UPDATE 1-Enel sees Russia earnings up 5 fold by 2014

MOSCOW, July 6 (Reuters) – Italian power group Enel SpA (ENEI.MI) sees earnings at its Russian unit OGK-5 (OGKE.MM) growing five-fold by 2014 amid favourable market conditions, it said in a presentation on Tuesday.

The company, which has a 55.86 percent stake in OGK-5, said the unit’s earnings before interest, tax, depreciation and amortisation (EBITDA) would rise to 471 million euros ($632 million) in 2011 from 184 million in 2009.

It added OGK-5′s EBITDA was forecast to reach 1.08 billion euros in 2014, while reiterating a pledge to invest around 1 billion euros in the company over a five year period.

“Market fundamentals are favourable (in Russia) especially when compared to the rest of the world,” head of the international division Carlo Tamburi told an audience of analysts in the Russian capital.

Russia’s power industry has been overhauled by a major liberalisation programme over the past decade. Enel and Germany’s E.ON AG EONG.DE took control of OGK-5 and OGK-4 (OGK4.MM), respectively.

UPDATE 1-Origo buys stake in Chinese tyre recycling company

LONDON, June 25 (Reuters) – China-focused private equity firm Origo Partners (OPP.L) will spend up to $6.65 million buying a stake in a Chinese recycling company, making its third investment in the region since raising $30 million to fund such deals.

London-listed Origo said on Friday it would spend $3 million acquiring a 10.5 percent stake in Jinan Eco-Energy Technology which designs and operates recycling systems that convert scrap tyres and plastics into fuel oils.

It also has an option to raise its interest to 20 percent at an additional cost of $3.65 million.

“We expect that recycling plants based on Eco-Energy’s technologies will be processing in excess of 100,000 tonnes of scrap tyres and waste plastic per annum by end of 2011 with significant future potential for growth given the estimated 4 billion tyres in landfills around the world,” Origo Chief Executive Chris Rynning said in a statement.

Origo raised $30 million from investors through a share placing earlier this month with a view to investing in China’s mining, agriculture, renewable energy and telecoms sectors. [ID:nLDE65A075]

Brit professor to outline his vision for a renewable energy powered UK

Washington, June 11 (ANI): A University of Nottingham professor is set to go public with his vision for a UK powered completely by renewable energy by 2030.

Professor Seamus Garvey, of the University”s Department of Mechanical, Materials and Manufacturing Engineering, will deliver the Scaling Up Renewables open lecture on June 15 in the Coates Road Auditorium, University Park Campus.

He will speak on the potential of vast floating offshore ”energy farms” off the UK coastline, which could produce ”green” electricity at a fraction of the cost of its nearest competitors.

Professor Garvey said: “Imagine for a moment that renewable energy was the cheapest way to source power and that this power could be dispatched on demand. Imagine further that the landscape did not have to be blighted by man-made structures to gather that power.

“The impact on the world would be profound: secure low-cost energy supplies for most countries, reduction in the environmental assault that is most mining and oil/gas extraction and some hope of curtailing climate change not dependant on politics.”

He added: “I will be ending the lecture with a challenge for my audience of engineers – can they find any errors in my reasoning and is there anything within the laws of engineering that would prevent us from developing this technology at this scale? Pakistan must stop supporting terrorism for talks to succeed: Farooq Abdullah

New Delhi, June 4 (ANI): Union Minister for New and Renewable Energy Dr. Farooq Abdullah has asked Pakistan to stop supporting anti-India militant groups if it wants the Indo-Pak dialogue to succeed.

Talking to reporters here on Thursday, Abdullah said: “Controlling terrorist activities by Pakistan would benefit both countries immensely, as militant infiltration is on the rise since the beginning of the year.

“The biggest thing is to stop terrorism first. Only then will any talk with India become successful. Unless terrorism is stopped, all talks will be ineffective,” he added.

He also expressed happiness over the resolution of the Baglihar Dam dispute.

“There was a lot of commotion regarding the Baglihar issue which has been resolved now. They have agreed to Uri project (River projects). The other project, which we are making at Kargil, they have accepted that as well. Gradually, things will become better,” he said.

