved by IIFCL

New Delhi, July 6 (ANI): The India infrastructure Finance Company Limited (IIFCL) will evolve a ‘takeout financing’ scheme in consultation with banks to facilitate incremental landing to infrastructure sector.

Union Finance Minister Pranab Mukherjee announced this while presenting the General Budget 2009-10 in the parliament.

‘Takeout financing’, an accepted international practice of releasing long term funds for financing infrastructure projects, can be used effectively to address the asset liability mismatch of commercial banks arising out of financing infrastructure projects. It can also be used effectively to free up capital for financing new projects.

Mukherjee also announced the Government’s decision that IIFCL will refinance 60 per cent of commercial bank loans for PPP projects in critical sectors over the next 15 to 18 months.

“This is to ensure that infrastructure projects in sectors such as telecommunication, power generation, airports, ports, roads and railways, do not face financing difficulties arising from the current downturn,” he said.

“The IIFCL and Banks are now in a position to support projects involving a total investment of Rs.100,000 crores in infrastructure. Combined with the steps taken by the government to increase public investment in infrastructure, this step is expected to provide a big boost to such investment,” he added. (ANI)

TERI chief says Indian Army’s biggest enemy is climate change

New Delhi, June 28 (ANI/ Business Wire India): Dr. R.K. Pachauri, Director General of The Energy and Resources Institute (TERI) and Chairman of the Intergovernmental Panel on Climate Change (IPCC), has warned the Indian Army that climate change could prove to be their biggest enemy, as melting snow could open a new passage for terrorists.

“Climate change poses new threats to India. Melting snows in the north open up passages for terrorists, just as melting glaciers affect water supply in the subcontinent’s northern part, sharpening possibility of conflict with our neighbours. Changing rainfall patterns affect rain fed agriculture, worsening poverty which can be exploited by others,” Dr. Pachauri said while delivering the keynote address at the convocation ceremony at the Military College of Telecommunication Engineering, Mhow.

He cautioned that climate change might force millions of ‘climate refugees’ across India’s border, posing a new challenge to nation’s armed forces.

“Our defence forces might find themselves torn between humanitarian relief operations and guarding our borders against climate refugees, as rising sea-levels swamp low-lying areas, forcing millions of ‘climate refugees’ across India’s border,” he added.

As the Chief Guest, Pachauri presented the Chief of Army Staff Trophy and other awards to the winners.

In his Valedictory Address, Dr. Pachauri complimented the officers for the exemplary work they have done during various natural calamities across the length and breadth of the country.

He praised the Corps of Signals for their good work in the field of modern communications and computer networks and their remarkable use of advanced systems of Optical Fiber, Satellite Communications, and other networks to conduct its operations, including Low Intensity Conflict Operations and UN missions.

China tightens noose on govt. officials leaking secret data

Beijing, June 23 (ANI): Chinese government officials will soon be required to think twice before connecting their flash-disks loaded with State secrets into unsecured computers, as they are likely to come under tighter surveillance to prevent leaks of confidential information.

The top legislature was informed on Monday during briefings on amendments to the Law on Guarding State Secrets, that a tougher law was needed to cut access to the Internet or other public networks from secure computers, China Daily reports.

The revision is a direct result of the sharp rise of computer-linked intelligence leaks in recent years, lawmakers were told.

The draft revision was submitted to the Standing Committee of the 11th National People’s Congress (NPC) for deliberation.

The draft amendments stipulate: Taking measures to protect networks containing confidential data by isolating them.

Internet and telecommunication providers reporting to the authorities when they detect messages linked to State secrets.

Having a tougher supervision mechanism to prevent sensitive information from being passed on intentionally or unintentionally.

According to research by the NPC’s internal and judicial affairs committee, more than 70 percent of all cases, though most are unintentional, have been linked to computers, and the number is rising sharply each year.

The list of people involved has expanded from government officials and military officers, to accountants for State-owned enterprises, makers of armaments and staff attending closed-door government meetings.

According to the sources, incidents have surfaced of unintentional but damaging leaks by officials after they plugged flash-disks into wired computers.

“In one instance, it is believed the data was stolen in seconds and the official was removed,” one source said. (ANI)

Lahore’s youngsters protest against 20pct tax on SMS

Islamabad, Jun 20 (ANI): Youth organisations in Lahore protested against the Government’s decision to levy a 20 per cent tax on short messaging service (SMS) on Friday.

The protest against the tax, announced in the annual budget for the financial year 2009-10, was held in front of the Lahore Press Club.

Organised by the Progressive Youth Front (PYF), the protest provided an interesting spectacle for the passers-by, who were amazed by the youth shouting slogans against SMS being taxed.

“People here are struggling to make both ends meet, but these young people are protesting against taxation on SMS, which sounds funny,” the Daily Times quoted Abbas, a young man who was standing on the curb, and staring at the protesters with mock amazement, as saying.

Another passer-by said that the tax on SMS was quite justified, and that most young people wasted their time in sending pointless chain messages.

But PYF Coordinator Kashif said that the youth of Pakistan lived without basic facilities, and cheap SMS was the only “luxury” they could enjoy.

