New UK fiscal watchdog to publish first forecasts

LONDON, June 14 (Reuters) – Britain’s new fiscal policy watchdog is expected on Monday to pour cold water on the previous Labour government’s hopes for a powerful recovery when it unveils its first growth and state borrowing forecasts.

That, in turn, will hint at the scale of spending cuts and tax hikes needed for the Conservative-Liberal Democrat coalition to rein in a record budget deficit running close to 11 percent of national output and among the highest in the developed world.

The figures from the independent Office for Budget Responsibility, created by the coalition that took over from the 13-year-old Labour administration in May, are intended to clarify the fiscal picture ahead of this month’s budget.

“The emergency budget on 22 June and the comprehensive spending review this autumn is not going to be pleasant for anyone as further major spending cuts and tax hikes are inevitable,” said Howard Archer, an economist at Global Insight.

Archer said the coalition had been preparing “the public to take the nasty medicine that the UK economy has to take for a long time to get back to long-term fiscal health”.

The new forecasts arrive after revised official data showed borrowing coming in lower than expected for the fiscal year 2009/10 at 156 billion pounds ($227.2 billion), but still at previously unseen levels.

Britain’s economy also appears to have pulled safely out of an 18-month recession but market turbulence over the euro zone’s fiscal crisis and a continued lack of credit availability have cast a shadow over future prospects for growth.

Investors can expect the OBR to cut Labour’s forecast for growth above 3 percent next year and beyond.

SWEEPING CHANGES

As such, while near-term borrowing could look better, it may not fall as fast as previously hoped over the next few years — potentially providing further support for the hefty spending cuts planned by Conservative finance minister George Osborne.

Monday’s forecasts are also likely to suggest much of Britain’s borrowing is structural — pointing to sweeping changes to the way the state budget is financed and run. The OBR, expected to restore some credibility to UK fiscal policy, will change the way estimates are made public, giving a fan chart of likely outcomes for growth with one “most likely” central forecast that will feed into borrowing projections.

Under Labour, the finance minister would outline two forecasts: a headline one and a more cautious estimate that was used for public finances calculations.

The range of possibilities for the economy, similar to that issued by the Bank of England each quarter, will be based on government policy at the time the coalition took power in May, excluding the 6.2 billion pounds of cuts introduced since then.

The OBR, headed up by former Treasury official and ex-BoE policymaker Alan Budd, will also go into some detail alongside the headline figures for borrowing and growth.

Estimates for growth will include quarterly forecasts for the near-term, sub-sector breakdowns for growth will be given for several years and the OBR will reveal more of the factors underpinning its judgements.

INTERVIEW – Muntari and beauty queen plot African success

Ghana’s Sulley Muntari has predicted African teams will prosper in the World Cup despite “bad organisation” and hopes to increase the continent’s future prospects with help from his beauty queen girlfriend.

The Inter Milan midfielder, set to be in South Africa for the June 11-July 11 tournament despite a strained relationship with the Ghana team, said Africa is ready for a breakthrough.

“African football is growing faster because we have great players that are playing in great clubs in Europe so it’s going to be a good tournament because now we have so much confidence in ourselves and Africa,” the 25-year-old told Reuters.

“Everything is possible. If not us maybe Ivory Coast, Nigeria… Cameroon because they have so much experience. Four years ago (in Germany) we were there. We know how it is and what it is all about. We will do well.”

Muntari missed this year’s African Nations Cup after being dropped for disciplinary reasons as African teams continue to struggle to be totally professional in their approach.

“We Africans have a different mentality, we always want to win. Maybe sometimes the organisation is bad that is the only thing,” he smiled.

Muntari recently starred in a film called “Football Fables”, which portrays the challenges of young African soccer talent trying to make it on to the European stage.

DIAMOND-ENCRUSTED WATCH

The former Udinese and Portsmouth midfield general was forced to come to Italy as an unassuming 17-year-old to pursue his dream but now believes the situation has changed.

“There are a lot of facilities that they have in Africa so my advice is that players stay a little bit there and get more experience. Then they will come to Europe and perform well,” added Muntari, still shy despite sporting a diamond-encrusted watch.

“You can see from the South African league which I think is one of the top leagues in Africa. You see most of their players, they don’t come to Europe when they are younger.”

Sat in a swanky office on Milan’s main fashion strip, Muntari is flanked by his partner Menaye Donkor.

She holds the distinction of being Miss Ghana Universe 2004 but defies the usual image of a soccer player’s girlfriend.

A graduate in marketing from a Toronto University, the Ghanaian is also trying her best to help Africa by running a charity which bears her name.

“I have worked with children affected with HIV/AIDS. What we do is we raise funds basically assisting with food and medicine, school supplies and everything,” she said.

“The other project I am working on is the mini-international school. It is a school that is located in the central region of Ghana where there are basically about 200 children.”

Fundraising in New York has raised her glamorous profile but she will travel as a normal fan to cheer on Muntari in South Africa against Group D rivals Germany, Australia and Serbia.

“We are pretty much very simple people,” she laughed.

“He is a very down-to-earth person so I don’t find it as a threat, you know every morning thinking ‘oh my God I am going out with this soccer player’, we are just very normal people.”

Revamped airport set for take-off

The Bundaberg council in southern Queensland says it hopes a new airline will be operating out of the region’s airport by the end of the year.

The multi-million dollar upgrade to the Bundaberg Airport, including the extension of the runway and construction of a new terminal, will be officially opened today.

Security equipment for passenger and baggage screening is expected to arrive this month.

