No consensus in CPI(M) Polit Bureau on political review draft

New Delhi, Jun 6 (PTI) The CPI(M) Polit Bureau today appeared to have failed to reach a consensus on a draft of their review on political decisions taken after 2007 Party Congress and decided to meet again next month to finalise it. The two-day meeting of the top party leaders, which ended here today, discussed the outline of the draft resolution which will be presented at the extended meeting of the Central Committee in Vijayawada scheduled in August.

“No, no. We have not reached on a consensus.

That is why there is one more meeting. There are differences on the implementation of political line adopted in the last Party Congress,” a senior CPI(M) leader said when asked about the deliberations in the two-day meeting.

The Polit Bureau will meet again on July three and four to finalise the draft which will be presented before the Central Committee which will discuss it for three days from July 21. The extended Central Committee meeting is being held as CPI(M) decided to postpone the Party Congress, which was to be held this year, due to upcoming assembly polls in West Bengal.

Sources said there were intense discussions on the decisions taken by the party leadership with regard to aligning with non-BJP, non-Congress parties like Samajwadi Party, BSP and others during the past three years. There were also discussions on the strategy adopted during cut motions and its fall out, they said.

However, the leaders were unanimous in backing the decision to withdraw support to UPA government on Indo-US nuclear deal in 2008. “There were no opposition to the decision to withdraw support to UPA either in Polit Bureau or Central Committee.

But there were discussions on other issues on which decisions were taken after the Party Congress. That was reviewed.

We discussed these problems,” senior Polit Bureau member M K Pandhe told reporters here. Another Polit Bureau member Sitaram Yechury said there was one round of discussions on the document to be presented in Vijayawada.

“The Polit Bureau discussed the outline of a draft document for the extended meeting of the Central Committee to be held in August. The PB will meet next month to finalise the draft to be presented to the Central Committee,” he said.

On the Bengal civic polls, party leaders said a preliminary report was presented in the meeting. “The West Bengal state committee will conduct a review of the election on the basis of which necessary political and organisational steps can be taken to win back the confidence of those sections of the people which have moved away from the party,” Yechury said.

Bagan seek action against ‘errant’ Chirag Utd players

Mohun Bagan on Wednesday demanded the Indian Football Association (IFA) to take strong disciplinary action against Chirag United players for manhandling referee Minangshu Bhattacharya during their Calcutta Football League (CFL) Premier Division title decider yesterday.

The IFA has called a CFL sub-committee meeting on Friday to take the decision on the errant players.

“We are awaiting manager’s report and called a meeting. We will discuss everything there,” IFA secretary Utpal Ganguli said.

In his letter to the state association, Mohun Bagan general secretary Anjan Mitra wrote: “The manner in which the referee was manhandled openly was shameless and deplorable. We request you to take up this matter on a priority basis and give exemplary punishment to the offenders of yesterday’s match which will act as a deterrent and help preserve the spirit of the game.”

It all began after the referee yesterday awarded a controversial penalty in favour of Bagan, triggering violent protest in the Chirag United camp as the players pushed and shoved the referee. If Eduardo Chacon (Du) slapped the referee, Denson Devadas planted a cynical peck on Bhattacharya’s forehead after receiving a red-card as the ground resembled a battlefield with police force getting into action to restore sanity.

Chirag have demanded a replay of the match that was won by Bagan with Edeh Chidi scoring the winner from the spot. Chirag had needed a draw to clinch the local league which would have scripted a history of sorts in the CFL.

Tamil Nadu: Left, MDMK to support ADMK in RS polls

The Opposition Left parties and the MDMK have decided to extend support to the AIADMK for the coming Raja Sabha election. The term of six members from the state, including four from the AIADMK, former Union Minister Anbumani Ramadoss and Congress leader E M Sudarsana Natchiappan, is coming to an end next month.

It was rumoured that MDMK chief Vaiko and CPI state secretary D Pandian, both of whom had lost in the Lok Sabha election, were in the running for the one seat the AIADMK was ready to share. However, it was announced on Wednesday after a meeting of the allies at Opposition Leader J Jayalalithaa’s Poes Garden residence that the smaller parties would support AIADMK candidates.

