Conference of Secretaries of Administrative reforms tomorrow

New Delhi, Aug 20 (ANI): A conference of Secretaries of Administrative Reforms will be held here tomorrow.

It will be inaugurated by Prithviraj Chavan, Minister of State for Personnel, Public Grievances and Pensions.

First of its kind, the day-long conference is being organized by the Department of Administrative Reforms and Public Grievances.

Secretaries of Departments of Administrative Reforms of the States/Union Territories will take part in the Conference.

The conference aims to create a national platform to share experiences of the States in the field of reforms/initiatives undertaken by the department of Administrative Reforms in the States with a view to improve public service delivery, make the administration effective, transparent and accountable.

The conference will provide a forum for the various states to highlight the issues being faced by them in the area of administrative reforms.

The conference will deliberate on the role of Department of Administrative Reforms in the States and Union Territories.

The focus will be on the organizational structure of the administrative departments in the states, budget allocation and reform activities, challenges faced by them in the execution of reforms activities and assistance required by them from the Centre.

The conference will also focus on the implementation of second ARC recommendations pertaining to the states. (ANI)

PM to address National Conference of Ministers of Environment and Forests today

New Delhi, Aug 18 (ANI): For a comprehensive stock taking of the implementation of policies and programmes concerning protection of environment, forests and wildlife, the Union Ministry of Environment and Forests has convened a National Conference of the Ministers of Environment and Forests of all the States and Union Territories here today.

Prime Minister Dr. Manmohan Singh will deliver the inaugural address.

Union Minister of state (Independent charge) Jairam Ramesh, Secretaries of Environment and Forests from all states, Chairman of Central Pollution Control board, Chairman of State Pollution Control Board, Principal Chief Conservators of Forests, Chief Wildlife Wardens, Members, Planning Commission, Chief Ministers, Secretaries, Government of India, Dr R K Pachauri, Director General, TERI, India, NGOs will participate in the conference.

The conference assumes significance in the context of the emerging and continuing challenges in respect of protection of environment, forests and wildlife.

The conference seeks to forge enhanced synergies between the efforts of the Central and State Governments for effective implementation of policies and programmes in this regard.

The conference will deliberate on several items.

They are i. Monitoring compliance with environmental and forestry related laws and regulations and road map for institution building;

ii.River cleaning – innovative models and enhanced co-ordination among the centre, states and local bodies;

iii. Strategies for increasing forest cover and enhancing synergies between Green India Mission, National Afforestation Programme and CAMPA Funds;

iv. Strengthening of State Forest Departments and Capacity Building of Forest Officials;

v. Protection of forests in the context of the implementation of Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forests Rights) Act, 2006;

vi. Wildlife management including Tiger Conservation and issues related to Man-Animal conflict. (ANI)

Orissa Government to strengthen tribals land rights

Bhubaneshwar June 24(ANI): The Orissa government has decided to bring amendments to Orissa Scheduled Tribe and Traditional Dwellers Act, 2006, to pave way for tribals to continue in the land occupied by them.

The Government has so far identified about 20,000 tribals who are traditional forest dwellers but hold no land rights.

This announcement came after the Chief Minister Navin Patnaik’s visit to the areas of the trouble hit Narayanpatna in Korapat district.

Today’s decision of the Orissa government is significant as, thousands of activists of Maoists backed tribal outfit Chasi Muliya Adivasi Sangh (CMAS) led by Nachika Linga, forcibly occupied nearly 800acres of agricultural land belonging to non-tribals across Narayanpatna block, earlier this month.

To counter the Maoist from taking an advantage of the situation Chief Minister Patanaik instructed the Revenue, the Scheduled Tribes and Scheduled Castes Development Departments to ensure that not an inch of tribal land should not be remained in possession of non-tribals.

The Orissa Government has also decided to strictly enforce laws under the land reforms act and tribal laws to give justice to the tribal population of the sate and to launch awareness drive to educate tribals about their rights.

Revenue Minister S N Patro said the Governemnt has decided to rovide legal assistance to the tribals who are not in a position o fight out their cases and if necessary it will bear all the legal expenses. (ANI)

India to host International workshop on ‘Green Customs Initiatives’

New Delhi, May 25 (ANI): India will host a five-day international workshop starting from today on ‘Green Customs Initiatives’ to bring awareness about environment protection and the role of customs officers in enforcing environmental laws on the borders.

