USA Swimming releases list of banned coaches

Dozens of U.S. swimming coaches, including a former national team director, received life bans by the sport’s national body for a range of offences such as sexual misconduct, doping and fraud.

Responding to criticism after allegations of abuse were reported by U.S. media earlier this year, USA Swimming released a list this week of 46 people who have been either barred for life or resigned their membership over the last two decades.

The list included 36 people who were cited for breaching USA Swimming’s Code of Conduct rules for sexual misconduct or “other inappropriate sexually oriented behavior.”

Among the names on the list was Everett Uchiyama, who resigned as national team director in 2006.

Two others were banned for fraud, another for illegal drugs or substances, two for unspecified felonies while the remaining five were for offences before the code of conduct was introduced.

USA Swimming had previously refused to name any individuals banned by their organization but relented after months of complaints and claims they were covering up sex-related cases.

Earlier this year, a U.S. television station broadcast a report on sexual misconduct cases in the sport that led USA Swimming to announce safeguards to protect children.

West Indies fined for slow over-rate in Barbados

Dubai, May 11 (ANI): The West Indies team has been fined for maintaining a slow over-rate during its 14-run victory over India in its Super Eight stage match in the ICC World Twenty20 at Kensington Oval, Barbados.

Match referee Jeff Crowe imposed the fines after Chris Gayle’s side was ruled to be two overs short of its target at the end of the match when time allowances were taken into consideration.

In accordance with the ICC Code of Conduct regulations governing minor over-rate offences, players are fined 10 per cent of their match fees for every over their side fails to bowl in the allotted time, with the captain fined double that amount.

As such, Gayle was fined 40 per cent of his match fee while his players received 20-per-cent fines. If Gayle, as captain, is guilty of two further similar over-rate offences in T20Is over the next 12 months, he will receive a one-match suspension as per the provisions of the code.

The offence is contrary to Article 2.5.1 of the code which relates to minor over-rate offences. The penalty was accepted by the West Indies without contest so there was no need for a hearing. (ANI)

ICC made me a scapegoat, says Marlon Samuels

Sydney, May 6 (ANI): West Indian batsman Marlon Samuels, whose two year ban for informing a bookmaker is about to end in three days, has said that he did nothing wrong and ICC made him a scapegoat.

“I am an honest person. My conscience would not allow me to come back if I knew within myself I had done something wrong,” he said.

“They (ICC) needs to spend time on situations like this, it is delicate and very important because you are dealing with players” careers,” The Sydney Morning Herald quoted Samuels, as saying.

“When they looked at my case, they used me as a scapegoat, the ICC wanted to make an example out of me when I was never in a position for them to be able to use me as an example. The way they dealt with my case was very unfair.

“I really didn”t have a case; when I went to the hearing I thought it would be just a fair process but it wasn”t like a hearing at all, I was just banned,” Samuels said.

The case against Samuels centred on a police-tapped telephone conversation he had with Dubai-based Mukesh Kochhar before the Windies” first one-dayer against India in January 2008 and included accurate revelations of the Windies” batting line-up and bowling order. The chat included both men saying they would be in Mumbai.

After the tour Samuels went to Mumbai with Chris Gayle to appear in a television show, but they backed out after the promised 2000 dollars could not be guaranteed to them before shooting, The Sydney Morning Herald reports.

They still had to pay for their hotels, but Samuels” credit card was rejected. He phoned Kochhar from the hotel lobby and soon a man sent on Kochhar”s behalf arrived at the hotel and settled the 1238 dollars bill.

Samuels has always maintained the money was a loan and he intended to pay it back but the ICC viewed the payment as some compensation for the divulging team information.

It later found him guilty of breaching its code of conduct for “receiving money, or benefit or other reward that could bring him or the game of cricket into disrepute”. (ANI)

Minister defends Hine inquiry timing

The Tasmanian Government has defended its decision to investigate a code of conduct complaint against the Acting Police Commissioner more than five months after the allegations were made.

A retired Federal Court Justice will investigate the complaints made by a retired Commissioner Richard McCreadie.

