Modi to showcase Gujarat in China

Gujarat Chief Minister Narendra Modi may not be welcome in the US, but China is ready to roll out the red carpet for him as he gears up to visit the world’s fastest growing economy and Asian powerhouse next month.

Modi is likely to visit China Nov 8, reliable sources told IANS. The visit has been cleared by the external affairs ministry.

Modi is expected to make a pitch for greater Chinese investment in Gujarat and showcase his state as a hub for foreign investment. In particular, Modi is likely to discuss the prospects of Huawei, China’s biggest telecom company which has a considerable presence in India, investing in Gujarat.

China has been impressed by the economic transformation of Gujarat in the last decade and the massive foreign investment it has attracted in different sectors. When China’s Vice Minister Ai Ping visited Gujarat last week, he had lauded Gujaratis’ contribution to business development in different countries, including China. He had also extended an invitation to Modi to visit China.

Modi is expected to seek Chinese assistance to develop a “Gautam Buddha circuit”, that includes constructing a temple where Buddha’s relics would be preserved, to attract tourists to the state.

Modi’s visit will take place soon after Nur Bekri, chairman of the Xinjiang Uyghur Autonomous Region in China, visits New Delhi and Mumbai next week to explore investment opportunities.

The visit by regional leaders has become a trend of sorts lately, with Bihar Chief Minister Nitish Kumar going to China in June. Kumar’s visit was focused on cooperation in the field of infrastructure, agriculture and rural development.

Despite differences over a host of issues, economic ties between India and China have been showing a steady upswing.

The two countries recently held their maiden strategic economic dialogue to exchange their experiences in macro-economic management and to address issues like the growing trade imbalance in favour of Beijing.

Bilateral trade is already touching $60 billion, with both sides confident of scaling it up to $100 billion.

India, US to discuss terror, Pak at strategic dialogue

Continuing with their deepening ties, India and US will hold their first Strategic Dialogue next week and will discuss a plethora of issues, including the security situation in the region and cooperation in countering terrorism.

The Strategic Dialogue, to be held on June 3 in Washington, will cover 18 sectors, including energy and climate change, education and development, strategic cooperation and science and technology. The Indian side will be led by External Affairs Minister S M Krishna while US will be represented by Secretary of State Hillary Clinton.

The Strategic Dialogue will focus on a wide range of bilateral, regional and global issues of shared interest and common concern. It would give direction to the programmes currently under implementation and take initiatives to further the Indian and US developmental, security and economic interests, External Affairs Ministry spokesman Vishnu Prakash said here on Sunday.

The two sides will discuss the situation in Afghanistan and Pakistan and the issue of continuing support of terror groups by Islamabad is also expected to come up at the dialogue which will also lay the ground for President Barak Obama’s visit to India in November.

Interestingly, the dialogue will take place at a time when Indian investigators will be in the US to question David Coleman Headley.

It (the dialogue) will focus on a wide range of bilateral, regional and global issues of shared interest and common concern. It would give direction to the programmes currently under implementation and take initiatives to further the Indian and US developmental, security and economic interests, Prakash said.

The dialogue will be based on the joint statement that was issued after Prime Minister Manmohan Singh met Obama in Washington in November. Currently our interaction, our exchanges, our dialogue is being undertaken in eighteen areas comprising of five pillars of cooperation, under the Strategic Dialogue. These are: strategic cooperation; energy and climate change; education and development; economic, trade and agriculture; and lastly science, technology, health and innovation, the spokesperson said.

The two sides will also seek to operationalise the Obama-Singh Knowledge Initiative that aims at increasing University linkages, faculty exchanges and cooperation in the education sector. Talks will also be held on ways and means to increase cooperation in agricultural research, human resource capacity development and natural resource management.

The Indian delegation will include HRD Minister Kapil Sibal, Minister of State for Science and Technology Prithviraj Chavan and Foreign Secretary Nirupama Rao. From the US, National Security Adviser James Jones, Commerce Secretary Gary Locke and Education Secretary Arne Duncan will be present.

Haj panel ruled ‘out’

New Delhi, May 26 — In a first, none of the top members of the Haj Committee of India, including its chairperson, will organise this year’s Haj, the annual Muslim pilgrimage, following a Delhi High Court order. The court on Wednesday struck down solicitor-general Gopal Subramanium’s appeal that the top brass be allowed to function so that Haj arrangements don’t suffer.

