Polling begins for Bihar by-election

Patna, Sept 15 (ANI): Voting has begun for the by-election to 11 of the 18 assembly constituencies in Bihar this morning.

The polling will decide the fate of 99 contestants, including nine women.

The Janata Dal (United) is contesting from Bagha, Nautan, Dhoraiya, Triveniganj, Fulwari, Ghosi, Simri Bakhtiarpur and Munger constituencies while the BJP is from Bodh Gaya, Begusarai and Araria.

The RJD and the LJP has fielded its candidates from Bagha, Nautan, Dhoraiya, Fulwari, Munger, Simri Bakhtiarpur, Ghosi; and Bodh Gaya, Begusarai, Araria and Triveniganj respectively.

The Congress is contesting from all the constituencies.

Around 25,15,474 electors are expected to cast their vote at 2,620 polling stations spread over Bagha, Nautan, Begusarai, Triveniganj, Simri Bakhtiarpur, Araria, Dhoraiya, Munger, Fulwari, Ghosi and Bodh Gaya.

Central paramilitary force personnel have been pressed into service to avoid any kind of untoward incident. (ANI)

BSF deploys women guards on Pakistan border in Punjab

Ferozepur (Punjab), Sep 11 (ANI): The Border Security Force (BSF) deployed the first batch of women guards on Pakistan border in Punjab.

The move would make foolproof body frisking at border check posts and farms lying across the border fence, said an official.

“The wives of our farmers cross the fencing at the border to carry out farming activities. We need to frisk them while going and coming back, which our male constables cannot do. So we have appointed women constables so that the security angle can be covered,” said H.S. Garcha, Commandant, 43 Battalion, BSF, Ferozepur.

These personnel have been given training in weapon handling, intelligence gathering, border management, unarmed combat, frisking and guard duties.

“I was always interested in joining the armed forces, I also had NCC in my college. Since then I had this in mind that if given an opportunity, I would definitely do something like this. I always wanted to wear this uniform,” said Randeep Ranju, a BSF constable.

BSF formed its first women’s battalion when 178 recruits passed out of the BSF’s Subsidiary Training Centre at Kharga near Hoshiarpur on July 25.

BSF plans to induct 35,000 women guards in the paramilitary force in the next four years. (ANI)

Centre withdraws security cover given to twenty-four VIPs

New Delhi, Aug 29 (ANI): As part of its comprehensive review and rationalisation of the VIP security system, the Union Home Ministry has withdrawn X-category security over of over twenty-four individuals,

The Ministry also decided to reduce the number of personal security officers (PSOs) from three to two to be deployed for X category security.

After the review former Chief Justice of India Y. K. Sabharwal, former MP and Bollywood Star Govinda, former MP Anwar Hussain, UP politician D.P.Yadav, Shoaib Iqbal MLA from Matia Mahal in Delhi, and two Delhi-based journalists and some local leaders from different northeastern states will lose security cover from next month.

Home Ministry sources, the ministry is planning similar reviewing of the Y and Z-category list in due course so that more police personnel are available for actual policing in Delhi.

The ministry will soon write to states to discharge central paramilitary force (CPMFs) personnel who were diverted for VIP security, sources added.

The ministry has also raised concern over the state governments lacking to provide security cover to central protectees, according to their categorisation during their tours in the respective states.

As per the VIP security guidelines, no central protectee can retain his/her Delhi-based PSO beyond 72 hours while on an outstation trip. The PSO is thereafter required to report back to Delhi, leaving the onus of protecting the VIP on the state police.

Meanwhile the Home ministry is also planning to reduce the security cover given to former Union Home Minister Shivraj Patil, National Commission of Scheduled Castes Chairperson Buta Singh, former External Affairs Minister Natwar Singh and Lok Jana Shakti Party Chief Ram Vilas Paswan and others.(ANI)

Srinagar grenade attack injures three

Srinagar, June 27(ANI): Three Central Reserve Police Force personnel were injured on Saturday, when militants hurled a grenade on the paramilitary force at Jehangir chowk in Jammu and Kashmir, a police spokesman said.

“The grenade exploded, injuring three CRPF personnel. The injured were immediately taken to a hospital for treatment,” a senior police officer said.

The three personnel belonged to the 82 battalion were injured when the grenade exploded in front of them at 2.15 pm, the spokesman said.

Following the blast, police and security forces have cordoned off the area to nab the militants responsible for the act.

So far no militant outfit has claimed responsibility for the attack. (ANI)

CBI arrests CRPF IG in recruitment scam

Kolkata, May 6 (ANI): The Central Bureau of Investigation on Wednesday arrested an Inspector General of the CRPF along with a commandant of the force for alleged corruption and bungling in the recruitment of personnel for the anti-naxal force COBRA.

According to sources, the CBI made several arrests after conducting searches at 20 locations spread across Bihar, Jharkhand, Haryana, Uttar Pradesh and Punjab in connection with the scam.

The alleged kingpins of the scam, IG Bihar Pushkar Singh, commandant Yajbinder Singh and CRPF constable Mukesh Kumar, were arrested in Bihar and Jharkhand

The CBI had allegedly recovered over 23 lakh rupees from Pushkar Singh’s residence on Tuesday during a search.

