July 19 (Reuters) – Afghanistan will ask for more control of billions of dollars pledged to reconstruct the war-torn country at a major international conference next week.

Critics accuse the government of squandering millions in foreign aid, but President Hamid Karzai says most waste occurs on development projects outside official control, and he wants direct access to more of the $13 billion pot.

One of the pillars of the conference is social development for women, a key issue after a rights group last week warned last week that they risked sacrificing hard-won freedoms as the government seeks peace with the hardline Islamist Taliban. [ID:nSGE66C0D9]

Following are some facts about women in Afghanistan:

RIGHTS AFTER THE TALIBAN

For five years under the Taliban’s Islamist regime, women were banned from education and work. Since the Taliban’s 2001 fall, women’s rights have improved.

But it is often still taboo for women and girls to go to school or work in rural areas. Forced marriage, often of young girls, is still common.

Afghan women are among the world’s worst off, and violence and rape are a “huge problem”, according to the United Nations.

A law for Afghanistan’s minority Shi’a Muslims caused international outcry because one of its articles was seen as permitting marital rape. U.S. President Barack Obama called the law “abhorant” and it was changed by President Hamid Karzai.

GOVERNMENT AND POLITICS

Karzai’s first cabinet after his 2004 election contained three female ministers and a female vice president. The current cabinet has a woman Minister for Martyrs and the Disabled, while two others are acting in womens’ affairs and public health roles after permanent appointments were blocked by parliament.

The Afghan parliament uses a quota system to ensure at least 25 percent of seats go to women. While affirmative action is seen as necessary by many, some have complained that in many provinces women get seats based on gender rather than voter support.

Outside urban centres like Kabul and Herat, where Afghanistan’s only female chief prosecutor works, Afghan women are poorly represented in local government. The first female city mayor was appointed in Daikundi province last year.

HEALTH

Afghanistan has the second worst maternal mortality rate in the world, after Sierra Leone. For many women becoming pregnant is akin to a potentially fatal illness, the U.N. says. For every 100,000 live births, 1,600 women die in labour.

Poverty, rugged terrain and a shortage of female medical staff have contributed to the high maternal mortality rate. In remote northeast Badakhshan province, the rate is the world’s worst with 6,500 maternal deaths per 100,000 live births. Although midwife numbers have increased over the past few years, it is still well under the 8,000 needed to help bring down the level of maternal mortality, the U.N. says.

EDUCATION

The number of girls and women in education has soared since the ousting of the Taliban in 2001, but is still poor by world standards. Just 24 percent of girls were in secondary education by 2007, with drop-outs highest among older students.

Cultural and religious practices still keep many girls from school, especially in rural areas. Even in Kabul, girls are often harassed and bullied by young men for attending school.

According to the ministry of education between January 2006 and December 2008, there were 1,153 attacks on schools, from small arms explosions to death threats. The majority of attacks, 40 percent, were against girls’ schools.

New Delhi, June 5 — With its blackened walls, collapsed domes, and a covered hall in which natural light plays hide and seek, Khirki Mosque is Delhi’s most romantic ruin. One of the seven mosques built in the 1370s by Khan-i-Jahan Junan Shah, prime minister to ruler Feroz Shah Tughlaq, the double-storeyed marvel got its name from the red sandstone grilled windows, or khirkis, that line its walls.

A domed sloping tower guards each of the four corners. Tapering minarets flank the domed gateways at the centre of each side.

The pillared hall, with 25 squares, is the highlight. A visually delicious jumble of arches and domes, it takes its dim light from the khirkis, as well as four open courtyards.

The Mecca-facing western wall has no window and so is darker and mustier. There, the bats, hanging from the ceiling, make a chee-chee sound that echoes off the pillars.

The roof, accessible by staircases on the eastern gateway, has 72 domes (nine have collapsed). They are rendered more beautiful by the juxtaposition of the surrounding skyline of the Khirki village, which grabs attention by its breathtaking ugliness.

Across the road is a glass-panelled mall.

