Air Marshal KJ Mathews appointed as new AOP of IAF

New Delhi, Sep. 1 (ANI): Air Marshal KJ Mathews on Tuesday took over as the new Air Officer-in-Charge Personnel (AOP), the Head of Human Resources of the Indian Air Force (IAF) at Air Headquarters.

Commissioned in the year 1973, the Air Marshal has over 3,500 hours of flying to his credit on various aircraft that include HF-24 (Marut), Hunter, MiG-21M and MiG-29.

He was also a team member of “Thunderbolts” – IAF’s erstwhile Aerobatic Team.

His appointments include-Station Commander of an operational base during Kargil operations, Air Officer Commanding of Air Force Station Adampur, Principal Director of Concept Studies, Assistant Chief of the Air Staff (Operations) at Air HQ and Commandant, Air Force Academy before his current appointment.

Air Marshal Mathews is an alumnus of National Defence Academy, Defence Services Staff College, Wellington and Air War College, USA. (ANI)

“Slumdog,” Penelope Cruz win early Oscars

Rags-to-riches romance “Slumdog Millionaire” won the Oscar for best adapted screenplay on Sunday and Penelope Cruz was named best supporting actress for her role as a painter in “Vicky Cristina Barcelona” as the world’s top film honors got under way.

“Slumdog,” an often dark but ultimately hopeful tale about a poor Indian boy who competes for love and money on a TV game show, was the frontrunner for best film coming into the Oscars and received 10 nominations in various categories.

As the ceremony began, host Hugh Jackman put the show in full musical mode with an opening routine that drew a standing ovation from the star-studded crowd that included nominees Brad Pitt, Angelina Jolie, Mickey Rourke and Anne Hathaway.

The number covered all five of the best film nominees and had Jackman dancing hip hop, hitting high notes in a duet with Hathaway for “Frost/Nixon” and climbing to the top rope of a fake wrestling ring to crescendo his song with “The Wrestler.”

Following Jackman, Cruz was given the first Oscar, best supporting actress Academy Award, for her portrayal of a fiery Spanish painter in director Woody Allen’s “Vicky Cristina Barcelona.”

Holding back tears, Spanish actress Cruz thanked Allen and her friend and Spanish director Pedro Almodovar, who was instrumental in putting her on a track to stardom. She dedicated the Oscar to her family and “everyone who has helped me from the beginning.”

Cruz took a moment to talk about watching the Oscars as a little girl in Spain and said she felt the ceremony was a moment of unity for people around the world.

In other awards, Dustin Lance Black won the Oscar for best original screenplay for writing “Milk,” about slain gay activist Harvey Milk, and Simon Beaufoy took home the Academy Award for best adapted screenplay for “Slumdog.” “Slumdog” had previously won awards from industry groups whose members include actors, directors, producers and writers.

“SLUMDOG” SEEN

The biggest draw for the Oscars has been having popular movies at the center of the show and suspense over which films, actors and actresses will win one of more than 20 honors handed out in a range of categories from best film, to makeup, editing, sound and even short films.

In the best picture category, “Slumdog’s” key competition comes from “Milk,” starring Penn as gay activist Harvey Milk, as well as “The Curious Case of Benjamin Button” with Pitt as a man who ages backward.

The other two nominees are “Frost/Nixon,” which recounts the historic interviews of disgraced former U.S. President Richard Nixon by British TV host David Frost, and the drama “The Reader.”

The competition for best-actor appears to be a two-way battle between Penn and Mickey Rourke as a faded athlete in “The Wrestler.” On Saturday, Rourke won the independent film world’s Spirit Award for best actor, but that honor comes from different voters than the roughly 6,000 academy members who cast Oscar ballots.

Kate Winslet is tipped for best actress playing a German Nazi-era prison guard in “The Reader” over Meryl Streep as a nun who suspects sex abuse in a Catholic school in “Doubt.

Heath Ledger, who died in 2008 of an accidental prescription drug overdose, is favored for best supporting actor as the villain Joker in Batman movie “The Dark Knight.”

It has been ensured by TouchFLO that it would streamline application access and the menus, which are not so easy to navigate on Windows Mobile alone. One of the chief features of TouchFLO is the quick access to frequently used applications like messaging and email.

