Mud for meals: UP cracks whip on district officials

Allahabad, May 28 — Following a damning report by a Supreme Court fact-finding team over the widespread malnutrition and total collapse of food security-related schemes in Uttar Pradesh’s Ganne village, the district administration finally cracked the whip on the erring officials. The apex court had sent the team after Hindustan Times highlighted the villagers’ plight in a report on April 5.

District Magistrate Sanjay Prasad ordered that the power of the Ganne’s gram pradhan be immediately seized and also terminated the services of anganwadi workers on charges of dereliction of duty. The district administration also decided to probe the allegations of intimidation of villagers by the kotedar (owner of the fair price shop), following their admission to the Supreme Court’s team.

On Friday, Prasad met the reporter of HT and asked for information about the situation in Ganne. “A criminal case will be registered against the kotedar, and sent to jail, if found guilty,” said Prasad.

“We have also decided to form a three-member committee comprising villagers for monitoring the implementation of welfare schemes in the village in absence of the Gram Pradhan.”.

Nine injured in clash over setting up of Korean steel plant in Orissa

Jagatsinghpur (Orissa), May 16 (ANI): At least nine people, including six policemen, were injured in a clash in Orissa”s Jagatsinghpur District as violence flared over a planned steel plant of South Korea”s POSCO.

The clash took place as the villagers were opposing the planned 12 million-tonne-capacity steel plant by the world”s number four steel-maker.

Security personnel resorted to firing teargas shells and rubber bullets to disperse hundreds of villagers, who had gathered at the project site, preventing access to the site to company and government officials.

The police also charged a makeshift camp of the Communist-backed agitators of the POSCO Pratirodh Sangram Samiti.

Orissa Chief Minister Naveen Patnaik, however, said the district administration was in negotiation with agitated villagers to urge them to not indulge in violence.

“The district administration is negotiating with the local people to clear the road, not to put any hurdle on the road. We believe in peaceful industrialization in our state and that no one should indulge in violence,” said Naveen Patnaik.

POSCO signed a memorandum of understanding in June 2005 for the plant, which was to be built in three phases by 2016, with production scheduled to begin by the end of 2011 upon completion of the first phase.

The making of this world-class steelworks with 12 million tons per annum will not only provide extensive value addition to the mineral wealth of Orissa, but also take the state and nation to the zenith of global industry. (ANI)

At least 30 people have reportedly succumbed to heat across the country this year. (ANI)

J-K Govt launches drive to enforce ban on smoking

Srinagar, May 4 (ANI): The Jammu and Kashmir Government has launched a drive in Srinagar to enforce a ban on smoking.

The drive was to ensure that smoking does not take place at public places and selling of cigarettes and other tobacco products is prohibited near educational institutions.

A team of district officials, headed by Srinagar Deputy Commissioner Mehrajuddin Kakroo inspected various offices and hospitals in the city.

The team comprising government officials from various departments and members of Jammu and Kashmir Voluntary Health Association fined several offenders and informed them about the ill effects of smoking.

“The main aim of starting this drive was to spread awareness among people. To tell people that cigarette smoking in public places is harmful for health. That is why we have started this drive with the administration and the voluntary health association of India,” said Syed Hashim, a member of Jammu and Kashmir Voluntary Health Association.

“In my opinion it is a great move and I believe that if this drive continues like this, then very soon the environment here will be neat and clean,” he added.

Offenders were fined Rs 200 each and cigarettes and tobacco products worth thousands seized and later put to flames in presence of the media in Srinagar.

Cigarettes were also confiscated from shopkeepers, who were selling the products within 100 yards of an educational institution especially schools.

“In this drive, the district administration, police, health professionals, drug officers, NGOs, voluntary health associations are jointly working on this together. The aim behind this is to create awareness so that they leave smoking,” said Kakroo, another member of the Jammu and Kashmir Voluntary Health Association.

The locals are hailing this move and feel that if successfully implemented this drive can lead to a smoke-free environment.
“This is a very good step taken by the government. There is no doubt about it. Every time we travel in a car one or the other person smokes a cigarette and the others are exposed to passive smoking,” said Mansoor Ahmad, a local.

“So more than the smoker it is the passive smoker who gets affected and is harmful for them. So, in my opinion the government should take up more such initiatives,” he added.

A number of locals including senior citizens and volunteers from different organizations participated in the drive. They were seen holding placards with anti-smoking slogan.

