Mullen acknowledges possibility of Iran acquiring nuclear weapons

Washington, July 8(ANI): Admiral Michael Mullen, the Chairman of the US Joint Chiefs of Staff (CJCS), has acknowledged the possibility of Iran succeeding in acquiring a nuclear weapon.

Admiral Mullen acknowledged this while addressing the Center for Strategic and International Studies in Washington on Tuesday.

“I believe Iran is very focused on developing this capability, and I think when they get it, or should they get it, it will be very destabilizing,” The Jerusalem Post quoted Admiral Mullen, as saying.

Admiral Mullen also highlighted that an attack on Iran would be similarly destabilizing.

“There are unintended consequences that are very difficult to predict in a very volatile, highly volatile part of the world,” he added.

He specifically warned about the consequences of any step taken by both countries, indicating retaliatory violence spreading throughout the region and potentially to other parts of the world.

He backed the President Obama’s approach of holding talks with Iran, but refused to rule out the use of military strikes despite potential negative effects.

“There is a great deal that certainly depends on the dialogue and the engagement, and I think we need to do that with all options remaining on the table, including, certainly, military options,” Admiral Mullen said.

Estimating that Iran would take one to three years to develop a nuclear weapon, he warned that the time window is closing and that the clock is ticking. (ANI)

India, Japan agree to fast track work on freight, industrial corridors

Tokyo, July 3 (ANI): India and Japan on Friday agreed to take steps to fast track work on the Dedicated Freight Corridor (DFC) and the Delhi Mumbai Industrial Corridor Project.

The decision was announced at a joint press conference by the Foreign Ministers of the two countries-Hirofumi Nakasone and S.M. Krishna-after the conclusion of the two-day Third Japan-India Strategic Dialogue here.

Foreign Minister Nakasone also confirmed bilateral collaboration on the Indian Institute of Technology (IIT), Hyderabad.

On the issue of disarmament and non-proliferation, the Japanese Minister revealed that he had shared Tokyo’s ’11 benchmarks’ for promoting the same, and added that Krishna and he had agreed that both countries should work together to commence negotiations on the Fissile Material Cut-Off Treaty (FMCT) at the earliest.

It was also agreed that there was a need to enhance bilateral exchange of views between Japan and India, on the regional situation in South Asia, international challenges and regional situations.

Both ministers shared the view that the nuclear and missile development by North Korea is a threat to the international community, and that there was a need to implement the measures set out in the UN Security resolution 1874 and make North Korea to take this very seriously.

Endorsing the views of Nakasone, Krishna said New Delhi attached high importance to its bilateral relations with Tokyo.

“We thoroughly reviewed our bilateral relations since my Prime Minister’s visit to Tokyo in October 2008. We agreed that the Strategic and Global Partnership between us is an important factor in furthering our ties, as well as in promoting peace, stability and prosperity in Asia and the world,” said Krishna.

“We are making progress in our negotiations on a Comprehensive Economic Partnership Agreement. Foreign Minister Nakasone and I agreed on the necessity of concluding a high quality and mutually beneficial agreement,” he added.

Krishna also revealed that Japan’s Official Development Assistance to India was reviewed and New Delhi appreciated Tokyo’s contribution to “our economic development”.

He also said that both ministers reviewed the follow-up on the implementation of the Joint Declaration on Security Cooperation.

Other issues taken up were UN reform and the important global challenge of climate change.

Krishna said that he would be calling on Prime Minister Taro Aso before returning to New Delhi. (ANI)

India, Bhutan agree to fast-track implementation of hydropower projects

New Delhi, July 3 (ANI): India and Bhutan will hold a meeting of the Empowered Joint Group to fast-track implementation of hydropower projects next month.

The first meeting of this group was held in New Delhi in March 2009 after the signing of the Protocol to the 2006 Agreement on Cooperation in Hydropower.

During his recent visit to India, Bhutan Prime Minister Thinley held extensive talks with his Indian counterpart Prime Minister Dr. Manmohan Singh in this regard.

Both sides expressed satisfaction over the progress made in the hydropower sector and reiterated their commitment to achieve the target of 10,000 MW of hydroelectric generation in Bhutan by 2020.

They exchanged views on various facets of Indo-Bhutan relations and measures to further enhance the relationship.

Bhutan Prime Minister conveyed deep appreciation to Dr. Manmohan Singh and other Indian leaders for their contribution to Indo-Bhutan relations.