With only 55 MLAs, AIADMK needs the support of the allies — CPM, CPI and MDMK — to get its second nominee elected. The party has convened its executive committee meeting on Thursday when the two candidates for RS are expected to be announced.

On the other side of the political divide, the Congress can send a representative to the RS and is said to be in talks with the DMK for one more, while former ally PMK has sought its help in re-electing Anbumani. It is not clear if the DMK leadership has taken a favourable decision in this regard.

Maoists reject Nepal PM’s call to ‘Prachanda for talks

Kathmandu, May 9 — Opposition Maoists in Nepal who are agitating to remove the government on Sunday rejected an invitation by Prime Minister Madhav Kumar Nepal to resolve the ongoing political deadlock through talks. The standing committee of UCPN (Maoist) stuck to their previous demand that the Prime Minister should resign first to make way for talks and consensus on formation of a national unity government.

“There will be no talks till the Prime Minister resigns. He should resign first to create a conducive atmosphere for talks,” said Maoist spokesperson Dina Nath Sharma after the standing committee meeting.

Earlier in the day, Nepal had sent a letter to Maoist chief Pushpa Kamal Dahal ‘Prachanda’ thanking him for withdrawing the indefinite strike and inviting him for talks to resolve all issues. “It would not be right to head towards confrontation at this critical juncture.

I would urge you to come for talks,” the Prime Minister wrote. On Sunday morning a dozen persons including three policemen were injured in clashes during a blockade of Singha Durbar-the seat of Nepal government-by thousands Maoist cadres.

The incident occurred when policemen tried to stop Maoist supporters from marching towards Singha Durbar violating prohibitory orders. A senior police officer and a journalist were also injured.

The clash broke out after Maoist cadres beat up a person alleging that he was a vigilante. Police had to fire several tear gas shells to disperse the stone-pelting mob and bring the situation under control.

Besides Singha Durbar, Maoists also picketed outside district offices across Nepal bringing administrative work to a halt.

Nepal PM won”t resign unless army integration issue is settled

Kathmandu, May 10 (ANI): Prime Minister Madhav Kumar Nepal”s political advisor Raghuji Panta has said Nepal will not step down until there is an agreement on the integration of Maoist combatants with the Nepal Army.

According to Nepalnews, Panta said there should be an agreement on the number of Maoist combatants before the Prime Minister could consider resigning.

“The Prime Minister has no compulsion to resign just because of the Unified CPN (Maoist) agitation.

Panta”s views come at a time when Nepal is facing increasing pressure from the Maoists, a section of his own party, CPN (UML) and the business community to resign to end the current political standoff.

American and European Union diplomats have also expressed dissatisfaction over government”s refusal to break the deadlock.

Meanwhile, the Unified CPN (Maoist) has declined a request made by Nepal to come for talks.

Nepal Maoists say talks only after PM resigns

Kathmandu, May 10 (ANI): The Unified CPN (Maoist) has decided that it will only sit for talks with the government and ruling parties after Prime Minister Madhav Kumar Nepal resigns.

Responding to a letter written by Nepal to the UCPN (Maoist), inviting them for talks, the party said talks would only be held after he resigns.

Following a standing committee meeting of the party, Maoist spokesperson Dina Nath Sharma said: “We have decided to go for talks with the government if the prime minister resigns.”

The Unified CPN (Maoist) has sought support from various fringe parties in parliament in a bid to change the government.

They invited 12 political partiesincluding the Madhesi Jandhikar Forum (MJF), Rastriya Janamukti Party, Janata Dal, Dalit Janajati Party, Nepa: Rastriya Party, Chure Bhawar Ekata Party, Nepal Pariwar Dal, Nepal Loktantrik Samajwadi Dal and Sanghiya Loktantrik Rastriya Manch for a meeting at the party headquarters in Parisdanda and asked them to support its agenda.