The court said the joint secretary in-charge of Haj in the external affairs ministry could temporarily oversee Haj arrangements instead. Annual Haj operations, a Rs 800-crore exercise, have been dogged by allegations of irregularities.

Subramanium appeared on behalf of Haj Committee chairperson Mohsina Kidwai, a Congress leader, and two of her deputies, all of who have been barred from functioning due to alleged irregularities in the Haj Committee’s elections. “They will not function till disposal of the writ petition (filed by al-Haram Khudamul Hujjaj, a Delhi-based Haj services society),” the Delhi High Court bench of Justices S.K. Kaul and Valmiki Mehta said.

The society had sought the court’s intervention, citing irregularities in the way Haj affairs were being run. “Various elections to the Haj Committee have been held without following rules under the Haj Act,” Tariq Siddiqui, lawyer appearing for the aggrieved party said.

The Haj Committee had declared Congress leader Mohsina Kidwai as chairperson elected on March 10, despite a court order that very day, stalling all elections. The Haj panel is a statutory body with 23 members – four are joint secretaries of ministries such as external affairs and civil aviation, who do not have voting powers.

Of the other 19, 10 are government nominees and nine elected according to the Haj Committee Act.

India strongly condemns Moscow metro blasts

New Delhi, Mar 29 (ANI): India on Monday condemned the twin blasts which rocked Russia’s Moscow Metro Rail network killing over 40 people.

In a statement issued, the External Affairs Ministry extended condolences to the families of those killed in the attack.

“The Government of India strongly condemns the bomb blasts that have taken place in the metro stations in Moscow on March 29, 2010 in which scores of innocent people have lost their lives and many more have been injured,” the MEA statement said.

“The Government extends its heartfelt condolences to the families of those killed by these acts of targeted violence,” it added.

In the statement, the MEA called the international community to organize and combat terrorism unitedly.

“The Government reiterates its conviction that only collective efforts by the international community can combat the scourge of terrorism that the world is facing today,” the MEA said.

The ministry also expressed solidarity with the Russian people, and the Government.

“The Government of India expresses its solidarity with the Government and the people of the Russian Federation and hopes that the perpetrators of these senseless attacks will be brought to justice,” the statement said.

Earlier, in the morning, blasts at Central Lubyanka and Park Kultury stations rocked the busy Moscow metro rail network.

Moscow”s metro is one of the busiest subways in the world, carrying over 5.5 million passengers a day.

Following the incident, the Russian administration expressed suspicion over the blast being suicidal in nature.

Moscow Mayor Yuri Luzhkov said both explosions were believed to have been set off by female suicide bombers as the trains entered the stations.

There was a major attack on the Moscow Metro in February 2004, when at least 39 people were killed by a bomb on a packed train as it approached the Paveletskaya Metro station.

Six months later, a suicide bomber blew herself up outside a station, killing 10 people. Both attacks were blamed on Chechen rebels, who had targeted the capital in the past.(ANI)

Mukherjee is point person again on matters economic (Profile)

New Delhi, May 23 (IANS) Veteran Congress party leader Pranab Mukherjee, who has been given the finance portfolio, will have his hands full in the coming weeks and months as he has the onerous task of lifting the Indian economy out of its current woes, presenting a national budget and get reforms back on track.

Gifted with an agile mind and a photogenic memory, the 73-year-old journalist-turned-politician is, nevertheless, expected to walk into North Block rather comfortably. For Finance is not a new portfolio for him, as he held additional charge of the ministry since this January when Prime Minister Manmohan had to undergo a heart surgery.

Nor is Mukherjee uncomfortable with matters economic.

The prime minister had such faith in his economic acumen that he had asked him to chair some 60 ministerial groups, many of them on technical economic matters like gas pricing, frequency spectrum and broadband policy, even though he already had his hands full in the external affairs ministry.

Mukherjee also presented the interim budget for this fiscal and has to present a regular budget by July 31 or take a new vote on account.

“We will have to prioritise. The economy has to be brought back on rail. We will have to insulate it from the adverse effect of financial crisis,” he told reporters here, soon after he was inducted as a cabinet minister Friday, comprehending well the difficult times in which he has taken charge of the finance portfolio.

The economic growth has slipped sharply from the high 9 percent average growth between 2005-06 and 2007-08, industrial output has declined, exports have dipped, fiscal deficit has ballooned and revenue mop up has failed to keep pace with the needs.

Yet industry is optimistic that the political stability for the Congress-led United Progressive Alliance (UPA) government as the result of the surprise electoral verdict will help accelerate the reforms agenda, for which the new finance ministry has enough experience.