Thinley, who was on an official visit to India from June 28 to July 3, expressed the gratitude of his Government and people of Bhutan for India’s unwavering assistance and cooperation in Bhutan’s development.

He also apprised Dr. Singh of Bhutan’s preparations for hosting the 16th SAARC Summit in Thimphu in April 2010. (ANI)

N. Korea test fires two short-range missiles

Seoul, July 2 (ANI): North Korea has test-fired two short-range missiles from its eastern coast, the Yonhap news agency reported Thursday.

“One was fired at 5:20 p.m. and the other at 6:00 p.m. from Sinsang-ni” near the eastern coastal city of Wonsan, South Korean defense ministry spokesman Won Tae-jae told Yonhap.

The report gave no further details.

News cable channel YTN carried a similar report.

South Korea’s Joint Chiefs of Staff could not immediately confirm the reports.

North Korea had earlier issued a no-sail zone in waters off its east coast through July 10, viewed as a prelude to such missile tests. (ANI)

‘Laser dazzler’ to stop careless drivers without blinding them

London, July 2 (ANI): Reports indicate that the Pentagon is developing a laser dazzler that will force drivers to stop without harming their eyes.

When a vehicle approaches a checkpoint at speed, ignoring warning signs to slow down, troops do not know whether the driver is simply careless or a suicide bomber.

This makes it necessary for troops to have a clear and harmless way of forcing drivers to stop.

Green laser dazzlers designed to temporarily blind drivers were sent to US forces in Iraq and Afghanistan for just this purpose.

But at short range they can damage the eye, and a number of US troops and civilians have ended up in hospital with eye injuries after “friendly fire” incidents.

Now, according to a report in New Scientist, the US Department of Defense’s Joint Non-Lethal Weapons Directorate (JNLWD) in Quantico, Virginia is developing a pulsed laser designed to prevent eye damage.

Its wavelength means a portion of the light is absorbed by the vehicle windscreen, vaporising the outer layer of the glass and producing a plasma.

This absorbs the rest of the pulse and re-emits the energy as a brilliant white light that is dazzling but harmless.

Because the light is emitted from the windscreen, the effect on the driver’s eyes should be the same regardless of the vehicle’s distance from the laser.

According to Scott Griffiths of the JNLWD, a working prototype could be ready by next year. (ANI)

Paradip Port to have iron ore terminal

New Delhi, July 1 (ANI): An agreement has been signed between Paradip Port Trust and Blue Water Iron Ore Terminal Pvt. Ltd for construction of a deep draught iron ore terminal.

K. Raghuramaiah, Chairman, Paradip Port Trust signed the concession agreement on behalf of the Port and Harindar Pal Singh Banga, Vice-Chairman, Nobel Group signed on behalf of Special Purpose Vehicle (SPV) here today.

Union Cabinet Minister of Shipping G.K. Vasan and other senior officers including Secretary (Shipping) A.P.V.N. Sarma, Additional Secretary and Financial Advisor and Joint Secretary (Ports) were present on the occasion.

Under the agreement, the iron ore terminal will be developed by the concessionaire at an estimated cost of Rs. 506.30 crores.

Paradip Port will provide supporting facilities like dredging of channel and berth, railway lines and back-up area at an estimated cost of Rs. 85.05 crores.

Besides this, the Port will also incur an expenditure of Rs. 20 crores towards shifting of the CISF complex and Rs. 15 crores towards upgradation of electrical reception facilities in order to facilitate implementation of the project.

On completion of the iron ore terminal, capacity addition to the Port will be ten MTPA. Since the dredging of the channel is in progress and the depths at the proposed channel and berth will be 17.1meters, it will facilitate handling of cape size vessels upto 1, 25, 000 DWT.

The concessionaire, Blue Water Iron Ore Terminal Pvt. Ltd. have offered a revenue share of 36.802 per cent to the port during the concession period of 30 years.

The concessionaire will complete the construction of the project facilities within 36 months from the date of award of concession.

This is the first project under the Public Private Partnership (PPP) to be implemented in the port sector as per the new Model Concession Agreement approved by the Cabinet and the tariff has been fixed up front by the TAMP.

As part of the PPP scheme of Government of India, Paradip Port Trust floated global tenders for construction of deep draught Iron ore berth on BOT basis.

Five bidders were short listed including the successful bidder, the consortium of Noble Group Ltd., Gammon Infrastructure Projects Ltd. and MMTC for this port sector BOT project.