Iran greatest threat to NPT in Middle East: Obama

Seeking strengthening of the global non-proliferation regime, President Barack Obama on Saturday said the greatest threat to NPT in the Middle East is Iran’s failure to live up to its international obligations over its controversial nuclear programme.

“The NPT must be at the centre of our global efforts to stop the spread of nuclear weapons around the world, while pursuing the ultimate goal of a world without them.

This agreement includes balanced and practical steps that will advance non-proliferation, nuclear disarmament, and peaceful uses of nuclear energy, which are critical pillars of the global non-proliferation regime,” Obama said in a statement.

“It reaffirms many aspects of the agenda that I laid out in Prague, and which we have pursued together with other nations over the last year, and underscores that those nations that refuse to abide by their international obligations must be held accountable,” he said.

Noting that the document includes an agreement to hold a regional conference in 2012 to discuss issues relevant to a Middle East zone free of weapons of mass destruction (WMD) and their delivery systems, Obama said the US has long supported such a zone, although its view is that a comprehensive and durable peace in the region and full compliance by all regional states with their arms control and nonproliferation obligations are essential precursors for its establishment.

“We strongly oppose efforts to single out Israel, and will oppose actions that jeopardise Israel’s national security,” the President said.

“The greatest threat to proliferation in the Middle East, and to the NPT, is Iran’s failure to live up to its NPT obligations,” he added.

“Today’s efforts will only strengthen the NPT as a critical part of our efforts to ensure that all nations meet their NPT and non-proliferation obligations, or face consequences.

Together, we must work for a world where nation’s benefit from the peaceful power of nuclear energy, while also being secure from the threat posed by nuclear proliferation,” Obama said.

Meanwhile, welcoming the NPT review consensus, the Arms Control Association (ACA) said in the coming months and years, key states will have to deliver on their promises to strengthen IAEA safeguards, guard against treaty withdrawal, bring Iran and North Korea into compliance with their NPT and safeguards obligations.

Besides, bring India and Pakistan into the nuclear weapons risk reduction and elimination process, accelerate international cooperation on securing nuclear weapons usable material; and advance the verifiable nuclear arms reduction process, bringing the CTBT into force, negotiate a fissile material production cut off, further reduce the roles and missions of nuclear weapons, and create a framework for the verifiable elimination of all nuclear weapons, the ACA said.

The ACA is a US-based private, non-profit membership organisation dedicated to public education and support of effective arms control measures pertaining to nuclear, chemical, biological and conventional weapons.

“The 2010 NPT Review Conference Final Statement encourages all states that have not done so to conclude and to bring into force additional protocols.

The Conference also called for ratification of the CTBT with all expediency. It affirmed that all States need to make special efforts to establish the necessary framework to achieve and maintain a world without nuclear weapons,” Daryl Kimball of Arms Control Association said in a statement.

“The successes achieved at the conference were made possible by the leadership exhibited by the US team and by the shift in US nuclear weapons policy direction under President Obama over the past 15 months,” he said.

“The Conference also agreed to a practical and prudent approach to discuss the issues and conditions necessary to achieve a WMD-free zone in the Middle East.

The NPT Review Conference agreed to hold a meeting among states in the region by 2012 and to name a facilitator for the meeting,” Kimball said.

“Israel was engaged in arms control discussions with other states in the region in the 1990s.

If Israel joins in the process again, the difference would be that Iran would also be in those discussions, and concerns about Iran’s intentions would also be under the spotlight,” he said.

“While Iran was not specifically called out in the conference document, Iran’s safeguards violations are well known and were indirectly criticised in the Final Statement.

And of course, Iran remains on the hook for its safeguards violations and continued production of enriched uranium in violation of UNSC resolutions that call for it to suspend its uranium enrichment,” Kimball said.

One killed in Mumbai building collapse

Mumbai, Aug 26 (ANI) An 85-year-old woman, who was seriously injured when a portion of a four-storey residential building collapsed in Mumbai, has died.

The building,’Yusuf Manzil’ at Lamington Road, caved on Tuesday evening after one of its main pillars weakened due to some construction work carried out by a shop on the ground floor of the building.

