Qaeda-backed LeT set for series of terror attacks in India, warns Israel’s NSC

Tel Aviv, Sep.18 (ANI): Israel’s National Security Council’s Counter-Terrorism Bureau has issued a terror warning for India, saying a Pakistani terror group, having close links with Al-Qaeda, is planning to carry out series of strikes across the country.

“A Pakistani terror organization affiliated with al-Qaida and responsible for the attacks in Mumbai last year is planning to carry out a string of attacks throughout the Indian subcontinent,” the notice issued by the bureau stated.

The warning said that though foreigners, especially from western countries could be targeted, and that Israelis and places where Israelis usually assemble in large numbers are on top of the terror outfit’s hit list.

The bureau rated the threat as ‘imminent and concrete’ and emphasized on the Jammu and Kashmir region, The Jerusalem Post reported.

This is probably the first time that such a warning has been issued regarding threat to Israelis in India, as India is considered a friendly country with thousands of Israelis living in different part of the nation. (ANI)

Adopt new, transparent selection process for police forces: Chidambaram

New Delhi, Sep 14 (ANI): Union Home Minister P Chidambaram on Monday asked the State Governments to adopt new, time bound and transparent selection process for the state police forces on the lines of the Central Police Force selection procedure.

Addressing the three-day long conference of the Directors Generals and Inspectors Generals of state police forces organized by Intelligence Bureau, Chidambaram said: “Revamp the recruitment procedures and make them quick, time bound and transparent. We have introduced a new recruitment procedure in the CPMFs that is based on technology, objective assessment and transparency. I would take this opportunity to urge State Governments to immediately adopt the new procedure.”

Chidambaram expressed concern over the way police officers are treated and asked states to constitute the police establishment boards as the earliest.

“Constitute a Police Establishment Board that would decide on transfers and postings. It is a matter of deep regret that many police officers have been reduced to a football, to be kicked here and there, from one post to another, without regard to the damage done to the job as well as the officer,” he said.

Expressing concern over the non providing of funds to the police forces by some of the states, Chidambaram said: “I am also concerned about the attitude of some State Governments to providing funds for the police. Let me remind you that Police and Public Order are State subjects. States are right in zealously guarding their turf. The Central Government has no desire to encroach upon the jurisdiction of the State Governments. Given the Constitutional responsibility, State Governments must provide adequate funds for the State Police. “

The Home Minister appealed to the state governments to change the practice of allotting the residue – after providing funds for other Plan and Non-Plan Schemes to the head of Police.

The Central Government increased over Rs.13, 000 crore in the budget of the current fiscal to strengthening the CPFs, and for Modernization of Police Force, CCTNS, Strengthening of Fire and Emergency Services, Scheme of ICP, etc.

Chidambaram called on the conference to mark the beginning of a process of reinventing the security system in the country.

“We must learn from our past mistakes. We must also learn from the experience of other countries. It is the neglect of tried and tested methods that has led us to a situation where we seemed unequal to the challenges that face the internal security of the country,” he said.It is not enough to walk with firm steps on the path that is known. We must also lay out a path forward that will draw heavily upon technology and innovation,” Chidambaram added.

He said once the ambitious projects of CCTN and NATGRID are fully rolled out and implemented, it would mark a quantum jump in our ability to counter the challenges that we face.

Chidambaram also stressed on the creation of a first rate National Counter Terrorism Centre.

“It is also my desire that once the Police Mission submits its report, we should implement the recommendations in a time-bound manner. There is the need to enact a “Model Police Act”. Mega-city policing is a new requirement, and there is much to learn from the experiences of other mega-cities,” Chidambaram said.

Chidambaram also asked the state police chiefs to sharply upgrade our Forensic Science Laboratories and make them among the best in the world. (ANI)

Sources added that the delegation lauded the Pakistan Army for its anti-militancy operation in Swat and Malakand Divisions.(ANI)

15 more Taliban extremists killed in Pak army offensive, drone strike

Peshawar, Sep.8 (ANI): At least 15 more Taliban extremists were killed in Pakistan military’s counter insurgency operation and a drone attack in the Khyber and North Waziristan areas.

