Taliban seize key district in Afghan east

KABUL, July 25 (Reuters) – Taliban guerrillas have captured a strategic district from the Afghan government after days of clashes in eastern Nuristan province, officials said on Sunday.

Separately, the Afghan government said it was checking reports by locals saying some 40 Afghan civilians were killed in a raid by foreign forces in Sangin district of southern Helmand province on Friday.

In Nuristan’s Barg-e Matal, dozens of Taliban fighters and up to six Afghan police were killed during days of clashes before the district fell to the Taliban overnight.

Barg-e Matal is important for the government and militants because of its location and has regularly changed hands.

Lying near the border with Pakistan, the rugged district has been used as a supply route for arms and fighters for the Taliban in three provinces, most importantly for Badakhshan where the Taliban have mounted a series of deadly attacks recently.

Afghan police forces withdrew from Barg-e Matal to avoid high casualties and in the face of sustained Taliban pressure after days of skirmishes, interior ministry spokesman Zemarai Bashary told reporters.

“Right now the police forces in Nuristan are working to recapture it,” he said.

The Taliban have yet to comment about the fall of the district and the reported losses in their ranks.

In Helmand province, where the Taliban insurgency is strongest, Bashary said provincial authorities were checking reports by residents that dozens of civilians were killed in a raid by foreign forces on Friday.

Huge cache of arms, explosives seized in Poonch

Poonch, May 12 (ANI): Security forces recovered a huge cache of arms and explosives from a militant hideout in Jammu and Kashmir”s Poonch District on Tuesday.

Acting on a tip-off, a joint team of army and police forces recovered arms and ammunitions from Tota Gali belt in Mendhar tehsil block of the region.

The recoveries include two Chinese pistols, anti-tank missile rifles, two mortar bombs, two Chinese grenades, explosive sticks, one compass, one radio set, a wire cutter, two letters and a rucksack.

Adopt new, transparent selection process for police forces: Chidambaram

New Delhi, Sep 14 (ANI): Union Home Minister P Chidambaram on Monday asked the State Governments to adopt new, time bound and transparent selection process for the state police forces on the lines of the Central Police Force selection procedure.

Addressing the three-day long conference of the Directors Generals and Inspectors Generals of state police forces organized by Intelligence Bureau, Chidambaram said: “Revamp the recruitment procedures and make them quick, time bound and transparent. We have introduced a new recruitment procedure in the CPMFs that is based on technology, objective assessment and transparency. I would take this opportunity to urge State Governments to immediately adopt the new procedure.”

Chidambaram expressed concern over the way police officers are treated and asked states to constitute the police establishment boards as the earliest.

“Constitute a Police Establishment Board that would decide on transfers and postings. It is a matter of deep regret that many police officers have been reduced to a football, to be kicked here and there, from one post to another, without regard to the damage done to the job as well as the officer,” he said.

Expressing concern over the non providing of funds to the police forces by some of the states, Chidambaram said: “I am also concerned about the attitude of some State Governments to providing funds for the police. Let me remind you that Police and Public Order are State subjects. States are right in zealously guarding their turf. The Central Government has no desire to encroach upon the jurisdiction of the State Governments. Given the Constitutional responsibility, State Governments must provide adequate funds for the State Police. “

The Home Minister appealed to the state governments to change the practice of allotting the residue – after providing funds for other Plan and Non-Plan Schemes to the head of Police.

The Central Government increased over Rs.13, 000 crore in the budget of the current fiscal to strengthening the CPFs, and for Modernization of Police Force, CCTNS, Strengthening of Fire and Emergency Services, Scheme of ICP, etc.

Chidambaram called on the conference to mark the beginning of a process of reinventing the security system in the country.

“We must learn from our past mistakes. We must also learn from the experience of other countries. It is the neglect of tried and tested methods that has led us to a situation where we seemed unequal to the challenges that face the internal security of the country,” he said.It is not enough to walk with firm steps on the path that is known. We must also lay out a path forward that will draw heavily upon technology and innovation,” Chidambaram added.

He said once the ambitious projects of CCTN and NATGRID are fully rolled out and implemented, it would mark a quantum jump in our ability to counter the challenges that we face.

Chidambaram also stressed on the creation of a first rate National Counter Terrorism Centre.

“It is also my desire that once the Police Mission submits its report, we should implement the recommendations in a time-bound manner. There is the need to enact a “Model Police Act”. Mega-city policing is a new requirement, and there is much to learn from the experiences of other mega-cities,” Chidambaram said.

