Rosslyn Analytics Makes Sense of HM Treasury`s Complex Public Sector Spend Data – Launches Portal for the General Public to View Government’s Expenditure

Rapidintel spend analytics platform reveals the Department for Work and
Pensions’Christmas contribution bonus was £133 million in 2009
LONDON–(Business Wire)–
Taking the complexity out of analysing spend data, Rosslyn Analytics today made
available for the general public the UK government`s expenditure data recently
published from HM Treasury`s Combined Online Information System (COINS).

Using Rosslyn Analytics` cloud computing spend analytics platform to turn
complex raw spend data into actionable intelligence in days, the public may view
the government`s expenditure for the past two years by visiting
https://rapidgateway.rapidintel.com. Rosslyn Analytics will automatically
refresh the platform with additional data HM Treasury publishes in the future.

“The release on Friday of the country`s public sector spend data is a wake-up
call to everyone,” stated Charles Clark, CEO of Rosslyn Analytics. The Prime
Minister and the Chancellor began preparing the country for a period of “pain”.
Why? Because slowly but surely the facts are beginning to seep out of the
mountain of poor data the government creates. There is a saying `what you cannot
measure you cannot manage`.”

Organisations that use Rapidintel achieve faster and more sustainable savings
than those that relyon-premise or Excel-based spend analysis solutions. The
reason is because the platform quickly centralizes, categorises and enriches all
operational spend in days without the need to install software or employ
consultants. Rapidintel gives everyone one trusted source of spend visibility
for better, collaborative decision-making through the use of powerful drill-down
analytical reports.

By uploading 7 million lines of HM Treasury`s data into Rapidintel, Rosslyn
Analytics is demonstrating to the government the ease, speed and benefits of
improved spend visibility. A sampling of 2009 expenditures found that:

* The Department for Business, Innovation and Skills spent £400 million on its
Vehicle Scrappage Scheme
* The Scottish Government spent £78.6 billion on Landscape Protection
* The Ministry of Justice spent £95 million on a General Election Fund

Matthew Sinclair, Research Director at the TaxPayers` Alliance, said:”It is
great to see innovative tools allowing ordinary people to access the COINS data
and see how their money is spent.By publishing the data, the Government has
enabled entrepreneurs, skilled amateurs and campaigners to use their skills to
produce exciting new tools that can provide unprecedented insight into public
spending. This powerful new service from Rosslyn Analytics, making use of their
well established expertise in this area, makes the COINS data more accessible
and supports transparency and accountability.”

To support the government`s quest to reduce the deficit through intelligent
expenditure reductions, Rosslyn Analytics offers public sector organisations a
free self service spend analytics tool. People simply need to register at
www.rosslynanalytics.com.

“The government should follow in the footsteps of private sector organizations
by adopting the latest business technologies including advanced spend
analytics.Downing Street`s cost savings targets will be based on guesswork if
these practices are not adopted,” added Charles Clark.

Note to editors:
The data loaded into the Rapidintel comes directly from COINS for 2008-2010. If
there are any errors, it is due to the poor quality of the government`s data.

Opposition questions need for stop and search

The State Opposition says evidence given to a parliamentary committee contradicts the State Government’s reasons for introducing stop and search laws.

The committee is reviewing proposed legislation which would give police the power to stop and search people without their consent or grounds for suspicion.

The Police Commissioner Karl O’Callaghan told the committee he believed the discussion of the laws had been too focused on Northbridge.

He said he didn’t intend to declare whole suburbs stop and search zones but would instead use the laws to target small pockets of an area.

The Opposition’s Police spokeswoman Margaret Quirk says the evidence is in stark contrast to the Government’s bid to sell the laws as a crack down on weapons and drugs in Northbridge.

“Clearly the whole premise on which this legislation was necessary is now dubious. The Commissioner said that he was concerned that there was too much focus on Northbridge.”

“He also said that he thought he’d only use the powers about a dozen times a year and that they wouldn’t be looking for drugs.”

Police chief laments likely nightclub nod

Newcastle local area police commander Max Mitchell says he is resigned to the fact a proposed nightclub will get a licence to operate, despite his officers being totally opposed to it.

The Office of Liquor, Gaming and Racing is considering a licence application for the Kensington nightclub in Hunter Street.

Its owners have already started promoting the venue on a social networking site.

Superintendent Mitchell says he is against any new licensed venues opening in the city.

“Look, to be honest I’m not in favour of it,” he said.

“We’ve put in our submission and the likelihood is we will have to deal with this place opening, but certainly if we have to deal with another licensed premise all I’m asking is that certainly their restrictions would be brought in line with all other late trading venues.”

