Kasab files appeal in Bombay High Court against death sentence

Mumbai, June 4 (ANI): Mohammad Ajmal Amir Kasab, the lone surviving Pakistani gunman, who was sentenced to death for his role in the 26/11 Mumbai terror attacks, has filed an appeal in the Bombay High Court challenging the verdict and sought a legal aid panel to fight his case.

It has been reported that Kasab filed the appeal through the jail authorities and his plea for a lawyer has been forwarded to the High Court Legal Services Committee (HCLSC).

The HCLSC would now present Kasab”s plea for a lawyer before Acting Chief Justice J N Patel, who is patron in chief of Maharashtra State Legal Services Authority and senior Judge and Chairperson of HCLSC, Justice Ranjana Desai.

Earlier on May 6, Kasab”s defence lawyer K. P. Pawar said the decision about appealing to the High Court against the death sentence would be taken after consultations with the convict.

Judge M L Tahiliyani awarded death sentence for Kasab on-waging war against India, murder, conspiracy to murder, and participating in an act of terror under Unlawful Activity Prevention Act (UAPA).

Judge Tahaliyani felt that Kasab”s crime fell under the judicial definition of ”rarest of rare”.

Kasab, who is the 52nd prisoner on death row in India, was also awarded life term on five other counts. (ANI)

Car driven by drunk rams, kills Inspector

New Delhi, May 29 — Delhi Police Inspector Shyam Sunder Pawar (45) died on Thursday night after he was hit by an overspeeding car on Bhairon Road. Police say the offending car- a Maruti Suzuki Swift-was driven by Sahil Gupta (22), a businessman in east Delhi’s Dilshad Garden area. Gupta was apparently drunk at the time of the incident. The incident was discovered by a patrol party from the local police station around 12.30 pm. Police say, “Gupta’s car, after hitting Inspector Pawar, had crashed into an iron railing on the sidewalk where digging work for the Commonwealth Games is underway.” “Such was the impact that the front of the vehicle suffered irreparable damage. Pawar’s body was recovered 20 metres away from the accident spot,” said a senior police officer. Inspector Pawar, a 1994 batch police officer and from a family of police personnel, was posted as Inspector Investigations at the Kalyanpuri Police Station in east Delhi. “Prima facie, it seems that Inspector Pawar, who was standing behind his black Hyundai Santro, was talking on the phone when Gupta crashed into him. The left side of Pawar’s body was completely destroyed,” the officer said. Police said Gupta claimed he was trying to avoid a stray dog and lost control of the vehicle in the process. “Gupta was so inebriated that he confessed to having blacked out seconds before he hit the officer.” When the police patrol party reached the spot, Gupta was apparently trying to discard empty beer bottles from his car. He was pulled out of his damaged car by the patrol party. Gupta’s kin, however, refuted the police’s claims. “Sahil was not under the influence of alcohol. He doesn’t drink,” claimed his mother Veena Gupta (42). Gupta was released on bail on Friday evening. However, the police stood by their version of the incident.

“We have registered a case of attempting to cause death through negligence and are investigating the matter.”

Tennis: Chavda, Naik in quarters

Yash Chavda, Tejas Naik and Ayush Rawat entered the Under-16 Boy’s Quarterfinals of the Rising Star Open Tennis Tournament played at the Fergusson College courts on Friday.

Chavda and Rawat thrashed their respective opponents Pranav Keskar and Rahil Gajare 6-0, while Naik also secured an easy 6-1 victory over Rahil Gajare.

The other players who joined them in the quarterfinals were Prajit Oswal, Mandar Holkar, Ajay Donde, Madhur Pawar and Mihir Joshi, to name a few.

In the Under-8 category, Harsh Rukhaiyar blanked Yashraj Dalvi 6-0 to enter the quarterfinals, while Aditya Sriram and Nikhil Pansare also progressed with a 6-1 win over Atharva Gunda and a 6-2 victory over Pranshu Jain respectively.

Rukhaiyar also won his match in the Under-10 category, beating Divyank Patil 6-0. Anirudh Nikam, Pranav Ambekar, Akash Bhujang and Ayman Khan were the other victors in the Under-10 draw.