The features of Diamond 2 include a 3.2-inch VGA display packed into a profile 13.7mm thick. A touch-sensitive zoom bar is used by HTC in order to achieve fast webpage, email, and photo zooming. Furthermore, the entire device is optimized for one-handed use. It is being ensured by the maker that the device which provides a
5-megapixel camera, expandable memory, gravity sensor and an ambient light sensor has 50 percent better battery life than the original.

It should be mentioned here that the Pro 2 is heavily optimized for email use and features a 3.6-inch widescreen VGA display and a large QWERTY keyboard. The users are allowed to move from email to conference calls easily via a new feature called Straight Talk that integrates email, voice and speakerphone use.

The users in Europe and Asia would be able to avail the Diamond 2 in early Q2 2009 with other markets getting the device later this year. All major global markets will receive the Pro 2 this summer. There has been no word about the pricing as of now.

Fujifilm comes out with its latest 10-megapixel FinePix Z30 Fujifilm has announced its new 10-megapixel FinePix Z30. The exclusive features include fairly basic ultracompact camera with a 3X optical zoom and 2.7-inch LCD.

There are some other features too which makes it quite different from other youth-oriented models.

Apart from having face detection and automatic scene recognition to help with fast shooting, the camera also has a Blog Mode (a carryover from the Z20fd) that apparently preps shots and video so they can go right online for sharing.

The users don’t even need to switch to a different mode, since there are separate buttons for the still photo shutter release and movie record. Furthermore, they can also stitch small movie clips together in camera to create a single, 60-second clip.

The device is available in three colors of pink, orange, and black and the users would be able to pick one for $179.95 in March.

Barclays Bank reports 2008 profits

Barclays Bank reports 2008 profits London – Britain’s Barclays Bank Monday reported pre- tax profits of
6.08 billion pounds (8.9 billion dollars) for 2008, a drop of 14 per
cent compared with the previous year.

The figure exceeds expectations in the City of London, and include an
“accounting profit” of Barclays’ acqisition of assets of collapsed US
investment bank Lehman Brothers of 2.4 billion pounds.

Barclays, which has declined to take up the British government offer to
recapitalize the banking system, has insisted that its finances are
sound.

Last year, it attracted 7.3 billion pounds of investment from Middle
Eastern investors from Abu Dhabi and Quatar. However, its share prices
has fallen by about 80 per cent over the past months. (dpa)

Bio-scientists, curators pool expertise to preserve world’s art, heritage

Washington, Feb 9 (IANS) Biotech scientists have teamed up with curators to stem the decay of world’s art and cultural heritage, hastened by the depredations of climate change.

Many of the world’s cultural treasures are created out of organic materials like paper, canvas, wood and leather which, in prolonged warmth and dampness, attract mould, micro-organisms and insects, causing decay and disintegration.

‘With the world financial crisis and the advent of climate change effects, there is a state of emergency at the museums of several tropical countries…,’ informed Alvaro Gonzalez, director, Venezuela’s Cultural Heritage Conservation Foundation, which is hosting the four-day UN affiliated event.

New biotechnology techniques that will be deliberated upon, include the use of micro-organisms to remove fungus and other problems on artwork, photos, documents, masonry and more.

‘The normal concern about single artefacts is no longer paramount. Storing and protecting entire collections safely has become a priority and scientists have a key role: developing techniques and procedures that are fundamental to heritage conservation,’ said Jose-Luis Ramirez, director of United Nations University’s Programme for Biotechnology for Latin America and the Caribbean (UNU-BIOLAC), an event sponsor.

Giancarlo Ranalli, professor at Universitá degli Studi del Molise in Pesche, Italy, for example, will describe his successful use of micro-organisms instead of chemicals to remove black crusts, nitrates, sulphates and other alterations from masonry, as well as unwanted animal glue from important painted frescos in Pisa and elsewhere in Italy subjected to well-intentioned but ill-advised restoration and preservation attempts in the 1980s.

His masonry restoration work has included the base of Michelangelo’s Pietà Rondanini and the Cathedrals of Milan and Matera.

