After rap, sports ministry tells Hockey India to put elections on hold

The sports ministry on Tuesday asked Hockey India not to proceed with its elections, scheduled to be held in mid-June, until legal opinion was sought about the same. Last Friday, a Delhi High Court verdict restored administrative authority to the KPS Gill-led Indian Hockey Federation, slamming the sports ministry and the Indian Olympic Association (IOA) for arbitrary suspension of the IHF and establishing Hockey India in 2008.

The ministry instructions have put Hockey India in a spot who, after initial bravado dismissed the verdict and insisted their right to govern hockey in the country, now have to rethink their future plans. “In the light of the High Court judgment in the matter of Indian Hockey Federation vs UOI & others, you are advised not to take further action with regard to holding of elections till the entire matter is examined in consultation with Ministry of Law,” the ministry letter, addressed to HI secretary Narinder Batra, states.

So far, in the absence of any official reaction from either the ministry or the IOA, Batra had been claiming that the IHF was a defunct body and HI, recognised by the international hockey federation (FIH), was the sole governing authority for hockey in India. “We are an autonomous body and recognised by the FIH. The high court order does not affect us and HI will continue working as usual,” Batra had said.

However, legal experts have already termed Hockey India as an illegal entity after the judgement. “What Batra seems to be forgetting is that the FIH recognition is subjective to recognition from the national Olympic committee; in this case, the IOA. Once the court verdict has termed the suspension of IHF illegal and restored it as the duly recognised body by the IOA, the very existence of HI is untenable,” advocate Rahul Mehra, at the forefront of trying to bring accountability to federations, said.

Also, while Batra had been claiming that elections to HI will be held in mid-June in the presence of a government observer and a retired judge as the returning officer, it is interesting to note that the sports ministry has already stated in court that they do not recognise the current set-up of HI.

“I have three separate affidavits by the sports ministry to the court, which clearly states that they do not recognise HI as the authority to run the sport. As on date, Batra can only claim recognition from FIH, which is again subject to recognition from the IOA. As a private entity, they can do anything; as a national sports federation, legally, Hockey India is an illegal body and any action by it would be termed illegal,” Mehra said.

A sports ministry official said: “We have written to Hockey India to ensure there is no violation of the court order. If they still continue to go ahead, we will not be a party to any action that will clearly be a contempt of court,” the official said.

FIH muddle

In fact, Hockey India’s position has become even more unenviable after an FIH letter which clearly states that elections have to be held on or before July 5. The letter, circulated just hours before the official communiqué from the ministry, states that, “… provided that elections are held on or before 5 July, 2010; thereafter Hockey India is and remains the sole governing body for hockey in India.”

Ministry officials claimed ignorance of the same and said that, “the FIH cannot unilaterally take a decision on this issue in contravention of court judgement. For one, their recognition is based on ours and IOA’s recognition; and secondly, they are not a party to the verdict but Hockey India is directly affected and can be hauled up,” officials said.

Rakeysh Mehra to make biopic on Milkha Singh

London, Mar. 20 (ANI): Bollywood director Rakeysh Omprakash Mehra has revealed plans to make a biographical film on the life of Indian ace athlete Milkha Singh.

“There is so much darkness in today”s society. The youngsters today are looking for too much and, here in our backyard, we have something. There are some examples, which were burning once, but for me, burning even brighter today,” Mehra said.

“His story has more relevance in today”s time then it had when he was winning all medals and breaking all world records,” he added.

Nicknamed the Flying Sikh, Milkha Singh is the only Indian athlete till date who has broken an Olympic record.

Milkha Singh won Gold medals in both 200m and 400m events at the Tokyo Asian Games in 1958. At the Cardiff Commonwealth Games held the same year, he improved his 400m timing to 46.16 seconds, and grabbed a Gold medal again.

Titled ”Bhaag Milkha Bhaag” (Run Milkha, Run) the film would portray 75 years of Singh”s life right from his childhood in Pakistan and the Partition, apart from his achievements in sports.

Singh had lost his parents during the partition of the Indian subcontinent.

Ad filmmaker and lyricist Prasoon Joshi would team up with Mehra in ”Bhaag Milkha Bhaag”, which is the first biographical film to be made on a sports icon.

“It is not a eulogy, it is not an attempt to make a documentary on him; this is an attempt to really see what goes behind the making of a great person,” said Joshi.

The duo had worked earlier in Bollywood film ”Dilli 6” and the National Award-winning movie ”Rang De Basanti”.

Mikha Singh said the film would inspire youngsters to become great players.

