today announced that Erik Heulsmann is the latest core Subversion contributor to
join WANdisco`s open source team. Mr. Heulsmann, an active contributor to the
Subversion project since September 2003, will report to Hyrum Wright, WANdisco`s
Director of Open Source and the release manager for the Subversion project. He,
along with WANdisco`s other core committers (Julian Foad, Philip Martin, Hyrum

Mr. Huelsmann`s contributions to the Subversion project to date include
localization infrastructure, library rewrites and co-design of the new working
copy library. He has also contributed to cvs2svn and other open source projects.
Based in the Netherlands, Mr. Huelsmann is fluent in Dutch, German and English
and has been a guest lecturer at the University of Amsterdam where he teaches
courses in Subversion.

Committee suggest formation of an agency to tackle fake currency notes

New Delhi, Apr 1 (ANI): A committee constituted to review the acquisition procedure of the security features for currency notes has suggested that the Union Government set-up a single national-level coordinating agency for intelligence, law enforcement and investigation to tackle the menace of fake currency notes.

The Union Finance Ministry had constituted a committee to review matters related to the acquisition procedure of the security features for currency notes, review the relevant procurement manuals and suggest a roadmap for progressive indigenization of various inputs, including high-end machinery and security features.

Former secretary Shilabhadra Banerjee chaired the committee.

The committee, which submitted its report to Union Finance Minister Pranab Mukherjee on Thursday, suggested creating a directorate of currency under the Union Finance Ministry to coordinate and oversee acquisition as well as research and development (Rand D) efforts of security features for currency notes and other security products.

This Directorate is to be headed by a Special Secretary to the Government of India.

In its report, the committee has also recommended the setting up of a national level research and development (R and D) centre under the proposed Directorate of Currency to carry out R and D activities in the field of raw materials, security features and machinery required for the production of Indian bank notes and other security sensitive items.

The Committee has suggested a new acquisition procedure for the security features of currency notes for increased levels of transparency and accountability.

In its report, the committee emphasised on the indigenisation of manufacture of bank note paper, security inks, security features, related equipments and coin plating.

The report said the security paper manufactured in India is to be exempted from excise duty.

It asked the government to provide financial incentives like a waiver of customs duty on imported machinery for the production of bank note paper and printing materials.

Mukherjee appreciated the work done by the Committee and emphasized the early implementation of the recommendations made by the Finance Ministry. (ANI)

Expanding BJP’s base will be priority, says Nadda

Shimla, March 16 (IANS) Expanding the Bharatiya Janata Party’s (BJP) support base to bring it back to power is the main priority, said Himachal Pradesh Forest Minister J.P. Nadda said, after being named a party general secretary.

Talking to reporters here, Nadda said: ‘We will try to strengthen the party by expanding its cadre, their ideological grooming and making it fit to rule the country and give the best possible governance.

‘Our president (Nitin Gadkari) has laid down the roadmap and we will try to implement it across the country. Our main priority would be to form the next government at the centre,’ he said.

Nadda, who started his political career as a student leader in 1978, said the new list of office bearers has people from across the country.

‘It is a balanced list where all sections have been given due representation. Special emphasis has been given to the youth to infuse new spirit in the party. On the whole, it’s a mixture of young and the old and experienced people,’ he said.

Nadda emphasised that the BJP was not a party controlled by a family or dynasty.

‘In the Congress, now Rahul Gandhi is a young leader, so everybody is talking about the need to induct young leaders. Our party has taken care of the youth since its inception.’

Pak urges India to respond to its roadmap positively for meaningful talks

Islamabad, Mar.5 (ANI): Pakistan has urged India to set aside its preconditions and work together with it on the roadmap presented during the foreign secretary level talks in order to make deliberations more meaningful in future.

Addressing a regular briefing here, Foreign Office spokesman Abdul Basit said the ball is in New Delhi’s court as it has to respond to Islamabad’s proposal tabled before it on February 25.

“It is obviously for India to respond to our proposal, because the two foreign secretaries can meet again and again and reiterate their respective positions on various subjects, but we cannot expect these open-ended meetings to lead to anything concrete,” The Daily Times quoted Basit, as saying.