While 10 militants were killed in the Tirah valley during anti-militancy offensive, a US drone targeted an alleged militant hideout and a madrassa in Machikhel village in North Waziristan killing five persons on the spot besides injuring six others, The Daily Times reports

“The strike targetted a madrassa and an adjoining house in Machikhel village in North Waziristan. At least five people were killed and six others injured,” a senior security official said.

Local tribesmen have cordoned off area and are searching for bodies, sources said.

People have started leaving their homes amid the fresh military operation against the extremists in the region.

According to an estimate 30,000 people have left Khyber Agency for safer places since Sunday.

“Thousands have fled the military operation in Khyber. Around 30,000 people have arrived in Peshawar,” said Sahibzada Mohammad Anis, administrative chief in Peshawar. (ANI)

PAF using unmanned drones in war exercise

Islamabad, Sep.5 (ANI): The Pakistan Air Force (PAF), for the first time, is using unmanned UAV drone planes in its ongoing annual war exercise in Sargodha.

The focus of the drill named ‘Saffron Bandit 2009-10′ is to train fighter pilots in counter insurgency operations and carrying out precision attacks on militant hideouts.

Briefing media persons about the exercise at the Air Force Headquarters, Deputy Chief of Air Staff Air Vice Marshal Muhammad Hasan said the drills were aimed at training the PAF for operations against the terrorists.

“PAF is employing for the first time in the recent drills pilotless UAV drone planes to target the enemies. It was due to the precision of PAF planning that common people were not among the casualties,” Air Vice Marshal Hasan said.

Chief of Army Staff General Ashfaq Parvez Kayani and Chief of Air Staff Air Marshal Rao Qamar Suleman also inspected the drill, The News reports.

Air Vice Marshal Hasan also informed that a joint military exercise, Exercise High Mark 2010, involving both the Army and the Air Force would be held next year. (ANI)

ISAF troops in Afghanistan need to get rid of their seige mentality

Kabul, Aug.13 (ANI): For the vast majority of troops at the International Security and Assistance Force (ISAF) headquarters, Afghanistan remains an enigma, a threatening land lying beyond the concertina wire of the base.

When ISAF troops venture out from their base into the “red zone” (i.e. the comparatively safe streets of Kabul) they are prepared for combat.

Barreling through the crowded streets of a city that has been called a comparative “safety zone” by those fighting in the south, they jam the phone signals of average Afghans with their ECMs (electronic counter measures) and jam the roads with their convoys.

Defeat takes the form of thousands of casualty-phobic troops ensconced behind the walls, sand bags, and blast barriers of a well-protected safety bubble.

One would think that the coalition vehicles driving around Kabul in combat posture and menacingly waving 50 caliber machine guns at Afghans were storming a Taliban sangar (trench) in Helmand, not competing with rush hour traffic.

The only Afghan most ever meet is the Hazara carpet seller on base who serves authentic Afghan food once a month. And the only coalition soldiers most Afghans meet are encased in armor-plated vehicles or flak jackets.

Only a small percentage of “fobbits” (those who live in forward operating bases or FOBs) actually interact with average Afghans due to hyper-protective S.O.P. (standard operating procedures) meant to lessen their risks from interaction with Afghans.

ISAF troops suffer from a siege mentality that led the United States dangerously close to losing the war in Iraq in 2005 and 2006. U.S. forces in Iraq were more concerned with force protection than protecting the center of gravity in Iraq, the Iraqi people.

It was only when Generals Petraeus and Odierno pushed their troops out of the bases and into the streets of Iraq that they began to make headway in the counterinsurgency.

This meant more meetings with Iraqi people, who began to feel that the Americans were protecting them.

For the most part, the coalition has ceded the countryside of the south and parts of the east to the enemy, who took advantage of the vacuum left by enemy troops in 2003 when the U.S. was focused elsewhere.

