Custodial death victim’s widow gets compensation

New Delhi, June 5 — The Delhi High Court has awarded a compensation of over Rs 6 lakh to the widow of a man tortured to death in Tihar Jail, three days after he was arrested. He was charged of “causing nuisance by consuming liquor in public”. Justice S. Muralidhar on Friday granted the compensation to Saroj Rani, the widow of Vinod Kumar, who died on June 12, 2007. “When such deaths occur, it is not only to the public at large that those holding custody are responsible, they are responsible also to the courts under whose orders they hold such custody,” the court said. The court told the Delhi government to deposit Rs 6.4 lakh for Kumar’s widow as fixed deposit in a nationalised bank. Kumar (25) was a sewage cleaner. “It was an admitted fact that Kumar was an alcoholic. That arduous, deplorable and undignified work as a sewage cleaner perhaps explains why Kumar had to take to drinking. It is not uncommon to find those working with sewage and with corpses in mortuaries to take to (liquor) to be able to cope with the repulsive and revolting nature of their work,” the court observed.

“A clear case of violation of the fundamental right has been made out,” said the judge.

Brit judge praises madams for running ”model” brothel!

London, May 14 (ANI): A British judge has praised two brothel madams for running their business competently.

Monika Campbell and Lisa Gaskin ran the 133 Club in Leeds under the guise of a luxury massage parlour from March 2005 to September 2009.

Leeds Crown Court was told that the pair meticulously kept accounts, reliably paid income tax and rates, and arranged for health advice and condoms for the women using the premises.

Judge Scott Wolstenholme praised their management of the brothel, which raked in 500,000pounds.

Sentencing the duo, Judge Wolstenholme noted that there was no exploitation of the employees or nuisance to the public and if brothels ever became legal “it may be the way you were running this business may be the model of how it should be done,” reports the Telegraph.

“The fact is, it is illegal. Parliament has not legalised brothel keeping. You knew it was illegal but carried on making a good living out of it and here you are now in the crown court,” he added.

The judge did not find it necessary to jail the women, saying they would anyway face confiscation proceedings.

Campbell and Gaskin, both 38, from Leeds, admitted to running the brothel, where women worked willingly and no drink or drugs were found.

The pair were given a 12-month community order with 50 hours unpaid work. (ANI)

There is a value for nuisance in Pakistan cricket: Akram

Lahore, Mar.25 (ANI): Former Pakistan fast bowler Wasim Akram has backed all-rounder Shahid Afridi’s appointment as the skipper of the national side for the upcoming ICC T20 World Championship, saying “there is a value for nuisance in Pakistan cricket.”

Akram said Afridi may have earned a bad name for himself and the country following the shocking ball-chomping incident in Australia, but he is the best man to lead the team in the current scenario.

“He (Afridi) has a lot of energy and this format of the game, needs his aggressive approach. Surely, he will now be thinking about the World Cup because the nation’s prestige will be in his hands. He just has to control his wildfire emotions,” The Daily Times quoted Akram, as saying.

The champion left-arm pacer also backed the Pakistan Cricket Board’s (PCB) decision to appoint his former new-ball partner Waqar Younis as the chief coach and former middle order batsman Ijaz Ahmed as his deputy.

“I think this is the best team management Pakistan can ask for. I am happy for Waqar. He always wanted to be the coach of Pakistan,” Akram said.

Describing Waqar as a hard taskmaster, he said discipline has always been an issue with the national side and one should expect Waqar to wield the stick on erring players, if required.

Akram, however, said the PCB must give time to the newly appointed coach to make the team deliver.

“He must be given a year to prove himself,” he said.

Akram said he is ready to help the Pakistan team and his old team mate Waqar whenever they ask for any assistance.

“If Waqar calls me for the camps, I will be happy to go and share a few thoughts with the bowlers. Unlike many of our senior cricketers, I am not hankering for money from the PCB. I am available for free as long as my professional commitments are not compromised,” he said.

Describing former cricketers as the ‘biggest enemy’ of Pakistan cricket, Akram raised questions over former batsman Javed Miandad’s loyalty.

