J-K to make rural service must for medicos

Jammu, Mar 5 (ANI): The Jammu and Kashmir Government is contemplating to make rural services mandatory for all doctors to improve health facilities in rural areas of the state.

Addressing the National Rural Health Mission (NRHM) meeting State Chief Minister Omar Abdullah announced that those medicos who serve in rural areas under the NRHM scheme would get additional points in the Public Service Commission (PSC) selection process.

He stressed on achieving maximum physical and financial targets under NRHM and asked the authorities to conduct a survey for grading districts on basis of achievements.

In his address Abdullah also asked to conduct weekly review of all works under the NRHM and to conduct a survey on Maternal Mortality Rate (MMR) and he added that himself will conduct a quarterly review.

He also asked the officials to make health workers more responsible for pre-natal, post-natal care and immunization by extending lucrative incentives.

He assured the meeting that the State Government would approach the Centre for seeking flexibilities of criteria under various central sponsored schemes like Serva Shiksha Abhiyan (SSA), NRHM and others.

Abdullah said his government has urged the Planning Commission of India to release at least 50 per cent of allocations under all centrally sponsored schemes in April of every year. (ANI)

Cabinet approves signing, ratification of BIMST Convention

New Delhi, Sep 10(ANI): A Union Cabinet meeting on Thursday discussed topics, including the revamping of the National Rural Health Mission and approval for the signing and ratification of the BIMST (Bangladesh, India, Myanmar, Sri Lanka and Thailand) Convention.

Union Information and Broadcasting Minister Ambika Soni said: “This convention will provide strong legal basis for cooperation among the law enforcement agencies of the BIMST member states. It will give a much needed thrust to the enforcement agencies of the BIMST member states which are Bangladesh, India, Myanmar, Sri Lanka and Thailand.”

The proposal will be signed during the forthcoming BIMST Ministerial Conference.

On the National Rural Health Mission (NRHM), Soni said: “The mission (National Rural Health Mission) now seeks to provide universal access to affordable and quality healthcare which is accountable and at the same time responsive to the needs of the people.”

She said the Government would launch an annual health survey in some states to provide feedback on the impact of schemes underthe NRHM on health indicators like Maternal Mortality Rates and Total Fertility Rates.

The Ministry of Health and Family Welfare in collaboration with the Registrar General of India, Ministry of Home Affairs will be conducting the survey and would compute the statistics, she added. (ANI)

Himachal Pradesh Govt. sets up toll free number for swine flu information

New Delhi, Aug.21 (ANI): The Himachal Pradesh Government has started a toll free number to provide information on swine flu to the general public.

The state’s Health Minister, Dr.Rajeev Bindal, told a health ministers conference here today that a state team comprising of epidemiologist, physician and microbiologists has been trained at national level and sensitization workshops have been conducted at state and district level to raise the awarness about swine flu among health practioners and general masses.

He also said that teams have been formed to treat suspected swine flu patients in the state.

He revealed that so far samples of eighteen suspected swine flu patients had been sent to the National Institute of Communicable Diseases (NICD) in New Delhi, out of which 13 samples have reported negative while one sample has reported positive.

Bindal requested the NICD to provide a report on the swine flu samples within the next 24 hours so that treatment could be started immediately.

He also sought central assistance for training IEC and to meet other contigencies arising out of the swine flu threat in the state.

The minister appealed to the Centre to provide additional medicines, masks, ventillators and other infrastructure required to treat the patients.

He said rapid response teams,isolations beds, protective equipments and facility to collection of samples have been made at all district hospitals and two medical colleges of the state.

Bindal also welcomed the Central Government’s decision to set up a national level institute for alternative medicine.

Bindal revealed that so far Rs.70.12 crores had been spent under the National Rural Health Mission (NRHM) scheme and added that rupees 11.62 crore rupees had been disbursed to health committees in the state. (ANI)

Health Minister Azad blames State CMs for slow H1N1 response

New Delhi, Aug 21 (ANI): Union Minister for Health and Family Welfare Ghulam Nabi Azad on Friday blamed State Chief Ministers for their slow response to the H1N1 outbreak.

He said this after chairing the State Health Ministers’ Conference, which was held to review the National Rural Health Mission (NHRM).

Azad said that very few State Chief Ministers had contacted him. He said, “I had to chase State Chief Ministers rather than them asking.”