According to Nepalnews, Maoist leaders also tried to convince fringe parties to support them in a no-confidence motion, if required.

The party has decided to hold a mass assembly on May 25 in the course of the agitation.
They are demanding a government response after withdrawing the strike that paralysed the nation for six days.

Maoist Chairman Pushpa Kamal Dahal alias Prachanda had remarked it was the government”s responsibility to find the path of consensus after the withdrawal of the strike. (ANI)

Fake IPL tickets stun Nari

Former India skipper Nari Contractor, who had to return home after being stopped at the gate of the D Y Patil Stadium on last Sunday for not carrying a valid ticket for the IPL final, said that he was flummoxed and wondered how this was allowed to happen by the ticket issuing authorities.

“I was completely stumped when I was asked for a badge to accompany the ticket. I did not have the badge, as it was not given to me along with the ticket. I just turned around and went back,” Contractor said.

“I would not blame the gatekeeper. He was doing only his duty. The main issue is how the Mumbai Cricket Association issued these fake tickets (by IPL),” the former India Test opener said.

Contractor had traveled all the way from his residence in South Mumbai to Nerul in the satellite city of Navi Mumbai a distance of around 35 kms only to return home without witnessing the summit clash between eventual champions Chennai Super Kings and Mumbai Indians.

The former India skipper had not seen any IPL match this season after the MCA boycotted all home matches of Mumbai Indians that were played at the Cricket Club of India’s Brabourne Stadium.

“The final was the first IPL match I would have seen this season as no passes were issued to me (or others) by MCA for the matches held at the CCI because of the dispute,” Contractor said.

Around 200 tickets for the final were handed over by IPL authorities directly to MCA officials who, in turn, distributed them to their members and former cricketers and all were stopped at the gate.

It needed the intervention of MCA’s joint secretary Lalchand Rajput who spoke to IPL’s CEO Sundar Raman before the association’s guests were allowed into the stadium but by then Contractor had chosen to go back.

The MCA has decided it will raise the issue of humiliation inflicted on Contractor at the upcoming BCCI working committee meeting here on May 2.

“We have written a letter to BCCI that many of our guests were stopped at the gate of the D Y Patil Stadium though they had valid tickets for the final as the persons manning the entry points declared them as fake,” MCA’s joint secretary Rajput informed PTI yesterday.

“It needed my personal call to IPL CEO Sundar Raman before they were allowed in after a long wait, but Contractor had, by then, returned home,” he said.

“The matter will be taken up at the Board’s Working Committee meeting (on May 2),” Rajput said.

MCA has also demanded that in future, the staging of all IPL ties will have to be done through the respective local association, the former India opener said.

This year, for example, Mumbai Indians directly dealt with the Cricket Club of India and held all the seven home matches at the Brabourne Stadium without going through MCA and the latter, in turn, boycotted these ties.

Indo-Pak trust deficit looms large over Bhutan SAARC summit

New Delhi, Apr.21 (ANI): Persisting ambiguity over the possibility of an Indo-Pak dialogue taking place on the sidelines of next week”s SAARC summit in Bhutan, has once again hijacked attention from broader and more complex issues involving this nearly 25-year-old regional grouping.

Whether the Prime Minister, Dr. Manmohan Singh, will meet his Pakistani counterpart,Yousuf Raza Gilani? Whether it will be a structured dialogue or a photo op?, Whether India is ready to resume the stalled “composite dialogue” with Pakistan during the summit? All of these speculations are doing the rounds.

Scant attention, however, is being paid to the SAARC agenda, which does not mandate its members to raise or discuss bilateral issues.

But, paradoxically, bilateral issues have always dominated multilateral agenda and the sixteenth SAARC Summit in Thimpu is not expected to be any different from the past.

The “trust deficit” in the Indo-Pak relationship has time and again eclipsed and cast a shadow on multilateral agenda of the SAARC. It has remained a source of frustration for smaller nations like Bangladesh, Maldives, Nepal and Bhutan.