“I have all my regards for Javed bhai. But then when I see him ridiculing the PCB after taking a salary every month, I wonder if he has any loyalty left in him?” he said. (ANI)

A new rural MP in South Australia says he is a reformed character, having spent nearly six months without his driver’s licence.

The incoming Liberal member for Flinders, Peter Treloar, lost his licence last October.

Police caught him driving at 162 kilometres per hour near Streaky Bay.

Mr Treloar says he is due to get his licence back in a couple of weeks and managed to cope without it during the election campaign.

“It’s a matter of forward planning and relying on some good friends,” he said.

“Look it’s been a nuisance obviously but it hasn’t been too difficult that I haven’t been able to overcome it.”

On the opposing side of politics, Labor’s Tom Koutsantonis was stripped of the road safety portfolio in the Rann government after it emerged that he had numerous driving convictions.

How does pig shelter come up in green belt?

New Delhi, March 16 (IANS) The Delhi High Court Tuesday asked the Delhi Development Authority (DDA) to explain how a pig shelter is operating in the green belt area in east Delhi.

A division bench of acting Chief Justice Madan B.Lokur and Justice Mukta Gupta asked the DDA to file a detailed affidavit, by April 14, and also asked the civic agency to explore possibilities of relocating the pigs from the Trilokpuri area.

The court was hearing a public interest petition filed by Uttar Pradesh Bihar Nagrik Parishad, which complained that the pig shelter caused a nuisance and meant unhygienic conditions in the residential area.

New laws target Anzac gatecrashers

The Victorian Government has introduced new laws designed to stop drunk people gatecrashing Anzac Day dawn services.

The Government has banned licensed venues from selling alcohol between 3:00am and midday on Anzac Day, but RSLs are exempt from the restrictions to allow for the traditional ‘gun-fire’ breakfast.

Consumer Affairs Minister Tony Robinson says the laws will stop drunks from interfering in the services.

“Unfortunately in the past there have been some incidents where people attending dawn services have had to compete with people spilling out of nightclubs, and in some cases, making a nuisance of themselves,” he said.

“We think a three o’clock curtailment of pubs and clubs on Anzac Day morning is an important step in making sure we keep the balance right.

“This will ensure that people attending dawn services will be able to go about those services without being impeded by people who are leaving nightclubs.”

Victorian RSL president David McLachlan welcomed the new laws.

“I guess it’s a sign of the times at the moment, and not everyone understands the significance of Anzac Day,” he said.

“We hope that by taking action such as this that we give it a profile that people understand just what Anzac Day is all about, and honouring those that have made sacrifice for them to have the way of life that they have today.”

Orissa pays compensation for custodial death of a prisoner

New Delhi, Sep.14 (ANI): The Asian Centre for Human Rights (ACHR) today welcomed the payment of compensation of Rs 100,000 by the Orissa government to the family members of Takala alias Muktikanta Muduli, an undertrial prisoner who died in Balasore District jail of Orissa on 29 August 2007.

The National Human Rights Commission informed the ACHR on September 12, 2009 that its order for payment of compensation to the deceased’s family has been complied with by the State government and payment of proof has been submitted.

On September 4, 2007, ACHR filed a complained alleging death of Muktikanta Muduli due to torture by the jail officials at District Jail, Balasore. A joint enquiry conducted by Sub Divisional Magistrate (SDM) and Additional Superintendent of Police, Balasore revealed that Muktikanta Muduli died after the jail warder Sarbeshwar Das tied him, who was suffering from alleged alcohol withdrawal, to the iron grill of the cell with a lungi (loin cloth) and kept him in standing position for over three hours for allegedly causing nuisance and discomfort to other prisoners.

Muduli collapsed while still being tied to the iron grill and died on the spot. The SDM concluded that “the fatigue, pain and broken health due to drunkenness had led to the collapse of the prisoner”.

The state government of Orissa defended the action of the jail warder as “an act in good faith and without malice”. The NHRC found no merit in the plea taken by the State Government and asserted that “If the prisoner was showing withdrawal symptoms and causing nuisance and discomfort to the other prisoners, there could have been better and civilized ways to control him.

