CGGVeritas Announces Technology Cooperation Agreement with Petrobras and Opening of Rio Technology Center

that it has signed a Technology Cooperation Agreement (TCA) with the Brazilian
energy company, Petrobras, for the collaborative development and implementation
of new technologies in the field of Geophysics.

The TCA sets the framework for collaborative research projects between Petrobras
and CGGVeritas over a three-year time period in specific areas such as 4D
seismic processing, imaging and reservoir geophysics.

These research projects will be conducted at a recently opened CGGVeritas
Technology Center in Rio de Janeiro. The TCA was signed by Robert Brunck,
Chairman and CEO of CGGVeritas, at the inauguration ceremony for this new
Technology Center.

The Rio Technology Center is designed to offer oil and gas operators in Brazil
direct access to geophysical technology developed or customized by a dedicated
R&D team focused on solving local geophysical challenges.

The Rio Technology Center is also developing partnerships with top universities
recognized in Brazil as leaders in advanced geophysical studies such as the
State University of Campinas, the Federal University of Pará, and the State
University of North Fluminense.

Taiwan plans to save Pacific ally from rising sea

Taiwan pledged on Tuesday to rescue tiny South Pacific diplomatic ally Kiribati from rising sea levels, a move that would boost Taipei’s international profile and put political rival Beijing on edge.

Following Taiwan President Ma Ying-jeou’s pledge to help rescue Kiribati, one of its few diplomatic allies, the foreign ministry said it would look into offering the chain of atolls expertise accumulated from post-typhoon relief work.

Kiribati President Anote Tong told Ma, who is visiting allies in the South Pacific this week, that his people may eventually need to evacuate to Taiwan, local media reported.

Taiwan will also show Kiribati, population 96,500, how to plant mangrove forests along the coast to stop seawater intrusion and put farms inside giant water-resistant containers, said Tsai Shiang-wu, chief of technical cooperation under the Taiwan foreign ministry’s international aid agency.

Help for Kiribati, 811 sq km (313 sq miles) of 33 largely flat coral reefs threatened by rising sea levels — blamed on global warming — gives Taiwan a better shot at a long-sought role in the U.N. Framework Convention on Climate Change, analysts say.

Taiwan has said it would offer similar aid to Tuvalu, another South Pacific ally that faces rising sea levels.

“This is something that gives you the basic credentials,” said Raymond Wu, managing director of e-telligence, a political risk consultancy in Taipei. “It certainly looks good on the resume when you apply for participation in the U.N.”

China has used its roughly 170 diplomatic allies around the world to assert legitimacy over Taiwan, which has 23 partners, mostly small and impoverished nations.

Beijing also bars Taiwan from international organisations that require statehood as a prerequisite.

China has claimed sovereignty over self-ruled Taiwan since 1949, when Mao Zedong’s Communists won the Chinese civil war and Chiang Kai-shek’s Nationalists fled to the island.

India, UNIDO launch projects worth 9 million dollars

New Delhi, Aug 24 (ANI): The United Nations Industrial Development Organisation (UNIDO) is launching new industrial projects totaling nearly nine million dollars to benefit industry in India.

Agreements on this were signed earlier this month in Vienna by Secretary of the Department of Industrial Policy and Promotion (DIPP), Ajay Shankar and UNIDO Director-General Dr. Kandeh K. Yumkella.

DIPP has conceptualized an Integrated Cluster Development Programme (ICDP) wherein clusters which received infrastructure interventions under its prestigious Industrial Infrastructure Upgradation Scheme (IIUS) were targeted for Technological Interventions through Technical Cooperation services of UNIDO.

The clusters selected are auto-components at Pithampura (Madhya Pradesh), Chennai and Pune; machine tools at Bangalore; foundry at Belgaum (Karnataka) and Coimbatore; chemicals at Ankhleswar (Gujarat) and leather at Kanpur. 5.9 million dollars ICDP for India will focus on technology, management, skill development and the environment.

It will be implemented by 2014 at sites in Pithampura, Chennai, Pune, Ankhleswar, Kanpur and New Delhi, matching the specific needs of each industrial location.

The programme will offer turnkey solutions to each of the identified clusters to help them address technology, quality or environmental constraints, encompassing a comprehensive package of services – ranging from energy efficiency and water conservation to cleaner production and lean manufacturing.

“Lowering the consumption of energy, raw materials and water in industry; reducing the waste and pollution intensity of enterprises; and improving the productivity of industries, leading to enhanced competitiveness – these are the essential underpinnings of the Integrated Cluster Development Programme. Through this flagship programme, the project will avail UNIDO’s expertise in the key areas to achieve the vision of a green Industry”.

“The 2009-2014 ICDP for India will help tackle poverty issues and contribute to environmental sustainability”.

