Smart Meters Alone Won’t Reduce Energy Use, Study Says

Utilities need to go beyond the smart meter and use a range of energy-feedback tools to achieve significant reductions in customers’ power consumption and their electricity bills, new research shows.

In a report released this week, the American Council for an Energy-Efficient Economy estimates that U.S. households could cut their electricity use by as much as 12 percent and save as much as $35 billion over the next 20 years. That is if customers have context for the data that advanced metering can provide, they are shown how they can slash their power use and costs, and they are sufficiently motivated to change.

“The bottom line here is very simple: Smart meters in and of themselves are just not ‘smart’ enough to get the job done for consumers and our economy,” said John A. “Skip” Laitner, the council’s director of Economic and Social Analysis.

“While advanced metering provides a useful tool to save energy, cut consumer electric bills and reduce greenhouse gas emissions from power plants, utilities need to use these advanced meters to provide consumers with information on their consumption in ways that grab consumers’ attention and encourage them to take action,” Laitner said in a statement.

By the end of 2008, 6.7 million advanced meters had been deployed among commercial, industrial and residential customers in 19 states, the ACEEE report said. At the time, just 4.7 percent of all residential meters were advanced devices.

Though deployment has since increased, smart metering is in place among just a fraction of customers. This year, the study said, the typical American household will spend about $1,500 for the electricity and natural gas. That household is also likely to use 20 percent to 30 percent more energy than necessary.

The report outlined ways that various forms of feedback can help curb energy waste and usher customers into a smart grid. The list includes:

Indirect feedback after consumption

— An “enhanced” utility bill or website that provides more than basic consumption data
— “Whole-home” resource consumption information delivered by a vendor
— Deeper contextual information, such as statistical analysis, delivered by a vendor

Direct feedback via real-time technology
— On-site/in-home energy display
— Smart devices including appliances
— Disaggregated and contextual information

Automation Layers
— Whole-home automation: generation, energy management, storage

The report also noted that third-party providers of feedback tools and technologies are likely to become increasingly important players in the process because of the bridge they provide between consumers of energy and the utilities that supply it.

The study highlighted a few of the early participants, including:

* OPower, which uses peer pressure to drive greater efficiency by providing personalized energy consumption reports to customers — and comparing usage to that of their neighbors
* Efficiency 2.0, which enables users to develop an energy savings plan and connect with other like-minded people via social media
* Google, which is partnering with a number utilities through its PowerMeter program.

The study reinforces and expands upon points that are central to the efforts of the third-party companies that help customers across sectors monitor and manage energy efficiency — namely that energy users of all stripes benefit from an array of tools to control consumption.

The report comes as a growing number of utilities are launching smart meter programs in efforts to lay a foundation among commercial and residential customers for a smart grid. The residential rollouts have met with mixed receptions as customers find themselves dunned for greater energy use than had been captured by traditional meters.

In such situations, enhanced billing could go a long way toward helping customers understand why their costs are so high and how to change their consumption habits.

“People may be unhappy to get an electricity bill for $200, but it’s even worse to find out that your neighbors’ energy bills are half what you’re paying even though their homes are the same size,” said lead report author Karen Ehrhardt-Martinez, who was with ACEEE and now is a senior research associate at the University of Colorado’s Renewable and Sustainable Energy Institute in Boulder.

“Through enhanced billing consumers can better evaluate their energy consumption practices, determine how energy is being wasted, and take action,” she said in a statement.

“Advanced metering initiatives alone are neither necessary nor sufficient for providing households with the feedback that they need to achieve energy saving; however, they do offer important opportunities. To realize potential feedback-induced savings, advanced meters must be used in conjunction with in-home (or on-line) displays and well-designed programs that successfully inform, engage, empower and motivate people.”

Blast near Istanbul army complex kills 3 – TV

June 22 (Reuters) – An explosion in Istanbul near a bus carrying military personnel killed at least three people on Tuesday, Turkish media reported.

The blast occurred close to a military housing complex, television broadcaster CNN Turk and other TV stations said.

