July 19 (Reuters) – Afghanistan will ask for more control of billions of dollars pledged to reconstruct the war-torn country at a major international conference next week.

Critics accuse the government of squandering millions in foreign aid, but President Hamid Karzai says most waste occurs on development projects outside official control, and he wants direct access to more of the $13 billion pot.

One of the pillars of the conference is social development for women, a key issue after a rights group last week warned last week that they risked sacrificing hard-won freedoms as the government seeks peace with the hardline Islamist Taliban. [ID:nSGE66C0D9]

Following are some facts about women in Afghanistan:

RIGHTS AFTER THE TALIBAN

For five years under the Taliban’s Islamist regime, women were banned from education and work. Since the Taliban’s 2001 fall, women’s rights have improved.

But it is often still taboo for women and girls to go to school or work in rural areas. Forced marriage, often of young girls, is still common.

Afghan women are among the world’s worst off, and violence and rape are a “huge problem”, according to the United Nations.

A law for Afghanistan’s minority Shi’a Muslims caused international outcry because one of its articles was seen as permitting marital rape. U.S. President Barack Obama called the law “abhorant” and it was changed by President Hamid Karzai.

GOVERNMENT AND POLITICS

Karzai’s first cabinet after his 2004 election contained three female ministers and a female vice president. The current cabinet has a woman Minister for Martyrs and the Disabled, while two others are acting in womens’ affairs and public health roles after permanent appointments were blocked by parliament.

The Afghan parliament uses a quota system to ensure at least 25 percent of seats go to women. While affirmative action is seen as necessary by many, some have complained that in many provinces women get seats based on gender rather than voter support.

Outside urban centres like Kabul and Herat, where Afghanistan’s only female chief prosecutor works, Afghan women are poorly represented in local government. The first female city mayor was appointed in Daikundi province last year.

HEALTH

Afghanistan has the second worst maternal mortality rate in the world, after Sierra Leone. For many women becoming pregnant is akin to a potentially fatal illness, the U.N. says. For every 100,000 live births, 1,600 women die in labour.

Poverty, rugged terrain and a shortage of female medical staff have contributed to the high maternal mortality rate. In remote northeast Badakhshan province, the rate is the world’s worst with 6,500 maternal deaths per 100,000 live births. Although midwife numbers have increased over the past few years, it is still well under the 8,000 needed to help bring down the level of maternal mortality, the U.N. says.

EDUCATION

The number of girls and women in education has soared since the ousting of the Taliban in 2001, but is still poor by world standards. Just 24 percent of girls were in secondary education by 2007, with drop-outs highest among older students.

Cultural and religious practices still keep many girls from school, especially in rural areas. Even in Kabul, girls are often harassed and bullied by young men for attending school.

According to the ministry of education between January 2006 and December 2008, there were 1,153 attacks on schools, from small arms explosions to death threats. The majority of attacks, 40 percent, were against girls’ schools.

Occidental, Pertamina mull Sonangol’s Iraq deals

July 18 (Reuters) – U.S. oil major Occidental Petroleum Corp (OXY.N) and Indonesian state oil firm Pertamina have shown an interest in taking a stake in Sonangol’s two Iraqi oilfield development projects, a company official said Sunday.

“Our proposal will be for Sonangol to have a percentage of 45 percent … in Najmah and Qayara,” Sonangol executive J. da Graca Luis told Reuters in Baghdad on the sidelines of a meeting between oil companies and the Oil Ministry.

“The rest will be for Occidental or Pertamina or whoever,” Luis said.

10 June 2010 – European Goldfields Limited (TSX / AIM: EGU) (“European
Goldfields” or the “Company”) is pleased to announce the approval of an
exploration drill permit within its 317 km2 Greek Licence Area which
hosts the Stratoni mine, the Olympias and Skouries development projects
and three drill-ready exploration targets.

The Company plans to advance a pipeline of highly prospective
exploration targets, all located within 10km of the Company’s producing
mine and development projects. The Board of Directors has approved a
US$9.2 million exploration budget for Greece with the primary objective
of increasing gold resource ounces to add to the 7.6 million proven and
probable gold reserve ounces already defined at Olympias and Skouries.