Others arrested include Kumar’s wife Swati and four other touts, they said, alleging that another 70 lakh rupees were recovered from the possession of Swati.

The agency reportedly recovered documents of immovable properties and papers relating to accounts of payments and records of various aspirants.

The CBI said the touts use to allegedly contact the aspirants and assure them of a job in exchange for huge sums of money.

A CBI spokesperson said the alleged conspiracy was being executed by a network of touts spread across the five states, who had contacts with senior officials of the force.

Earlier, the CBI had arrested the force’s DIG in Lucknow, a head constable and a tout, who were following a similar modus operandi.

In the scam, if a candidate was not selected even after the full payment, the money was given back by the touts.

The CBI is closely monitoring the recruitment process of the paramilitary force after its former Director General V K Joshi wrote to the agency last year to do so to check any misconduct. (ANI)

Two injured in landmine blast in Purulia on polling day

Purulia (West Bengal), Apr 30 (ANI): Two Central paramilitary force personnel were injured when Maoists exploded a landmine near a polling booth in Biramdih in West Bengal’s Purulia District on Thursday.

The incident took place at around 7:50 a.m. during patrolling of the area.

Polling was suspended at the booth following the blast.

Security reinforcements have been rushed to the site.

Narhari Mahato from the All India Forward Bloc and Shantiram Mahato from the Congress supported by the Trinamool Congress are the main candidates contesting the polls from this area. (ANI)

US to pursue broader military ties with Pakistan

Washington, Apr 22 (ANI): The Obama Administration wants to pursue broader military ties with Pakistan in order to help Islamabad combat a growing threat from militant groups including the Taliban, a senior Pentagon official has said.

US Under Secretary of Defence for Policy Michele Flournoy said Washington wants to provide the Pakistani Army with training and advice on counterinsurgency tactics developed in Iraq and Afghanistan and support ongoing operations with intelligence and other assistance.

“We need to substantially increase our military assistance and broaden the form,” she said at a forum hosted by the Washington-based Center for Strategic and International Studies.

“If we could get beyond a transactional sort of equipping, support, reimbursement relationship to a strategic relationship where we are also training, advising, working together on the ground … we would be much more effective and get a lot farther down the road of achieving our common objectives,” Flournoy added.

US officials have long been eager to provide counterinsurgency training for the Pakistani Army, but have been largely rebuffed by army leaders reluctant to shift away from a conventional military posture aimed at countering any threat from arch rival India.

Pakistani leaders are also wary of close, high profile cooperation with the US military, fearing it could fuel anti-American sentiment in the country.

The Pentagon instead has begun a training program for Pakistan’s Frontier Corps, a smaller paramilitary force operating in the Federally Administered Tribal Areas.

Flournoy’s comments come as the Obama administration moves to implement a new strategy for Afghanistan and Pakistan that stresses military action against insurgents combined with economic and social development initiatives in areas where militants hold sway.

The new US plan effectively seeks a new “strategic partnership” between Washington and Islamabad, she said. (ANI)

Ex-servicemen happy with Khanduri, to support BJP

There is good news for the Bharatiya Janata Party (BJP) in Uttarakhand because the executive body of a state-based ex-servicemen association has decided to extend its support to the party in the coming Lok Sabha elections. The executive body of the All India Ex-Para Military Personnel Association, Uttarakhand held a meeting on Monday in state capital.

During the meeting member of executive council discussed about the role of their association in 2009 Lok Sabha elections and decided to support BJP in the state. Speaking to Hindustan Times SS Kothiyal, president of the organisation said, “After detailed discussion about the role of our organisation in the coming Lok Sabha polls we have decided to extend our support to the BJP in the state because the state government lead by BC Khanduri has performed well in the last two years and brought overall development in the state.

” He further said that Khanduri is the only leader in the state who has foresight for future development of this hilly state. Besides, he has also taken special care of welfare of military and paramilitary force personnel in Uttarakhand.

It is believed that members of this organisation had played an important role in the victory of TPS Rawat in the Pauri by-election. As per the rough data available with the organisation,total number of voters that are associated with organisation could more than 3 lakh in the state.

Besides, it has been asked to the members of the association to establish personnel contact with voters with the purpose to mobilise them to cast their votes in favour of BJP in the state.

Pak security forces kill 18 militants in Mohmand

Peshawar, Mar 12 (ANI): Pakistani security forces on Thursday have killed 18 militants in Mohmand Agency bordering Afghanistan, Frontier Corps sources said.

Shelling was carried out in Gorgaray, Shapri and Malaghani Baba areas by Pakistani army helicopter gunships on suspected militant hideouts in the Mohmand region.

“The area was a main militant base and they were carrying out attacks on security forces from there … now the militants are on the run,” a foreign news agency quoted a paramilitary force spokesman, as saying.

Mohmand is in the south of the Bajaur region, which has seen the heaviest fighting in recent months between security forces and militants. (ANI)

Old Srinagar continues to be under stringent restrictions

Srinagar, Mar. 9 (ANI): For the third consecutive day, the stringent restrictions retained on the movement of people in the wake of protests over the killing of a youth in firing last week.