“India will not find Pakistan wanting if it agrees to the roadmap given by Islamabad without any preconditions,” he added.

Reiterating Pakistan’s stance of resuming the composite dialogue with India, Basit said it was important that the political leadership of the two countries hold talks.

“That is the crux of our proposal,” he said.

Basit said Pakistan attended the foreign secretary-level talks to gauge if there has been a shift in New Delhi’s position in the context of engagements with Islamabad

Referring to the recent terror attack in Kabul, Basit said Pakistan would never allow its territory to be used for terrorist attacks in Afghanistan or anywhere else in the world.

It may be noted that an Afghan intelligence official had claimed that last week’s terror raid on a guest house in Kabul, in which 17 people, including six Indians, were killed was carried out by the Lashkar-e-Taiba (LeT). (ANI)

BJP will solve its problems, soon, says key RSS leader

New Delhi, Aug. 30 (ANI): Senior Rashtriya Swayam Sewak (RSS) leader Madan Das Devi on Sunday said he was confident about the Bharatiya Janata Party (BJP) taking appropriate steps to resolve all of its problems, including the issue of the party succession plan.

Addressing a press conference in the capital this morning after between RSS chief Mohan Bhagwat and LK Advani, Devi said: “We (RSS) are hopeful that the crisis in the BJP will be resolved. The RSS is assured that the BJP will overcome all problems.”

“We all think that a large party such as the BJP has the capability of being given new direction and end its problems. Important BJP leaders met leaders of the RSS. Shri L.K.Advani and other senior BJP leaders met us. We discussed issues of national importance, party issues etc. They have assured us that the problems of the party will be resolved,” he added.

Efforts to resolve the growing crisis within the BJP continued on Sunday, with Bhagwat travelling to Advani’s residence here to hold a breakfast meeting.

Bhagwat, who was accompanied by senior RSS leader Madandas Devi, is expected to continue discussions on a new roadmap for the BJP, including a possible change of leadership.

Sources said the BJP will most likely announce a succession plan on Sunday. It is indicated that individual responsibilities in the party would be finalised in the coming weeks.

On Saturday, Bhagwat stepped up efforts to mediate an end to the BJP crisis. He held hectic parleys with L K Advani and top leaders including Murli Manohar Joshi.

There were indications that BJP could come out with some statement tomorrow but Sangh Parivar sources said nothing spectacular could be expected.

Advani is reportedly under pressure from rebels to step down as Leader of Opposition in Lok Sabha.

Various names are under consideration, including Arun Jaitely, Sushma Swaraj and Bal Apte. However, both the RSS and the BJP have maintained that they were not discussing any succession plan. (ANI)

“Artificial trees” can soak up world’s carbon emissions

London, August 27 (ANI): Engineers have said that a forest of 100,000 “artificial trees” could be deployed within 10 to 20 years to help soak up the world’s carbon emissions.

According to a report by BBC News, the trees are among three geo-engineering ideas highlighted as practical in a new report by researchers form the Institution of Mechanical Engineers.

The report includes a 100-year roadmap to “decarbonise” the global economy.

Lead author Dr Tim Fox said geo-engineering should not be viewed as a “silver bullet” that could combat climate change in isolation.

He told BBC News it should be used in conjunction with efforts to reduce carbon emissions and to adapt to the effects of climate change.

The research team studied hundreds of different options, but have put forward just three as being practical and feasible using current technology.

A key factor in choosing the three was that they should be low carbon technologies rather than adding to the problem.

“Artificial trees are already at the prototype stage and are very advanced in their design in terms of their automation and in the components that would be used,” Dr Fox told BBC News.

“They could, within a relatively short duration, be moved forward into mass production and deployment,” he said.

The trees would work on the principle of capturing carbon dioxide from the air through a filter. The CO2 would then be removed from the filter and stored.

The report calls for the technology to be developed in conjunction with carbon storage infrastructure. he captured carbon dioxide could be stored in empty north sea oil wells.

Dr Fox said the prototype artificial tree was about the same size as a shipping container and could remove thousands of times more carbon dioxide from the atmosphere than an equivalent sized real tree.

