“There is a meeting on June 25 on fuel prices. I cannot say whether prices will be hiked, but the meeting is on,” Oil minister Murli Deora told Reuters.

Earlier, the Press Trust of India said a government panel will consider decontrol of petrol prices at the meeting.

Earlier this month, the government deferred a decision on raising fuel prices, the second time in a year it has tripped on pushing the politically-sensitive reform measures that could help trim a budget deficit. [ID:nSGE657029] (Reporting by Abhijit Neogy)

India oil min: seeking fuel price panel meet Thursday

June 15 (Reuters) – India’s Oil Ministry is seeking a meeting of a panel of ministers on Thursday to discuss fuel pricing, Oil Minister Murli Deora told reporters on Tuesday.

“Better to have it on Thursday as the cabinet is there,” Deora said.

The decision to free up fuel prices is a tough test of the government’s ability to carry out reforms. Freeing up prices will help beleaguered state-run oil firms and improve the country’s fiscal health as fuel accounts for a quarter of an estimated subsidy bill of $25.6 billion. Murli Deora welcomes Supreme Court”s verdict on Krishna Godavari Basin Gas dispute

New Delhi, May 7 (ANI): Union Petroleum and Natural Gas Minister Murli Deora on Friday welcomed the verdict of the Supreme Court in favour of Mukesh Ambani”s Reliance Industries Limited (RIL) in the Krishna Godavari Basin Gas row, and called it a vindication of the Government”s stand.

“I am given to understand that entire gas belongs to nation and is upheld by the honourable Supreme Court. And the government has power and authority to allocate the price,” said Deora.

Oil Secretary S Sundareshan also welcomed the decision of the apex court saying the government would continue to decide the allocation and price of gas in future also.

“We are given to understand that this viewpoint of the government has been upheld. We are allocating the gas, we are deciding the price of the gas and we would continue to do so in the future,” said Sundaresan.

Emphatically stating that the government is the owner of natural resources, including gas available in the country, the apex court on Friday said that no individual or commercial entity could claim right to such resources.

Delivering a judgement on the Krishna Godavari Basin Gas row between Anil Ambani”s Reliance Natural Resources Limited (RNRL) and Mukesh Ambani”s Reliance Industries Limited (RIL), a three judge bench of the apex court, consisting Chief Justice K G Balakrishnan, Justices P Sathasivam and B Sudershan Reddy said only the government can decide rates of these resources.

Quashing the family formula evolved by Kokilaben Ambani to solve the long drawn out dispute between her two sons, Anil and Mukesh, over sharing of gas, the court asked both to solve the matter through renegotiations within six weeks.

In June 2009, the Bombay High Court had upheld the RNRL”s claim of family agreement.

At the heart of the war is the gas produced by Mukesh Ambani”s Reliance Industries Limited (RIL) in the Krishna Godavari (KG) Basin.

On December 18, 2009, the apex court bench had reserved its judgement in the case.
The apex court heard the case for 26 days spread over nine weeks, beginning October 20, 2009.

The gas is sold to Anil Ambani”s Reliance Natural Resources Limited (RNRL) for its power plants.

The RIL had wanted to raise the price that was agreed upon by a family agreement in 2005 after the brothers decided to split the empire built by their father, Dhirubhai Ambani.

In 2007, the government said that the agreed-upon rate of 2.34 dollars per unit was far too low.

The RIL said it had to raise his rates accordingly to 4.2 dollars per unit and follow Government orders because it owns the gas, and that the RIL is just a contractor.

The RNRL accused the RIL of artificially inflating its costs and decreasing its output to make super-normal profits.

The government said it doesn”t recognize the family contract between Anil and Mukesh because the Krishna Godavari Gas is a government property.

Government said that two private parties cannot strike a deal without its clearance.

The government also said it has set the new price based on a fair formula. (ANI)

Deora says Govt tried but failed to get Ambani brothers reconcile

Moscow, Sep. 2 (ANI): Union Petroleum Minister Murli Deora on Wednesday said that the government tried to pacify the fighting Ambani brothers several times, but failed to bring about a reconciliation.