The consortium has formed a SPV, Blue Water Iron Ore Terminal Pvt. Ltd. under the companies act to implement the project. (ANI)

Milky Way survived ancient heat wave because of dark matter

Washington, July 1 (ANI): A new theory by scientists says that our Milky Way galaxy survived intense heat generated by the “ignition” of the Universe about half-a-billion years after the Big Bang, because it was already immersed in a large clump of dark matter that trapped gases inside it.

Tiny galaxies, inside small clumps of dark matter, were blasted away by the heat that reached approximate temperatures of between 20,000 and 100,000 degrees centigrade, according to the scientists, including experts at Japan’s University of Tsukuba.

The researchers said that the early Milky Way, which had begun forming stars, held on to the raw gaseous material from which further stars would be made.

This material would otherwise have been evaporated by the high temperatures generated by the “ignition”.

Using computer simulations carried out by the international Virgo Consortium (which is led by Durham), the scientists examined why galaxies like the Milky Way have so few companion galaxies or satellites.

Astronomers have found a few dozen small satellites around the Milky Way, but the simulations revealed that hundreds of thousands of small clumps of dark matter should be orbiting our galaxy.

Dark matter is thought to make up 85 per cent of the Universe’s mass and is believed to be one of the building blocks of galaxy formation.

The scientists said the heat from the early stars and black holes rendered this dark matter barren and unable to support the development of satellite star systems.

According to Joint lead investigator Professor Carlos Frenk, Director of the Institute for Computational Cosmology, at Durham University, “The validity of the standard model of our Universe hinges on finding a satisfactory explanation for why galaxies like the Milky Way have so few companions.”

“The simulations show that hundreds of thousands of small dark matter clumps should be orbiting the Milky Way, but they didn’t form galaxies,” he explained.

“We can demonstrate that it was almost impossible for these potential galaxies to survive the extreme heat generated by the first stars and black holes,” he added.

“The heat evaporated gas from the small dark matter clumps, rendering them barren. Only a few dozen front-runners which had a head start on making stars before the Universe ignited managed to survive,” he further added.

By providing a natural explanation for the origin of galaxies, the simulations support the view that cold dark matter is the best candidate for the mysterious material believed to make up the majority of our Universe. (ANI)

Killing of contractor evokes mass protest in Manipur

Imphal, July 1 (ANI): The killing of contractor Y. Krishnadas has evoked widespread condemnation in Manipur.

Denouncing the violent act, thousands of people including employees of the Kakching Municipal Council came out for a mass protest over the recent killing of Krishnadas.

Krishnadas was kidnapped on June 10 and a ransom of Rs. 2 crores was demanded for his release. After negotiation, Rs. 25 lakhs were given to the kidnappers. However, he was found murdered on June 12 at Lilong in Thoubal district.
His killing has devastated his family members who are in a state of shock.
K. Bimola Devi, Krishnadas’s wife said, “Killing my husband in such a brutal manner is a heinous crime committed by some heartless people. They even took money away from us and on top of that they killed him as well. Once the culprits are arrested, they should be given severe punishment.”
Civil society in the state has appealed for justice and demanded that the culprits should be apprehended as quickly as possible.

“Such killings in Manipur, should be stopped immediately; the trauma that the family members of Krishnadas is going through will be faced by every one in the state. This should stop and this is what we are appealing for,” said P. Somorendro Singh, Publicity, Joint Action Committee, Manipur.

Militant activities have severely affected life in the state and what people want is an end to mindless killings and restoration of peace and normalcy as soon as possible.

“It is really difficult for us to live. We are simple people earning for our everyday living. Killing innocent people is causing trouble for the people.

This is beyond our comprehension,” said Ibemhal Devi, a protestor.

According to reports, T. Nando, a member of the Kangleipak Communist Party (KCP), alleged to be the mastermind behind the kidnapping and murder of Krishnadas. (ANI)

Diamond cutting industry hopes for tax sops in union budget

Surat (Gujrat), June 28 (ANI): As the government gears up to present this year’s union budget, the recession-hit diamond cutting industry is looking forward to some sops, which could bail it out from the economical rough waters.

Traders in Surat, nation’s diamond hub, said they are anticipating some tax relief in the budget.