Members of India- Pakistan Permanent Indus Water Commission recently held talks on issues relating to the distribution of Indus waters, as Pakistan had earlier raised objections to India”s Baglihar and other water storage projects. (ANI)

58 per cent willing to accept LoC as permanent border

Jammu, May 28 — A myth has been exploded that the people in Kashmir were against making Line of Control as permanent border between two parts of Jammu and Kashmir. A survey by a UK based think tank has discovered that 58 per cent of the people were in favour of that.

Those surveyed on either side of the 744-km LoC that divides the Himalayan state between India and Pakistan said that the LoC be made a permanent border, but with lot of relaxation on the borderline. Robert Bradrock, a visiting senior research fellow at King’s College, London in his study, “Kashmir: Paths to Peace “for Chatham House, where he works as an associate fellow, that a majority of the people were in favour of the LoC being made permanent border.

“Overall, a majority of the total population, 58 per cent were prepared to accept the LoC as a permanent border if it could be liberalized for people and/or trade to move across it freely, and a further 27 per cent were in favour of it in its current form.” This survey vindicates Kashmir leaders like Union Minister for New and Renewable Energy Farooq Abdullah, who since 1990s has been advocating the line.

He has been pleading for making the LoC as a permanent border. Farooq’s argument all along has been that “converting the LoC into a permanent border was the best solution to Kashmir crisis.

” It had also formed a critical part of former Pakistan president Pervez Musharraf’s four point formula on Kashmir-making the borders irrelevant. Prime Minister Manmohan Singh had proposed of LoC merely a “line on the map”.

The study which addressed a series of questions, including the approach of the people of this state toward becoming independent, joining India or Pakistan, found out from among 3,774 respondents on both sides of the LoC..

SAARC should adopt cooperative approach to tackle issues: Bashir

Bhutan, Apr 26(ANI): Pakistan Foreign Secretary Salman Bashir has said that south Asian countries should adopt a regional cooperative approach to effectively tackle its water issues.

Addressing the 37th session of the Standing Committee of the South Asian Association for Regional Cooperation (SAARC) here, Bashir said South Asia was a water-stressed region and should use the approach to address the issues of glacier melting, watershed management and pollution on an urgent basis.

He emphasized that SAARC should give priority to poverty alleviation, and through effective implementation of the SAARC Social Charter, they should achieve their goals in various countries, The Daily Times reports.

Dwelling on the energy issues, Bashir said that Pakistan supported the proposal to strengthen the SAARC Energy Centre, implementation of proposed projects aimed at providing energy efficiency and support on renewable energy. (ANI)

I am not Modi”s saviour: Farooq Abdullah

New Delhi, Apr 21 (ANI): Union New and Renewable Energy Minister Farooq Abdullah on Wednesday rubbished reports that he is backing beleaguered Indian Premier League (IPL) Commissioner Lalit Modi.

Interacting with scribes here, Abdullah said he was not Modi’s ”saviour” or his ”hangman” as was being speculated in a section of the media.

“I am neither his (Modi”s) hangman nor a saviour. There have been charges levelled against Modi, he will answer to them,” Abdullah said.

“The Government of India has also set up an enquiry committee, their report will be given and the truth will be come out. Dr Tharoor has also asked for an inquiry to clear his name,” he added.

Abdullah further said that as a member of the IPL he too wants to know what has actually happened.

“Till all this happens, how are you going to do anything about it? Why do you call Farooq Abdullah as Modi”s saviour or his hangman? Farooq Abdullah, like any other IPL member wants to know the facts. And once the facts are clear we will know exactly what decision to take,” he said.

Abdullah claimed that he had no inside knowledge about the IPL controversy.

“Unless we meet, we have a talk about it and hear from them what is the situation, I cannot comment. This is all speculation,” he said.

Commenting on whether Modi was being unfairly targeted because of his success with the IPL, Abdullah said: “It is an old Indian habit to try and pull down someone who is going up.”

He demanded that the government to give Modi a fair chance to explain his role.

“Give him a chance to explain himself, which he will do before the Government of India and the BCCI and IPL. If he has committed a mistake, he should go,” Abdullah said.

As of now, Modi is facing the axe after apparently having lost the backing of the Board of Cricket Control in India (BCCI).

Rumors are running thick in sporting circles that Modi may exist the IPL when the IPL Governing Council meets in Mumbai on April 26.

Modi may be asked to quit voluntarily.

The Government”s crackdown on the IPL intensified on Wednesday, with the Enforcement Directorate registering a case against IPL teams under the Foreign Exchange Management Act (FEMS) to conduct an open inquiry into transfer of foreign funds.

