Quebec set to limit use of niqab

Mon, Mar 29 10:30 AM

Canadian province of Quebec, where less than 25 Muslim women are said to wear the ‘niqab’, plans to ban them from receiving all official services if they have their faces covered.

Legislation, unveiled last week by the Quebec government, would refuse education, day care and non-emergency healthcare to women wearing the full face veil. The law would also apply to those working in the public sector.

The French speaking province, which is the first in North America to ban the niqab, also is the the first government to take such an extreme measure.

But the government has no intention to fix discrimination faced by women in Churches where property and other tax breaks given the churches would remain, including for the Catholic Church, where women must remain in the pews and not ascend to the pulpit, noted lawyer Salim Momin said.

Describing the proposed law as discriminatory and against the Canadian values, Momin argued that in France where out of 5 million Muslims, 367 wear the niqab a parliamentary panel has pondered the issue for a year and suggested a ban from schools and hospitals but nowhere else.

Less than 25 women are said to wear the niqab in Quebec of whom only 10 turned up last year at the Montreal office of the provincial health board out of 1,18,000 visitors.

Muslim women and others with concealing headwear would have to uncover their faces when they deal with the Quebec government services.

Besides, women obtaining — or delivering — services at places like the provincial health or auto-insurance boards would need to do so with their faces in plain view.

According to the new legislation, face coverings would not be allowed if they hinder communication or visual identification.

The traditional niqab, which are worn by Muslim women, shows little more than the eyes.

The new legislation, which calls for showing the face for legitimate purposes of a photo ID and security-check, bans women wearing niqab from working for, or even receiving services from, government and broader public sector.

Quebec is drawing a line in defence of two principles, gender equality and secular public institutions, according to Quebec Premier Jean Charest.

“This is a symbol of affirmation and respect — first of all for ourselves, and also for those to whom we open our arms,” Charest said.

Tight security at Vaishno Devi shrine ahead of “Navratri”

Katra, Sept 18 (ANI): Security has been beefed up at the famous Vaishno Devi Temple near Jammu ahead of the nine-day “Navratri” festival.

Paramilitary and police personnel are patrolling and frisking people at important points in Katra, which is thronged by thousands of devotees every year, especially during Navratri.

The nine-day Navratri festival will begin from Saturday and the authorities claim to be in full control of the situation.

“There is much fanfare in Katra during Navratra festival and the inflow of tourists also rises manifold during those days. We have made proper security arrangements. We have taken the help of the CRPF. This time, we also have one contingent of Haryana police,” said Ashok Sharma, Assistant Superintendent of Police (ASP).

The devotees making their way to the shrine were also put through rigorous checking, a routine, exercised with extra care, considering the sensitive nature of the shrine and keeping recent threats in mind.

The devotees complied without complaining.

“There was not much trouble during the security check. We were checked several times but we did not face any problem. It was all done very safely,” said Vijay Kumar, a devotee.

‘Navratri’, which literally means nine nights, is observed twice a year.

The festival lasts for nine days in honour of nine manifestations of Durga, goddess of power ,and fall in the months of April-May and September-October.

It is believed that during the Navratri, Goddess Durga descends on earth to rid it of the demons and blesses her devotees with happiness and prosperity. (ANI)

Manmohan Singh, Gilani begin bilateral meet at NAM amid media jamboree

Sharm-el-Sheikh (Egypt), July 16 (ANI): The Prime Ministers of India and Pakistan – Dr. Manmohan Singh and Yousuf Raza Gilani – have begun their much anticipated bilateral meeting here on the sidelines of the XVth Non-Aligned Movement Summit.

The two leaders are being accompanied and assisted at their talks by their respective foreign ministers, national security advisers, key officials and aides.

The scene at the venue of the meeting was completely chaotic on Thursday morning due to an overwhelming media crush.

More than 200 print and electronic media, including Indian, Pakistani and from other countries are gathered at the venue in the hope of getting that crucial sound byte from either of the two leaders.

Many clicked away with their cameras, and zoomed in with their video cameras as the two Prime Ministers’ shook hands several times.