It came a day after Turkish military forces began a major deployment of troops and elite forces along the border with Iraq, as fighting intensified between Turkish military forces and militants of the illegal Kurdistan Workers Party (PKK).

Gates approves more National Guard to respond to oil slick

(Reuters) – Defense Secretary Robert Gates has approved requests from the governors of three additional Gulf Coast states to fund the deployment of thousands of National Guard troops to respond to the oil slick, the Pentagon said on Tuesday.

In addition to backing Louisiana’s request for up to 6,000 Guard members, Colonel David Dave Lapan, a Pentagon spokesman, said Gates has given “verbal approval” to requests from Mississippi for 6,000 guard members, Alabama for 3,000 and Florida for 2,500.

Of the 6,000 requested by Louisiana, about 1,200 members have been activated so far to provide command and control support to the cleanup effort. The other states have yet to go activate their forces.

The Pentagon must authorize the deployments but BP Plc, which has been struggling to stop oil gushing unchecked from a ruptured undersea well in the Gulf of Mexico, is responsible for reimbursing the federal government for cleanup-related costs.

Thai military, riot police deployed to thwart Reds from entering financial district

Bangkok, April19 (ANI): Fears of a standoff between the Thai government and the opposition ””Red Shirts”” has prompted the former to deploy hundreds of troops in Silom financial district.

Armed soldiers are patrolling both streets and overpasses with shotguns, assault rifles and riot shields. They have also stacked barbwire on the roadside. According to the acting government spokesman, Panitan Wattanayagorn, “There are several units currently armed to defend themselves from attacks by terrorists who are hiding among the protesters.”

Wattanayagorn, however, declined to comment on whether a crackdown was imminent against the protesters demanding the ouster of Prime Minister Abhisit Vejjajiva and his government. “The plan to retake the area remains, but operational units will analyze how and when to avoid confrontation and clashes,” he said.

This is the first such deployment since a failed crackdown on anti-government protesters on April 10 that left 25 people dead and over 800 injured.

Weng Tojirakarn, the leader of the Reds””, said protesters would not mobilize in the financial district because soldiers would resort to force there. He said they would rather go to the UN office to seek justice and protest peacefully. (ANI)

UPDATE 1-Bglobal gets UK regulatory approval for new meter

April 14 (Reuters) – Bglobal Plc (BGBL.L), which provides smart meters to Britain’s retail energy market, said it received a UK regulatory approval for its new meter, enabling its deployment in the UK and European electricity markets.

Bglobal also said it entered into a partnership deal with telecommunications provider Orange to develop new services to UK business and residential metering customers using Bglobal’s new Smart1 meter and Orange’s GPRS devices.

Foreign Legion soldier killed in Afghanistan

A soldier with the French Foreign Legion has been killed in Afghanistan during clashes with insurgents north east of Kabul.

The unidentified member of a Foreign Legion parachutist regiment was shot during an exchange of fire with insurgents in the Tagab Valley and had been transported to a French military hospital in Kabul, said a statement from the French presidency.

French soldiers were backing Afghan troops during the clashes, it said.

President Nicolas Sarkozy paid tribute to the soldier and offered his condolences to his family.

He is the 41st French soldier to be killed in Afghanistan since the deployment of international troops in late 2001.

France has some 3,500 soldiers deployed in the country.

Covert speed cameras on roads by Easter

Police Minister Neil Roberts says covert speed cameras will be rolled out on Queensland roads in time for the Easter break.

Three cameras fitted to different unidentified vehicles will be used across southern and central Queensland starting on Thursday.

Mr Roberts says two unmarked police motorbikes will start operating at the same time.

“There’s clear evidence which shows that increasing uncertainty does change driver behaviour,” he said.

“If we can simply get people to make a simple decision to abide by the speed limit we can save around 80 lives per year.

“So the deployment of these covert vehicles and motorcycles is all about changing driver behaviour, getting people to stick to the speed limit.”

Mr Roberts says the introduction of covert speed cameras is not a sign that existing fixed and mobile cameras do not work.