Meanwhile, as many as eight investigation wings of the income tax department have also spread across the country to probe the source of IPL funds and obtain financial details from various stakeholders in the IPL from across the country. (ANI)

New and Renewable Energy Minister and President of JKCA Farooq Abdullah said: “With this tournament the officials of JKCA will get a chance to evaluate the budding players. We are trying to expand JKCA for improving the game in the state.”

“This is a very nice step taken by the president of JKCA to improve the game in the region. The tournament will provide a boost to all players,” said Abid Nabi, a cricketer.

Chipmill defends biomass power plans

A New South Wales South East woodchip provider has refuted criticism by a State Greens MP about its proposed biomass power plant.

South East Fibre Exports plans to use chipmill timber waste from its Eden operations to generate electricity in a 5.5 megawatt plant.

Greens MP John Kaye says the project lacks environmental and economic credibility, and is not an acceptable method of renewable energy.

But chipmill spokesman Vince Phillips says biomass power is endorsed world-wide.

“I think you can look just about anywhere in the world, and renewable energy from biomass power is accepted as one of the mainstream responses to producing base-load electricity from renewable sources,” he said.

“That is happening right through Europe, North America, everywhere you would like to name.

“He is really saying that in South East New South Wales we have got to be different. We are not different.”

He says Mr Kaye has become a source of chronic misinformation in state parliament.

Belgium Prince to strengthen bilateral ties with India

New Delhi, Mar 22 (ANI): Belgium Prince Philippe has arrived in India eyeing upon strengthening the bilateral ties between the two nations.

Prince Philippe, who arrived here on Saturday along with Princess Mathilde and Deputy Prime Minister and Foreign Minister, Steven Vanackere, will visit Mumbai and Pune.

Prince has come to India with a large mission and two countries are expected to sign around 28 agreements during his current visit.

This is the fourth such Belgian trade and industry delegation visiting India.

The economic mission is multi-sector with clusters in automobile, aeronautics, transport infrastructure, clean technology and renewable energy, bio-pharma, audiovisual and diamonds.

Belgium has emerged as one of India”s most important trading partners in the European Union (EU).

Belgium is presently India”s third most important European trading partner. Total bilateral exports between both the countries exceeded 8.8 billion Euros in 2008.

Trade in gems and jewellery constitutes about 75 percent of the bilateral trade.

Belgium has emerged as the 21st largest investor in India and the 9th largest within the European Union.

Belgium is the prime logistical hub for Indian goods traded with Europe. A number of Belgian firms are involved in development of infrastructure for ports, roads and railways in India.

Redmond encouraged by poll predictions

Tens of thousands of South Australians are casting their vote in today’s state election, with Opposition Leader Isobel Redmond tipped to claim one of the most remarkable election victories in Australian political history.

But South Australian Premier Mike Rann says he is feeling confident despite Newspoll data indicating the Labor Party is headed for an election defeat.

The poll published in The Australian suggests there is virtually no chance of Mr Rann’s Government retaining the numbers to rule in its own right, despite Labor’s record 10-seat majority.

The Liberals are ahead of Labor 52 per cent to 48 on a two-party preferred basis, and need to win 10 seats to govern in their own right. Labor only needs to lose a net five seats to lose its majority.

Once the most popular premier in the country, Mr Rann has taken a beating in the lead-up to the election, with many people now preferring Ms Redmond as leader of the state, even though she has only been Opposition Leader for eight months.

Mr Rann voted in the marginal seat of Norwood this morning and says he is confident, but believes it will be a tight result.

“I feel really positive. I feel really positive about our state,” he said.

“I’m sure that what we’ll see tonight is a very, very close finish, it could be a very long night.”

He says the Liberals’ campaign has fallen apart in the last few days because of mistakes over their costings.

“That shows us how incredibly phoney the Libs have been in their costings; they hope they can slide their way into Government,” he said.

“South Australia has a good story to tell, what we want to do is finish the job we’ve been elected to do and get this state moving ahead and that’s exactly what’s happening.”

‘Not surprised’

Mr Rann says he is not surprised by the Newspoll data, and in his final appeal to voters, the Premier asked them to think more about what his Government had achieved.

“In so many areas like renewable energy and the fact that we’ve got the lowest unemployment of any state in the country, and also are we in a better position for the future to take the next step up,” he said.