“We very much believe that the practical geo-engineering that we are proposing should be implemented and could be very much part of our landscape within the next 10 to 20 years,” he said. (ANI)

Judicial reforms will be initiated in two months, says Moily

New Delhi, July 9 (ANI): The Government is working for a national consensus on judicial reforms, and within a couple of months the judicial reforms will be implemented, Union Law Minister M. Veerappa Moily said.

Speaking during the Question Hour Moily said the process had been agonizing and too long and informed members that the government was in the process of preparing a roadmap for judicial reforms.

Moily said that there is no proposal before the government to give reservation in appointment of judges to High Courts and the Supreme Court for the weaker sections of the society. But the government would consciously suggest names of persons from the weaker sections for the consideration of the Collegiums to be appointed as judges in the higher judiciary.

He agreed with the views of the members to bring transparency in judicial appointments.

Moily also informed the members that the Law Commission had suggested in its report that the primacy of the Chief Justice of India and the power of the executive to appoint Supreme Court and High Courts judges should be restored.

The Department-related Parliamentary Standing Committee had recommended that appointment of judges could be entrusted to a wider body other than the Collegiums with representation from both judiciary and the executive, Moily said. (ANI)

India Inc. disappointed with Mukherjee’s budget for 2009-10

New Delhi/Mumbai, July 6 (ANI): India Incorporated on Monday reacted with disappointment to the proposals for Budget 2009-10 introduced by Union Finance Minister Pranab Mukherjee.

It said that Mukherjee had remained silent on key points like the revamp of fuel policy, corporate tax, and the disinvestment roadmap.

The Bombay Stock Exchange (BSE) benchmark Sensex suffered the biggest fall on any Budget day and in the year too by plunging over 869 points on the BSE on concerns at the high fiscal deficit (6.8 percent) set by the Union Budget.

The Sensex, which started coming down soon after the announcement of budgetary proposals, dipped below the 14,000-point level before closing 869.65 points down at 14,043.40, surpassing the hefty fall of 749 points on January 7.

The key index had touched the day’s low of 13,959.44 as all the heavyweight stocks led by Reliance Industries suffered a heavy loss 6.53 per cent. Besides the fiscal deficit, trading sentiment also affected as European stocks dipped to a seven-week low on worries that economic recovery might still be far way off. The 50-share National Stock Exchange index Nifty also tumbled by 258.55 points to 4,135.70, after hitting the day’s low of 4,133.70.

Banking sector stocks suffered the most, losing 8.17 per cent to 7,768.63, as ICICI Bank tumbled by 10 per cent and HDFC Bank by 5.88 per cent among lenders as the Budget did not have measures to open up the industry and on concerns that the borrowing plan will reduce the value of bond holdings, brokers said.

Apart from the fiscal deficit, the other worry for captains of industry was the hike in Minimum Alternate Tax from ten to fifteen percent.

The Nifty also gave a thumbs down to the budget announcements.

Mukherjee left the corporate tax, customs and excise duty structure unchanged. He abolished the Fringe Benefit Tax which was the bugbear of the industry. Also, the deadline for Corporate India’s demand for a rollout of Goods and Services Tax has been set as April 2010.

Scientists call for measures to enable safe design of nanomaterials

Washington, June 21 (ANI): A new research has called for measures to enable safe design of nanomaterials because of the increased likelihood of people coming into direct contact with these materials in recent times.

The recent explosion in the development of nanomaterials with enhanced performance characteristics for use in commercial and medical applications has increased the chances of people coming into direct contact with these materials.

There are currently more than 800 products on the market, including clothes, skin lotions and cleaning products, claiming to have at least one nanocomponent, and therapeutic nanocarriers have been designed for targeted drug delivery inside the human body.

Human exposure to nanomaterials, which are smaller than one one-thousandth the diameter of a human hair, raises some important questions, including whether these “nano-bio” interactions could have adverse health effects.

Now, researchers at UCLA and the California NanoSystems Institute (CNSI), along with colleagues in academia and industry, have taken a proactive role in examining the current understanding of the nano-bio interface to identify the potential risks of engineered nanomaterials and to explore design methods that will lead to safer and more effective nanoparticles for use in a variety of treatments and products.

