Australia announces new measures to safeguard education for overseas students

Canberra (Australia), Aug.19 (ANI): The Australian Minister for Education, Julia Gillard, today warned education providers that they risk being shut down if they don’t comply with rules relating to international students.

Gillard was speaking in the Australian Parliament at the introduction of an Amendment Bill to the Education Services for Overseas Students (ESOS) Act 2000.

Under the new rules being considered by the Australian Parliament, all education institutions currently registered on the Commonwealth Register of Institutions and Courses for Overseas Students (CRICOS) will be required to re-register under new, tighter criteria by December 31, 2010.

The Bill adds two new criteria for registration: the provider must have the principal purpose of providing education; and the provider must have demonstrated a capacity to provide education of a satisfactory standard.

The process will allow the Australian Government to review the registration of education providers to ensure they are providing quality education services to international students visiting Australia. Most providers are doing the right thing, but this change will help weed out the shonky operators.

The state governments of Australia have already started rapid audits of providers, and these will be extended so that all providers working with international students will need to show they have the best interests of the students at heart and not simply a profit motive.

The Bill will also introduce new processes to ensure greater transparency and accountability of international education providers, including their use of education agents.

The amendments are the first in a series of measures the Australian Government is taking to ensure Australia continues to offer quality international education.

The Australian Government has also announced a full review of the ESOS Act to be headed by Bruce Baird with an interim report due in November 2009. International students will be able to have their say at the upcoming International Student Roundtable in September 2009.

“There would be 2-3 main reasons. First would be definitely the comfort level. You can find out shoes for 1000-1500 rupees but they are not much comfortable and I feel that the leather shoes of these big brands have longer life and longer shine. I am looking for some Italian brand shoes and definitely they give good comfort like sport shoes. In leather shoes, you find comfort in these brands only,” said Bhupender Jeet, an employee with the Multi National Company from Ludhiana.

“We get quality shoes by paying more. So that’s not a concern. The branded sandals are more comfortable. And comfort can’t be compared with the cost. Cheap quality shoes are not durable where as branded footwear is long-lasting,” said Manjula, a local resident of Chandigarh.

Shoes, say lifestyle Pundits, are second only to clothes in terms of importance and the styles are mostly Western.

Presently, the shoes are available at a price range of 50 to 500 dollars USD or more.

The Cardiff-based firm hopes that this strategy will make real contenders stand out.

The list of 10 bizarre things that students leave behind

London, Jun 25 (ANI): A list of bizarre things that British students leave behind in their rooms includes snakes and white rabbits among other things.

The audit carried out by British student accommodation provider Unite has revealed that trophy traffic cones and road signs are no longer the must-have collectibles.

Instead, students are leaving behind a more eclectic group of items when they leave their digs at the end of the year, and pets were among the unusual items left behind.

Unite found a pair of budgies, a six-foot snake, and a white rabbit that had been left behind by their owners.

Among the other items left behind were frozen chicken feet, an inflatable pool, which was filled with water, a scuba diving suit and a pole-dancing pole.

The most common items left behind were mobile phone chargers (24 per cent), while almost one in five (19 per cent) of the items found were text books and one in ten (11 per cent) were iPods.

“After a year of working hard and playing hard, it is no surprise that students forget to pack everything at the end of term – and what they leave behind never fails to surprise us,” the Telegraph quoted Nathan Goddard, Unite sales and marketing director, as saying.

“From the risque to the ridiculous, we often wonder how these items make it into their rooms in the first place,” he added.

Unite, which has properties in 23 UK cities and towns said it tries to reunite students with their belongings.

Unclaimed items are donated to charity or recycled and all pets are found a good home.

Cabbage fuel-powered jets can cut carbon emissions by 84pct

Washington, June 20 (ANI): Jet fuel’s grave carbon emissions can be reduced by about 84 per cent by refining it from the seeds of a lowly weed, which is a cousin to the cabbage, says a Michigan Technological University researcher.

David Shonnard, Robbins Chair Professor of Chemical Engineering, came to this conclusion after analysing the carbon dioxide emissions of jet fuel made from camelina oil over the course of its life cycle, from planting to tailpipe.

