Kapadia takes over as new Chief Justice of India

New Delhi, May 12 (NAI): Justice S H Kapadia was on Wednesday sworn-in as the 38th Chief Justice of India (CJI).

President Pratibha Devisingh Patil administered the oath of office and secrecy to Justice Kapadia.

The event at Rashtrapati Bhawan was attended by the Prime Minister, Dr. Manmohan Singh, his cabinet colleagues, outgoing Chief Justice K G Balakrishnan and other dignitaries.

Born in September 29, 1947, Kapadia enrolled as an advocate in September 1974.

Appointed as an Additional Judge of the Bombay High Court in October 1991, Kapadia was elevated as a Permanent Judge in the same High Court in March 1993.

He was associated with a historical judgement in which a five-judge Constitutional Bench had held that the law put in the Ninth Schedule was open for judicial review.

He was served as the Chief Justice of the Uttaranchal High Court from October 5, 2003 to December of the same year.

He was elevated to the Supreme Court on December 18, 2003. (ANI)

Rosaiah sworn in as caretaker Chief Minister of Andhra Pradesh

Hyderabad, Sep 3 (ANI): Senior Congressman and Finance Minister in the Late Y.S.Rajasekhara Reddy’s Government, Konnijiti Rosaiah on Thursday took oath as the state’s caretaker Chief Minister.

Chief Justice of Andhra Pradesh High Court A.R. Dave administered oath of office and secrecy to Rosaiah at the Raj Bhavan.

Rosaiah later drove to the state secretariat to preside over a cabinet meeting, where four Ministers reportedly insisted appointment of Reddy’s son Jagan Mohan, who is representing Cuddapah Constituency in the 15th Lok Sabha

Rosaiah was sworn after Reddy’s chopper wreckage was discovered atop a hill about 40 nautical miles from Kurnoool town.

Along with YSR, four others- Dr P Subramanium, the Special Secretary to the Chief Minister; ASC Wesley, Chief Security Officer and two pilots Group Captain SK Bhatia and Captain MS Reddy- died in the crash.

Rosaiah was elected as Member of the Legislative Assembly in 1968, 1974 and 1980 and he became the Minister of cabinet for transportation and Roads and Buildings for the first time in 1979 under Marri Chenna Reddy.

Later he was Cabinet Minster under T. Anjaiah in 1980 as the Cabinet Minister for Transportation and Housing, under K.Vijaya Bhasker Reddy in 1982 as the cabinet minister for Home.

Under M.Chenna Reddy in 1989 he was the cabinet minister for Finance, Transportation and Electricity, under Nedurumalli Janardhana Reddy in 1990 as the cabinet minister for Finance, Health and Education and Electricity, under K.Vijaya Bhasker Reddy in 1992 as the cabinet minister for Finance, Health and Education and Electricity, and was Y. S. Reddy as the cabinet minister for Finance.

He was the P.C.C president from 1995 to 1997. Once he was elected as MP also from Narasarao Peta in 1998. He is a senior most congress leader in AP and he is seen as a non controversial leader.

Since College he has been actively involved with politics and has been with Congress party for over 50 years. (ANI)

Nepal Vice President accuses Supreme Court of acting beyond jurisdiction

Kathmandu, Aug 25 (ANI): Nepal Vice President Paramananda Jha has said that the Supreme Court (SC) acted out of jurisdiction while issuing the order that said his berth will be automatically inactivated if he failed to retake the oath in Nepali language within seven days.

According to Kantipur, the Vice President-who has been dragged into controversies after taking the oath of office and secrecy in Hindi language last year by overlooking the constitutional provisions-claimed that the apex court has tried to create unnecessary controversies by acting beyond its jurisdiction.

Jha referred to the Interim Constitution and argued that according to the Article 36(I) 2 the post of the vice president becomes vacant only if he or she dies, tenders resignation or is impeached.hus, the Supreme Court order is beyond its jurisdiction and unsatisfactory, he said.

The apex court in its final verdict on Sunday said that failure of Vice President Jha to retake oath in Nepali within the given timeframe would mean his legal ouster from the post.

The full bench of the court has also asked the government to make preparations for retaking of the oath of the vice president.

The president, government and the parties in the coalition have earlier urged Jha to retake oath in Nepali. However, Jha has been adamant on not retaking the oath, stating that he would rather resign from the post.

Meanwhile, CPN (Maoist) central secretary Chandra Prakash Gajurel has said there is no alternative for the Vice-President except to obey the Supreme Court ruling.

