Advani’s meeting with RSS chief ends

New Delhi, Aug.29 (ANI): Leader of Opposition L.K. Advani’s nearly two-hour-long meeting with Rashtriya Swayam Sewak Sangh (RSS) chief Mohan Bhagwat ended on Saturday a short while ago.

Sources, however, did not reveal what had been discussed at the meeting.

Advani had arrived at the RSS’s Delhi headquarters – Keshavkunj – at around 3 p.m. for a meeting with Bhagwat.

The meeting took place amid reports that the RSS has readied a succession plan for the BJP, a plan that could facilitate an end to the internal crisis ravaging the party’s rank and file. However, BJP spokesperson Prakash Javadekar told reporters at a press conference that no succession plan has been discussed.

The RSS is believed to have told the BJP leadership to set its house in order. In a sign that this is being given serious thought, top brass of the BJP met at Advani’s residence this morning for about two hours and briefed him about their discussions with Bhagwat on Friday.

Senior Bharatiya Janata Party leader and Deputy Leader of the Opposition in the Lok Sabha, Sushma Swaraj had joined other party colleagues – Arun Jaitely, Ananth Kumar and M.Venkaiah Naidu at the residence of Advani to reportedly discuss a viable succession plan.

It is reliably learnt that though there are no immediate changes in the top leadership, a succession plan is being readied after discussions with the RSS on Friday night.

Sources said that the RSS has firmly asked BJP leaders to end infighting in the party and reach a consensus on a new party chief.

The decision to call Jaitley and Swaraj together to a meeting at the RSS headquarters is seen as very significant, as they are the leading contenders for the party leadership, sparking speculation that a power-sharing arrangement might have been arrived at.

Jaitley looks the front-runner for the party chief”s job while Swaraj is tipped to take over from Advani as Leader of Opposition. If implemented, the party could see Naidu becoming Leader of Opposition in Rajya Sabha, a post currently held by Jaitley.

The RSS has felt that if the factionalism is not quickly resolved, the issue could prolong till the end of the year. (ANI)

Delhi HC seeks CBI’s response on legality of summoning Buta Singh

New Delhi, Aug 26 (ANI): The Delhi High Court on Wednesday sought response from the CBI on a petition filed by Buta Singh accusing the agency of illegally summoning him for questioning in connection with a multi crore corruption case.

Buta Singh, who holds a post of Cabinet rank, argued that the agency couldn’t question him without taking mandatory sanction from the Centre.

On this, Justice Geeta Mittal issued notice to the CBI and asked it to file its reply by Monday.

After accepting the notice, Advocate Harish Gulati, appearing for CBI, said he would take instructions from the agency on whether sanction was taken or not before summoning Singh.

Buta Singh’s son Sarabjot Singh was arrested by the agency on July 31 for allegedly demanding a bribe of three crore rupees from Nasik-based contractor Ramrao Patil.

Earlier, Buta Singh had stated: “Latest attack (by CBI) is an attempt to kill my whole political life and my political future.”

Patil had allegedly taken a loan of around 10 crore rupees from a cooperative society on behalf of over 100 persons from the Dalit community.

He allegedly pocketed the money following which a case was registered against him. (ANI)

Army adopts new promotion policy for Major. Generals, Lt.Generals

New Delhi, Aug 20 (ANI) : The Indian Army’s new promotion policy restricts officers of the rank of Major General and Lieutenant General, to handle either administrative duties or lead troops in operational formations.

Under the policy, staff stream officers will perform only administrative tasks, while command stream officers will get to lead troops in field formations.

Officers in the respective streams would, however, get no opportunity to change streams while moving up the career ladder. Also, the promoted officer would be allotted a stream on a pro-rata basis keeping in view the availability of staff and command posts at any given point of time.

According to the new policy, a Major General, once selected into staff stream, would take up posts such as Chiefs of Staff of a Corps or a Command Headquarters, or head an Area Headquarters, which are administrative posts.

The new policy coming into effect on the basis of recommendations made by the Ajai Vikram Singh Committee (AVSC).

The Indian Army has created 75 additional Major General posts and 20 Lieutenant General posts as per the recommendations of the committee in December last year.

The policy was first implemented for 15 Major Generals, who were promoted to Lieutenant General rank in January this year.

