Budget provision for upgrading polytechnics

New Delhi, July 6 (ANI): Finance Minister Pranab Mukherjee on Monday said that the provisions for the Scheme ‘Mission in Education through ICT’ has been substantially increased to Rs. 900 crore.

Presenting the Union Budget proposals for the year 2009-10 in Lok Sabha, he said: “Similarly, for establishment and up-gradation for Polytechnics under the Skill Development Mission has been increased to Rs. 495 crore.”

He further proposed the enhancement of overall plan budget for higher education by Rs. 2000 crore over Interim Budget Estimates.

The Minister also announced the allocation of Rs. 2,113 crore for IITs and NITs, which includes a provision of Rs. 450 crore for new IITs and NITs. He proposed to allocate Rs. 827 crore for opening one Central University in each uncovered State.

Emphasizing the need for improving the facilities at Punjab University, Chandigarh, he proposed an allocation of Rs. 50 crore for the purpose.

To enable the Union Territory of Chandigarh Administration to provide better infrastructure to the people, he also proposed to enhance Plan allocation for the city during the current Financial year. (ANI)

Crime and criminal tracking system to improve policing

New Delhi, June 19 (ANI): The Cabinet Committee on Economic Affairs (CCEA) today approved the Crime and Criminal Tracking Network and Systems (CCTNS) Project within the outlay of Rs.2000 crore in the 11th Five Year Plan.

This project would be initiated by the Ministry of Home Affairs and implemented by the National Crime Records Bureau. The CCTNS project is to be implemented in a manner where the major role would lie with the State Governments in order to bring in the requisite stakes, ownership and commitment, and only certain core components would be in the hands of the central Government, apart from the required review and monitoring of project implementation on a continuing basis.

The CCTNS project aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing at the Police Station level through adoption of principles of e-Governance, and creation of a nationwide networked infrastructure for evolution of IT-enabled state-of-the-art tracking system around “investigation of crime and detection of criminals” in the real time. This is a critical requirement in the context of the present day internal security scenario.

The broad objectives of the CCTNS project are streamlining investigation and prosecution processes, strengthening of intelligence gathering machinery, improved public delivery system and citizen-friendly interface, nationwide sharing of information across on crime and criminals and improving efficiency and effectiveness of police functioning.

Briefing reporters after the meeting, Home Minister P. Chidambaram said, that the project will be implemented in such a manner that the major role will be played by the state governments in order to bring in the requisite stakes and only core components will be in the hands of Center government.

“The Central government will keep reviewing and monitoring of project implementation,” he added. (ANI)

Old Dailt woman accused of witchcraft stripped and beaten

Wadegaon (Maharashtra), May 24 (ANI): In an unusual event in Wadegaon village of Maharashtra, a seventy year-old Dalit woman, Ruddha, was accused of practicing witchcraft. She was stripped and beaten by the villagers before being paraded astride a donkey.

The locals claimed that she was doing sorcery on one of the neighbours with lemons.

However, Ruddha denied the charges and claimed that she was being harassed. “They beat me. Ladies beat me. Men folk beat me. They dragged me out of my home onto the streets and thrashed me for nothing,” said Ruddha.

She further said that the villagers tore her blouse and even robbed her of Rs.2000.

Police have detained 11 persons including four women for further investigation.

“Further investigation and necessary legal proceedings will be followed,” said N Z Kumbhare, Sub-Divisional Police Officer, Akola.

He also mentioned that on learning about this incident, the police personnel rushed to the village and saved Ruddha from further humiliation. She was taken to a hospital for treatment. (ANI)

Banner artists rue lost pay pledges

KOLKATA: Their work is noticeable at every nook and corner of the city in the run-up to the elections, but their hard labour doesn’t always pay. In
case you are wondering, we are talking about the banner and festoon artists, arguably one of the most important backroom men in election season.

The reason that their work sometimes goes unrewarded is simple: Those who lose the election simply don’t bother to pay, and the winners often dangle a carrot future orders and pay them much less.

“During the last election, I got a cumulative order of more than Rs 10,000 from all parties. While a section of Trinamool Congress supporters paid us nothing apart from the advance, CPM supporters paid us around Rs 2000 less after three months of the election,” said Sumeet Ray, an artist based in Golf Green.

Those who are old in this profession said that this trend is on the rise over the last 10-15 years, as the orders are now being placed by floor-level party leaders.

“When I was young, I saw heavyweights Bholanath Sen, Dilip Chakravarty and Biplab Dasgupta coming to our studio to place orders. Forget the candidates; not even senior leaders bother to do these jobs,” said Manojit Mitra, who owns a Kalighat studio, established in 1941.

There was a time when banners were more in use, for which good artists were much in demand. But now, with the advent of technologies like flex printing, the number of studios have increased, thereby making the competition tough.

Over the last three years, the rate of flex printing has come down from Rs 12 per square feet to Rs 10 square feet. This year, a few studios are selling flex prints even at Rs 8 or Rs 9 per square feet.

“Our profit margin is reducing by the day. Now, if we don’t get our payments as promised, chances are high that we will incur a huge loss,” said Biplab Banerjee, who runs a small studio on E M Bypass.

Subhajit Mukherjee, who has got a big flex printing order for Mamata Banerjee and Kabir Suman, said that with restrictions on graffiti, the number of hoardings has increased by 10% to 15% considering the orders made during the 2004 Lok Sabha election. “Although I have never faced any problem with payments in the past, the risk remains. After investing, if we don’t get the return, we would make a loss,” he said.

Campaign leaders of political leaders, however, said that such cases were not the norm. “Generally, we make full payments at the time of delivery,” said Mofarjal Hossain, campaign manager for Kabir Suman.

South Kolkata CPM candidate Rabin Deb also claimed his party was not used to such a practice. “We have an organized structure to maintain our budget during the election. We don’t cross our limit when we place orders; this helps us to make full payments,” he said.

Ahead of elections: Naidu offers colour TVs

Promises aplenty in a time of recession ahead of elections, Chandrababu Naidu, president of Telugu Desam Party, is promising every needy family in Andhra Pradesh a colour television, complete with cable connection.

“Colour TV to all poor people and also middle class. In the villages, there is only one entertainment, TV channels, and most poor people are not having a colour TV, ” he said.

Chandrababu Naidu wants to do a Karunanidhi. The man once famous for wielding the mouse and laptop now wants to use TV as the remote-control to open the electoral vote-bank.

Naidu is also promising a very ambitious cash-transfer scheme by which very needy families are to get a direct cash transfer of Rs 2000 per month. Less needy families get Rs 1500 and the middle class, Rs1000. Naidu says the bill of Rs 18000 crore to exchequer is ‘manageable’.

However, K Rosaiah, the Andhra Pradesh Finance Minister asks, “I am asking Chandrababu Naidu, how do you meet this expenditure? Where from you will get this money? Earlier you said these things are disastrous.”

Computer facilities provided in 2760 police stations, says Shakeel Ahmad

New Delhi, Feb 17 (ANI): Union Minister of State for Home Affairs Dr. Shakeel Ahmad today said that the Crime and Criminal Tracking Network and System (CCTNS) project has been conceptualized in the Ministry of Home Affairs to provide computer facility with internet to all police stations in the country.

In written reply to a question in the Lok Sabha, Ahmad said, “Rs. 2000 crore has been allocated by Planning Commission for the said purposes during the Eleventh Five Year Plan.”

The project is at initial stage of necessary approvals and provisions have been made year-wise and component-wise in the project report.

The Minster further added that 2760 police stations have so far been provided computers out of non-plan scheme called ‘Modernization of State Police Forces; with funding of Rs. 129 crore. (ANI)
