Census inclusion of Bangladeshis causes Lalu, Ananth spat

New Delhi, May 5 (ANI): The Lok Sabha was adjourned for a second time on Wednesday evening after Bharatiya Janata Party (BJP) leader Ananth Kumar and Rashtriya Janata Dal (RJD) chief Lalu Prasad had a strong exchange over Bangladeshi’s being registered as Indian citizen in the current Census.

Kumar drew the attention of the House to the alleged activities of Bangladeshi refugees and the attempt by illegal migrants to register themselves as Indian citizens.

Kumar demanded a statement from the Government on the issue.

He asked whether members of the House are with pro-Nationals or with anti nationals, and alleged that the Bangladeshi effort was not happening without the support of some politicians.

This agitated Lalu Prasad so much so that he tried to walk over to Kumar, but Samjwadi Party (SP) chief Mulayam Singh stopped him.

The exchange of words between the BJP and the RJD and SP members continued the Speaker to adjourn proceedings in the House.

Earlier, opposition members forced an adjournment of proceedings till 2 p.m, raising several issues, including Trinamool leader Sudip Bandopadhyay”s remarks against a CPI-M member and the controversy surrounding 2G spectrum bids.

Soon after Speaker Meira Kumar called for Question Hour, Left members rushed to the Well and started demanding an apology from Trinamool Congress member Sudip Bandopadhyay for his remarks against CPI(M) member Basudeb Acharia.

Kumar”s repeated appeals to allow Question Hour to continue went unheeded even as members from the Treasury benches waved the agenda papers demanding that the House functions properly.

AIADMK members also stormed into the Well waving copies of a newspaper that carried reports on the controversy surrounding 2G spectrum bids.

They demanded the resignation of Communications Minister and DMK leader A Raja.

DMK sources however, have ruled out the possibility of Raja resigning.

Sources said Raja has emerged as the Dalit face of the DMK and enjoys good rapport with Karunanidhi.

Though Raja is embroiled in two major allegations — the spectrum allotment — and his alleged telephone call to a Madras High Court judge for a favourable order– Karunanidhi has been defending him. (ANI)

Government categorically rejects opposition’s phone-tapping allegations

New Delhi, Apr 26 (ANI): The UPA Government on Monday categorically rejected reports of phone tapping of senior political leaders, including union ministers.

Making a statement in the Lok Sabha, Union Home Minister P Chidambaram said no government agency had been authorized to tap the phones of senior political leaders.

“I wish to state categorically that no telephone tapping or eavesdropping on political leaders was authorized by the previous UPA Government. Nor has the present UPA Government authorized any such activity,” he said.

Chidambaram said the government has respected and upheld the laws of the land and is committed to upholding the rights of Indian citizens.

“Both this government and the previous UPA Government have respected and upheld the laws of the land,” he said.

“We are committed to defending the rights of every Indian citizen, including the right to privacy, and will uphold the rights of the individual citizen enshrined in the Constitution of India,” Chidambaram added.

He said the Government has conducted an inquiry into the allegation after it was first published in the Outlook magazine on April 23.

“Government have seen the allegations against the NTRO contained in the story in Outlook magazine,” Chidambaram said.

“After the issue of the magazine was available late Friday, April 23, 2010, the allegations in the story were thoroughly enquired into. Nothing has been found in the records of the NTRO or elsewhere to substantiate the allegations,” he added.

The Outlook magazine alleged that the National Technical Research Organisation (NTRO) had indulged in the phone tapping of senior political leaders.

In April 2004, the Government set up the NTRO on the recommendation of a Group of Ministers (GoM).

Chidambaram said intelligence agencies were fully accountable to the Government, and each case of telephone monitoring, approval of the Union Home Secretary had to be sought personally.

“Our intelligence agencies function within the law. They are fully accountable to Government. Under the Telegraph Act, and the Information Technology Act, each case of monitoring of telephone or electronic communications has to be approved by the Union Home Secretary personally,” he said.

Chidambaram added that the decision of the Home Secretary is subject to review by an Oversight Committee chaired by the Cabinet Secretary.

He claimed that the monitoring of telephones is necessary to contain criminal activities and to counter terrorism.