“And I also hope they’ll ask themselves who is best-equipped to keep our economy moving forward, to keep the jobs growth going, to keep winning the projects, to keep securing the contracts, and to get the best deal from Kevin Rudd and his Government.

“My appeal to people is to allow us to finish the job, to complete the mission which is transforming our state to become much more confident, much more vibrant, and to keep the jobs growth going.”

‘Ready Redmond’

Ms Redmond cast her vote flanked by supporters at Stirling this morning, and said she was hopeful of polling well.

“I’m never, ever confident coming into an election but certainly it’s encouraging,” she said.

“It seems to me to indicate that there is a mood for change in the electorate.”

Ms Redmond said she spent last night having a relaxing dinner with friends and would today take time to thank her volunteers.

“I think I’ve run my race but there’s a lot of people out there, volunteers, who’ve put up their hands to work all day and they’ve put up posters, they’ve done all sorts of things over the last few weeks,” she said.

“I’ll probably spend a good part of the day travelling around trying to thank them.”

The Liberals have thrown their weight behind Ms Redmond with the campaign theme of “Redmond is ready”.

Campaign hiccups

But the final week of campaigning has had some hiccups for the Liberals, with former deputy leader Vickie Chapman initially refusing to rule out challenging the leadership, and Shadow Treasurer Steven Griffiths admitting to the Financial Review that some of their financial estimates were spin.

Despite those problems, Ms Redmond says she hopes voters consider broader issues as they walk into the booths today.

“What we want to do is recycle storm water – the Government seems to have a problem with that, although they seem to forget that we all drink storm water all the time,” she said.

“We want to rebuild the Royal Adelaide Hospital, save all that money, and put that into other health services.

“We want to have an independent commission against corruption. We want to maintain Glenside as a dedicated mental health facility.

“Probably for the first time in 20 years the two sides of Liberal and Labor present completely different policy alternatives and the voters have a very clear choice.”

Ms Redmond denied there were blowouts in the party’s costings of its promises, saying the Liberals would be able to pay for their promises.

“We’ve had Horvis, a major national firm, do the assessment of those costings and we believe that we are not only solid on those, but we are very much in a position to produce the things that we’ve said that we can produce and bring our budgets back into surplus,” she said.

Hung parliament

Flinders University Associate Professor of Politics Haydon Manning says a hung parliament is still a distinct possibility.

“It’s certainly an election that’s a lot closer than many of us predicted only a few months ago,” he said.

“It does appear though that Labor may have clawed back enough to govern in their own right with a very slender majority.

“I guess it rests very much in the minds of the swinging voter as they approach the polling booth.”

Climate change report sparks renewable energy push

A Latrobe Valley environmental group says a report by two leading science agencies justifies a push to phase out coal-fired power.

The report by the CSIRO and the Bureau of Meteorology says Australia is experiencing climate change, with more extremely hot days and fewer cold ones.

The report also states it is very likely climate change is connected to increases in carbon dioxide produced by human activity.

Daniel Caffrey from the Victorian-based Latrobe Valley Sustainability Group says Australia must shift away from coal-fired power.

“Any credible politician must have some view on how we are going to phase out our old electricity and ways of doing things, production and getting into renewable energy as quickly as we can,” he said.

Study considers hydro plant feasibility

A $4 million feasibility study is underway into the viability of a hydro power plant at the Burdekin Falls Dam in north Queensland.

Derek Hannigan from Stanwell Corporation says a proposed station at the site could pump 125,000 megawatts of green power back into the north Queensland electricity grid.

He says if successful, the project would support the State Government’s renewable energy plan.

“Thirty-six megawatts is making a reasonable contribution to their plans,” he said.

“There is actually limited opportunities for hydros left in Australia.

“This is probably going to be one of the last ones of this scale that we’ve been able to identify in Queensland.”

The study will be completed over the next 18 months.

Mr Hannigan says if the project goes ahead, the power station could be constructed within the next three years.

Cabinet on Thuresday, 19th November 2009 approved the Jawaharlal Nehru National Solar Mission, with an aim to reduce dependence on fossil fuels as source of energy.

The mission aims to feed 20,000 MW to the national grid by 2022, with an initial investment of Rs 4,337 crore.

Speaking to newspersons after the Cabinet briefing, the Minister for Information and Broadcasting, Ms Ambika Soni, said: “The Cabinet has sanctioned Rs 4,337 crore for the initial activities in this regard. The mission will be implemented in three phases.”