Chidambaram also asked the state police chiefs to sharply upgrade our Forensic Science Laboratories and make them among the best in the world. (ANI)

Chidambaram says cross border terrorism is a matter of deep concern

New Delhi, Sep 14 (ANI): Union Home Minister P Chidambaram on Monday said that cross border terrorism is a matter of deep concern. They find supports among disgruntled elements within India.

Addressing the inaugural session of a two-day conference on internal security threats, Chidambaram said: “Cross border terrorism is a matter of deep concern. Terrorist groups including LeT and JeM persist in their endeavour to launch terror attacks. They continue to innovate new ways and means of deniability. They find supports among disgruntled elements within India. Cells and modules within India lend an Indian character to these activities. Through community policing and other innovative measures, we must detect and deny any opportunity to our adversaries.”

Lauding the work of the police forces, in maintaining the security of the country, he asserted a firm stance on issues like terrorism and left wing extremism.

“Let me state our position clearly. On terrorism, our stance is zero tolerance. We shall raise our level of preparedness to fight any terror threat attack and, in the case of threat or attack, our response will be swift and decisive,” the Home Minister said.

He said the security agencies have neutralised 13 terror modules in the first six months of this year.

Describing 26/11 attacks as a game-changer, he said “We meet under circumstances that pose formidable challenges to the security of the nation. We can no longer afford to business as usual,” he added.

Talking about the situation in Jammu and Kashmir, he said that there are attempts being made from across the border to unite separatists and disrupt the situation in the state.

“Terror elements take advantage of our systemic constraints and an effective way to combat it is institutionalised mechanism, intelligence coordination and technological advancement,” he added.

He also chalked out the priority areas in the next five years- a modern police act, mega city policing, and prison reforms.(ANI)

RIL’s Jamnagar refinery to get CISF security cover

New Delhi, Aug 30 (ANI): Mukesh Ambani led Reliance Industries Ltd (RIL) has decided to get the security cover from the Central Industrial Security Force (CISF) for its Jamnagar refinery in Gujarat.

According to sources, the RIL has conveyed its decision to the Union Home Ministry that they are now keen to take the CISF security cover. The CISF personnel are likely to be deployed in Jamnagar by September.

Though the Home Ministry has cleared the request of the RIL a couple of months ago, but the RIL has sought time to reconsider its decision, sources added.

The RIL is the second private company to get protection from the CISF after the Central Government’s announcement that the central police forces would be available for guarding private installations.

The software major Infosys is the first private company to have a security cover from CISF. The central police force is giving the protection to Infosys head office in Bangalore since July.

The officials of the CISF carried out exhaustive survey of the refinery and decided to provide 100 personnel for it. Besides guarding, the CISF is likely to assist RIL in training the company’s security personnel, sources said. (ANI)

Poppy cultivation in Kashmir

Jammu, July 9 (ANI): Satellite images of Jammu and Kashmir taken by the Narcotics Control Bureau (NCB) have led to shocking revelations.

Tracts of forest areas and uncultivated patches of land in the region are found to be under illegal poppy cultivation. This in turn has exposed the presence of a drug mafia with terror links.

The Director of the Narcotics Control Bureau, Jammu zone, disclosed information here on Tuesday.

The NCB’s images show that southern parts of Kashmir such as Doda, Kishtwar, Ramban, Banihal, Udhampur and also the border belt in Poonch and Rajouri regions are being extensively used for poppy cultivation.

Armed with these satellite images, the NCB is gearing up to conduct a physical surveillance to identify the exact location of the narcotics cultivated fields so that they can be destroyed at earliest.

“This satellite imaging is taken for the first time in the areas of Jammu and Kashmir and some other states are also included in this operation… The imaging operation has already been completed. Now that the areas are spotted by the satellite, we have to conduct surveillance physically,” said M K Sharma, Zonal Director, NCB, Jammu.

The NCB believes that the involvement of terror groups cannot be denied in poppy cultivation.

“Some militant groups have their involvement in this illicit cultivation because during 2007 a destruction operation was conducted in the area of Anantnag and Pulwama, where some firing from that area was met, and the police forces also retaliated to the firing. So we cannot rule out that the firing was by the militants. So it is very clear that the militants have some hands in this operation,” Sharma added.

Centre approves revised Scheme for recruitment of constables in central police forces

New Delhi, July 5(ANI): The Centre has approved a revised scheme for recruitment of constables in Central Para Military Forces. The new scheme aims at making the process of recruitment more objective and maximizing the use of technology in recruitment.

