UPDATE 1-Verbund H1 earnings fall, outlook stable

VIENNA, July 27 (Reuters) – Austrian utility Verbund (VERB.VI) said low water supplies and weaker electricity demand hit first-half earnings, although electricity prices were improving and full-year profits should remain stable.

Verbund, which is 51-percent owned by the state, said it still plans to raise 1 billion euros ($1.3 billion) in a capital hike and this would happen in the fourth quarter at the earliest. The plan has been complicated by government infighting.

Verbund, which generates most of its electricity from hydro power, said net profit for first half fell 42 percent to 210.3 million euros ($271.5 million)

“Of particular detriment to the half-year results was the water supply from rivers, which was well below average,” Verbund said, adding, however, that prices on electricity markets were improving and its second half should be better.

Verbund said it expects a 25 percent fall in full-year operating earnings but stable profits compared with a year earlier. It said its dividend ratio would be 45-50 percent. ($1=.7746 Euro) (Reporting by Sylvia Westall; editing by Simon Jessop)

Uttarakhand Congress demands CM”s resignation over corruption charges

Dehradun (Uttarakhand), May 6 (ANI): Uttarakhand leader of Opposition and Congress leader Harak Singh Rawat has demanded the resignation of Chief Minister Ramesh Pokhriyal Nishank over allegations of corruption in the allotment of a hydro-power project.

Rawat accused the ruling Bharatiya Janata Party (BJP) Government of being corrupt in the allotment of the power project to as many as 56 private companies.

Rawat demanded a probe into the matter and sought Nishank”s resignation.

“The State government has resorted to corruption in the hydro-power project. We have been demanding a CBI (Central Bureau of Investigation) probe into the matter. The Chief Minister was justifying himself on a national television. We have demanded that he should resign on moral grounds,” said Rawat.

He added that the Congress would not allow the State Government to sell the power project to private companies. The power station in question is capable of generating up to 800 Megawatts.

Meanwhile, Nishank said that the process of allotment would only take place after all clearances have been received and Memorandum of understanding (MoU) signed with the companies.

“The 56 companies got power projects on the basis of tender. Only those companies got the tender that were technically sound. After the clearance of objections, MoUs will be signed with the companies,” said Nishank.

“I want to repeat that till now, nobody has got even half a megawatt of power,” he added.

The Chief Minister further said that that a committee of secretary-level officials has been formed to look into the objections raised over the allotment process.

Farmers protest against Hydro Power Project in Himachal

Rampur (HP), Sept 18 (ANI): Hundreds of residents and farmers here protested against the construction of run-of-river hydropower plant project on the river Satluj.

The campaigners called for Save Satluj drive and complained that the hydropower plant would disturb the ecological balance of the region.

“Our protest is to save our environment and our natural resources. They are being affected by the project. Because of this, the Sutlaj river will dry up, water mammals will die and the temperature of the region will also rise,” said Mohan Singh, a farmer.

Environmentalists believe that the 412MW Rampur hydropower project is not suitable to the fragile ecology of the region.

“The project will divert this river through the tunnel leaving the river bed dry which will disturb the ecological balance. This will not only affect the course of river but will also harm the crop grown in the area,” said Jai Chand, head of the Village Committee for Environment Protection.

The activists were protesting against the Rampur hydropower project authorities and the district administration.

The campaigners later staged a sit-in-protest outside the office of Sub-Divisional Magistrate demanding his intervention into the matter.

Supreme Court issues notices to Karnataka, Centre on Sivasamudram project

New Delhi, Aug.21 (ANI): A two-judge bench of the Supreme Court on Friday issued notices to the Karnataka Government and the Centre to reply within three weeks to an allegation by the Tamil Nadu Government that the Karnataka Government has unilaterally decided to go ahead with Sivasamudram Hydero power project in the Cauvery Basin by violating the directions of Cauvery Water Disputes Tribunal.

The bench comprising Chief Justice K G Balakrishnan and Justice P Sathasivam issued the notices.

Senior advocate K Parasaran mentioned the Tamil Nadu Government’s application in which it alleged that instead of putting the control of the project under a neutral agency, the Karnataka Government was executing it through Karnataka Power Corporation Ltd.

Counsel for the Tamil Nadu Government submitted that the Karnataka Governmenty has not accepted the direction of the Cauvery Water Disputes Tribunal that the project has to go through a neutral body like National Hydro Power Corporation (NHPC).

It said the Centre had come out with a proposal Cauvery-Mettur Hydro Electrical Project in 1998 by which four projects — ivasamudram, Mekadatu, Rasimanal and Hogenekkal-were to be executed by the NHPC.