“I would be happy when India will produces more Milkha Singhs from its soil…I want that parents should watch the movie and inspire their kids to become more great players and make their country proud,” said Singh. (ANI)

Publisher rushes 5,000 copies of Jaswant Singh’s book to Gujarat

New Delhi, Sep 5 (ANI): The publishers of expelled BJP leader Jaswant Singh’s controversial book “Jinnah: India, Partition – Independence” have released about 5,000 copies to the markets in Gujarat, on Saturday.

Delhi based Rupa and Company the publisher of the book succeeded in sending these many copies within 24 hours of revoking the ban put by the Gujarat Government.

The Gujarat High Court, on Friday revoked the ban put on the book by the Narendra Modi led government.

Gujarat Government banned the book on August 19, within two days after its release saying, the book might create communal disturbances in the state and was also derogatory of India’s first Home Minister of India Sardar Vallabhai Patel.

The chairman of Rupa and Company R. K. Mehra said that there has been a tremendous demand for the book. The publishing house has sent the books to Baroda, Ahmedabad and other cities of the state.

Mehra added that over 1,000 copies each were sent by air from New Delhi and Mumbai as soon as they came to know about the High Court’s decision.

The remaining copies have been sent on Saturday by train. The Gujarati translation of the book would soon hit the stands in the state, he said.

In its decision the High Court observed that the government’s notification violated the fundamental rights of citizen.

Reacting to the judgment an elated Jaswant Singh had said he was thrilled and felt vindicated but voiced his dismay at courts having to intervene in the matter.

Earlier, the Supreme Court had issued a notice to the Gujarat Government on a petition filed by Singh the challenged the ban.

Not only intellectuals, but people from different strata of society have also shown an interest in the book, in which Singh has praised Jinnah and described him as a leader who had strong faith in united India, while blaming Sardar Patel for the partition in 1947. (ANI)

Delhi municipality wants policemen dedicated to civic tasks

New Delhi, April 10 (IANS) Unable to cope with rising menace of stray cattle and encroachments in the national capital, the Municipal Corporation of Delhi has asked Delhi Police to create a dedicated wing to help deal with civic issues.

This is perhaps the only national capital where stray cattle roam the streets. They cause traffic pile-ups and worse. Last week a pair of twins died when they tried to swerve around a cow, fell from their motorcycle, and were run over.

In a proposal to the Delhi Police commissioner, the Municipal Corporation of Delhi (MCD), which manages 94 percent of Delhi’s land area, recently asked for 150 policemen to work exclusively with it.

‘We made the request three months back and it has reached an advanced stage. The police commissioner’s office has informed that they have approved (the proposal) and passed it to the central government for final approval,’ MCD Commissioner K.S. Mehra told IANS.

‘Though the policemen will not be a part of the MCD, they will act under our purview. The two companies of policemen will work in coordination with MCD’s 13 enforcement officers.

‘These policemen will accompany the agency’s enforcement officers or cattle catchers,’ Mehra explained.

Stressing the need for a dedicated force, he said MCD officials often face violent resistance and get beaten up.

‘Often our officials face stiff resistance and offenders don’t cooperate. Like if there is a case of stray cattle, the owners chase and attack our people with lathis (sticks),’ Mehra said.

Unlike the police, MCD officials do not have legal powers to deal with such cases.

‘Most of the time police are unable to depute their personnel on time; either they are short-staffed or are busy dealing with other important cases. For police, the priority is VIP security, crime, patrolling and then, if time allows, civic offenders,’ said a senior MCD official.

‘Even now to carry out a raid or anything we need to put in a request two days before. Once the new police force is approved, we need to just notify the police half an hour in advance,’ the official added.

Mehra said two companies of policemen will help them get over all constraints and they are hopeful that the proposal would go through after the general elections, when the model code of conduct will no longer be in place.

The commissioner emphasised that the issue of stray cattle will be among their first priorities, once the MCD police brigade is approved.

The issue of stray cattle has assumed a serious proportion with an estimated 20,000 cows running loose in the national capital. The jaywalking cows end up causing traffic chaos and accidents.

There have been incidents when some cows have attacked residents. Facing the court’s wrath in many cases, the MCD had had to cough up over Rs.100,000 in compensation over the years.

‘These incidents are very unfortunate. This is the capital city; still such things are happening and have to be dealt with wisely,’ Mehra said.

As many as 135 pockets of the national capital area are ‘urbanised villages’, where the problems of stray cattle is rampant.

These areas retained what Mehra called ‘the village character’; small- time farming and dairy where villagers own hundreds of cows and depend on them for their livelihood. But development in the periphery has mushroomed, and hundreds of cows end up displaced for most of the day.

At present the MCD is awaiting its standing committee’s approval on the proposal to impose a fine of Rs.5,000-10,000 on cattle owners whose cows are found roaming on the streets.

