Custodial death victim’s widow gets compensation

New Delhi, June 5 — The Delhi High Court has awarded a compensation of over Rs 6 lakh to the widow of a man tortured to death in Tihar Jail, three days after he was arrested. He was charged of “causing nuisance by consuming liquor in public”. Justice S. Muralidhar on Friday granted the compensation to Saroj Rani, the widow of Vinod Kumar, who died on June 12, 2007. “When such deaths occur, it is not only to the public at large that those holding custody are responsible, they are responsible also to the courts under whose orders they hold such custody,” the court said. The court told the Delhi government to deposit Rs 6.4 lakh for Kumar’s widow as fixed deposit in a nationalised bank. Kumar (25) was a sewage cleaner. “It was an admitted fact that Kumar was an alcoholic. That arduous, deplorable and undignified work as a sewage cleaner perhaps explains why Kumar had to take to drinking. It is not uncommon to find those working with sewage and with corpses in mortuaries to take to (liquor) to be able to cope with the repulsive and revolting nature of their work,” the court observed.

“A clear case of violation of the fundamental right has been made out,” said the judge.

Famed Chinese general’s 1800-yr-old tomb found

New Delhi, May 19 (ANI): Archaeologists in central China”s Henan Province claim to have disinterred a tomb of Cao Xiu, a prominent general from the Three Kingdoms period (220 AD-280 AD), and a bronze seal found at the site that bore his name on it, confirmed that it was indeed his tomb.

The tomb, 50 meters long and 21 meters wide, held chinaware, copperware, liquor cups, and jars as well as some human bones, said Sun Yingmin, spokesman of the Henan provincial cultural heritage bureau, at a press conference Monday, the China Daily reports.

Tests suggested the bones belonged to a 50-year-old man and a 40-year-old woman, he said.

Chinese history books describe Xiu as a fearless warrior of a high rank, and that Cao Cao, a king from the Three Kingdoms period took him as his own son, the China Daily reports.

Last year, Chinese archaeologists had unearthed Cao Cao’s tomb, and now they have found that the newly discovered Xiu tomb had similar architecture as Cao Cao’s.

However, last year’s sensational Cao Cao tomb discovery had been written off by some experts as a hoax. (ANI)

Time BCCI answered to India, says Gill

New Delhi, April 22 (IANS) Indicating his ministry’s intention to take a more active role in regulating cricket in the country, Sports Minister M.S. Gill said Thursday that the Board of Control for Cricket in India (BCCI) should answer questions posed to it regarding corruption in the IPL franchises.

‘It is time it (BCCI) answered to India,’ Gill said in his reply to the debate on the working of the ministry of youth affairs and sports in the Rajya Sabha.

Referring to the controversy surrounding finances of the Indian Premier League (IPL), Gill said the league was a creation of the BCCI.

‘The ministry has to lose its passivity vis-a-vis cricket,’ he said.

‘Long before I came, it (BCCI) got suddenly rich and big, and in face of passivity of the ministry, it has taken over everything to do with cricket,’ he said.

The minister asserted there was question of conflict of interest for people working in the BCCI and the IPL and cited instance of a selector who, he said, was also a brand ambassador for an IPL team.

‘You can’t be regulator, controller, owner of the team you are creating,’ he said.

Gill seemed to agree with the suggestion of some members that the government should get a portion of the IPL profits.

He said state governments were giving tax concessions to the IPL and were providing police security for the matches. ‘You have to charge from people benefiting commercially,’ he said.

He also said that liquor and sports do not go together and cited the instance of the European Football League where drinking was banned near the stadiums.

To the demand of members to regulate sport associations, Gill said he had already told these organisations that they should have clean, clear, acceptable voters lists, an independent returning officer and secret ballot.

Stressing compulsory play-period in schools, he said the current Indian policy on education was hostile to sports.

Earlier, members cutting across party lines demanded transparency and accountability in functioning of the IPL. The Shiv Sena demanded a CBI probe into the role of IPL commissioner Lalit Modi.

