Non-UPA CMs join hands to fight ‘overbearing’ Centre

NEW DELHI: The battle lines for a states versus Centre faceoff got sharply drawn on Monday when non-UPA chief ministers – including Odisha’s Naveen Patnaik, Gujarat’s Narendra Modi and Tamil Nadu’s J Jayalalithaa – got together for an unsched

uled meeting here to work out a common line on contentious issues. While this was the main purpose of the meeting, there was talk of this coordination developing into a common strategy for the coming presidential election.

On Centre-state issues, the three chief ministers are likely to find common grounds with Bihar’s Nitish Kumar, West Bengal’s Mamata Banerjee and Punjab’s Parkash Singh Badal. These CMs launched a blistering attack on the Congress-led UPA government at a meeting on internal security, accusing the Centre of meddling in states’ affairs by seeking to arm the National Counter-Terrorism Centre (NCTC) with police powers and proposing intrusive changes in the Border Security Force Act.

Ironically, the attack came on a day when both PM Manmohan Singh and home minister P Chidambaram sought to avoid stepping on corns by emphasizing and accepting the need for the Centre to work with the states. But the diplomatic approach did not prevent non-UPA CMs from hitting out at the Centre.

The three CMs were not together for long, but the deliberate media exposure of the interaction at Tamil Nadu House pointed to a political subtext beyond a meeting of minds on opposing the Centre over initiatives seen to be an intrusion on state turf.

Sources said while the discussions on Monday centred on the need to prevent the Centre from pushing through proposals giving intelligence outfits nationwide search and seizure powers and oppose “misuse” of central agencies, the likelihood of cooperation for the forthcoming presidential election is on the cards.

The leaders agreed to continue their cooperation on federal issues and this could grow into a shared strategy on a presidential nominee although much will depend on Congress’s choice for Rashtrapati Bhawan. Congress is aware that it will need the support of parties like the SP, BSP and Trinamool and could opt for a nominee who is hard to oppose.

Opposing UPA over federal issues provides a ground for regional parties like Naveen Patnaik’s BJD to interact with BJP while state satraps like Jayalalithaa, Mamata Banerjee and Nitish Kumar are in touch over the past few months, beginning with the chorus against the Lokpal bill’s lokayukta provisions during last year’s winter session of Parliament.

The Tamil Nadu CM enjoys a good equation with Modi and Jayalalithaa’s recent meeting with leader of the opposition in Rajya Sabha Arun Jaitley is also seen in the context of an anti-Congress grouping. Patnaik was careful in maintaining his meeting was in the nature of a courtesy call and Modi offered no comment, but AIADMK sources said the Centre’s “attack on federalism” was discussed.

Earlier in the day, Modi delivered a hard-hitting speech at the conference on internal security, saying the NCTC controversy was part of a “series of unsavuory episodes” and the Centre was “meddling with subjects under the state list”.

Jayalalithaa went a step further to say that states were “glorified municipal corporations” in the Centre’s view. The tough talk saw Rajasthan CM Ashok Gehlot criticize the opposition CMs for trying to gain “cheap popularity” during a serious discussion on internal security. The Congress spokesperson dismissed questions on a “fourth front” as a mirage.

The three CMs received support from their counterparts from Chhattisgarh, Madhya Pradesh, West Bengal and Bihar. Jayalalithaa warned against an “emerging pattern” wherein the state’s powers were “abrogated” by the Centre through passage of bills and accused it of showing “scant respect” for state governments. She added that the lack of consultation with states and failure to take states in to confidence was a “cogent commentary” on the system of governance in the Centre.

Modi took exception to the Centre’s claim that 97% of intelligence had been generated by the Multi-Agency Centre and only 3% had been contributed by states, sarcastically asking whether the responsibility for the inputs would be accepted in a similar proportion. He ran down central inputs that sent state agencies on wild goose chases.

In his address, Patnaik sought urgent consultations between the Centre and the states over issues like the NCTC, saying any delay would affect handling of law and order. He referred to the ongoing hostage crisis in the state saying that the delay in discussing NCTC had been dangerous.

‘We are united’, reiterates Team Anna; visits Hazare (Lead)

Ralegan Siddhi (Maharashtra), Oct 30 (IANS) Putting up a united front, Team Anna Sunday said there were no differences among its core committee members and accused the Congress of trying to create rifts through a smear campaign.

Team Anna members Sunday came here to meet activist Anna Hazare, a day after holding a core committee meeting in Ghaziabad.

In the wake of graft allegations against some members, the group also decided to draft a code of conduct for its core committee members and anybody violating it would be removed from the committee.

They also said that its members will jointly campaign in the five states that go to the polls in 2012 for a strong Lokpal institution.

