Madhya Pradesh gets over hundred crore grant for tribal development

New Delhi, Sep 16 (ANI): The Union Tribal Affairs Ministry has sanctioned a grant in aid of Rs. 116.90,50,000/- for Madhya Pradesh as regular allocation to bring rapid development in tribal areas of the state.

The first instalment of grant-in-aid of Rs. 58,00,00,000/- has been released to the State Government towards Special Central Assistance to Tribal Sub Plan for the current fiscal.

Special Central Assistance to Tribal Sub Plan is provided by the Tribal Affairs Ministry to the States as an additive to the state plan to bring about a more rapid economic development of tribal in the States.

The tribal sub plan cover the employment-cum-income generation activities and the infrastructure incidental thereto not only family-based, but also run by the Self-Help Groups.

The fund release for Tribal Dub plan are based on the population and area of the scheduled Tribes (STs) in the States concerned.

From the last fiscal the projects and activities are being approved by the Tribal Affairs Ministry prior to release of funds. (ANI)

PM concerned over low conviction rate of cases under SC/ST Act

New Delhi, Sep.7 (ANI): Prime Minister Manmohan Singh on Monday expressed concern over low conviction rate of persons involved in carrying out atrocities against schedule castes and schedule tribes.

Speaking during inauguration of a conference of state ministers of welfare and social justice at New Delhi on Monday, Prime Minister Dr. Singh said: “Reports of atrocities against SCs, STs and senior citizens continue to appear with disturbing regularity. I have in fact written to the Chief Ministers of all states recently to enforce the provisions of the SCs and STs (Prevention of Atrocities) Act. It is shocking that conviction rate for cases of atrocities against SCs and STs is less than 30 percent against the average of 42 per cent for all cognisable offences under IPC.”

“The state governments need to give more attention to this issue,” the PM said.

Singh told them to conduct meetings of state and district level vigilance committees on a regular basis and said that court cases should be pursued on priority.

Focussing on the need to change the general mindset towards disadvantaged groups, the Prime Minister said such people should be made equal partners in the developmental processes.

“We propose to amend the Persons with Disabilities Act in consultation with states so as to bring it in line with the UN Convention (on Rights of Persons with Disabilities),” Dr. Singh said.

Referring to the drought like situation prevailing in many parts of the country, Singh said, “the experience has been that weaker sections tend to be the worst affected by such natural calamities.

“We, therefore, need to step up monitoring and implementation of welfare schemes like NREGA, Annapurna and Old Age Pension Scheme, which target the weaker sections.” (ANI)

Reservation for students in National Institute of Technology in Tripura

New Delhi, Aug 27 (ANI): The Union Cabinet today approved the implementation of reservation for students belonging to Scheduled Castes, Scheduled Tribes and Other Backward Classes to the National Institute of Technology in Jirania in Tripura.

The Central Educational Institutions (Reservation in Admission) Act, 2006 (CEI Act, 2006) was notified on January 4, 2007. Section 3 of the CEI Act, 2006 provides for reservation of seats in Central Educational Institutions, according to which, 15 per cent seats are reserved for the SC 7.5 per cent for the ST and 27 per cent for the OBC.

Section 4 (a) of the CEI Act, 2006 provides that the provisions of Section 3 of the Act shall not apply to a Central Educational Institution established in the tribal areas referred to in the Sixth Schedule of the Constitution of India.

The National Institute of Technology (NIT) located at Jirania in the Tripura Tribal Area Autonomous District Council, Agartala was unable to extend the benefit of reservation to students belonging to OBC category in view of the non-applicability of the CEI Act, under Section 4 (a).

Several writ petitions were filed in Guwahati High Court, Agartala and High Court, New Delhi challenging applicability of reservation of the SCs and STs in NIT, Agartala while not extending the benefit of reservation to OBCs.

There was a popular demand from political parties and public representatives that the benefits of reservation for OBC should be extended to NIT Agartala in view of the substantial population of OBCs in the State.