Britain is culturally sexist, says equality watchdog

London, Sep. 6 (ANI): The Chairman of the Equality and Human Rights Commission, Trevor Phillips, has declared that Britain is ‘culturally sexist,’ and yet to reach a consensus about whether women are equal to men.

According to Phillips, most bosses still operate on the pretext that their workers are male, and even organisations with vast resources into countering discrimination remain biased.

“There is still a huge argument to settle. As a nation, we haven’t quite got a consensus about whether women really are equal or not,” The Times quoted him, as saying.

“We have a culture which produces bias, even when people don’t mean it to, even when they are doing their damnedest to make things change,” he added.hillips said “serious culture change and institutional reform” was needed to put women on an equal footing with men.

His comments coincide with a time when the latest government-commissioned investigation is expected to show pay gaps of up to 60 percent for some women doing the same jobs as men.

Tomorrow’s report is expected to reveal that women are “locked out” of top jobs in the City because employers “massively and preferentially” hire and promote staff between the ages of 25 and 40.

“It’s like Hollywood. There’s no role for women over 40,” Phillips said.

“The fact is, most offices, no matter how enlightened the bosses are, still operate on the premise that the average ‘normal’ worker is male, that someone will look after his children if he has them, that he will be able to work 9am-5pm most days – that’s how we organise things. Doesn’t work for most women,” he added.

He named the BBC and the Metropolitan police as two institutions that had failed to eradicate sexism despite ploughing resources into the problem.

“These organisations have tried very hard. But at some point we are going to need radical cultural change and institutional reform if we’re not going to get stuck at a place where in 20 years’ time we’ll still be saying, ‘why haven’t we got any women on boards?’ (ANI)

Open-source camera may help reinvent digital photography

Washington, September 4 (ANI): Stanford scientists may revolutionize digital photography with the aid of an open-source digital camera, which will give programmers around the world the chance to create software that will teach cameras new tricks.

Marc Levoy, professor of Computer Science and of Electrical Engineering, says if the technology catches on, camera performance will be no longer be limited by the software that comes pre-installed by the manufacturer.

He has revealed that virtually all the features of “Frankencamera” – focus, exposure, shutter speed, flash, etc. – are at the command of software that can be created by inspired programmers anywhere.

“The premise of the project is to build a camera that is open source,” said Levoy.

Graduate student Andrew Adams, who has helped design the prototype of the Stanford camera, imagines a future where consumers download applications to their open-platform cameras the way Apple applications are downloaded to iPhones today.

The camera’s operating software is expected to be publicly available in a year.

Users will be able to continuously improve it, along the open-source model of the Linux operating system for computers or the Mozilla Firefox web browser.

Programmers will have the freedom to experiment with new ways of tuning the camera’s response to light and motion, adding their own algorithms to process the raw images in innovative ways.

Levoy’s plan is to develop and manufacture the “Frankencamera” as a platform that will first be available at minimal cost to fellow computational photography researchers.

Within about a year, after the camera is developed to his satisfaction, Levoy hopes to have to have the funding and the arrangements in place for an outside manufacturer to produce them in quantity, ideally for less than 1,000 dollars. (ANI)

Pak terror suspect swallows sim-card in Liberia

Monrovia (Liberia), Sep.4 (ANI): One of the six Pakistanis, who was trying to enter Liberia on ‘fake’ US passports but was arrested, swallowed his mobile phone sim- card while being apprehended.

Liberian Defense Minister Brownie Samukai said the men were nabbed at the international airport earlier this week while trying to sneak into the country.

Samukai said the purpose of their intrusion was still not clear, but it is believed that they were planning to carry out serial terror attacks across the country.

Samukai, however, did not disclose details about the detained men. He also refused to give information on what Liberian authorities believe the men were trying to do and where the men are being held or what charges they may face.

He said one of the suspects removed his phone’s SIM card and swallowed it as he was being arrested, PKonweb reported.

Liberia is one of the few countries in Africa, and the only country in West Africa, without roots in the European Scramble for Africa.

It was founded as a colony by the American Colonization Society in 1821-22.Liberia was created as a place for slaves freed in the United States to emigrate to in Africa, on the premise they would have greater freedom and equality there. (ANI)

Unique temple dedicated to cattle in Uttar Pradesh

Muzaffarnagar (UP), Aug 27 (ANI): A unique temple in Uttar Pradesh’s Muzaffarnagar district is dedicated to cattle.

Devotees from far off places come to offer prayers for the well being of their animals. he temple is called as ‘Kali Singh Temple’, only of its kind in India.

“Kali Singh is the only temple in India, where prayers are offered for animals. Devotees pray and offer milk for the well-being of their animals,” said Sunil, temple priest.

Only fresh, early morning milk is offered to god.

Moreover, the temple has an unusual ritual, which devotees must follow.