The application form will now be designed centrally in the OMR sheet so that it can be scrutinized promptly through computer. The Physical Efficiency Test will now be only qualifying in nature and will not carry any marks. The written test will consist of OMR – based objective type multiple-choice questions. The Question papers will be set centrally. Interview will be discontinued. A website will be opened along with a help line and a complaint line, giving telephone numbers and SMS-based assistance.

No officer against whom departmental proceedings for major penalty is pending will be associated with the recruitment process. Similarly, an officer against whom charges of bungling in previous recruitment have been proved will not be associated with the recruitment process for the next five years. No officer belonging to the state in which the recruitment is being done will be a member of any recruitment board for that state. The biometric methods will be used at all stages of recruitment.

Constabulary forms the major component of Central Police Forces. In 2008, about 18000 vacancies of constables were filled in various Central Police Forces. (ANI)

International Day against drug abuse observed in New Delhi

New Delhi, June 26 (ANI): The International Day against drug abuse and illicit trafficking was observed here today with a “run” organised against drug abuse.

Over 2,500 participants including one hundred recovered addicts, joined the three-kilometer run from Raj Ghat.

The main objective of the event was to create public awareness about the ill effects of drug abuse and to prevent illicit trafficking of drugs.

Union Minister of State for Social Justice and Empowerment, D. Napoleon presided over the event.

Speaking on the occasion, D. Napoleon, made a strong appeal to the people against drug abuse.

“By this run, we must create awareness among the people about drug abuse. Your place, your community, there is no place for drugs,” he said.

The initiative is being taken by the Asian Marathon Champion Sunita Godara for the past six years in collaboration with various government stakeholders, United Nations agencies and the corporate world.

Enthusiastic participants from various schools, non-governmental organisations (NGOs), police forces, National Cadet Corps (NCC), martial art students took part in the event.

The organisers hope that the campaign will send out a strong message of positive health, fitness and well-being and encourage participants to adopt a healthy lifestyle and build a drug free environment. (ANI)

Operation Lalgarh: 22 villages freed from Maoists

New Delhi June 23 (ANI): The “Operation Lalgarh” entered sixth day as the security forces reclaimed 22 of the 42 villages controlled by the Maoist guerillas.he police took control of the National Highway 6 and 60, which passes through the forested area of Jahtika connecting Lalgarh.

Taking note of the incidents happening in Lalgarh, the National Human Rights Commission has expressed great concern over reports of security forces using locals as human shields, and warned that in case of human rights violations, appropriate action will be recommended against them.

The NHRC expected that the security, police forces, and officials will not act or order actions, in contravention of law and human rights norms by which they are bound in the ongoing operation.

Meanwhile, Maoist sympathiser and writer P Varvara Rao demanded the ban on CPI (Maoist) to be rolled back with immediate effect.

Reacting to the ban imposed on the Maoist outfit by the central Government under section 41 of the Unlawful Activity (Prevention) Act1967, the revolutionary writer said “banning a political party does not serve any purpose, banning a political party means, banning its ideology. This will not stop the violence.”(ANI)

Chidambaram asks Maoists to lay down arms

New Delhi, June 19 (ANI): Union Home Minister P. Chidambaram today asked the Maoists to lay down arms and come forward for negotiations.

Talking to reporters here, Chidambaram assured that the Centre shall facilitate their talks with the West Bengal government.

“The state government is in regular touch with the Centre and the West Bengal Chief Minister Buddhadeb Bhattacharjee is scheduled to meet Prime Minister Manmohan Singh on Saturday,” he added.

He said the operation in Lalgarh was not aimed at local tribals but at the Naxals who have taken control of the area.

“The action against the Maoists were going on according to the plan and it would be successful soon,” he added.

He further said that the operation would continue for some more time.

“The West Bengal police forces were in adequate number and they should lead the operation from the front as they are doing. The CRPF will assist them,” he added.

Earlier, the West Bengal Police supported by Central Paramilitary forces launched “Operation Lalgarh” to clear the areas in and around Lalgarh from Maoist captivity in West Midnapore district.

The troops were halted from crossing the Jhatika forest beyond Pirrakula last night, as the area was not cleared of the landmines. Anti- landmine vehicles were deployed in operation and the forces now are heading towards the ground zero.

According to sources, the march of security forces faced a stiff resistance by “human wall” in Malida, consisting of hundreds of tribal carrying traditional weapons like bows, arrows and shouting pro-Maoist slogans. (ANI)

Narco Analysis test may be banned

New Delhi, May 27 (ANI): A ban on narco analysis test can be recommended by the national Law Commission, as it violates the basic human rights.