They relate to the failed prosecution of former Commissioner Jack Johnston and the Premier David Bartlett’s aborted attempt to reinstate Mr McCreadie while the case was dealt with.

Minister Lin Thorp says the permanent position of Police Commissioner can not be be advertised until the complaints are resolved.

“I had intended to start the advertising for the permanent position of Commissioner of Police for Tasmania and, of course, Acting Commissioner Hine deserves procedural fairness,” Ms Thorp said.

“To that end I’ll wait and see what the result of this inquiry into code of conduct charges comes up.”

Union questions timing of top cop inquiry

Tasmania’s Police Association has questioned the timing and motives of an independent inquiry into the Acting Police Commissioner.

The Premier, David Bartlett, yesterday announced code of conduct allegations against Darren Hine would be investigated by retired Federal Court Justice Peter Heerey QC.

The complaints have been made by retired Police Commissioner Richard McCreadie.

They relate to the failed prosecution of former Commissioner Jack Johnston and to the Premier’s aborted attempt to appoint Mr McCreadie as Acting Commissioner while the case was dealt with.

Mr Hine is accused of misleading the Premier about possible charges against Mr McCreadie at the time he was to be appointed Acting Commissioner.

In a statement, Mr Hine said he does not believe he has acted inappropriately but accepts the need for an investigation.

He said he acted on legal advice at all times.

“Whilst I do not believe I have acted in any way inappropriately in relation to these matters, I accept it is appropriate they be fully investigated,” he said.

The Police Association’s President Randolph Wierenga says the allegations are not new and members are surprised the inquiry has been called now.

“We’re concerned about the politicisation of the office of the Commissioner,” he said.

Mr Johnston was suspended for almost 18 months while code of conduct complaints against him were investigated and resigned in February in exchange for the dropping of the complaints.

A new Commissioner will not be chosen until the inquiry is completed.

Mr Hine will continue to act in the role during the inquiry into the complaints.

Teachers on social networking site ‘investigated’

Education Queensland (EQ) says it is investigating how photos of two Darling Downs teachers from south-east Queensland were posted on a social networking website.

The pictures allegedly show two female teachers from the Warwick State High School wearing school uniforms and posing suggestively.

In a statement, EQ regional director Greg Dickman says they are investigating how the photos were posted on the social networking site and students had access to them.

He says teachers are required under a code of conduct to ensure content on private social networking sites is appropriate.

EQ’s ethical standards unit is investigating and Mr Dickman says no further comment will be made until it is finalised.

Pak Senate body recommends ban on Indian television channels

Islamabad, Mar.16 (ANI): The Pakistan Senate Standing Committee on Information and Broadcasting has proposed a ban on Indian television channels in the country.

The committee, which had proposed such a ban earlier also, has asked cable operators not to air Indian television channels and dramas.

Committee member Senator Tariq Azeem said that he had twice adopted resolutions recommending a ban on Indian TV channels, however, the resolutions had not been implemented, The Daily Times reports.

Senator Ghulam Ali said the matter would be raised in the Upper House if the ban was not imposed soon.

Minister for Information and Broadcasting Qamar Zaman Kaira said that the committee headed by Justice Fakharruddin Ibrahim is working on the preparation of proposals for the media code of conduct, and would present its proposal within a few days to the ministry for further action. (ANI)

Pak Telecom authority denies planning to snoop on all phone calls, e-mails, sms’

Islamabad, Sep.9 (ANI): The Pakistan Telecommunication Authority (PTA) has rejected reports regarding it forming a regulation committee to monitor telecom traffic including phones calls, e-mails and text messages, The Daily Times reports.

Commenting on the reports regarding the PTA’s plans of having a monitoring cell to keep tab of all telecommunication traffic, a PTA spokesperson said monitoring cyber and telecom traffic does not come under the authority’s mandate.

The spokesperson, however, said the PTA has installed latest filters to check illegal telecommunication traffic coming into the country.

Earlier, it was reported that the PTA has drafted a plan to monitor all telecommunication traffic, including landlines, mobile services and emails.