As per the ritual, devotees particularly womenfolk have to cook ‘kheer’ from milk obtained from their cattle or other milking animals, on the premise of the temple and offer it to the god.

“We come here to pray for the happiness and well being of our animals. We bring the fresh milk and prepare ‘kheer’ from it. Later, we offer it at the temple,” said Sangeeta, a devotee.

Devotees visit the temple from several places including Haryana, Punjab, Uttarakhand, and Rajasthan. By Iqram (ANI)

Catherine Zeta-Jones to star alongside Angela Lansbury in Broadway musical

Washington, Aug 25 (ANI): Hollywood actress Catherine Zeta-Jones is all set to star in Broadway musical ‘A Little Night Music’, directed by Stephen Sondheim.

The romantic musical is about the love lives of several couples, alongside British-born actress Angela Lansbury, reports Contactmusic.

According to the New York Post: “The great Angela Lansbury agreed to play Madame Armfeldt, provided the producers lined up another star to play her daughter, Desiree. Lansbury didn’t want to shoulder a multi-million dollar Broadway revival by herself.”

Delhi lawyer offers to defend Kasab

NEW DELHI: Believing in the basic premise of justice and fairplay that every accused is entitled to the best defense, a Delhi lawyer says he is willing to fight for Ajmal Amir Kasab, the lone terrorist caught alive in the Mumbai attack.
M. Shanwar Khan, who has successfully defended six people accused in terror-related cases, believes it is for the courts to decide whether a person is a terrorist or not. “I believe in strengthening our legal system, so there is nothing wrong in defending Kasab. The court has to decide whether he is a terrorist or not, and till then he has a right to request for legal assistance,” said Khan.
“I have defended 20 people accused of being terrorists and have been successful in getting six of them acquitted. The rest of the cases are pending in various courts of Delhi,” Khan said, adding that Section 202 and 203 of the Criminal Procedure Code (CrPC) of India says that an accused in India is entitled to the right to defense.
“If people like Dara Singh (convicted for the murder of Australian missionary Graham Staines), Lt Col Purohit, Sadhvi Pragya (accused in Sep 29 Malegaon blast) and Nalini (serving life imprisonment for involvement in Rajiv Gandhi’s assassination) can all be given legal aid, then why not Kasab?” he asked.
Khan started his practice nine years ago along with his father M Khan and says he has learnt a lot from him. “People often misunderstand my father, but I know him as one of the finest lawyers and a good human being. He often fought cases without charging anything. He believed in the legal process and didn’t discriminate between cases,” said Khan of his late father.
His list of clients includes those accused of planting improvised explosive devices near the Border Security Force (BSF) headquarters and Sena Bhavan in the capital in 2002.
On what he feels about terrorism, Khan said: “I am also hurt when terrorists kill innocent people as they did in Delhi and Mumbai. Anyone who commits such acts of terrorism against our country must be given the harshest punishment.”

Suicide bomber kills 12, injures 20 in South Waziristan town

Jandola (South Waziristan, Pakistan), Mar.26 (ANI): At least twelve people were killed in a suicide bomb blast at a restaurant in South Waziristan’s Jandola town on Thursday.

A BBC report said that 20 people were injured in the explosion.

It quoted officials as saying that a group of militants opposed to Pakistan Taleban commander Baitullah Mehsud were in the restaurant at the time of the blast.

Some of the injured were reported to be in a critical condition and officials said the number of dead could rise.

According to the BBC, the bomber walked into the restaurant on Thursday morning and blew himself up. The premise was completed destroyed as a result.

The attack targeted Turkistan Bittani, a pro-government tribal leader who is a rival of Mehsud.

Bittani, who was helping the military take on Mehsud, had left the restaurant minutes before the attack.

Mehsud is one of the most wanted Taleban militants operating on the Pakistan-Afghanistan border. He is suspected of masterminding dozens of suicide attacks across Pakistan as well as attacks on NATO forces in Afghanistan.

Thursday’s attack came a day after a suspected US missile strike in South Waziristan killed seven Arab militants. It also followed an announcement on Wednesday by the US State Department of a five million dollar bounty for information leading to the capture of Mehsud. (ANI)

Jeffrey Archer takes swipe at Sir Edmund Hillary

Wellington, Mar 15 (ANI): Author and ex-UK politician Jeffrey Archer has poked fun at Sir Edmund Hillary’s legacy with the novel ‘Paths of Glory’.

The book is a fictionalized account of the life of George Mallory, who died on Everest in 1924, 29 years before Hillary climbed the world’s tallest peak with Nepali Sherpa Tenzing Norgay, reports The NZPA.

Mallory was last spotted a few hundred metres below the summit and died shortly afterwards. Many of his admirers think he made it to the top and deserves Hillary’s spot in history.