It was utterly inhumane to tie his hands behind him and to keep him standing for more than three hours.”

The NHRC held that the State cannot escape its liability and directed to pay compensation of Rs.100,000.

“The Asian Centre for Human Rights welcomes the decision of the NHRC to reject the lame excuse of the state government of Orissa. However, the NHRC must develop cogent guidelines on the amount of compensation paid. The compensation of Rs 100000 is highly inadequate,” said Suhas Chakma, Director of Asian Centre for Human Rights. I mean to say, you have to have a proper infrastructure in place. For all these, it takes a long time. It’s not a one-day or a two-day initiative. It will probably take half a decade,” said Zaki Qureshi, a software professional and an expert in cyber security.

Cyber security is very important to protect the IT services in corporate establishments, government organisations as well as the ones used by the general public.

Punjab authorities launch drive to uproot “Congress Grass”

Nag Khurd (Amritsar), Sep.5 (ANI): Farmers in Punjab are confronted with an unusual problem these days. A weed described as “Congress Grass” has covered all soil-bunds in the fields here and the administration is taking up measures to educate farmers about how to obviate it.

The “Congress Grass” is said to be a major biological pollutant of the environment. It is described as one of the seven most destructive weeds of the world.

Locally known as ‘Gajar Buti’, the Congress Grass has become an ecological nuisance especially on sides of link roads and other waste lands. It causes Asthma, Allergy and skin diseases to humans and also the animals.

It becomes a host for dangerous insects. Nowadays the vast growth of this weed can also be seen on roadsides and other wastelands.

Observing its harmful effects on the fields, the agriculture department has decided to pull out the “Congress grass” from its roots.

It is a mechanical technique in which fodder cutter machines attached to tractors are to be used to clear the area covered up by Congress Grass.

The novel technique of mechanical removal of this weed from the sides of link roads and wastelands in Amritsar district was started on Thursday.

Authorities are spreading public awareness among farmers through demonstrations about the new technique with the help of fodder cutting machine by eradicating Congress Grass.

With the help of the machines, the farmers are able to get rid of this menace of “Congress Grass” more effectively and rapidly.

The idea to use fodder cutting machine for this purpose has been conceived by Deputy Commissioner, Amritsar, Kahn Singh Pannu.

On Thursday, Pannu demonstrated to farmers by driving a tractor in Nag Khurd village in Majitha area about how to pull out the “Congress Grass”.

Talking to ANI Pannu said, this is first time in Punjab that they are cutting the hazardous weed “Congress Grass” with fodder cutter machines and it is giving god results.

According to Pannu, Congress Grass is not only harmful to the crop but also causes severe skin problems like rashes and itching and some time cause respiratory diseases.

“Through demonstration, we are creating awareness and educating the farmers to get rid of this unwanted weed by applying new methods,” Pannu said.

With the help of department of Agriculture, Animal Husbandry and Rural Development, about 20 Fodder Cutter Machines in the district will be employed for the removal of the Congress Grass from the berms and the waste lands in the district.

The farmers, who own these machines, will operate them to remove the weed and they will be paid for their services by the Panchayats (village councils).

“Since these day we have ample time so we would pull out the Congress Grass by applying the new method,” said Satnam Singh, a farmer, while adding that it is more convenient as there has been always a shortage of labour in Punjab.

“Apart from the damage to crop through reduced yields, Congress Grass is weakening the strength of the land,” said Inder Preet Singh, another farmer.

Appreciating the efforts being made by administrative authorities, Singh said he feels that agriculture department should organize more camps so that the more farmers could benefit by eradicating the Congress Grass from their field. By Ravinder Singh Robin(ANI)

Lonesome Winehouse has outstayed St Lucia’s welcome

London, Jul 13 (ANI): ‘Rehab’ singer Amy Winehouse is said to have outstayed her welcome in St Lucia, and is feeling so lonely that she is contemplating returning to the UK.

Winehouse, 25, has been in the Caribbean since December last year as she battles her drink and drug addictions, with her record company reportedly spending big bucks for her to stay on and finish recording of her new album.