While the Sivasamudram and the Mekadatu projects fall within the territory of Karnataka, the Rasimanal and the Hogenekkal projects come under Tamil Nadu.

The Tamil Nadu Government has sought a direction to the Centre to execute all the four hydro projects as a package through NHPC or any other appropriate central power generation utility so as to derive maximum benefits of power potential.(ANI)

Nepal, India review bilateral ties

New Delhi, Aug 20 (ANI): Visiting Nepal Prime Minister Madhav Kumar Nepal met Prime Minister Dr. Manmohan Singh at Hyderabad House last evening.

Both leaders discussed and reviewed progress in bilateral relations between the two countries.

According to official sources, the intensification of economic partnership between the two countries remained the focus of the discussions. Investment in the hydro power sector was also considered.

The issue of using Nepal’s territory for anti-India activities is also believed to have come up duirng the talks.

The meeting, lasted for about an hour, and was attended by External Affairs Minister S. M. Krishna, Home Minister P. Chidambaram, Finance Minister Pranab Mukherjee and National Security Advisor MK Narayanan.

Later, Prime Minister Singh hosted a banquet in honour of Nepal Prime Minister.

Earlier, the Nepalese Prime Minister invited Indian industry to invest in his country, saying his government would give due priority to such moves.

He assured them of providing a conducive atmosphere for industrial growth.

Candidly admitting to the state of political flux in his country earlier this year, he said he would make sure that the investment from India is given due priority.

He identified hydropower, roads, bridges, and infrastructure, construction, and tourism, agro-processing and financial services as potential areas for investment.

Nepal arrived in New Delhi on Tuesday at the head of a 64-member delegation, including the Finance, Tourism, Commerce, Industry and Energy Ministers. He will leave for Kathmandu on Saturday. (ANI)

Former President Kalam stresses need for self-reliance in energy

Ahmedabad, May 28 (ANI): Former President APJ Abdul Kalam called for possible solutions to provide energy independence since there has been continuous depletion of fossil-material derived oil, gas and coal reserves.

He was addressing the convocation of the Pandit Deendayal Petroleum University here on Wednesday.

He wanted the graduates to work for creating a research base that could form an important partnership in the world energy platform in energy.

He said: “You have the opportunity to play the role of system energy and system management in energy independence.”

Dr. Kalam said that energy independence has got to be achieved through three different sources namely renewable energy – solar, wind apart from hydro power -, electrical power from nuclear energy and bio-fuel for the transportation sector.

Present on the occasion was Gujarat Chief Narendra Modi, who laid stress on building an organisation involving countries taking stride in solar power generation policy which could spur a revolution in power generation.

“Why can’t India take initiative and create an organisation of solar powered countries. Every country benefits from solar power. These countries can come together and prepare a corpus fund and make new avenues. This would give cheap and easy facilities for people to benefit from solar power. I believe that day wouldn’t be far when India will lead these solar powered countries,” said Modi.

To promote green and clean power in the state, the Gujarat Government is giving a thrust to solar power generation for which it is extending a slew of incentives to prospective developers setting up solar power projects. (ANI)

Sources claim that in a meeting held in the CPI (M) state secretariat in Trivandrum, members asked for Achutanandan’s resignation as he has been defying party’s stand to give a clean chit to Pinarayi Vijayan.

Opposition Congress-led UDF today asked Governor R S Gavai to reject the cabinet decision to deny permission to CBI to prosecute CPI(M) leader Pinarayi Vijayan, increasing pressure on the ruling LDF Government in Kerala,.

Kerala’s opposition leader Oommen Chandy led a UDF delegation and submitted a memorandum to Governor Gavai, asking him to take an independent decision on the matter and reject the cabinet decision, which held that there was no ground to prosecute Vijayan in the case, a news channel reported.

“As the Opposition, it is our duty to seek the Governor’s intervention in the matter. We expect he will act to uphold the law and the Constitution by examining all aspects of the issue,” Chandy told reporters after meeting the Governor.

The cabinet had on Wednesday endorsed the legal opinion given by the Advocate General, stating there was no ground to grant permission to CBI to prosecute Vijayan in the case.

‘Indian water terrorism’ greater threat than Taliban: Pakistan

Lahore, May 5 (ANI): Taking the Kishanganga dam issue a step further, Pakistan has termed India’s initiative to build a dam on the Indus River as ‘Indian water terrorism’ and said the issue posed a bigger threat to country than the Taliban.

Chairman Indus Water Council Pakistan, Zahoorul Hassan Dahir said India is trying to establish its full control over the Indus River and deprive Pakistan from its share of water.