An airborne geophysics survey, commissioned by European Goldfields,
identified a total of 28km of anomalies within the Licence Area, some
of which are already known to host mineralisation and others are
currently untested. The 3 main targets, Piavitsa, Fisoka and Tsikara,
are described below:

Piavitsa

Piatvitsa is comparable in mineralisation style and geophysical
characteristics to Olympias, which hosts proven and probable reserves
of 3.7 Moz gold, 1.2 Mt lead and 52.1 Moz silver

– Historic drill results confirm Olympias-style gold-lead-zinc-silver
mineralisation at Piavitsa, with a strong correlation between
mineralisation and the extensive geophysical anomaly
– Piavitsa anomaly is 3 times the strike length of the Olympias
massive sulphide orebody
– A 23,000m drill programme aims to demonstrate continuity of
mineralisation along the Piavitsa anomaly and delineate resources

Fisoka & Tsikara

The magnetic component of the airborne survey also identified a 17km by
6km belt of porphyry intrusives which highlights two other major
porphyry targets, Fisoka and Tsikara.

– Copper-gold porphyry targets located in the same intrusive belt
which hosts Skouries
– Phase one drilling of 4,200m to test grade and width
– Phase two drilling of 13,500m aimed at delineating resources

Romania

European Goldfields’ Romanian exploration programme is focused on
epithermal and porphyry targets with the potential to host
multi-million ounce deposits. A series of drill targets have been
identified including:

– Extensions to gold-bearing systems historically exploited within
the Brad area. Historic production from Brad is estimated to be
several million ounces of gold from veins which include high-grade
bonanza zones with extensive free-milling gold
– Previously unrecognised ‘blind’ porphyry and epithermal targets
– Massive sulphide deposits previously untested for gold and silver

Following infill sampling a programme of drill and trench testing will
be carried out in Q3 and Q4 with a total approved budget of US$4.4
million for 2010.

Turkey

As with Romania, European Goldfields’ 2010 exploration strategy is
based on the identification of epithermal and porphyry targets with the
potential to host multi million ounce deposits. Detailed surface work
has defined a number of new targets on licences held in Joint Venture
agreements with Ariana Resources and Aldridge Minerals. These targets
will be drilled during the second half of 2010 under the approved
US$2.2 million exploration budget.

Planning agency gets BMC deadline to stop digging

Mumbai, May 29 — To ease pressure on the city’s already clogged traffic, and to avoid water logging this monsoon, the BMC has asked the Mumbai Metropolitan Region Development Authority to stop digging and piling work in the run up to the monsoon. The downside is that this is likely to delay work on the skywalk and Metro rail projects.

The BMC has set May 31 as the deadline for digging and piling for the skywalk and Metro-Monorail construction. No digging of roads will be allowed during the rains, the BMC has said in its letter sent to the MMRDA as part of its pre-monsoon preparation.

“We’ve instructed them not to perform digging and piling on roads until September-end. If any digging work is found on roads or pavements, officials from the relevant ward will take action against them,” said A V Ralkar, chief engineer, Roads and Traffic.

The BMC has set aside Rs 40 crore for the repair of potholes and roads as pre-monsoon preparations, as well as road repair work during the monsoon. “Of the Rs 40 crore, Rs 10 crore will be spent until May 31, the rest will be used for monsoon repair projects such as the usual pre-Ganeshostav work,” Ralkar added.

“This will definitely delay ongoing work but will not affect us much since we’ve almost completed our digging and piling work,” said an MMRDA official on condition of anonymity. Last year, the BMC got several complaints from locals, who complained of difficulties due to road digging and piling work.

In a bid to improve the city’s transport infrastructure, MMRDA has launched work on a number of development projects across the city.

Improving ties in India and Pak’s own interest: China

Islamabad, May 5 (ANI): Noting that India and Pakistan are the two major countries in the subcontinent and play an important role in international affairs, China has clarified that improving ties between the two countries is in their own and the region’s interest.

During an interview, China’s Deputy Chief of Mission in Islamabad Huang Xilian said the resumption of talks between India and Pakistan is important for both countries and added that Beijing would also like the talks to restart soon.

Describing Pakistan as his country’s close friend, Xilian said Beijing has been assisting Islamabad in over 120 development projects and would continue to help that troubled nation.