Congress member Jayanti Natarjan, who initiated the debate, termed the IPL as an ‘example of crony capitalism’ and the ‘worst example of corporate governance’.

‘There is a desperate need to salvage its (IPL) reputation,’ she said

‘The entire budget of the government’s panchayat ‘yuva khel krida abhiyan’ (panchayat youth sports campaign) for five years is equivalent to the amount paid by a franchise of the IPL. IPL will make a handful of people rich, grab headlines but the rural sports programme of the government will hardly get reported in the media,’ she added.

Natarajan said that both should ‘coexist’ but ‘we should get our priorities straight’.

She added that since the IPL gets lots of concessions from the government, there should be accountability and transparency in its functioning, especially since ‘there were suggestions of multi-layered interests and hints at nexus with people who have conflict of interests.’

BJP’s Prakash Javadekar said people must know of the entire shareholding of the IPL franchises, and also took a dig at Civil Aviation Minister Praful Patel over his office staff’s alleged involvement in the IPL team bidding valuation process.

‘Valuation of Indian Airlines and Air India was not done properly,’ he said alleging that the minister was instead ‘taking interest in the valuation process of IPL bids’.

‘IPL has become a global brand and players are also earning money through it but there should be transparency about its organisation structure,’ Javadekar said, urging Sports Minister M.S. Gill to exercise his authority and bring about accountability and transparency in the IPL.

Shiv Sena member Manohar Joshi said that the IPL should be banned for some years and demanded a CBI probe into the role of Modi.

‘He has earned crores of rupees. There should be CBI inquiry against him,’ he said.

Joshi said that Modi should be told to reveal names of all those who had invested in the IPL.

Pub lockouts plan tipped to have little impact

The secretary of a north coast liquor accord says a plan to enforce lockouts and closing times at pubs and clubs will not affect many licensed venues in the region.

Unions representing police, doctors, nurses and ambulance workers have formed an alliance to call for 1:00am (AEDT) lockouts for every hotel and 3:00am closures.

Nathan Whiteside from the liquor accord manages the Yamba Bowling Club and says none of the venues in the Lower Clarence stay open past 1:00am.

“It is a good idea but it doesn’t really affect us in this area,” he said.

“By that time you weigh up whether to make a little bit more money or you get to the point where everybody is at the stage where they’re getting towards having enough to drink, so you don’t really need to push the envelope much further than that.”

Premier supports trial of drinker ID

The Western Australian Government has agreed to trial a drinker identification system in a bid to curb alcohol abuse.

Racing and Gaming Minister Terry Waldron is yet to reveal what form the trial will take, but it may resemble one that has been trialled in the Northern Territory for 18 months.

It requires all bottle shop customers to provide identification before making a purchase.

People who the courts have banned from drinking can then be denied service.

Premier Colin Barnett told the ABC the Government has been keeping an eye on the progress of the Alice Springs trial.

“The reports I get is that it has been successful, so we will proceed with a trial of that somewhere in Western Australia,” he said.

Federal Kalgoorlie MP Barry Haase says the cards should replace liquor restrictions like those in the Kimberley, which he says punish entire towns.

“I would like a lot more information about when it might happen and where,” he said.

“Right now we’re up in the air waiting for that information.

“But to me that’s very positive news for business owners in Halls Creek and Fitzroy Crossing.”

Mr Waldron says he is yet to determine when and where the trial will occur.

“My plan is to travel to Alice Springs, and then by the end of the year make a decision about what is the best way to go in parts of WA,” he said.

Grog crackdown delayed

Tougher bans on the serving of alcohol in Ballarat have been delayed.

Earlier this month, all of Ballarat’s licensees, except one, agreed to stop serving alcoholic shots after 1:00am (AEDT).

They also decided to trial a 2:30am lockout for six months.

The measures were due to be introduced this weekend but the Liquor Accord has called another meeting on Wednesday to finalise the details.

Ballarat Community Safety Advisory Committee spokesman John Fitzgibbon says he hopes the bans will be introduced soon.