Similarly, Sofía Borrego Alonso of the Archivo Nacional de la República de Cuba, said using costly chemical biocides to combat infestations of micro-organisms and insects, the principal agents of biodeterioration of cultural documents, not only harms the people that apply them, they accelerate the materials’ deterioration.

She will advocate the use of natural, plant-derived products successfully tested in Cuba’s National Archives.

Spanish researcher Nieves Valentin Rodrigo of the Instituto de Patrimonio Cultural de España, Madrid, takes the idea a step further, promoting the use of micro-organisms as bio-sensors to forewarn curators of potential risks to art objects from such threats as pollution and dust levels.

She said fungi and bacteria can be harnessed to warn of significant environmental fluctuations and the impact of too many visitors.

Besides biotechnologies, experts will revisit ancient ideas such as the Japanese technique of preserving frail items within multiple boxes. And they will highlight the potential use of styrofoam packaging to economically protect items from rising heat, humidity and other environmental hazards, said an UNU-BIOLAC release.

The Institute of History of Cuba will describe its innovative method to assess objectively the state of heritage photo and document collections, while experts from the Philippines will outline their system of ranking artwork restoration priorities.

Satyam to announce long-term plan next week – chairman

The board of fraud-hit Satyam Computer Services Ltd will decide on a long-term action plan, including a possible sale, in the next 7 to 10 days, its chairman said on Monday.

Kiran Karnik, who was last week appointed by the government as the chairman of the Satyam board, told Reuters a clear picture would be available by the middle of next week.

Satyam has been battling for survival after founder and former chairman Ramalinga Raju disclosed last month that profits had been overstated for years in the country’s biggest corporate scandal.

The fund-starved outsourcer firm, whose clients include General Electric and Coca Cola, has borrowed 6 billion rupees ($123 million) from banks to meet short-term capital needs.

“Now the short-term crisis has been taken care of. Once the fire-fighting is over, everybody is curious to know where things are moving,” Karnik said.

“We will chart out a long-term roadmap in the next 7 to 10 days and make a recommendation to the government that may include all possibilities. The government has to decide.”

“Things will be clearer by the middle of next week.”

Top engineering firm Larsen & Toubro controls about 12 percent of Satyam and has not ruled out raising its stake, while diversified Indian business houses Spice Group and Hinduja Group have also shown interest.

The board has appointed Goldman Sachs and another Indian investment bank to find a strategic bidder for the company.

The Economic Times newspaper said earlier on Monday Satyam would trim its sales staff in overseas locations to help cut costs and to repay debts to creditors, but Karnik said they were not in a hurry to shed workforce.

“We are not in a hurry (to trim employees count). We’ll have to look at it,” he said. “Obviously there is a financial crisis. Cost-control measures are being taken.”

Obama’s inaugural parade includes 10,000 performers

Washington – Just as the million-strong crowd dissolved on the National Mall after President Barack Obama’s inaugural oath Tuesday, tens of thousands of others remained along Pennsylvania Avenue in hopes of catching a glimpse of the newly-minted leader in the parade.

Obama and First Lady Michelle, who wore a yellow sheath and matching coat that hung open despite subfreezing weather, boarded the new presidential limousine to lead the parade that carries them over the 2.5-kilometre-distance to their new home at the White House.

One of the first daughters – Malia, 10, or Sasha, 7, it wasn’t clear which one – waved through the dark bullet-proof glass at the cheering, flag-waving 100,000-strong crowd, TV footage showed.

The Obamas were to dismount at the White House to a special parade stand to watch the show go by on the chilly, sunny day.

The parade performers include 10,000 people from music groups, school and university bands, cultural groups and special military units.

A prototype of NASA’s new lunar rover, driven by astronauts in their space suits, was also to roll down Pennsylvania Avenue in the parade.

The Obamas will be joined by Vice President Joe Biden and his wife, Jill, behind the bullet-proof, heated enclosure at the White House to watch the parade.

Later in the evening, the Obamas and Bidens are expected to attend the 10 official balls, which include a special one for the military and another new ball, called the Neighbourhood Ball, for the local region. (dpa)

Robert is in a similar position. The Berlin dweller spent a total of 20 nights with couch surfing hosts during a trip around Europe and hosts between two and four people a month. But what’s it like to have a stranger in your home?