For buying power from solar project developers, the Government has designated NTPC Vidyut Vyapar Nigam Ltd as the nodal agency for reaching power purchase agreements.

It would then sell it to State utilities which would be credited against the compulsory renewable energy purchase targets.

These targets are set by the respective State Electricity Regulatory Commissions.

China’s carbon emissions may peak around 2030

New Delhi, August 18 (ANI): A panel of experts have determined that China’s carbon emissions output could peak around 2030 if the government continues to be serious about “strengthened measures” to improve energy efficiency and if it accelerates exploration of renewable energy.

According to the panel from the National Development and Reform Commission and the Development Research Center of the State Council, with the right policies, emissions growth could slow after 2020, with a peak around 2030.

This is the first time a Chinese think-tank has officially announced when it thinks China’s carbon emissions will peak.

The international community has closely watched the country’s carbon emissions curve because China and the US are the top two carbon emissions countries in the world.

The panel has advised China to invest significantly in low-carbon technology research and development, saying the strategy of developing such technology is “a stone killing two birds”.

“Only by using advanced low-carbon technologies can China’s greenhouse gas emissions peak around 2030; otherwise, the peak will be delayed and we don’t want to see the latter scenario,” said Jiang Kejun, a leading economist of the panel.

If the peak happens around 2030, the huge investment in low-carbon technologies could keep China’s economy growing at a fast pace and make China a global leader in cutting-edge technologies.

“I think China will become a major supplier of nuclear, wind and hydropower technologies and electricity transmission by 2030,” said Jiang. “And that should be a strategic goal for the Chinese government to pursue,” he added.

If China can achieve these goals, by 2050, its carbon emissions from fossil fuel “could fall to the same emissions levels as in 2005 or even lower”, the report said.

Jiang said that the Chinese government has been “on the right track” in making policy decisions to develop low-carbon technologies as new economic growth engines while countries worldwide are working on a plan by October to replace the Kyoto Protocol, which is set to expire in 2012. (ANI)

Cabinet ministers from Kashmir take charge

New Delhi, May 29 (ANI): National Conference (NC) chief Farooq Abdullah assumed charge of the New and Renewable Energy Ministry here on Friday.

Addressing reporters after assuming charge, Abdullah rubbished claims that he was unhappy with the ministry that he had been allotted.

He described the ministry as the biggest challenge that he was facing, as in times to come, there would be a paradigm shift from conventional energy to renewable energy.

“It is not an ordinary ministry, if you come to think of it. There was no question of being sad or sorry. I am very happy that I have got a challenge to face,” he added.

He said he would go to the people, especially to students in universities and spread awareness about the nature of work, his ministry was undertaking, and encourage them to take up research oriented careers in the field of new and renewable energy.

Senior Congress Party leader Ghulam Nabi Azad also took charge of the Ministry of Health and Family.

Azad expressed happiness over being given an opportunity to work for people in the health sector.

Outlining his priorities, he remarked that the implementation of the National Rural Health Mission would top his agenda as Health Minister.

“My priority in the ministry would be to implement the National Rural Health Mission in letter and spirit. This cannot be done sitting here in the health ministry. I would in every six months sit with the State Government and review the situation,” said Azad. (ANI)

Business leaders call for emission reductions at climate meeting

Copenhagen – Some 700 business leaders meeting in Copenhagen on Tuesday capped a three-day meeting by adopting a call for “bold targets for emissions reductions by 2020 and 2050.”

The targets were needed to prevent “the global average rise in temperature to a maximum of 2 degrees Centigrade compared to pre- industrial levels,” which would pose a serious threshold according to climate researchers.

The statement mentioned the need to introduce “effective measurement, reporting and verification of emissions performance by business.”

The three-day meeting took place in Copenhagen that in December is to host United Nations’ key climate talks where countries are to seek to make proposals on the reduction of CO2 emissions.

Speakers included UN Secretary General Ban Ki-moon, former US vice president and Nobel Peace Prize laureate Al Gore and Jose Manuel Barroso, president of the European Commission.

In his remarks Monday, Barroso underlined that the public sector alone cannot tackle climate change and said renewable energy could provide new jobs and business opportunities.

The wording of the final document was not sufficient, according to the British charity Oxfam. (dpa)
