IBM Bolsters Scientific Research to Improve Healthcare Quality and Costs Globally

ARMONK, N.Y., July 15 /PRNewswire/ — IBM (NYSE: IBM) today announced plans to enlist some of the company’s leading scientists and technologists to help medical practitioners and insurance companies provide high-quality, evidence-based care to patients. As part of this initiative, IBM is collaborating with clinicians in medical institutions and hiring medical doctors to work alongside its researchers to develop new technologies, scientific advancements and business processes for healthcare and insurance providers.

Dedicating $100 million over the next three years, the initiative will draw on IBM’s leadership in systems integration, services research, cloud computing, analytics and emerging scientific areas – such as nanomedicine and computational biology – to drive innovations that empower practitioners to focus their efforts on patient care.

More than 100 researchers across IBM’s nine worldwide research laboratories and its collaboratories in Melbourne, Australia, and Taipei, Taiwan, are contributing to these efforts. As part of this initiative, IBM expects to hire several physicians, clinicians, nurses, engineers, economists and social scientists. Additionally, the company will seek new research collaborations with businesses, governments and universities. IBM will focus its research on three main areas:

* Evidence generation, which uses scientific methods to utilize health data to help develop effective treatment methodologies, and then deliver it in a context-dependant and personalized way at the point of care;
* Improving service quality through simplifying the healthcare delivery process; and
* New incentives and models to shift the healthcare system to one that rewards based on patient outcomes rather than only treatment and volume of care.

Privacy and security of patient data and compliance with current healthcare regulations will be addressed throughout the new research initiative.

Putting Medical Evidence to Use

Today, advanced diagnostics — tests that aim to detect illness and identify potential health risks — can lead to earlier intervention for patients and provide clinicians with a wealth of information. The raw data that comes from these tests can be converted into “evidence” or actionable information for clinicians. With the amount of digital information patients amass over time, it is critical that doctors are able to integrate and analyze data from many different sources – such as patient demographics, lab tests, modality studies such as EKGs and echo videos, specialist interpretations, etc. – to form a holistic picture of a patient’s condition and make more informed judgments and decisions in treatment.

IBM researchers across the globe are collaborating on a variety of efforts to help bring more a more evidence-based approach to patient care. Current research efforts include:

* Computer scientists are working with cardiologists to create a system that helps identify difficult-to-see patterns in symptoms and characteristics across a patient set that gives better insight into diagnoses and the comparative effectiveness of different treatments and outcomes.

* Researchers are working with the European HYPERGENES consortium to understand the interrelations of genomic, clinical and environmental factors underlying essential hypertension (EH) and to help improve diagnostic accuracy and introduce new strategies for early detection, prevention and therapy for individuals that suffer from EH. Through attempting to build a comprehensive EH disease model based on biological pathways, they hope to identify new genetic variations contributing to EH and associated organ damage.

* Chronic disease, patients taking multiple medications and aging populations across the globe present additional challenges and burdens on the healthcare system. Scientists and mathematicians across IBM are using data mining, information management and advanced analytics to build a system that could help better understand and address adverse drug reactions and interactions as well as provide insights to clinicians on effective courses of treatment.

* In China, IBM and Peking University People’s Hospital are building an evidence-based clinical care solution that focuses on chronic disease management and integrates a comprehensive view of a patient’s health data, best practices from previous diagnoses, treatment, research and more to provide doctors with clinical decision support at the point of care. The solution also incorporates a mobile platform that will enable doctors and nurses to provide remote care and monitoring service.

* Scientists are also combining their deep expertise in nanotechnology and biology to develop new applications for personalized medicine. Scientists have begun to develop medical diagnostics tests of the future that can quickly and accurately analyze biological samples and test for a variety of diseases. IBM is also collaborating with Roche to develop a nanopore-based technology that will be expected to read and sequence human DNA quickly and efficiently for more personalized diagnosis and treatment.

