Robert Pattinson cuts hair for new role

New York, May 20 (ANI): Twilight star Robert Pattinson has cropped his lustrous locks and is now sporting a shorter hair-do.

Pattinson unveiled his new look as he appeared on “The Ellen DeGeneres Show” earlier this week.

His new cut boasts short sides and back, even as a bit of length has been maintained on top.

The actor, 24, however, said he had to chop off his hair over a medical problem.

“It””s three days old…. I got a terrible infestation of nits and had to shave it all off,” the New York Daily News quoted him as saying on the show.

However, Ellen rubbished his claims, saying: “No you did not…Don””t start that rumour.”

It is believed Pattinson cut off his brunette mop for his new role, a Depression-era drama called “Water for Elephants,” alongside Reese Witherspoon. (ANI)

Cabinet approves amendments to National Institutes of Technology Act

New Delhi, Aug 20 (ANI): The Union Cabinet today approved the proposal to amend the National Institutes of Technology Act 2007.

The main features of the amendment are: incorporation of Indian Institutes of Science Education and Research (IISER) in the National Institutes of Technology Act 2007; need to strengthen existing transitional provisions of the Act; need to give representation to nearby premier Central Institutions in the Board of Governors; and need to amend the procedure for appointment of Deputy Directors in NITs.

Effective amendments into the NIT Act 2007 will remove certain drawbacks in the NIT Act 2007; and incorporation of IISERs into the NIT Act, 2007.

Declaring them as Institutes of national importance, will enable them in awarding of the degrees.

The proposed amendments aim at fostering improvements in the existing set-up, establishment of proper and effective management structures in the technical institutions, providing an environment to encourage innovative ideas.

The National Institutes of Technology Act, 2007 covers 20 such institutions as listed in the Schedule of the Act.

Now that the Act has been in operation for about 23 months, a need has been felt to amend it.

The Bill to amend the National Institutes of Technology Act, 2007 will be introduced in both the Houses of Parliament in their next session. (ANI)

Budget provision for upgrading polytechnics

New Delhi, July 6 (ANI): Finance Minister Pranab Mukherjee on Monday said that the provisions for the Scheme ‘Mission in Education through ICT’ has been substantially increased to Rs. 900 crore.

Presenting the Union Budget proposals for the year 2009-10 in Lok Sabha, he said: “Similarly, for establishment and up-gradation for Polytechnics under the Skill Development Mission has been increased to Rs. 495 crore.”

He further proposed the enhancement of overall plan budget for higher education by Rs. 2000 crore over Interim Budget Estimates.

The Minister also announced the allocation of Rs. 2,113 crore for IITs and NITs, which includes a provision of Rs. 450 crore for new IITs and NITs. He proposed to allocate Rs. 827 crore for opening one Central University in each uncovered State.

Emphasizing the need for improving the facilities at Punjab University, Chandigarh, he proposed an allocation of Rs. 50 crore for the purpose.

To enable the Union Territory of Chandigarh Administration to provide better infrastructure to the people, he also proposed to enhance Plan allocation for the city during the current Financial year. (ANI)

CCB has decided to do away with the time- consuming regular counselling system

The AIEEE results are out and students are keen to get into their preferred institutions. But the Central Counselling Board (CCB) that will oversee the admissions to 20 National Institutes of Technology (NITs), five Indian Institutes of Information Technology (IIITs) and 11 Central and State funded universities and 19 self-financed institutes based on AIEEE ranks has changed its admission procedure from this year.

Doing away with the time-taking regular counselling, the CCB has decided to conduct counselling online for the convenience of the students and their parents. In this procedure, candidates can exercise their choices for branches and institutes online using Internet. The CCB, along with NIC, New Delhi, has developed the required procedure and software, according to Y.V. Rao, Chairman, CCB, and Director, National Institute of Technology (NIT), Warangal.

In the new procedure, all the candidates declared eligible for central counselling based on the AIEEE 2009 ranks will have to register online from June 8 to June 28, 2009. Candidates have to verify their personal credentials such as category, sub-category, state of eligibility, gender and address for communication. Provision has been made in the software to modify these details.

After registration, the software will generate options for different branches and institutes based on the eligibility of the candidate. The candidates can give as many numbers of options as they are eligible for.

From June 8 to 24 indicative seat allotments will be shown. This will facilitate the candidates to choose the branch and institute as per their rank. Between June 8 and 28, all the candidates have to lock their choices. Before doing so, the candidates can change their options any number of times, but after locking, the choices cannot be changed.