The White House’s fear of engaging in grassroots nation building allowed the Taliban to fill the void. Pro-government khans and mullahs were executed, villagers cowed into submission, and “vanguard” groups sent onto the next province to lay mines and kill “infidel collaborators.” With no visible coalition presence outside of the provincial capitals, the Taliban swarmed the countryside.

Much the same thing happened in Afghanistan in the 1980s under the Soviets, who controlled the major roads and cities and remained safe in their bases for fear of sustaining casualties.

The U.S. Marines’ recent efforts to clear and hold territory in Helmand Province represent a welcome break from this barracked mentality.

It is only by establishing a reliable coalition presence in contested places like Helmand that the coalition can show the Afghans that they are there to stay and protect them. (ANI)

Evidence of muscle rubs’ pain relieving effects not enough, say researchers

Washington, July 8 (ANI): A systematic review by Cochrane Researchers says that there is a lack of proof using gels and creams containing rubefacients are helpful in treating chronic and acute pain.

According to background information in the report, rubefacients cause irritation and reddening of the skin, due to increased blood flow.

The review focused on formulations containing salicylates, which are widely prescribed or sold over the counter as topical treatments for sports injuries and muscle pain.

“At present, due to a lack of high quality evidence, we can’t say exactly how effective rubefacients are for acute injuries and there are certainly other more effective treatments which could be prescribed for use in chronic conditions like osteoarthritis,” says lead researcher Andrew Moore, of the Nuffield Department of Anaesthetics at the University of Oxford in the UK.

There are over a million prescriptions each year for rubefacient gels and creams such as Movelat. As with Movelat, the rubefacient compounds in many of these products are salicylates, which, while they are related to aspirin, may not work in the same way, especially when applied to the skin.

The review analysed data from 16 trials for acute and chronic pain, which together included 1,276 people. Only salicylates were studied, and trials were generally small.

According to the researchers, there were four studies that showed that topical salicylates performed better than placebos against acute pain, but excluding lower quality studies meant the results were not statistically significant.

They said that when used for chronic conditions, salicylates performed better than placebos.

However, they added, only one in six patients with chronic pain benefited substantially from using the muscle rubs, compared to one in three using non-steroidal anti-inflammatory drugs.

“Larger and higher quality controlled trials of topical rubefacients are needed to establish whether these treatments really work. We also need more studies on other rubefacients as we were only able to assess the effectiveness of the salicylate formulations in this review,” says Moore.

“But it is important to remember that not all analgesic gels or creams are the same, and for others there is very good evidence of effectiveness. Those will be dealt with in other reviews presently being finalised,” he adds. (ANI)

New York’s giant ‘Carbon Clock’ to tick off amount of CO2 emissions

Washington, June 20 (ANI): Deutsche Bank has erected a seven-story carbon clock in the center of New York City, which ticks off the tons of carbon dioxide (CO2) being emitted into the atmosphere.

The move is being touted as a public relations move designed to raise awareness of global warming.

Designed by scientists at the Massachusetts Institute of Technology (MIT) and hanging outside Madison Square Garden, the giant counter shows that the amount of carbon dioxide in earth’s atmosphere is at 3.64 trillion metric tons, the highest level in 800,000 years.

Number whirring on the counter show that CO2 is being added to the atmosphere at the rate of 800 tons per second.

Unveiling the sign, Deutsche Bank officials said it was designed to highlight the crisis of global warming and the urgency of reducing CO2 emissions.

“The minute you convert that (carbon) to a real-time number, it can serve as a backdrop to a lot of conversations,” said one Deutsche bank executive. (ANI)

US willing to broker Indo-Pak dialogue

Islamabad, May 27 (ANI): The United States has said that it is ready to broker bilateral talks between India and Pakistan to resolve some of the long pending issues including that of Kashmir.

US Senator Thomas Carper, who is heading a delegation which currently on a visit to Pakistan said Washington is eager to play a role in resumption of Pakistan-India dialogue for resolving all their outstanding issues including the core issue of Kashmir.