Nikam beat Gandhar Joshi 6-3, while Ambekar overcame Ganesh Gonthe 6-2 and Bhujang beat Girish Chowgale by the same scoreline. Atharva Sharma and Aditya Sriram edged out their respective opponents Akash Khaire and Rutvij Menavlikar, narrowly beating the 6-5 to enter the next round. Atharva Bhosale was also made to fight for his victory by Jayesh Rajebhosale, finally beating him 6-5.

Kasab”s quantum of punishment to be decided on May 6

Mumbai, May 4 (ANI): A Mumbai Special Court on Tuesday fixed May 6 as the date to announce the quantum of punishment to Ajmal Amir Kasab, the lone surviving terrorist of the 26/11 Mumbai terror attacks.

Earlier, Mumbai Special Public Prosecutor Ujjwal Nikam formally demanded the death penalty for Kasab, who was found guilty of waging war against India.

Nikam said that Kasab wanted to inspire others to take part in fidayeen or suicide attacks.

He also called Kasab a killing machine manufactured in Pakistan.

The court-appointed defence lawyer for Kasab, K P Pawar, is now expected to seek leniency for his client.

On Monday, it pronounced a verdict in a courtroom at the Arthur Road Jail here. Judge M L Tahiliyani declared Kasab guilty of all 86 charges filed against him.

The charges against Kasab include waging war against India, murder, abetting to murder, attempt to murder, violation of the Arms Act, Explosives Act, the Unlawful Activity Prevention Act (UAPA) and others.

However, in an unexpected move, the court found two Indian co-accused– Faheem Ansari and Sabauddin Ahmed – not guilty and said they must be acquitted of all charges due to lack of evidence.

For the first time in Indian judicial history, it was established in a court of law that Pakistan was involved in an act of terrorism and of waging war against India.

Judge Tahiliyani said the way the ten terrorists countered the elite National Security Guards (NSG) clearly established that they were trained to fight a war.

Though no direct evidences were mentioned against Lashkar-e Taiba leader Hafiz Saeed and Zakir -ur -Rehman, the court found them guilty based on Kasab”s confessional statement.

The court also accepted Kasab”s confessional statement.

The court also said the DNA test conducted on the seven dead terrorists matched prints collected from the boat ”Kuber”.

It said the evidence proved that Additional Commissioner of Police Ashok Kamte had died of a bullet fired by terrorist Abu Ismail, while it was not established who killed Maharashtra ATS chief Hemant Karkare and encounter specialist Inspector Vijay Saluskar.

The trial, perhaps the fastest in a terror case in India, commenced on May 8, 2009.

Judge Tahaliyani recorded 3,192 pages of evidence after examining 658 witnesses on 271 working days. Thirty witnesses in the court identified Kasab as the man who had opened fire on them.

Nikam submitted 1,015 articles seized during investigations. He had also filed 1,691 documents to support the case.

He had also argued that Pakistan”s security apparatus was used by the terrorist outfit Lashkar-e-Taiba (LeT) in the 26/11 Mumbai attacks.

The prosecution also tabled CCTV footage of the terrorists moving about with guns and firing at people.

The images were captured on CCTV cameras fitted at CST Railway Station, the Times of India building, and the Taj Mahal and Oberoi Hotels.

Photographs of Kasab shot by photojournalists Sebastian D”souza and Sriram Vernekar were also placed before the court.

Kasab is a native of Faridkot, in Pakistan”s Punjab Province.

He along with nine other terrorists, who were killed during the gun battle with security forces in Mumbai have been charged with killing 166 people, including 25 foreigners. (ANI)

Sharad Pawar says end of season rains will help winter crops

New Delhi, Sep 18 (ANI): Agriculture Minister Sharad Pawar has said that late end-season rains will help India’s winter crops.

Talking to reporters here on Thursday, Pawar said, “It’s true that because paddy area transplantation has been dropped, but the late rains are very helpful particularly for Punjab, Haryana, Orissa and Chhattisgarh.”

“There would not be any pressure on food grains supply, as the stock position was good,” Pawar added.

Meteorological Department has said that since June 1, monsoon rains have been 20 percent below normal and heavy showers in the past week have reduced the total seasonal deficit by three percentage points.