According to sources, three agreements, the Trade in Services in SAFTA, Natural Disaster Response Mechanism and the Convention on Cooperation on Environment have been finalized by the SAARC Expert committee meeting, which took place in Thimpu in March.

But at the last minute, Pakistan vetoed the SAARC Natural Disaster Response Mechanism that was intended to build a permanent team of rescuers from all eight nations who could provide contingency rescue services in the case of emergencies or natural catastrophes.

Islamabad has reportedly scuttled the mechanism because it is wary of opening its borders to Indian rescue workers.

Analysts believe this move by Islamabad is not only counter-productive for itself and India, but will also be a setback to other smaller nations like Maldives, Bangladesh and Sri Lanka which are prone to marine disasters.

Located along the high seismic zone of the Himalayas, Afghanistan and Nepal could have been major beneficiaries of the regional mechanism.

Over the years, SAARC nations have been pushing for connectivity and free transit. Talks of a visa free regime are also heard aloud at the forum, but nothing has been translated into reality.

With countries like Afghanistan, Nepal and Bhutan landlocked, overcoming high transaction costs due to poor trade facilitation appears to be a priority for the regional grouping.

Pakistan has shown no cooperation in opening a transit route to Afghanistan for Indian goods.

Similarly Bangladesh wants India to open up a transit route to Nepal and Bhutan.

This can only happen if there is unanimity, especially among the larger member nations like India and Pakistan.

The implementation of the SAFTA in real terms still seems a distant dream.(ANI)

Mukherjee, Chidambaram and Pawar meeting on IPL cash row ends

New Delhi, Apr.20 (ANI): Finance Minister Pranab Mukherjee, Union Home Minister P. Chidambaram and Union Agriculture Minister and Board of Control for Cricket in India (BCCI) strongman Sharad Pawar met here this morning, reportedly to discuss the cash row controversy surrounding the Indian Premier League (IPL) and its impact on the future of the sport and the politics of the nation.

The meeting has just ended, and Pawar is now meeting with BCCI President Shashank Manohar at his residence to discuss what action, if any, has to be taken against Lalit Modi, the chairman of the IPL Governing Council, for his perceived role in the controversy that saw the Minister of State for External Affairs, Shashi Tharoor, resigning.

Earlier in the day, Pawar distanced himself from Modi

He told reporters that he had nothing to do with the IPL.

“I am not dealing with this subject, am not a member of IPL committee. I am not aware of any BCCI meeting or impending decision. I have not received any notice of the meeting, only read in the papers that such a meeting has been scheduled for April 25,” said Pawar.

But sources said that Manohar, who has also refused to comment in public on the issue, is in New Delhi to meet Pawar to discuss Modi”s removal.

A final decision on Modi will only be taken by the BCCI after the IPL finals on April 25. The course of action is likely to be decided today, a private television channel reported.

The Cricket Board has also rescheduled its Working Committee meeting from April 24 to May 2 as it wants the IPL Governing Council — which is expected to meet here on April 26, a day after the IPL final — to first discuss the issue.

Pawar spoke with Modi at an ICC Board meeting in Dubai last night, where the two were attending a board meeting of the International Cricket Council (ICC). (ANI)

BCCI meets over Lalit Modi issue

Mumbai, April 19 (ANI): The Board of Control for Cricket in India (BCCI) is holding a meeting here to discuss the controversy surrounding Lalit Modi, the Chairman of governing council of the Indian Premier League (IPL).

BCCI President Shashank Manohar is presiding over the meeting, as it is believed a strategy is being worked out to investigate the ongoing IPL imbroglio.

A three-member BCCI committee, headed by Manohar, is to submit a report on the IPL issue to the board.

The BCCI will hold the IPL Governing Council’s meeting on April 26, where it is likely that the BCCI may ask Modi to step down, a private news channel has reported.

As of now, Modi’s tenure as IPL Commissioner is to last till 2012.

The April 26 meet will discuss allegations against Modi and all other issues related to the Kochi IPL franchise bid. The BCCI working committee meeting would be preceded by a meeting of the IPL’s governing council on April 25.