But, so far, she has failed to stay focused, and has been regularly snapped drunken and disorderly.

Now, the island’s locals, who had at first welcomed her, are said to be tired of her bad behaviour.

“It seems she is starting to overstay her welcome. She’s been banned from hotels, the bars don’t want her there and locals see her as a nuisance when she’s drunk,” the Daily Star quoted a source as saying.

The source also added that even though the ‘Back to Black’ singer’s family and friends have visited her on the island, they too are getting tired of her of her drunken antics.

“She’s lonely and wants to get back to what she knows. But she has to knuckle down. She’s on a very fine line with the label and has pushed them almost as far as they will go,” the source added. (ANI)

New handheld device detects anthrax with outstanding accuracy and reliability

Washington, June 26 (ANI): Scientists have developed a handheld device that can detect anthrax with outstanding accuracy and reliability.

The device, called Ceeker (pronounced “seeker”), was made by scientists at Veritide Ltd., a developer of innovative biological identification and detection solutions.

It can discriminate between anthrax spores and similar-looking hoax substances.

The data show that in over two weeks of testing at the Midwest Research Institute in Florida, the company’s Ceeker scanner accurately identified 100 percent of the anthrax samples used and was correct in 95 percent of tests involving hoax substances.

“We knew that our innovative Ceeker is capable of producing outstanding results in distinguishing between anthrax and look-alike hoax substances, and now we have definitive data confirming its performancem,” said Andrew Rudge, Chief Executive Officer of Veritide.

“Even better, these extraordinary results were generated by a small portable handheld system that requires no special skills or training to operate and that can produce a result within minutes, enabling first responders to rapidly determine whether the situation is a nuisance or a major threat to public health,” he added.

The Ceeker employs optical detection technology developed at New Zealand’s University of Canterbury.

It uses ultraviolet light and special algorithms to detect bacterial spores and provides test results within minutes, without the need for wet chemistry or analytic processes that can be difficult to handle in the field.

The Ceeker is capable of producing test results from very small amounts of sample and does not consume or destroy the sample being tested, allowing it to be re-analyzed later for forensic applications.

In contrast, existing detection approaches require longer and more complex processing to distinguish anthrax from other substances (between 30 minutes and three days). Their accuracy is inferior to the Ceeker and the sample is typically destroyed during testing.

According to Professor Lou Reinisch, an inventor of the Ceeker technology, “These new data definitively confirm the validity of the detection concepts underlying the Ceeker and should help fuel its wider use among such first responders as fire and police departments, HazMat teams, postal services, port and airport security, and defense and military authorities.”

The Ceeker has also been previously validated by forensic laboratory ESR, which conducted multiple rounds of testing using anthrax simulants and hoax substances.

The successful US test results have triggered significant sales from US customers who had pre-ordered the Ceeker but were waiting for positive direct anthrax testing results before proceeding. (ANI)

Fielder-Civil’s pregnant ex evicted for making home a ‘drug den’

London, June 23 (ANI): Amy Winehouse’s husband Blake Fielder-Civil may have more problems at hand after his pregnant ex-flame was evicted from her home for allegedly using the property as a drug den.

Amy was allegedly crushed after her estranged jailbird partner was reported to be the father of former heroin addict Gilleen Morris’ child.

Gilleen alleged a brief romance with Blake while the two were being treated at a rehab in England earlier this year.

She has now been forced to leave her house in North Yorkshire following complaints from neighbours, who blame her for allegedly creating a drug nuisance on the property.

“We will use all powers at our disposal to remove any persons convicted of dealing in drugs from one of our properties,” The Daily Star quoted Steve Towers, of the Broadacres Housing Association, as saying.

Drunk people to be flogged by date palm’s stick: Pak Sharia court

Lahore, May 29 (ANI): Declaring drinking as a bailable offence, the Federal Shariat Court in Pakistan has declared that drunk people would be flogged by date palm sticks if found guilty of creating public nuisance.

A three-member bench headed by Chief Justice Haziqul Khairi, while hearing a petition challenging the proposed punishment for drinking, overturned the punishment of lashing and changed it to date palm stick flogging.