The new policy, which was adopted by the Army was first mooted in 1980 by former army chief General K Sundarji. (ANI)

Clinton meets Obama, discusses release of two American journalists

Washington, Aug.19 (ANI): Former U.S. President Bill Clinton went to the White House on Tuesday and briefed incumbent Barack Obama and his top aides about his recent trip to North Korea, which resulted in the release of two American women journalists-Laura Ling and Euna Lee.

According to the New York Times, the 40-minute session took place in the White House Situation Room. Before the meeting, Clinton spoke to the president by phone and briefed his national security adviser, Gen. James L. Jones.

The paper said that the meeting was rich in symbolism. The president invited Clinton to the Oval Office to talk further.

The White House said little about what the men discussed, beyond noting that Obama had wanted to thank Clinton for winning the release of Ling and Lee.

The paper also revealed that Clinton’s visit to North Korea would not have materialized had not been for the role played by veteran North Korean hand and intelligence officer, Joseph R. DeTrani.

DeTrani is the government’s senior officer responsible for collecting and analyzing intelligence on North Korea. His efforts to pave the way for Clinton’s visit offer a glimpse into how the administration was forced to use unorthodox methods to overcome the lack of formal communications between Washington and Pyongyang.

The visit was arranged under a veil of secrecy with the help of De Trani, who has spent much of his career trying to unlock the mysteries of North Korea.

His role in the whole episode allowed Clinton to land in Pyongyang on August 4 to win the release of two imprisoned American journalists.

Clinton was determined not to extend a public-relations coup to North Korean dictator Kim Jong-il, who feted him over a long dinner that night, even proposing to stay up afterward.Kim was flanked by two longtime aides – a surprise to Americans who had suspected that both men had been pushed aside – and he gave no hint that North Korea was in the throes of a succession struggle, despite the widespread questions over how long he might live.

Kim expressed a desire for better relations with the United States. De Traini and John Podesta, a trusted adviser to him and Obama, assisted Clinton.

The details about Mr. Clinton’s visit came from interviews with multiple government officials, who spoke on the condition of anonymity because they were not authorized to speak publicly.

Before taking the job of North Korea mission manager in the Office of the Director of National Intelligence in 2006, DeTrani served in the State Department as the special envoy to the six-party talks with North Korea, holding the rank of ambassador.

In that job, he got to know key North Korean officials, including Kim Kye-gwan, the chief nuclear negotiator, who greeted Clinton. DeTrani also worked with David Straub, a former head of the State Department’s Korea desk, who was a member of Clinton’s delegation.

More than anything else, Clinton’s visit served to clear up some of the shadows surrounding Kim Jong-il’s health.

The former American president did not engage in a substantive discussion about North Korea’s nuclear program. Nor did the North Korean leader give Clinton any indication that his nation would relinquish its nuclear ambitions – a condition the United States has set for resuming negotiations, officials said. What makes a great footballer

Washington, June 29 (ANI): A new study has divulged into the secrets of what makes a great footballer.

While most fans are in awe of what football players can do with a football, the source of their remarkable skill remains strangely mysterious, with speculation rife that there must be something else than just physical training that makes average players like professionals.

Now, scientists from the University of Queensland, Australia, have decided to study what this “something else” might be.

According to Dr. Robbie Wilson, this type of research may have applied outcomes for football clubs.

“Our analyses suggest that unambiguous metrics of a player’s skill components should be used to help in the selection and identification of new talent. Our studies could help to streamline selection criteria and efficiency by providing a rank ordering of individuals based upon competitive one-on-one tasks,” he said.

“In addition, the relative importance of each type of skill component could be tailored to each player’s position and the club’s immediate and future requirements,” he added.

As part of the study, members of the semi-professional University of Queensland Football Club (UQFC) were recruited as experimental subjects, and they were made to compete against each other in one-on-one “football tennis” games, which require very similar athletic and skill sets to that required for regular football games.

In parallel, the same players were evaluated for overall athleticism and skill in sixteen different tasks.

“There was no evidence of any correlations between maximal athletic performance and skill”, explained Dr. Wilson.

“Our studies suggest that skill is just as important, if not more important, than athletic ability in determining performance of complex traits, such as performance on the football field,” he added.

Interestingly, the researchers are hoping that focusing on footballing ability in humans will also provide them with insight into the role that individual skills play in other species, for example during aggression, prey capture or escape from a predator.