He said that it was deplorable that youngsters were being deprived of that facility.

He did not deny that young people were circulating indecent and meaningless SMS. However, he insisted that the tax imposed on SMS was a great blow for the young people who stayed in contact with each other through the “service”.

He said that the young people, who had left their native cities to study in urban centres, stayed in touch with their families back home through SMS.

He claimed that the PYF had conducted a survey and found that an overwhelming majority of young people opposed the Government’s decision.

Kashif said that telecommunication companies should also raise their voices against the tax.

“The government is already taxing calling cards. It should withdraw the tax on SMS,” he added. (ANI)

Ericsson set to grab multimillion dollar GSM rollout contract from Swan Telecom

One of the largest companies of Sweden – Ericsson is all set to grab a multimillion dollar GSM rollout contract from Swan Telecom. The Business Line has reported that Ericsson is set to get the contract for rolling out cellular network for Swan Telecom.

According to the report, Swan Telecom is expected to give the contract for the network rollout to two companies, and Ericsson will be one of the two companies; Ericsson will certainly get the part of the Swan contract.

The Kista, Sweden based Ericsson is the leading provider of telecommunication and data communication systems and related services including especially mobile networks. Ericsson is known for network rollout of incumbent operators such as Airtel, Vodafone Essar.

According to Business Line, Swan Telecom, which received licenses in 2008, is the new player in the telecommunication arena. The company is expected to inject $4 billion in its cellular network. The Swan contract is likely to include managed services as well.

Zimbabwe sets team to drive constitutional reforms

HARARE (Reuters) – Zimbabwe set up a parliamentary team Sunday to spearhead the writing of a new constitution which President Robert Mugabe’s opponents say will be key to holding free and fair elections.

Critics say Mugabe, 85 and in power since independence from Britain in 1980, has used tough security and media laws to stifle opposition to his ZANU-PF party, and has rigged polls in the last 10 years to remain in office.

Sunday, Zimbabwe’s Speaker of Parliament Lovemore Moyo announced that a new unity government, which Mugabe formed with opposition leader Morgan Tsvangirai in February to try to break a post-election crisis, had assembled a 25-member parliamentary committee to lead the process of writing a new constitution.

The process would include consultations around the country, and the new constitution would have to be approved by a national referendum to be held by mid July next year, Moyo said.

In February 2000, Mugabe’s government lost a referendum for a new constitution which Tsvangirai’s Movement for Democratic Change (MDC) said was meant to tighten ZANU-PF’s grip on power.

Moyo said the new drive by ZANU-PF and the two wings of the MDC which dominate parliament was more inclusive and would lead to “a people-centered, inspired and democratic constitution.”

“We commit ourselves to ensuring that the process will be as credible as possible,” he said.

Political analysts say although there are tensions between Mugabe and Tsvangirai in the new unity government over rights abuses and continuing seizures of white-owned farms by ZANU-PF officials, the power-sharing agreement is likely to hold until the next elections, which are expected to be called in 2011.

Mugabe stoked tensions again at the weekend when he transferred the supervision of the telecommunication industry from MDC cabinet minister Nelson Chamisa to a ZANU-PF official.

“There are all these tensions, and we should expect to see quite a number in the coming months,” said Eldred Masunungure, a political science professor at the University of Zimbabwe.

“But that announcement of the select committee on the constitutional issue is a demonstration that on the big issues, the (power-sharing) agreement is going to hold,” he said.

“There are no viable alternative options for both the MDC and ZANU-PF outside this agreement,” Masunungure said.

Moyo said the government was still working out a budget for the constitutional reform program, but appealed to foreign donors to give some support.

“Those who wish us well must come on board, and I know there is a lot of goodwill out there,” he said.

The government has crafted a short-term emergency program to help revive an economy battered by ten years of contraction and hyperinflation under Mugabe’s controversial policies.

It says the program will give greater emphasis to political and economic reforms which analysts say will be critical to unlocking financial aid from Western donors.

French firm Thales to help build Saudi Arabian railway

Paris – French transport technology company Thales said Tuesday it had signed a contract in Saudi Arabia to provide a train control system for the North-South Railway project.

The contract, which was signed in cooperation with the Saudi BinLadin Group, is worth 340 million euros (451 million dollars), Thales said.

As part of the project, Thales is supplying main line signalling, telecommunication, supervision, security and fare collection systems, while the BinLadin Group will carry out the construction.

The new line covers some 2,400 kilometres and is expected to be operational by 2013.(dpa)

New verification system causes slump in SIM sales in Pak

Lahore, Mar. 23 (ANI): The sale of SIM cards has gone down in Pakistan since the Pakistan Telecommunication Authority (PTA) implemented the new verification system for new cellular connections following the recent terror attacks.

The PTA has asked all cellular service providers and their franchisees to sell SIMs (subscriber identity modules) after proper verification.

Owners of franchisees are not happy with this development.

“Earlier, we sold a good number of new connections every month from general stores, mobile shops, medical pharmacies, and milk shops. But due to the new verification system, sales have decreased by almost 40 percent, and now, we are unable even to meet the expenditure of running the franchise,” the Daily Times quoted Shagan Malik, a franchise owner, as saying.