The cluster programme combines projects that will help improve resource productivity and environmental performance of small and medium enterprises (SMEs) in particular in automotive components, leather and chemical sectors. They will focus on enhanced market access for small and medium sized automotive component manufacturers in Indian auto-clusters. They will also enable local leather-based industry to sustain conversion of locally available raw hides and skins into exportable products either directly as genuine leather or as derived finished products – for example, footwear.

The projects will provide employment and income opportunities without jeopardizing the livelihood of the human settlements through environmental degradation, and without threatening the rapidly depleting water sources and agricultural land.

A separate project worth US three million dollars, a part of ICDP, will deal with upgrading India’s machine tools industry.

According to the UNIDO, “The machine tool industry is the backbone of India’s engineering sector. It has come a long way, but now needs to be further strengthened to cost-effectively produce quality machine tools through technological upgrade and market development. The Indian industry has an abundance of skilled manpower, basic raw materials, and a rising class of technical entrepreneurs. By addressing productivity, quality, reliability, service and technology, the performance of the Indian machine tool enterprises can be greatly improved.”

The machine tool industry project will be implemented by the UNIDO-International Centre for Advancement of Manufacturing Technology (ICAMT) within the framework of the ongoing Country Programme of Cooperation between India and UNIDO for 2008-2012.

Project relating to foundry clusters at Belgaum and Coimbatore will be launched shortly.

The UNIDO is the only specialized agency for industrial development in the UN system and has been working with governments, business associations and private companies to solve industrial problems for more than 40 years. (ANI)

Russian arms exports to increase by $800 mn in 2009

Moscow, May 27 (RIA Novosti) Russian arms exports are expected to increase by $700-$800 millon in 2009 despite the global credit crunch and considerable fall in arms purchase by India and China, state arms exporter Rosoboronexport said Wednesday.

“Rosoboronexport sells an additional $700-800 million (worth of weaponry) every year. Despite the crisis, 2009 will be no exception,” Valery Varlamov, a senior company official, said.

The arms export monopoly sold $6.75 billion worth of arms in 2008. It said its defence order portfolio was worth $27 billion.

“We could have signed deals worth a total of $50 billion, but we did not do this, and settled for $27 billion. We believe this figure is realistic,” the official said.

Combat aircraft have a 50 percent share in sales of Russian weaponry, followed by air defence systems, military equipment for ground forces, and naval equipment.

“At present combat aircraft lead the sales of Russian arms with a 50 percent share of a total. Whoever dominates the skies, wins on the ground,” Varlamov said.

The official reiterated that Russia exports weapons to about 80 countries.

“The amounts and types of the contracts vary from small arms ammunition to combat aircraft, and we do not shy away from small contracts. We have business ties with about 80 countries,” he said.

Varlamov confirmed that the Chinese and the Indian share of Russian arms exports decreased to 16-18 percent last year and could dwindle even further.

But Russia is expanding its presence on other markets, including in the Middle East and in Latin America.

“We are increasing our arms exports by penetrating the markets of other countries,” Varlamov said, adding that the US remains Russia’s key competitor in global arms sales.

In military-technical cooperation with India and China, Russia has shifted focus to joint development of weaponry and defence technologies, he said.

Russia and India, in particular, have developed the BrahMos supersonic cruise missile, and agreed to jointly develop a medium-haul military transport plane and a fifth-generation fighter jet.

Building on Indian Navy’s initiative, Lanka hosts 34 navies of IOR

New Delhi, May 21 (ANI): Taking the Indian Navy’s initiative a step further to increase maritime cooperation among navies/maritime agencies in the Indian Ocean Region, the Sri Lanka Navy is hosting IONS Technical Seminar 2009 in which delegates of thirty-four nations are participating.

The IONS (Indian Ocean Naval Symposium) provides a forum for discussion of issues, both regional and global. The Indian Navy wants to generate a flow of information and opinion between naval professionals.

The IONS came into existence as a consequence of the deliberations made by the commanders of the navies around the Indian Ocean who gathered in India in February 2008 at the invitation of Navy Chief Admiral Sureesh Mehta.

The seminar conducted by the Lankan Navy under the theme of ‘Practical Cooperative Mechanisms for Technical Support within the Indian Ocean. It is being held in Colombo, Sri Lanka on May 21-22.

Sri Lanka Navy, which extends its unstinting support for IONS, is showing its commitment to maintain the regional momentum generated through the regional maritime security initiative alive by hosting the technical seminar, which is expected to enhance the cooperation among regional navies.

The technical seminar will focus its attention on formulation of standards for interoperability and technical cooperation between IONS countries, understanding procedures, maintenance and repair methodologies being followed in IONS countries.

It is expected that the IONS Technical Seminar will provide a conducive platform for the participants to deliberate upon technical issues, which come under the IONS mandate and in turn enhance the friendship and professional cooperation among the Navies of the Indian Ocean Region.

Malaysia endorses candidate for IAEA chief – min

Malaysia’s government endorsed the country’s atomic energy board chief as a candidate for the U.N. nuclear watchdog director-general’s post, a minister said on Thursday.

