A little cooling rain, and maybe more today

New Delhi, June 6 — Light rain on Saturday evening cleared the dust haze and brought much respite to the Capital, which was sizzling at 36.6 degrees Celsius. Despite the rain, the Met department has predicted a hotter Sunday, relieved by cloudy skies and more rain. There was a difference of as much as 10 notches between the maximum temperature (36.6 degrees Celsius) and the minimum at 26 degrees Celsius on Saturday, the weatherman said, adding the maximum temperature on Sunday is predicted to be 38 degrees Celsius. But even as the thunder squall followed by rains brought relief to Delhiites, it was so little that the Met office equipment did not even record it. “There was a trace of light rain after 7.30 pm,” said the Met official. The humidity during the day ranged from 52 per cent (maximum) to 35 per cent (minimum).

Although parts of the capital – particularly south and east Delhi – received only light rain, NCR areas like Faridabad and Noida were luckier, getting heavier showers.

Maya shelves memorial force bill, hands over security to home guards

Lucknow, May 28 — With the Governor BL Joshi holding the controversial State Special Zone Security Force Bill, 2010 and subsequent Ordinance for the protection of parks and memorials, the state Cabinet on Friday decided to withdraw both legislations. The government had planned to establish security force with special powers for the protection of these sites.

Shelving the Bill and Ordinance the Cabinet meeting chaired by Chief Minister Mayawati here on Friday decided to hand over the security of all 12 parks and memorials in Lucknow and Noida to armed home guards. The Cabinet had approved proposal for establishment of special zone security force for this purpose.

In January last the BSP government had passed the Bill and later it was sent to the Governor. However in view of sweeping powers to the proposed force the Governor had sought legal opinion.

Late with some amendments the government also promulgated an ordinance on the issue but it could not cut much ice with the Governor. The government without waiting for gubernatorial approval decided to set up the force by inducting retired army personnel.

The government today said that during recruitment of army personnel it was noticed that women were not available for the security purpose. The government said presence of women in this force was necessary.

The induction of ex-army man in the force without women was not found feasible. The Cabinet thus withdrew the plan today.

In view of availability of women home guards the Cabinet has now approved the establishment a force consisting of Home guards. The Cabinet also noted that recruitment and training under the Bill and ordinance was long drawn process whereas Home guards were easily available and they could be quickly trained for this specific purpose.

Petrol pump owners intensify struggle for uniform VAT rates for diesel

New Delhi, May 20 (ANI): The Delhi Petrol Dealers” Association staged a peaceful demonstration here on Thursday over its demand for uniformity in Value Added Tax (VAT) on diesel in Delhi and adjoining states.

Around 100 dealers took part in the protest and marched towards Delhi Chief Minister Sheila Dikshit”s residence with a bouquet of flowers.

“All these years, our VAT rates have always remained equal as of Haryana. So, we have only one demand that our VAT rates should remain equal now also. If in future, diesel rates in Haryana increase even to 30 rupees, we don”t mind the same rates,” said Jugal Batra, a former DPDA president.

The dealers placed the flowers outside Dikshit”s residence, while Batra went inside to discuss the problem.

After the meeting, Batra said Dikshit had assured him that she would look into the issue after consulting Finance Ministers of neighbouring states and representatives of the VAT committee.

“We will take some time to work it out,” he added.

On April 9, petrol station owners had called off their strike after Dikshit assured that their grievances would be addressed within 15 days.

Delhi has announced an increase in VAT on diesel from 12.5 percent to 20 percent. The sale of diesel has gone down by more than 40 percent, forcing both motorists and truck drivers to head for petrol pumps in Gurgaon, Faridabad and Noida because of the price difference.

It has been reported that the diesel has become cheaper by Rs 3.50-4 in Haryana and Uttar Pradesh. The price of diesel in Haryana is Rs 34.22, whereas in New Delhi, it is Rs 38.10. (ANI)

Death sentence to Koli in Nithari murder case

Ghaziabad, May 12 (ANI): A Special Central Bureau of Investigation (CBI) court on Wednesday awarded death sentence to Surender Koli, who was found guilty of murdering seven-year-old Aarti in Noida”s Nithari village.

Earlier on May 5, the court had fixed May 12 as the next date for hearing to decide upon the quantum of judgement.

Special Additional District and Session Judge A K Singh had on May 4 convicted 38-year-old Koli for Aarti”s murder.

Aarti was the last of 19 victims in the Nithari killings. She disappeared about two months before the case was busted.