He said China was also ready to provide financial support to Pakistan for establishing hydel power projects in order to help it overcome the massive energy crisis facing the country.

“We have to strengthen and substantiate our cooperation to further strengthen our relations. We have been working closely with the Pakistan government in this regard to ensure peace and security in the region,” The Daily Times quoted Xilian, as saying.

He said China is also providing necessary assistance to Pakistan in its fight against terrorism and extremism. (ANI)

Manipur seminar initiates discourse on “Peace Dividend”

Imphal, Apr 26 (ANI): For many decades, Manipur has been facing the brunt of militancy, the result – huge social and economic losses.

To discuss the situation in the state, intellectuals came together on a common platform under the banner of `Peace Dividends’.

Almost everyday incidents of grenade attack, kidnapping and extortion by various militant groups are reported in Manipur.

Bringing peace and development to Manipur is an issue that concerns all.

The State Academy of Training recently organized a seminar called `Peace Dividends’, where intellectuals discussed ways to resolve conflicts.

“Basically, the discussion was peace in different angles like, how development can help, how governance can help, what role media can play etc. I think it touches very different issues in a very different manner and it approaches “Peace,” said Pradip Phanjoubam, Editor, Imphal Free Press.

Militancy-led-violence has disrupted normal life in Manipur.

In 2009, there were 420 deaths. This included 68 civilians, 19 members of the security forces and police and 333 members of various underground groups including those who died in internecine clashes.

The funds, which would have been spent on development projects in Manipur, are used to maintain law and order and curb militancy.

“Actually we are trying to define how the development should be there and the money we are spending to control law and order situation, that money, if you actually spend on the issues like healthcare, education, development of infrastructure it would be better for the society, said P.K. “If peace will be there, then this expenditure which we are having here for controlling of the emergency situation that will be good for the society,” Jha added.

Sonia Gandhi to visit Rae Bareli today

New Delhi, Mar 31 (ANI): Congress President Sonia Gandhi will visit her parliamentary constituency Rae Bareli today to review the ongoing centre-sponsored development projects there.

During the visit, she will preside over a meeting of the district vigilance and monitoring committee that reviews the development projects.

She is expected to make surprise visits and meet locals to evaluate the execution of the projects funded by the Central Government.

She is also likely to meet family members of a local senior congress leader and close aid of Gandhi-Nehru family, Gaya Prasad Shukla, who died on Monday.

Mumbai, Mar 26 (ANI): Bollywood actors Boman Irani, Minissha Lamba, Ritesh Deshmukh and Ila Arun attended the premier of their film ”Well Done Abba” that hit theaters on Friday.

Directed by Shyam Benegal, the film is a tale of Armaan Ali, played by Irani, who works as a driver with a big businessman in Mumbai.

“I faced problems as I did not know the local language. So, I faced problems in delivering the dialogue. But once I learnt it, it became easy. I have given my best attempt and I hope the audience will like it,” said Irani.

Cabinet approves setting up of Indo-German Science and Technology Centre

New Delhi, Mar 25 (ANI): The Union Cabinet on Thursday approved the establishment of an Indo-German Science and Technology Centre (IGSTC) in India.

The Centre would be established with matching contribution as per Expenditure Finance Committee (EFC) approval of two million Euro (approximately Rs.13 crore at current exchange rates) per year for the next five years.

The Centre would be registered as a “Society” under the relevant Act.

The Indo-German Science and Technology Centre shall play a proactive role in facilitating participation of industry in joint research and development projects; provide and assist in mobilizing resources to carry out industrial research and development projects.

The Centre shall facilitate and promote Indo-German bilateral collaborations in basic and applied science, research and technology through substantive interaction among Government, academia and industry.

The Centre shall also encourage public private partnerships (PPP) to foster elements of innovation and application and cultivate a culture of cooperation between science and industry.

The total expenditure for the proposal is approximately Rs.65 crore for next five years with effect from 2010. This is the matching contribution equivalent to two million Euro per year from German Government side. (ANI)

The six-member group of the parliament members from Pakistan’s restive tribal region cut short their official US visit immediately to return home, the Pakistani Express News channel said. It was the first official delegation that refused to go through the body scanners since they were installed at 19 US airports last month.