“Such monitoring as may be necessary to fight crime, for national security, or for our counter terrorism effort, is subject to multiple checks and oversight,” Chidambaram said.

He assured the House that the government is conducting a further inquiry into the magazine’s allegations.

“Further enquiries are being made into the allegations in the magazine. If any evidence is forthcoming or discovered, the matter will be thoroughly investigated by the appropriate agencies,” Chidambaram said. (ANI)

US warns of terror strikes in Delhi markets

United States has “credible information” about terrorists planning to carry out strike in some Indian cities and target American nationals, and US Embassy in New Delhi has issued a warning alerting its citizens, a senior Obama administration official said.

“Yes, we have sufficient credible information,” the official said when asked about the reasons for issuing of ‘Warden Message’ by US Embassy in New Delhi yesterday.

The relevant information has been shared with Indian Government and there is co-operation between the intelligence agencies of the two countries to jointly thwart such a terrorist threat, he added.

However, he did not specify which terrorist outfits were planning such an attack in India particularly at places where US citizens or Westerners are known to congregate or visit.

“Markets, such as those located in Chandni Chowk, Connaught Place, Greater Kailash, Karol Bagh, Mehrauli, and Sarojini Nagar, can be especially attractive targets for terrorist groups,” said the Warden message issued by the US Embassy.

Assistant Secretary of State for Public Affairs P J Crowley, during his briefing, declined to provide any additional information about the Warden Message, which comes within days of State Department issuing a general travel which said that the US continues to receive intelligence information about terrorists planning attacks in India.

“It was just a caution to our citizens within the US community that we have growing concerns about terrorism and that it might affect, you know, both Indian citizens and American citizens,” Crowley said in response to a question.

“We are very mindful of the fact that in the Mumbai attacks both Americans and Indians died, and citizens of other countries as well. So it was just a prudent warning to our citizens, as they continue their business in the country,” he observed.

Noting that India and US were sharing intelligence with regard to counter-terror operations, Crowley said: “This just underscores the fact that we have ongoing concerns about, those who would try to disrupt favourable trends, regarding security and cooperation in the region. We would continue to do everything possible to prevent these attacks.”

He, at the same time, indicated that there were definitely some concerns, which he would not like to share at this point of time.

“Whether we have specific threat information against those markets or just we have indications that the threat involves public spaces, I just can’t comment,” Crowley said.

“Rabha Tribe,” a jewel in Assamese culture

Guwahati, Mar 26 (ANI): The northeast region has an extraordinary ethnic, linguistic, religious and cultural diversity with the hill areas being predominately inhabited by tribal communities.

Sattargaon in Assam’s Kamrup District is home to the “Rabha Tribe.”

One has to walk through miles of narrow jungle in Kamrup District to reach `Sattargoan’ village.

Located in the Garbhanga Reserve Forest area, the village has over 50 Rabha Tribe dwellings.

Though they are in a majority in Assam’s Goalpara District, but some years ago several families settled down in `Sattargoan,” which falls in the West Guwahati constituency.

They earn their income from kitchen farming, poultry and piggery. This is supplemented by the daily wage labour of menfolk.

The villagers always vote in elections and have complete faith in the democratic institutions of the country.

In return, they expect the development of the village.

“We have hopes from the government that if we vote as Indian citizens, in return, we expect development from the political parties. We are poor people, but, we have the power to elect politicians. If we don’t vote, how can they (politicians) be big men? asked Binu Paharia, Sattargaon villager.

Sattargoan residents protect wild animals.

Recently, they saved a female wild elephant, that was hit by a speeding train.

A Guwahati-based NGO called `Just be Friendly’ head of the incident and decided to work with the villagers.

“When the JBF India heard that these villagers had saved the life of a wild elephant then we decided to help these people protect the wild animals. We have come here and are helping them treat domestic animals. We have given vaccination and medicines to them. We are the first NGO to come here,” said Sajahan Ahmed, a member of JBF.

“This is for the first time an NGO has come here. We are very happy. If this thing had happened earlier, it would have been so good. We also want doctors to treat human beings as well,” said Dilip Rabha.

Situated a few miles of the National Highway 37, Sattargoan possesses the potential of being an eco-tourism site.