“After Chenab and Jhelum now India is pursuing a plan to get complete control over Indus River,” The Nation quoted Dahir,as saying.

Dahir said the problems of terrorism, insurgency and Talbanisation were created intentionally to divert attention from ‘Indian water terrorism’.

He said urged the government to take immediate step and approach the International Court of Justice to counter the aggressive Indian move and secure the country’s water rights.

“Pakistan’s efforts for sorting out contentious issues about Baglihar Dam and Kishan Ganga Hydro Power project have failed, therefore government should approach International Court of Justice,” he added. (ANI)

Discoms gear up for summer load

NEW DELHI: While the city is going through a comfortable phase on the electricity front these days, officials claim that May and June will see an
unprecedented surge in electricity demand. At present, there is abundant power available in the city and northern states like Delhi are exporting about 4,000MW to south India.

“The temperature will gradually start rising in the coming weeks. In June, the paddy load in Haryana will put a great pressure on the state’s power availability,” said a senior official. Officials added that there was some concern about hydro power availability in the coming weeks. “We are hopeful that it will rain in the south in June so the demand there falls and hydro power is utilized. At that point of time, we expect southern states to export extra power to the northern region as the demand here will be at its peak,” added the official.

Delhi has not faced an adverse power situation in the last several days with the peak demand only recently going past 3,000MW. Officials said the demand has been much lower than what it used to be around this time in the previous few years. With the temperature likely to shoot up during peak summer, discoms are gearing up to meet the summer load of the city. The state government is expecting a maximum power demand of about 4,400MW this year, while last year it peaked at 4,034MW in May

Climate change aims need to be better integrated

Washington, March 27 (ANI): A report published by the Partnership for European Environmental Research (PEER), has suggested that specific measures to tackle climate change, such as emissions trading, will only be successful if they are coherently supported by other government policies addressing economic and social issues.

The report explains that, in order to create an effective, Europe wide climate policy, climate change issues must be better integrated into both general and sector-specific policies such as taxation, transportation, and land use planning.

By doing this, the necessary changes in production processes and consumption patterns to tackle climate change will be achieved.

According to Lead author, Dr. Per Mickwitz, from the Finnish Environment Institute (SYKE), “Although the inclusion of climate change mitigation and adaptation in general governmental programmes and strategies has substantially increased in recent years, much more is needed in terms of integrating climate issues into specific policy measures.”

“Annual budgets, environmental impact assessments and spatial planning procedures are three examples of existing measures which we believe have significant potential to be climate policy instruments,” he said.

The new report assesses the degree of climate policy integration in six different European countries, at national and local levels, as well as within key policy sectors such as energy and transport.

It analyses measures and means to enhance climate policy integration and improve policy coherence.

The report shows that when climate policy is integrated into an increasing number of policy sectors such as energy, transport and land use, many latent conflicts are reopened.

These include conflicts over nuclear power, taxation, hydro power, mobility and other issues involving values and ideology.

If such conflicts are not recognised early they provide a barrier to effective climate policy integration.

According to Professor Pat Nuttall, Director, Centre for Ecology and Hydrology, UK, “As PEER chair, I know how important it is to work together within Europe to ensure that future decisions will be based on the best information available, minimizing risks and, in some cases, turning threats into opportunities.”

“There is a huge need for increased policy and programme evaluation from a climate change perspective, and this report is a first step towards achieving this goal,” he added. (ANI)

Punjab-East Midland to strengthen bilateral ties

Amritsar, Mar 22 (ANI): Punjab recently hosted a reception for the 14-member delegation from East Midland in United Kingdom which was on a tour to Punjab to strengthen bilateral ties and explore trade possibilities in the state.

The delegation showed keenness in sectors like education, engineering, hydro power, skill training and textile designing.

The reception was organised by the Confederation of Indian Industry and Punjab Link Council (UK).

The delegates discussed possibilities of exports between Punjab and East Midland.

Punjab Link Council’s Chief Executive Officer Baljeet Singh said that this was a great opportunity for both sides at the time when all the businesses were looking at their cold sides.

“This is the time to build resilience. I think this is the time to look at new corporate business ideas to see what we can do. For example- can a business have a joint venture from Punjab with businesses in the UK with people that are here, so that each business can develop, strengthen and have formal robust infrastructure than before,” Singh said.

“These economic cycles are inevitable and I believe as we all believe there will be an upturn, lets get ready for that. This is the time to do it,” Singh added. he head of the East Middlian Business for Punjab, Helen Dias, said that she is expecting to form formal links between the universities of both the sides.