“To develop an understanding of the evolution and function of complex performance traits, we need to investigate the role of individual skill,” said Dr.Wilson. (ANI)

New cabinet ministers take charge of their offices

New Delhi, May 29 (ANI): Newly inducted ministers took charge of their offices in different ministries on Friday.

Former United Nations diplomat and writer Shashi Tharoor, who was appointed as the Minister of State in the Ministry of External Affairs, said he would work towards strengthening India’s place in the world.

“India’s place in the world is of great importance. India has had an honoured place in the world. I wish to make my own contribution to strengthening that very honoured place,” said Tharoor.

Preneet Kaur also took charge as Minister of State in the Ministry of External Affairs along with Tharoor.

Jairam Ramesh, who took charge as the Minister of State (Independent Charge) of the Ministry of Environment and Forests, is also expected to play a crucial role keeping in view the negotiations on global warming which are on agenda later this year.

Meanwhile, Kapil Sibal took charge of the Ministry of Human Resource Development. Petroleum Minister Murli Deora and Minister of State for Petroleum Jitin Prasada also took charge of their offices.

Fifty-nine new ministers including 14 of the cabinet rank were sworn-in by President Pratibha Patil on Thursday.

Prime Minister Manmohan Singh was successful in bringing the key allies to his new government.

Singh’s new Council of Ministers includes 59 from the Congress and 19 from five allies- seven each from the DMK and the Trinamool Congress, three from the Nationalist Congress Party and one each from the Muslim League and the National Conference. (ANI)

Australia must engage India more in wake of Singh’s enhanced authority

Melbourne, May 21 (ANI): There can hardly be a friend of India anywhere who does not rejoice at the electoral success of Dr. Manmohan Singh, the former Cambridge economics don.

The Kevin Rudd Government must swiftly take advantage of the new situation in India, reports The Australian.

Singh’s Government will be stronger on economic reform, though it is unlikely to move at dizzying speed. But Singh has identified energy and education as the two great blocks to Indian development. The nuclear deal addresses energy, but there will be much more liberalisation in the energy sector to come. It’s also likely that foreign universities will ultimately be allowed to establish campuses in India, both of which are obvious opportunities for Australia.

Rudd had planned to go to India in January, but Singh had a heart attack. Both Rudd and Foreign Minister Stephen Smith are determined to put India in the front rank of Australia’s foreign relations. Rudd is sure to visit India soon, says the paper.

Meanwhile, Indian and US intelligence agencies have concluded that a part of the Pakistani state that lent some support to the terrorists who attacked Mumbai last November, did so for a very specific reason, internal to Pakistan.

The Pakistani military was so desperate to escape US pressure to fight the Taliban in their northwest that they wanted to provoke a limited Indian military reaction. This would have justified abandoning the fight against the Taliban and rushing troops back to the Indian border.

The relevant intelligence agencies, including our own, further conclude that a further Pakistan-originated terrorist outrage after Mumbai would have virtually forced an Indian military response of some kind, even just a strike at terrorist training facilities in Pakistan.

Only the measured, moderate, mature leadership of Singh and his senior colleagues kept India calm in the face of the Mumbai outrage.

Now that Singh’s authority is massively enhanced, the dynamics have changed. One of the few good elements in the regional geo-strategic equation that we can rely on is steadiness in Indian policy, The Australian claims.

According to the paper, Singh stands now as one of the greatest statesmen in Asian history. He is the first Indian Prime Minister to serve a full term and win re-election since 1961. He has brilliantly expanded India’s centre, marginalizing both its Left and its Right. (ANI)

New Delhi, May 21 (ANI): The Indian National Congress and the Dravida Munnetra Kazhagam (DMK), which is in power in Tamil Nadu, have reportedly arrived at a formula that could end the deadlock over who from the latter party will make it to the Union Cabinet.

According to sources, the Congress and the DMK have reached an understanding on two Cabinet rank ministers, one Minister of State (with Independent charge), and three Ministers of State.

However, sources say that the DMK is still jostling for a third full Cabinet rank post, which the Congress is reluctant to hand out.

The Congress negotiation team, which comprises Pranab Mukherjee, Ghulam Nabi Azad and Ahmed Patel is likely to meet the DMK leadership at Tamil Nadu House in New Delhi in a short while from now for a third round of talks to resolve the issue.