For that, it requires solar power, connectable roads, education of villagers and medical facilities.

Experts believe implementation of Central Government schemes like NREGA will help villagers lead better lives.

“We want the government to build a road and provide solar power to the village. It also requires a school. People here are not aware of the NREGA Scheme,” said Laknah Teron, an environmentalist.

“So, the government and NGOs should make them aware of various schemes. There should be more development of this area, because these tribal people feel they are an integral part of India and Assam. There should be development in this area,” he added.

Many young men and women in Sattargaon have taken up bamboo craftwork and handloom as their profession to become self-reliant.

It also helps preserve their rich art and culture.

The Rabha tribe has set an example on how to lead a peaceful life. (ANI)

Holbrooke regrets callous comment on Kabul attack on Indians

WASHINGTON: A top American official on Thursday reeled back his remarks about a terrorist attack on Indians in Kabul that New Delhi found callous and offensive, providing a brief respite from growing US support for Pakistani interests in the region.

Richard Holbrooke, the Obama administration’s Special Representative for Afghanistan and Pakistan, had caused dismay and anger in India earlier this week by suggesting that Indians were not the target of the terrorist attack in Kabul and there were ”other foreigners, non-Indian foreigners,” who were also victims. ”Let’s not jump to conclusions,” Holbrooke advised about an attack that Indian and Afghan officials said had Pakistani fingerprints.

Holbrooke’s assertion came even as Afghan intelligence officials said the terrorists, speaking Urdu, specifically sought out Indians after attacking a facility that was known to house Indians. Other US officials too initially subscribed to the theory that the attack was a broader Taliban strike against foreign interests even though six of the 16 victims were Indians.

The latest strike followed two massive attacks in preceding years against the Indian Embassy in Kabul by the Haqqani group backed by the Pakistani military-intelligence establishment, according to US accounts.

But in a hair-splitting turnaround, Holbrooke said he regretted any misunderstanding caused by his comments. ”I did not say Indians were not the target, but that initially it looked like the target was not an official Indian facility,” he said in a statement, adding, ”Early reports on events like this are often unreliable, and I try not to jump to conclusions.”

”We all know that Indian citizens have and continue to be targeted by terrorists, including inside Afghanistan. My heart goes out to the families of all of the victims,” Holbrooke, whose senior advisor for communications is an Indian-American official named Vikram Singh, added in a statement evidently aimed at placating New Delhi.

Holbrooke also richly endorsed the Indian role in Afghanistan, which Washington is loath to recognize publicly for fear of offending its ally Pakistan, which resents India’s growing clout in Afghanistan built on a foundation of development and democracy that contrasts sharply with Pakistan’s Talibanist outreach.

”The Afghan people and international community deeply appreciate the very substantial humanitarian and reconstruction assistance that India provides Afghanistan,” Holbrooke said in the statement. ”The willingness of India to take risks and make sacrifices to help Afghanistan is testament to India’s commitment global peace and prosperity and a vital part of the international commitment to Afghanistan’s future.”

But the sentiment did not exactly square with the current mood in Washington, where US officials have largely fallen in line with Pakistan’s argument that its interests in Afghanistan, built largely on its backing for the medieval, nihilistic forces of Taliban, needs to be recognized against India’s growing influence. The US also appears to have given up trying to persuade Pakistan that its own home-grown extremists, and not India, constitute an existential threat to it after Pakistan’s military leadership forcefully asserted that its India-centric policy will not change.

The Obama administration, especially its military mavens led by the chairman of the joint chiefs of staff, Admiral Mike Mullen, is now back to fawning over the Pakistani military, after briefly trying to get the country civilian rulers to assert their primacy. In effect, Indian officials fear that Washington is backing the Pakistani assertion, which, shorn of spin and sophistry, amounts to continuing the use of terrorism to achieve it objectives.

Although the current administration began by emphasizing social sector aid to Islamabad, there have been a flurry of announcement in recent days of military goodies to Pakistan, including laser guided bombs and fighter jets, aimed at mollifying Rawalpindi, where the Pakistani military is headquartered.