As the health authorities in Delhi confirmed two swine flu deaths, he said each state should have institutional mechanism to monitor health standards.

The Minister also deflected blame after criticism over the handling of the H1N1 outbreak.

A 35-year-old female patient died at the Ram Manohar Lohia (RML) Hospital on Wednesday night becoming the first victim of the virus in the national capital.

Thirty one year old Samrat Pandeya, a resident of Gurgaon, who was initially treated at various private hospitals and later brought to the RML Hospital, succumbed to the virus on Thursday morning.

According to hospital sources, Pandeya was admitted to the hospital on August 14 with symptoms of fever, breathlessness and signs of pneumonia. He tested positive for H1N1 flu. Pandeya had been on ventilator since August 15, sources said.

Delhi State health authorities have said there is no need to panic, since both patients had contact history and a history of travel to affected countries.

Health authorities said the demise of the victims was due to failure to follow established treatment procedure.

Now, the overall H1N1 toll in the country has risen to 38. (ANI)

AYUSH to be integrated with mainstream health services

New Delhi, Aug 13 (ANI): The Cabinet Committee on Economic Affairs (CCEA) today approved the continuation of the Centrally Sponsored Scheme for AYUSH Hospitals and Dispensaries.

This was introduced during the 10th Five Year Plan with certain modifications for supporting the mainstreaming of AYUSH under the National Rural Health Mission (NRHM) at a total expenditure of Rs.650 crore.

The basic objectives of the scheme are to encourage the opening of general and specialized AYUSH treatment centers in allopathic hospitals with a view to integrate AYUSH health services with mainstream health services in the country, and to provide assistance to the State Government for the procurement and supply of essential drugs to AYUSH hospitals and dispensaries.

The scheme envisages provisions of the preventive, promotive and curative healthcare covering Ayurveda, yoga and naturopathy, Unani, Siddha and Hemoeopathy all over country.

Under the scheme grants-in-aid will be provided to the State / Union Territory Governments for the following activities:

(i) Establishment of System Specific Outdoor Treatment Centres in the Primary Health Centres (PHCs).

(ii) Establishment of AYUSH Specialized Therapy Centre with Hospitalization Facilities in the Community Health Centres (CHCs) with IPD facilities.

(iii) Setting up of AYUSH Wings in Districts Hospitals (DHs)

(iv) Supply of Essential Drugs to Hospitals and Dispensaries.

(v) Upgradation of AYUSH Hospitals / dispensaries other than PHCs/CHC/DHs at the District/Sub-district level.

(vi) Setting up of Specialized AYUSH facilities in Government Tertiary Care AYUSH Hospitals with Public Private Partnership (PPP).

(vii) Providing Managerial assistance at the Central/State levels and other facilities to support the mainstreaming of AYUSH under NRHM.

The approval will facilitate the mainstreaming of AYUSH under the National Rural Health Mission by ensuring AYUSH services and quality drugs to the people in the rural areas.

It will also facilitate the revitalization of traditional systems of medicines at all levels.

The modified scheme will be implemented during the remaining three years of 11th Plan that is 2009-10 to 2011-12.

The scheme will facilitate the revitalization of the AYUSH sector, widen choice of people in availing quality health care and medicines.

It will strengthen AYUSH infrastructure and employment for medical practitioners.

The scheme will provide AYUSH health care facilities to the people at large and will be implemented in all the State/Union Territories of the country. (ANI)

Monitoring unit set up in PMO to oversee flagship programmes

New Delhi, July 8 (ANI): Government on Wednesday set up a monitoring unit in the Prime Minister’s Office (PMO) to observe several flagship programmes and to guarantee transparency in its functioning.

“The Delivery Monitoring Unit will be an oversight mechanism for select flagship programmes with a view to improving monitoring arrangements, delivery of output and transparency,” Principal Secretary to PM, T K A Nair, said.

Several projects, including National Rural Health Mission, National Rural Employment Guarantee Act, Rajiv Awas Yojana, Bharat Nirman, Sarva Shiksha Abhiyan, Multi-Sectoral District Plans for Minority Concentration Districts, Jawaharlal Nehru National Urban Renewal Mission among others be under close scrutiny of the mechanism.

The unit will also monitor Right to Information, Public Data Policy, Annual Reports on five identified topics, setting up Independent Evaluation Office, Prime Ministers Reconstruction Plan for Jammu and Kashmir.