He says it is important to have a combination of covert and visible cameras on the roads.

“High visibility policing, high visibility enforcement does have an impact, but it is important to add that additional element of uncertainty and chances of detection to try to change driver behaviour,” he said.

Queensland Police Commissioner Bob Atkinson says the covert speed cameras will be deployed in high-crash zones and areas where speeding and hooning are reported.

He says they are intended to target serious offenders.

“That’s not for your average law abiding motorist who if they get caught speeding, it’s because of error or accident,” he said.

“We’re really after those high-end people.

“We think those high-end people, the ones who just have a total disregard for the law, are enormously disproportionately represented in the road toll.”

The covert cameras will be rolled out in north Queensland at a later date.

US publicly demands deployment of Canadian troops in Afghanistan

Ottawa, Mar.30 (ANI): The United States is publicly calling for Canadian troops to stay in Afghanistan past next year, sparking questions over what Canada’s role will be after the 2011 deadline for military withdrawal.

U.S. Secretary of State Hillary Clinton changed course Tuesday, saying the U.S. believes it has made progress with a new strategy and hopes Canada will provide “visible” support.

She said that Canadian troops might take on a non-combat role.

“We would obviously like to see some form of support continue, because the Canadian Forces have a great reputation. They’ve worked really well with our American troops and the other members of our coalition,” The Globe and Mail quoted Clinton, as saying in an interview with CTV News before a meeting of foreign ministers from G8 countries.

“There’s all kinds of things that are possible. The military could slip more into a training role instead of a combat role, a logistics-support role instead of front-line combat,” she said, stressing that it is up to Canada to decided its way forward.

Last night, Canadian Foreign Affairs Minister Lawrence Cannon insisted there will be no Canadian military mission in Afghanistan after next year”s deadline, but said the government is examining what kind of roles civilian officials will play in delivering aid and development programs. (ANI)

Hijacked Indian vessels traced in Seychelles

Seychelles, Mar 30 (ANI): One out of the total eight boats that were kidnapped by Somali pirates was on Tuesday reportedly traced near the Seychelles port after the Kenyan Navy established communication with the crew.

There are reports that the authorities are giving indications that the other vessels have also been spotted in Seychelles.

Somali pirates had kidnapped the sailors along with 120 other Indians when they were sailing from Somalia to Dubai.

The sailors, who belong to Gujarat”s Saurashtra and Kutch regions had anchored last in the rebel territory of Kismayo in Somalia where they loaded cargo into their boats. But soon after, they were taken as hostages.

The pirates have, however, till now not demanded any ransom.

There are reports that on account of the current hijacking, patrolling has been intensified following naval deployment in the Gulf of Aden and Seychelles.

Somali pirates had earlier also targeted many Indian ships and taken crew as hostages.

Armed pirates had on December 23, 2009 attacked the Indian ship M T Agrasen, just 300 nautical miles off the coast of Maharashtra. The forty-one crew were, however, able to thwart the siege.

A similar incident took place on December 15 last year, when the pirates seized the Indian vessel Laxmi Sagar off the Somalian coast and kept ten members hostage. (ANI)

Brit MPs warn terrorists one step ahead of airport security chiefs

London, Mar 24 (ANI): British parliamentarians have condemned airport security chiefs for failing to keep ahead of terrorists, and said ‘overseas weak points’ in airport security posed a serious risk to the country.

The all-party Home Affairs Select Committee accused airport security chiefs of being reluctant of aggressively adopting new measures.

The MPs said the Government’s approach was “wholly reactive” and involved “waiting for terrorists to demonstrate their new capabilities before implementing improved security measures.”

They warned that “overseas weak points” in airport security posed a serious risk to Britain. The MPs criticised delays in introducing new security technology such as Electronic Trace Detection systems, The Daily express reports.

They backed the controversial full-body scanners, which allow security guards to see passengers naked, and said in their report that privacy concerns “are overstated” and “should not prevent the deployment of scanners”.