The petitioner had also claimed that Islamic law has provisions to grant bail to the person accused of drinking, The Daily Times reported.(ANI)

Nano-raspberries may fight foggy windows, eyeglasses

Washington, May 25 (ANI): Fogged-up car windshield is a safety hazard and a nuisance that affect millions of people. Existing technology, including sprays that must be reapplied to stay effective, has many drawbacks. Now, scientists in China have come up with a new way to make raspberry-shaped nanoparticles, which can give glass a permanent antifogging coating.

Scientists have been working on anti-fog technology for years.

Junhui He and colleagues knew that raspberry-shaped nanoparticles could be the ideal solution by disrupting the process in which water droplets fog glass.

However, there has been no commercially feasible way to make these particles until now.

The scientists described an efficient one-step method for making nano-raspberries.

In laboratory studies, the researchers coated glass slides with the particles, cooled the slide, and then exposed it to steam.

The researchers found that unlike ordinary glass, it remained crystal clear, opening the door to possible commercial applications.

Their study is scheduled for the June 11 edition of ACS’ The Journal of Physical Chemistry C, a weekly publication. (ANI)

Geri Halliwell’s stalker fear

London, April 10 (ANI): Former Spice Girl Geri Halliwell is said to be terrified after being targeted by a crazed stalker.

The singer has tightened security at her north London house to protect herself and two-year-old daughter Bluebell from the loner, who hangs around outside at all hours.

Halliwell also had to change her phone number after constant nuisance calls.

“Geri has become increasingly concerned over recent months. This individual has been loitering around her home almost continually and it’s really upsetting and scaring her,” the Sun quoted a friend, as saying.

“Her burglar alarm has gone off a number of times when she’s been out and she’s worried about her and Bluebell’s safety.

“The phone was ringing at all hours of the day and night so she had to get a new number,” the friend added.

This isn’t the first time Halliwell, a UN Goodwill Ambassador, has been threatened.

Last year in June, she was abused by a raving woman at a glitzy bash in London.

A source said: “Geri is acutely aware that life in the public eye brings with it certain unwelcome elements.

“She has been in the spotlight for around 15 years so knows perfectly well that some members of the public can get a little too devoted.

“When she was in the Spice Girls they were trailed night and day by obsessional fans.

“But this latest episode is a little more serious than that and she’s not prepared to take any risks with her daughter’s wellbeing,” the source added. (ANI)

Over 33pct Brits troubled by noisy neighbours

London, April 9 (ANI): Noisy neighbours have made the lives of more than a third of Britons miserable, a new survey has found.

According to the survey by insulation manufacturer Rockwool, loud music and televisions are the biggest causes of disturbance while other irritants for neighbours include parties, children and wooden floors.

The survey revealed that for many people the problem is so severe in some areas that it risks sparking violence.

Householders revealed during the survey that they had already been involved in physical fights with neighbours following complaints about noise.

Rockwool is using the findings to support its calls for better building controls in new-build homes to help to curb the problem.

However, house builders said tough standards were already in place.

“Domestic noise pollution is not just an urban nuisance, the problem of noisy neighbours is rapidly becoming the scourge of suburbia,” the Telegraph quoted Hans Schreuder, the managing director of Rockwool, as saying.

“Living with persistent noise can be very debilitating, increasing stress levels and leaving people feeling like prisoners in their own homes.

“We are calling for greater enforcement by environmental health officers to address the problem of nuisance noise.

“It is important that new buildings are built in accordance with strict building regulations with regard to noise penetration and rigorous testing is conducted to ensure compliance,” Schreuder added. (ANI)

Auto drivers in city to be taught spoken English

CHENNAI: Auto drivers in the city may soon catch you by surprise and speak to you in English. To showcase Chennai as a tourist-friendly city, the
Tamil Nadu tourism department is all set to train select auto drivers in speaking good English. The course will especially benefit drivers who find it difficult to interact with foreign tourists.