His new tome, which concludes with Mallory becoming the “first man to stand on top of the earth”, has once again sparked rumors about whether the adventurer might have beaten Sir Ed to the summit by 29 years.

However, fellow mountaineer and friend of Sir Ed, Graeme Dingle, said of Archer’s premise: “He’s dreaming. There’s essentially no chance Mallory got to the top. All the evidence points to them not making it.”

He said Archer’s interest in portraying Mallory as the first to summit the mountain was motivated by wounded English pride at having been beaten by a colonial.

“The English were desperate to get to the top and they didn’t get there, even in 1953. I think the English are pretty sensitive about it. They’ve got nothing to be ashamed about, they had a lot of glorious failures,” he added.

In 2001, Archer’s political career ended in disgrace in Britain after he was found guilty of perjury and sentenced to four years in jail. (ANI)

India, Pak’s conflicting claims over Sir Creek, may lead to loss of natural resources for both

Islamabad, Feb 16 (ANI): India and Pakistan could lose a lot in terms of the Sir Creek’s unexplored natural resources, due to the conflicting claims they are planning to file in May under the United Nations Convention on the Law of Seas (UNCLOS) over the outer limits of their exclusive economic zones (EEZ) and the continental shelf.

Diplomatic sources say that under UNCLOS, state parties to the convention must claim maritime rights – such as territorial waters, contiguous zones, EEZs and the continental shelf – by the end of June this year.

“As Sir Creek is disputed, none of the parties to the dispute can exploit maritime benefits and oil and other mineral resources, but they can lodge claims pending a decision on the dispute over the boundary between the two countries,” they said.

They said Pakistan would lodge its claim in May over the EEZ and the continental shelf, and India is also planning to file its documents in the same month, as failure to do so by the June deadline would culminate in the other party’s claim being accepted.

“Pakistan is preparing its case to claim its rights, as an early resolution of the Sir Creek dispute is not possible … an early settlement could help to demarcate the Indo-Pak EEZs on the basis of UNCLOS guidelines,” the Daily Times quoted sources, as saying.

They said both countries would file their claims, but neither could utilise the creek’s natural resources until a boundary was determined.

“The stakes are quite high … marshland characterising Sir Creek is rich in oil and gas. Its waters in the nearby sea are home to various types of fish,” they said.

Both sides have been wrangling over the demarcation of the maritime boundary for decades.

India says accepting Pakistan’s premise on the ‘green line’ would mean the loss of about 250 square miles of EEZ for New Delhi, while, Pakistan rejects India’s proposal for mid-channel demarcation because “this is applicable to navigable channels … Sir Creek is not navigable”. (ANI)

Tom Cruise to join Denzel Washington in “The Matarese Circle”

Washington, Feb 12 (ANI): American actor Tom Cruise is set to join actor Denzel Washington in the David Cronenberg-directed adaptation of the Robert Ludlum thriller “The Matarese Circle” for MGM.

Cruise and Washington play the role of two bitter enemy spies who, after spending two decades trying to kill each other, grudgingly team up against the Matarese, a powerful group at the root of a conspiracy.

The script by Michael Brandt and Derek Haas contemporises Ludlum’s original Cold War premise, the Variety reports.

Lorenzo di Bonaventura and Nick Wechsler will produce with Jeffrey Weiner and Ben Smith’s newly formed Captivate Entertainment, and Henry Morrison will be exec producer.

“The Matarese Circle” will strictly be an MGM picture and the combination of Cruise, Washington and Cronenberg makes “Matarese Circle” the marquee film under the new regime of MGM topper Mary Parent. (ANI)

Lara Bingle, Michael Clarke scotch ‘troubled relationship’ rumours

Melbourne, Jan 15 (ANI): Australian cricketer Michael Clarke and his fiance Australian model Lara Bingle have dismissed rumours that their relationship is going through a rough patch.

Rumours of trouble in the couple’s fairytale romance emerged after Bingle was spotted leaving a business in Sydney not wearing her sizeable engagement ring and hiding her face, reports News.com.au.

Today’s gossip guru Richard Reid said that the pictures of Bingle, which have been taken by a woman’s magazine, proved that couple’s relationship is on the rocks.

“This is her the other day coming out of couple’s counselling – no ring, obviously distraught,” Reid said.

However, representatives for the couple quickly set the record straight, saying all was well between the queen of the cricketing WAGs and the Australian vice-captain.

They said that Bingle and Clarke had been together at massage therapist in the Sydney suburb of Pyrmont, getting a dual massage.

Their treatments lasted an hour and they where asked to take their jewellery off during the massage. They regularly have treatments at the business.

The couple left the premise separately and Bingle covered her face when confronted by two photographers to hide her face as she apparently had a big red mark on her head from lying face down on the massage table, the reps added. (ANI)