The delegation which includes Senator Mark Udall, Jeanne Shaheen, Kay Hagan and Mark Bagich met Prime Minister Yousuf Raza Gilani here, and assured Pakistan of all humanitarian help for the thousands of people who have been displaced and rendered homeless in the Swat Valley due to the military offensive.

It also pledged that the US would assist Pakistan in building its counter insurgency capability to expand their campaign against extremism prevailing in the country, The News reports.

Gilani told the delegation that Pakistan needed much larger support from the international community particularly from the United States to quell insurgency completely and provide relief to the thousands of dislocated in the Swat Valley and other areas of Malakand Division.(ANI)

US announces separate 400 million dollar counter-insurgency aid for Pakistan

Washington, May 27 (ANI): The United States has set up a separate aid of about 400 million dollars to help Pakistan counter extremism effectively.

The annual fund named the Pakistan Counter-insurgency Capabilities Fund (PCCF) would primarily provide sophisticated weapons and counter insurgency training to the Pakistan military.

The fund would be in addition to the war supplement that has already been approved by the Senate.

The PCCF will allow the US Central Command officials to work directly with the Pakistani military to help build its counter-insurgency capability, The Dawn reports.

A Pakistan Embassy spokesman said that this additional fund would be of great help in the ongoing military operations in Swat and the Federally Administered Tribal Areas (FATA).

Recently, the US Secretary of Defence Robert Gates had urged the congressional panel to provide an additional package to Islamabad to help build up its counter terrorism capabilities.

“We are asking for this unique authority for the unique and urgent circumstances we face in Pakistan. It is a vital element of President Obama’s new Afghanistan-Pakistan strategy,” Gates had said.

However, the State Department and the Pentagon both had different opinions over the aid being provided to Pakistan.

Several Senators and members of the House Foreign Affairs Committee and the State Department’s legislative affairs insisted that the fund must be put under strict vigil and in the patronage of the State Department.

They claimed that counter-insurgency is ’80 per cent political and only 20 per cent military’ so all the efforts to tackle such issues must be controlled by civilians.

“This provision lays down an important marker that providing security assistance to other countries is a matter of foreign policy and should remain a core responsibility of the Secretary of State,” Congressman Berman had said.

The PCCF would allow Central Command chief General David Petraeus to press for additional Pakistani acceptance of US training, US officials said. (ANI)

US Senator wants aid to Pak to be used exactly what it is meant for

Washington, May 22 (ANI): Worried over reports about Pakistan rapidly adding to its stockpile of nuclear weapons, and speculations about Islamabad misusing the US aid meant for carrying counter insurgency operations, a senior US Senator has moved an amendment to a bill before the Senate Foreign Relations Committee that requires Pakistan not to redirect American aid for expansion of its nuclear establishments.

Addressing the Committee, Democrat Senator Jim Webb said the amendment was primarily aimed at ensuring that Pakistan does not misuse the assistance.

“The purpose of the amendment was to ensure that none of the money provided by the US would go to ‘build, help, or support’ the country’s nuclear programme. It can only be used for the purpose it’s intended for,” The Dawn quoted Webb, as saying.

Webb said the Obama administration must attach the amendment to the bill authorizing US assistance to Pakistan.

However, the Chairman of the U.S. Joint Chiefs of Staff, Admiral Mike Mullen did not supported the amendment saying conditioning all the money meant for Pakistan could prove counter-productive for America’s aims.

“It was not possible to impose this requirement so quickly, and I would like to ensure that the conditions were ‘not so rigid’ that we cannot get started,” said Admiral Mullen.

He also noted that Al-Qaeda was expanding its nefarious activities in other countries of the world with the primary aim of targeting America.