A notification was issued with the approval of the President under Paragraph 12AA(c) of the Sixth Schedule to the Constitution of India on 13.7.2009 to the effect that provisions of Central Educational Institutions (Reservation in Admission) Act shall apply to Jirania in the Tripura Tribal Areas Autonomous District Council in respect of Central Educational Institutions situated therein namely NIT, Agartala subject to modifications of Section 3, 4 and 6 of the CEI Act, 2006.

It benefits Scheduled Castes, Scheduled Tribes and Other socially and educationally Backward Classes of students. (ANI)

NASA’s space shuttle Endeavour launches to complete Japanese module

Washington, July 16 (ANI): Space shuttle Endeavour and its seven-member crew have set off from NASA’s Kennedy Space Center in Florida on July 15, to deliver the final segment to the Japan Aerospace Exploration Agency’s Kibo laboratory and a new crew member to the International Space Station (ISS).

Endeavour’s 16-day mission includes five spacewalks and the installation of two platforms outside the Japanese module.

One platform is permanent and will allow experiments to be directly exposed to space. The other is an experiment storage pallet that will be detached and returned with the shuttle.

During the mission, Kibo’s robotic arm will transfer three experiments from the pallet to the exposed platform.

Future experiments also can be moved to the platform from the inside of the station using the laboratory’s airlock.

Shortly before liftoff, Commander Mark Polansky thanked the teams that helped make the launch possible.

“Endeavour has patiently waited for this,” said Polansky. “We’re ready to go, and we’re going to take all of you with us on a great mission,” he added.

Polansky is joined on STS-127 by Pilot Doug Hurley and Mission Specialists Christopher Cassidy, Tom Marshburn, Dave Wolf, Canadian Space Agency astronaut Julie Payette and Tim Kopra.

Kopra will replace space station crew member Koichi Wakata, who has been aboard the station for more than three months.

Kopra will return to Earth during the next station shuttle mission, STS-128, targeted to launch in August 2009.

Endeavour’s first landing opportunity at Kennedy is scheduled for Friday, July 31 at 10:45 a.m. STS-127 is the 127th space shuttle flight, the 29th to the station, the 23rd for Endeavour and the third in 2009. (ANI)

Launch of NASA’s Endeavour to take place on Sunday

Cape Canaveral (Florida, US), July 12 (ANI): The lauch of the space shuttle Endeavour will take place on Sunday evening local time (on Monday morning IST) to give technical teams more time to evaluate lightning strikes at the launch pad.

Liftoff is scheduled for 7:13 p.m. EDT, a NASA release said.ensors on Friday indicated that there were 11 lightning strikes within 0.35 miles, which is inside the launch pad’s threshold.

Teams have seen nothing so far that indicates anything has been affected.

The Mission Management Team will meet at 8 a.m. Sunday to evaluate the latest data. Fueling of the external fuel tank is scheduled to begin at 9:48 a.m. Sunday.

The 16-day STS-127 mission will feature five space walks and complete construction of the Japan Aerospace Exploration Agency’s Kibo laboratory.

Astronauts will attach a platform to the outside of the Japanese module that will allow experiments to be exposed to space. (ANI)

NASA’s shuttle Atlantis launches on final Hubble servicing mission

Washington, May 12 (ANI): NASA’s space shuttle Atlantis, with its seven-member crew, has launched on the final Hubble Space Telescope servicing mission.

Atlantis’ 11-day mission will include five spacewalks to refurbish Hubble with state-of-the-art science instruments designed to improve the telescope’s discovery capabilities by up to 70 times while extending its lifetime through at least 2014.

Shortly before liftoff, Commander Scott Altman thanked the teams that helped make the launch possible.

“At last our launch has come along,” said Altman. “Getting to this point has been challenging, but the whole team, everyone, has pulled together to take us into space,” he added.

Altman is joined on STS-125 by Pilot Gregory C. Johnson and Mission Specialists Megan McArthur, John Grunsfeld, Mike Massimino, Andrew Feustel and Michael Good.