After the due date, the system will automatically allot the seat based on merit and other parameters such as reservations, taking into view the preferences given by the candidate. The allotment results will be displayed on the website ‘ www.ccb.nic.in.’ Individual allotment letters will not be sent to the candidates and they have to download the allotment details.

Certificate verification

All the successful candidates, who are allotted seats, have to report to any one of the designated admission centres for remote reporting. Candidates who fail to report at the admission centres will forego their allotment and they will not be considered for further rounds of counselling.

During the remote reporting, every candidate has to produce all the certificates in original such as admit card, score card, proof of date of birth, proof of passing qualifying examination, caste certificate, income certificate, medical certificate and state of eligibility certificate.

Also, an initial fee of Rs. 25,000 has to be paid by the candidate. A provisional admission letter will be issued to the candidate. Candidates will also have an option to give their willingness to consider their higher preferred choices against vacant seats in further rounds of seat allotment.

All the candidates who take provisional admission have to report to their institutes from July 16 to 24. Candidates who fail to report by July 24 will forego their provisional admission. Details can be had on www.ccb.nic.in

Arjun Singh to lay foundation stone of IIT Ropar today

Ropar (Punjab), Feb 24 (ANI): Union Minister of Human Resource Development Arjun Singh will lay the foundation stone of the campus of Indian Institute of Technology (IIT), Ropar, in Punjab today.

This new IIT is part of the eight new IITs that have been established in the country by the Union Ministry of Human Resource Development during XIth Plan.

The State Government has offered 513 acres of land at Ropar, which is about 40 km. from Chandigarh and has excellent road and railway connectivity.

The academic session of IIT, Ropar, is already in progress from 2008-09 from its Mentor institution, which is IIT, Delhi. There are about 110 students in B.Tech. courses in 3 branches of engineering.

The Central Government in its Eleventh Plan has given a major thrust to education. The Central Government has taken several initiatives in respect of new institution building.

These include setting up of 30 new Central Universities, Indira Gandhi National Tribal University, eight new IITs, seven new Indian Institutes of Management (IIMs), five new Indian Institutes of Science Education and Research (IISERs), two new Schools of Planning and Architecture (SPAs), 10 new National Institutes of Technology (NITs) and 20 new IIITs.

A very high priority has been accorded to the education sector and a ten fold increase has been provided in the budgetary outlays for the higher education during the XIth Plan as compared to Xth Plan. (ANI)

Indore, Feb 17 (ANI): Human Resource Development Minister Arjun Singh will lay the foundation stone of the Indian Institute of Technology (IIT), Indore today. tate Chief Minister Shivraj Singh Chauhan will preside over the function.

With the opening of this institute, Indore will be the first city in the country to have both IIM and IIT.

The seven other new IITs have been set up in Andhra Pradesh, Bihar, Rajasthan, Punjab, Gujarat, Orissa (Bhubaneswar) and Himachal Pradesh.

An allocation of Rs. 2,000 crore has been provided in the XIth Plan and Rs. 50 crore has been allocated for 2008-09 for new IITs.

The Central Government has laid great emphasis on the advancement of higher education during the XIth Plan for which the outlays have been increased by ten times when compared to the Xth Plan outlays.

This higher allocation is being used for the creation of 30 Central Universities including 14 new National (World Class) universities; eight new IITs; seven new IIMs; five new Indian Institutes of Science Education and Research (IISERs); 20 new Indian Institutes of Information Technology (IIITs); two new Schools of Planning and Architecture; ten new NITs, Central assistance for establishing 1000 new polytechnics, including through PPP mode, and strengthening of 500 existing polytechnics. Arjun Singh to lay foundation stone of IIT, Bhubaneswar today

Bhubaneswar, Feb 12 (ANI): Human Resource Development Minister Arjun Singh will lay the foundation stone of the Indian Institute of Technology (IIT) here today.

The ceremony will be held at the construction site situated few kilometers south of Bhubaneswar at KANSAPADA ( Khudupur-Taraboi Road ) near Jatni Block Office, Khordha.

This new IIT at Bhubaneswar is part of the eight new IITs that have been established in the country by the Union Ministry of Human Resource Ministry.

Though the construction of the campus of IIT Bhubaneswar will follow the foundation laying ceremony, the IIT as such has already started functioning through its mentor IIT, which in this case is IIT Kharagpur.