“We are all united. We will wait till the winter session of parliament to see if the Lokpal bill is enacted. Otherwise, we will as a team tour the five states going to polls next year to campaign against the Congress,” Team Anna member Arvind Kejriwal told reporters here. He was flanked by members Prashant Bhushan and Kiran Bedi.

They alleged that Congress was trying to divide the team members through its smear campaign against members of the core committee of India Against Corruption.

“Some leaders of the Congress are trying to divide the team. Some are trying to discredit us. This is a 20-crore people’s agitation. If we give up the movement now, people will stop trusting us. Till the time a Lokpal institution is in place, we will continue our movement. We are all united,” Kejriwal said in the presence of Anna Hazare.

“Congress is running scared after its Hisar poll defeat. But we are not against any political party or grouping. Since Congress is in power at the centre, it should fulfill its commitment to the nation to have a corruption-free government and enact the Jan Lokpal bill,” he said.

Kejriwal and Kiran Bedi also dismissed allegations of misuse of funds by them, saying all the IAC accounts were specially audited for six months and the accounts will be put up on the movement’s website on Nov 1.

“If you still have doubts over the accounts, you can order an investigation through any government agency,” Kejriwal said.

Banks could trade many swaps under new compromise

(Reuters) – Banks would be allowed to trade in-house many types of over-the-counter derivatives under a new proposal designed to break an impasse in the U.S. Congress over financial regulation reform, Democratic Rep. Collin Peterson said on Friday.

Politics

Banks could trade foreign exchange and interest rate swaps in house, as well as gold and silver swaps, and derivatives designed to hedge their own risk, said Peterson, citing a compromise worked on by members of a House and Senate financial reform panel as well as Obama administration officials.

But banks would need to spin-off desks to affiliates to handle agricultural, energy and metals swaps, equity swaps, and uncleared credit default swaps, Peterson said.

Schumer says Congress must up pressure on China

(Reuters) – Senator Charles Schumer said on Sunday China’s gradual approach to lifting its currency peg amounted to “backing off” its promises, and urged strong legislation that might force further changes.

Politics

A day after announcing changes to its exchange rate regime, China on Sunday explicitly ruled out a one-time revaluation of the yuan, which officials say is artificially — and unfairly — low.

“Just a day after there was much hoopla about the Chinese finally changing their policy, they are already backing off. It vindicates our initial skepticism,” said Schumer, a prominent voice on the issue of China’s exchange rate in Washington.

“We intend to move forward as quickly as possible with legislation,” he said. “It is only strong legislation that will get the Chinese to change and will stop jobs and wealth from flowing out of America as a result of unfair trade policies.”

‘Insecure Modi attacking Nehru, Gandhi’

New Delhi, June 5 — The Congress hit out at Gujarat Chief Minister Narendra Modi for questioning the relevance of Children’s Day, saying the BJP leader was “full of insecurities”.

At a convention of CMs of BJP-ruled states in Maharasthra, Modi wondered how Children’s Day has helped kids. Singhvi responded: “He should tell the nation how much good he has done to the children of Gujarat, many of who were orphaned in the violence unleashed by his approach.”

Case against Andhra minister for ”assaulting” realtor

Hyderabad, Jun 6 (PTI) An Andhra Pradesh minister has been booked for allegedly assaulting a realtor following a dispute over laying a drainage pipeline, police said today. On a complaint by real-estate businessman S Ram Reddy, Banjara Hills police last night registered a case against Health Minister Danam Nagender, a local Congress corporator and her husband under sections 448 (trespass) and 506 (criminal intimidation) of IPC, they said.

According to police, Reddy was constructing a building on Road No 12, where a drainage pipeline was being laid. However, Banjara Hills corporator B Bharati and her husband Baba Naik arrived at the construction site yesterday and reportedly told the workers to stop the work saying it was illegal.

Reddy further complained that following a phone call from the corporator and her husband, the minister arrived at the site along with his supporters and indulged in an heated argument asking him to stop the work and allegedly assaulted him, a senior police officer said. Meanwhile, following a counter complaint lodged by the corporator, the police have also registered a case against the realtor under section 509 (word, gesture or act intended to insult the modesty of a woman) of IPC. Further investigations were on in both the cases, the police officer added.

Sharma to file nomination tomorrow in Jaipur

New Delhi, Jun 6 (PTI) Union Commerce Minister Anand Sharma will be filing his nomination for the Rajya Sabha elections in Jaipur tomorrow. Sharma, who has been made the Congress nominee for the elections to the RS from Rajasthan, would be reaching Jaipur today for early filing of his nomination tomorrow.

Later, he will be proceeding to Turkey to attend an international conference on security. The Congress High Command yesterday ended suspense over his nomination by fielding him in the Rajya Sabha polls from Rajasthan, two months after the expiry of his term in the House.