Airlines and airports worldwide have been in the front line of terror threats as security dramatically tightened after the 9/11 outrages.

The MPs called for “more stringent” international standards in aviation security and more work on tackling terrorism at source. (ANI)

Body Scanners Arriving at Many U.S. Airports

BOSTON — The Transportation Security Administration is spreading airport body-scanner technology across the country.

A TSA official said Friday that units will be fielded next week in Chicago, and in the coming months at Fort Lauderdale, Fla.; San Jose, Calif.; Columbus, Ohio; San Diego; Charlotte, N.C.; Cincinnati; Los Angeles; Oakland, Calif.; and Kansas City.

They are among 150 machines bought with money from the federal stimulus package signed into law by President Obama last year.

Three of the new machines are going online at Boston’s Logan International Airport on Monday.

Deployment of the machines was announced in the fall, before a Nigerian allegedly tried to blow up a Detroit-bound airliner on Christmas Day with explosives concealed in his underwear.

But that event highlighted the need for additional security in the U.S. aviation system.

Black Widow surrenders weapons in Assam

Guwahati, Sep 16 (ANI): Over 170 guerillas of the Dima Halam Daogah (Jewel) (DHDJ) or Black Widow have commenced surrendering their weapons from Wednesday.

Earlier on Sunday, nearly 193 rebels of the DHDJ had surrendered their weapons well ahead of the deadline given by Union Home Minister P. Chidambaram.

Chidambaram had asked the banned ultras to surrender weapons before September 15.

The DHD (J) is responsible for creating terror in the North Cachar Hill District of Assam for last six years, during which over 300 people have been killed.

Among those who surrendered arms were Daniel Dimasa, Daku Dimasa, David Dimasa and Nalo Dimasa who were considered as hardcore militants.

According to the new rules for facilitating peace talks with the militant organization, an outfit has to first abjure violence by depositing weapons and stay away from extortion by moving to designated camps. Only its top leadership will be allowed to sit for talks.

Defence spokesman, Col.R Kalia, said those who have deposited weapons have been kept in two temporary camps at Kapuchera and Jatinga under heavy escort by troops of the Red Shield Division of the Army.

A formal surrender ceremony would be held at Haflong later in the month in the presence of the State Chief Minister Tarun Gogoi, sources said.

The breakaway group of the DHD (J) led by James Dimasa are still undecided on joining the peace process.

According to Additional Director General (Special Branch) Khagen Sarmah, all the cadres of the outfit are expected to surrender their weapons in the next couple of days.

The government has adopted a multi-dimensional strategy in North Cachar Hills with strong deployment of security forces.

The brigade headquarters of the Army at Haflong has coordinating all the efforts.

Till now 373 insurgents have come over-ground depositing 136 weapons including AK series weapons, M16 rifles, INSAS rifles, rocket launchers, grenades and wireless sets, sources said. (ANI)

Tripura withdraws security escorts along highways

Dhalai (Tripura), Sep 15 (ANI): Consequent to the decline in activities of insurgents in Tripura, the government has decided to withdraw the 16-year-old system of escorting all vehicles plying along the major highways linking Agartala with the rest of the country through Assam and other states.

This was disclosed by A Chaturvedi, Inspector General of Police, Tripura at Dhalai on Monday.

In 1993 the State had promulgated an order that no vehicles will be allowed to ply without security escorts along the highway.

The highway is the lifeline of the landlocked state surrounded by Bangladesh on three sides – north, west and south.

“The reason for withdrawing the convoy system is that now we have gained confidence and now the problem of extremism is controlled and the morale of extremists is very low,” Chaturvedi said.

However, to avoid any terror act, patrolling and static deployment of troopers continues and even intensified at certain spots.

The government may allow plying of vehicles round the clock after observing the situation for one year. (ANI)

Deployment of women constables cheers farmers in Punjab’s border villages

Rorawala (India-Pakistan Border), Sep.11 (ANI): As women constables of the Border Security Force (BSF) were deployed at the India-Pakistan International Border on Friday, a wave of cheer overwhelmed the villagers here.