“Al-Qaida, which continues not to be just in Pakistan, but is now moving into Yemen, is connected very well in Somalia, and in other parts of the world.Their strategic objectives remain the same – to threaten us, to threaten the west,” Admiral Mullen said. (ANI)

Amarnath yatra registration for pilgrims begins

Jammu, May 21 (ANI): The registration for the annual pilgrimage to the Hindu cave shrine of Amarnath in Jammu and Kashmir commenced across the country on Wednesday.

The pilgrimage spread over two months is scheduled to begin on June 6.

At Jammu and several other places, the pilgrims were seen in long queues to register their names.

Jammu and Kashmir Bank has been authorised by the government to register the intending pilgrims.

Around 110 branches of the bank spread over the country will facilitate the registration of the pilgrims.

According to Madan Gupta, Vice President (Central Zone) of J and K Bank has said that facilities like mobile ATMs and banking facilities at the base camp are the latest additions this year.

“We are doing bookings up to 3,00,000 in this counter and through Internet up to 1,20,000 bookings. We request people to get their bookings done through Internet because it would be more convenient. For pilgrims, we have arranged mobile banking facilities at the base camp, which will remain for June 6 to August 5. ATM facility will be available round the clock. We would be providing the pilgrims with on-the-spot banking facilities at the base camp,” Gupta added.

He further said that in Jammu, the bank has set up an extra counter at the Exhibition Ground for registration, which will remain open on week days from 3.p.m in the afternoon till 6.p.m. on weekdays and on Saturday from 1.p.m to 4.p.m. in the afternoon.

The registration will close on July 30.

“Every year we go on this pilgrimage. We pray to Lord Shiva for the pilgrimage journey to proceed smoothly this year unlike last year,” said Rajkumar, a pilgrim.

The Amarnath pilgrimage will culminate on August 5, which according to Hindu almanac is the Shravana Purnima (full moon in the monsoon month of Shravana).

Every year a large number of devotees trek the steep, slippery 48-km route to reach the Amarnath cave shrine, which stands at a height of nearly 12,500 feet above sea level. (ANI)

Justice Department memos will have a chilling effect on US counter terrorism: Stratfor

Washington, Apr. 30 (ANI): The release of the four Department of Justice classified memos that reveal the controversial approval given by the Bush administration to torture and interrogation techniques used on GITMO detainees have had a chilling effect on US counter terrorism, believes intelligence think tank STRATFOR.

According to STRATFOR, realistically, those most likely to face investigation and prosecution are those who wrote the memos, rather than the low-level field personnel who acted in good faith based upon the guidance the memos provided, in spite of the fact that Obama has reassured that there will be no witch hunt.

The intelligence community believes the release of the memos has had a discernible “chilling effect” on those in the clandestine service who work on counter terrorism issues.

STRATFOR opines that the debate over the morality of such interrogation techniques has distracted many observers from examining the impact that the release of these memos is having on the ability of the U.S. government to fulfill its counter terrorism mission.

“Politics and moral arguments aside, the end effect of the memos’ release is that people who have put their lives on the line in U.S. counter terrorism efforts are now uncertain of whether they should be making that sacrifice,” says STRATFOR.

STRATFOR believes the memos’ release will not have a catastrophic effect on U.S. counter terrorism efforts, as most of the information in the memos was leaked to the press years ago and has been public knowledge.

However, when the release of the memos is examined in a wider context, and combined with a few other dynamics, it appears that the U.S. counter terrorism community is quietly slipping back into an atmosphere of risk-aversion.

It says that it is very important to realize that the counter terrorism community is just one small part of the larger intelligence community that is affected by this ebb and flow of covert activity.

“Counter terrorism is considered an ancillary program that is sometimes seen as an interesting side tour of duty, but more widely seen as being outside the mainstream career path – risky and not particularly career-enhancing. This assessment is reinforced by such events as the recent release of the memos,” says STRATFOR.

STRATFOR concludes by saying that it was a lack of intelligence that led the Bush administration to authorize enhanced interrogation techniques. Ironically, the current investigation into those techniques and other practices may very well lead to significant gaps in terrorism-related intelligence from both internal and liaison sources.