Other areas listed for scrutiny are Innovation Universities-Decade of Innovation, Development of Land Ports, Setting up National Council for Human Resources in Health, Setting up National Council for Higher Education and Assam Gas Cracker Project.

Earlier, President Pratibha Patil had announced that the government would set up a Delivery Monitoring Unit in the PMO for the purpose. (ANI)

Union Government launches School Health Programme

New Delhi, July 8 (ANI) : Union Government has launched the School Health Programme (SHP) to address health, education, environment and nutrition related issues in a comprehensive frame work under the National Rural Health Mission (NRHM).

Health Minister Ghulam Nabi Azad told the Lok Sabha on Wednesday that the programme would utilize strategies of prevention, promotion as well as detection and treatment for health problems and provide a referral linkage with the general health services.

Azad said the State Governments should formulate their own State School Health Policy, in a manner that all stakeholders in particular, the health department, education department and local communities have an ownership.

The state Governments can adopt Rapid Assessment and Action Planning (RAAP) process formed by World Health Organisation (WHO) to restructure the SHP, Azad said.

Azad said the SHP would be continuously monitored and internal evaluation maybe conducted annually by Medical Colleges and education departments of Universities in collaboration with the National Health Systems Resources Centre (NHSRC). (ANI)

Manmohan Singh appreciates admirable job by Pranab Mukherjee

New Delhi, July 6 (ANI): Prime Minister Dr. Manmohan Singh toady said that Finance Minister Pranab Mukherjee has done an admirable job by reconciling short-term requirements of the economy with medium term goals.

“I believe he has done an admirable job in reconciling short-term requirements of the economy with the medium term goals of our economic and social policy and the commitments that we made to our people in our election manifesto,” he said.

“He has chosen a strategy to concentrate on increasing investments in the infrastructure sector both in the public sector and in the private sector through PPP route,” he added.

“The strategy of the budget is to ensure that our economy recaptures the rhythm of the accelerated growth process. It seeks to honour in large measure, the commitments that we have made to our people to work steadfastly for the well being of the Aam Aadmi,” he said.

Underlying the importance of reducing the impact of the global slowdown, Dr. Singh said that the growth momentum of economy must be maintained.

“We should aim to achieve eight to nine percent growth in medium term,” he said, adding the Budget was aimed at minimising the “impact of the global recession”.

He said handsome additional allocation has been made for inclusive growth and other flagship programmes like Urban Renewal Mission and National Rural Health Mission.

On the increased allocation for various rural programmes such as National Rural Employment Guarantee Programme for which Rs.39,100 crore has been earmarked and Bharat Nirman for which allocation has been hiked by 45 per cent, Dr. Singh said, “these are all programmes which will primarily benefit our rural areas and reduce the gap between Bharat and India.”

The budget is being seen as a roadmap for how Dr. Singh will govern for the next five years after his party was re-elected by an unexpectedly decisive margin, focused heavily on farmers and the poor. (ANI)

All BPL families proposed to be brought under Rashtriya Swasthya Bima Yojana

New Delhi, July 6 (ANI): Finance Minister Pranab Mukherjee on Monday said that the Government proposes to bring all BPL families under the Rashtriya Swasthya Bima Yojana (RSBY).

Announcing this while presenting the budget in Parliament today, Mukherjee said that Rs. 350 crore, marking a 40 per cent increase over the previous allocation is being provided in the 2009-10 BE for this.

“The RSBY was operationalised last year and the initial response was very good, with more than 46 lakh BPL families in eighteen States and UTs having been issued biometric smart cards,” he said.

This scheme empowers poor families by giving them freedom of choice for using health care services from an extensive list of hospitals including private hospitals,” he added.

The Minister further said that for the National Rural Health Mission, an increase of Rs.2057 crore over and above Rs.12,070 crore provided in the interim budget is proposed, as this is an essential instrument for achieving our goal of health for all. (ANI)

Only 310 districts have mobile medical units

New Delhi, July 3 (ANI): Union Health Minister Ghulam Nabi Azad today said that out of 595 districts of the country only 310 district were covered with mobile medical units and the state governments should bare the responsibility to implements this project effectively.

The UPA government in its previous term had planned to set up mobile medical units to cater to rural population in each and every district of the country under National Rural Health Mission (NRHM)

Answering to a supplementary raised by Ravishankar Prasad of the BJP, Azad said though the Union Government is providing funds to set up mobile medical center, but many state governments have not sent proposals to set up such units.