Meanwhile, given the deadlock over government formation, which has led to a cancellation of a morning meeting between President Pratibha Devising Patil and the Prime Minister, Dr. Manmohan Singh, the Congress think tank is reportedly seriously considering the re-inclusion of former Railway Minister Lalu Yadav in the Cabinet in move designed to send out a firm message to UPA allies not to overstep their bargaining positions.

Lalu, whose Rashtriya Janata Dal (RJD) party did not fare well in this year’s general elections, has offered unconditional outside support to the Congress-led UPA.

Earlier in an interview to the Aaj Tak television channel, Lalu said that no one should write him off politically despite the electoral results. Saying that this was not the first time that he had bitten the political dust, he warned that he would come back politically stronger, and therefore, his rivals should not underestimate him.

When asked whether relations with the Congress and more specifically the Gandhi family had deteriorated, Lalu said that ties with the family and the party were just fine, and added that in politics, ups and downs take place.

He also expressed confidence about becoming the country’s Prime Minister one-day. (ANI)

Strong social networks benefit baboons

Washington, May 9 (ANI): A monkey communication expert at the University of Pennsylvania has suggested that baboons benefit from strong social networks.

Robert Seyfarth came up with this proposition while delivering a lecture on May 5, the kick-off of the University of Delaware’s Year of Darwin celebration, where he told a true story about a female baboon that herded goats in an African village.

He revealed that the baboon knew all of the relationships between the goats so well that at night she would carry a bleating kid from one barn directly to its mother in another barn.

“For all the centuries we’ve bred dogs, no dog has exhibited this knowledge of kids and mothers. The question is where does this mind come from?” said the Psychology professor at the university.

Seyfarth revealed that he and his research partner Dorothy Cheney, who happens to be his spouse, studied the baboons of Botswana’s Okavanga Delta from 1992 to 2008.

He said that his study suggested that the baboon’s ability to recognize social relationships was due to natural selection.

The researcher revealed that the baboons studied live in groups of 80-90 individuals. Males would leave the group in which they were born, while females stayed in the group for their entire lives, with close bonds to female relatives.

He said that the females were arranged in a matrilineal hierarchy of families, with ranks maintained for years. Although once in a while a coup was attempted, such moves were not often successful.

In their experiments, the researchers observed that baboons with names like Sylvia, Champagne, and Helen, and recorded their language, which consisted of no more than 18 sounds, and the interactions of their families.

They found that baboons used certain calls only in certain contexts. Screams and fear barks were only given from a lower-ranking to a higher-ranking baboon, while threat grunts were given only from a higher-ranking to a lower-ranking baboon.

The researchers recorded the various calls, played them in situations that “break the rules”, and determined from the animals’ behaviour that baboons were able to put together the discrete elements of identity, kinship, and rank.

“The animals somehow see this world in all of its complexity. It’s an innate property of the baboon mind — done instantly and unconsciously,” Seyfarth said.

He and Cheney were also able to measure the animals’ stress levels by analysing faecal samples for gluccocorticoid stress hormones. They found that pregnancy and incidences of predation to be major stressors.

Also, some high-ranking males practice infanticide, targeting infants by rank. Mothers may form relationships with lower-ranking males who will help look after their babies.

“Females respond to stress by associating with their closest grooming relationships. They turn to their support network if they lose someone. They broaden and extend to replace old relationships with new ones. Female baboons with strong social bonds survive better,” Seyfarth said.

Bollinger a casualty of Lee’s Ashes campaign

Sydney, May 6 (ANI): New South Wales fast bowler Doug Bollinger must be feeling a touch unlucky not to have made it to the Australian Twenty20 squad for next month’s World Cup, especially in the wake of the selectors pitching for 32-year-old Brett Lee, who has not bowled in a match since December last year.

After a string of superb performances in the one-dayers against Pakistan, Bollinger was looming as the next cab off the rank among Australia’s pacers, but he was squeezed out of the squad by Lee’s elevation.

Bollinger was NSW’s T20 player of the year when they won the domestic title last summer and his efforts against Pakistan had moved him to the brink of World Cup selection, despite an earlier omission from a preliminary 30-man squad, the Sydney Morning Herald reports.

Bollinger was unavailable for comment last night.

Hilditch said Lee’s selection was an essential part of his preparation for the Ashes.
