Maoist economic blockade upsets routine life in Orissa

Koraput (Orissa), Apr 29 (ANI): The weeklong economic blockade by the Andhra-Orissa Border Committee of the Maoists has upset routine life in Orissa”s Koraput District.

The inter-state public and private transport communication to and from the neighbouring Andhra Pradesh reportedly came to a standstill as on Wednesday.

The rebels had called for a shutdown of all economic activities in the region on April 24.

Maoist-hit Narayanpatna and Bandhugaon areas in Koraput remained cut-off from the rest of the state, as the ultras blocked the connecting roads by felling trees on the Laxmipur-Narayanpatna Road bringing vehicular traffic to almost complete stop.

Consequently, the people of Orissa faced a lot of problems due to lack of communication modes as the buses and trucks halted and prevented from proceeding ahead.

“The Maoists had called the economic blockade on 24th and we are facing problems since then. The buses are not plying on the roads and thus we are being forced to stay in lodgings and hotels. We are in turn spending a lot of money. We have to go to Malkangiri as road is closed and we are stuck here,” observed Ravi Nayak, a local.

Shops, business establishments, schools and other educational institutions all remained closed during the shutdown.

The police personnel in Koraput have initiated all preventive measures to check the menace posed by the Maoists.

A thorough investigation drive is being carried out to nab the ultras in hiding.

“The CPI-Maoists (Communist Party of India-Maoists) have called for a Bandh (closure) regarding their economic blockade.

Accordingly the police and administration have planted frequent checking on the entry and exit points to the town,” said Surendranath Satpathy, Inspector-in-charge, Jaipur town Police Station.

“A stiffening battle has also been introduced at night. We are also checking lodges, hotels, dormitories etc. and also the bus stand and the halting point of the night-plying buses,” he added.

The Maoists had called for a 48-hour shutdown in three states–West Bengal, Orissa and Jharkhand demanding release of six Maoists, who were arrested earlier.

Earlier this month, Union Home Minister P Chidambaram described the Maoists as anti-poor and anti-development.

He had said the Maoists have targeted all instruments of development.

“The Naxalites are anti-development and have targeted the very instruments of development – school buildings, roads, telephone towers etc. They know that development will mean the masses, especially poor tribals, wean them away from the grip of Naxalites,” Chidambaram said.

In 2009 alone, Maoists have demolished 71 school buildings, 23 Panchayat Bhawans, two power plants. They also destroyed 67 telephone exchanges or mobile towers.

Maoists also targeted railway property for 46 times and targeted specific industrial establishments at least 17 times in 2009. (ANI)

Gilani miffed by Population Day dance performance

Islamabad, July 12 (ANI): Pakistan Prime Minister Syed Yousuf Raza Gilani has expressed his displeasure over a dance performance presented by an artist at the World Population Day function held at the Prime Minister Secretariat.

Gilani has directed his staff to avoid such activity at official functions in the future.

Before the start of the function, a dancer performed the theme song on World Population Day, The Nation reports.

Although Gilani did not interrupt during the performance, he later expressed his disappointment over it.

He told Secretariat staff not to promote such activities at official functions at the Prime Minister Secretariat or the PM House.

According to sources, Gilani also expressed his annoyance with Federal Minister for Population Welfare, Dr Firdous Ashiq Awan, as well.

Speaking on the occasion, Gilani said unless rapid population growth was checked, Pakistan’s problems could not be addressed through economic measures alone.

“Low GDP growth along with high population growth rates had put Pakistan in a situation where it was hard to provide relief to common man,” Gilani said.

Commenting on the theme of World Population Day ‘Responding to Economic Crises: Investing in Women is a Smart Choice’, he said government is fully cognisant of the fact that without active involvement of women in socio-economic activities, it is not possible to meet the present day challenges.

“To endorse the efforts of Ministry of Population Welfare, he asked the concerned ministries, including Finance and Planning for ensuring availability of resources for addressing the issue of population to derive maximum benefits for the masses,” he said. (ANI)

1.5 million houses sanctioned for the poor: Kumari Selja

New Delhi, July 1 (ANI): Union Minister for Tourism and Housing Kumari Selja on Wednesday said that the Government has sanctioned over 1.5 million houses for the poor people across the country.

Kumari Selja, releasing her ministry’s 100-day agenda, announced that the Government is likely to develop a model legal framework to consider property rights to the urban slum dwellers.

She said that the UPA government is committed to encourage domestic tourism in the country. Aiming at empowering the urban poor with legal rights, UPA government is initiating steps to provide property entitlements to them.

“We will develop a model legal framework for consideration by states and Union Territories for according property rights to slum dwellers,” said the Housing and Urban Poverty Alleviation and Tourism Minister Selja.

There are about 81 million urban poor or slum dwellers in the country, as per the 2004-05 census.

“Ministry will formulate ‘Rajiv Awas Yojana’ for slum dwellers and the urban poor in an effort to promote a slum-free India in five years.