In a previous order on the Nithari killings, the special CBI court had on February 12 awarded the death sentence to Moninder Singh Pandher and Surender Koli for their roles in the Rampa Haldar murder case.

Just like in Haldar murder case, the CBI has given a clean chit to Pandher primarily on the basis of his cell phone records, while holding only Koli guilty of the crime.

Aarti had reportedly returned home from school on the afternoon of October 25, 2006 after which she went out to buy herself some toffees.

However, she never came back. A report about Aarti going missing was then taken down at the Sector 20 police station in Noida.

On December 29, 2006, Aarti”s remains were found buried behind Pandher”s home in Nithari.

Both Pandher and Koli are accused of killing and disposing off the bodies of 19 children and a young woman between 2005 and 2006.

The investigation of the case was handed over to the CBI on January 11, 2007. The CBI has filed charge sheets in 16 cases. (ANI)

Nithari murder case: CBI court postpones hearing to May 12

Ghaziabad, May 5 (ANI): A Special Central Bureau of Investigation (CBI) court on Wednesday fixed May 12 as the next date for announcing the quantum of sentence on Surender Koli, who was found guilty of murdering seven-year-old Aarti in Noida”s Nithari village.

“The court has fixed 12th May as the next date for hearing to decide upon the quantum of judgement,” said Aarti”s lawyer, Sanjay Tyagi.

Earlier on Tuesday, Special Additional District and Session Judge A K Singh had convicted 38-year-old Koli for Aarti”s murder.

Just like in Halder murder case, the CBI has given a clean chit to Pandher primarily on the basis of his cell phone records, while holding only Koli guilty of the crime.

Unlike Rampa”s father, Aarti”s parents Durga and Neelam Prasad have never challenged the CBI”s contention that Koli alone was the culprit.

Aarti had reportedly returned home from school on the afternoon of October 25, 2006 after which she went out to buy herself some toffees.

Nithari victims’s relatives express outrage over Pander’s acquittal

New Delhi, Sep. 11 (ANI): The acquittal of Nithari killings accused Mohinder Singh Pandher in the Rimpa Haldar murder case has left relatives outraged and anguished.

“I will destroy this bungalow (Pandher’s residence) in one minute. I am ready to spend money to get justice,” said Anil Haldar, Rimpa’s father.

His reaction came after the Allahabad High Court acquitted Pandher for the murder of Rimpa, who was among the 19 people killed at the businessman’s home.

Haldar, a married woman, was called by Kohli to work as housemaid at the Pandher, and thereafter went missing.

The father of another victim said he would approach the country’s apex court for justice.

“We will go to Delhi and appeal in the Supreme Court because the government out here is corrupt,” said Jhabbu Lal, the father of Jyoti, a Nithari massacre victim.

Earlier this year, both Pandher and Koli were awarded capital punishment by a special court in Ghaziabad.

The Nithari killings came to light three years ago, leaving people across the country shocked.

The skeletal remains of the children were first discovered in a sewer behind Pandher’s plush D-5 bungalow in Noida’s Sector 31.The human skulls were stuffed in 57 gunny bags along with 700 bone pieces.

Special Judge Rema Jain completed the proceedings after re-cross examination of former Noida police officer Dinesh Yadav on January 27 and the recording of statements of Pandher and Kohli.

A total of 19 cases of killings were registered at the Noida police station in December 2006. All of them were transferred to the CBI for further investigation. (ANI)

Aarushi murder case: CBI reconstitutes team

New Delhi, Sep 9 (ANI): The CBI has reconstituted its team of officials investigating the Aarushi-Hemraj murder case.

CBI chief Ashwani Kumar took the decision in this effect, as he did not agree with the line of investigation taken by the team, sources said.

The new will most probably start investigation right from scratch as now even the vaginal swab of 14-year-old Aarushi seems to have been misplaced or not taken at all, they said.

Sources said that there was no semen, as alleged initially, in the slides sent to the centre and corroborative testing revealed that the material was not drawn from Aarushi.

Aarushi was found murdered in her Noida home on May 15, 2008. Their domestic help Hemraj was later found dead on the rooftop. (ANI)

SC committee: Halt Noida park construction

New Delhi, Sep 4 (ANI): The Supreme Court appointed Central Empowered Committee (CEC) has recommended on Friday to halt the construction of Ambedkar Park in Noida with immediate effect.