“All the allegations (against Modi) and other issues would be discussed in the governing council. The date would be announced soon,” Rajeev Shukla, BCCI’s Vice President stated in New Delhi. (ANI)

Council debates CEO’s future

The Albany council held a special committee meeting last night to discuss the future of the city’s chief executive.

Paul Richards went on unspecified sick leave last week and the council has declined to say if or when he will return.

Mayor Milton Evans says the city brought in a lawyer to last night’s closed-door meeting to aid their efforts to resolve the matter in a timely manner.

The meeting went for more than five hours.

Day/night test idea unlikely soon in absence of suitable ball

Sydney, Sep 11 (ANI): The idea of day-night Test between England and Bangladesh next year is unlikely to proceed because a suitable ball is yet to be developed.

The idea of day-night Tests was floated by the lawmakers of the game, the MCC, at a World Cricket Committee meeting at Lord’s in July to enhance the profile and appeal of the long format.

There is no indication to suggest that how much time it would take to develop the right ball, even as the England and Wales Cricket Board and Bangladesh Cricket Board would be happy to play the first ever day-night Test.

Researchers have been working on balls that could be used for day-night Tests, although testing on a pink version has uncovered excessive movement and grip issues that have made prototypes too dangerous to trial in matches, while the colour also wears off quickly.

With England’s domestic season concluding this weekend, there will be little opportunity to trial a day-night Test ball before the series against Bangladesh next year. And the ICC will not allow a ball to be used in a Test before it is used successfully at domestic level.

Other issues also remain unresolved, such as the colour of players’ uniforms and how playing conditions could be affected by the changes in light, The Sydney Morning Herald reports. (ANI)

New Delhi, Sep 3 (ANI) : Prime Minister Manmohan Singh described the departed Andhra Pradesh Chief Minister Y. S. Rajsekhar Reddy as “a dynamic and tall leader of the party”.

Speaking to reporters after the Congress Committee meeting Singh said, “We express great sorrow on the untimely demise of Dr. Rajasekhara Reddy, who was a tall and dynamic leader of the Congress party. With his intense and hard efforts he made the party as a natural choice of administration in Andhra Pradesh.”

“With the profound interest in the development he made the Andhra Pradesh to emerge as a model of governance,” Singh said.

With the death of Dr.Reddy the Congress lost an outstanding leader who is committed to the ideas and ideologies of the party. At this juncture, we express our deep condolences to the family and colleagues of Dr. Reddy and also to the families of other four members who died with him,’ Singh said.

UML says PM’s India visit a success

Kathmandu, Aug 24 (ANI): The CPN (UML) has stated that the five-day official visit of Prime Minister Madhav Kumar Nepal to India was “successful and fruitful.”

The Standing Committee meeting of UML held at the party’s central office on Sunday said that the visit was successful and thanked the Prime Minister after he briefed the committee over the highlights of his visit.

Meanwhile, former Foreign Minister and Chairman of Madheshi Janadhikar Forum (MJF) Upendra Yadav, has said that Madhav Kumar Nepal’s recently concluded India visit was just a continuation and that it failed to attain any achievements.

Kantipur quoted him as, saying that Madhav Kumar Nepal’s India visit failed to accomplish tasks of national interest.

“We could not see any solid proposal that would have abated the yearly deficit of billion rupees. No talks regarding the maximum exploitation of Nepal’s water resources have been made,” he said.

He also said that Prime Minister has not raised the issue of border encroachment during discussions with his Indian counterpart.

He also said that Foreign Minister Sujata Koirala’s decision to back out of the trip at the last moment was against the spirit of diplomatic norms.

“It’s an extreme mistake in part of Foreign Minister to back out of India tour after sending in the name list of Prime Minister’s entourage” he added.

However, during the visit both India and Nepal included a new trade treaty and agreement to control unauthorized trade, particularly from a third country.

The treaty is aimed at widening the bilateral economic engagements.

The new agreement will replace the existing arrangements since 1991, which was extended from time to time.