On Thursday, the Pakistani media reported that the country’s navy will be acquiring a retiring US Navy frigate worth $ 78 million, ostensibly as a freebie. The State Department, meanwhile, has sought an additional $ 1.7 billion for Pakistan from Congress (besides the $ 1.5 billion annual dole under the Kerry-Lugar Bill) in the coming financial year.

All these matters will be on the table when India’s foreign secretary Nirupama Rao will visit Washington on March 14-15, just ahead of President Obama’s departure for Indonesia and Australia. The discussions will also include Obama’s proposed visit to India later this summer, an engagement that is now weighed down by Washington’s Af-Pak policy that New Delhi sees as inconsistent.

Three-year-old Indian boy’s death mystery deepens in Melbourne

Melbourne, Mar 6(ANI): The mystery behind the death of three-year-old Indian boy Gurshan Singh has deepened despite in depth police interviews lasting several hours with parents and relatives of the toddler.

Gurshan’s body was found on Thursday night at Oaklands Junction, 30 kilometers away from the Lalor home he had been staying in with his parents and several other adults.

It is being claimed that the infant, who was on a three-month vacation in Australia with his parents, vanished while his mother, Hartreet Kaur Channa, was having a shower.

Victoria Police has said that an autopsy has not determined the cause of death, and there was no evidence of violence on his body, which was found fully-clothed in blue jeans and a gray shirt.

Police hoped further testing, including toxicology tests, could provide answers.

In the only clue revealed, a family friend Sim Kaur said the three-year-old had been screaming in the Lalor home because his father, Harjit Singh Channa had gone to the library.

Detectives followed the route from the family home to the Lalor Library, and door-knocked residents along the street looking for anyone who had seen the boy, News.com.au reports.

Investigators are believed to be leaning away from the theory that Gurshan had fallen victim to a random attack.

One possibility is that he died of natural causes and someone panicked and disposed of his body.

The case threatens to further strain relations between India and Australia, which are already tense following a series of allegedly racist attacks against Indian citizens in Melbourne. (ANI)

Holbrooke regrets ”not Indian” comment on Kabul attack

New Delhi, Mar 5 (ANI): United State Special Representative for Afghanistan and Pakistan Richard C Holbrooke has expressed regret over the misunderstanding caused by his ”not-Indian” comment on the February 26 Kabul terror attack in which at least six Indians were killed and around 10 injured.

Holbrooke said, ” I did not say Indians were not the target, but that initially it looked like the target was not an official Indian facility. Early reports on events like this are often unreliable, and I try not to jump to conclusions.”

“We all know that Indian citizens have and continue to be targeted by terrorists, including inside Afghanistan. My heart goes out to the families of all of the victims,” he added.

Holbrooke further said, “The International community and the Afghan people deeply appreciate the very substantial humanitarian and reconstruction assistance that India provides Afghanistan.”

“The willingness of India to take risks and make sacrifices to help Afghanistan is testament to India”s commitment global peace and prosperity and a vital part of the international commitment to Afghanistan”s future,” he added. (ANI)

Bangalore, Sep 10 (ANI): Some unidentified miscreants attacked the St. Francis de Sales Church in Hebbagudi on Hosur road in the outskirts of Bangalore, breaking over 10 window glasses and destroying the statues of Mother Mary and Jesus Christ in the early hours of Thursday.

According to sources, about 25 miscreants forcefully entered the St. Francis Church that was spread over two acres of land, at around 3.a.m.

Thousands of people gathered in the church premises after learning about the incident.

“We want justice from the government and the concerned authorities, so that no Indian citizen can hound the freedom to practice one’s own religion and everybody can live safely and securely. Pak refuses to arrest Saeed saying ‘not enough proof’ of his involvement in 26/11

Lahore, July 28 (ANI): Pakistan has denied arresting Jamaat-ud-Daawa (JuD) chief Hafiz Saeed, in connection with the November 2008 Mumbai terror attacks.

Interior Advisor Rehman Malik said there is ‘not enough proof’ of Saeed’s involvement in the 26/11 carnage, so the alleged mastermind could not be put behind bars.

Malik said Islamabad has asked New Delhi to provide details of Indian citizens convicted in the Mumbai attacks, The Daily Times reports.