“The interest rate in finance should be reduced and to reduce the diamond manufacturing cost to help competing in international market with Israel and China, all the service and custom taxes and other taxes should be removed and there should be given at least two years of waiver from the income tax,” said Praveen Nanavati, Joint Secretary of Gujarat Heera Bourse.

The Surat diamond industry is worth 800,000 million rupees and accounts for more than half of the total diamond exports from India.

It employs more than 700,000 workers from across the country. Over 2.5 million people are indirectly associated with the trade.

Many workers involved in the diamond cutting industry had committed suicide in the past due to global recession hitting their profession.

“I believe that of all industries in India, gems and jewellery is the most important and the industry does a total export of 22 percent i.e 800 million annually but due to recession this industry has incurred heavy losses and so we hope that the government will make provisions in the budget for us and would ensure that the diamond business remains in India,” observed Chandrakant Singhvi, Chairman of Gujarat State Chapter, Gems and Jewellery Export Promotion Council.

The diamonds processed in Surat are sent to various parts of the world including the Middle East from where manufactured jewellery is then sold across the globe.

The United States, one of the largest markets for diamonds and other gemstones, imports 60 percent of diamonds cut and processed in Surat.

But these imports have come down by half due to deep economic crisis that America is currently reeling under. (ANI)

Siliguri tea garden tribal workers hold rally

Siliguri, June 22 (ANI): Tribals employed in tea gardens as pluckers and factory workers in Doars Terai region, held a rally in Siliguri to highlight their problems.

Organised by the Akhil Bharatiya Adivashi Bikash Parishad (ABAVP – All India Tribal Development Council) of the Doars Terai region, the rally appealed to the government to facilitate reopening of 14 tea gardens.

“The biggest problem we (tribals) are facing is the closure of around 14 tea gardens in Doars. Some of these tea gardens are closed for the last five years. But the government is doing nothing,” said Suraj Tigga, Joint Convener, ABAVP.

Over four million tribals inhabit the Doars Terai region and most of them are employed with the tea gardens.

With the closure of 14 tea gardens as many as 17,000 people have been rendered jobless. The tribals also want better working conditions and basic facilities.

“Many tribals are now unemployed because of the closure of 14 tea gardens in Doars. Moreover there is no sanitation in the tea gardens. The hospital located in the tea gardens is of no use. Medicines are given in the hospital but it can’t be called a hospital,” said Paresh Munda, a tea garden trade union leader.

The tribals have held several rounds of talks with the State and Central Governments on their demands, which they said, have not been met so far. (ANI)

CBI recovers walkie-talkie from NCP MP’s house

Mumbai June 19(ANI): The Central Bureau of Investigation (CBI) recovered a huge cache of arms and ammunition from the south Mumbai residence of NCP MP Padamsinha Patil, who was arrested under the charges of murdering his cousin and Congress leader, Pawan Raje Nimbalkar.

The CBI team led by Western Region Joint Director Rishi Raj Singh sealed the two apartments belonging to Patil in Colaba, and conducted intensive searches.

According to CBI sources, two rifles, one revolver, one pistol, two swords and a large quantity of ammunition and cash worth Rs 7.5 lakh and nine high frequency walkie-talkie sets, which are usually used by the police force, computers and CDs were recovered from Patil’s residence.

The CBI has also recovered the documents pertaining to Terna Sugar factory, where a multimillion-rupee scandal was alleged to be made by the NCP leader.

The recovered documents also include the details of Pawan Raje Nimbalkar and noted social activist Anna Hazare.

The CBI sources said the firearms would be sent to forensic tests to find out whether the same was used to gun down Nimbalkar and his driver Samad Quazi on June 3, 2006 in Navi Mumbai.

Patil along with six others will be in CBI custody till Saturday.

The investigation has also revealed Padamsinha Patil’s plot to kill social activist Anna Hazare, who raised voice against corruption in Terna Sugar Factory.

Padamsinha who was elected to Loksabha from Osmanabad, was suspended by the NCP following his arrest on June 7. (ANI)

New Delhi, May 28 (ANI): Prime Minister Manmohan Singh on Thursday said that his Council of Ministers represented experience as well as youthful energy and talent.

Prime Minister Dr. Manmohan Singh expanded his week-old Government by inducting 59 more ministers, who took oath of office and secrecy at the Ashoka Hall of Rashtrapati Bhavan.

Talking to mediapersons after the new Ministers were sworn-in at the Rashtrapati Bhavan, the Prime Minister said his government’s strategy would be economic growth with fiscal prudence.