Revelations made under the influence of the drugs cannot be considered as reliable and violated basic human rights, the Law Commission’s report suggests.

The proposed report claims that hardened criminals may lie despite being under the influence of drugs. Others may also successfully disguise actual facts.

The report claims that several police forces across the world have found narco tests as unreliable means to find truth.

The Commission headed by Justice A R Lakshmanan took up the issue following a request from the Forensic Science Society of India. (ANI)

Taliban publicly execute two thieves in eastern Afghanistan

Kabul- Taliban militants claimed Sunday to have publicly executed two suspected thieves in eastern Afghanistan after their Islamic court sentenced them to death.

The two men, Farid and Gul Nabi, were hanged in a public place in the Sabari district of south-eastern province of Khost on Sunday after they confessed to their crimes before the Taliban court, Zabiullah Mujahid, a Taliban spokesman said.

Besides robbery, the men were also accused of killing “several innocent people” in the district, he said, adding that the men had introduced themselves as members of the Taliban movement in the area.

District police chief, Daulat Khan Qayoumi, confirmed that the police forces found two dead bodies along with a torched vehicle in the area.

He said, according to villagers, the men were arrested by the militants on Saturday afternoon.

The Taliban enforced strict interpretation of Islamic Sharia law when they ruled Afghanistan from 1996 until 2001. They executed murderers, chopped off the hand of thieves and stoned to death married adulterers.

Around eight years after the ouster of their regime in a US-led military invasion, the militants still hold sway in several districts in the south, while they are present in hundreds of villages in the east. In the areas under their control, the militants still mete out strict Islamic justice. (dpa)

Alleged custodial killing sparks-off violent protests in Srinagar

Srinagar, May 19 (ANI): The alleged killing of a civilian in the police custody triggered a massive protest here on Tuesday.

According to the local media reports, Manzoor Ahmad Beg, 35, allegedly died during an interrogation by the Special Operations Group on Monday.

Shouting anti-police slogans, scores of locals took to the streets. Soon, their protests turned violent when an angry mob started stone pelting on the police forces.

To disperse the frenzied mobs, police charged batons and fired tear gas shells.

Meanwhile, the government has ordered a probe into the incident. (ANI)

Five police, twelve Taliban killed in latest Afghan violence

Kabul – An Afghan police official and 12 Taliban militants were killed near Kabul city, while four other policemen were killed by a roadside bomb in the eastern region, officials said Tuesday. The chief of the criminal section for the Mosayee district of Kabul province was killed by during a police operation in the district on Monday, an interior ministry statement said.

It said 12 armed Taliban were killed by Afghan forces in the combat about 15 kilometres south of Kabul city.

Earlier this year, some 3,000 US soldiers were deployed to Logar and Wardak provinces that border Kabul city to stop the Taliban’s advance towards the capital city.

The insurgents have gained strength in the past three years and extended their writ to wider swathes of the country.

Four Afghan police forces were also killed by a roadside bomb in Zurmat district of south-eastern province of Paktia on Monday, the ministry said in a separate statement.

Afghan police forces have borne the brunt of Taliban-led attacks in the past seven years since the ouster of the Islamic regime in late 2001.

Police are less trained and equipped than soldiers, and are stretched out to wider areas of the country, making them more vulnerable. More than 2,000 police were killed in
2007 and 2008.

Around 70,000 international forces deployed from 42 nations are stationed in Afghanistan. More than 25,000 additional combat troops and military trainers are expected to arrive before the presidential elections in August.(dpa)

Taliban militants kill five police forces in western Afghanistan

Kabul – Taliban militants stormed a police post in western Afghanistan overnight and killed five police forces, officials said Sunday.

Dozens of militants driving several vehicles overpowered the policemen, who were manning a checkpoint in Karez Shaikha area of western Farah province, said deputy provincial governor Mohammad Younus Rasouli.

“Tens of enemy forces attacked one of our police posts in an area some 20 kilometres from center of Farah city last night and killed five policemen,” Rasouli said.

The police forces fought back and inflicted casualties on Taliban side, he said, but could not give any figures

“There were Pakistanis, Arabs and Chechens among the attackers,” said Abdul Raouf Ahmadi, spokesman for police forces in western region.

Taliban spokesman Qari Mohammad Yousif Ahamdi said by phone from an undisclosed location that their forces seized weapons and ammunition from the police post before withdrawing to their bases in the province.