Met department said the country can expect heavy rains for at least another week, but the withdrawal of the monsoon, which usually begins to wind down in early September, would be delayed.

A surge in food prices unexpectedly pushed the annual change in India’s wholesale price index into positive for the first time since late May, putting pressure on the central bank to bring forward an exit from its easy monetary policy.

The annualised wholesale price index rose by an unexpected 0.12 percent in the year to September 5, compared with the previous week’s 0.12 percent fall and analysts’ forecast of a 0.08 percent decline.

The food articles sub-index rose an annual 15.4 percent, up from the previous week’s 14.8 percent rise, as a dry spell hit nearly half of India’s districts, hurting summer crops and prompting the government to take steps to raise supplies. (ANI)

Congress to decide over alliance with NCP on Sunday

New Delhi, Sep 12 (ANI): Union Heavy Industries Minister Vilasrao Deshmukh said that the decision on alliance with Nationalist Congress Party (NCP) for the upcoming Maharashtra Assembly polls would be taken by Sunday.

Speaking to the media after a meeting with Congress president Sonia Gandhi, Deshmukh said the party will take a decision on the continuation of alliance by Sunday.

On Friday the Congress High Command appointed Deshmukh as the chairman of party’s poll management committee and Union Power Minister Sushil Kumar Shinde as the chairman of campaign committee for the Maharashtra polls.

Both Deshmukh and Shinde held an hour-long meeting with the party’s central leadership.

He said, Sonia Gandhi had asked him to coordinate party’s election work by taking everyone into confidence.

Cooperative factories must help in ensuring sugar availability: Pawar

New Delhi, Sep 10(ANI): Agriculture Minister Sharad Pawar on Thursday urged cooperative sugar factories to play a more pro-active role and shoulder the responsibility of importing more raw sugar, not only for better utilization of their processing capacity, but also to fulfill their obligation of providing adequate and affordable sugar to the nation.

Addressing the 50th Annual Meeting of the General Body of National Federation of Cooperative Sugar Factories Ltd. here, Pawar said the government has already taken steps to assist sugar factories to further help sugarcane farmers to improve productivity as well as sucrose content in sugarcane by way of soft loans at four per cent per annum from SDF.

Pawar said that in view of the significant drop in sugarcane production, there isn’t for increasing sugarcane producing area immediately. The Central Government has also decided to give a one time short term loan assistance from SDF at four per cent per annum for the purchase of inputs like seed, fertilizers and pesticides.

“The loan given to the sugar factories has to be passed on to the farmers at not more than four per cent interest in cash or kind, before March 31, 2010,” Pawar added.

Pawar also requested the delegates to assess their individual capability and capacity to pay during 2009-10 sugar season and give remunerative price to the farmers, keeping in view the long term requirement of sugarcane.

This will encourage them to increase acreage under sugarcane as well as invest more in the sugarcane crop by way of inputs like fertilizers and pesticides, he added.

Pawar further requested the sugar factories to utilize modernization and expansion loans before investing in projects for utilizing the by-products.

The minister also talked about two important aspects -increased availability of sugarcane by way of improvement in productivity as well as recovery of sugar and controlling the cyclical nature of the sugarcane and sugar economy- which need to be addressed not only by the Government, but also by the sugar factories as well as the sugarcane farmers.

Stating that the country is reeling under pressure of high sugar prices along with lack of availability of sugar, not only in the domestic market, but also in the international market, Pawar discussed some unprecedented steps taken by the Government to supplement the domestic production of sugar and also ensure availability of sugar to the more vulnerable sections of the society.

He expressed hope that these steps would not only increase availability of sugar in the market within September, 2009, especially during the festival season, but also have a positive impact in controlling the sugar prices. (ANI)

New sugar season to begin with much lower stocks: Pawar

New Delhi, Sep. 1 (ANI): Union Agriculture Minister Sharad Pawar on Tuesday said that the new sugar season will begin with much lower stocks, as the production will be hit by lower sugar recovery from cane after the failure of monsoon rains.

“The production of sugar in India during year 2008 and 2009 sugar season has not been adequate to meet the domestic demand of the country. We started with very comfortable opening balance that was around 10 million tonnes of sugar on 1st October 2008. However we expect sugar production during 2009 and 2010 definitely less…somewhat 8-22 billion tonnes,” Pawar told reporters.

