Nepal Supreme Court orders govt to suspend Indian contract for passports

Kathmandu, Apr 7 (ANI): The Supreme Court of Nepal has issued an interim order asking the government not to proceed with the printing contract of Machine Readable Passport (MRP) on Wednesday.

The court, in its order, directed the government to suspend the process until its next hearing, which has been scheduled for Monday.

Two separate writ petitions, including one by advocate Hem Mani Subedi, were filed at the apex court on Tuesday demanding cancellation of the contract.

The government lent the contract to Indian company at four dollar per piece though the earlier bidders had proposed to supply at as low as 2.99 per piece dollar.

The Public Accounts Committee (PAC) of Nepal’s Parliament has already objected to the decision.

On Monday, Prime Minister Madhav Kumar Nepal said the government has awarded the contract for political and diplomatic reasons.

He also said the government had failed to move ahead with a decision of the PAC tender process due to time constraints.

The PAC had quizzed both Nepal and Deputy Prime Minister and Foreign Minister Sujata Koirala over the decision.

Earlier, the PAC’s had directed the Foreign Ministry to call for a fresh tender bid to print the MRPs and hand over the contract on the competition basis.

Disregarding the PAC directive, the cabinet gave its approval to the Ministry of Foreign Affairs to grant the contract to print MRPs to an Indian company on March 19, Nepalnews reported. (ANI)

India, Nepal exchange letters on Machine Readable Passports

Kathmandu, Mar 25 (ANI): Nepal Foreign Secretary Madan Kumar Bhattrai and Indian Ambassador Rakesh Sood on Wednesday exchanged letters for the supply of Machine Readable Passports (MRPs) to Nepal by the Indian Government undertaking – Nasik-based Security Printing and Minting Corporation of India.

According to Kantipur, the Nepal Cabinet decided to award the contract to India last Friday.

Though Nepal has already missed the International Civil Aviation Organisation (ICAO) deadline for issuing MRPs, the government has requested for an extension.

As per an agreement, the Indian Government will provide four million MRPs within three years at the rate of four dollars per copy.

The Indian company has asked for ten weeks to deliver the first consignment of MRPs to Nepal. The Government will be able to provide the first copy of MRPs at the end of July.
The President will receive the first copy of the MRP.

As per the ICAO deadline, Nepal has to implement the MRPs from April 1.

Earlier, the Public Accounts Committee (PAC) had directed the Nepal Foreign Ministry to revive the bidding for the MRP supply saying that imports from India would undermine national security issues. (ANI)

Rally in Kolkata assails Central, State Governments anti-farmer policies

Kolkata, Mar 10 (ANI): Ahead of the general elections, hundreds of activists of farmers union affiliated to the Socialist Unity Centre of India (SUCI) staged demonstration here.

They held a massive rally to voice their anger at what they called the anti-farmer policies of both the Central and the State Governments. There was no mention in the rally of the many steps like loan waiver and the National Rural Employment Guarantee Scheme (NREGS) taken by the UPA Government.

Under the banner of All India Krishak Khet Mazdoor Samity, the rallyists converged at a public meeting where they sought fulfilment of the demands by the Government.

“Our purpose today is to voice our protest against the anti-farmers policies of the State as well Central Governments. Our demands are stop black marketing in fertilisers, give us fertilisers at MRP rates, introduce NREGS in its full,” said Sankar Ghosh, Vice President, All India Krishak Khet Mazdoor Samity of SUCI, Kolkata.

The protestors also demanded lowering of kerosene oil prices and proper implementation of the 100 days work scheme under the NREGS and the immediate release of the proper parameters of below poverty line (BPL) including the list of beneficiaries.

All India Krishak Khet Mazdoor Samity is the farmers’ wing of the SUCI. (ANI)