“We tried to bring a reconciliation, but we failed. The government had advised several times that they (Mukesh and Anil Ambani) should stop fighting,” Deora told reporters in Moscow, where he is accompanying President Pratibha Patil.

Last month, the Prime Minister’s Office had issued a similar statement.

“The Prime Minister’s general approach has been that instead of fighting, they (Ambanis) should patch up as both their groups contribute sizeably to India’s economic growth,” PMO has stated.

The two Ambani groups command about 10 per cent of collective market capitalisation of the total over 4,000 companies in the country.

“We wanted to put an end to it (gas dispute) so that the work can go on,” Deora replied after being asked about reasons for the government yesterday amend its petition in Supreme Court on the dispute between RIL and RNRL – the two firms promoted by Mukesh and Anil, respectively.

The government petition said: “It is in no way concerned with the private dispute between RIL and RNRL or between the Ambani brothers, but is only concerned with its rights as owner and regulator of natural gas.”

The original petition had sought “(the MoU) should be declared null and void.”

On the issue of gas allocation, Deora said:”We want a committee rather than the ministry to go into the issue.” (ANI)

The total investment in this project will be more than Rs. 20000 crores. The government will get Rs. 46000 crores as profit petroleum revenue over the life of the project and will provide job opportunities for more than 6000 people.

According to company sources, the supply terminal to the Mangala field, the second largest oil discovery in the country in two decades, will be a giant step towards curtailing the country’s oil import bill.

With an initial 30,000 barrels capacity per day (bpd), Cairn India plans to add another 1,00,000 bpd over the next 18 months.

Mangala oil field officials are confident of reaching the target of producing 1,75,000 bpd in the next 20 months.

The project would contribute more than 20 per cent of India’s domestic crude oil production by 2011, the company sources said. By Pankaj Chaudhary (ANI)

Petroleum Ministry assures all help to Unique Identification Authority

New Delhi, July 15 (ANI): The Ministry of Petroleum and Natural Gas has assured to extend full cooperation to the newly formed National Authority for Unique Identity (NAUI) in the compilation and classification of nationwide data of citizens for the proposed exclusive identification cards.

This was disclosed by Petroleum Minister Murli Deora after Nandan Nilekani, Chairman of the NAUI called on him here on Tuesday.

Later addressing the media persons, Nilekani said that the Ministry of Petroleum and Natural Gas would be a vital medium in the compilation of the massive database since its network caters to the supply and distribution of petroleum products all over the country.

Nilekani, who is one of the co-founders of Infosys, also highlighted that the oil marketing companies which function under this ministry have direct as well as indirect link with almost all the citizens.

As such the ministry can ascertain the authenticity of the inputs and relevant feedback, he said.

“To make this Unique ID project work, we need complete partnership and cooperation among all the stake holders. I think the Petroleum Ministry is a very important stake holder because they are distributing petrol, diesel, LPG and kerosene to individuals. If there is a way, we can partner together to be able to have the unique IDs for the individuals that they service. That will be a huge boon for them, for U-IDs and for the country,” he added.

He also noted that the unique identification number to each individual citizen in the country would help the government’s endeavour to streamline and direct the subsidies as well as put a stop to possible malpractices.

It was also underlined that synchronisation of the data, standardisation of the biometric information and the technology will go a long way in serving the purpose of the authority and the oil sector.

The Government appointed Nilekani as the Chairman of the NAUI that will function under the Planning Commission.

In January, the Government had notified the creation of the NAUI. The ambitious plan of unique identification has been allocated rupees 100 crore in the interim budget of 2009-10. (ANI)

Deora says will back fuel prices hike if crude prices ease

Chennai, July 5 (ANI): Union Petroleum Minister Murli Deora has said the government would consider a downward revision of fuel prices if international crude prices came down.

“I have already explained you how we have increased the prices and what made us to increase the prices. Where in case the fuel prices goes down substantially, we will pass on to customers, we will not wait,” Deora said on the sidelines of a function here on Saturday.

Petrol and diesel prices rose by as much as 10 percent in India, on Wednesday, the first increase this year and one of the steepest ever.