The trade treaty, which has been under negotiation for the last two years, aims at enlarging the scope of the existing institutional framework. As per the treaty India gives duty-free access to its market to goods manufactured in Nepal. (ANI)

BCCI finalises venues for ODI series against Australia

The Indian cricket board Wednesday finalised the seven venues for the one-day series against Australia in October-November.
The Tour Programme and Fixtures Committee of the Board of Control for Cricket in India (BCCI) that met here to decide the fixture of the 2009-10 season at the Cricket Centre decided that Guwahati, Mumbai, Jaipur, Hyderabad, Delhi, Mohali and Nagpur will be hosting the series from Oct 25 to Nov 11.

The BCCI in a statement said that the schedule will be finalised after working out the logistics.

The fixture for the tri-series in Sri Lanka involving India and New Zealand will be finalised at the BCCI working committee meeting in August.

The committee also decided that the Duleep Trophy will be played on a knock-out basis while the inter-state Twenty20 tournament will be named the Mushtaq Ali T20 Trophy.

There was some disappointment for women cricketers as they will not get to play any Tests in the 2009-10 season and would be concentrating on ODIs and Twenty20s.

In the junior group, both the C.K. Nayudu (under-22) and the Cooch Behar Trophy (under-19) will be played in elite and plate format on home and away basis. (IANS)

WHO declares swine flu pandemic

NEW DELHI: The World Health Organisation on Thursday raised the alert for swine flu to the highest `pandemic’ level, signalling that a global epidemic of the H1N1 virus had begun. The announcement followed a sharp rise in infections in countries outside North America, from where the outbreak began.

The last flu pandemic was declared 41 years ago, when H3N1 virus strain killed an estimated 1 million people in 1968. WHO’s escalation of the alert level from Phase 5 to Phase 6 means that the disease is spreading fast but doesn’t necessarily mean that it’s causing more severe illness or more deaths.

The latest flu, which has been largely mild so far, is caused by the H1N1 strain of influenza that originated in pigs. Globally, the virus has infected 27,737 people in 74 countries and led to 141 deaths. However, WHO believes that actual infections are far higher. The organization fears that the virus could infect one-third of the world’s population within a year.

The Phase 6 alert came after an emergency WHO meeting in Geneva following reports of community level transmission of the virus in Spain, Britain, Japan and Australia. WHO will now officially recommend to its 194 member countries to put in place their pandemic plans which may include social distancing measures like closing down schools and restrictions on foreign travel. Each country will decide on the measures it needs to take for checking the spread of the virus.

In Hong Kong, the government ordered all kindergartens and primary schools closed for two weeks after a dozen students tested positive for swine flu. In Australia, swine flu cases jumped to more than 1,000 on Monday and reached 1,260 by late Wednesday.

Dr Shiv Lal, director of the National Institute for Communicable Diseases, told TOI, “India will not start social distancing measures immediately but will focus on early detection and treatment because the number of cases as yet are only 15. A joint monitoring committee meeting of the health ministry will be convened on Saturday to chart the future course of action.”

Meanwhile, an foreign ministry statement said India would be seeking more aggressive screening of passengers coming in from countries affected by swine flu. “We have issued necessary instructions to our missions in the countries concerned to take up the matter with the host governments on an urgent basis,” it said.

WHO recommends consideration of exit screening for international travellers departing countries with human infection at Phases 4, 5 and 6.

Pharmaceutical companies have indicated that it could be six months before a suitable vaccine against H1N1 can be produced for global use.

Talking about the nature of the virus, WHO said, “The virus we are dealing with right now is a new influenza virus that is behaving like a human virus. The virus originated from pigs but is not transmitted by pigs. This is the basic difference H1N1 has with H5N1 bird flu virus in which those getting infected handled infected birds.”

According to an editorial in the Lancet, the next global influenza pandemic would kill 62 million people with 96% of these deaths occurring in low income and middle-income settings.

WHO has asked all countries to activate their pandemic preparedness plans. At this stage, effective and essential measures include heightened surveillance, early detection and treatment of cases, and infection control in all health facilities.