In a research review, the team provides a comprehensive overview of current knowledge on the physical and chemical properties of nanomaterials that allow them to undergo interactions with biological molecules and bioprocesses.

“What we have established here is a blueprint that will serve to educate the first generation of nanobiologists,” said Dr. Andre Nel, leader of the team.

The review article examines the variety of ways in which nanomaterials interface with biological systems and presents a roadmap of the physical and chemical properties of the materials that could lead to potentially hazardous or advantageous interactions at the nano-bio interface.

A better understanding of the biological impact, combined with appropriate stewardship, will allow for more informed decisions about design features for the safe use of nanotechnology.

“We are committed to ensuring that nanotechnology is introduced and implemented in a responsible and safe manner,” said Nel.

“Based on our rapidly improving understanding of nano-bio interactions, we have done a thorough examination of the literature and our own research progress to identify measures that could be taken for safe design of nanomaterials,” he added.

Anand Sharma suggests global trade solutions to tackle recession

Washington, June 20 (ANI): Union Minister for Commerce and Industry Anand Sharma has called for fair global trade solutions in a bid to end global recession during his meeting with US Secretary of State Hillary Clinton and US Trade Representative Ron Kirk in Washington.

Sharma said India wants the World Trade Organization’s Doha trade talks to resume, as it is important for countries to cooperate and break down trade barriers amid current global economic downturn.

“We are very clear, my Prime Minister, that this Doha process which has been stalled since last year should be resumed and taken to its logical conclusion. It’s not a question of only expectation between two countries, we are talking of a multilateral, rule-based trading system, and it will be important to recall that this round is dedicated to development, that is the core of this process, to correct the infirmities of the structural flaws in the global trading regime as it is, to be replaced by a fair, rule-based trading system which is also taking on board the legitimate aspirations of developing countries, because the flawed system is heavily weighed against the developing countries,” Sharma said.

In July 2008, Doha round of talks collapsed when a dispute arose between Washington and emerging economies – spearheaded by India over proposals to help farmers in poor nations.

The Doha deal is estimated to be worth 150 billion dollars for the world economy and considered even more important now that the world faces its worst economic crisis in decades.

Sharma said India’s offer to host a G-20 summit would help define a roadmap to draw the WTO talks to a conclusion.

CT scans safe, efficient for chest pain diagnosis

Washington, May 16 (ANI): Screening with coronary computerized tomographic angiography (CTA) is a safe and effective way to rule out serious cardiovascular disease in patients who come to hospital emergency rooms with chest pain, according to the first long-term study.

Chest pain is a common and costly health complaint, which makes a large number of patients to reach hospital emergency departments.

Although just five to 15 percent of those patients are found to be suffering from heart attacks or other cardiac diseases, more than half are admitted to the hospital for observation and further testing.

Researchers from the University of Pennsylvania School of Medicine found that CTA streamlines the process and provides a faster, and less expensive way to evaluate which patients have an acute coronary syndrome that require treatment.

“The ability to rapidly determine that there is nothing seriously wrong allows us to provide reassurance to the patient and to help reduce crowding in the emergency department. The use of this test is a win-win,” said lead author Dr. Judd Hollander, professor and clinical research director in Penn’s department of Emergency Medicine.

None of the patients enrolled in the trial after getting a negative scan – a scan showing no evidence of dangerous blockages in the coronary arteries – had heart attacks or required bypass surgery or placement of cardiac stents in the year following their test.

According to the authors, the findings provide a roadmap for how to appropriately and cost-effectively use this advanced imaging technology, which generates lifelike, three-dimensional photos of the heart and the matrix of blood vessels that surround it.

Investigators followed 481 patients who received negative CTA scans for one year after their hospital visit-11 percent of patients were rehospitalized and 11 percent received additional cardiac testing – stress tests or cardiac catheterizations – over the following year.

But, none had heart attacks or needed revascularization procedures to prop open blocked coronary arteries, while one patient in the study died of an unrelated cause during the year.