Abbas Afridi, the head of the delegation, said the US state department had invited them to Washington to discuss security and development projects in the tribal region, with a promise that they would not be subjected to body scanning. “We were not scanned when we arrived on March 28 in Washington from Pakistan, but on Saturday when we wanted to travel to another city the authorities told us that we would be scanned,” said Afridi.

Govt. to pay for 20 per cent cost of mega development projects under PPP model

New Delhi, Aug.19 (ANI): Union Urban Development Minister S. Jaipal Reddy on Wednesday said the government is ready to offer 20 percent of the cost of mega development projects if taken up as a public-private partnership (PPP).

Reddy said that in Mumbai some metro rail projects have been taken up as a private-public partnership and Hyderabad is also following suit.

The government is ready to encourage such gigantic projects so that they become commercially viable.

“In cases where such schemes are taken up, such gigantic schemes in PPP (Public Private Partnership) model we are giving 20 percent of the total cost of project by way of subsidies so that these mega projects can become commercially viable,” said Jaipal Reddy in the capital.

Reddy had earlier suggested an equity between the central and state governments, on the lines of the Delhi Metro model, which, in fact, had been considered and shelved earlier by the Mumbai etropolitan Region Development Authority (MMRDA). (ANI)

Ruling UPFA wins Jaffna, but loses Vavuniya in Lanka post-war polls

Colombo, Aug.9 (ANI): President Mahinda Rajapaksa’s ruling United People’s Freedom Alliance (UPFA) has won Jaffna but lost Vavuniya in the first polls after the civil war against the Liberation Tigers of Tamil Eelam (LTTE) concluded in May this year.

According to the BBC, the turnout for the polls has been low and ballots are still being counted in the southern province of Uva.

The local elections came a day after the defence ministry said it had arrested the new head of the Tamil Tigers, Selvarasa Pathmanathan.

According to preliminary results, the UPFA secured 13 of the 23 seats available in Jaffna on Saturday. he Tamil National Alliance, a fractious but broadly pro-LTTE parliamentary grouping, came second with eight seats.

In Vavuniya, where turnout was 52 percent, the UPFA was pushed into third place, winning only two seats. The TNA came first with five of the 11 seats on the council, followed by a moderate Tamil grouping.

It was generally believed that the government would do well, having a broad coalition led in the north by a powerful and stridently anti-Tiger Tamil party, and having promised a “northern spring” of major development projects that would gradually return the region to normality.

As a result of its victory in the war, the government is expected to have done well in the Sinhalese-dominated southern province of Uva. (ANI)

Tarun Gogoi says Congress will win more seats than last general elections

Guwahati, Apr 23 (ANI): Assam Chief Minister Tarun Gogoi on Thursday said the Congress would win more seats as compared to last time in 2004 due to the development projects undertaken by his government.

“Never before so much development work had been done in the state as was done by my government. We have been successful in bringing in central funds for development. People will vote for development and we will increase our seats from last time”, Gogoi said after he cast his vote at polling booth number 83 set up in Debi Charan High School in Jorhat.

Union Minister Bijoy Krishna Handique’s wife was the first voter to cast her vote at this booth. Gogoi’s brother and Koliabor constituency sitting MP Dip Gogoi also voted here.

Handique, seeking re-election from Jorhat, is fighting battle against BJP’s Kamakhya Prasad Tasa, a tea community leader, CPI’s sitting MLA Dhrupad Borgohain and five others.

Polling for 11 Lok Sabha seats is being held here since morning amid tight security.

Priyanka takes on Modi, says Congress is not old

Amethi, Apr. 11 (ANI): Congress party’s star campaigner Priyanka Gandhi has lashed out at Gujarat Chief Minister Narendra Modi for comparing the Congress party to a ‘budhia’ (old woman), and asked people if she looked old.

“Do I look old to you? Does Sonia Gandhi (Congress president and her mother), Rahul Gandhi or I look old to you,” she asked people of Khalidpur village, while addressing a rally there.

During his election campaigns, Modi has repeatedly been asking the voters to choose the 30-year-old “young” BJP the Congress party over a “125-year-old budhia”.