McArthur will serve as the flight engineer and lead for robotic arm operations while the remaining mission specialists pair up for the hands-on spacewalk work after Hubble is captured and secured in the payload bay.

Altman, Grunsfeld and Massimino are space shuttle and Hubble mission veterans. Johnson, Feustel and Good are first-time space fliers.

The STS-125 mission is the 126th shuttle flight, the 30th for Atlantis and the second of five planned in 2009.

Hubble was delivered to space on April 24, 1990, on the STS-31 mission.

STS-125 is referred to as Servicing Mission 4, although it is technically the fifth servicing flight to the telescope.

“Hubble has a long history of providing outstanding science and beautiful pictures,” said Ed Weiler, associate administrator for NASA’s Science Mission Directorate.

“If the servicing mission is successful, it will give us a telescope that will continue to astound both scientists and the public for many years to come,” he added. (ANI)

BJP promises uplift of underprivileged

New Delhi, April 3 (IANS) The Bharatiya Janata Party (BJP) Friday promised a slew of measures to address the plight of underprivileged sections of the society in its manifesto. Highlights of its policies for the underprivileged:

– BJP is deeply committed to creating a society of equal opportunities with ‘justice for all’ as its credo. Its state governments have introduced a series of schemes for Scheduled Castes (SCs), Scheduled Tribes (STs) and minorities – especially in education, job training, poverty alleviation and promotion of entrepreneurial talent. These schemes will be improved upon and the most successful among them replicated nationally. In addition, schemes for people living in backward regions, particularly in the northeast, inaccessible forests and hilly areas will be prioritised.

– Education and job quotas will be introduced for economically backward sections of society other than SCs, STs and Other Backward Castes (OBCs), for whom reservations will continue.

NASA’s shuttle Discovery glides home after successful mission

Cape Canaveral, Mar 29 (ANI): Space shuttle Discovery and its crew landed at NASA’s Kennedy Space Center in Florida, completing a 13-day journey of more than 5.3 million miles.

The team landed at 3:14 p.m. (EDT) on Saturday.

The STS-119 flight delivered the space station’s fourth and final set of solar array wings, completing the station’s truss, or backbone.

The additional electricity provided by the arrays will fully power science experiments and help support station operations.

During three spacewalks, astronauts installed the S6 truss segment to the starboard, or right, side of the station and accomplished important tasks to prepare the station for future upgrades and additions later this year.

The flight also replaced a failed unit for a system that converts urine to potable water. amples from the station’s Water Recovery System will be analyzed.

It’s expected to take about a month for the analysis to be completed and the water to be cleared for the station crew to drink.

STS-119 spacewalkers were unable to deploy a jammed external cargo carrier on the Port 3 truss segment. It was tied safely in place. Because the issue is not yet understood, Mission Control cancelled the installation of a similar payload attachment system on the starboard side. Engineers are evaluating the problem and will address it during a future spacewalk.

On March 24, the 10 shuttle and station crew members gathered in the station’s Harmony module and spoke to President Barack Obama, members of Congress and school children from the Washington, D.C. area.

From the White House’s Roosevelt Room, the president and his guests congratulated the crew on the mission and asked about a range of topics including sleeping in weightlessness to the station’s travelling speed.

Lee Archambault commanded the flight and was joined by Pilot Tony Antonelli and Mission Specialists Joseph Acaba, Steve Swanson, Richard Arnold, John Phillips and Japan Aerospace Exploration Agency astronaut Koichi Wakata.

Wakata remained aboard the station, replacing Flight Engineer Sandra Magnus, who returned to Earth on Discovery after more than four months on the station.

Acaba and Arnold are former science teachers who are now fully-trained NASA astronauts. They made their first journey into orbit and conducted critical spacewalking tasks on this flight.

STS-119 was the 125th space shuttle mission, the 36th flight for Discovery and the 28th shuttle visit to the station.

With Discovery and its crew safely home, the stage is set for the launch of STS-125, targeted for May 12.

Atlantis’ mission will return the space shuttle to NASA’s Hubble Space Telescope for one last visit before the shuttle fleet retires in 2010.