Elected to the Lok Sabha from Jangipur in Murshidabad district, Mukherjee had presided over the finance ministry even earlier as a cabinet minister from January 1982 to December 1984 under then prime minister Indira Gandhi and briefly under her son and successor Rajiv Gandhi.

This apart, the pipe-smoking politician, who has a master’s degree in history and political science, and a bachelor’s degree in law, has handled a host of economic portfolios.

During his four-decade association with politics, he held additional charge of commerce ministry between September and December 1984 and was in the finance ministry before that as a minister of state from October 1974 to December 1975.

He has also served as a minister for revenue and banking with independent charge from December 1975 to March 1977. And between June 1991 and May 1996, he was deputy chairman of the Planning Commission, and cabinet minister for Commerce, Steel and Mines for two years starting January 1980.

Among other economic portfolios handled by him during his long political career are steel, mines, industry, shipping and transport.

Over the past six months, Mukherjee had also been addressing a host of business seminars and meetings, besides keeping the media busy with remarks on foreign policy, notably on the country’s immediate neighbourhood.

He was not only the keynote speaker at the high-profile Partnership Summit of the Confederation of Indian Industry (CII) last December but was also chief guest at the annual meeting of the Federation of Indian Chambers of Commerce and Industry (FICCI) in February.

“Industrial production is down. Certain sectors need revival, though the Indian economy is not so badly affected. Corrected measures have to be taken. Growth will be our main focus. And when I mean growth, I mean inclusive growth that will carry everyone along, including the underprivileged in the country,” he said.

The Prime Minister also expressed hopes that Pakistan would cooperate with New Delhi “on all matters.”

Earlier, President Pratibha Patil administered oath of office and secrecy to Prime Minister Manmohan Singh along with 19 Cabinet ministers.

The 76-year-old, soft-spoken economist is the first Prime Minister since post-independence after Jawaharlal Nehru to be returned to office after completing a full term.

Senior Congress leader Pranab Mukherjee, NCP chief Sharad Pawar, A K Antony, P Chidambaram, Trinamool Congress chief Mamata Banerjee, former Chief Ministers S M Krishna, Ghulam Nabi Azad, and Veerappa Moily were inducted in the Cabinet.

Mukherjee is likely to retain finance portfolio, which he got as additional charge towards the end of the tenure of the outgoing government.

The names of Krishna and Kamal Nath are being mentioned for External Affairs Ministry. Chidambaram and Antony are expected to retain home and defence respectively.

Today’s swearing-in would be followed by an expansion of the Council of Ministers on May 26. The expansion would include Cabinet Ministers, Ministers of State (MoS) with independent charge as well as other Ministers of State. (ANI)

PM wants Montek Singh Ahluwalia as Finance Minister?

New Delhi, May 17 (ANI): As the Congress core committee brainstorms over the issues related to government formation, there are reports that Dr. Manmohan Singh wants deputy chairman of the Planning Commission Montek Singh Ahluwalia as the next Union Finance Minister.

Ahluwalia will have to enter the cabinet through the Rajya Sabha route, the same as the Dr. Singh, CNN-IBN reports.

With party leaders insisting that the UPA does not need the support of any new big allies, the Congress is also likely to keep key portfolios with it.

There is also a demand from within the party to bring Rahul Gandhi into the Cabinet especially after his successful campaigning strategies, particularly in Uttar Pradesh.

According to the sources, Rahul is likely to be included as the Rural Development Minister in the Cabinet.

Sources revealed that the new Cabinet would include several young MPs.

The other young MPs apart from Rahul who are likely to be inducted into the Cabinet include Sachin Pilot, Jitin Prasada, and Sandeep Dikshit.

The major UPA allies such as the Dravida Munnettra Kazhagam (DMK), the Trinamool Congress and the Nationalist Congress Party (NCP) also are expecting ministerial berths.

Reports claimed that the UPA Chairperson Sonia Gandhi has already called up Rashtriya Janata Dal chief Lalu Prasad to attend the Cabinet meeting.

There are speculations doing rounds that the External Affairs Minister Pranab Mukherjee will be shifted to the Finance Ministry, which the Manmohan Singh has been handling so far.

Commerce Minister Kamal Nath is likely to be shifted to the External Affairs Ministry.

Home Minister P Chidambaram and Defence Minister A K Antony are likely to continue in their posts. Science and Technology Minister Kapil Sibal may get the Commerce Ministry. (ANI)