Speaking at a press meet, Gajurel said the Supreme Court took decision taking the base of interim Constitution, so, it is not necessary to make any opinions on the issue. However, the court decision has raised the debate on language. (ANI)

Uttarakhand ministry expanded

Dehradun, July 1 (ANI): Uttarakhand Chief Minister Dr. Ramesh Pokhriyal Nishank on Wednesday inducted eight new ministers, including four Cabinet ministers. This has taken the strength of the Uttarakhand Ministry to 12.

State Governor B.L. Joshi administered the oath of office and secrecy to Prakash Pant, Diwakar Bhatt, Trivendra Singh Rawat and Rajendra Singh Bhandari (all Cabinet ministers) and Vijaya Barthawal, Govind Singh Bist, Khajan Singh and Balwant Singh Bhoryal (all ministers of states).

Bist and Barthawal have been inducted as Ministers of State with independent charge.

Major Gen (retired) B C Khanduri resigned as chief minister owning moral responsibility for the party’s poor performance in Uttarakhand in the recent general elections. (ANI)

Rameshwar Thakur takes oath as Madhya Pradesh Governor

Bhopal, June 30 (ANI): Senior Congress leader Rameshwar Thakur took oath as the Governor of Madhya Pradesh at a ceremony at Raj Bhavan today.

Madhya Pradesh High Court Chief Justice A K Pattnaik administered the oath of office to the Thakur.

Thakur was sworn-in as the 15th Governor of Karnataka on August 21, 2007.

He served as president of the Bharat Scouts and Guides from November 1998 to November 2001, and again after November 2004.

He was transferred to Madhya Pradesh for the remainder of his gubernatorial term on June 24, 2009. Thakur takes over from Dr. Balram Jakhar on the expiry of the latter’s term on June 30. (ANI)

H R Bharadwaj to take over as new Karnataka Governor

Bangalore, June 29 (ANI): Former Union Law Minister H R Bharadwaj will take over as the Governor of Karnataka today.

Bhardwaj replaces Rameshwar Thakur, who has been appointed Madhya Pradesh Governor for his remaining tenure.

Karnataka High Court Chief Justice P D Dinakaran will administer him oath of office at 4: 30 p.m at the Raj Bhavan.

All Ministers of Karnataka are expected to attend the ceremony.

Bhardwaj is representing the state of Haryana in the Rajya Sabha.

He was first elected to the Rajya Sabha in April 1982. He served as Minister of State in the Ministry of Law and Justice from December 31, 1984 to November 1989 and was re-elected to the Rajya Sabha in April 1988.

He was then Minister of State (Independent Charge) in the Ministry of Planning and Programme Implementation from June 21, 1991 to July 2, 1992 and Minister of State in the Ministry of Law, Justice and Company Affairs from July 3, 1992 to May 1996.

He was again re-elected to the Rajya Sabha in April 1994 and April 2000, and since May 22, 2004 he has served as Union Cabinet Minister of Law and Justice. (ANI)

Debananda Konwar takes oath as Bihar Governor

Patna, June 29 (ANI): Debananda Konwar took oath as the Governor of Bihar at a ceremony at Raj Bhavan today.

Acting Chief Justice of Bihar High Court Shiva Kirti Singh administered the oath of office and secrecy to Konwar. He replaces RL Bhatia whose term expired last week.

Konwar, a four-time MLA from Assam, was the Finance Minister in the Tarun Gogoi-led ministry. (ANI)

Ramesh Pokhariyal sworn-in as Uttarakhand Chief Minister

Dehradun, June 27 (ANI): Ramesh Pokhariyal was sworn-in as the fifth Chief Minister of Uttarakhand today.

He was administered the oath of office and secrecy by Governor BL Joshi at a function organised at Raj Bhavan here.

Bharatiya Janata Party (BJP) President Rajnath Singh, senior party leader M M Joshi, Yoga guru Baba Ramdev and Chidanand Muni of Parmarth Niketan ashram were also present during the ceremony.

Three MLAs-Matbar Singh Kandari, Bishan Singh Chufal and Madan Kaushik-also took oath as cabinet ministers.

Pokhriyal was elected leader of the BJP Legislative Party after the resignation of B C Khanduri.

He staked a claim to form the new government after Khanduri resigned on Thursday owning moral responsibility for the BJP’s poor performance in the recent general election in Uttarakhand. (ANI)

Council of Ministers represents experience, youthful energy: PM

New Delhi, May 28 (ANI): Prime Minister Manmohan Singh on Thursday said that his Council of Ministers represented experience as well as youthful energy and talent.

Prime Minister Dr. Manmohan Singh expanded his week-old Government by inducting 59 more ministers, who took oath of office and secrecy at the Ashoka Hall of Rashtrapati Bhavan.