Five others who were rescued suffered minor injuries and were treated at the hospital.

Among those rescued was a month-old infant.

Her condition was reported to be normal.

“We have rescued four people so far from the building. Of the four people, we have rescued a month-old infant and an 80-year-old woman,” said Pratap Damodar Kargupikar, Chief Fire Officer, Mumbai.

Milind Deora who is the elected lawmaker from Central Mumbai visited the spot and said that the actual cause could be ascertained only after the investigations.

“Some people say a shopkeeper began some illegal construction after pulling down the shutter of his shop. The authorities will enlighten you with the actual cause after the investigations,” he added. (ANI)

Archaeologists discover Israel’s largest artificial underground cave

Washington, June 23 (ANI): An artificial underground cave, the largest in Israel, has been exposed in the Jordan Valley in the course of a survey carried out by the University of Haifa’s Department of Archaeology.

Professor Adam Zertal, who headed the excavating team, reckons that this cave was originally a large quarry during the Roman and Byzantine era and was one of its kind.

“It is probably the site of “Galgala” from the historical Madaba Map,” Professor Zertal said.

The enormous and striking cave covers an area of approximately 1 acre: it is some 100 meters long and about 40 meters wide. The cave is located 4 km north of Jericho.

The cave, which is the largest excavated by man to be discovered in Israel, was exposed in the course of an archaeological survey that the University of Haifa has been carrying out since 1978.

As with other discoveries in the past, this exposure is shrouded in mystery.

“When we arrived at the opening of the cave, two Bedouins approached and told us not to go in as the cave is bewitched and inhabited by wolves and hyenas,” said Prof. Zertal.

Upon entering, accompanied by his colleagues, he was surprised to find an impressive architectonic underground structure supported by 22 giant pillars.

They discovered 31 cross markings on the pillars, an engraving resembling the zodiac symbol, Roman letters and an etching that looks like the Roman Legion’s pennant.

The team also discovered recesses in the pillars, which would have been used for oil lamps, and holes to which animals that were hauling quarried stones out of the cave could have been tied.

The cave’s ceiling is some 3 meters high, but was originally probably about 4 meters high.

According to Prof. Zertal, ceramics that were found and the engravings on the pillars date the cave to around 1-600 AD.

“The cave’s primary use had been as a quarry, which functioned for about 400-500 years. But other findings definitely indicate that the place was also used for other purposes, such as a monastery and possibly as a hiding place,” he explained. (ANI)

Islamabad, May 27 (ANI): Pakistan Joint Chiefs of Staff Committee Chairman General Tariq Majid has said that the country’s nuclear weapons are in safe custody and the world wide concerns about it being falling into the Taliban’s hands are ‘unfounded’.

General Majid assured a US delegation here that Pakistan’s nukes were absolutely safe and that there is an immaculate multilayered security arrangement guarding the country’s nuclear assets.

“Based on the pillars of responsibility and restraint, Pakistan has developed and operationalised an immaculate nuclear weapons’ security regime which is multilayered, has stringent access controls, material control and accounting procedures,” The Dawn quoted General Majid, as saying.

He asserted that the Pakistan Army is committed to root out extremism from the country, and its sacrifices are much more than any other country involved in the war against terrorism.

“We as a nation have sacrificed more than any other coalition partner in this war,” General Majid said.

Fears about extremists, particularly the Taliban and Al-Qaeda, establishing their control over Pakistan’s nuclear weapons has heightened in the recent past, but Islamabad has consistently rejected the concerns terming it as ‘malicious propaganda’ being carried out against it by the some countries. Thunderstorm in Himachal Pradesh causes extensive damage

Aani, (Shimla), May 21 (ANI): A high intensity thunderstorm hit the Aani valley of Himachal Pradesh damaging several houses and fruits orchards on Wednesday.

The losses caused by this unexpected thunderstorm and cloud burst could be colossal. Dozens of villages were affected and the roads linking Aani valley to Shawad, Luhri, Sainj have been blocked.

Many families had a miraculous escape when uprooted trees and branches fell on the roofs of their abodes.