Malaysia will put forward Noramly Muslim, chairman of the Malaysian Atomic Energy Licensing Board, after the International Atomic Energy Agency’s board of governers failed to agree on a sucessor to Mohamed ElBaradei last week.

“Yes, Professor Dr Noramly Muslim is officially endorsed by the Malaysian government (for the post),” Science, Technology and Innovation Minister Maximus Ongkili told Reuters in a mobile phone text message. He declined to give further details.

Noramly, who has researched the impact of nuclear technology in developing countries, was IAEA’s deputy director-general for technical cooperation in the late 1980s.

He has argued for Malaysia to start using nuclear energy to generate electricity much sooner than its 2020 target as the Southeast Asian country’s oil reserves are getting depleted.

Malaysia’s endorsement of Noramly comes after the two original candidates — South Africa’s Abdul Samad Minty and Japan’s Yukiya Amano — were not seen as broad-based enough to replace ElBaradei, who steps down in November this year.

Board chairman Algeria has invite fresh nominations to be submitted within four weeks. Another election will be held in May just in time for the Board’s meeting the following month.

Delegations want to avoid a prolonged, divisive succession battle given the challenges facing the IAEA. But because of the job’s sensitive nuclear security mandate and divisions between member states, there is a desire for a consensus candidate.

The IAEA Director General oversees a global inspectorate that seeks to detect and deter covert diversions of nuclear energy to bomb-making and to promote peaceful uses of the atom, in keeping with the Non-Proliferation Treaty.

He authors technical but politically charged reports on IAEA investigations into alleged proliferation activity. Iran and Syria are currently under scrutiny. North Korea, Libya and Saddam Hussein’s Iraq were subject to earlier investigations.

Russia, China may help Pak set up nuke-plants for energy

Islamabad, Mar. 28 (ANI): Russia and China may support Pakistan in setting up new nuclear power plants to meet the country’s growing energy needs.

According to The Nation sources, Moscow and Beijing are expected to bail out Islamabad from the constraints relating to establishing new nuclear power plants.

The Russia-China offer contains the conditions, that the nuclear power plants offered to Pakistan should be set up under the supervision and in collaboration with International Atomic Energy Agency, sources said.

The offer would help Pakistan seek technical cooperation from the world’s nuclear supplier groups on the lines of Indo-US cooperation, which gave New Delhi freedom to seek help from international nuclear suppliers in the recent past. (ANI)

Africa an opportunity for India: Anand Sharma

New Delhi, mar.24 (ANI): The 21st Century is the century of a “resurgent India and a vibrant and self-confident Africa,” said Minister of State for External Affairs and Minister for Information and Broadcasting, Anand Sharma, adding that it was time for India and Africa to step up their partnership to a new level, especially in the fields of capacity building and skills development.

Delivering the valedictory address at the 5th CII-Exim Bank Conclave on India Africa Project Partnership here today, Sharma pointed to the successful launch of the Pan-African e-Network Project, and described it as “a pioneering effort in the fields of telemedicine and tele-education that would result in a mutually rewarding partnership.”

Conceding that the current meltdown was having an adverse effect on the investment climate, Sharma said: “It was time for industry to see this challenge as an opportunity by become more innovative. Both India and Africa had the demographic advantage of a young populace and industry must capitalize on this to take the advantage when recovery returns.”

The minister said that “it was time for Indian industry to institutionalize its relations with Africa, adding that “new pathways had to be found for sustainable and inclusive growth.” In this context, he pointed to the strategies outlined in the Framework Cooperation Agreement that was reached at last year’s India-Africa Summit.

On the occasion, two MoUs were also signed. The first between the COMESA Business Council (CBC) and the Confederation of Indian Industry, and the second for a 25-million dollar line of credit from the Government of India for Burkina Faso, the partner country for the conclave. The CBC-CII MoU provides a framework for promoting technical cooperation between the CII and the CBC in all fields of economic activity, while the line of credit to be extended by the EXIM Bank seeks to promote rural electrification in Burkina Faso.

In his address, Ambassador Jonathan Wutaunashe, Dean of the African Groups of Heads of Missions, said that theme of the conclave-’Celebrating Partnerships’ was an appropriate one but the challenge lay in ensuring that the outcomes and targets are achieved.

According to Ambassador Wutaunashe, “today Africa presented an opportunity, with more governments in the continent putting in place the necessary policy frameworks to attract investment.” He said that “people in Africa came to India to take health, education and technology back to their country, and it was this relationship that must now be put on a stronger footing.”

On his part, Syamal Gupta, Chairman, CII Africa Committee and Chairman, Tata International, noted that the conclave was a major springboard for greater India-Africa cooperation and that the Indian SME (small and medium enterprise) story could be a learning experience for Africa. Similarly, Mr Chandrajit Banerjee, CII Director-General, said that the conclave provided a strong framework to further bilateral partnerships between the two regions. (ANI)