Under Section-4 of the Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act 2003 (better known as COTPA), smoking in public places is prohibited and any violation of this Act is punishable with a fine up to Rs 200. Curfew relaxed for 11 hours in Bareilly

Bareilly, March 17 (IANS) Curfew was relaxed in Bareilly Wednesday for 11 hours as the Uttar Pradesh town limped towards normalcy after a serious bout of communal violence, authorities said.

It was the third relaxation since curfew was imposed two weeks ago.

‘As peaceful situation prevails in Bareilly, we have decided to relax the curfew for 11 hours,’ Deputy Inspector General of Police (Bareilly Range) Rajiv Sabharwal told IANS.

‘It was relaxed for eight hours Tuesday. Now, the relaxation has been extended to 5 p.m.,’ he said.

Asked when the curfew would be lifted, Sabharwal said: ‘We are reviewing the situation at regular intervals. We hope to be in a position to take a decision soon.’

The authorities are focussing on Kila, Prem Nagar, Subhashnagar, Baradari and Kotwali areas of Bareilly where communal clashes were reported.

The violence surged after the arrest of Muslim cleric Maulana Tauquir Raza Khan, president of the Ittehad-e-Millat Council.

Khan was accused of giving a ‘rabble rousing speech’ that led to communal violence, police said.

A police officer said no violence had been reported since Friday evening when at least 15 people, including a senior police officer, were injured in clashes with protesters.

All educational institutions have been shut for two weeks. The schools and colleges were likely to reopen March 22, Sabharwal said.

A minor communal clash followed by sporadic arson March 2 led the district administration to clamp curfew in several parts of Bareilly.

Pravin Togadia not allowed to visit Kandhamal

Bhubaneswar, March 16 (IANS) The local administration in Orissa’s Kandhamal district has not allowed the proposed visit of Vishwa Hindu Parishad (VHP) leader Pravin Togadia to the area later this week, officials said.

The VHP leader was scheduled to go to visit Kandhamal during his visit to the state on Thursday.

‘We have decided not to allow VHP leader Pravin Togadia to visit the district as the district is fast turning normal after the communal riots in 2008. His visit would not be good at this moment,’ Kandhamal District Collector Krishna Kumar said.

‘We know that every time he comes, he gives provocative speeches. Anticipating trouble, we have not allowed his visit to the district,’ he said.

On the other hand, the VHP leaders have strongly opposed the administration decision, saying that that it is ‘undemocratic’ not to allow Togadia to visit the district.

‘We are yet to get in writing that the district administration has not allowed the visit. We will strongly protest the decision,’ VHP state unit secretary Gouri Prasad Rath said.

Uttar Pradesh can’t pay to Pratapgarh stampede victims: Mayawati

Lucknow, Mar 6 (ANI): Uttar Pradesh Chief Minister Mayawati claimed that the state was facing an “acute financial crisis” and was not in a position to give any monetary compensation to the families of those killed or injured in Thursday”s Pratapgarh stampede.

On Thursday, 63 people were killed in a stampede in Kripaluji Maharaj Ashram in Mangarh village of Pratapgarh District.

In a press statement, Mayawati urged the Central Government to compensate the victims family.

“In view of the acute financial crisis currently faced by the state, I am appealing to the central government to be generous in giving away decent compensation to the families of those who have lost their lives or were injured in the unfortunate stampede at the ashram run by spiritual guru Kripaluji Maharaj in Mangarh village of Pratapgarh district,” Mayawati said.

“However, in case the Union Government expresses its inability to pay, then we will squeeze our resources to mobilise funds for the purpose,” the statement added.

Mayawati justified her stand by saying the Centre’s National Calamities Relief Fund is meant for natural disasters and not of the kind of Pratapgarh incident.

“The centre does provide the states with a Calamities Relief Fund (CRF), but that is meant to be utilised only towards natural disasters and not tragedies like this one,” she said.

In the statement Mayawati stated that she has asked all the Bahujan Samaj Party (BSP) MPs to call on Prime Minister Manmohan Singh and demand Central assistance to meet the financial needs.

“I have therefore asked all my party MPs to call on the prime minister and seek his help for creating a central fund to meet the financial needs arising during such human tragedies,” Mayawati said.

She further said in the statement that, the Uttar Pradesh Government has asked the Pratapgarh District Administration to to ensure that all necessary assistance is made available to the victims and their family members.