Recently, the head of the National Federation of Cooperative Sugar Factories Ltd, J.B. Patel had said India’s opening stocks would be at 2.7 million tonnes, down three quarters from 10 million tonnes on October 1, 2008.

India’s dwindling stocks and rising demand have helped raw sugar futures surge to the highest in nearly three decades on prospects of large purchases by the world’s top sugar consumer.

Weak monsoon rains have further raised supply concerns in India.

Many Indian farmers abandoned cane cultivation last year as they found wheat more attractive after the government raised the purchase price for the grain handsomely.

India had exported five million tonnes of sugar last year, but it swiftly turned into a large importer to counter low supply and rising prices.

Sugar industry officials say the government should lift controls on the sugar sector to correct the demand-supply mismatch. (ANI)

Farm production could fall by 15-20 percent, Mukherjee

New Delhi, Aug 27 (ANI): Union Finance Minister Pranab Mukherjee predicted on Thursday that country’s farm production in the Kharif season could fall by 15 to 20 per cent due to poor monsoon.

Over 250 districts across 10 states, are facing drought situation due to poor monsoon.

Speaking at Federation of Indian Chambers of Commerce and Industries (FICCI) Mukherjee said, “For impact of production on the Kharif crop, exact quantum will be known only when the harvesting starts. But from the picture of sowing, one can easily estimate that there is likelihood of a shortfall to the extent of 15-20 per cent.”

He added, “We have certain areas of concern like drought, inflationary pressure, government borrowing and its consequences on long term funding of corporate sector.”

Earlier Union Agriculture Minister Sharad Pawar had said the rice production could fall by 10 million tonnes in Kharif season.

During the last monsoon season country’s food basket was filled with 117.7 million tonnes of food grains. (ANI)

26/11 probe: five out of ten IP addresses traced to Pakistan

Mumbai, Aug.27 (ANI): In yet another evidence which proves involvement of Pakistan based terror groups in the November 2008 Mumbai terror attacks, five out of ten Internet Protocol (IP) addresses used for the ghastly act has been identified to be located in that country.

An investigation into the geographical locations of Internet Protocol (IP) addresses used for the 26/11 has been identified to places located in Pakistan, Russia, Kuwait and the United States.

During the hearing of the Mumbai attack case, Crime Branch Cyber Cell inspector Mukund Pawar told a local court here that the Federal Bureau of Investigation has handed over a list of 10 IP addresses to Indian authorities.

According to the charge sheet filed in the court, these IP addresses were used to gain control of the email id, kharak_telco@yahoo.com, which was used by the perpetrators later to make payments to a US Internet communication service provider.

Pawar said he used a website to find out the actual location from where the IPs were accessed and retrieved the ten locations based in different parts of the world including Pakistan.

“I downloaded the information available on the website in respect of the 10 addresses. Five IPs – 58.27.167.153, 118.107.140.138, 203.81.224.201, 203.81.224.202, and 203.81.224.203 – were traced to Pakistan,” Pawar said.

He said that some of the addresses located in Pakistan were registered in the names of Colonel R Saadat Ullah, Khurram Shazad in Rawalpindi, Sajid Iftikhar in Lahore and others.

The remaining five addresses were proxies, traced to Chicago, Moscow and Safat in Kuwait. (ANI)

PM to address Second Heads of Missions meeting today

New Delhi, Aug 24 (ANI): Prime Minister Dr. Manmohan Singh will address the conference of Heads of Indian Missions abroad here today.

Besides Prime Minister Dr. Manmohan Singh, the conference will also be addressed by External Affairs Minister S.M.Krishna, Finance Minister Pranab Mukherjee, Agriculture Minister Sharad Pawar, Commerce and Industry Minister Anand Sharma, Minister of Overseas Indian Affairs Vyalar Ravi, National Security Advisor M.K.Narayanan, Dr. Kapila Vatsyayan, MP, and other senior government ministers and officers.

The HOMs will also have an interaction with Vice President Hamid Ansari.

Various high level sessions during the conference will cover inter-alia the global financial crisis, the Indian economy and climate change.

A new feature of this year’s conference will be the interactive sessions with some special topical themes. This will enable the Heads of Missions to provide the government with their own experiences gained during the last one year of implementing foreign policy in different countries and regions.