Priyanka, who is the poll manager for her mother Sonia and brother Rahul, kick started her electioneering work from Amethi and Raebareli, respectively.

Addressing a rally in Furshatganz, Priyanka outlined the development work done by her brother Rahul Gandhi by citing his works done in the field of education and health, including a hospital in Munshiganj.

“Rahul has done a lot for the people. As you know, the state government has not been of much help in carrying out development projects and whatever work has been done is with the Centre’s help,” the younger Gandhi sibling said, while aiming the Mayawati Government.

Priyanka seemed to have struck an emotional cord with people of his father Rajiv Gandhi’s Karbhoomi.

“You have given a lot of love and support and I don’t want to insult your love by asking for votes. We will always be grateful to you,” she said.

“In this election drama a lot of people will come and ask for your votes on the basis of religion and caste. It is for you to decide whom to vote,” she added.

Priyanka, who was busy in the rituals after her father-in-law’s demise, will visit a number of villages, local representative of the UPA chairperson KL Sharma said.

According to the party sources, Priyanka Gandhi will visit villages Pure pal, Pure Chirai, Sambhawa, Belkhaur, Sambhawa, arai Hriday Shah, Anapur and is also expected to hold road-shows. (ANI)

BHEL posts impressive figures

Maintaining its high growth momentum, Heavy Electrical Equipment Plant (HEEP) unit of BHEL, Haridwar achieved new benchmarks during the fiscal 2008-09 recording significant increase in most parameters,” HEEP executive director Devedendra Kumar Modi said, as he shared with the press details of the year’s performance, on Friday. The turnover, up by 22 per cent, was 2,868 crore, with a profit before tax of Rs 419 crore, profit after tax of Rs 349 crore and Rs 503 crore cash surplus.

The turnover of in-house developed products increased to 669 crore and the shop turnover, to a record Rs 1,948 crore, Modi said. “The company has maintained its goodwill nationally and internationally, despite stiff global competition and the economic downturn,” he added.

To buttress his claim, he said HEEP had secured orders worth Rs 7,109 crore leading the total of orders in hand to Rs 14,010 crore. The order book position had necessitated plans for modernisation and augmentation of HEEP. Work was in progress to enhance its capacity from 5,250 MW to 10,020 MW with an investment of Rs 1,000 crore.

A new turbine shop, an additional block for blade shop, TG testing facility for 800 MW generators, etc., were among the infrastructural development projects speedily being implemented.

HEEP supplied equipment added 3,170 MW to the national grid, Modi said. CFFP, its sister unit, performed equally well during the financial year.

As its executive director S.M. Mahajan said, its turnover rose to Rs 340 crore from Rs 307 crore in the previous year. With Rs 20 crore of work-in-progress added to it, the gross turnover would amount to Rs 360 crore, he said.

A 12 per cent increase in the turnover was despite a furnace blast accident causing great loss to the unit, Mahajan said.

US to closely monitor aid to Pakistan to ensure proper usage: Boucher

London, Apr.1 (ANI): Echoing President Barack Obama’s stance that Pakistan would be made accountable for all the assistance it will receive, the US Assistant Secretary of State Richard Boucher has said that Washington would not let the aid go unchecked, and that it will closely monitor its proper usage.

Boucher said that Obama wants stability and wants extremism to be rooted out completely from the region.

“The US aid in this context will not go unchecked this time as US special representative Richard Holbrooke will make sure the aid money be properly reached to deserving people,” Boucher said.

In a television interview, Boucher said additional civilian troops would be sent to both Pakistan and Afghanistan to monitor the proper distribution of aid and help the local authorities in launching development projects in the remote and under developed areas of the region.

“Projects like agricultural development, economic growth, energy and power generations will be established following US aid,” The News quoted Boucher, as saying.

Earlier, the former US Presidential candidate and Republican Party Senator from Arizona John Mc Gain said that the US aid to Pakistan may eventually go in vain.

Skeptical about Pakistan’s utilization of the US assistance, Mc Gain viewed a large part of the aid failing to reach people who were in real need of it.

“Most part of the US will fail to reach the destitute people and those who deserve it badly,” Mc Gain said. (ANI)