Talking to mediapersons after the new Ministers were sworn-in at the Rashtrapati Bhavan, the Prime Minister said his government’s strategy would be economic growth with fiscal prudence.

Dr. Singh, however, refused to elaborate on it, saying that the strategy would be revealed in the President’s Address to the Joint Session of Parliament and in the Budget speech of the Finance Minister.

To a query about the reasons behind the delay in formation of full Council of Ministers, Dr. Singh said that a lot of consultations were to be held before finalising the names, as he wanted to have a thorough examination of the available talent and experience so that the Ministry represented youthful energy and experience. New Nepalese prime minister sworn in

Kathmandu – Nepal’s newly elected prime minister took office Monday, ending three weeks of political uncertainty following the collapse of the Maoist-led government.

President Ram Baran Yadav administered the oath of office to Madhav Kumar Nepal, 56, in Kathmandu.

Minutes later, Nepal swore in two ministers to his new cabinet, which will be expanded over the coming days to include Nepali Congress and other parties who supported him in his election.

The two ministers were Bidhya Bhandari and Surendra Pandey, both from Nepal’s moderate Communist Party of Nepal – Unified Marxist Leninist (CPN-UML). Bhandari and Pandey have not been assigned any ministries as yet.

The notable absentee for the swearing-in ceremony was the outgoing prime minister Pushpa Kamal Dahal.

The swearing-in came two days after the Nepalese interim legislature, the Constituent Assembly, elected Nepal as the country’s new prime minister unopposed.

Nepal became the second prime minister since the country abolished the monarchy and announced itself a federal democratic republic in June 2008.

The eight-month-old Maoist-led government collapsed on May 4 over a power struggle with the president.

The president reinstated army chief Rukmangat Katuwal hours after he was sacked by the government, prompting Dahal to resign.

Analysts say the government led by Nepal faces severe challenges due to the Maoists, who have already announced they will not cooperate.

The Maoists have described the president’s decision to reinstate the sacked army chief as illegal and unconstitutional, and have vowed to step up protests from both parliament and the streets.(dpa)

Madhav Kumar to be sworn-in as Nepal PM today

Kathmandu, May 25 (ANI): Newly elected Prime Minister Madhav Kumar Nepal will be sworn in today.

President Dr Ram Baran Yadav will administer him oath of office and secrecy during a special ceremony at the president’s office.

Along with Prime Minister, a mini cabinet of four-five ministers will also be sworn-in.

Madhav Kumar, a UML (Unified Marxist Leninist) nominee, was chosen ‘unopposed’ as the new Prime Minister of Nepal during a legislature-parliamentary session of the Constituent Assembly (CA) on Saturday.

Fifty six-year-old Madhav Kumar, an alumni of Bihar”s Goenka College, received the support of around 360 legislators of 22 political parties, excluding 238 legislators from Maoists and two from the Communist Party of Nepal (United).

He was the Deputy Prime Minister in the Nepalese government during the CPN (UML) minority government as well as the leader of the opposition in the National Assembly. He campaigned for the solution of Nepal Civil War through talks and did not believe that mobilization of the army was the solution.

He was arrested in 2001 during a crackdown on anti-government protest. Following the palace massacre he called for Prime Minister Girija Prasad Koirala to step down, though later joined forces with him to launch a campaign against King Gyanendra”s assumption of executive powers.

On April 12, 2008, Nepal resigned as General Secretary of the CPN (UML) after having lost the Kathmandu-2 seat to Maoist candidate Jhakku Prasad Subedi in the 2008 Constituent Assembly election. Nepal was also defeated in Rautahat-6 constituency by CPN(M) candidate Devendra Patel.

In June 2008, the CPN (UML) proposed that M. K. Nepal become the country”s first President, following the declaration of the country as a republic. (ANI)

Manmohan takes oath as PM, 19 ministers sworn in

New Delhi: Prime Minister Manmohan Singh Friday took oath along with 19 Cabinet colleagues to begin a second five-year term at the head of a multi-party government in which his Congress party is the overwhelmingly dominant partner after a sweeping win in General Elections.

He is only the second prime minister after Jawaharlal Nehru to have a second innings after a successful five-year term.

There were four new faces in the first edition of the Union Cabinet that is expected to be followed up by another expansion of the Council of Ministers in the next few days. All the others were in the outgoing Cabinet. All but two were from the Congress party.

Overseen by President Pratibha Patil, Manmohan Singh, 76, was the first to take oath at a 45-minute function at the ornate Ashoka Hall of Rashtrapati Bhavan. This is the first time she has administered the oath of office.