“The host always sets the rules,” says Michael, and the host decides whether smoking is permitted in the apartment, when guests should be back home, whether they get their own key or if they may use the telephone.

Otherwise, not much else is discussed in advance, explains Robert.

“The guests gets my mobile phone number, the address and the name of the underground station where I pick them up.”

After the first meeting, talk quickly turns to a sightseeing programme.

“The guest tells me what they have been planning and I supply them with tips and information about Berlin – including a map of the city,” he says.

Robert says there are no hard rules at home. “In general the same rules apply that apply everywhere else.”

Those rules include one whereby the guest brings a present for the host.

“I bring coffee from my home country,” says Manoella. Michael usually brings a CD with music he has burned at home.

Another aspect to think of as a couch surfer is food and drink.

“When I arrive I put something in the fridge,” says Robert.

That makes sense as couch surfer and host often dine or go out for a drink together.

“There is a rule that says the guest must pay for drinks,” explains Michael.

The G19 keyboard was designed with input from the gaming community, meaning it is designed to meet the needs of passionate computer and online gamers, said the company. The new keyboard is due out in March.

The features include 12 programmable buttons, two high-speed USB ports and a colour LCD display. The 320×340 pixel display shows information relevant to the game being played.

Israel’s security cabinet expected to vote on ceasefire

Tel Aviv – The Israeli security cabinet was expected to vote Saturday night on a ceasefire proposal, as the military campaign entered its fourth week and airstrikes continued overnight across the Gaza Strip.

The warplanes hit about 50 targets during the night, including rocket launching sites, tunnels under the Gaza-Egypt border as well as mosques used as points from where militants fired at Israel, a military spokesman said.

Israeli Prime Minister Ehud Olmert’s office on Friday said there had been “significant progress” in talks in Cairo, where an Israeli delegation had been in discussions with Egypt’s intelligence chief.

Israel and Hamas, the Islamist group which rules Gaza, do not talk to each other directly but go through Cairo, which has been pushing for a ceasefire based on a short-term “humanitarian” truce, followed by negotiations on a longer-term ceasefire that would include the Israeli security concerns and the militants’ demand that the borders be opened.

The security cabinet vote would likely take place in the evening, after the end of the Jewish Sabbath, also giving Olmert and Defense Minister Ehud Barak time to discuss the proposal with their representatives who returned from two trips to Cairo in two days.

There has been speculation that Israel might surprise and go for a unilateral cessation of hostilities, a move United Nations Secretary General Ban Ki-moon had called for.

Israeli Foreign Minister Tzipi Livni signed a bilateral deal with US Secretary of State Condoleezza Rice in Washington on Friday, aimed at helping to curb arms smuggling into Gaza, as part of an effort to secure a ceasefire between Israel and Hamas militants.

Livni called it a “historic” deal that was a “vital component for the cessation of hostilities.”

Khaled Meshaal, Hamas’ Damascus-based political leader, said in Doha, at a summit of Arab leaders, that his organization would not accept Israeli dictates on the ceasefire, and that the militant group “had not suffered a defeat,” in the Gaza fighting.

Some 1,192 Palestinians have been killed and over 5,100 injured since Israel began Operation Cast Lead on December 27, in an attempt to stop Palestinian rocket fire at southern parts of the Jewish state. The first week focussed on airpower and on January 3 the ground troops moved into the enclave.

Three Israeli civilians and 10 soldiers have died since the operation began, and over 700 rockets have been fired from Gaza. (dpa)

Central Universities to be established in 12 states

New Delhi, Jan 9 (ANI): The Union Cabinet today approved the establishment of new Central Universities in Bihar, Gujarat, Haryana, Himachal Pradesh, Jammu and Kashmir, Jharkhand, Karnataka, Kerala, Orissa, Punjab, Rajasthan and Tamil Nadu.

The Central Universities Bill, 2008, aiming at conversion of Dr. Harisingh Gour Vishwavidyalaya, Guru Ghasidas Vishwavidyalaya, Hemvati Nandan Bahuguna Garhwal University and Goa University into Central Universities, and establishment of a new Central University in each of the twelve States, was introduced in the Lok Sabha on October 23, 2008.