“If there’s venues that aren’t going to get involved in that, that’s disappointing to see that they’re placing other interests ahead of their patrons and their community,” Mr Fitzgibbon said.

“Anything of this magnitude that they’re trying to pull together takes time and I’m sure that they’ll work through that.”

Eight banned over alcohol-related violence

Eight people in the Bendigo area have been banned from all licensed venues for up to two years.

The bans are being enforced by the Bendigo liquor accord which represents about 60 licensed venues.

Spokesman Andrew Lethlean says the longest bans are applying to people who have caused significant problems with anti-social violence.

“We’ve had a couple of incidents in Bendigo of recent times, in relation to glassings, serious assaults, that sort of thing,” he said.

“So they’d be the ones getting up to two years.

He says the list of people who have been banned will not be made public.

“There’ll be a photo and their name will be held on the premises. But it will only be privy to security, the bar staff, and management.”

Shia cleric opposes Women””s Reservation Bill

Allahabad, Mar 13 (ANI): Leading Shia cleric and scholar Maulana Kalbe Jawwad has opposed Women””s Reservation Bill.

Addressing reporters here on Friday, Jawwad said that God has created women to bring up their children in a better way, and not for delivering speeches in public.

“Women are not created for doing horse-riding or firing guns. Women are not made for shoemaking, or working at liquor units or delivering speeches in public rallies like men…who will take care of a child when his mother is sitting in Parliament? … We can””t say that women are developing with all these parameters,” he added.

The Women””s Reservation Bill sparked off a mixed response from various Islamic scholars and clerics. Some strongly opposed the Bill while others welcomed the move.

Rajya Sabha had passed the Bill on Tuesday, but some regional parties have opposed it by saying that the Bill doesn””t provide reservation for minorities and women of lower castes.

The government had pushed ahead with this Bill, ignoring possible threats to its stability, even going so far as to evict lawmakers who created a ruckus on the floor of the House to show their opposition to the Bill. (ANI)

Police chief laments likely nightclub nod

Newcastle local area police commander Max Mitchell says he is resigned to the fact a proposed nightclub will get a licence to operate, despite his officers being totally opposed to it.

The Office of Liquor, Gaming and Racing is considering a licence application for the Kensington nightclub in Hunter Street.

Its owners have already started promoting the venue on a social networking site.

Superintendent Mitchell says he is against any new licensed venues opening in the city.

“Look, to be honest I’m not in favour of it,” he said.

“We’ve put in our submission and the likelihood is we will have to deal with this place opening, but certainly if we have to deal with another licensed premise all I’m asking is that certainly their restrictions would be brought in line with all other late trading venues.”

Dozens of wine bottling jobs go

Forty production workers have been laid off at the bottling headquarters of Constellation Wines at Reynella in Adelaide’s south.

The company says the redundancies were voluntary and resulted from more wine bottling in the United Kingdom, closer to target markets.

There have been 350 job losses nationally during the past 18 months because of a company restructure.

Jim Watson of the Liquor Union says there is concern that even more jobs will go.

“Workers that remain will always have concerns about their continuing job security,” he said.

“I mean when a company is effectively offshoring the work that our members are carrying out here in South Australia then that’s of grave concern to those who are employed there and especially in this economic time that we’re in.”

Warne has booked a ritzy Chapel St cocktail lounge for tomorrow night’s bumper bash. And the party is tipped to extend well into the early hours of Saturday morning thanks to a 7 a.m. liquor licence, the Daily Telegraph reports.

It is believed Warne’s only request to venue management was for a regular flow of his preferred drink of choice – “Belevedere vodka and Red Bull”-and somewhere to enjoy a celebratory smoke.

On offer are 1500 dollars bottles of French champagne and a range of pricey seafood and Asian dishes, but no baked beans or pizza. (ANI)

Spa-Francorchamps (Belgium), Aug 29(ANI): Formula One Racing team Force India, which is backed by liquor baron Vijay Mallya, on Saturday claimed the pole position in qualifying session for Sunday’s Belgian Grand Prix, as Giancarlo Fisichella exhibited an incredible performance to come on top.