Official sources said thousands of police and paramilitary force personnel have been deployed in the areas falling under 15 police stations of interior city to implement prohibitory orders promulgated by the authorities to maintain law and order.

Due to the restrictions imposed by the administration on Saturday, all shops and business establishments, banks, government offices and semi-government institutions remained closed in old city on Monday. (ANI)

Security tightened in Dhaka, mutiny over

Dhaka, Feb 27 (ANI): Security has been tightened in Dhaka even though the mutiny by the paramilitary over pay and command structures ended overnight.

Search and rescue operations were underway by army personnel at the Bangladesh Rifles (BDR) headquarters on Friday morning.

Earlier, police resumed the search for alive or the deceased inside the headquarters.

According to reports, army troops headed by at least three Brigadier Generals have entered the headquarters for conducting rescue operations.

According to the Daily Star, at least 21 people-nine senior BDR army officers, seven soldiers, four civilians and one BDR personnel of unknown rank-were retrieved dead in the two-day rebellion.

The bodies of eight army officers were found in a sewage-filled canal off the Pilkhana headquarters.

The bodies of six personnel were found at Pilkhana and sent off to Mitford Hospital.

Army sources said the number of missing army officers could exceed 100.

The mutiny broke out on Wednesday morning following an altercation between the army men and the BDR officers over the formers’ pay and perks, conditions of service and other facilities, which they alleged, were discriminatory. It is the Bangladesh Army, which makes up the officers of the paramilitary force. (ANI)

Secret U.S. unit training commandos in Pakistan

Bara (Pakistan), Feb.23 (ANI): Over 70 United States military advisers and technical specialists are secretly training Pakistani commandos to battle Al Qaeda and the Taliban in the country’s lawless tribal areas more effectively.

The New York Times quoted American military officials as saying that US Army Special Forces soldiers are training Pakistani Army and paramilitary troops, providing them with intelligence and advising on combat tactics.

They do not conduct combat operations, the officials added.

They make up a secret task force, overseen by the United States Central Command and Special Operations Command.

It started last summer, with the support of Pakistan’s government and military, in an effort to root out Qaeda and Taliban operations that threaten American troops in Afghanistan and are increasingly destabilizing Pakistan.

Pakistani officials have vigorously protested American missile strikes in the tribal areas as a violation of sovereignty and have resisted efforts by Washington to put more troops on Pakistani soil.

President Asif Ali Zardari, who leads a weak civilian government, is trying to cope with soaring anti-Americanism among Pakistanis and a belief that he is too close to Washington.

Despite the political hazards for Islamabad, the American effort is beginning to pay dividends.

A new Pakistani commando unit within the Frontier Corps paramilitary force has used information from the Central Intelligence Agency and other sources to kill or capture as many as 60 militants in the past seven months, including at least five high-ranking commanders, a senior Pakistani military official said.

The American officials acknowledge that at the very moment when Washington most needs Pakistan’s help, the greater tensions between Pakistan and India since the terrorist attacks in Mumbai last November have made the Pakistani Army less willing to shift its attention to the Qaeda and Taliban threat.

Officials from both Pakistan and the United States agreed to disclose some details about the American military advisers and the enhanced intelligence sharing to help dispel impressions that the missile strikes were thwarting broader efforts to combat a common enemy.

“The intelligence sharing has really improved in the past few months. Both sides realize it’s in their common interest,” said Talat Masood, a retired army general and a military analyst.

In addition, a small team of Pakistani air defense controllers working in the United States Embassy in Islamabad ensures that Pakistani F-16 fighter-bombers conducting missions against militants in the tribal areas do not mistakenly hit remotely piloted American aircraft flying in the same area or a small number of C.I.A. operatives on the ground, a second senior Pakistani officer said.

The new 400-man Pakistani paramilitary commando unit is a good example of the new cooperation.(ANI)

Nepal parliamentary team says large tracts of Nepali land encroached

Kathmandu, Feb 2 (ANI): The Nepal parliamentary team conducting field study on encroached land in various bordering areas of the country has concluded that large tracts of the Nepali land have been encroached upon by India at various points.

A team of Foreign Relations and Human Rights Committee found that the Indian side has encroached Nepali land in Manebhanjyang, Guphapatal, Pulkhola, Phatak, Hile, Chhabise and Simala.

The team led by committee chairman Padma Lal Bishwokarma began inspection of encroached land following media reports of land encroachment at various bordering areas.

The committee expressed grave concern over the matter and said that land being cultivated by the Nepalis for years has now become part of Indian territory.

“The recently prepared map of border areas cannot be regarded as reliable for demarcation between the two nations,” Nepalnews quoted Bishwokarma as saying.

“The committee will submit report of the field study as soon as possible to find the solution of the problems,” he added.

The team members said that security personnel of the Seema Suraksha Bal (SSB), an Indian paramilitary force deployed along the Nepal-India border, has set up its camp inside the Nepali territory in Pulkhol of Pashupatinagar including Hile and Guphapatal. (ANI)