If any sales point or outlet sells SIMs without verification, the PTA has the authority to seal the franchise from where the SIM was released.

Earlier, SIM cards were sold without any verification across Pakistan.

Now all customers are required to fill out a Customer Service Agreement Form (CSAF) and attach necessary identification documents with it.

The steps taken by the government are being appreciated as criminals and terrorists had used fake and unregistered SIMs for various crimes, including the Mumbai terror attacks.

“The new system was launched for the safety and convenience of the public, and after the implementation of this system, the usage of unregistered SIMs for anti-social activities had reduced,” senior PTA official said. (ANI)

New organic material may give Internet ‘superfast’ speeds

London, March 16 (ANI): An International team of scientists have developed an organic material that may one day enable the Internet to work at “superfast” speeds.

Ivan Biaggio, an associate professor of physics at Lehigh University and member of the research team, says that the novel material has been developed with an unprecedented combination of high optical quality and strong ability to mediate light-light interaction.

He says that the integration of the novel material has been engineered with silicon technology so that it can be used in optical telecommunication devices.

He has revealed that the material is composed of small organic molecules with high non-linear optical susceptibilities.

It can cover the gap that separate silicon waveguides, which control the propagation of light beams on an integrated optical circuit.

“We have been able to make thin films by combining the molecules into a material that is perfectly transparent, flat, and free of any irregularities that would affect optical properties,” Nature magazine quoted Biaggio as saying.

The slot between the waveguides is the region where most of the light guided by the silicon propagates.

Biaggio and his colleagues say that by filling the slot, the molecules add an ultra-fast all-optical switching capability to silicon circuitry, creating a new ability to perform the light-to-light interactions necessary for data processing in all-optical networks.

Dr Ranjan K. Mallik, IDRC Research Chair in Wireless Communications will team with Dr Robert Schober, the Canada Research Chair from the University of British Columbia (UBC), to conduct joint research on the most pressing problems of wireless communication system design.

According to a Canadian High Commission release, this collaboration will also strengthen UBC’s involvement with the Centre of Excellence in Telecommunication Technology and Management, IIT Delhi, established by the Government of India.

The International Research Chairs Initiative (IRCI) is a collaboration between Canada’s International Development Research Centre (IDRC) and the Canada Research Chairs Program. Launched in December 2007, applications are solicited for joint research between Canada Research Chairs and their counterparts at universities in the developing world. The selected teams will receive up to a million dollars over five years, each to address a key development challenge.

Professor Mallik and Schober’s team was one of the eight successful teams which were selected among 104 applications through a rigorous peer-review process.

“I look forward to this collaborative research program,” said Dr Mallik, Professor in the Department of Electrical Engineering at the Indian Institute of Technology, Delhi, and recipient of the prestigious Shanti Swarup Bhatnagar Prize in engineering sciences.

Its long-term goal is to generate fundamental theories and technologies that have a lasting impact on the field of wireless communications and to foster research and development in the wireless communications sector in India and in Canada.

The two professors will closely collaborate with Canadian companies like Bell Canada, SierraWireless, fSONA Systems and Indian companies Sasken, STMicroelectronics, GM India Science Laboratory that are supporting this project. (ANI)

India, Myanmar sign telecommunication cooperation pact

Mandalay (Myanmar), Feb.8 (ANI): Vice-President Mohammad Hamid Ansari today witnessed the opening of Trans-Border Optical Fiber Communication Link between Myanmar and India, which enabled the former to get its first international broadband technology gateway.

Besides the establishment of a cross-border link, India also signed an agreement with Myanmar for providing it with a telecommunication service.

The agreement was signed between Myanmar Posts and Telecommunication (MPT) and Bharat Sanchar Nigam Limited, a Public Sector Unit of Government of India. The agreement was signed by Tint Lwin, General Manager, Myanmar Posts and Telecommunication and N K Jain, Group General Manager, BSNL.

The project for implemetation of optical fiber link between Moreh in India (Manipur) and Mandalay in Myanmar, together with ADSC system was signed between Myanmar Posts and Telecommunication (MPT) and Telecommunication Consultants India Limited (TCIL), PSU on March 9, 2006.

Myanmar’s Minister for Communications, Posts and Telegraphs, Brigadier General Thein Zaw said the link and the pact would enhance communication helping for the development of Myanmar IT and telecom industry. The cross border fiber link, he said, would enable Myanmar to route its internatinal voice traffic through the Indian border town of Moreh and hoped to utilize India’s internet backbone fully in future also.

Minister Zaw acknowledged India’s contribution towards IT development in Myanmar, which is abysmally low when compared to what the country’s neighbours possess.

He said that the successful project will certainly assist the broadband information and communication technology in Myanmar and it wll also encourage the good relationship that has already existed between the two countries.

TCIL Chaiman and Managing Director Rakesh Upadhyay said the company would keep working with Myanmar to provide technical support and furthering the cause in the area of telecommunication. By Ravi Shankar (ANI)