57-year old Sharma, who hails from Himachal Pradesh, shifts to Rajasthan as his party was not in a position to get him re-elected from his home state, where BJP runs the government. His term expired on April 2 and since then there was speculation over fielding him from Haryana, Madhya Pradesh and Maharashtra.

Sharma”s shifting to Rajasthan resulted in dashing the hopes of former Union Minister Santosh Bagrodia who failed to get renomination. This will be Sharma”s third term in the Upper House.

Congress using new system to select candidates in Uttar Pradesh

Lucknow, June 6 (IANS) The ‘Mission 2012′, launched by Congress general secretary Rahul Gandhi to bring the party back to power in Uttar Pradesh, also includes a well laid out system for selection of candidates for each of the state’s 403 assembly constituencies, a party leader said Sunday.

‘An exhaustive interview of the applicants will form the most important part of the selection process, which would remain strictly transparent,’ Congress observer and Rajya Sabha member Shadi Lal Batra told IANS.

He ruled out any question of ‘extraneous factors’ like ‘sifarish’ (recommendation) by senior party functionaries or anybody else.

‘The party leadership has decided to be absolutely objective in the selection of candidates and that is the reason why we have commenced the exercise two years ahead of the election,’ he said.

Batra, who was among the ten special observers handpicked by Rahul Gandhi to accomplish his Mission 2012, has been entrusted with the responsibility of 41 assembly constituencies in and around Lucknow.

The other nine observers would also get down to business in their respectively assigned areas within the next one week. They have been told to submit their detailed reports latest by the end of October.

The first round of interviews took place Sunday with some 20 aspirants for Lucknow, while more aspirants would be interviewed Monday onwards.

‘The idea is to judge not just the calibre of the applicant, but his sincerity and commitment to the party and also his aptitude for public life,’ Batra said.

He also had to proceed to New Jersey to be chief guest at a Marathi cultural festival.

The cultural troupe which was to perform at the function was learnt to have found it difficult to arrange US visas in time. So Pawar intervened and the visas were processed at the earliest.

Jagan in Delhi after party asks him to stop yatra

Congress MP Y S Jagan Mohan Reddy, who has invited the displeasure of high command over his ‘Odarpu Yatra’, on Sunday left for New Delhi where he is expected to meet top party leaders.

Jagan, who has defied the high command’s directive not to undertake the yatra, is expected to meet senior leaders over the issue, sources said.

Congress Core Committee member and Union Finance Minister Pranab Mukherjee had made it clear on Saturday that Jagan should call off his yatra as per the high command’s directive.

The Congress central leadership had asked Jagan not to go ahead with his ‘Odarpu Yatra’ in Telangana in view of the surcharged atmosphere in the region.

Defying the directive, Jagan, however, embarked on the yatra on May 28. The tour was to console the families of those who allegedly committed suicide or died of shock over the death of his father Y S Rajasekhara Reddy.

Violence took place at Mahabubabad railway station ahead of Jagan’s arrival, as Telangana supporters, who were opposing his visit, threw stones and clashed with the police.

Jagan would attend a meeting of Parliamentary Standing Committee on Finance during his stay in Delhi, the sources added.

Moily rules out amending Hindu Marriage Act to accommodate Khaps

New Delhi, May 11 (ANI): Union Law Minister Veerappa Moily on Tuesday ruled out amending the Hindu Marriage Act in order to accommodate the Khap Panchayat”s demands.

“We have suggested to amend the simple marriage act, not the Hindu Marriage Act, he added.”

Moily comment comes just a day after Congress MP and industrialist Navin Jindal said that he had never said anything to support the honour killings committed by the Khap Panchayats.

Earlier, Jindal has reportedly come out in support of the Haryana Khap Panchayats.

It has been reported that Jindal, who is currently abroad, sent a letter to the Khap Panchayats on Sunday affirming his support to them on the issue.

The self-styled Khap Panchayats gathered in Kurukshetra on April 13 and demanded a ban on marriages within the same ””gotra”” or sub caste.

They also protested against a Karnal Sessions Court verdict that awarded death sentences to five accused and a life-term to the leader of a Khap Panchayat for the murder of a newly-married couple.

Representatives of at least 20 Khap Panchayats from Haryana challenged the court ruling and said they would raise money to help the killers of the newly married couple.

They said they wanted the ””Hindu Marriage Act”” to be amended, to include a law that bans marriages within same sub caste or the same village. (ANI)

CBS news reported Wednesday that Faisal Shahzad had appeared on a Department of Homeland Security watch list between 1999 and 2008 because he brought 80,000 dollars of cash into the United States.

Grassley wants the documents by May 11, 2010. (ANI)