“Due to the heavy thunderstorm, a huge tree fell over my house. Two pillars of my house also came down. My children and I somehow managed to escape,” recalled Sena Devi, a resident.

“This heavy thunderstorm blew off roofs of many houses and many houses were damaged also. The apples from the orchards fell off,” said Sashi, member of Aani Panchayat.

The bordering villages in Shimla and Kullu districts have also been affected by the thunderstorm. Besides, scores of vehicles were damaged due to the uprooting of trees. (ANI)

India extends support to Bangladesh in reconstructing BDR

New Delhi, Apr 1 (ANI); Extending its support to the neighbouring Bangladesh, New Delhi on Wednesday said that it will ensure that any of the “recalcitrant elements” of the Bangladesh Rifles (BDR) do not cross over to India.

Addressing a joint press conference with BDR chief Brigadier-General Mainul Islam here today, BSF Director General M L Kumawat said, “We have expressed our full support to the Bangladesh government and BDR in restructuring the force.”

“We will ensure that BDR recalcitrant elements do not enter into India at any cost and if any one caught we would hand them over to Bangladesh,” added Kumawat.

Appreciating the BSF forces for showing “prudence and wisdom” at the borders since the tragic mutiny by the BDR on February 26 and 27, which left over 77 Bangladeshi army officers dead, Mainul Islam urged them to continue performing their duties diligently.

“The BSF has shown prudence and wisdom during the (BDR mutiny) crisis. It has been dealing the whole matter with wisdom and we expect them to do so in the future,” Islam told reporters in New Delhi.

He informed that three separate investigations on the BDR mutiny is continuing and the miscreants would be brought to justice.

Islam, who led a six-member delegation for 29th Border Coordination Conference, was speaking after signing a Joint Record of Discussions with Kumawat in New Delhi.

The two nations discussed on several issues including border management. They also came upon a decision to make effective joint efforts to prevent trans-border crimes including illegal movements across the border, trafficking of women and children, smuggling of drugs, arms and ammunition.

The issue of maintenance of boundary pillars along the Indo-Bangla border was also considered during the three-day meet held from March 30 to April 1. (ANI)

Featuring no B-pillars and fully retractable side windows, Mercedes says the coupe has a drag coefficient with a Cd-figure of only 0.24. The new, four-cylinder engine consumes up to 17 per cent less fuel while at the same time offering more performance and torque.

A feature specific to the coupe is the Dynamic Driving package offering different suspension setups at the touch of a button. Other features include Adaptive Main Beam Assist, road sign recognition and an automatic emergency braking system.

According to Mercedes, the most economical of the four cylinder engines, the E 250 CDI BlueEFFICIENCY Coupé, consumes only 5.3 litres of diesel per 100 kilometres and emits 139 grammes of CO2 per kilometre.

The improved fuel consumption has been achieved mainly by on-demand activation of the steering and fuel pumps, the use of tyres with low rolling resistance and an alternator control system which takes account of the current driving situation and the vehicle’s electrical power requirements. (dpa)

Devotees converge to celebrate ”Vaikuntha Ekadashi festival in Tamil Nadu

Tiruchirapalli (Tamil Nadu), Jan.8 (ANI): A large number of people converged from different parts of the country at the Ranganatha shrine in Srirangam, Tamil Nadu, to celebrate the Vaikuntha Ekadashi festival on Wednesday.

Devotees thronged the temple premises to offer obeisance to Lord Vishnu, who is known as Lord Ranganatha in the local parlance here.

Vaishnavism (the worship of Lord Vishnu) culture holds the belief that Vaikunth Dwaram, the gate to Lord”s innner sanctum open on this day.

Legend has it that the Lord opened the gate of Vaikuntam (His abode) for two demons in spite of them being against the Him.

At Sri Ranganathaswami temple, Lord Vishnu as Lord Ranganatha is adorned is an armour of diamonds (rathnaangi) and is brought to the thousand-Pillared Hall from the sanctum sanctorum through the northern gate known as Paramapada Vasal, the gate to the heaven. This gate is opened once in a year, only on the Vaikuntha Ekadashi day.