Petrol prices rose by four rupees a litre, while diesel rates were hiked by two rupees a litre.

Prices were last raised in June last year, when the average price of India’s crude imports were 113 dollar a barrel, but they were cut in December and again in January as oil prices tumbled.

The government has not increased the price of cooking gas and kerosene to protect the poor and middle-class.

Despite price increase, oil firms say they were likely to suffer a revenue loss of 560 billion rupees on sale of petrol, diesel, cooking gas and kerosene this fiscal. (ANI)

UPA fuel price hike move forces parliament adjournment

New Delhi, July 2 (ANI): The UPA Government and the opposition on Thursday traded charges over the fuel price hike on the first day of the Budget Session of Parliament.

Non-Congress parties, including UPA allies DMK and Trinamool Congress, slammed the hike and demanded a roll back. The government, however, refused to budge on the issue.

The issue was raised in the House as soon as it met. Leading the protest were the Samajwadi Party and Left parties. Members from BJP, Shiv Sena, RJD, BSP and TDP joined them.

The furore forced two adjournments during Question Hour. The House was later adjourned for the day when it met after the lunch recess.

Prior to the last adjournment, Petroleum Minister Murli Deora rejected the demands for roll back and said the suggestions would be considered “suitably” if there is a fall in international crude prices.

“In view of the continuous rise in global crude prices, a marginal increase had become unavoidable,” he argued and said the petrol price was raised by “only” Rs.4 against Rs.6.9 as desired and diesel price by “only” Rs.2 against Rs.4.11 “keeping in mind the interests of ‘aam aadmi’ (common man).”

He said the government for which the projected subsidy burden amounted to Rs 30,000 crore did not increase the retail prices of PDS kerosene and LPG.

Earlier, the House witnessed uproar over the hike.

DMK member T R Baalu was strident in his criticism.

“This government is not a unitary government but is supported by DMK and Trinamool Congress. It (hike in prices) is not at all good. It should have been discussed with party leaders as also in the Cabinet,” Baalu said.

“I strongly condemn the act. It should not recur. I am saying this as a close friend of Congress,” he said, adding that it was “nowhere justifiable” as the action has come a day before the Budget Session was to start.

He said: “It is an alarming situation that the government headed by Manmohan Singh and supported by Sonia Gandhi and ‘Kazhaignar’ (Karunanidhi) (is) taking such decision…(it) is not at all good. It should have been at least discussed with party leaders, if not in Cabinet.”

Trinamool member Sudip Bandopadhyay said the decision should be revoked.

“We understand that international crude prices have gone up. But this (price rise) will affect common people,” he said.

Accusing the government of “violating parliamentary propriety”, BJP leader Sushma Swaraj said the move to hike petrol and diesel prices “raises suspicion as to which companies will be benefited by this decision.”

“The government has been saying that the public sector oil companies have been making profits and giving dividends to it. Then why this secrecy,” she asked.

Akali Dal’s Rattan Singh Ajnala said the new government had given a “big gift” to the people on the first day of the budget session.

Independent member Inder Singh Namdhari said about 3,000 farmers of Palamau in Jharkhand had written to the President seeking permission to commit suicide because government has done nothing to save them from the drought conditions prevailing in the region for the past three years.

“You have only added salt to their injury by increasing diesel prices,” he said.

Shiv Sena leader Anant Geete, M Thambidurai (AIADMK), Narahari Mahato (Forward Bloc) and Shailendra Kumar (SP) demanded immediate withdrawal of the hike. (ANI)

President Pratibha Patil Requested IOC to expand production

June 30th, 2009 – 11:20 pm ICT by IANS

New Delhi, June 30 (IANS) Inaugurating the golden jubilee celebrations of Indian Oil Corporation (IOC), President Pratibha Patil Tuesday hoped the state refiner would continue to expand production to increase the country’s energy security.
“As Indian Oil owns and operates 10 of India’s 20 refineries, accounting for 34 percent of the national refining capacity, I am sure that the nation can count on its contribution in increasing production,” Patil said in her address at a function here.

She said it was time for an “energy revolution” in line with previous white revolution and green revolution.