The National Academy of Customs, Excise and Narcotics (NACEN), the training arm of the Central Board of Excise and Customs (CBEC), will host the event under the aegis of the World Customs Organisation (WCO) at NACEN in Faridabad.

Protection of the environment is a primary concern of the international community today to ensure that the earth does not become the victim of environmental degradation with its catastrophic consequences for life on earth. The role of Customs Departments of the International Community is important specially in view of the fact that national and international Crime Syndicates are indulging in environmental crimes for pecuniary gains.

The Workshop is aimed at bringing about awareness of the importance of environment protection and the role of Customs Officers in this task in the Asia Pacific, Central Asia and Australasia Regions.

The participants of the Workshop are expected to go back to their respective countries duly enriched on this aspect and take forward the “Green Customs Initiatives” which has been launched by the Secretariats of the Multilateral Environment Agreements (MEAs) such as, Basel Convention, Rotterdam Convention, Stockholm Convention, Montreal Protocol, Chemical Weapons Convention etc. in cooperation with UNEP and the WCO.

The Workshop will be attended by participants from 21 countries of the Central Asia, Asia Pacific and Australasia Regions and Experts from the United Nations Environment Programme (UNEP), the World Customs Organisation (WCO) and the Secretariats of the Multilateral Environment Agreements (MEAs) (to which India is a party). Washington, May 6 (ANI): US First Lady Michelle Obama’s was thrilled to visit “Sesame Street” on her first visit to New York since Barack Obama took over as US President.

After a visit to the US Mission to the United Nations, she set aside time for a special stop today at the “Sesame Street”.

“And I was thrilled,” Michelle told employees of the US mission to the United Nations. “I never thought I’d be on Sesame Street with Elmo and Big Bird. … I’m still thrilled. I’m on a high.”

She told the employees that she was on the public-broadcasting show to discuss nutrition and healthy eating. (She did not say when her episode of the show would be broadcast.)

Michelle said with a smile that her meeting with the two Muppet legends was “probably the best thing I’ve done so far in the White House,” The Washington Post reported.

Her agenda at the UN mission, meanwhile, was simply to say thank you to federal employees.

Since becoming first lady, Michelle has visited many federal agencies in Washington-including the Departments of Education, Housing and Urban Development, Interior and Homeland Security-to express gratitude to bureaucrats who often work tirelessly out of the spotlight.

Chinese province says will fine civil servants who don’t smoke local cigarettes

Beijing, May 4 (ANI): Believe it or not, Chinese civil servants who refuse or fail to consume a sufficient amount of locally made cigarettes, will be fined.

An order to this effect has been passed in Hubei Province. The regulation set standards for the number and brands of cigarettes to be bought and used by its officials.

All local government agencies and institutions should aim to consume 230,000 packs of Hubei Province-produced cigarettes a year, or about 4 million Yuan (588,235 dollars). Departments that fail to consume sufficient cigarettes or consumed non-local brand cigarettes would be fined, Hubei-based Chutian Metropolis Daily reported.
According to the Global Times, the regulation will boost the local economy via cigarette tax.

The regulation included punishments but no offenders have been fined, said an unnamed spokesman at the county public relations department. The regulation is just a general guideline and does not target specific tobacco brands, an official at the county finance bureau who refused to give his name told the Global Times yesterday.

The Hubei cigarette market is dominated by Hunan brands Furongwang, Baisha and the Yunan brand Ashima according to a NetEase.com Internet user allegedly from the same county. The measure will help the brand Huanghelou survive competition.

The measure seems intended to boost the local economy but it in fact boosts the political careers of government officials, argued another former county resident on the Netease forum. In the long run, it boosts corruption and hurts the public interest, he said. (ANI)

‘Pakistan right at this minute is a more acute problem than Iran,’ says expert

Washington, Apr.24 (ANI): A senior fellow at the Washington Institute for Near East Policy, who served as an adviser in the Clinton and Bush State Departments, has warned that as of now the evolving situation in Pakistan is more acute than Iran’s alleged nuclear ambitions.

According to David Pollock, the situation in both countries is serious and a matter of grave concern to the international community.