In earlier studies, it was shown that CTA is both a quicker and less expensive way to screen low-risk chest pain patients than conventional testing methods.

Those studies also showed that CTA helps get patients home faster.

“The evidence now clearly shows that when used in appropriate patients in the ED, we can safely and rapidly reduce hospital admission and save money. It seems time to make a national coverage decision that will facilitate coronary CTA in the emergency department,” said Hollander.

Tallinn – The Organisation for Economic Development and Cooperation (OECD) called on the Baltic state of Estonia Monday to introduce more flexible budgets and to avoid producing another housing bubble.

In its Economic Survey of Estonia 2009, presented in the Estonian capital, Tallinn, the OECD said a collapse in domestic demand had left Estonia “vulnerable to external shocks” and that the main challenge facing Estonian policymakers was “to bring the economy quickly back to trend growth, which is complicated because of past policy commitments.”

The Paris-based organization, sometimes referred to as a club for 30 of the world’s richest countries, came up with four main recommendations for EU member state Estonia.

Estonia wants to become an OECD member despite the small size of its economy and the fact that it is experiencing one of Europe’s deepest recessions. In 2007 it agreed a “roadmap” to membership with the OECD which commits its to a free market economy.

Measures suggested include a medium-term budgetary framework incorporating expenditure ceilings and a fresh approach to the real estate market.

“The favourable tax treatment and credit guarantees of housing loans amplified the housing boom and should be phased out over the medium term,” the OECD report said.

Estonia’s housing bubble burst spectacularly in 2007, contributing to a rapid reversal in the country’s growth figures.

Other suggestions from the OECD included increased business competition a more flexible labour market.

“The labour market has been regulated by a law which contains many elements from the Soviet era,” the OECD claimed.

Estonia won its independence from the Soviet Union in 1991 and became an EU and NATO member in 2004. (dpa)

US envoy meets Palestinian leader in peace bid

US special envoy George Mitchell met Palestinian leader Mahmud Abbas on Thursday amid warnings that peace talks will remain stagnant unless Israel’s new government commits to a two-state solution.

“Until the (Benjamin) Netanyahu government unequivocally affirms its support for the two-state solution, implements Israel’s roadmap obligations and abides by previous agreements, Palestinians have no partner for peace,” top negotiator Saeb Erakat said after the meeting in the West Bank town of Ramallah.

Mitchell emerged from the talks reiterating “the two-state solution is the only solution” and that “a comprehensive peace in the region is in the US national interest.”

The largely right-wing cabinet of Israel’s hawkish prime minister has distanced itself from past governments’ support for the US-backed concept of a Palestinian state alongside Israel, and has called previous agreements into question.

Mitchell and Abbas both “emphasised the shared commitment of the (President Barack) Obama administration and the Palestinian leadership to the two-state solution,” Erakat said in a statement.

The Abbas-Mitchell talks came after meetings in Jerusalem yesterday that highlighted the rift between the United States and Israel over the Middle East peace process.

Israel to set peace agenda in coming weeks, Netanyahu says

Jerusalem – Israel will set its peace agenda in the next few weeks, new Prime Minister Benjamin Netanyahu said Sunday as he opened the first cabinet meeting of his government.

“In the coming weeks we will complete the formulation of our policy to advance peace and security,” he told the ministers at the weekly cabinet session in Jerusalem.

The cabinet, sworn in last Tuesday night, also appointed a 12-man inner cabinet, which will take decisions on political and security matters.

In addition to Netanyahu himself, the forum includes Foreign Minister Avigdor Lieberman, Defence Minister Ehud Barak, Regional Development Minister Silvan Shalom, Intelligence Affairs Minister Dan Meridor and Strategic Affairs Minister Moshe Yaalon, and six other ministers.

The approach the Netanyahu government will take toward peace with the Palestinians is being eagerly awaited, since the premier, while saying that Israel wanted a “comprehensive peace” with the Arab and Muslim world, has refused to explicitly endorse a Palestinian state being set up alongside Israel.

In addition Foreign Minister Avigdor Lieberman has openly rejected the so-called “Annapolis process,” named after a peace conference which laid the groundwork for ongoing Israeli-Palestinian talks to settle the conflict between the sides.