Azad informed the Rajya Sabha that, five years after the implementation of Natioanl Rural Health Mission (NRHM) states like Bihar and Uttar Pradesh have recently shown interest to avail benefits under this scheme.

He said the Centre has categorised areas based on their accessibility as difficult, very difficult, inaccessible, tribal and hilly for providing medical facility on priority bases, and the Centre would identify the areas where medical facilities are required and would fund the state governments to provide the facilities. Govt: Two new medical institutes to boost health facilities in J-K

Srinagar, June 25 (ANI): Union Health Minister and Family Welfare Ghulam Nabi Azad on Thursday said that the upcoming two new medical institutes in Srinagar and Jammu would boost health facilities in the state.

Azad was speaking on the sidelines of a Health Sector review meeting with Jammu and Kashmir Chief Minister Omar Abdullah at Sher-e-Kashmir International Convocation Center (SKICC) here.

“In both Srinagar and Jammu, we are setting up two big medical institutes and one would be completed by this year and the other by next year. This will benefit the people of the state, who used to go to big cities like Delhi and Chandigarh for medical treatments. So Jammu people would now be able to go to the Jammu centre and likewise Kashmiris to Kashmir centre and this is a big relief,” said Ghulam Nabi Azad while adding that the opening of the two institutes would provide a big relief to people, who have to present visit other big cities for medical treatment.

Azad, who has also been the former chief minister of Jammu and Kashmir, said that primary and secondary health services and necessary infrastructure would be upgraded on modern lines in all the districts.

Further, he said the central Government has already sanctioned 34 district hospitals and out of them 17 have been completed and other 17 will be completed very soon.

Ghulam Nabi Azad, has initiated a series of meetings with the State Governments to assess the impact of National Rural Health Mission (NRHM) and seek suggestions of the State Governments to improve the implementation mechanism.

As part of the meetings, Azad had the first meeting with the Government of Jammu and Kashmir on June 23rd and 24th in which the Chief Minister of Jammu and Kashmir, Shri Omar Abdullah, Senior Officials from the Ministry of Health and Family Welfare and all the concerned officers associated with the implementation of NRHM and other health related projects in Jammu and Kashmir attended the meeting.

Omar Abdullah, the Chief Minister of Jammu and Kashmir, requested Azad for additional assistance and continued support from the Union Minister of Health and Family Welfare for upgrading the facilities and health infrastructure in the State. (ANI)

Cabinet ministers from Kashmir take charge

New Delhi, May 29 (ANI): National Conference (NC) chief Farooq Abdullah assumed charge of the New and Renewable Energy Ministry here on Friday.

Addressing reporters after assuming charge, Abdullah rubbished claims that he was unhappy with the ministry that he had been allotted.

He described the ministry as the biggest challenge that he was facing, as in times to come, there would be a paradigm shift from conventional energy to renewable energy.

“It is not an ordinary ministry, if you come to think of it. There was no question of being sad or sorry. I am very happy that I have got a challenge to face,” he added.

He said he would go to the people, especially to students in universities and spread awareness about the nature of work, his ministry was undertaking, and encourage them to take up research oriented careers in the field of new and renewable energy.

Senior Congress Party leader Ghulam Nabi Azad also took charge of the Ministry of Health and Family.

Azad expressed happiness over being given an opportunity to work for people in the health sector.

Outlining his priorities, he remarked that the implementation of the National Rural Health Mission would top his agenda as Health Minister.

“My priority in the ministry would be to implement the National Rural Health Mission in letter and spirit. This cannot be done sitting here in the health ministry. I would in every six months sit with the State Government and review the situation,” said Azad. (ANI)

Assurance of internal security will be top priority of new UPA govt: PM

New Delhi, May 19 (ANI): Prime Minister Dr. Manmohan Singh on Tuesday said that the assurance of internal security and maintaining the communal harmony would be the top priority of the new United Progressive Alliance (UPA) Government.

“The new UPA Government has to be vigilant and effective in dealing with the threat of terrorism and extremism, as it is looming large in India’s neighbourhood. The assurance of internal security and maintaining the communal harmony and peace will be the top most priority of the new UPA Government,” Manmohan Singh said while addressing the Congress Parliamentary Party (CPP) in the Central hall of the Parliament.