“Iran is also pretty serious and quite an urgent problem as well. I don’t think we have the luxury of putting Iran on hold while we deal with Pakistan. …We have to really be able to try to work on a number of different issues at the same time,” Fox News quoted Pollock, as saying.

Iran has been high on the list of foreign priorities for the U.S. because of its nuclear program. Oil-rich Iran says it is building nuclear reactors to generate electricity, but Washington believes it is secretly aiming to build atomic weapons, in violation of Tehran’s treaty commitments. .

Pakistan, which is supposed to be a key ally of the U.S. in the war against the Taliban and Al Qaeda in Afghanistan, is already rich in nuclear weapons.

US Secretary of State Hillary Clinton said Wednesday that the Pakistani government is “basically abdicating to the Taliban and the extremists.”

The secretary of state’s comments came after Pakistani President Asif Ali Zardari approved Islamic Shariah law in the northwestern Swat valley, which has been overtaken by Taliban forces.

President Obama has invited Zardari and Afghan President Hamid Karzai to the White House early next month, and Clinton made clear that Washington expects Zardari in particular to take a much harder line against extremists.

Richard Perle, former chairman of President George W. Bush’s Defense Policy Board and now a resident fellow at the American Enterprise Institute, said the Obama administration needs to be working around the clock on Pakistan “because that’s a very serious situation.”

Perle, however, doesn’t believe the administration’s efforts toward Iran are taking up much time.

“If Clinton and others were shuttling around the globe to put together a coalition with the Iranians, you could argue that it is a drain on resources,” he said. “But I don’t think there’s a lot of heavy lifting,” Perle said. (ANI)

Israel seriously considering military action against Iran: US report

Washington, Mar 5 (ANI): A report by top US political figures and experts released on Wednesday in Washington has claimed that Israel is seriously considering unilateral military action against Iran to prevent it from acquiring nuclear weapons.

The Jerusalem Post quoted the report as saying that Israel’s time frame for action is growing shorter, not only because of Iranian advances, but because Teheran might soon acquire upgraded air defenses and disperse its nuclear program to additional locations.

The report, named as “Preventing a Cascade of Instability” was released by the Washington Institute for Near East Policy (WINEP).

An early draft of the report was endorsed by Dennis Ross before he withdrew upon joining the Obama administration, in which he is serving as a special representative dealing with various countries in the region, including Iran.

Senator Evan Bayh of the Senate Select Committee on Intelligence, and Congressman Gary Ackerman, chairman of the House Foreign Affairs subcommittee on the Middle East, were among the signatories.

The report has urged for intensifying international sanctions against Iran for the effective engagement of Obama administration with Tehran.

The bipartisan group has also advised increasing security guarantees and the supply of missile defenses and other protective measures to allies in the Middle East, both to reassure them of America’s support to them.

The report has, however, noted that Israel is not interested in becoming part of an American nuclear umbrella as many Israelis fear that a declared US guarantee could come at the price of circumscribing Israel’s freedom of action in confronting existential dangers.

Former US ambassador to the United Nations Nancy Soderberg, one of the task force members who traveled to the region to research the report, expressed her concerns at a WINEP event on the report’s release.

She noted that the timetable for an Israeli attack might be “significantly” moved up if Jerusalem believed Russia would fulfill its promise to supply Iran with the S-300 surface-to-air missile system, which would greatly complicate any Israeli attack.

If the delivery does occur, the report recommends more arms sales to Israel, such as more modern aircraft, so it can maintain its military edge.

Later, she said that the aim of the report was to come up with strategies where neither the United States nor Israel was at the point of launching military action.

To that end, the 10-page document urges more international sanctions and expanding financial pressure taken by the US Treasury, by creating similar programs at the US Commerce and State Departments. (ANI)

Union Minister for Health and Family Welfare, Dr. Anbumani Ramadoss will be the chief guest. Union Minister of State for Health and Family Welfare Panabaka Lakshmi will be the guest of honour.

The PGIMER will be constructed at the cost of Rs. 60.16 crore.

Constructed by Hospital Services Consultancy Corporation India Limited, the Institute will comprises of administrative block, academic block, library block, an auditorium with more than 413 seating capacity, cafeteria and a guest house. It has an underground parking.

Dr. R.M.L Hospital including PGIMER Building is “Smoke Free Zone”.

Dr. R.M.L. Hospital was originally named as Willingdon Hospital and Nursing Home and was established by the British Government in the year 1932.

