Pak signed ‘civil nuke deal’ with China just ahead of strategic talk with US

Islamabad, Mar.30 (ANI): Pakistan has reportedly entered into a civil nuclear deal with China for setting up two nuclear power stations of 640 megawatts in Chashma.

According to sources, the deal under which Beijing would be providing Islamabad financial and technical assistance for the project, was finalised ahead of the last week’s first ministerial level strategic dialogue between Pakistan and the United States.

During the strategic dialogue Washington had rejected Pakistan’s demands of having a India like civil nuclear deal.

The federal government had approved an inter-government framework agreement on the financing of ‘Chashma Nuclear Power Project 3’ and ‘Chashma Nuclear Power Project 4’ with China, The Daily Times reports.

Each 320-megawatt unit would contain a nuclear steam supply system, a turbine-generator set and the associated auxiliary equipment and installations, sources added.

Insiders said that under the deal, China would be providing 82 percent of the total 1.912 billion dollars to Pakistan as a 20-year soft loan, with an eight-year grace period.

They said that the frequent visits of President Asif Ali Zardari and Prime Minister Yousuf Raza Gilani to Beijing was particularly aimed at securing the deal.

Chasma houses a number of establishments of the Pakistan Atomic Energy Commission, including two units of 300 megawatt nuclear reactors. (ANI)

Cabinet gives nod to Integrated Coastal Zone Management Project

New Delhi, Mar 25 (ANI): The Cabinet Committee on Economic Affairs (CCEA) on Thursday approved a Rs.1156 crore World Bank assisted Integrated Coastal Zone Management (ICZM) Project.

This project is to be implemented over the next five years by the Union Environment and Forests Ministry.

The World Bank’s contribution as soft loan/IDA credit is around Rs. 897 crore (78 percent).

This ICZM project assumes special significance in the context of climate change since one of the definitive findings of the IPCC relates to the increase in mean sea levels as a result of global warming.

National ICZM capacity-building at a total investment of about Rs.356 crore which will cover –mapping, delineation and demarcation of the hazard lines and delineation of the coastal sediment cells along the mainland coast of India; mapping, delineation and demarcation of environmentally-sensitive areas that require protection.

As per the ICZM a National Centre for Sustainable Coastal Management would be established at Anna University, Chennai.

The ICZM programme would also initiate a nation-wide training programme for coastal zone management.

As per the ICZM programmes activities would be initiated along the Gulf of Kachchh and in Jamnagar District in Gujarat at a total investment of around Rs.298 crore.

The ICZM would take up wetland conservation activities in two stretches of the Orissa coast –Gopalpur-Chilika; and Paradip-Dhamra at a total investment of Rs.201 crore.

The ICZM programme would initiate activities in Sunderban, Haldia and Digha-Shankarpur regions of West Bengal at a total investment of Rs.300 crore.

The project would develop capacity and institutions to effectively implement the CRZ Notification 1991, to control pollution of coastal waters and to expand livelihood options for coastal communities.

The elaborate and extensive exercise in hazard mapping along the 7500-km coastline, which is being done for the first time, by the Survey of India at cost of Rs.125 crore will greatly assist in protecting coastal communities and infrastructure located in coastal areas.

The total number of direct beneficiaries of the project is close to 15 lakhs, while the number of indirect but identifiable beneficiaries will be close to 6 crore. The initial set of three states have been selected on various grounds including pressure on coast, presence of critical ecosystems, risks of natural hazards, etc.

The Asian Development Bank (ADB) is supporting a less comprehensive shoreline management project in Karnataka, Maharashtra and Goa.

According to the Union Environment and Forests Ministry, the second phase of ICZM would take up the other coastal states with project preparation in all remaining coastal states commencing immediately.

Special focus in the project will be to identify and demarking of coastal fragile areas like mangroves, brackish water wetlands, coral reefs, etc.

Ministry said that based on this a new category of “Critically Vulnerable Coastal Areas”(CVCAs) would be designated and appropriate management plans implemented for their preservation and regeneration.

These would include areas around Lakshadweep, Andaman and Nicobar Islands, Gulf of Khambat in Gujarat, Malvan, Vasasi-Manori, Achra-Ratnagiri in Maharashtra, Karwar and Coondapur in Karnataka, Vembanad in Kerala, Bhaitarkanika and Chilika in Orissa, Coringa, East Godavari and Krishna in Andhra Pradesh, Sunderban in West Bengal, Pichawaram and Gulf of Mannar in Tamil Nadu etc.

This is the second World Bank assisted project of the Union Environment and Forests Ministry to be approved by the CCEA in the past two weeks.

The first was a Rs. 350 crore project for initiating the process of remediation, rehabilitation and restoration of contaminated hazardous waste and municipal solid waste dumpsites in the country.