The peace talks, which continued throughout 2008, entered a hiatus late last year when Israel began its election campaign which culminated in the February 10 poll.

However, Lieberman, in a speech when he assumed his duties as foreign minister Wednesday, did say Israel would adhere to the road map peace plan of the quartet of the US, EU, Russia and United Nations, which, like the Annapolis process, has as its final aim the establishment of Palestinian statehood.

But the road map is a performance-based initiative and the new foreign minister made it clear that Israel would not skip over any of the stages to arrive quickly at the end of the process.

Launched amid much fanfare in 2003, the road map quickly ran into a quagmire afterwards, as Israelis and Palestinians accused each other, and the international community accused them both, of not complying with its clauses.

As a first stage, the plan calls on the Palestinians to combat militants and on Israel to freeze all settlement activity and to uproot dozens of settlers’ outposts erected without formal government approval throughout the West Bank over the past eight years.

Lieberman gave as his reasoning for his rejection of Annapolis the fact that the process was never formally ratified by the Israeli government or parliament, whereas the roadmap was.

Madagascar sets presidential election for Oct 2010

Madagascar plans to hold a presidential election in October 2010 to restore democracy after Andry Rajoelina took power last month in a transition branded a coup by foreign leaders.

A roadmap agreed during a two-day conference in the capital Antananarivo envisages changes to the constitution and electoral code this year followed by a parliamentary election next March and then the presidential vote in October.

“The transition will therefore be 19 months rather than 24,” Rajoelina told delegates on Friday. “No one wants to remain president of the state’s (transition) authority for long, but it is a responsibility.”

He had previously pledged to hold elections within two years of his rise to power but foreign leaders have been calling for quick elections to restore constitutional order.

Madagascar has been suspended from the African Union and the Southern African Development Community (SADC). A defiant Rajoelina said this week it was not in the country’s interests to be a SADC member anyway.

The party of former President Marc Ravalomanana boycotted the two-day conference.

“We appeal for mediation from SADC or international forces,” said party member Fetison Andrianirina. “We will seek meetings with those who have different views to us, but that will only happen with international mediation.”

Ravalomanana stepped down after intense pressure from Rajoelina’s supporters and army chiefs. He fled to Swaziland and pledged last month to return to Madagascar soon.

Last week, his supporters held daily protests in the capital. At least 34 people were injured on Saturday when demonstrators clashed with the security forces.

The transition timetable starts with a national conference before June 26 to confirm the provisional roadmap. A new electoral code will be adopted in July followed by a referendum on constitutional changes in September.

Despite widespread international condemnation of Rajoelina’s accession, few donor countries have suspended development aid to the Indian Ocean island where many eke out a living on less than $2 a day.

France, the country’s biggest bilateral donor, on Friday denied reports it was suspending aid. It repeated calls for a return to constitutional rule.

“The change of government in Madagascar two weeks ago did not prompt any suspension of programmes because France did not wish to further penalise the people of Madagascar,” the government said in a statement.

The crisis has scared off tourists and unnerved foreign investors in the booming mining and oil exploration sectors.

Rajoelina said this week his administration was reviewing all contracts with foreign investors because the country was receiving too little revenue from the companies.

These include Total, Rio Tinto and Sherritt International, although their operations were not affected by the unrest because they are located in rural areas.

WTO’s Lamy urges Doha deal to help fight crisis

World leaders should make early efforts to conclude the Doha round of global trade talks as a key part of fighting the economic crisis, the head of the World Trade Organisation (WTO) said on Friday.

In an interview with Reuters Financial Television, Pascal Lamy welcomed a consensus at Thursday’s G20 summit to avoid protectionism and an agreement to support global trade flows with 250 billion euros ($334 billion) worth of finance measures.

“It is a very positive response,” Lamy said. “Implementation now is something we will be watching,” he added of guarantees and other measures aimed at encouraging importers and exporters to help reverse a sharp drop in trade.

“The important thing is that there is, as in other areas of the G20 work yesterday, convergence, unanimity on the view that in order to respond to this crisis, trade must remain open.”