Under the law, if an owner fails to take care of his cattle, he can face six months in jail or a fine of Rs.1,000 or both. The MCD imposes no fine to release the animal from the pound. The owner, who must own a licence, has to pay the civic authorities the expenses incurred in seizing and feeding the cattle.

No Films With Papa, Says Sonam Kapoor

Saawariya gal Sonam Kapoor said no to working with veteran actor and her loving father Anil Kapoor.

The reason for this is that Sonam feels that her dad looks far younger than his age to play a conventional father in a Bollywood film.

“Do you really think he looks like my Dad? No! He doesn’t. He looks far younger than his age. And that’s why I wouldn’t want him to play my father. The role in ‘Ayesha’ that you’re mentioning didn’t suit him. My dad can’t play the conventional father,” Sonam said.

The reason came out after conjecture that the father-daughter pair would be seen together in Anil Kapoor’s home production ‘Ayesha’.

However, Anil is not doing the movie titled “Ayesha”.

In the past, Rakeysh Omprakash Mehra offered a role to Anil in Delhi 6 with Sonam, but both father and daughter rejected the offer.

In fact, Sonam was more against the idea of their coming together than Anil.

The 23-year-old actress also said that since Anil wasn’t going to age anytime soon, it was her who had to grown-up physically before they could perform in a film together.

When commented that a few of Anil’s leading ladies are about Sonam’s age, she said, “That’s right and my father looks very well-matched with all his co-stars. He’s quite something. And now after ‘Slumdog Millionaire’ he has entered another innings in his career. His career keeps getting re-invented. I’m afraid he has set impossible standards for me.”

MCD to crack down on illegal parking lots

NEW DELHI: The Municipal Corporation of Delhi (MCD) has finally decided to crackdown on unauthorized parking sites in the city. MCD commissioner K S
Mehra on Friday asked officials to draw up a list of all unauthorized parking lots in the city by next week.

Besides this, the civic agency, along with Delhi Traffic Police, has started marking out the authorized parking lots so that vehicles are not parked beyond the specified area.

There are approximately 800 authorized and unauthorized parking sites in Delhi for about 53 lakh vehicles to which 1,000 more are added everyday.

Said MCD commissioner KS Mehra: “We want to control the problem of unauthorized parking in the city. I have given directions to deputy commissioners of all the 12 zones to draw up a list of unauthorized parking sites in their region. We will then either convert such parking sites into authorized parking lots or stop such parking completely. We will also initiate action such as criminal proceedings against the person running the unauthorized parking.”

Many contractors running authorized parking lots also allow parking on more area than that specified in their contract leading to traffic snarls. Said Mehra: “We have started demarcating the area on which parking is allowed in authorized parking sites.” Contractors will be penalized if they allow parking beyond the demarcated parking space.

Meanwhile, according to MCD officials, many of the unauthorized parking sites functioning in the city include those that were recommended by MCD but were rejected by the traffic police last year. Said an official: “The traffic police had carried out a survey last year and rejected around 400 parking sites that were functioning in service lanes and busy stretches. We had also recommended 500 more sites out of which they rejected 250. Most of these parking sites are running without any permission presently.”

With acute shortage of parking space in the city, MCD has only recently hired consultants to identify parking space along the 2,500 commercial and mixed land-use stretches notified under the Master Plan-2021 despite collecting parking charges from traders on these stretches for two years now.

Abhishek Bachchan maximises public appearances to promote ‘Delhi 6′

Ghaziabad/ Noida (UP), Feb 23 (ANI): Bollywood actor Abhishek Bachchan promoted his latest movie ‘Delhi 6′, by making maximum public appearances in at least six cities in a span of 12 hours.

Hundreds of loud cheering and whistling fans surrounded Abhishek as he entered an up market mall located in Ghaziabad in Uttar Pradesh.

Abhishek spoke at length about this promotion idea which he had in mind since last one year.

“I thought it would be a wonderful way to promote the film because usually when we promote our films, we tend to center on the metros of our country. I thought it would be nice way to promote the film which doesn’t come under the category in the sense like Mumbai, New Delhi, Kolkata and Chennai,” he said.

Directed by Rakeysh Omprakash Mehra, who shot to fame with his phenomenal ‘Rang De Basanti’, this movie captures life in the narrow by-lanes of New Delhi.

The film, starring Abhishek and Sonam Kapoor, is Mehra’s third directorial venture after ‘Aks’ and ‘Rang De Basanti’.

The title of the film is inspired by the postal code of an area in Delhi where the story is based.

This area houses the famous market place Chandni Chowk, Jama Masjid and Red Fort.