It was Force India team’s first-ever pole and the fourth for Fisichella, as he recorded a remarkable qualifying time with a lap of 1 minute, 46.308 seconds to start the Belgian Grand Prix at the front of the grid.

Ahmedabad victims died of drinking chemical not hooch: Police

Ahmedabad (Gujarat), Aug 29(ANI): Ahmedabad Police on Saturday clarified that two people who died on Friday, died due to consumption of drinks having chemical content.

Police has dismissed assumption that they were victims of country-made liquor known as ‘hooch’, and said that the Forensic Science Laboratory report confirmed that they took a substance having chemicals.

“I don’t know what they thought of it while drinking the substance. We don’t want to defend them, but those two people who died and those who were admitted to hospital not because they drank poisonous alcohol but they consumed chemical,” said Shabbir Hussain Khandwawala, Director General of Police (DGP) of Gujarat.

“I don’t know whether they drank it thinking it was alcohol, it’s a matter of investigation,” he added.

Three others, who fell ill after consuming the drink, were being treated in a hospital. (ANI)

Hooch claims two lives in Ahmedabad

Ahmedabad, Aug 29 (ANI): Ahmedabad police recovered the bodies of two persons who died after allegedly consuming illicit liquor on Friday.

Three other persons are undergoing treatment at the hospital.

Relatives of victims accused the government of not taking steps to prevent the vending of illicit liquor.

“My father was complaining of a headache so I asked him to go to hospital but he didn’t want to go there then I said that take some tea. When we went for tea then we saw the dead body of a man who consumed liquor a day before, he died today after complaining of vomiting and stomach ache…there is no one to take care of poor, every one cares of rich people,” said Seema Ben, daughter of a victim.

However, police officials said that whether the victims had died after consuming illicit or poison could be ascertained only after reviewing post mortem reports.

“We can’t say that the victims consumed illicit liquor or not at this moment of time. However, doctors at the VS Hospital are said that the victims consumed some chemical but we would only say something on this only after reviewing post mortem reports,” said H. K. Mehta, additional commissioner of Police, Ahmedabad.

At least 132 people died of consuming illicit liquor in Ahmedabad in July.

Illicit liquor, also known as grog or hooch, is a flourishing beverage in India, particularly in states like Gujarat where prohibition is in force.

The illicit liquor is much cheaper as compared to the licensed drinks, which cannot be afforded by most of the people from the poorer sections of society. (ANI)

Alcohol-soaked Bali is running out of booze!

Sydney, Aug 21 (ANI): In an unusual instance, a British-owned hotel in Bali has reportedly requested its guests to bring in some extra alcohol.

After the re-election of Susilo Bambang Yudhoyono as Indonesian president last month, the nation’s liquor importation laws have been further tightened.

The government has cracked down on illegal alcohol importation too.

And now, the booze stocks are so low and prices so high that a particular hotel has resorted to asking guests to import alcohol, promising reimbursement.

The hotel is apparently asking quests for namely top-shelf spirits and wine.

Australia-Indonesia Business Council claims that 90 per cent of liquor found in the country is illegally imported in order to avoid the 200 per cent duties and taxes generally levied.

“It’s not because they cant get access to suppliers, it’s more to do with … the procedure for clearing wine through customs has been tightened up considerably,” the Sydney Morning Herald quoted Ross Taylor, the national vice-president of the Australia Indonesia Business Council as telling Radio 6PR. Children paint 10 km long drawing in Coimbatore

Coimbatore, Aug 21 (ANI): In an attempt to earn a position again in the Guinness and Limca book of world records, over 6000 children drew 10 kilometre long drawing in Coimbatore.

The children were given the topic of awareness on social issues out of which most of the children selected pollution, environment, ill effects of smoking and liquor consuming habits, and the present issue of swine flu awareness.