This Bill was referred to the Department-related Parliamentary Standing Committee on Human Resource Development for examination and report.

The Committee presented its report on December 17, 2008, but the Bill could not be passed during the last session of Parliament.

As a number of preparatory steps are required to be taken for operationalizing the proposed Central Universities for the next academic session and Parliament is not in session, the Government is of the view that circumstances exist which render it necessary to take immediate action for the establishment of these Central Universities.

It has, therefore, been decided to recommend to the President of an Ordinance under article 123 of the Constitution for the establishment and incorporation of the proposed Central Universities.

The proposed Ordinance would contain all the provisions of the Central Universities Bill, 2008 pending in the Lok Sabha, with such changes as may be necessary to implement the accepted recommendations of the Parliamentary Standing Committee, which include, among others, dropping of the conversion of Goa university into a Central University.

The Conversion of Goa University was included in the Bill on a specific request of the State Government. However, the State Government subsequently informed that this issue had been discussed by the various segments of the society in the State and their elected representatives, including Members of Parliament, and they had come to the conclusion that conversion of Goa University would not be in the interest of the State, and requested for deletion of the relevant provisions from the Bill.

The Committee recommended dropping of the conversion of Goa University taking cognizance of this communication from the State Government. (ANI)

FBI looking for over 3000 additional staff

Washington, Jan.8 (ANI): The Federal Bureau of Investigation (FBI) is seeking to fill thousands of posts as it embarks on the biggest recruitment drive in its 101-year history.

According to the Scotsman, the vacancies include 850 special agents, besides a further 2,100 “professional staff positions”.

Jobs include intelligence analysts, fingerprint experts, language specialists and electronics technicians, presumably for help with wire-tapping and other hi-tech eavesdropping.

“Your country needs you.This is a great time to apply for a great job,” the paper quoted FBI spokesman Richard Kolko, as saying.

Perks include healthcare benefits and up to five weeks” annual holiday. However, the job description makes no mention of dark glasses, trenchcoats or trilby hats.

FBI officials said that they were on a hiring spree to counter new threats to internal security, especially from cyber crime, domestic terrorism and blue-collar criminals.

They said applicants with language skills and computer expertise would be welcome.

“We”re looking for professionals in a wide variety of fields who have a deep desire to help protect our nation from terrorists, spies, and others who wish us harm,” the Scotsman quoted John Raucci, the assistant director of the FBI”s human resources division, as saying.

Applicants must be US citizens and pass extensive background screening, including interviews with family, friends and former colleagues, and will be expected to uphold the agency”s motto of fidelity, bravery and integrity. (ANI)

Prime Minister to inaugurate Indian Naval Academy

Kannur, Jan 8 (ANI): Prime Minister Dr. Manmohan Singh will inaugurate the Naval Academy at Ezhimala in Kannur (Cannanore) district of Kerala today.

This Academy will be the premier officer-training establishment of the Indian Navy and will be the largest Naval Academy in Asia.

Commencing June 2009, all officers inducted into the Indian Navy, under various schemes, will undergo basic training at this Academy.

The Academy covers an area of 2452 acres along the North Malabar coastline. It includes part of the Kavvayi backwaters, where watermanship training would be conducted.

The Academy would have state-of-the-art classrooms, laboratories and workshops, a well-stocked library and a modern auditorium.

Physical-fitness training-facilities include indoor swimming and diving pools, an athletics track and stadium, a variety of playfields and courts, a firing range and a watermanship-training centre with several types of boats.

A comprehensive IT network, interconnecting various facilities is also being set-up.

While Naval Orientation Courses are being conducted at Ezhimala since 2005, full-fledged training will commence from June 2009.

The Academy will conduct a four year ”B Tech” programme for all newly inducted trainees. Courses would be offered in ”Electronics and Communications” and ”Mechanical Engineering”.

The syllabus and the curriculum has been drafted keeping in mind the current technical advancements and the skill sets that will be required in handling the future acquisitions of the Indian Navy.

Naval Orientation Courses of 20 weeks duration for other direct entry schemes (after graduation) in various Branches of the navy, will also be conducted here.