Devotees of Lord Ranganatha throng the temple during Ekadashi festival as it marks the only occasion when the idol of the God bedecked in diamonds is taken out of the sanctum sanctorum to be placed at Thirumamani Mandapam (thousand pillared hall).

“The Vaikuntha Ekadesi festival is celebrated for 20 days and the Tamil ..are sung by the Arayar in special dance format in all these 20 days. People from all over the world come to visit this temple on this day and for their benefit we have also given direct relay, live relay in our website plus other organization has also made efforts to see that this festival is a grand success,” said Kavita, the Joint Commissioner of Ranganatha shrine.

Arayar Natanam is a dance performed in the temples dedicated to Lord Vishnu in Tamil Nadu.

Pilgrims sing devotional songs and chant religious hymns throughout the day in Lord”s praise. It is believed that those who get audience with the Lord on this religious occasion, they find place in the His abode.

US remains top Of Global Innovation Index rankings, India ranked 41

New Delhi, Jan.7 (ANI): The Second Global Innovation Index 2008 (GII) jointly published by Confederation of Indian Industry and INSEAD Business School, has once again placed United States at the top of the Global Innovation Rankings. India, on the other hand, is ranked a lowly 41.

The GII that has studied 130 countries has ranked Germany in the second position, followed by Sweden, the United Kingdom and Singapore.

The European economies including the Nordic ones continued to do well in 2008. Switzerland, Denmark and the Netherlands figured in the top 10 apart from Germany, Sweden and UK that figure in the top 5. However, France was the biggest loser slipping from the 5th to 19th position.

Singapore and South Korea are two Asian countries figuring in the top 10. However, Japan has slipped to the 9th position from the 4th and India its last year”s ranking of 23rd to the 41st position. With China ranked at 37th, most BRIC countries have been ranked lower than last time. Israel and Qatar from West Asia and Middle East find places in the top 25. There are other countries from the Middle East just below this quartile.

The GII results have revealed that innovation is correlated with income levels in a country. For example, the innovation levels in the OECD countries are much more than non-OECD countries. There are few countries from Africa that are included in the rankings with only South Africa coming in at the 43rd position.

Over the years, through its own research, INSEAD has examined the many factors enabling national economies to achieve sustained and higher innovation capabilities. The goal has been to provide benchmarking tools for business leaders and policymakers to identify obstacles to improved innovation and competitiveness and stimulate discussion on strategies to
overcome them.

This time and earlier in 2007, INSEAD based its innovation analysis on the Global Innovation Index (GII) and Framework,
a highly comprehensive index for measuring global innovation, which captures the microeconomic and macroeconomic parameters and variables.

CII has over the years, taken a pioneering role in building a culture of innovation in Indian industry and society. It is CII”s belief that the only way for Indian industry to have sustainable and inclusive growth is to adopt innovation as a business strategy. With this belief, a number of initiatives have been taken by CII in the area of innovation. To make
a successful plan and roadmap for action, there is a need for India to align the measurement gauge with similar benchmark practices adopted globally.

Innovation is no longer restricted to the vertical structures of R and D laboratories and universities. Therefore an approach that goes beyond the number of patents registered, number of articles published in research journals and percentage of GDP spending on R and D measuring innovation is needed. This is the key assumption behind the approach used in this study.

The GII while arriving at the results has made a distinction between inputs and outputs while measuring innovation in an economy. Inputs are aspects that enable an economy to stimulate innovative and outputs are the results of innovative activities within the economy. The input pillars include Institutions and Policies, Human Capacity, General and ICT
Infrastructure, Market Sophistication and Business Sophistication.

The output pillars that provide evidence of the results of innovation within the economy are Knowledge Creation, Competitiveness and Wealth Creation.

The data for the GII was collected from reputed international organizations such as the World Economic Forum, the World Bank and the International Telecommunications Union. In particular, a combination of qualitative and quantitative data is used for the computation of the GII. The qualitative data is obtained from the Executive Opinion Survey, a global CEO survey conducted by the World Economic Forum. (ANI)