The conference will provide an opportunity for the government to give directions to the envoys on major foreign policy objectives.

This annual interaction between the Government of India and its envoys will help to ensure that the latter are well equipped to shoulder the complex responsibilities that are required to be fulfilled in a rapidly changing global environment.

This is the second such meeting, the first being in December last year in the backdrop of the 26/11 Mumbai attacks when India was on a “diplomatic offensive” against Pakistan. (ANI)

Provide immediate relief to drought-affected areas: Pawar

New Delhi, Aug 21 (ANI): Union Agriculture Minister Sharad Pawar asked the State Agriculture Ministers on Friday to take immediate steps to provide relief to the drought affected areas.

Addressing a conference of State Agriculture Ministers here, Pawar urged them to take steps to protect the interest of small and marginal farmers.

Pawar described the situation in 246 districts across 10 states as grim, and said the state agriculture departments must gear up their machinery to ensure full support to the farmers at this critical times.

Rabi crops can be planted early and over a large area to make for the kharif losses due to a poor monsoon, Pawar explained.

“This is good opportunity to ensure wheat is sown in time particularly in Uttar Pradesh, Bihar and West Bengal,” Pawar.

Pawar said there is an urgent need to promote alternate crops like pulses, sunflower, bajra, fodder and vegetables as the reports pointing out a shortfall in paddy sowing.

In his speech Pawar also stressed the need for sustaining the animal health, livelihood of small and marginal farmers and landless labourers.

He asked the State Governments to set up control rooms at the state capital and district headquarters to deal with drought situation.

“For the drought-affected population we should ensure availability of food, drinking water, fodder and employment. I am sure with your cooperation we would be able to tide over this crisis and regain the momentum of food grain production in the country.”

Pawar also expressed concern over price rise and asked the ministers to take measures to check it. (ANI)

Centre constitutes GoM to monitor drought situation

New Delhi, Aug 13 (ANI): In view of the severe drought and growing prices of essential commodities, Prime Minister Manmohan Singh has constituted a crisis management group of Ministers (GoM) for monitoring the situation on a day-to-day basis.

The decision was taken after a high level meeting chaired by Singh. Chairman of the 13th Finance Commission Vijay Kelkar, Planning Commission Secretary Sudha Pillai also attended the meeting.

Sources said, Union Finance Minister Pranab Mukherjee would head the crisis management group,

The GoM comprises Union Agriculture Minister Sharad Pawar, Railway Minister Mamata Banerjee, Petroleum Minister Murli Deora and Power Minister Sushil Kumar Shinde sources added.

The main task of the GoM will be to minimise the damaging impact of drought on food prices and to improve the condition of farmers affected by the adverse monsoon situation.

The GoM will also try to devise ways to contain the damages done by the failure of the Kharif season.

As many as 161 districts across the country have been declared drought-hit.

Earlier, expressing concerns over the situation, Mukherjee said the drought would affect the country’s economic growth, which is expected to be below 6% this year. (ANI)

Pawar warns of draught like situation in North India

New Delhi, July 10 (ANI): Union Agriculture Minister Sharad Pawar today warned that, North India facing drought-like situation, and states like Punjab, Haryana, Himachal Pradesh, Uttar Pradesh, Bihar and Delhi might face serious problems due to scarcity of rains.

Pawar, however, said the Ministry of Agriculture has prepared two contingency plans to face the situation arising from the failure of monsoon.

According to Pawar, active monsoon condition was likely to continue over Central India for couple of days and monsoon was expected to intensify over Maharashtra and Gujarat during the same period.

He also said the rainfall is likely to increase in eastern and northeastern India.

Meanwhile, Pawar announced in the Lok Sabha that the government has provided additional seeds to states in case the farmers need to undertake sowing a second time due to delay in monsoons.

The India Meteorological Department (IMD) too had predicted a weak monsoon this year in North India.

According to the latest estimates of the IMD, cumulative seasonal rainfall during this year’s monsoon has so far been 43 percent below the long-term average.