Singh, who was renominated to lead the government for the second consecutive term, said that the focus will be to ensure that people of all regions, all religions, languages and castes benefit from this process.

“The Centre will work in tandem with the State Governments for the effective and better implementation of various welfare schemes including national rural employment guarantee act, NREGA, national rural health mission, NRHM and other welfare programmes,” he added.

Meanwhile, UPA Chairperson Sonia Gandhi said that the new government will continue innovatively on the path it has adopted five years ago under the leadership of Dr. Manmohan Singh.

Gandhi further said that she is looking forward to work together with the newly elected parliamentarians to realise these goals.

Earlier, the Congress re-elected Dr. Manmohan Singh as leader of its parliamentary party and Sonia Gandhi as the Chairperson.

The formalities will further the process of government formation, a day after Dr. Singh resigned as Prime Minister on Monday. (ANI)

ASHA provides health care in Punjab villages

Abohar, April 29 (ANI): With health awareness being minimal in rural Punjab, ASHA, a scheme launched by the Government of India under the National Rural Health Mission (NRHM), is benefiting villagers.

ASHA or, Accredited Social Health Activist, is bringing about a transformation, as the scheme spreads awareness about mother-child health.

One such ASHA is Roshni, who has undertaken a special task today. She is visiting a newly married couple in Sitto Village in Punjab’s Ferozepur district to counsel them on childbirth or preparations for childbirth, safe delivery and immunization.

In villages of Punjab, where there is not much health awareness, such counselling proves invaluable.

“In rural areas, people expect a child after a year of marriage. It’s a myth among uneducated people and they are unaware of the consequences to the child and the mother. As marriages in rural areas are held at a very young age, ASHA workers play an important role by visiting homes and educating people about consequences of an early pregnancy,” said Sunil Kumar, a newly married person.

There is one Accredited Social Health Activist for every 1,000 villagers, who interface between the community and the public health system.

Under the National Rural Health Mission scheme, ASHA workers not only create increased health awareness among women, but also increase the manpower of the health department.

The health workers are doing a commendable job, by implementing various health services and programs including registration of pregnancy, checking female foeticide, and immunization of children.

“The government has trained ASHA workers to control the rising Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR). ASHA workers are playing a significant role in getting pregnant women registered with local hospitals,” said Dr.Jaspal Singh, SMO, Shito Gunno Hospital.

ASHA workers work on honorarium basis. A worker would get four dollars for taking a pregnant woman for delivery to the government hospital and another eight dollars if she remains present with the mother and child after delivery.

She also receives four dollars for each tubectomy and vasectomy case and half-a-dollar for immunisation.

“We have benefited a lot from the scheme. Earlier, we were engaged in the housework the whole day. But, ASHA scheme is a source of income to us,” said Roshini, Asha worker.

These mid-wife counselors also educate women about family planning, maintaining of proper hygiene and educating the children.

ASHA workers have made a useful contribution in making the rural health mission a success.

Anyone eager to be part of ASHA, should be a woman resident of the village – married/ widowed/ divorced, preferably in the age group of 25 to 45 years.

She has to be a literate woman with formal education up to standard eight. This may be relaxed only if no suitable person with this qualification is available.

ASHA is chosen through a careful process of selection involving various community groups, self-help groups, Anganwadi Institutions, the Block Nodal officer, District Nodal officer, the village Health Committee and the Gram Sabha. By Avtar Gill (ANI)

NRHM’s Asha programme benefits women, child

Barolyahir (Uttar Pradesh), Apr 11 (ANI): Poor women and children in rural regions of India are availing many benefits from Asha, a scheme launched by the Government of India under the National Rural Health Mission (NRHM).

The scheme aims at spreading awareness about mother-child health. Hundreds of families of Barolyahir have gained from the services rendered by the Asha.

Under this scheme, a pregnant woman is paid Rs. 1,400, so that she can afford healthy diet and also meet other expenses.

Under the scheme, the mother and child are guided about the Anganwadi (crèche and nursery centres) as well as the need to follow-up periodical vaccination on time.

“The Central Government started this scheme for holistic motherhood. This scheme was launched for the welfare of poor and to promote scientific and healthy delivery of babies. For this, we have started Asha scheme where our women counsellors visit every house of the village.

Asha is functioning in 155 blocks in Barolyahir. They work for about 1500 families.