The story revolves around Roshan who comes back from New York to India with his ailing grandmother. He doesn’t know that this quick trip will turn into the longest journey of his life. (ANI)

Delhi students launch campaign to save River Yamuna

New Delhi, Feb 23 (ANI): Hundreds of students, environmentalists and residents have joined hands in a campaign to save the River Yamuna from further pollution.

Holding placards and banners, they gathered at the Jamia Milia Islamia University’s Ansari Auditorium and raised slogans in favour of ‘Yamuna River-Cleaning’.

The River Yamuna that holds not only mythological but also historical significance to the country, is today in a pathetic state and its water is unfit for bathing, leave alone consumption.

According to Central Pollution Control Board, around 70 per cent of the pollution in the Yamuna is human excrement.

Addressing media persons on the sidelines of the function, Tejendra Khanna, Delhi Lieutenant Governor urged the residents to join hands in the campaign.

“The main motive of this campaign is to increase the participation of people in this ‘Clean Yamuna River Campaign’. If all of us join hands, then we will decrease the pollution level to a great extent,” said Khanna.

He also mentioned that the Supreme Court had given green signal to the 2.5 billion rupees ‘Yamuna Action Plan II’ and hoped that in 18 months time, the condition of the river would change.

The Yamuna Action Plan was launched in 1993, with the aim of conserving the river has met with no success despite billions being spent on it.

Arti Mehra, Mayor of Delhi said that the second effluent treatment plant would be jointly completed by the Municipal Corporation and the State Government.

“The work of small drains will be covered by the Municipal Corporation of Delhi. The Delhi State Government will have to look after the work of big drains, sewerage treatment plants and interceptors. I am very hopeful of the project,” said Mehra.

While 60 per cent of Delhi’s water needs are fulfilled by Yamuna, almost the same percentage of the city’s sewage finds its way into the river.

The national capital alone produces 3.6 billion litre of sewage every day, but due to poor management, less than half of it is effectively treated.

The remaining untreated waste is dumped into the Yamuna River. (ANI)

Abhishek Bachchan ready to ‘scream from rooftops’ to promote Delhi 6

London, Feb 21 (ANI): Bollywood actor Abhishek Bachchan is promoting his new flick ‘Delhi 6′, and is so excited that he wants to scream from the roof tops and ask “people to go watch his film”.

During an interview on his recent visit to London, the actor said that the movie, directed by Rakeysh Omprakash Mehra, would hit the right chord with people living away from India.

“I think especially for a lot of people here in the UK or anyone living outside India whose families are from there will associate with the film,” the BBC quoted him as saying.

He added: “It’s the journey of one boy who goes back home to Delhi from New York. It’s really going to touch a chord with people who know what it feels like to spend a lot of time outside their homeland. I’m very proud of the film. I saw the rough cut of the film and I’m immensely proud. I want to scream from the rooftops ‘people go watch this film’. It’s a good film.

On working with some of Bollywood’s legends in the film, like Waheeda Rehman and Rishi Kapoor, the ‘Guru’ actor said: “Brilliant! Brilliant! I think the greatest thing about them is they’re more like kids on set. You go there thinking I’m just going to absorb and learn from these great actors but you end up realising they’re actually observing you and learning from you. That’s what makes them great!”

Speaking about his co-star in the film, Sonam Kapoor, Abhishek said: “She’s such a wonderful young actress and I wish her all the best because I think she’s done a very commendable job in the movie. She’s someone who’s really going to leave her stamp on Indian movies. She’s great fun and a pleasure to be with on set.”

On the character in the film named after an Indian sweet, Jalebi, he said: “Jalebi is played by Divya Dutta, another wonderful actor. That’s just it – it’s a huge bouquet of wonderful characters – it’s just wonderful to be part of it.”

When asked about his next film with wife Aishwarya Rai, the 33-year-old star said: “We’re currently shooting a film with Director Mani Ratnam in India which hasn’t got a title yet but will be ready by the end of the year.”

Meanwhile, Abhishek’s wife Aishwarya is all set to woo the audiences in ‘Pink Panther 2′ alongside Steve Martin. (ANI)

The title of the film ‘Delhi 6′, is inspired by the postal code of an area in Delhi where the story is based. This area houses the famous Chandni Chowk and the Mughal era monuments of Jama Masjid and Red Fort.

Betraying nerves on the first public screening of the film, Sonam Kapoor, one of the lead actors, said, “I’m nervous with anticipation.”

The story revolves around Roshan who comes back from New York to India with his ailing grandmother. He doesn’t know that this quick trip will turn into the longest journey of his life.

Citing similarities between his screen role and his real life persona, Abhishek said, “I’m so excited. I hope audience love the film. I found a lot of similarities and that’s why I was really keen to do the film.”