The council’s economic development manager, Naomi Searle, says the upgrade has increased the airport’s future prospects.

“The discussions that we’ve had with airlines so far have been fruitful,” she said.

“There have been a range of airlines and a range of different routes we have been talking about.

“I’d like to hope this year we would have additional services here. I see Bundaberg is placed quite nicely in relation to new route development.”

Ms Searle says the project has been long-awaited.

“The runway has cost $14 million and the terminal itself, including the relocation of community clubs which has been integral to the development, has been about $7.85 million,” she said.

“We’re still completing the car parks to bring the total car park bay up to about 420 parks.”

Bundaberg Chamber of Commerce president Ron Bishop says it is only a matter of time before new airlines begin business at the airport.

“It’s not a matter of if they will come, it’s a matter of when,” he said

“Right now we are going through the tail end of a recession or a downturn with the global financial crisis, and aviation is the last one to jump back on board and say we’re actually moving ahead.”

But Mr Bishop says when it does happen it will be a major boost for the region.

“I think it’s going to be great for Bundaberg in that it’s going to open up access to other areas in Australia,” he said.

“What it will do is put a little more competition on the air carriers that are in place now and it will lower costs for us, and lower costs are always good.”

US Charge d’Affairs meets Advani

New Delhi, May 13 (ANI): US Charge d’Affairs Peter Burleigh on Wednesday met BJP’s Prime Ministerial candidate L K Advani here and discussed the bilateral ties and regional matters, particularly developments in Pakistan.

A US Embassy spokesman said Indo-US relations and its future prospects figured in the discussions between Advani and Burleigh.

The meeting was part of “routine consultations”, a US Embassy spokesperson said.

Burleigh had earlier met senior BJP leader M Venkaiah Naidu.

The Indo-US civil nuclear deal and developments in Pakistan came up for discussion during that meeting, Naidu had said then.

Burleigh has also met TDP leader N Chandrababu Naidu in Hyderabad a few days back. (ANI)

Speculation on post polls prospects

New Delhi, May 13 (ANI): CPI (M) Politburo member Sitaram Yechury has that its party would decide on any post-poll alliance only after the results were out.

“We will decide on our future prospects only after May 16,” he said.

The CPI (M) and other smaller parties have forged the ‘Third Front’ that challenges the United Progressive Alliance (UPA) and the National Democratic Alliance (NDA).

Meanwhile, Congress spokesman Abhishek Manu Singhvi said the party was confident of running a coalition government, but did not give any details about any possible shake-up.

“Whether individually or collectively we know very well how to conduct coalition ethics. We have done it successfully and will do it successfully. We will do this exercise after May 16,” said Singhvi.

Meanwhile, Lok Janshakti Party (LJP) supremo Ram Vilas Paswan said that the coalition could take a call on support from the ‘Third Front’ if it fell short of a majority.

“If the United Progressive Alliance attains majority then there wouldn’t be any issue but in case if it doesn’t or a situation arises where we have to give or take support from the Third Front then a collective decision would be taken on it,” said Paswan.

So far, elections have been completed to 457 seats since the exercise began on April 16.

The counting of votes will take place on May 16. The 543-member House will be constituted before June 2. (ANI)

Oz squad thrilled to have Symonds back despite poor form

Dubai, Apr.22 (ANI): Australian cricketers have welcomed Andrew Symonds back into their fold despite his poor form, both on and off the field.

Australia’s acting skipper Michael Clarke said the way Symonds played in his comeback series against Pakistan in the United Arab Emirates would be vital to his future prospects.

And Clarke said it was up to the all-rounder to decide whether he also needed to prove anything off the field, after several recent disciplinary lapses resulted in him being removed from the team to undergo counselling.

“Obviously Cricket Australia have made it clear that he was right to come back and as captain of this team I’ve tried to make him as welcome as possible. He’ll be treated like everybody else, he knows what’s expected to be an international cricketer for Australia and I’m sure he’ll uphold that,” the Sydney Morning Herald quoted Clarke, as saying.

Clarke said the talented all-rounder had a debt to repay with the way he performed with bat, ball and in the field, after being selected despite mediocre recent form with Queensland.

He averaged just 15.15 for the Bulls in eight first-class matches over the past summer and also struggled for runs in the one-day domestic competition.

“They’ve obviously shown faith in him again by re-selecting him for this tour,” Clarke said.

According to a three-year long study conducted by researchers of the Bangalore-based St John’s Medical College, a five-in-one combo pill – Polycap – can prove beneficial in reducing the heart attack or stroke risk by as much as 50 percent, even more!

The researchers, three St. John’s doctors – Prem Pais, Denis Xavier and Alben Sigamani – and experts from Canada’s McMaster University, who were part of the global breakthrough of Polycap, said that once the wonder pill gets approved by the Drug Controller General of India, it will become available in the markets.

Manufactured by the Indian pharmaceutical company Cadila, the polypill is a combination of five drugs into one – which include three blood-pressure lowering drugs, a statin and aspirin. The findings by researchers depict that a 12-week usage of the polypill helps reduce blood pressure and cholesterol, without any increased side-effects.

Though the development and clinical testing of the pill was undertaken in Bangalore, the study was carried on in 50 centers across India, with the conclusions being based on a sample of 2,053 people aged between 45 and 80 years.

London, Mar, 21 (ANI): Manchester United coach Sir Alex Ferguson has slammed former star footballers Alan Shearer, Gary Lineker, Alan Hansen and Mark Lawrenson for criticizing the current string of players from the commentary box.

Ferguson said he would never take up the job of a commentator in future.