Clarifying that the property rights means access to housing by the slum dwellers, Selja said the scheme would focus on according rights to those living in slums and states would provide basic amenities such as water supply, sewerage, drainage, internal and approach roads, street lighting and social infrastructure facilities.

Now, we are proposing that master plans have to include reservation of land to build houses for the poor and also for their economic activities like street vending, Selja said.

Once the slum dwellers get the ownership right through legal process, they can leverage it for their further betterment, she said.

As per the plan, the property rights model will draw best practices both within and outside the country and be circulated to states to enable them to establish their own legal regulatory frameworks suiting local conditions.

The model legal framework for property rights proposes to include reservation of land for housing and informal sector activities by the urban poor in city and zonal plans.

“It will cover the provision of security of tenure to the urban poor and also making land available for affordable housing, basic amenities and informal sector activities of the poor through the process of urban planning,” Selja said. (ANI)

Amnesty: Israel repeatedly breached laws of war in Gaza offensiveTel Aviv – Amnesty International, in its annual report released Thursday, accused Israel of having “repeatedly” violated the laws of war during its December offensive in the Gaza Strip that killed more than 1,400 Palestinians.

“Israeli forces repeatedly breached the laws of war, including by carrying out direct attacks on civilians and civilian buildings and attacks targeting Palestinian militants that caused a disproportionate toll among civilians,”

Some 300 children were among the dead and around 5,000 people were wounded in Israel’s three-week bombardment of the coastal enclave, according to the 2009 report titled: The State of the World’s Human Rights.

Israeli organization NGO Monitor criticized the report, saying Amnesty had ignored violations by the Palestinian Hamas movement that controls the Gaza Strip.

The Jerusalem-based organization also accused the international rights watchdog of failing to provide context in highlighting four cases of Palestinians who lost their lives after being denied entry into Israel for treatment.

The Amnesty report pointed out, however, that Israel had launched its offensive on December 27 in response to rocket attacks on southern Israeli towns by Palestinian militants. Seven Israelis were killed in such attacks in 2008 and three after the offensive was launched.

The Gaza conflict followed an 18-month Israeli blockade of Gaza that had brought almost all economic activities in the Palestinian territory and stoked a growing humanitarian catastrophe.

“This latest round of bloodletting again underscored the high degree of insecurity in the region and the failure of military forces, on both sides, to abide by the basic requirements of distinction and proportionality that are fundamental to the principles of international humanitarian law,” the report said.

“It underlined also the continuing failure of the two sides, and of the international community, to resolve the long, bitter conflict, to bring peace, justice and security to the region, and to enable all people in the region to live in the dignity that is their human right,” Amnesty said.(dpa)

Loktak Lake (Imphal), April 26 (ANI): Manipur, literally meaning a jeweled Land, has largely remained unexplored much by tourists because of militancy. One of the State’s fascinating places is Loktak Lake.

Loktak Lake, 45 kilometres from Imphal city, is the largest fresh water lake in the Northeast region with the only floating National Park of its kind. ut instead of drawing tourists, the lake has been misused as a safe haven by the militants.

Recently, operation summer storm was launched to flush out the armed militants from the lake region.

On April 10, the security forces carried out ‘Operation Summer Storm’ in the Lake area.

At least 12 cadres of People’s Revolutionary Party of Kangleipak (PREPAK) were killed and five militant camps busted, during the 10-day-long operation. cache of large number of arms and ammunition was also seized including six AK-series rifles.

During the operation, which was properly planned, the security personnel took precautions to prevent civilian casualties.

“Basically, the area we are cordoning, it is not an inhabitant area. The villagers who were evacuated live close by, but they were at safe distance. We have got good surveillance equipments by which we are clearly able to see the target. There have not been any collateral damages,” said Y. Joykumar, Deputy General of Police in Manipur

Nearly 3,000 villagers living on the fringes of the Loktak Lake were saftely shifted to safer places, as it’s been noticed civilians are usually the worst sufferers of militancy, either affected by the violence that is unleashed or the economic disruption that follows.

And this was the case here as tourism activities and economic activities were affected when militants took shelter in the Loktak Lake area.

Villagers near the lake wish peace and normalcy should return in the area.
“The operation that is going on in Loktak project area is the worrying the villagers. We are facing lots of problems. Our day-to-day normal life has been affected severely,” Wahengbam Hemabati, protestor.

“There is firing and its not a safe place for us anymore. So, we are moving to a safer place and taking shelter here with other relatives. Our normal lives are affected and we are not able to work or live peacefully,” said Sanatomba, villager.

“If Loktak becomes a free zone for anybody, then only we will be able to take up meaningful steps to restore its grandeur and if we retain it as such without any disturbances, then the developmental aspects and improvement of infrastructure can take place,” said H. Deleep Singh, Director Tourist department.

Militants hiding at Loktak Lake area have been flushed out. And, people can now visit the Keibul Lamjoa National Park; the world’s only ‘floating sanctuary’ that sprawls over an area of 40 sq. km.