“I am very happy to stand before you on creating a Guinness and Limca world record of world’s longest drawing. The present world record for world’s longest drawing is 6,785.83 metres, which was made by us in the year 2008. We had made approximately the longest drawing for 10 kilometres and nearly about six thousand schools from all over India have participated in this event,” said Pradeep Kumar, organizer of the event.

He added that the children expressed their talent in drawing on the topic ‘awareness on social issues’.

The children were very proud and excited to be a part of the event.

“I am very happy to participate in this world’s longest drawing. I feel proud to be a part of this event,” said Ishwarya, a participant.

The organizers had informed the Guinness authorities as soon as the target was realized and are waiting for the Guinness certificates. (ANI)

Half of drinkers “unaware of sleep problems”: UK study

London, Aug 20 (ANI): A new British government poll has revealed that most people do not know that drinking too much of liquor affects a good night’s sleep.

In a government-funded survey, conducted by YouGov, half of 2,000 drinkers reported fatigue the day after drinking more than the recommended daily limit.

And 58 percent of them didn’t know that exceeding the recommended daily limit causes sleep problems.

Men are advised to drink not more than four units a day which is equivalent to two pints of regular-strength beer, while women not more than three units, the equivalent of a large, 250ml glass of wine.

The survey suggested that a lot of people did not know that the dehydration caused by drinking could interfere with their sleep.

The finding explains that alcohol stops the brain from releasing vasopressin, a chemical, which tells the kidneys to reabsorb water that would otherwise end up in the bladder. Without this signal, the drinker needs more frequent trips to the toilet.

The loss of water then leads to a headache emanating from the inner lining of the skull.

To add to it, liquor disrupts the “REM” stage of sleep, which is important for a deep and effective slumber, since after drinking the body tends to fall straight into a deep sleep, and only enters the REM stage once the alcohol has been metabolised.

“Although many people may feel alcohol helps them get off to sleep, it is also a major culprit for disrupting your night as it can interfere with the body’s chemical processes needed for sound sleep,” The BBC quoted spokesperson for the Sleep Council, Jessica Alexander, as saying.

She added: “Waking up deprived of the vital sleep your body needs will leave you feeling drained and, if experienced night after night, can seriously affect your health and wellbeing.

“If you find yourself drinking above the recommended daily limits most days of the week, your body may be constantly trying to catch up and then it’s likely you’ll never feel fully alert or equipped to deal with the stresses and strains of daily life.” (ANI)

Women Sakhi Mandal destroy liquor dens in Gujarat

Surat, July 11 (ANI): Members of Sakhi Mandal, a women’s group in Gujarat’s Surat district, destroyed liquor dens.

They burnt all material and spurious liquor kept in drums launching their drive against liquor barons on Saturday.

The drive followed death of over 122 persons in a hooch tragedy in Ahmedabad.

“We heard about the liquor tragedy in Ahmedabad. We then decided to take up this drive to break down all these liquor dens. We are ready to face all consequences as we have a strong force of the women community,” Meena Patel, a member of Sakhi Mandal.

Manjula Patel, another member of the group, alleged that the cops and bootleggers are hand-in-gloves because of which these dens still survive in the state.

“We have caught these bootleggers many a times, but our strength is of no force in front of them. They have threatened us and also have tried to attack us with weapons. We have complained to the police. But they only give us assurance and do not take actions,” Manjula said.

Meanwhile, the toll in Ahmedabad hooch tragedy has risen to 122 after nine more deaths were reported.

The police said that now 122 people have died and 227 were admitted to various city hospitals. The city is witnessing deaths from spurious liquor since last five days.

The Crime Branch, of the Gujarat Police is investigating the case. The investigation has revealed that the spurious liquor was supplied from Mahemdabad town in Kheda district.

Though the Police have identified one Vinod Chauhan alias Dagri as the main supplier of the killer brew, but the Congress Party is alleging that a BJP councilor from Ahmedabad was the key supplier of poisonous alcohol. (ANI)