The women engaged in fieldwork under the scheme visit each household, and conduct survey of pregnant women in the village. They maintain a survey register. They get the pregnant women registered here and also the mid-wives for pre-natal and post-natal situation,” said Dr. Sher Singh, Medical Officer, Primary Health Centre, Barolyahir.

Women counsellors known as Ashayen (missionaries of hope) play a key role in this scheme.

They visit every household and educate the women on the vital maternal care.

“We tell them not to deliver babies at home and also not to visit private hospitals as they are expensive. We advise them to go to the government hospitals and get a benefit of Rs. 1,400. In addition, money for transportation is also given. Above all, under the scheme, both the mother and the child stay healthy,” said Veena Tomar, a member of the Asha, Barolyahir.

These mid-wife counsellors also educate the women on family planning programmes, pre and post-natal treatment, maintaining of proper hygiene and also educating the children.

The Asha has gained widespread name and fame as evident from an increasing number of women coming forth to avail the services rendered under the scheme.

Thus today, many women prefer to visit government hospitals unlike the reliance on private practitioners in the past, courtesy the versatile and integrated services of Asha. (ANI)

Rural health schemes benefit tribals in Tripura

Agartala, Mar 7 (ANI): The implementation of various schemes in Tripura under the National Rural Health Scheme has given a reason to smile to the locals. arious health schemes under the National Rural Health Mission (NRHM) are being implemented with an aim to bring down the Infant Mortality Rate (IMR) and Maternal Mortality Rate (MMR).

“NRHM can play a very important role in tribal areas where it is still difficult to reach medical services due to inaccessibility,” said L Darlong, Mission Director of NRHM, Tripura.

The schemes are not only trying to create an increased health awareness among the poor, but also to increase the manpower of the health department in the state.

New well equipped hospitals and health centers are also being constructed in the remote of the regions to provide instant aid to the people.

Further, to spread awareness, tribals are being educated through puppet shows, road shows and folk songs.

“After implementation of these schemes, there has been rapid awareness among the remote villagers about the health facilities. Similarly there has been also infrastructure development and the latest medical equipments have also been introduced,” said Uttam Choudhury, a resident.

Rs. 953,231 crore expenditure proposed for 2009-10

New Delhi, Feb 16 (ANI): In the Interim Budget 2009-10, the total expenditure has been proposed at Rs. 953,231 crore. Of this, Rs. 285,149 crore is under Plan and Rs. 668,082 crore under the Non-Plan sector.

The total Gross Budgetary Support (GBS) for the plan is 17.16 per cent higher in nominal terms than the GBS Plan for the BE 2008-09. The budgetary support to the plan sector for 2009-10 has been increased for the Departments of Rural Development, Road Transport and Highways, Railways, Information Technology and Industrial Policy and Promotion and the Ministry of Power, with a view to maintain the fiscal tempo to address the economic slow down and meet the requirements of rural and infrastructure development.

An allocation of Rs.1, 31,317 crore has been made for the flagship programmes which directly impact ‘Aam Aadmi’. Rs. 30,100 crore has been allocated to the National Rural Employment Guarantee Scheme (NREGS) in 2009-10. The scheme has been extended to all the districts of the country and provided employment of 138.76 crore person days, covering 3.51 crore households during 2008-09.

For the Sarv Shiksha Abhiyan, an allocation of Rs.13,100 crore have been proposed. About 98 per cent of our habitations have been covered by primary schools and the focus now is on improving the quality of elementary education. An allocation of Rs.8,000 crore has been made for the Mid-Day Meals Scheme.

An allocation of Rs.6, 705 crore have been proposed for the Integrated Child Development Scheme (ICDS) in the country. Rs.11, 842 crore have been allocated for the Jawaharlal Nehru National Urban Renewal Mission (JNNURM). Under the Mission, 386 projects amounting to Rs.39, 000 crore had been sanctioned as of December 31, 2008.

The Bharat Nirman, the time bound plan for building rural infrastructure, has been allocated Rs.40,900 crore for 2009-10. During 2005-09, the allocation to this programme has been increased by 261 per cent.

The National Rural Health Mission has been allocated Rs.12,070 crore. The programme aims to bring about uniformity in the quality of preventive and curative health care in rural areas.