In 1954, this Hospital was taken over by the Central Government. Starting with 50 beds in the year 1954, the Hospital expanded to meet the ever – increasing demands of its services and now it is 1000 bedded Hospital spread over an area of about 25,000 area of land besides four acre of land housing hostel-cum-School of Nursing.

It will enhance the academic environment in hospital and will contribute towards medical research in the country and resulting into more specialists/super specialists and better health services to the public.

In the long term the Institute will bring together in one place educational facilities of the highest order by strengthening pattern of teaching in post graduate medial education in all disciplines so as to demonstrate a high standard of medical education to all Medical College and other allied institutions in India.

With a view to promote the objectives specified above, the Institute aims to: provide for postgraduate teaching in the science of Modern Medicine and other allied sciences, including physical and biological sciences; provide facilities for research in the various branches of such sciences; conduct experiments in new methods of medical education in postgraduate, in order to arrive at satisfactory standards of such education and to prescribe courses and curricula for postgraduate studies.

Dr. R.M.L. Hospital possesses basic infrastructure, faculty, clinical material and the environment required for setting up Post Graduate Institute of Medical Education and Research.

The Hospital has since long been providing post-graduate education in some specialities.

At present, Government has sanctioned 35 seats for PG Degree/Diploma courses and 2 seats for Super-Speciality courses. Academic session 2008-09 has already commenced.

Accommodation has been allotted to various Departments who are conducting Academic activities in the PGIMER.

The upcoming institute will aim to maximize utilization of manpower/infrastructure available at Dr. RML Hospital. It will enhance the academic environment in hospital and will contribute towards medical research in the country and resulting into more specialists/super specialists and better health services to the public.

In the long term the Institute will bring together in one place educational facilities of the highest order by strengthening pattern of teaching in post graduate medial education in all disciplines so as to demonstrate a high standard of medical education to all Medical College and other allied institutions in India.

With a view to promote the objectives specified above, the Institute aims to: provide for postgraduate teaching in the science of Modern Medicine and other allied sciences, including physical and biological sciences; provide facilities for research in the various branches of such sciences; conduct experiments in new methods of medical education in postgraduate, in order to arrive at satisfactory standards of such education and to prescribe courses and curricula for postgraduate studies.

Dr. R.M.L. Hospital possesses basic infrastructure, faculty, clinical material and the environment required for setting up Post Graduate Institute of Medical Education and Research.

The Hospital has since long been providing post-graduate education in some specialities.

At present, Government has sanctioned 35 seats for PG Degree/Diploma courses and 2 seats for Super-Speciality courses. Academic session 2008-09 has already commenced.

Accommodation has been allotted to various Departments who are conducting Academic activities in the PGIMER.

Further, attempts are underway to enhance the number of seats with the approval of the Government. (ANI)

PGIMER to be inaugurated at R.M. L on Wednesday

New Delhi, Feb 24 (ANI): Post Graduate Institute of Medical Education and Research (PGIMER) will be inaugurated at Dr. Ram Manohar Lohia Hospital here tomorrow.

Union Minister for Health and Family Welfare, Dr. Anbumani Ramadoss will be the chief guest. The Union Minister of State for Health and Family Welfare, Panabaka Lakshmi will be the guest of honour.

The PGIMER will be constructed at the cost of Rs. 60.16 crore.

Constructed by Hospital Services Consultancy Corporation India Limited, the Institute will comprises of administrative block, academic block, library block, an auditorium with more than 413 seating capacity, cafeteria and a guest house. It has an underground parking.

Dr. R.M.L Hospital including PGIMER Building is “Smoke Free Zone”.

Dr. R.M.L. Hospital was originally named as Willingdon Hospital and Nursing Home and was established by the British Government in the year 1932.

In 1954, this Hospital was taken over by the Central Government. Starting with 50 beds in the year 1954, the Hospital expanded to meet the ever – increasing demands of its services and now it is 1000 bedded Hospital spread over an area of about 25,000 area of land besides four acre of land housing hostel-cum-School of Nursing.

Govt fills up backlog vacancies of SCs/STs

New Delhi, Feb 23 (PTI) Ahead of the Lok Sabha polls, government today said it had filled up backlog vacancies of the Scheduled Castes and Scheduled Tribes, through a special recruitment drive. A drive was launched in August 2004 for filling up a total backlog vacancy of 74,008, Home Minister P Chidamabaram said.