Earlier, Prime Minister Dr. Singh had announced Rs. two lakh compensation from the Prime Minister”s National Relief Fund for the next of kin of the victims of Pratapgarh stampede. (ANI)

Farmers protest against Hydro Power Project in Himachal

Rampur (HP), Sept 18 (ANI): Hundreds of residents and farmers here protested against the construction of run-of-river hydropower plant project on the river Satluj.

The campaigners called for Save Satluj drive and complained that the hydropower plant would disturb the ecological balance of the region.

“Our protest is to save our environment and our natural resources. They are being affected by the project. Because of this, the Sutlaj river will dry up, water mammals will die and the temperature of the region will also rise,” said Mohan Singh, a farmer.

Environmentalists believe that the 412MW Rampur hydropower project is not suitable to the fragile ecology of the region.

“The project will divert this river through the tunnel leaving the river bed dry which will disturb the ecological balance. This will not only affect the course of river but will also harm the crop grown in the area,” said Jai Chand, head of the Village Committee for Environment Protection.

The activists were protesting against the Rampur hydropower project authorities and the district administration.

The campaigners later staged a sit-in-protest outside the office of Sub-Divisional Magistrate demanding his intervention into the matter.

18 madrassahs refuse to register with Pak Government

Islamabad, Sep.10 (ANI): At least eighteen Islamic seminaries in Islamabad have refused to register themselves with the government, claiming that they will cooperate only if they are contacted through the madrassah body, known as the Tanzeemul Madaris.

Official sources told the Dawn, that 122 madaris or religious schools have been registered with the capital’s district administration.

Deputy Commissioner of Islamabad Amir Ali Khan was quoted by the paper as saying that he has directed the Auqaf department to invite representatives of those eighteen religious schools for a meeting to persuade them to register, since there is no existing law through which the government can force religious schools to do so.

The Pakistan Government’s ambitious plan of bringing the seminaries within the ambit of mainstream education has hit snag due to the stubborn attitude of seminary manipulators.

The recent meeting between the officials of Punjab Auqaf and Education departments with the administrators of five umbrella organisations to sort out modalities of constitution of religious boards on the pattern of Board of Intermediate and Secondary Education is yet to materialise.

The office bearers of five different religious establishments, including Tanzim-ul-Madaras (Brelvi), Wafaq-ul-Madaras (Deobandi), Wafaq-ul-Madaras (Shia), Wafaq-ul-Madaras (Salphia Ahle Hadith) and Rabita-ul-Madaris (Jamaat-e-Islami) are insisting that they be given the status of a secondary board to conduct exams by themselves and issue certificates/degrees equivalent to Matriculation/SSC without any government interference.

The government had offered the seminaries, hitherto, issuing their own certificates of religious education like Dars-e-Nizami, Hafiz Quran and Nazra, The Nation reports.

But it also simultaneously insists that students of these seminaries study the additional subjects like mathematics, english and Pakistan studies and appear in the respective proposed boards for Secondary School Certificate (SSC) at par with the students passing examination in the government and recognised private schools.

The government has also offered teachers” employment in accordance with government standardised scale in the three subjects along with computer labs. It has also agreed that the appointment of teachers will be made in consultation with the proposed religious boards.

The basic objective to regularise, standardise, run and cover the seminaries within the main education system by updating the religious education provided there with modern knowledge is to enable the 2.5 million students accessing the present day facts and realities.

Two months ago, the Pakistan Government told the United States that it will not close the madrassah system of education in the country.

Federal Minister for Religious Affairs Mohammad Ejazul Haq said, “most madrassahs had nothing to do with terrorism”. Rather they were doing a doing a great social service by providing free education to more than 1.5 million students in Pakistan.

“Teaching 1.5 million students costs as much as Rs. 127 billion a year, raised by madrassahs from ordinary people. If the government was given this task, it would have failed after wasting millions of dollars but the madrassahs are doing this service without seeking any help from the government,” Haq said.

He however, said the federal government had a comprehensive plan to reform the madrassah system in the country and bring them at par with mainstream schools. (ANI)

Rajasthan Govt directs public servants to pay proper respect to MPs, MLAs

Jaipur, Sep. 2 (ANI): In a bizarre move, the Rajasthan government has directed all the government employees to properly welcome and see off visiting MPs and MLAs.

Among other things, the directive requires government employees to stand up when a lawmaker comes to visit them.

“Respecting them is essential and usually they come to address the grievances of the common man and not with their own personnel issues. In our culture we usually stand up when someone visits us and welcoming someone by just sitting on our chairs is not a part of our culture,” said Ashok Bairwa, spokesman, Rajasthan government.