The U.S. counter terrorism community may soon be facing challenges even more daunting than those posed by its already difficult mission. (ANI)

ICICI Bank looking strong at current levels: Nirmal Bang

In its latest research report, Nirmal Bang, an equity research firm said that ICICI Bank, which presently stuck in a band of 405-445, can give good returns within 4-5 trading session.

The report further stated that, if the counter is successful to breach 445, then it will create a huge breakout.

Nirmal Bang Research has advised its clients to hold the scrip with a target price of Rs 460-485.

In addition, the firm has suggested a support level for the scrip between Rs 421-405 and resistance level at Rs 445. Apart from Nirmal Bang, Vibhav Kapoor of IL and FS Investmart also believes that, ICICI Bank is still looking cheap as compared to the rest of the stocks in the sector. He stated during a recommendation call that the banking sector had a very good run up in the past few weeks and has outperformed the market as a whole. But even at current levels ICICI Bank is good for the medium-term and longer-term investors. Mr. Kapoor believes that the counter is still cheap considering the market share of ICICI.

ICICI Bank, Country’s second largest lender, is a financial conglomerate with multiple lines of businesses, domestic and overseas.

Today, ICICI Bank stock opened at Rs 441, after the previous close of Rs 441.45 at BSE. Presently (1:52 pm), the stock is trading 440 on BSE.

Anti-obesity drugs ‘could make you even fatter’

London, Apr 20 (ANI): Diet pills, which the manufacturers say, can help shed those extra pounds might be making you even fatter, experts have warned.

The anti-obesity drugs sold over the counter cannot be a substitute for healthy living, they suggest. Selling anti-obesity drugs over the counter will perpetuate the myth that obesity can be fixed simply by popping a pill,” the Mirror quoted Prof Gareth Williams, of Bristol University, as saying.

“Healthy living is the only long-term escape from obesity,” Williams added.

Two drugs Alli and Appesat that assures weight loss are going on sale this week in Britain.

GlaxoSmithKline’s Alli pill stops the body absorbing fat and is said to cut weight by up to 10 per cent in four months.

The drug creates a laxative effect, which the manufacturers describe as “an urgent need to go to the bathroom”.

“Taking it without medical supervision may achieve a daily energy deficit of only 100 calories – equivalent to leaving a few French fries on a plate, eating an apple instead of ice cream, or having 10 to 20 minutes of sex,” said Williams.

Appesat, is said to help users lose up to 2lb a week. It contains a seaweed extract, which swells to make a taker feel full, but can cause stomach upset.

“The cure for obesity and being overweight will never be found in a pill, packet or wonder drug,” said Dr Jason Hal-ford, of Liverpool University and on the payroll of Appesat’s maker.

“That can only come from enormous changes to our food and physical environment,” he added.

The Department of Health also says, “We do not make statements about slimming pills but the best way to lose weight is to stick to a healthy diet and exercise.” (ANI)

Coming soon: a ‘wheezy’ pill that makes big bellies disappear

Sydney, Apr 19 (ANI): A drug that has been used to treat asthma sufferers for 40 years may help fat people shed up to five kilograms a week, say Australian researchers.

The main ingredient in Ventolin could be the key behind the magical weight loss.

A firm Down Under is planning to develop a slow-release capsule form of salbutamol, known as r-salbutamol. The company claims the drug can reduce body weight by 2 to 3 per cent a week and could be on the market in three years.

Stirling Products says it could prove to be a “massive blockbuster” because salbutamol had been proven safe.

Salbutamol administered to asthmatics acts on smooth muscle to reduce bronchial spasms, but managing director Peter Boonen said a capsule form of the drug could “turn off fat receptors”.

“It will move weight fairly rapidly, but it won’t be available over the counter. Doctors will prescribe it for 14 days, then review progress,” The Sydney Morning Herald quoted him, as saying.