The seven other new IITs have been set up in Andhra Pradesh, Bihar, Rajasthan, Punjab, Gujarat, Madhya Pradesh (Indore) and Himachal Pradesh.

Arjun Singh appeals to States to raise budgetary support for education

New Delhi, Feb.10, (ANI): Human Resource Development Minister Arjun Singh on Tuesday appealed to all States to raise their budgetary support for education and welcomed members who have been nominated to the reconstituted Central Advisory Board of Education (CABE) for the first time.

Addressing the education ministers of all States at the 55th meeting of the CABE, Singh stated that an outlay of Rs. 270 thousand crore has been made available for the Ministry of HRD for the XIth plan as against the Xth plan expenditure of Rs. 58,817 Crore.

He also detailed the public expenditure on education and said, “At present our public expenditure on education is approximately 3.57 percent of the GDP (2006-07), out of which the Central Government share is 0.84 percent and that of the States is 2.73 percent.

He also described the Sarva Shiksha Abhiyan and said, “This falgship programme, Sarva Shiksha Abhiyan (SSA) has achieved considerable success in its objective of Universalisation of Elementary Education with the cooperation of all the States. The Mid Day Meal programme has further helped to improve enrolment as well as retention in schools, apart from improving nutritional standards of school going children.

“The CABE Committees on “Unversalisation of Secondary Education” and CABE Committee on “Girls Education and Common School System” had recommended for making quality education available to all students in all schools at affordable fees. A centrally sponsored scheme to universalize access to quality education at secondary stage, called ‘Rashtriya Madhyamik Shiksha Abhiyan’(RMSA) has been launched,” he added.

Arjun Singh also mentioned the importance of higher education for the country and said, “Higher education has a vital importance for the country, as it is a powerful tool to build knowledge-based society. Ministry has set a target to enhance the Gross Enrolment Ratio in Higher Education by 5 percentage points by the end of the XIth Plan. To meet this target, Ministry shall need sustained efforts, both at the Central and State levels.”

“30 Central Universities including 14 new National universities, eight new IITs, seven new IIMs, five new Indian Institutes of Science Education and Research (IISERs), 20 new Indian Institutes of Information Technology (IIITs), two new Schools of Planning and Architecture and ten new NITs would be built during the plan,” he further added.

The Government has also revamped the National Monitoring Committee for Minorities Education. A Standing Committee of the NMCME has also been constituted to attend to the problems related to the education of minorities on an ongoing basis.

Singh concluded his speech with a request to all ministers to guide his ministry in taking positive steps for providing quality education for all. (ANI)

Arjun Singh to chair 55th meeting of Central Advisory Board of Education today

New Delhi, Feb 10 (ANI): Union Minister for Human Resource Development Arjun Singh will chair the 55th meeting of the Central Advisory Board of Education (CABE) here today.

M. A. A. Fatmi, Minister of State for School Education and Literacy and D. Purandeshwari, Minister of State for Higher Education (both Vice-Chairperson of CABE), Central Ministers of related Ministries and select Ministers in charge of Education from various States/ UTs will attend the meeting.

The Board also has representatives from different walks of life comprising eminent educationists, authors, artists, linguists apart from heads of different autonomous organizations and secretaries of different departments of the Government of India.

Today’s meeting will focus on review of various initiatives by the Ministry of Human Resource Development (HRD), both in school education and literacy as well as higher education.

The meeting will particularly focus on Sarva Shiksha Abhiyan – flagship programme for universalization of elementary education; Mid Day Meal Programme – meant for improving nutritional standards and health status of school-going children; and Rashtriya Madhyamik Shiksha Abhiyan for universalization of access to secondary education.

The meeting will also deliberate on efforts made by the Ministry of HRD for the right of children to free and compulsory education.

In the area of higher education, the CABE will deliberate on planning and progress in expansion of higher education envisaged under the 11th Five Year Plan.

The meeting is likely to focus on initiatives like opening of new Central Universities, Central assistance for the 374 new degree colleges in educationally backward districts, opening of new IITs, IIMs, NITs, IITSERs and IIITs, National Mission on Education through ICT, educational advancement of minorities and reforms in higher education.

CABE is the highest advisory body to advise the Central and State Governments in the field of education.

It has been reconstituted by the Government on December 12, 2008 with the mandate to review the progress of education and implementation of education policies and to advise regarding educational development in the country.

The CABE also acts as a forum for coordination and exchange of views between Central and State Governments/Union Territories and Non-Governmental Agencies on education policy and progress. (ANI)