Male farmers expressed their delight over the development, saying the presence of women security personnel would encourage their womenfolk to join them in the fields near the border.

The fencing of the 553-kilometer-long border since the 1990s; has created a feeling of reluctance among rural women to cross the border gates to work in fields or to deliver meals.

Most of them were hesitant in undergoing a frisking of their bodies, a security provision to check against the smuggling of unwanted material from across the border.

In such conditions, farmers were compelled to hire outside help on daily wages.

Hailing the step, farmers in the border area said their financial burden would be reduced with their women stepping in to assist them.

They also said that the deployment of women constables would enable them to access cheap labour.

Raj, a woman labourer, said: “I am very happy since it was difficult to get work in the village. We can now go to the fields beyond the fencing and earn much for our families.”

Balwinder Kaur of Rorawala village said that her family owned about ten acres of land beyond the fencing and some times it was difficult to cultivate it due to the shortage of labourers.

Now, with the presence of female security personnel, she said that she and other females of the family were ready to help in the cultivation process beyond the fenced wiring.

Joginder Singh, a farmer, said that he was now looking forward to the fresh meals brought to him by the womenfolk of his family.

Mohammad Aquil, DIG (Border Range) BSF, said the deployment of the lady BSF constables would be done in the state of Punjab within two months.

A senior BSF official said about 178 girls would be posted at the international border dividing India and Pakistan. At a later stage, 60 of these women constables would be deployed along the India-Bangladesh border

These women are aged between 19-25 and are fully trained in the use of weapons, patrolling and other combat tasks, they will be assigned non-combat duties along the fenced border.

Gurbir Kaur, a woman constable, said that the (soldiers)’ uniform always fascinated her. She said that being in uniform was a dream come true.

Raman Preet Kaur, another lady constable, said that apart from frisking, she was also trained to handle a security-related crisis at the border.

India, Nepal agree to review Air Service Agreement

New Delhi, Sep 11 (ANI): India and Nepal signed here a Memorandum of Understanding (MoU) for review of Air Service Agreement (ASA) and a technical accord.

As per the understanding reached between the delegation from the two countries, the weekly seat capacity has been increased to 30,000 from the existing 6,000. This step can safely be expected to give a whole new boost to tourism as well as trade between the two countries.

Three new points have been granted to Nepal, namely Dehra Dun, Gorakhpur and Bagdogra and for India, Pokhara, Lumbini, Biratnagar, Nepalgunj, Janakpur, Dhangadi and Bhairahawa.

However, within their overall capacity entitlements, the designated airlines of Nepal shall be entitled to operate not exceeding 10,000 seats per week to/from Mumbai and Bangalore each and not exceeding 15,000 seats per week to/from Delhi. This restriction will become null and void from January 1, 2011.

Regarding the revised route schedule, the Nepali delegation stated that barring Kathmandu, there is no other airport in Nepal which is suitable for operation of international flights.

The designated airlines of each party shall be entitled to operate any number of all-cargo services between each other’s territory with any type of aircraft with full 3rd, 4th and 5th freedom traffic rights. Such all-cargo services may also be operated under co-operative marketing arrangements such as code sharing blocked space.

The delegations took note of the Technical Co-operation Agreement signed between the Airports Authority of India and the Civil Aviation Authority of Nepal. Both sides agreed to take further action for implementation of this Agreement.

The Indian side reiterated its request that permission for the deployment of sky marshals on the flights operated by the designated airlines of India to/from Nepal may be expedited.

The Nepal side took note of the request and informed that the matter had already been referred to the appropriate authority of the Government of Nepal. The Nepal side will pursue the matter. This Memorandum of Understanding shall super cede all previous arrangements to the extent applicable and shall come into force with immediate effect.

The Indian delegation was led by M. Madhavan Nambiar, Secretary, Ministry of Civil Aviation and the Nepal side was led by Nagendra Prasad Ghimire, Secretary, Ministry of Tourism and Civil Aviation. (ANI)