On their part, the government employees have reacted with mixed notions.

They have contended that there was no need for such an order as they were already respecting public leaders, in and out of office.

“There might be an instance because of which the government had to issue this order. We are not aware of any such instance. I personally feel that employees and officers of the district administration have never shown dissent or disrespect to them nor such a feeling like this has ever come into their minds,” said Gowri Shankar Soni, a government employee.

Many Congress party MPs and MLAs have often complained about indifference of bureaucrats and other staff members towards them. (ANI)

UP Government says will submit abattoir action plan in a week to NHRC

New Delhi, Aug.28 (ANI): Uttar Pradesh Chief Secretary on Friday candidly admitted before the Full Commission of the NHRC on 25th of this month that the pollution caused by the furnaces for extraction of fat from animal remains in Meerut is a serious issue concerning the health of citizens.

He assured that there would be no compromise on public health and all necessary steps would be taken to check pollution.

The District Magistrate, Meerut, said that 24 teams have been constituted to ensure that illegal furnaces for extraction of fat are not allowed to operate.

The various entry points through which animal remains were being brought into the city have been plugged.

However, the district administration sought some time to develop synergy with all stakeholders and the other government agencies before taking steps for removal of the furnaces in the city.

Various aspects of the issue were discussed in this connection during the hearing. The Chief Secretary informed that an appropriate programme of action will be chalked out and the action plan will be submitted to the Commission in a week’s time.

The Commission took up this matter on a complaint filed by Mr. Ajay K. Agarwal, Advocate, Supreme Court. (ANI)

Deficit rainfall further aggravates water scarcity in Madhya Pradesh

Datia (Madhya Pradesh), Aug. 9(ANI): Farmers are a worried lot in Madhya Pradesh’s Datia district as they are experiencing acute water scarcity, which has been further aggravated by deficit rainfall leading to a drought like situation in the region.

“Due to inadequate rains we are sitting idle. We have no work. Our crops are dying for want of water,” said Balram Singh, a farmer.

Meanwhile, concerned officials of the district administration say that they have initiated steps to tackle the situation.

“Our main source (of water) Ram Sagar Dam wasn’t able to fill due to scanty rainfall. Water for 35 days is remaining in the dam. We provide water to 80 percent area of Datia through filter plants and tanks. In remaining 20 percent of area, which has no lines for water supply, water is being provided through tankers,” said Ganda Lal, Commissioner of Municipal Corporation.

“For enhancing the water supply, a programme is being developed by the State Government at a cost of Rs 3.36 crore. It will be objective of the district administration and ours to ensure that the programme is implemented before Ram Sagar dam dries,” he added.

As for the trends leading to drought, agriculture scientists are of the view that farmers and others should wisely utilise water as the situation is grim.

“Farmers and people using water should ensure proper utilisation of water. We don’t have enough water. People should discretely fetch water from wells. If they try to fetch water in excess, wells will dry and it will be impossible to revive these wells,” said Y M Cool, Agronomist at Agricultural University in Gwalior.

Total rainfall in the country since the beginning of June was 19 percent below average, pulled down by the driest June in 83 years, data from the India Meteorological Department showed. (ANI)

Kanpur college girls oppose dress code in campus

Kanpur, June 23 (ANI): The controversial ban of college authorities prohibiting girls to wear jeans to prevent incidents of eve-teasing has triggered furious reaction from college girls here.

College girls consider the decision deprives them of their basic freedom to wear something like ‘jeans’, is unreasonable.

“The dress code which has been implemented in the colleges is totally wrong. We are not wearing anything wrong. Moreover, we don’t belong to any primary school who need to be told what to wear and what not to. In addition to this, there is a ban on the mobile phones which I think is also totally wrong if we do not have mobiles with us how will be we able to inform our parents about our whereabouts?,” said Twisha.

Four colleges, affiliated with Kanpur University, have prohibited their students from wearing jeans. The authorities decided to take the step after receiving several complaints of eve-teasing that were occurring just outside the college gate.

Meanwhile, the district administration has welcomed the decision.

“The universities have implemented this decision. It is right that there should be a dress code in the schools and colleges and if the universities think that by implementing this step discipline in the colleges will improve, we welcome this decision,” said Anil Kumar Sagar, District Magistrate of Kanpur.

With both supporters and the opponents equally vociferous the dress code controversy is there to stay. (ANI)