The Mayawati Government is constructing the Bhimrao Ambedkar Park in Noida with an estimated cost of Rs.550 crore on the banks of the River Yamuna.

The committee has sighted the violation of environmental laws as the reason for such recommendation.

According to sources, the committee headed by former Union Environment Secretary, P.V. Jayakrishna has conveyed the apex court that the project does not have the required environmental clearance.

The court is expected to give its opinion on the recommendations next week.

The Uttar Pradesh government on Thursday accused the Central Government of obstructing the dream projects of Mayawati.

The project came into the spotlight after a residents’ association of Noida moved a Public Interest Litigation (PIL) before the apex court raising environment issues against the construction

The apex court constituted the CEC to look into the issue following which the committee visited the site Aug 12. (ANI)

Centre seeks explanation from Mayawati on Noida park project

New Delhi, July 11 (ANI): Ministry of Environment and Forest has sought an explanation from Uttar Pradesh government over alleged violation of environmental laws in construction of a park in NOIDA

Uttar Pradesh Government is constructing Memorial Park in 33-hectare area along the Yamuna Riverbed in Sector 15 -A of NOIDA.

State government is installing statues of Chief Minister Mayawati, her political mentor Kanshi Ram, and Dr B. R. Ambedkar in this park. This park is a new addition to the controversial statue installation projects taken up by the Mayawati’s government.

Residents and environmentalists are opposing to the statue installations as it violated the green law.

Earlier, the team of Indian Forest Service officers sent by the Central Government to probe the alleged violations found out that around 6,000 trees have been chop down for the project. Their report also pointed that the State government ignored an environment impact assessment required for such a projects.

“The team during its field visit found that the state government lacks a strong stand on environment appraisal and forestry appraisal. The team opined that the state government should have taken forest and environment clearances. To consider the opinion of the state government, we have asked for their comments,” said Union Minister of State for Environment and Forest Jai Ram Ramesh on Saturday in National Capital

Earlier this week a two-Judge Bench of the Supreme Court refused to intervene in the statue installation projects of UP government. (ANI)

SC refuses to intervene in Mayawati statue installation case

New Delhi, July 10 (ANI): A two Judge bench of the Supreme Court, comprising Chief Justice K G Balakrishnan and Justice P Sathasivam, today, refused to stop the installation of statues of Uttar Pradesh Chief Minister Mayawati and other Dalit leaders in NOIDA.

Rejecting a petition filed by lawyer Ravi Kant, the apex court bench said, the process has been approved by the state cabinet, the court can’t intervene, till reports of misappropriation are brought into focus.

Environmentalists are opposing the installation of statues of Mayawati, her political mentor Kanshi Ram and Dr Bhimrao Ambedkar on the Yamuna Riverbed near Sector 15A of Noida, alleging that the installation violates green laws.

The apex court had issued a notice to Uttar Pradesh Government and Mayawati separately on June 29 on the matter.

Opposition parties in Uttar Pradesh allege that the government is spending around Rs 2,000 crore for installing these statues across the state. (ANI)

What is the fate of Aarushi murder probe, asks Supreme Court

New Delhi, July 7 (IANS) The Supreme Court Tuesday sought to know the fate of the Central Bureau of Investigation (CBI) probe into the May 2008 murder of Noida’s teenaged girl Aarushi Talwar and her family’s domestic help at her home in Delhi’s suburb.
“What’s the update on the case?” asked a bench of Justice Altmas Kabir and Justice Cyriac Joseph.

Dentist Rajesh Talwar’s daughter Aarushi, 14, was found murdered in her flat May 16 last year. Their domestic help Hemraj’s body was found a day later on the terrace of the same building.

The Noida police had arrested Aarushi’s father on suspicion of murder, but as they failed in making progress, the case was handed over to the CBI.

The CBI let off Rajesh Talwar, saying there was no evidence against him.

The sensational case and the noted denist’s arrest had generated a lot of controversy in the media.

The apex court referred to this case while hearing a public interest lawsuit by a city advocate, Surat Singh, who sought the court’s directions for evolving a mechanism to ensure that the media does not end up tarnishing the image of the victim or her family while covering the ongoing criminal investigation.

Solicitor General Gopal Subramaniam promised he would apprise the court of the latest status of the probe and said the government would place the status report before it at the earliest.

The bench earlier asked the government to assess if there could be some mechanism to restrain the media in covering criminal cases under investigation or trial.

Earlier last year, the court asked the media to be cautious in covering the double murder case.