The poor monsoon is likely to affect overall Gross Domestic Product (GDP), a basic measure of country’s economic performance. (ANI)

No drought in the country: Pawar

New Delhi, June 28 (ANI): Union Agriculture Minister Sharad Pawar on Sunday said there is no drought-like situation in the country due to a delay in the onset of monsoon rains.

“There is no drought-like situation in the country due to delay in monsoons and the loss would be more than made up for in the rains during July and August,” Pawar said.

He also denied rumours of a price rise, adding that food procurement was better this year compared to last year.

The government had enough reserve food stocks to tackle a drought-like situation should it exist, Pawar said.

Pawar’s reassuring comments came even as the media played up fears of a drought.

The comments assume significance in the wake of the southwest monsoon advancing further into some parts of Maharashtra, Andhra Pradesh and the southern regions of Chhattisgarh and Orissa.

The weatherman has forecast rain or thundershowers in some parts of northwest India, including Uttar Pradesh and Rajasthan, which are experiencing severe heat-wave conditions.

Even as Manipur declared itself to be drought-hit, the Centre said it had put in place a Crisis Management Plan to deal with the drought the country may face in the wake of the delayed monsoon.

The annual rainfall system is expected to cover some more parts of Bihar, Jharkhand, Madhya Pradesh, West Bengal and Sikkim in the next three or four days.

Mumbai, which experienced heavy rain on Friday, got some light showers early on Saturday. Delhi too is likely to receive rainfall over the next two to three days. (ANI)

PCB postpones legal proceedings against ICC over 2011 World Cup rights

Lahore, May 28 (ANI): The Pakistan Cricket Board (PCB) has postponed its legal proceedings against the International Cricket Council (ICC) for shifting the 2011 World Cup matches from Pakistan.

According to sources, the PCB is hoping that the meeting with other co-hosts India, Sri Lanka and Bangladesh scheduled to be held next week in Dubai, would yield some positive result.

“The ICC had also indicated that we hold our legal proceedings until this meeting and we are also confident of some positive outcome from it,” the PCB’s legal advisor Tafazzul Rizvi said.

Rizvi said the board would not hesitate to continue the legal battle in case the meeting fails to generate some positive outcome.

The PCB believes that the decision of not hosting World Cup games in Pakistan might be reversed after the meeting.

“The decision can be reversed and we will be given back our share of the World Cup matches,” a PCB official said.

The meeting would be attended by the heads of the Pakistan, India, Sri Lanka and Bangladesh cricket boards, the ICC President, Chief Executive and Sharad Pawar who will take over as the next ICC President, The Nation reports.

Meanwhile, the Lahore High Court has served a notice to the PCB over its discriminatory attitude against the Pakistan Women’s Cricket Control Association (PWCCA)

The PCB has been accused of not providing adequate funds to the PWCCA while it has affiliated other cricket councils. (ANI)

Manmohan Singh calls first Cabinet meet today

New Delhi, May 23 (ANI): A day after taking oath as Prime Minister for the second term, Manmohan Singh called a meeting of the Union Cabinet today.

According to sources, it is likely to take a decision on convening a Parliament session to enable new members to take oath. President Pratibha Patil will be addressing a joint sitting of both the houses during the session.

Earlier, Dr. Singh visited Mahatma Gandhi’s memorials besides those of other departed leaders and placed a wreath on them.

He was sworn-in as Prime Minister for a second term along with 19 other Cabinet ministers on Friday.

The 76-year-old, soft-spoken economist is the first Prime Minister since post-independence after Jawaharlal Nehru to be returned to office after completing a full term.

Senior Congress leader Pranab Mukherjee, NCP chief Sharad Pawar, A K Antony, P Chidambaram, Trinamool Congress chief Mamata Banerjee, former Chief Ministers S M Krishna, Ghulam Nabi Azad, and Veerappa Moily were inducted in the Cabinet.

Kamal Nath, Sushilkumar Shinde, S Jaipal Reddy, Meira Kumar, Vayalar Ravi, Murli Deora, Kapil Sibal, B K Handique, Ambika Soni, Anand Sharma and C P Joshi also took oath as Cabinet Ministers.

Friday’s swearing-in would be followed by an expansion of the Council of Ministers on May 26. The expansion would include Cabinet Ministers, Ministers of State (MoS) with independent charge as well as other Ministers of State. (ANI)