“Of the total available vacancies of 26,358, 20,705 seats were filled up with direct recruitment. About 47,650 posts were available in the promotion quota, of which no candidates were found for 11,366 posts despite expansion of the area of consideration,” he said, describing it as “impressive”.

The drive covered all the ministries and their attached departments, sub-ordinate offices, public sector undertakings and autonomous bodies. A fresh Special recruitment Drive was launched in November 2008 to fill up the remaining backlog reserved vacancies and the drive would also cover Other Backward Classes.

Centuries old Nature Park well cared at Manali

Manali (HP), Jan 29 (ANI): Nature Park, frequented by thousands of tourists at Manali in Himachal Pradesh, is an ideal example on conservation as evident from healthy century-old pine and oak trees and other flora alongside colourful flowering shrubs.

Nature Park is literally a mini forest of pine and oak trees, which were originally planted by the British over 100 years ago.

Unlike rampant deforestation elsewhere, this place has been well preserved with utmost care. So much so, the agricultural universities, Conservator of Forests and Horticulture Departments have evinced keen interest in this garden by facilitating extension centres for the research botanists.

In turn, the tourists have gained from the fruits of these initiatives.

“Idea behind plantation of arboretum and pinetum trees was to preserve the species of these trees in Himalayan region,” said Dr. B S Bhardwaj, Senior Scientist, Hill Agriculture Research and Extension Centre, Bajoura, Kullu.

The British colonials planted almost 650 species of trees between 1902 and 1935. Most of these trees are continental and also originally from the Americas and even Japan.

Spanish Chestnut, Beach, White Poplar, Qurecus Serotina, Quercus Cerris, Tilla Europia were among the species planted by the Englishmen in 1902.

Later, in 1935 they planted some other species such as Scot Pine, Red Cedar and Japonica, Erizonica among others.

Fortunately, after the departure of the British and other European residents, the local people cared for these trees.

Nature Park is not only famous for its temperate trees, but also a place where one can spot hundreds of migratory birds during winter.

“This is one of the best places I have visited so far, one can find rare varieties of trees and birds over here. This place is really beautiful,” said Ashwani, a tourist. By Prem Thakur (ANI)

Authorities in J-K take precautions to prevent bird flu outbreak

Srinagar, Jan 19 (ANI): With migratory birds flocking Jammu and Kashmir, authorities are taking all measures to prevent outbreak of avian flu.

A large number of birds take their flight to the Kashmir valley every season as temperatures dip.

The Departments of Animal Husbandry in the state has alerted its staff around all wet lands of Kashmir valley to keep watch for any virus.

“There are over 500, 000 migratory birds that have come to the State this year. Our team has come here to collect samples and droppings of the birds since the concentration of the virus is in the droppings,” said Altaf Ahmad Baba, Director Animal Husbandry, Jammu and Kashmir.

A well-qualified team of doctors equipped with special kits, including masks, gloves and footwear are collecting the droppings of migratory birds for testing purposes.

“During winters, a large number of migratory birds throng the region. Our team of doctors is going to the spots to collect samples and test in the laboratories,” said Abdul Hameed, a lab assistant.

West Bengal has been fighting to contain intermittent outbreaks of the virus in poultry since last year.

India has culled millions of chicken and ducks to contain the virus since its first outbreak in 2006, but has reported no human infections.

Experts have warned the H5N1 virus might mutate or combine with the highly contagious seasonal influenza virus and spark a pandemic that could kill millions of people across the world. (ANI)

Over 70 establishments including various Central and State Departments, financial institutions, health, hospitality, telecom, handicrafts, plantation, telecom and media industries are showcasing their products and services being offered by them.

State pavilions are striving to attract potential investors to their states by way of portraying various incentives and facilities they offer to them.

Banks are depicting their services to both the domestic and overseas Indians.

The health industry in the country that has emerged as one of the promising sectors in the country by way of attracting people from all over the world for quality medical treatment, are trying to promote their services through showcasing all the facilities they boast of in their hospitals.

Non-Governmental Organizations are also utilising the exhibition to promote their activities across the globe.

The exhibition is open for visitors till the end of the mega annual event on January 9 for overseas Indians and people of Indian origin.
