Machil staged shootout raises doubts about previous operations: Omar

New Delhi, June 6 (IANS) Jammu and Kashmir Chief Minister Omar Abdullah says the killing of three civilians in an alleged staged shootout in Nadihal village April 30 has raised doubts over the genuineness of other gunfights between security forces and separatist guerrillas with many cases being re-investigated now.

Abdullah, while speaking on a television show late Saturday, also sought more transparency in the Armed Forces Special Powers Act (AFSPA).

The chief minister told NDTV’s ‘Left Right and Centre’ programme that the Jammu and Kashmir Police were flooded with complaints questioning the genuineness of previous shootouts, all of which are being probed again now.

‘I am saying that almost every encounter, unfortunately, that has taken place now has question marks being posed by people and it is our duty to address those questions,’ Abdullah said.

‘We have dug up bodies and are verifying whether the encounters are genuine or not. This has really put a lot of additional work on the already burdened police force because a whole host of questions are being asked about these encounters.

‘Obviously there would be doubts. This is the problem when a handful of people for their short-term gains are willing to sacrifice the long-term interests of not only the forces they represent but that of everybody else,’ Abdullah added.

Three villagers — Shahzad Ahmad Khan, Riyaz Ahmad Lone and Muhammad Shafi Lone — were allegedly framed as separatist guerrillas and killed in a staged shootout in north Kashmir’s Machil sector of the Line of Control (LOC), which divides Jammu and Kashmir between India and Pakistan.

Police have arrested four people — a soldier of the Territorial Army and three army informers — for luring the three civilians to work as labourers for the army. An army officer has also been accused in the case.

Abdullah maintained that the Armed Forces Special Powers Act (AFSPA) was still required in Kashmir, but said it should be made more transparent.

AFSPA, which dates back to 1958, is considered by rights activists as a draconian law that gives security forces unrestricted power to carry out their operations in a ‘disturbed area’.

Under the legislation, even a non-commissioned officer is granted the right to shoot to kill based on mere suspicion. It gives the armed forces wide powers to shoot, arrest and search.

‘Unfortunately, under the AFSPA, because it is built for the armed forces, the army is the judge, jury and the hangman. Therefore, there is absence of transparency as a result of which people have lost faith in the system,’ Abdullah said.

Accepting that AFSPA was still required to tackle separatist violence, he said: ‘It needs to be amended so that it is more transparent, more accountable and people have more faith in the system.’

Asked whether the ‘quiet dialogue’ initiated by Home Minister P. Chidambaram with a section of the separatists had not been handled well, he said: ‘I don’t think that it was Delhi’s fault that the quiet dialogue didn’t remain quiet.

‘I think concerted efforts were made by certain quarters throughout the dialogue process and that is what it fell victim to,’ he said.

On people’s expectations from Prime Minister Manmohan Singh’s two-day visit to the state starting Monday, Abdullah said they would seek some sort of indication on the central government’s intention to kickstart the stalled dialogue between New Delhi and mainstream political voices as also other players.

Manmohan Singh last visited Srinagar in October.

Intelligence agencies have also reportedly identified ‘safety houses’ where the Prime Minister and other VIPs can be taken in the event of a terror strike.

Informers have been deployed to look out for suspect anti-national elements, police sources said.

The Border Security Force (BSF) is on a high alert and keeping a strict vigil along the borders.

Mehsud’s training camp video worries Pak Army

London, June 21 (ANI): As the Pakistan Army prepares for a spectacular offensive against the Tehreek-e-Taliban (TTP) chief Baitullah Mehsud is South Waziristan, a ‘jihadi’ video showcasing the strength of the insurgents has the security forces worried.

The 39-minute video, which was posted on an Al-Qaeda website recently, contains footages of a training camp which is supposedly based in South Waziristan, Mehsud’s stronghold.

The video has sent shock waves among the security officials, as they now fear a stiff resistance from the insurgents during their operation in the region.

The video titled, Revenge – the Big Attacks of Baitullah Mehsud, is probably the first such footage of a terror training camp running in South Waziristan which has been made public, The Times reports.

The video shows 18 of Mehsud’s loyals in balaclavas firing automatic weapons into the hillside in a display of force.

It also shows two pale skinned men loading a sophisticated weapon, which clearly suggests presence of some foreign recruits, including from western countries, in Mehsud’s army.

Experts also believe that there is every possibility of westerners joining the terror camps being run in the unattainable rough terrains of South Waziristan.

“It is ‘entirely likely’ that westerners could be attending training camps in Waziristan. Of 90 terrorism suspects convicted since 2003, at least half had trained in Afghanistan or Pakistan,” Director of the Royal United Services Institute, Professor Michael Clarke said.

Meanwhile, Pakistan Defence Minister Chaudhry Ahmed Mukhtar has said that the military is all prepared to launch an attack on the Taliban warlord Mehsud, and is just waiting for the green signal.

“He (Mehsud) is working against the interest of the state of Pakistan. We have a network of informers after him and the moment his whereabouts are known, the forces are going to hit him,” Mukhtar said. (ANI)

Hamas denies accusations by Human Rights Watch about killing political opponents

Nicosia, Apr 22 (ANI): Hamas Spokesman Fawzi Barhoum has dismissed accusations made by New York based Human Rights Watch against the Hamas-run de facto government that gunmen with suspected links to Hamas security forces killed at least 32 Palestinians and wounded dozens in attacks on political opponents and alleged informers during and after Israel’s recent war in Gaza Strip.

Human Rights Watch on Monday urged Gaza’s Hamas rulers to halt what it described as a pattern of arbitrary arrests, torture and summary executions by the movement.

Speaking at a press conference in Gaza City, Barhoum dismissed the report as “hasty and incomplete”, saying that it neglected to mention that the “Israeli occupation was real reason for the chaos in Gaza during the war”.

The report, he said, was meant to defame Hamas and the de facto government, which tried to maintain security and order during Israel’s military offensive.

Barhoum pointed out that “the suspected collaborators who fled Gaza’s central prison after it was destroyed in Israeli bombing raids in December, were killed by relatives of those they harmed, but not by the security forces.”

Human Rights Watch portrayed the attacks as the worst outbreak of internal violence since Hamas fighters violently seized control of Gaza in June 2007 and expelled rivals in the Fatah movement of Palestinian President Mahmoud Abbas, who now controls only the West Bank.

Responding, the Human Rights Watch stressed that the “systematic nature of many of the executions and attacks and the fact that killings have continued after the Israeli offensive undercut Hamas’ assertions.”

Eighteen Palestinians were killed by Hamas during the three-week war, which ended on January 18, and 14 others were killed afterward, the report said.

In addition, 49 Gazans were shot in the legs by masked gunmen between December 28 and January 31, and 73 had their arms or legs broken, the report said, citing a rights group linked to Abbas.

Human Rights Watch said repressive measures are also on the rise in the Abbas-controlled West Bank. (ANI)