There are over 120 such sites in different states and this project would be launched to clean-up two sites in Andhra Pradesh and eight in West Bengal to begin with, apart from to prepare a national plan for remediation and restoration of all legacy contaminated sites which have become public health hazards.(ANI)

Pak inks 220-million-dollar satellite deal with China

Islamabad, Sep. 19 (ANI): Pakistan has signed an agreement with China to provide a 220-million-dollar financial grant to help the Islamic country launch a communication satellite.

The operational life of Pakistan’s existing satellite PAKSAT-1 will be over in November 2011.

Chinese Ambassador to Pakistan Luo Zhaohui and Pakistan’s Economic Affairs Secretary Farrukh Qayyum signed the contract.

“China has agreed to fund the project through a soft loan with low mark up for a period of 20 years,” the Daily Times quoted Qayyum, as saying.

The Space and Upper Atmosphere Research Organisation (SUPARCO) and the China Great Wall Industry Corporation have agreed to develop the new satellite PAKSAT-1R, which would replace PAKSAT-1 in September 2011, he added.

The satellite will support all conventional and modern fixed satellite service (FSS) applications.

The satellite will have 30 transponders, 18 in the Ku-band and 12 in C-band (ANI)

Air India to have new interim chief

New Delhil, April 26 (ANI): Disappointed over the performance of state-run carrier Air India, the government has decided to appoint an interim chairman and managing director for the carrier, officials said.

E.K. Bharat Bhushan, who is presently serving as joint secretary and financial adviser in the civil aviation ministry, will replace incumbent Raghu Menon, an officer of the Indian Administrative Service (IAS).

The decision was taken after a high-power meeting held in the capital on Friday chaired by Cabinet Secretary K.M. Chandrasekhar and also attended by Principal Secretary in Prime Minister’s Office T K A Nair and Civil Aviation Secretary M Madhavan Nambiar.

“Mr. Menon may be considered for the new regulatory authority for the sector. He is currently on leave,” a senior official in the ministry said, referring to the proposed Airports Economic Regulatory Authority.

Bharat Bhushan, however, will continue to serve as joint secretary and financial adviser.

However, a search has also been launched to find a regular chief to run the National Aviation Company of India Ltd, that was formed last year after Indian Airlines was merged into Air India.

Meanwhile, the change has come in the backdrop of falling market share of the state-run carrier even though it is going through a major fleet expansion programme to induct 111 new Boeing and Airbus aircraft over the next few years.

The company has already sought Rs.2,500 crore from the government in the form of equity and soft loan to finance the fleet expansion – 68 aircraft from the US manufacturer and 43 aircraft from the European consortium.

According to officials, the merger between Air India and Indian Airlines, with the stated objective of greater operational synergies, has also not been smooth, delaying the carrier’s bid to join the Star Alliance, the leading global interline pact.

Soon, a new role for Menon will be decided, even though his immediate predecessor at Air India, V Thulasidas, is also said to be in contention for the top post at the new aviation regulatory authority. (ANI)

Pakistan may receive four million dollars aid at Tokyo Donors’ Conference

Islamabad, Apr.14 (ANI): The forthcoming Tokyo Donors’ Conference may see Pakistan receiving four billion dollars as aid over the next two years.

Addressing media persons at the Japanese embassy here, Japan’s Special Representative for Assistance to Pakistan and Afghanistan, Motohide Yoshikawa said peace and stability in Pakistan was in the greater interest of the world.

Yoshikawa said Tokyo had also raised the issue of providing more financial help to Pakistan in the G-20 group summit.

He informed that Japan would announce assistance for Pakistan in the form a ‘soft loan’ during President Asif Ali Zardari’s bilateral talks with Japenese Prime Minister Taro Aso during the formers visit to the country.

Yoshikawa also called on Zardari to discuss about the forthcoming meeting of the Friends of Democratic Pakistan forum, The Daily Times reports.

The meeting is scheduled to be held in Tokyo on April 17th. (ANI)

World Bank links economic reforms to 500 mln dollar loan to Pakistan

Lahore, Jan.28 (ANI): The World Bank (WB) is expected to give Pakistan a ‘soft loan’ of 500 hundred million dollars to tackle the sluggish economic conditions and counter the ever increasing problem of poverty, provided it carries out a slew of political and economic reforms under its loan guidelines.

According to the Daily Times, the loan will be transferred to Pakistan in a single transaction after the approval of the World Bank. The WB officials would meet on 15th February to finalise the terms and conditions of the loan.

The grant is being provided by the International Development Association (IDA) of the World Bank, which provides soft loans to developing countries.

It will be lending the amount (500 million dollars) on a ‘nominal service charge’ to Pakistan.

“The loan will be used to improve the infrastructure under the National Trade Corridor (NTC) programme to improve trade flows, lower transit costs and development,” a source from the Pakistan Finance department said.

Under the agreement with the WB, Pakistan will have to eliminate subsidies on power sector by end June 2009 and also introduce procurement reforms in Public Procurement Regulatory Authority (PPRA).

Moreover, Pakistan will also have to improve social security network and to rationalise the development expenditures.(ANI)