It may be noted that a full bench of the Lahore High Court ordered the release from house arrest of Saeed, the prime accused of the November 2008 Mumbai attacks, on the basis of a habeas corpus petition filed by his lawyer. The high court said that it had not received substantial evidence to continue his detention.

The Lahore High Court also ordered the release of another Jamaat-ud-Dawa leader, Colonel (retired) Nazir Ahmad.

Saeed was put under house arrest on December 11 last year, and his release was made after five months and 20 days.

Pakistan Attorney General had earlier told the Lahore High Court, that the government had enough proof against Saeed to warrant extension of his arrest, but could not produce that evidence in court. He had also said that Saeed had undeniable links with the Al Qaeda. (ANI)

Nilekani ensures prevention of duplication of national ID cards

Bangalore, July 13 (ANI): The newly designated chief of Unique Identification Authority of India (UIAI), Nandan Nilekani, called on Karnataka Chief Minister B S Yediyurappa on Monday before leaving for New Delhi.

Speaking about his new task, Nilekani said that his prime issue would be to ensure prevention of any duplication of the national ID cards.

He said that the prime objective of the UIAI would be to find ways and means on creating a centralized and fool-proof national database of all bona-fide Indian citizens.

“I feel the key issue is how we ensure that there are no duplicates. I think the big problem prevails with identity issue. There are many systems and lot of duplicates, which lead to fraud. So we are trying to figure out how we can create a national, centralised database,” he said.

“In fact the Finance Minister (Pranab Mukherjee) talked about this in his budget speech also to create a centralised database of Indian residents and then create a national authentication and enrolment capability,” said Nilekani, Chairman of the Unique Identification Authority of India (UIAI).

On his part, Yediyurappa opined that he was very proud of Nilekani, a Bangalorean for taking up such a noteworthy responsibility at the Central level, and also hoped that Karnataka will get the benefit of Nilekani’s assignment.

“He is taking very big responsibility in the central government. We are proud of him and we have requested him to cooperate in development of Karnataka also,” said B S Yediyurappa, chief of Karnataka.

The UID scheme will be implemented across the country once the fresh National Population Register is completed by 2011.

The Indian federal government has earmarked rupees 1200,000,000 million for the project in the country’s 2009-2010 budget.

The UIAI will provide unique identification numbers will be provided to the Indian citizens. (ANI)

Sonia targets BJP over terrorism issue

New Delhi, Apr 29 (ANI): Congress Party chief Sonia Gandhi addressing her first election rally in national capital New Delhi, targeted the Bharatiya Janata Party over the issue of terrorism.

New Delhi will go to polls in the fourth phase on May 7.

Gandhi addressed public rally at the Ramlila ground and without taking any names targeted BJP’s prime ministerial candidate Lal Krishan Advani over combating terrorism.

“BJP (India’s main opposition Hindu nationalist Bharatiya Janata party) leader who today talks about combating terrorism, I think should introspect his inner soul and recall what happened when their government was in power. I believe Indian citizens till now have not forgotten that,” said Gandhi.

Congress party have been raising Kandahar hijack episode of 1999 in the ongoing elections wherein five armed men hijacked the Airbus A-300 carrying 189 passengers and crew between Kathmandu and New Delhi on Christmas Eve.

Congress leaders are also accusing the BJP government, which was in power that time for releasing militants to save the passengers.

The hijackers killed one passenger early in the week-long stand-off, but the remaining passengers and crew walked free after India released three Kashmir separatist militants from jail.
Meanwhile, BJP’s prime ministerial candidate Lal Krishna Advani while addressing a rally in Uluberia region of West Bengal targeted ruling Communist government and said that it can ever form government at the centre. (ANI)

Indians in Nepal can’t be bothered to vote

Kathmandu, April 17 (IANS) They think nothing of hopping across the border to India to attend a wedding, obtain medical treatment or attend business conferences.

But tens of thousands of Indians living in Nepal can’t be bothered to make the journey home to cast their votes.

This year, as India embarked on a nearly month-long parliamentary polls from Thursday, there was a strong campaign in that country to get the inert voter to the polling booth.