Over 11 days and five spacewalks, Atlantis’ crew will upgrade the telescope, preparing it for at least another five years of research.(ANI)

Space shuttle Discovery’s next mission postponed to March 15

Washington, March 12 (ANI): NASA managers have postponed Space shuttle Discovery’s launch to the International Space Station (ISS) to March 15.

The planned liftoff on March 11 has been postponed due to a leak associated with the gaseous hydrogen venting system outside the external fuel tank.

The system is used to carry excess hydrogen safely away from the launch pad.

Discovery’s STS-119 flight is delivering the space station’s fourth and final set of solar array wings, completing the station’s truss, or backbone.

The arrays will provide the electricity to fully power science experiments and support the station’s expanded crew of six in May.

The 14-day mission will feature four spacewalks to help install the S6 truss segment to the starboard, or right, side of the station and the deployment of its solar arrays.

The flight also will replace a failed unit for a system that converts urine to potable water.

Uttar Pradesh in dock over SC/ST atrocity cases

New Delhi, Jan 29 (ANI): A seventh review meeting of five states (Uttar Pradesh, Uttarakhand, Madhya Pradesh, Chattisgarh and Jharkhand) on cases related to atrocities against Scheduled Castes and Scheduled Tribes has revealed that Uttar Pradesh has the highest number of cases of cruelty, while Rajasthan and Madhya Pradesh are ranked after it.

Union Social Justice and Empowerment Minister Miera Kumar told reporters here, that the study was based on the data provided by state governments.

The meeting reviewed the implementation of SC/ST (Prevention of Atrocities) Act, 1989 and Protection of Civil Rights Act, 1955.

Kumar, however, said that she does not believe in criticizing state governments, as it may lead to the states fudging figures.

She asked state governments to set up a toll free number to help people report crimes under the SC/ST Act.

In a bid to prevent injustice to the Scheduled Castes and Scheduled Tribes, the ministry has also instituted awards for individuals and NGO’s for doing outstanding work in eradicating untouchability and combating atrocities against SC/STs’. (ANI)

Delhi Police to send team to Bulandshahar in DDA fraud case

New Delhi, Jan.16 (ANI): Delhi Police is likely to send a team to Bulandshahar city of Uttar Pradesh after learning that a retired Delhi Development Authority (DDA) employee, arrested in the flats-fraud case, had applied for houses in the name of residents from that district.

“We are sending a team to Bulandshahar to track applicants and allottees of DDA flats as Gautam’s interrogation has revealed that he had applied in the name of people from this UP town,” a senior police official said.

Sixty-four-year-old M. L. Gautam, a former employee in DDA’s telephone department in 2004, had allegedly filed about 1,200 application forms for flats meant for Schedule Cast and Schedule Tribes and got 40 in the draw of lots.

Most of the applications that Gautam filed were in the name of people from Uttar Pradesh, especially Bulandshahar. He was arrested on Thursday following his alleged involvement in the alleged conspiracy along with property dealers to corner DDA flats reserved for SC/STs by applying in the name of people belonging to these communities.

Three others, besides Gautam, who were allegedly involved in the fraud were also arrested by the Economic Offences Wing of Delhi Police’s Crime Branch.

According to the police, Gautam allegedly gave the idea of cornering DDA flats and then selling it for high prices to Deepak Kumar, a law graduate who was arrested, and others.

Police have seized a number of documents, including details of around 1,200 applications and power of attorneys from Gautam’s residence.

Sources said Gautam had allegedly procured power of attorneys from successful allottees in the name of his relatives including his son Rakesh.

Sources said Gautam allegedly entered into an agreement with many of the applicants that they should give possession of flats to him if allotted and he will pay Rs.100,000 in return.

Gautam was allegedly funded by eight persons, including some property dealers, they said adding a hunt is on to nab them.

Meanwhile, extending the scope of probe into the irregularities in the allotment of DDA flats, police have also started examining applications submitted by people from North-Eastern states, Jharkhand and Chhattisgarh. (ANI)