In the front rows of the ceremony was a sombre-looking LK Advani, who was the prime ministerial candidate of the Bharatiya Janata Party (BJP).

Malawi’s President Mutharika sworn in for second term

Malawi's President Mutharika sworn in for second term Blantyre, Malawi – Bingu wa Mutharika was sworn in as Malawi’s president for a second five-year term Friday in the presence of regional leaders after a landslide win in Tuesday’s elections.

Zimbabwean President Robert Mugabe and Zambian President Rupiah Banda were among a handful of African leaders that attended the inauguration ceremony in Kamuzu Stadium in the southern commercial capital of Blantyre.

Mutharika’s former-backer-turned-rival, ex-president Bakili Muluzi was also present.

More than 30,000 supporters of Mutharika’s Democratic Progressive Party (DPP), dressed in party regalia crammed into the stadium to watch him take the oath of office administered by Chief Justice Lovemore Munlo.

Malawi’s electoral commission earlier declared Mutharika, 75, elected president after results from 93 per cent of voting stations had been counted.

Mutharika won around 2.7 million votes against 1.3 million votes for his nearest rival, Malawi Congress Party (MCP) leader John Tembo. The rest of the vote was distributed among five other candidates.

The final voter turnout figure was not yet available but 6.5 million people were registered to vote.

Mutharika has ruled the impoverished landlocked southern African country of 13 million people – famous as the country where US popstar Madonna has adopted one child and is trying to adopt a second – since 2004.

His DPP also took the most votes in Tuesday’s concomitant parliamentary election.

Tembo is refusing to recognize the outcome and has announced plans to challenge the result in court.(dpa)

Manmohan Singh to take oath as PM today

New Delhi, May 22 (ANI): Dr. Manmohan Singh will be sworn in as the Prime Minister for the second consecutive term on Friday evening along with his council of ministers.

The grand ceremony will take place in Ashoka Hall of the Rashtrapati Bhavan where President Pratibha Patil, administer the oath of office and secrecy to Dr. Singh and his council of ministers.

The swearing-in ceremony will commence at 6.30 p.m.

The first session of the newly constituted Lok Sabha was likely to begin from June 2,and was expected to continue till June 10.(ANI)

Patnaik held discussion with the Governor Bhandare for about 25 minutes.

In the recently held State and Lok Sabha elections, the Naveen Patnaik-led BJD registered a thumping victory. In the State Assembly elections, it won 103 of the 147 seats.

However, in the Lok Sabha elections, which the BJD contested without its former alliance partner BJP for over a decade, the party won 14 of the 21 Lok Sabha seats in the state. (ANI)

YSR sworn in as Andhra Pradesh Chief Minister for second term

Hyderabad, May 20 (ANI): Dr. Yaduguri Sandinti Rajasekhara Reddy, popularly known as YSR, was sworn-in as Andhra Pradesh Chief Minister for the second consecutive term at the sprawling Lal Bahadur Stadium here on Wednesday.

Governor N D Tiwari administered the oath of office and secrecy to Dr. Reddy at a grand ceremony that witnessed a convergence of a sea of humanity at the stadium. oday’s swearing in held significance for the Congress Party, as in Andhra Pradesh the party has created a record of sorts by retaining power for a second consecutive term; the first time in three decades and by also contributing a major chunk of Lok Sabha seats for the United Progressive Alliance (UPA).

Besides securing a comfortable majority with 157 seats in the 294-member State Assembly, the party also went beyond all expectations by winning 33 out of 42 Lok Sabha seats.

The Congress had not won a second successive term since N.T. Rama Rao launched Telugu Desam Party (TDP) in early 1980s.

This time it was not an easy election for YSR as the TDP went all out to return to power, taking a U-turn to back the demand for a separate Telangana and promising a free colour television and cash doles of Rs.1,000 to Rs.2,000 per month for every family.

YSR had taken oath as the chief minister on May 14, 2004 at the same venue.

Today, YSR became the only one chief minister to have completed a full term in Andhra Pradesh. (ANI)

Earlier, Chamling submitted resignation of his council of ministers to Singh on Tuesday and staked claim to form the next government.

Singh had invited Chamling to form the next government on the basis of the majority being enjoyed by the ruling Sikkim Democratic Front (SDF).

On Monday, party’s all 32 MLAs met at Chamling’s official residence, Mintokgang, and unanimously elected the 59 year-old Chamling the SDF Legislative Party leader.

First time MLA Neeru Sewa from West Pendam (SC) seat proposed a resolution for the election of the SDF President as the legislature party leader. Another MLA, C B Karki seconded it. All the other legislators supported it.

This is Chamling’s fourth successive term as Chief Minister of the state. (ANI)