Dr. Singh, however, refused to elaborate on it, saying that the strategy would be revealed in the President’s Address to the Joint Session of Parliament and in the Budget speech of the Finance Minister.

To a query about the reasons behind the delay in formation of full Council of Ministers, Dr. Singh said that a lot of consultations were to be held before finalising the names, as he wanted to have a thorough examination of the available talent and experience so that the Ministry represented youthful energy and experience. Fears about Pak nukes falling into extremists hands ‘unfounded’: General Majid

Islamabad, May 27 (ANI): Pakistan Joint Chiefs of Staff Committee Chairman General Tariq Majid has said that the country’s nuclear weapons are in safe custody and the world wide concerns about it being falling into the Taliban’s hands are ‘unfounded’.

General Majid assured a US delegation here that Pakistan’s nukes were absolutely safe and that there is an immaculate multilayered security arrangement guarding the country’s nuclear assets.

“Based on the pillars of responsibility and restraint, Pakistan has developed and operationalised an immaculate nuclear weapons’ security regime which is multilayered, has stringent access controls, material control and accounting procedures,” The Dawn quoted General Majid, as saying.

He asserted that the Pakistan Army is committed to root out extremism from the country, and its sacrifices are much more than any other country involved in the war against terrorism.

“We as a nation have sacrificed more than any other coalition partner in this war,” General Majid said.

Fears about extremists, particularly the Taliban and Al-Qaeda, establishing their control over Pakistan’s nuclear weapons has heightened in the recent past, but Islamabad has consistently rejected the concerns terming it as ‘malicious propaganda’ being carried out against it by the some countries. Next 12 to 18 months crucial for US’ AFPAK policy: US

Washington, May 24 (ANI): The United States considers the next 12 to 18 months as critical to the success of its revamped AFPAK policy.

Addressing an off the record briefing, in which the briefer is not identified, a top US military official said the next year and half would crucial for the US led ‘war on terror’ against Al-Qaeda and the Taliban in Afghanistan.

He also made it clear that the Obama administration would continue targeting militant hideouts in Pakistan and Afghanistan, using the Predator drone aircrafts.

“The US military liked drones because they are effective, relatively cheap and keep pilots out of danger,” the official said.

He also informed that Washington is mulling over a new ‘rotational approach,’ in Afghanistan which would create a cadre of experts in Afghanistan by rotating the troops in and out of the region.

Meanwhile, the US Joint Chiefs of Staff Chairman, Admiral Mike Mullen, warned that President Obama’s decision to send in about 21,000 more troops to Afghanistan may bring new militants to Pakistan from the neighbouring country.

Admiral Mullen said the United States had no option other than to push back the Taliban harder in Afghanistan despite the possible negative impact of such a drive on Pakistan.

“They want Afghanistan back. We can’t let them or their Al-Qaeda cohorts have it,” The Dawn quoted Admiral Mullen, as saying.

He said the Taliban’s aim was to govern the region.

“It’s not just about instilling fear or spreading violence. They want Afghanistan back,” Admiral Mullen added. (ANI)

Aid to Pak must be stringed: US Senators

Washington, May 22 (ANI): The proposed US military assistance to Pakistan must come with certain benchmarks which were missing in the aid provided to Islamabad in the past.

Several US Senators are pressing the Obama administration to impose conditions on the aid being provided to Pakistan, primarily aimed for counter-insurgency operations against the Taliban and other Islamist militants.

Several Democrat members of the Senate Foreign Relations Committee warned the US Joint Chiefs of Staff Chairman Admiral Mike Mullen, that since no accountability was put in place for the aid provided to Pakistan by the previous administration, the assistance could have been misused.

“There is a significant unease here in Congress over what has happened previously in the transfer of our funds. Many of us did not learn until last year some time that for those six or seven years that the prior administration was transferring very significant sums of money to Pakistan, we didn’t have a clue where it was going,” said Chairman of the Senate Foreign Relations Committee, John Kerry.

Kerry said that he and other members of the committee are of the view that ‘adequate levels of scrutiny and accountability’ must be stringed with the proposed assistance.

Senators also expressed their concerns over the reports about a rapid expansion of Pakistan’s stockpile of nuclear weapons, The News reports.

An amendment that would prohibit the billion of dollars from being used to support the development or deployment of Pakistan’s nuclear weapons was also introduced by Senator Jim Webb. (ANI)