“Camelina jet fuel exhibits one of the largest greenhouse gas emission reductions of any agricultural feedstock-derived biofuel I’ve ever seen. This is the result of the unique attributes of the crop-its low fertilizer requirements, high oil yield, and the availability of its coproducts, such as meal and biomass, for other uses,” he said.

Originated in Europe, Camelina sativa is a member of the mustard family, along with broccoli, cabbage and canola.

Also known as false flax or gold-of-pleasure, it thrives in the semi-arid conditions of the Northern Plains. The camelina used for the research was grown in Montana.

Shonnard points out that it is possible to convert oil from camelina to a hydrocarbon green jet fuel that meets or exceeds all petroleum jet fuel specifications.

According to the researcher, the fuel is a “drop-in” replacement that is compatible with the existing fuel infrastructure, from storage and transportation to aircraft fleet technology.

“It is almost an exact replacement for fossil fuel. Jets can’t use oxygenated fuels like ethanol; they have to use hydrocarbon replacements,” Shonnard said.

Given that camelina needs little water or nitrogen to flourish, Shonnard says that it can be grown on marginal agricultural lands.

“Unlike ethanol made from corn or biodiesel made from soy, it won’t compete with food crops. And it may be used as a rotation crop for wheat, to increase the health of the soil,” the researcher added.

Shonnard conducted the life cycle analysis for UOP LLC, of Des Plaines, Ill., a subsidiary of Honeywell and a provider of oil refining technology.

When asked whether people will soon be flying in plant-powered aircraft, Tom Kalnes, a senior development associate for UOP in its renewable energy and chemicals research group, said: “It depends.”

Kalnes added: “There are a few critical issues. The most critical is the price and availability of commercial-scale quantities of second generation feedstocks.”

He further said that more farmers would be require to be convinced to grow a new crop, and refiners must want to process it.

“But if it can create jobs and income opportunities in rural areas, that would be wonderful,” he said. (ANI)

Doctors, patients both find interaction via videoconferencing satisfactory

Washington, May 15 (ANI): Examining the feasibility and effectiveness of doctor-patient interaction through videoconferencing, a study has shown that such virtual doctor visits are similar to face-to-face visits on most measures.

“There is growing evidence that the use of videoconferencing in the medical environment is useful for a variety of acute and chronic issues. Videoconferencing between a provider and patients allows for the evaluation of many issues that may not require an office visit and can be achieved in a shorter time,” says Dr. Ronald F. Dixon, an internist at Massachusetts General Hospital and the study’s senior author.

In America, telemedicine projects are being examined to evaluate their capacity to improve patient access to care and lower healthcare costs.

During the current study, the researchers randomised patients to one of two arms.

In the first arm, the patients completed a visit-either virtual or face-to-face-with a physician, and later completed a second visit via the other modality with another physician.

In the second arm of the study, the subjects had both visits face-to-face with two different physicians.

All of the doctors and patients involved completed evaluation questionnaires after each visit.

The researchers observed that the patients found virtual visits similar to face-to-face meetings on most measures, including time spent with the physician, ease of interaction and personal aspects of the interaction.

The doctors in the study were also found to score virtual visits similar to face-to-face visits on measures like history taking and medication dispensing.

Though the physicians appeared less satisfied on measures of clinical skill and overall satisfaction, the ratings they gave to virtual visits were still in the good to excellent range.

The diagnostic agreement between physicians was 84 percent between face-to-face and virtual visits; it was 80 percent between the two face-to-face visits.

“The tradition of medicine is to lay hands on the patients, which has always been considered paramount to patient care in the minds of physicians. However, these findings suggest that virtual visits could be a viable option in circumstances where patients need to be monitored routinely for chronic conditions like diabetes, hypertension, obesity or depression, and where self-management strategies are not working. Virtual visits may also be effective for triage of acute, non-urgent issues like back pain or respiratory infections,” says Dixon.

Based on their observations, the researchers came to the conclusion that both patients and physicians could benefit if virtual visits were used as an alternative method of accessing primary care.

Women more affected by ID frauds than men in US

Washington, May 9 (ANI): Women in America are more vulnerable to identity frauds than men, revealed a survey.