Salbutamol is a beta-2 agonist, which has the same effect on the adrenergic system as exercise, resulting in weight loss, an increase in muscle mass and a reduced appetite. It is rapidly excreted in urine but tolerance usually develops within days. (ANI)

Folsom Lake Bank Tops $71 Million in Assets With 3/31/09 Financial Results

FOLSOM, Calif., April 16 /PRNewswire-FirstCall/ — Folsom Lake Bank (OTC
Bulletin Board: FOLB), announced unaudited financial results for the quarter
ending March 31, 2009, its second full year of operations. Total assets grew
to $71.2 million, an increase of $33.2 million or 87% over the 1st quarter of
2008. Assets were up $10.7 million or 17% over the prior quarter ending
12/31/08. Total deposits grew to $55.2 million, increasing $11.4 million (26%)
for the quarter and $31.4 million (132%) compared to the prior year. Total
loans outstanding as of March 31, 2009 were $42.8 million, up $4.8 million
(13%) for the quarter and $20.1 million (88%) compared to the prior year.

Robert J. Flautt, President and CEO commented, “We are pleased with the
continued strong growth this past quarter and look forward to additional
growth as we add our second branch in Roseville later this year.” The new
branch on Douglas Blvd is expected to open early July.

First quarter revenue for the Bank was $946,107 up $417,326 or 79% from the
first quarter of 2008 attributable to a strong increase in fee income and a
healthy net interest margin. The Bank reported a net loss of $461,803 for the
quarter, larger than the previous year’s $366,564 loss due to a higher
provision for the loan loss reserve. Operating losses are normal for a startup
bank and the Bank continues to march toward a profitable operation. Excluding
the provisions from both quarters the 3/31/09 loss would be $161,803 and the
3/31/08 loss would be $291,564, an improvement of $129,761 or 44.5%.

The Bank made a special provision of $300,000 in the first quarter to the
allowance for loan losses, to enhance its reserve in these unique economic
times. The Bank also experienced its first loss on a small commercial loan.
The net result was an increase in the loan loss reserve to 1.44% of loans from
the previous year’s 1.17%. Commented Flautt, “We are not unaffected by the
economic downturn, however our loan portfolio remains strong with no past due

Pakistan and Britain in row over terror suspects

Pakistan and Britain in row over terror suspects Islamabad – Pakistan and Britain were embroiled in a diplomatic row on Wednesday as British officials showed reluctance to give consular access and share information about Pakistani terror suspects detained last week.

Twelve suspects, including 10 Pakistani-born students, were picked up in the north-western cities of Liverpool and Manchester, on suspicion of having links to terrorists and planning bomb attacks in England.

Diplomatic sources told German Press Agency dpa the foreign ministry summoned the British deputy high commissioner, Ray Kyle, to demand that information be shared about the arrested suspects and that they be give consular access in London.

Instead, the high commission sent three lower-ranking diplomats led by Deputy Political Counsellor Alastair King Smith, a move that annoyed many Pakistani officials.

“We suspect British authorities of taking a precipitate decision against the alleged Pakistani students without any solid evidence to proceed against them in court,” said a senior official at Pakistan’s Foreign Ministry.

“They have realized their mistake and now they are trying to pass the buck to Pakistan, so that they could deport them to Pakistan and put on a brave face before the British public,” the sources said.

British Prime Minister Gordon Brown earlier said the authorities had been tracking the suspects for links to al-Qaeda and other terrorist organizations. So far British officials have not been able to reveal the nature and timing of the terror plot the detainees were allegedly planning.

Pakistan Foreign Ministry spokesman Abdul Basit confirmed that his office held talks with British diplomats about the Pakistani suspects, who reportedly are aged between late teens to 41.

“It is true that we have asked them to give us information and our High Commissioner in London to be given consular access, but they have not given any commitment,” he said.

The arrests were prompted after Britain’s most senior counter terrorism police officer, Bob Quick, was photographed with documents giving details of the operation. Quick resigned, but the disclosure of the documents forced police to move into action and arrest the suspects. (dpa)