Neither of them, however, uttered a word, and Singh just smiled as questions were directed at him from all sides.

Perhaps his studied silence was due to his alleged faux pax at Yekatarinburg in Russia when he confronted Pakistan President Asif Ali Zardari in front of media by saying that he had come with a mandate from the people of India to ask Pakistan to stop exporting terror from its soil.

Both appeared relaxed as they greeted each other in front of the huge media contingent. Gilani was dressed in biscuit-gray suit, while Singh was dressed in a blue bandh gala.

Security at the venue was extremely tight. As media persons entered, they and their equipment was subjected to a thorough search first by Indian security, followed by a Pakistani security check and finally an Egyptian security check. The hallway and the venue of the meeting were lined with a heavy security presence.

Security personnel were hard-pressed and stressed out in trying to contain and control the media onslaught.

Thursday’s meeting is taking place after two meetings between Indian Foreign Secretary Shiv Shankar Menon and his Pakistani counterpart Salman Bashir on Tuesday and Wednesday on the sidelines of the NAM Summit.

On Wednesday, Menon described India’s relations with Pakistan as “stressed”, and said it was no use doing the same dialogue over and over again unless it deals with reality.

“Now you can”t just keep doing the same dialogue over and over again unless it deals with reality as we find it and with the sources of trouble in our relationship. That”s part of it. So what we”re saying here is, “let”s see how we deal with the situation”,” Menon told reporters.

Speaking on terrorist attacks, he said: “We have a situation where India Pakistan relations are stressed and they”re stressed for certain reasons; because of terrorist attacks on India from Pakistan. So we need to take that into account, to see how we deal with that first, and then we”ll see… but we are not. What I”m trying to say is, there is no such decision saying we will not do this, we will not do that. No we are saying we have a situation here, we have to see how we deal with it.”

Menon said India will make it clear to Pakistan that it has to bring the perpetrators of the Mumbai attack to justice and take credible steps to dismantle the infrastructure of terrorism in Pakistan.

“What we have always said is credible action to bring the perpetrators of the Mumbai attacks to justice, that”s what we have said from day two. Secondly credible action to dismantle the infrastructure of terrorism in Pakistan from which attacks on India take place,” he added.

He said India has already raised the issue of Indian fugitives in Pakistan during his discussions with Bashir.

“We raised the issue of Indian fugitives from Indian justice who are in Pakistan, we did raise the issue,” he said. By Smita Prakash (ANI)

Pakistani troops kill 19 Taliban militants

Islamabad (dpa) – Pakistani troops killed at least 19 Taliban militants and injured scores of others in two overnight clashes in the country’s troubled north-western tribal region that borders Afghanistan, government officials said Monday.

Helicopter gunships pounded rebel hideouts in Mohmand district Sunday afternoon, hours after insurgents killed 14 tribal policemen.

“Military helicopters targeted several positions of insurgents in Gurguri, Sapari and Bahi Kor areas. At least 15 of them were killed and more than a dozen wounded,” said local civil administrator Rasool Khan.

Separately, a government official who spoke on condition of anonymity said four militants were killed Sunday night during an attack at a security check post in the neighboring Bajaur tribal district.

One paramilitary soldier was also injured in the raid in Nawagai area. “Our forces repulsed the attack,” the official said.

It was the first strike on security personnel in Bajaur since February 23, when the local Taliban announced a unilateral ceasefire after more than six months of fighting that left more than 1500 rebels, dozens of troops, and unknown number of civilians dead.

The two districts are believed to be strongholds of Taliban and al-Qaeda fighters resisting Pakistani security forces deployed to contain their cross-border attacks on US-led international forces in Afghanistan.

Late Saturday, Islamist insurgents ambushed a convoy of tribal police, locally known as Khasadars, in Mohmand, killing seven and capturing nine others along with a government official.

The bodies of seven of the prisoners were found dumped in the mountains early Sunday.

Local Taliban leader Omar Khalid claimed the responsibility.

He told the media over phone that two Khasadars and a government official will be released only after the government frees Taliban cadres in custody. (dpa)