Conducted by fraud protection service provider Affinion Security Center, the survey has also found that it takes women longer to restore their identities, but they also tend to change their behaviour later.

In the assessment of 808 U.S. households, half of which reported fraud, the researchers found that 28 percent of women had been victims of identity fraud, compared with 21 percent for men.

The findings came in line with an earlier report that women were 26 percent more likely to be victims of identity fraud than men.

And, in the latest survey, 17 percent of women claimed that they had lost 1,000 dollars or more from the fraud, compared to 10 percent of the men questioned.

Women were also more concerned about identity theft than men-80 percent females said that they were “most concerned” with identity theft compared to less than 60 percent with for men.

Tom Rusin, chief executive of Affinion Security Center, said that the disparity between the genders is influenced by the purchasing decisions women make in the household.

“Also, men might see this crime as something that they can deal with on their own,” Cnet News quoted him as saying.

He added: “It’s no different than a man who waits three weeks to go to the dentist after experiencing a tooth ache, whereas a women might be more likely to address the ache much more quickly.” (ANI)

Booze charge leaves bad taste in the mouths of IPL fans

Johannesburg, May 3 (ANI): Organizers of the Indian Premier League (IPL) have left a bad taste in the mouth of fans by imposing a pouring charge on the sale of alcohol at the Wanderers Ground here on Saturday.

For the sum of 40 000 dollars, a mere 0.001 percent of the IPL’s declared turnover of 2.4 billion dollars, the company who has the tender to sell alcohol at the Wanderers – Events Management – will be allowed to provide thirsty spectators with their tipple.

But what should be an utterly meaningless amount for the IPL is going to put the financial well being of a long-standing service provider to cricket in Johannesburg at risk – Rand 336 800, reports Sports24.

So while the IPL gorges itself on South African hospitality, it is making few friends amongst local cricket administrators or suppliers.

The Gauteng Cricket Board and the suite-holders at the Wanderers were earlier involved in a nasty tussle with the IPL, who had demanded all suites be handed over to them for their use.

Some senior Gauteng Cricket Board executives decided to stay away from the Wanderers in protest, after the IPL, with the tacit approval of Cricket South Africa, threatened to ban the sale of all alcohol at the stadium unless the pouring fee was paid.

It was also noticeable that only about a quarter of the suites at the ground had people in them, while there were many empty seats in the Unity Stand.

SA Breweries officials said the licensees at the Wanderers make a profit of Rand 6 a beer so, in order to just break even, they will need to sell 56 134 beers in the eight matches to be staged there. So that means over 7 000 drinks per game.

Perhaps the small change does matter more to the IPL in these times of recession than Modi and his crew are letting on. (ANI)

To efficiently deliver the first ever computerized version of the exam to over 250,000 Indian students this fall, Prometric will accelerate plans to further build out its people, services and technology infrastructure in India.

In assuming responsibility for all aspects of the CAT program, including item authoring, test development, test administration and scoring and reporting services, Prometric will add resources, including dedicated test development and support staff, in India. Complementing the 185 employees, test center network and other assets Prometric already operates in India, these additional new resources will provide a more powerful and rigorous means for the CAT, and any other test publishers looking at expansion in India, to leverage for growth.

The CAT is the premiere admissions test used in the selection process for admission to the Indian Institutes of Management, a network of India’s most prestigious business schools based in Ahmedabad, Bangalore, Calcutta, Indore, Kozhikode, Lucknow and Shillong.

Of the 250,000 students that take the exam each year, ultimately just over 1,500 are admitted to one of the IIMs. It is therefore one of the most competitive and high profile admission exam administrations in the world, requiring tight execution and secure exam delivery.

For the first time in history, instead of testing only one day a year, candidates will be able to test during a 10-day testing window across 23 Indian cities where secure computer-based testing centers specially prepared for the CAT exam are strategically positioned throughout the country.

The longer window and wider availability will provide candidates greater flexibility when choosing a testing date, time or location as well as near-ubiquitous access to testing locations. In addition, computerization of the CAT will result in faster score processing, enabling the IIMs and more than a hundred other Indian business schools that rely on the results to more quickly make their admissions decisions.

Intervention proves effective in increasing correct breast self-exams

Washington, April 30 (ANI): In a new study, researchers have found that a brief intervention program boosted the number of women correctly performing breast self- exams by tenfold.