Rajesh Talwar also approached the apex court seeking to have his say in the ongoing case.

He wanted to refute the Noida Police allegations in October last year before the Supreme Court that he was involved in the murder.

“After having been prima facie satisfied with the involvement of Dr. Talwar in the crime, he was arrested by the investigating officer,” the police had said in an affidavit, submitted to the court in response to Singh’s lawsuit.

Allahabad High Court stalls Ganga Expressway project

Allahabad, May 30 (ANI): The Allahabad High Court has barred the Uttar Pradesh Government from proceeding ahead on the ambitious eight-laned Ganga Expressway project and directed the concerned authorities to obtain prior clearance from environmental board.

A bench comprising Justice Ashok Bhusan and Justice Arun Tandon on Friday passed this order on the petition filed by two voluntary organisations, which questioned the environmental feasibility of the project.

The Court has stayed further work on over 1000 kilometres long project that would connect the eastern and western boundaries of Uttar Pradesh because of environmental concerns.

“The Allahabad High Court has restrained the proceedings of The Ganga-Express way, the 1100 kilometre long expressway from Noida to Ballia because of environmental issues. The project was started by the Mayawati government,” said Arun Kumar Gupta, counsel for petitioners.

Further he informed that court has also asked the state government to obtain clearance from the state-level Environment Impact Assessment Authority. The High Court has also quashed the earlier environmental clearance granted by the Environmental Protection Authority. The court also directed UP government not to proceed with the highway project unless and until it obtains a due clearance from the state-level Environment Impact Assessment Authority (SEIAA),” Gupta added.

Meanwhile, the petitioners welcomed the court verdict.

“The condition of pollution in Uttar Pradesh is already alarming.

So how anyone can grant permission for 32 new cities and eight new SEZ (Special Economic Zones)? Taking into consideration all these, the Ganga Mahasabha had filed a petition in the High Court. We are extremely happy that the court has come up with a 93 page order. This is the victory of devotees of River Ganga,” said Jitendranand Swami, a petitioner. (ANI)

Yamuna Satyagraha activists protest against metro rail expansion in Delhi

New Delhi, May 11 (ANI): The activists of Yamuna Satyagraha here on Sunday protested against the expansion of the Delhi metro rail line touching the banks of river.

The activists observed the opening day of the Yamuna Bank station as “Black Day” in protest against “DMRC’s continues encroachment on the Yamuna’s floodplain in the form of the Yamuna metro complex”.

“We are protested against the encroachment of Yamuna’s floodplains by the Delhi Metro Rail,” said Manoj Mishra, activist, ‘Yamuna Satyagraha’.

Complaining that the new Yamuna Bank depot is located within 300 metres of the river in violation of Delhi High Court orders, the Yamuna activists have written a letter to the to Managing Director of Delhi Metro Rail Construction, E. Sreedharan that while on the one hand all slum clusters were removed from the riverbed in keeping with this order, the DMRC now has been allowed to construct on the floodplains.

On the other hand after inaugurating the Yamuna Bank station, E. Shreedharan said there is no chance of degradation of the Yamuna floodplains because of this new metro rail line.

“We are not letting out any pollutant water or pollutants into the river from this side. But then just imagine what tremendous convenience it would be to the people because we have to definitely come over here to go to Noida and Vaishali areas. There is no other way. So we had to occupy this place but we have ensured that there is no degradation at all,” he added.

The opening of this new extension is likely to reduce the road traffic from the two main bridges namely Nizamuddin Bridge and ITO Bridge connecting East Delhi with the rest of the city as both the bridges are major bottleneck points in terms of traffic. (ANI)

Judgment in second Nithari case to be delivered today

Ghaziabad, Apr 25 (ANI): The judgment in second Nithari rape and murder case of 8-year-old Aarti will be delivered by a special Central Bureau of Investigation (CBI) Judge here today.

Aarti was the last known victim in the Nithari killings, having disappeared just about two months before the case was busted.

In the previous judgment in the Nithari killings, the special CBI court on February 12 awarded the death sentence to Moninder Singh Pandher and Surinder Koli for their respective roles in the Rampa Haldar murder case.

Just like in Halder murder case, the CBI has given a clean chit to Pandher primarily on the basis of his cellphone records, while holding only Koli guilty of the crime.

The investigation of the case was handed over to the CBI on January 11, 2007. The CBI has filed chargesheets in 16 cases. Chargesheets in the remaining three cases are still awaited. (ANI)