Improving Service Quality and New Incentive Models

Despite improvements, the way people interact with their health insurance companies is cumbersome at best and breakdowns occur at many levels. Evolving regulatory and security requirements adds another layer of complexity to the relationship between patient and health plans and it is more difficult to track decisions and manage costs. Care providers need to be freed to work more closely with doctors and caregivers to improve efficiency and increase safety and move towards new models that that reimburse more patient-centric care rather than just the volume of care. In this effort, IBM will apply the knowledge the company has gained through its own business processes transformation and the quality of the services it delivers to clients to improving healthcare today.

For example, IBM is collaborating with National Account Service Company (NASCO) to help its Benefits and Operations teams make changes to claim processing rules quickly and accurately in response to rapidly evolving regulations, policies and patient coverage rules that regularly occur with healthcare benefit plans. The changes are so complex that one small change can set off a series of unintended consequences, causing valid healthcare claims to be denied or paid inaccurately. IBM worked with NASCO to create benefit plan traceability by examining existing benefit code and rules and mapping them back to industry concepts and constructs. The team created a technology that translates the different sequences of code into English, analyzes the sequences, consolidates similar functions into groups, and displays the translated code using several data visualization approaches. Using IBM’s expertise in analyzing complex, large-scale IT systems, the scientists have provided NASCO with a way to improve claims payment research while increasing the flexibility necessary to efficiently respond to new or changing healthcare regulatory and market requirements.

Through deep analytics and mathematical optimization techniques, IBM researchers are also exploring payment models based on best practices and positive outcomes at the patient-level, large-scale analysis of wellness at a population level and more. These efforts could accelerate the shift of the current healthcare system from a fee-for-service model to one that rewards disease prevention and wellness.

IBM scientists are engaged in a multi-year research effort to connect and analyze enormous collections of information from a wide variety of sources in order to enable individuals, governments and businesses to better understand which actions improve human health. Through advanced modeling and simulation, the team is investigating and simulating the cause-and-effect relationships between agriculture, transportation, city planning, eating and exercise habits, socio-economic status, family life and more to pinpoint what types of incentives or investments might be needed and how to prioritize them.

Industry Leaders Announce Initiative to Accelerate Interoperable WiMAX 2 Solutions built upon IEEE 802.16m

Building upon the success of WiMAX Release 1, industry leaders announce the
creation ofthe WiMAX 2 Collaboration Initiative (WCI) to accelerate the WiMAX 2
ecosystem

Leading WiMAX silicon suppliers, equipment makers and research organizations
have announced a new initiative to accelerate interoperability of the next
release of WiMAX technology, WiMAX 2, based upon the IEEE 802.16m standard.
802.16m builds upon 802.16e by adding new capabilities while maintaining
backward compatibility. It meets the International Telecommunications Union
requirements for 4G or “IMT-Advanced,” delivering higher system capacity – peak
rates of more than 300 Mbps – lower latency and increased VoIP capacity. The
performance gains will enable WiMAX operators to keep up with the explosion in
demand for rich, multimedia mobile applications and devices which increasingly
require high speed, on-the-go connectivity.

The 802.16m air interface standard definition began in 2006 in the IEEE as a
follow-on to 802.16e, and is expected to be completed in the 2nd half of 2010.

As the 4G wireless broadband industry begins to take shape, it is imperative to
evolve the industry model to create a better value chain for service providers.
With this goal in mind, leading WiMAX vendors Alvarion, Beceem, GCT
Semiconductor, Intel, Motorola, Samsung, Sequans, XRONet and ZTE as well as the
Taiwanese research organization, ITRI, have launched the WiMAX 2 Collaboration
Initiative (WCI). The group will work closely with the WiMAX Forum to accelerate
the implementation of interoperable system profiles for WiMAX 2 equipment and
devices with the goal of improving the economics of mobile broadband. The
objectives of the group include:

* Technology collaboration and joint performance benchmarking;
* Joint testing of 4G applications over WiMAX 2 solutions;
* Early network level interoperability testing;
* Plugfests to prepare for WiMAX Forum certification.