However, the campaign has not trickled down to India’s northern neighbour Nepal; nor has a succession of Indian governments taken any steps to ensure Indians living in Nepal are able to cast their votes in the Himalayan republic itself.

Shiva Raj Singh Raghav, immediate past president of the Indian Citizens’ Association (ICA) in Nepal, estimates that there are about 300,000-400,000 Indians and people of Indian origin living in Nepal as long-term residents.

The 50-year-old, a hardware wholesaler from Uttar Pradesh, has himself been residing in Nepal for the last 25 years.

‘The ICA had petitioned the Indian Embassy in Kathmandu, asking for the government to enable the Indians registered with the embassy to cast their votes in Nepal,’ Raghav told IANS. ‘But the embassy expressed its inability to do so.’

In addition to the long-term Indian residents, Raghav estimates there are several thousands of Indians who come and go across the open border.

Indians living in Nepal include businessmen, professionals working for Indian organisations or joint ventures like banks, telecom and hydropower companies, embassy staffers, army personnel and teachers.

Prem Lashkari, founding president of the Nepal-India Friendship Society, says one reason for the inertia is that businessmen, whether they live in Nepal or India, prefer to stay away from politics.

His friend West Bengal lad Praksh Dugar, who owns a construction business in Nepal, is a prime example.

‘The last time I voted in my home constituency Murshidabad was eight years ago,’ says Dugar, who is now planning to return to his village Nabogram and take the plunge in politics. ‘I vote if I am home during the elections. But I have never gone home just to vote.’

Lashkari, a jeweller who has been living in Nepal since 1971, thinks the young generation could be different.

‘Now more and more young people are becoming active,’ he says. ‘They realise that businessmen too should have representatives in the government. We failed to press for postal votes or even a voting booth in Nepal. Maybe they would take up the issue one day.’

The Indian community in Nepal boasts of big names like Vikram Singh Deo, the former ruler of a principality in Rajasthan whose daughter Himani, wedded to Nepal’s former flamboyant crown prince Paras, was the crown princess of Nepal; Shalini and Rakesh Wadhwa, who head Nepal’s billion-rupee chain of casinos; and R. Saraf, who owns two of Kathmandu’s most elegant hotels, the Yak and Yeti and Hyatt.

Last year, the US government made arrangements so that Americans in Nepal could take part in their presidential elections.

Indians accounted for 38 pc H-1B visas in 2008: US

As the US is having a tough time in filling up its annual quota of 65,000 H-1B work visas for highly skilled categories, an official report in Washington has said that the Indian nationals accounted for the 38 per cent of the total H-1B visas issued by the United States last year.

India also accounts for maximum number of people entering the US on L-1 visa, which is primarily used for intra-company transferees, said the Annual Flow Report released by the Office of Immigration Statistics.

The report is based on the information gathered from the I-94 on the number and characteristics of non-immigrant admissions to the US in 2008.

The report said Indian nationals accounted for 157,726 (37.8 per cent) of the 409,619 H-1B Admissions in the US in 2008. In actual figures, this is a drop of about 3,000 as compared to 2007 when 157,613 Indian citizens were admitted to the US on H-1B visas. In 2006 the figure was 125,717.

The annual report reveals that Canada is a distant second in terms of H-1B visa admissions. In 2008 as many as 23,312 Canadian nationals were admitted to the US on this visa category, followed by Britain (19,209), Mexico (16,382) and China (13,828).

Tourism boost: Croatia to ease visa requirements for some countries

Zagreb – Croatia will temporary suspend visa requirements for some countries in an effort to boost tourism, Croatian Tourism Minister Damir Bajs said Wednesday.

The ministry proposed scrapping visa requirements for Russian and Ukrainian citizens during the summer season, and also for Chinese and Indian citizens, Bajs said.

“We are expecting a weak tourist season this year,” he said. The number of tourists in Croatia could drop by 3 per cent – a heavy blow to an industry generating almost 20 per cent of domestic product.

A weak season could further hamper Croatia’s economy, and the Croatian government will discuss Bajs’ proposal in the next few days.

Croatia’s Adriatic coastline is a popular destination among tourists from Germany, Austria, Italy and Slovenia. In recent years tourists from Russia, Japan and the US have increased considerably. (dpa)