“It is time now for an Energy Revolution that will ensure our energy security, and reliably meet the demand for energy services of all its sectors and people,” she said.

Patil said it had to be examined what could be the most efficient product energy mix – “and in the national energy grid, conventional and non-conventional forms of energy can complement each other”.

The president also released a commemorative stamp at the function, which was attended by Petroleum and Natural Gas Minister Murli Deora and Communications and IT Minister A. Raja.

Deora said that the company, with a record turnover of $61 billion and a workforce of 33,000, had a pride of place among public sector undertakings.

India, Kazakhstan working on inter-governmental nuke energy cooperation pact

New Delhi, July 1 (ANI): India and Kazakhstan are actively working to finalize the inter-governmental agreement for cooperation in the peaceful uses of nuclear energy, revealed Kazakhstan’s Ambassador to India, Dr. Kairat Umarov, during an interaction with select media on Tuesday evening.

Dr. Umarov said bilateral relations between both countries were progressing very well, and this was reflected when both Prime Minister Dr. Manmohan Singh and Kazakhstan President Nursultan Nazarbayev expressed their satisfaction over the enhancement of ties on the sidelines of the recently held Shanghai Cooperation Organization (SCO) summit in Yekaterinburg, Russia.

He said that both leaders have directed their respective foreign ministers to work on a road map for promotion of a strategic partnership, with a timeline for implementing joint projects, especially in key sectors like nuclear energy, thermal power, oil and gas, petrochemicals and pharmaceuticals.

Dr. Umarov also revealed that there has been significant progress in hydrocarbons cooperation following a January 24, 2009 Heads of Agreement between KazMunaiGas National Gas Company and the ONGC.

Since then, he said that the seventh meeting of the Kazakhstan-India Inter-Governmental Commission had been held in Astana in March during which all issues relating to the signing of an oil contract had been resolved by the Petroleum and Natural Gas Ministers of the two countries – Sauat Mynbayev and Murli Deora. The two companies were now working on concluding the contract, the envoy said.

He said that President Nursultan Nazarbayev has invited and offered Indian oil and gas companies to establish the first petrochemical plant in Kazakhstan, and in this regard, delegations of the ONGC, IOC and GAIL have visited Kazakhstan.

As far as bilateral pharmaceutical cooperation was concerned, Ambassador Umarov said Indian companies such as Hindustan Antibiotics would be visiting Kazakhstan from July 14 to 17 to hold talks on modalities for the setting up of a pharmaceutical plant in Almaty.

He said that bilateral trade turnover currently stands at USD 367.0 million, and 87.9 percent increase over 2007 turnover figures.

President Nazarbayev, he said, has aggressively pitched for increased foreign direct investment (FDI), especially for infrastructural and innovative projects, and believed Indian investors had a great opportunity to establish and cement their businesses in Kazakhstan, which has been listed among the 20 investor friendly countries by the World Bank.

Dr. Umarov also dwelled on Kazakhstan’s non-proliferation efforts, saying that it was the first country to voluntarily give up its nuclear arsenal, which in 1989, was the fourth largest in the world.

Revealing that he had actively participated in non-proliferation movements at that time, Dr. Umarov said that a genuine nation-wide effort had seen Kazakhstan putting a complete stop to nuclear tests, and added that Kazakhstan has an impressive record in non-proliferation and disarmament efforts.

He specifically dwelt on Kazakhstan’s efforts in considering a proposal to set up a nuclear fuel bank under the auspices of the Vienna-headquartered International Atomic Energy Agency (IAEA) and its initiative to push for a new global treaty that it would ensure comprehensive “vertical and horizontal” non-proliferation of nuclear weapons. This treaty is due to come up for discussion at the NPT Review Conference in 2010, he added.

He said that President Nazarbayev has called on the UN to declare August 29 as the “International Day of Nuclear Weapons Renunciation”.

As far as the reconstruction of war-ravaged Afghanistan was concerned, Dr. Umarov said that Kazakhstan allocated three million dollars in 2007-08, has provided over flight rights for resupply missions to Afghanistan and permitted land transit for non-military supplies. (ANI)