“We tend to follow up with the universities mission. We will be promoting Punjab across the East Middle. For example- there are 5000 knitwear firms in Ludhiana and we are looking at Amritsar’s growth. Call centres also have some potential here,” Deas added.

There were 633 industrial enterprises in Punjab with investment of over 3.9 billion USD till 2003. Today there are 0.2 million small-scale industries and 600 large and medium scale industries functioning in the state.

Vice Chairman of CII, Gunbir Singh informed that the United Kingdom is the third largest cumulative investor in India.

“UK is the third largest cumulative investor in India. Today India happens to be the largest investor in UK and our balance of trade is favourable with UK,” Singh said.

“We would like to see business opportunities, which can come our way during this delegation’s visit. The more we expand our ties with other nations definitely it will benefit the common user and Punjabis in particular,” Singh added.he UK business delegates reiterated the sentiment that Punjab is a natural partner for the East Midlands’ region.

And they are keen to develop partnerships and share their diverse advanced technologies in space, transport – from rail to motor racing- waste treatment, bio and life sciences and technical textiles.

During a meeting with visiting Chinese delegation led by Assistant Chinese Foreign Minister Liu Jieyi at his office, Prachanda proposed that the Chinese government should support the construction of 400 MW Narsinghgad hydro-power project in Jajarkot.

He also urged the Chinese government to help Nepal in infrastructure building and development of Special Economic Zones (SEZ).

Nepalnews quoted Om Sharma, the press advisor of Prachanda as saying, the Chinese side was positive on the proposals.

Prachanda also told the delegation that he wanted to make his China visit a historical one and set a milestone in the Sino-Nepal relations. Prachanda is scheduled to visit China in the second week of April. They will sign a Peace and Friendship Accord during the visit.

The delegation will meet Home Minister Bam Dev Gautam, Foreign Minister Upendra Yadav, Defense Minister Ram Bahadur Thapa and other high-level government officials.

Shinde inaugurates NTPC anchored event

New Delhi, Feb 13 (ANI): Union Minister of Power Sushilkumar Shinde here today inaugurated a two-day NTPC anchored event ‘Imagineering for Brave New World Indian Power Stations’.

Delivering his inaugural address he lauded the Navratna company’s efforts towards achieving targets while always keeping in mind the social responsibility.

He also expressed confidence that NTPC would accept the challenges posed by the competitive environment in the power sector and continue its journey.

Minister of State for Commerce and Power Jairam Ramesh emphasised the need to overcome challenges in different areas.

He categorised them as the environmental challenge in terms of growing demand for reduction in carbon emission, the competitive challenge due to tariff based competitive bidding and human resource challenge of attracting the best talent and retaining it.

The conference has been organised to showcase the best and modern/new technologies and practices being adopted in operation and maintenance of power plants world wide.

The issues to be deliberated during the two day conference are 123 and the changing generation scene, fuel security strategies, operational cost challenges, regulation and customer enlightenment and inclusive growth as the centre.

NTPC is the largest power generation company with an installed capacity of 29894 MW through 26 power stations including JVs.

Over the years NTPC has developed world class technology and skills in design, engineering, construction, project management, operations and maintenance and renovation and modernization of power projects.

The company is now emerging as an integrated power major with presence in Hydro power, coal mining, power distribution, power trading, E and P and in future plans presence in manufacturing power plant equipments, renewable energy and nuclear power. (ANI)

Power crisis hits Himachal Pradesh

Kullu, Jan 4 (ANI): Power crisis loomed over Himachal Pradesh as the water level in reservoirs had fallen steeply with water flows in rivers and rivulets getting drastically reduced due to plummeting temperatures.

Due to the non-melting of the snow following very low temperatures, the reservoirs are not receiving enough water to maintain the minimum required levels at which the hydel-power projects are operated.

T. Swaminathan, the General Manager of Malana Hydro-Electric power project of said that hydro-power generation is water dependent and during winter season the temperature is very low in the upper reaches and the snow doesn”t melt. Due to this the rivers do not get the requisite amount of water to generate electricity.

“The water inflow is much less than the average inflow. So, naturally, we will get very much less generation, we will be getting around 2.5 lakh units per day whereas it should be around 25 lakh units during peak season,” he added.

The intense cold weather conditions coupled with shortage of electricity are compounding the problems of the people. Owing to power shortage for prolonged hours residents are not able to warm themselves using heaters and blowers.

Himachal Pradesh caters to the power needs of North India including the National Capital Region (NCR), Delhi, Haryana, Punjab and Chandigarh. (ANI)