More people in Taiwan see themselves as Taiwanese, not ChineseTaipei – More Taiwan residents consider themselves Taiwanese rather than Chinese, reflecting their identification with Taiwan, a government survey showed Thursday.

According to the poll of 1,113 adults by the Research, Development and Evaluation Commission, 65 per cent considered themselves Taiwanese, and 11.5 per cent saw themselves as Chinese.

But 82.7 per cent saw themselves as being both Taiwanese and Chinese, the survey showed.

The commission began the survey three years ago. Those who considered themselves Taiwanese stood at 63 per cent in 2007 and 66 per cent in 2008.

The proportion of those who saw themselves as Chinese has been dropping steadily – from 15.4 per cent in 2007 and 13.6 per cent in 2008.

Taiwan, which was part of China, was colonized by Japan from 1895 until 1945 when Japan lost World War II and returned Taiwan to China.

In 1949, the Chinese Nationalist government lost the Chinese Civil War to the Communists and fled to Taiwan to set up its government-in-exile.

Because of the Japanese occupation and Chinese troops’ repression of Taiwanese from 1947 until the 1950s, many Taiwan natives resent China and consider themselves Taiwanese rather than Chinese. (dpa)

Taiwan man sews up rival’s lips over money spat

Taipei – A Taiwan man has been arrested for allegedly sewing up the lips of another man to stop him from talking about a disagreement over money, Taiwan television reported Thursday.

The accused, identified only by his surname Wang, decided to punish another man for talking to others about a money dispute between the two, the television channel ETTV reported.

While Wang’s friends overpowered the victim, whose name was given as Chang, Wang allegedly used a needle and thread late Tuesday to sew up Chang’s mouth, ETTV said.

Both Wang and Chang are about 20.

Neighbours in Taichung in western Taiwan heard Chang’s screams and alerted police, who arrived at the scene and arrested Wang.

Chang received treatment at a hospital.

“When we saw Chang, his lips had been sewed up with five stitches, and there was blood all over his face,” said Yang Chao-sung of the Hotzuo Police Station in Taichung. “We have never seen anything like that.” (dpa)

Sania makes a shocking first round exit from French Open

Paris, May 26 (IANS) Sania Mirza crashed out of French Open first round, losing 4-6, 6-7(3) to Kazakhstan’s Galina Voskoboeva at Roland Garros here Tuesday.

Sania, ranked 91, fought hard but failed to measure upto her 95th ranked opponent in their second meeting. The two are now levelled 1-1 and had previously met in hard courts of San Diego in 2005, where Sania had beaten Voskoboeva.

The 22-year-old Hyderabadi committed 10 double faults with a poor 27 per cent second serve in the 99-minute clash.

The Kazakh girl was quick to race ahead 4-2 after an early break in the first set and after couple of easy holds went 1-0 up. Sania had her opportunities but wasted four break points.

Voskoboeva began the second set in the same vein, breaking Sania’s serve in the very first game only to drop her’s in the second. The Kazakh then pulled one off in the seventh game for a 4-3 lead but Sania broke back in tenth to enforce a tie-break where Voskoboeva prevailed.

Sania will now compete in the doubles event, where she partnering Chia-Jung Chuang of Chinese Taipei(Taiwan) will open against Turkey’s Ipek Senoglu and Belgium’s Yanina Wickmayer.

Sania had missed the French Open last year due to a chronic wrist injury that sidelined her for much of last year. She hasn’t had much matches on clay this season though she participated in the Madrid Masters doubles after failing to make it to the singles main draw.

Sania has never moved beyond the second round of the French Open.

Taiwan president starts visit to Belize, Guatemala, El Salvador

Taipei – Taiwan President Ma Ying-jeou left Tuesday on a visit to Belize, Guatemala and El Salvador as he sought to shore up ties with three of the 23 countries that diplomatically recognize Taiwan.

The main purpose of his trip is to attend the June 1 inauguration of El Salvador president-elect Mauricio Funes, but he is to also visit Belize and Guatemala to strengthen relations.