The move comes after the tourist-friendly autorickshaw programme became a success. Under the programme, select drivers were trained in etiquette. They will now be taught spoken English to enable them to serve domestic and foreign tourists better. About 60 drivers are expected to attend the Speaking English’ course that will be conducted at the Stella Maris College from 2pm to 5pm on Saturday. “We plan to issue a certificate and release a booklet on speaking English for reference,” TN tourism commissioner M Rajaram told TOI.

“We are happy that the tourism department is going to teach us English. A couple of us speak broken English while others have developed the habit after interacting with tourists,” said Ramachandran, a driver who was earlier trained under the tourist-friendly autorickshaw programme.

After instances of auto drivers haggling with tourists for fares and creating a nuisance came to its notice, the tourism department introduced a fleet of 39 tourist-friendly autorickshaws in May last year. A series of sentsitisation programmes for drivers were also held at tourist spots, railway stations, bus stands and the airport. Tourist-friendly autorickshaws sport a different colour code (light yellow) and has the state tourism department’s brand slogan, Enchanting Tamil Nadu’, and pictures of tourist spots emblazoned across. The vehicles are usually deployed in front of star hotels, railway stations and tourist spots.

“We have become brand ambassadors for the project. This has inspired other drivers to join us,” said Ramachandran, a driver, who has joined the programme. “I became interested after I attended the TTDC training sessions,” he added.

Following the success of the tourist-friendly autorickshaw programme in Chennai, similar autorickshaws were introduced in Kannyakumari and Madurai.

Flare-up averted in Dharavi

The police on Friday averted a potential communal flare-up after some members of a minority community objected to bhajans being played near a madrasa in Dharavi. A stage was set up as part of arrangements for a rath yatra, reportedly organised by a local religious outfit, Vajra Dal. “At 3.30 pm, the madrasa staff approached the outfit’s activists and asked them to stop playing bhajans. When they refused, it led to an altercation that turned violent and a few people were injured,” a source said. DCP Milind Bharambe said, “We have detained some people for creating nuisance.”

EC issues notice to Mulayam Singh

New Delhi, Mar 29 (ANI): The Election Commission has issued notice to the Samajwadi Party (SP) chief and former Uttar Pradesh Chief Minister Mulayam Singh Yadav, for allegedly misbehaving with a senior officer in Uttar Pradesh.

Addressing media persons, the Election Commissioner S. Y. Qureshi said the commission has given special directions to its officials to monitor the media so that suo moto action could be taken against candidates who are creating nuisance.

On March 23, Yadav had targeted Mainpuri District Magistrate Ministhy Dileep, saying: She is a woman and that is why I am not making any comments on her. She should get her brain checked and should be aware of the fact that Mulayam is contesting from Mainpuri.”

According to reports, Yadav made the comments after his local party workers blamed Ministhy for confiscating licensed arms of people supporting the party, as they were being used to threaten rival supporters.

Yadav, however, denied the charges, saying he has always respected women, and given them proper place in the party. (ANI)

Two drunken mates fined for nude bike ride!

Cairns, Mar 1 (ANI): Two drinking buddies have been fined 200 dollars and slammed as ‘a pair of fools’ after a nude bike ride through floodwaters.

Matthew Kean Fenn and Damien Mark Ingram pleaded guilty in Cairns Magistrate’s Court to causing a public nuisance.

“It was basically drunken yobbo behaviour,” Cairns.com.au quoted Magistrate Kerry McFadden, as saying.

The court heard Fenn had gone to Ingram’s house at Freshwater to borrow a mulcher on February 7, then stayed on drinking into the night as torrential rain fell.

About 11.30pm, by then very drunk and saturated from being out in the downpour, the pair decided remove their wet clothes and cycle down to Freshwater Creek to check on the flood levels.

The 35-year-old mates were caught on Kamerunga Rd, by that time strewn with debris and more than 45cm under flowing water, by police who had also come through to check on the rising creek.

Police prosecutor Sgt Gordon Noble said that neither of the men had any lights on their bikes, and besides having no clothes on, were not wearing helmets.

“They had no reasonable excuse for their behaviour other than they were very drunk”, Sgt Noble said. (ANI)