Lamy said he hoped for a prompt drive to kickstart the stalled Doha trade round. But he added it was too early to say when progress could be made, noting that India has elections this year and the new U.S. administration needed to fine-tune its position.

“It will be good if political reengagement was to take place before the summer break,” he said. “The overall direction, political roadmap is that these talks … should be concluded as part of the overall response to the crisis.”

Lamy noted the risk of recession leading to protectionism.

“There has been a bit of a slippage by a number of (countries) … For the moment nothing that will have a really big macro-economic impact on trade flows, but the danger is there,” he said.

US House, Senate approve 2010 budget outline

Washington, April 3 (DPA) US lawmakers Thursday approved a $3.5-trillion budget outline for 2010 that closely mirrors President Barack Obama’s priorities for the country.

The vote in the House of Representatives was 233-196, largely along party lines, and came after weeks of polarising debate that exposed deep differences between majority Democrats and opposition Republicans over how to resuscitate the US economy.

The Senate voted 55 to 43 on a slightly different version of the 2010 budget proposal, which will require lawmakers from both chambers to forge a compromise in the coming weeks.

Senate majority leader Harry Reid said that the ‘responsible’ budget ‘will start cleaning up the mistakes of the past and make critical investments in our future’.

The budget outline, which is non-binding and serves as a guide for lawmakers, includes middle-class tax cuts and spending on education, energy, health care and the financial sector that Obama has said is key to the long-term health of the US economy.

‘The Senates budget reflects the fundamental priorities proposed by President Obama and recognises that we cannot recover unless we make health care and education better and more affordable and reduce our reliance on oil,’ Reid said.

‘Staying true to these priorities will help turn around the economy for the many Americans who are underwater right now. But we won’t settle for simply getting back to sea level – we will to prosper once again,’ he added.

The White House issued a statement calling the House vote ‘another step toward rebuilding our struggling economy’.

In the statement, President Barack Obama, who spent Thursday at the G20 summit in London, was quoted as saying: ‘By making hard choices and challenging the old ways of doing business, we will cut in half the budget deficit we inherited, within four years.’

Republicans charged that Obama’s plans raise the US deficit to dangerous levels and have countered with their own version, pledging tax cuts across the board, incentives for business and a spending freeze over the next five years in all areas except defence.

John Boehner, the top Republican in the House, slammed the Democratic budget as a ‘roadmap to disaster’.

Astronomers chart most accurate map of galaxies in our region of universe

Sydney, April 3 (ANI): An international team of astronomers has completed the most accurate map of hundreds of thousands of galaxies in our region of the universe.

According to a report by ABC News, the map, charted by Australian, British and American astronomers at the Anglo Australian Observatory in Coonabarabran, New South Wales, shows where galaxies are, in respect to each other, and to our own.

“Because of course we are looking into space, space is three dimensional and so really to look at this or we look at this map in a computer, we have to fly through the space between the galaxies, so we have to think of it as three dimensional space rather than a 2D roadmap,” said Dr Heath Jones from the Anglo Australian Observatory.

Previously, much astronomical energy was spent trying to find the most far out objects in the universe.

In this project, astronomers looked a little closer home. According to Jones, they looked at the nearest 100,000 galaxies or so.

“The galaxies just aren’t uniform. They are scattered throughout the universe,” he said.

“What we find is that they tend to clump and cluster together. So, you’ll get galaxies clustering along nice delicate filamentary chains,” he added.

“You get some galaxies that will congregate in their clusters and you will get clusters of galaxies collecting in super clusters of galaxies, so the universe that we see is really quite structured,” he further added.

According to Dr Jones, the galactic neighbourhood census also confirmed the theory that the universe will keep on expanding rather than eventually collapse under its own gravity.

“One of the things you see with this survey is the galaxies are all getting further apart from each other and that is the well known expansion of the universe,” he said.

“But, in particular with this survey, we are able to analyse the very individual motions of the galaxies on top of that – what we call the peculiar motions of the galaxies,” he explained.

“That is one of the strengths of this survey. We are able to look at many more peculiar motions of galaxies than has been done before,” he added. (ANI)