Before his departure, Ma thanked Taipei’s diplomatic allies for their support for Taiwan’s return to the United Nations and its various organizations.

He assured them that Taiwan’s improving ties with China would not affect Taiwan’s friendship with – and aid to – Taipei’s diplomatic allies.

“The purpose of our improving ties with China is to reduce tension, create peace and normalize economic ties,” Ma said while receiving a group of Latin American military officers a few hours before his departure. “This effort will not affect our long-standing friendship with our diplomatic allies.”

“Our cooperation projects with diplomatic allies will not decrease,” he said. “If, after evaluation, we find it necessary to extend or expand the cooperation projects, we are happy to do so.”

Ma and his delegation left Tuesday afternoon in a chartered plane, which carried a load of medical supplies to be donated to the three allies.

The Taiwan government did not announce the amount and content of the medical supplies, but it is believed they would help fight the new strain of the H1N1 flu virus, more commonly known as swine flu.

According to the World Health Organization, the H1N1 outbreak has caused 12,954 human infections and 93 deaths as of Tuesday.

Ma’s delegation members include government officials, reporters, first lady Chow Mei-ching, five college students who major in Spanish and a band that is to perform in Belize, Guatemala and El Salvador.

In El Salvador, Ma is to hold talks with leaders of Taiwan’s allies and meet with leaders from countries that do not have diplomatic ties with Taiwan who are also to attend Funes’ inauguration. (dpa)

Taiwan arrests Chinese tourist on charges of spying

Taipei – Taiwan has arrested a Chinese tourist on charges of gathering military intelligence for Beijing, a newspaper said Tuesday.

Ma Zhongfei, the manager of a Chinese science and technology company, was arrested about 4 pm Monday when he walked into the Recruit Centre of National Armed Forces on the Keelung Road in Taipei and took photos inside the building, the Liberty Times reported.

As the centre is a military establishment, he was arrested and handed over to the military police for questioning.

Ma claimed that he was passing the recruitment centre and had no intention to steal military secrets, but the military police remanded him into the prosecutor’s custody on charges of “illegal entry of military facility.”

Under Taiwanese law, “illegal entry of military facility” carries a maximum one-year jail term.

The Liberty Times said that Ma is visiting Taiwan at the invitation of a Taiwan company, without saying if he came alone or as part of a Chinese delegation.

The paper printed a photo showing Ma handcuffed as he was being led away by police.

This is the first case of Taiwan’s catching a “Chinese spy” since Taipei opened its door to Chinese tour groups on in July 2008. Since then, some 500,000 Chinese tourists have visited Taiwan with tour groups.

Ma’s arrest came one day after President Ma Ying-jeou called Taiwan-China ties as at their best point in 60 years. Ma has been pushing for cross-strait peace since he took office on In May 2008.

On Tuesday afternoon, Wu Poh-hsiung, chairman of Taiwan’s ruling Chinese Nationalist Party, is scheduled to meet with Chinese President Hu Jintao in Beijing to discuss expanding cross-strait ties, including signing a framework pact similar the free trade agreement.

Taiwan and China have been split since the end of the Chinese Civil War in 1949. Although tension has thawed in recent years, the two sides are still technically at war with each other.(dpa)

Taiwan’s April export orders fall 20.9 per cent

Taipei  – Taiwan’s April export orders fell 20.9 per cent due to slumping demand caused by the global financial crisis, the Economics Ministry said Monday.

In April, Taiwan received foreign orders worth 25.1 billion US dollars, down 20.9 per cent year-on-year.

For the January-April period, export orders totalled 86.86 billion US dollars, down 27.3 per cent from the same period a year ago, the ministry said.

Export orders point to delivery three months later and are an important economic indicator.

Taiwan’s economy depends mainly on exports. About 40 per cent of exports go to China, and analysts hope that the fast-improving Taipei-Beijing ties will result in China buying more Taiwanese goods, and sending more tourists to Taiwan.(dpa)