The Kaiser Permanente Center for Health Research study is one of the first to show intervention programs can be effective in increasing breast self-exams.

Researchers said that this program is a model that can be used to encourage patients’ participation in their own health care, and can be modified to educate patients about other self-screening techniques for cancers such as melanoma and testicular cancer.

“Many women avoid breast self-exams because they are worried about doing them correctly; however, our study showed that with a relatively simple intervention, women can learn the proper technique, and once they feel confident they will continue to do their exams.” said Nangel Lindberg, Ph.D., lead author and investigator at the Kaiser Permanente Center for Health Research in Portland, Ore.

“This is an excellent opportunity for women to participate in their own health care. Self-exams allow women to become familiar with their breasts, so they can report any changes to their health care provider,” Lindberg added.

The study, conducted from 1998 through 2001, involved more than 600 women, aged 40 to 70, who had a negative mammogram screening within the last two months.

The women were randomized to a group that received dietary counseling with no mention of BSE, or the study group that received a 30 to 45-minute counseling session in which they watched an educational video, practiced BSE on a silicone model, and discussed possible barriers to doing self- exams.

At one and two months after the session, the women also received follow-up phone calls. Before the intervention about six percent of women in both groups were performing adequate self exams – defined as lasting at least five minutes, occurring every month, and fulfilling specific criteria taught during the counseling sessions.

One year after the program, 59 percent of women in the intervention group were performing adequate self-exams, compared to only 12 percent of women who received dietary counseling.

Stop spam and save planet from greenhouse gases

Washington, April 27 (ANI): A new research has highlighted the importance of stopping spam as it produces greenhouse gases that harms the planet./pp
According to a report in The Sydney Morning Herald, the research shows all those unsolicited messages, 62 trillion of them last year, generate greenhouse gases equivalent to driving a car around the planet 1.6 million times./pp
More than 80 per cent of the world’s email traffic is now deemed spam and – between the energy devoted to sending, storing and sorting phoney messages – 33 billion kilowatt-hours of power is wasted./pp
The study, commissioned by the computer security firm McAfee and conducted by climate change analysts at ICF International, notes that when one spammer, McColo, was closed by its internet service provider last November, worldwide spam fell by 70 per cent overnight./pp
But, the robot computer networks, or botnets, that McColo harnessed to send spam were quickly redeployed and the relief was short-lived, McAfee’s regional spokesman, Michael Sentonas, said./pp
A lot of spam is generated from botnets and that makes it very hard to identify where it’s coming from, he said. The botnet may be spread across 10 countries, he added./pp
Today, spam comes with malware (malicious software) with links to compromised websites, Sentonas said. Spam is a great tool to steal someone’s identity, (and) identity theft rates are growing exponentially, he added./pp
Globally, one reason for that proliferation is email servers that can be used anonymously. /pp
According to Sentonas, with a single spam campaign involving up to one million messages and spammers needing a success rate of only 2 to 5 per cent, it takes little effort to steal credit card details, for example, and make a profit./pp

Much as polluters once saw little reason to curb the chemicals they spewed into the sky because the air was considered a free resource, spammers now send their messages through the Internet at virtually no cost./pp
Charging for each email, even less than one cent per message, would quickly make most spam unviable, according to Coroneos, but consumers have shown little willingness to pay for a service they have always considered free./pp

Web founder warns against service providers usurping users’ privacy

London, April 23 (ANI): Web founder Tim Berners-Lee has warned against Internet service providers’ plans to show specific advertisements to their clients depending on their browsing habits.

The MIT professor, at a Web conference in Madrid, expressed his concern over the new software, entitled Webwise, which replaced standard online ads with those of the browser’s dominating interests.

The 53-year-old said that the users needed to be shielded from such systems that kept a record of viewers’ activity and threatened their online privacy.
“I just want to know that when I click on a link it is between me and the web, and the internet service provider is not going to immediately characterise me in different categories for advertising or insurance of for government use,” the Telegraph quoted him as saying.

“The postman does not open my mail, the telephone company does not listen to my telephone conversations. Internet use is often more intimate than those things,” he added. (ANI)