The poorly trained and equipped Afghan police forces have borne the brunt of Taliban-led attacks since the ouster of Taliban regime in late 2001. More than 2,300 police were killed in rebel attacks in 2007 and 2008. (dpa)

12 terror suspects held during raids in UK

In England, a series of raids have led to the arrests of 12 suspected terrorists. But it has turned out to be a major embarrassment for the British authorities as the raids had to be conducted suddenly after a top counter terrorism cop inadvertently leaked details of the operation. He has resigned over the gaff.

Documents with details of a top-secret anti-terrorism operation that got inadvertently leaked forced the police to quickly conduct raids planned over months in broad daylight on Wednesday.

Twelve men, ten of them said to be of Pakistani origin staying on student visas were arrested in raids conducted in Northwest England.

“I want to congratulate Greater Manchester, Merseyside and Lancashire police forces for carrying out a successful anti-terrorist operation in which twelve arrests were made in locations across the north west of England,” said Jacqui Smith, Home Secretary.

However, it is not clear if some suspects managed to get away. The counter terrorism chief has resigned after that security blunder.

The names of senior officers, locations and other details were on the briefing paper. The raids were carried out in Manchester, Liverpool and nearby areas, including Liverpool’s John Moores University.

The suspects are said to have links with the Al-Qaida and were planning major attacks against Britain.

Serious threat to disrupt polls: PM

New Delhi, April 10 (IANS) Prime Minister Manmohan Singh Friday said there was a ‘serious threat’ by terrorists to disrupt the coming elections in India and admitted his government had failed to ward off terror attacks.

‘There is a serious threat. There is no doubt that terrorists have not given up the evil design to destabilise our country to interfere with the poll process. The successful poll process in Jammu and Kashmir has not been liked by some forces abroad,’ Manmohan Singh said during an interaction with women journalists at the Hotel Taj Palace here.

‘Every effort is being made to disrupt the poll process through infiltration. We are alert and have to be alert to deal with the menace,’ he said to members of the Indian Women’s Press Corps.

Referring to the terror attacks that occurred in the country in the past few years, Manmohan Singh said: ‘Let me be candid. We have not been successful in warding off terrorist attacks. This requires greater attention.’

‘Under the new home minister, we have come out with a new document – which sets out our strategy. There is no way but to strengthen intelligence, state police forces and to strengthen our ability to deal with these terrorist attacks, to ensure that the fallout is minimal,’ he said.

‘You must remember India is country of one billion people. I cannot discuss in public how the US deals with terrorism and Indian cannot.

He said India could not emulate some of the ‘draconian’ methods that the US used to deal with terrorism, he added.

Court adjourns verdict on Tytler till April 28

New Delhi, Apr 9 (ANI): A Kakardooma Court on Thursday postponed the hearing on the Central Bureau of Investigation’s (CBI) plea for closing the 1984 anti-Sikh riots case against former Union Minister Jagdish Tytler.

The court will hear the arguments from both sides on April 28 and 29.

The court held that all evidence filed pertaining to the case needs to be analysed before taking a decision on the CBI’s final closure report.

During the hearing, the CBI argued that the court did not have the power to take a decision on the investigation done by the agency since the case was related to murder.

However, Additional Chief Metropolitan Magistrate Rakesh Pandit overruled the CBI’s point and fixed the argument on the matter for a later date.

The court has also directed the investigating agency to hand it over the CDs containing the evidence in the case.

During the period of the court hearing, over 500 protesters from various Sikh organisations broke the barricades outside the court and climbed over gates.

The protesters, who were agitated over the CBI’s decision to give a clean chit to Tytler, demanded stringent punishment for him for his alleged role in instigating the riots pertaining to killing of three persons when a mob attacked Gurudwara Pulbangash on November 1, 1984.

They even burnt an effigy of Tytler outside the court premises.

Extra police forces were deployed at the court to maintain law and order.

The CBI, on April 2, had recommended quashing of FIR against Tytler as it did not have sufficient evidence to proceed on the matter. On March 28, the CBI filed the report in a sealed envelope before Metropolitan Magistrate Ram Lal Meena.

Tytler was among the three prominent leaders named in the reports on anti-Sikh riots. Two other leaders named were Sajjan Kumar and the late HKL Bhagat.

The 1984 anti-Sikh riots, which claimed the lives of almost 3000 Sikhs, were triggered by the assassination of then Prime Minister Indira Gandhi on October 31, 1984, by two of her Sikh bodyguards. (ANI)