The Rajiv Gandhi Rural Drinking Water Mission is envisaged to supply safe drinking water to uncovered habitations and slipped back habitations. An allocation of Rs.7,400 crore has been made for this programme for the year 2009-10. Rs.1,200 crore have been assigned for Total Rural Sanitation programme. (ANI)

Ban Ki-moon appreciates Health Minister Ramadoss’ initiatives

New Delhi, Feb. 5, (ANI): United Nations Secretary General Ban Ki-moon on Thursday complimented the Health Minister Dr. Anbumani Ramadoss for his leadership in the health sector and described him as a public health champion.

Ban Ki-moon, who is in Delhi to attend Sustainable Development Summit, will also be presented Sustainable Development Award.

Ban Ki-moon discussed a wide gamut of health related issues with Dr. Ramadoss including National Rural Health Mission, impact of global financial crisis on health and climate change.

The Secretary General disclosed that it is for the first time he is visiting Health Minister’s office in any country of the world since he took over as Secretary General.

Moon showed keen interest in the National Rural Health Mission, which is the biggest and most ambitious program since independence.

The Mission has completed three years and has made substantial impact in the country.

The Secretary General conveyed his appreciation for the vision and leadership behind the healthcare project of this magnitude for providing affordable and equitable health care to all.

Ban Ki-moon assured continued and enhanced technical support of UN agencies in the various facets of National Rural Health Mission (NRHM).

During the discussion, it was felt that a clear and unequivocal message must be sent to strengthen the public health systems, protection of aid committed for health and sustaining investments in the health sector.

In the context of health impact due to climate change, the Health Minister highlighted that the India has released the National Action Plan on Climate Change with eight National Missions including on solar power, energy efficiency, promoting forest cover and health.

The Secretary General also appreciated the Health Minister’s efforts for raising national and international partnership in the heath sector in new heights, including with UN agencies and other international partners. (ANI)

PM stresses on reducing ‘inequity and inequality’

New Delhi, Jan 16 (ANI): Terming the local governments as “unsung heroes” of the nation’s march towards development and prosperity, Prime Minister Dr. Manmohan Singh stressed supremely on reducing ‘inequity and inequality’ and meeting ‘core development needs’.

Addressing a conference of Chairpersons of District Planning Committees here. Dr. Singh confessed that the progress on genuine empowerment has been ‘uneven’.

He, however, did not fail to mention the successful holding of regular elections to local governments and the undisputable reservations provided for women, Scheduled Castes and Scheduled Tribes.

The Prime Minister also mentioned UPA’s achievements in bringing social empowerment with political empowerment by this ongoing grass root democratic practice.

“22 States and Union Territories have individually agreed with the Ministry of Panchayati Raj on State and UT specific road maps and at the Central level, several important Centrally Sponsored Schemes, other programmes and National policies have been modified to make planning and implementation at the three levels of Panchayat clearer,” he added.

In order to strengthen the decentralized management through local institutions, in several flagship programmes like the ‘Sarva Shiksha Abhiyan’ and ‘National Rural Health Mission’, District level plans are being prepared and funded.

Likewise, there are plans for the village level and 63 cities have evoked Medium term Development Plans under JNNRUM, said the Prime Minister.

Till now, 19 states have constituted DPC’s. Singh appealed to the remaining states to adhere to these mandatory provisions of the constitution before further loss of time.

Singh further welcomed the idea of future interaction of the same nature between the Ministry of Panchayati Raj, Planning Commission and the Ministry of Urban Development.

The Prime Minister said areas that need attention include combating of disease, eliminating malnutrition, providing safe drinking water, good quality universal education, providing people with skills and job opportunities and preserving environment.
“Programmes like rural water supply should be planned and implemented at the district level and medium term development plans in urban areas should be continued,” he added.

Minister of Panchayati Raj Mani Shankar Aiyar, who was also present on the occasion, laid emphasis on the fact that the District Planning Committees should take into account the plans and aspirations of people at the grassroots.

The Ministry of Panchayati Raj along with the Planning Commission and the Ministry of Urban Development has organised the conference.

The Chairpersons of the Zilla Parishads, Chief Executive Officers of the Zilla Parishads, representatives of the national Institutions involved in supporting the process of district planning and State Institutes of Rural Development are participating in the conference.

The conference is also being attended by the State Secretaries in the Departments of Rural Development, Panchayati Raj, Planning and Urban Development.

Representatives of concerned Central Ministries are also present. Overall, around 1000 persons are attending the conference. (ANI)