The total envisaged strength of the Academy, in June 2009, would be approximately 450 trainees, which would progressively increase to about 1100 trainees by 2013. This would include officer-trainees from the Indian Coast Guard, friendly foreign countries.

The Naval Academy will be manned by a mix of uniformed and civilian personnel for the conduct of training and other administrative support functions.

There would be 161 officers, 47 professors/ lecturers, 502 sailors and 557 civilians. Along with the families of staff, the campus would have a population of about 4000.

A well-designed township would provide living spaces for these personnel.

The Academy would be supported by a Base Depot Ship (INS Zamorin), Base Hospital (INHS Navjeevani) and a Station Health Organisation. (ANI)

US remains top Of Global Innovation Index rankings, India ranked 41

New Delhi, Jan.7 (ANI): The Second Global Innovation Index 2008 (GII) jointly published by Confederation of Indian Industry and INSEAD Business School, has once again placed United States at the top of the Global Innovation Rankings. India, on the other hand, is ranked a lowly 41.

The GII that has studied 130 countries has ranked Germany in the second position, followed by Sweden, the United Kingdom and Singapore.

The European economies including the Nordic ones continued to do well in 2008. Switzerland, Denmark and the Netherlands figured in the top 10 apart from Germany, Sweden and UK that figure in the top 5. However, France was the biggest loser slipping from the 5th to 19th position.

Singapore and South Korea are two Asian countries figuring in the top 10. However, Japan has slipped to the 9th position from the 4th and India its last year”s ranking of 23rd to the 41st position. With China ranked at 37th, most BRIC countries have been ranked lower than last time. Israel and Qatar from West Asia and Middle East find places in the top 25. There are other countries from the Middle East just below this quartile.

The GII results have revealed that innovation is correlated with income levels in a country. For example, the innovation levels in the OECD countries are much more than non-OECD countries. There are few countries from Africa that are included in the rankings with only South Africa coming in at the 43rd position.

Over the years, through its own research, INSEAD has examined the many factors enabling national economies to achieve sustained and higher innovation capabilities. The goal has been to provide benchmarking tools for business leaders and policymakers to identify obstacles to improved innovation and competitiveness and stimulate discussion on strategies to
overcome them.

This time and earlier in 2007, INSEAD based its innovation analysis on the Global Innovation Index (GII) and Framework,
a highly comprehensive index for measuring global innovation, which captures the microeconomic and macroeconomic parameters and variables.

CII has over the years, taken a pioneering role in building a culture of innovation in Indian industry and society. It is CII”s belief that the only way for Indian industry to have sustainable and inclusive growth is to adopt innovation as a business strategy. With this belief, a number of initiatives have been taken by CII in the area of innovation. To make
a successful plan and roadmap for action, there is a need for India to align the measurement gauge with similar benchmark practices adopted globally.

Innovation is no longer restricted to the vertical structures of R and D laboratories and universities. Therefore an approach that goes beyond the number of patents registered, number of articles published in research journals and percentage of GDP spending on R and D measuring innovation is needed. This is the key assumption behind the approach used in this study.

The GII while arriving at the results has made a distinction between inputs and outputs while measuring innovation in an economy. Inputs are aspects that enable an economy to stimulate innovative and outputs are the results of innovative activities within the economy. The input pillars include Institutions and Policies, Human Capacity, General and ICT
Infrastructure, Market Sophistication and Business Sophistication.

The output pillars that provide evidence of the results of innovation within the economy are Knowledge Creation, Competitiveness and Wealth Creation.

The data for the GII was collected from reputed international organizations such as the World Economic Forum, the World Bank and the International Telecommunications Union. In particular, a combination of qualitative and quantitative data is used for the computation of the GII. The qualitative data is obtained from the Executive Opinion Survey, a global CEO survey conducted by the World Economic Forum. (ANI)

New Delhi, Jan 7 (ANI): Prime Minister Dr Manmohan Singh will inaugurate the largest naval academy in Asia at Ezhimala on January 8.

The Naval Academy at Ezhimala located in Kannur (Cannanore) district of Kerala, will be the premier officer-training establishment of the Indian Navy.