It was also reported that the PTA has already prepared a code of conduct for monitoring. (ANI)

PCB discontinues inquiry against Shoaib Akhtar after apology

Lahore, Sep.9 (ANI): The Pakistan Cricket Board (PCB) has discontinued its enquiry against controversial fast bowler Shoaib Akhtar for criticizing the team management on a television chat show.

PCB chairman Ijaz Butt told media persons here, that since Akhtar has admitted his mistake and apologized for the same, board has also decided to drop the inquiry.

It was nice of him to accept his mistake and we don’t want this issue to linger on any longer. So we have closed this chapter,” The Daily Times quoted Butt, as saying.

The PCB had served a show cause notice to Akhtar for breaking the board’s code of conduct. He has been accused of violating three clauses of the central contract by giving a television interview in which he claimed that the national team management conspired against him and that he considered suing the authorities for leaking a confidential medical report.

Akhtar, during the television show, had described the former PCB chairman Nasim Ashraf, as a ‘second grade person’, and said that all previous administrators had done nothing but ruined the game in the country.

Meanwhile, Akhtar said he is working hard on his form and fitness and would soon start competing in domestic matches to prove his fitness.

Akhtar, 34, has been struggling with his form and fitness for a long time which has seen him lose his place from both Test and one-day squad. (ANI)

US report reveals Pak enhancing nuke weapon capability to target India

Washington, Sep.1 (ANI): Top US nuclear scientists have shockingly revealed in a report that Pakistan is enhancing its nuclear weapons and production capabilities.

According to the report, which is yet to enter the public domain, Pakistan is readying a new nuclear capable ballistic missile for deployment and two nuclear capable cruise missiles.

It also says that Pakistan is building two new plutonium production reactors and a second chemical separation facility at Chasma, Khushab and Dera Ghazi Khan in southern Punjab.

Pakistan is also renewing work on a partially built separation plant at Chasma.

It is believed that this secretive and substantial arsenal build-up is targeted at India.

Based on official estimates of Pakistan’s current uranium and plutonium technology, scientists had so far thought the country far short of having a 100 nuclear warheads in its kitty.

The new report, however, suggests that Pakistan has exceeded earlier estimates, and from being able to build 30-40 nuclear weapons it actually could possess as many as 70-90 – a disturbing figure from India’s point of view and that of the US, currently debating financial and military aid to its friend in keeping with the AFPAK agreement.

Moreover, if this report is true Pakistan is clearly going beyond the moratorium existing as an unwritten code of conduct in South Asia to halt the arms race. (ANI)

PHF to take legal action against Mansoor for defaming federation

Lahore, July 14 (ANI): The Pakistan Hockey Federation (PHF) will take legal action against former Olympian Mansoor Ahmad for defaming the national federation.

“We are serving him a legal notice to pay Rs 100 million for defaming the PHF and its officials through his defamatory statements,” a spokesman for the PHF said on Monday.

He said Mansoor had a ‘notorious past’ and was convicted in a fraud and theft case.

“For this very reason he was dismissed from Pakistan Customs,” the spokesman added.

The PHF official said Mansoor was the only Olympian in the entire hockey fraternity who had a ‘dark’ past.

He said Mansoor, in his recent outburst, had levelled baseless allegations against PHF general secretary Muhammad Asif Bajwa and on the working of the PHF, which was violation of the code of conduct.

“The PHF will take disciplinary and legal action.”

He alleged that Mansoor was appointed as coordinator of the PHF hockey academies and his services were terminated recently for his ‘illegal activities’ to obtain USA visas for himself and few other persons.

“Such activities cannot be tolerated and we will be providing sufficient evidence to the concerned authorities to take him to the task,” he concluded. (ANI)

England to escape fine despite delaying tactics in first Test

Cardiff (Wales), July 14 (ANI): International Cricket Council (ICC) match referee Jeff Crowe said last night that England and captain Andrew Strauss were not reported by umpires Aleem Dar or Billy Doctrove for alleged time wasting tactics, and therefore, no action would be taken in the matter.

“I can only act if a breach is reported to me by the umpires or management from one of the teams, and I’ve had nothing at this stage,” The Age quoted Crowe, as saying.

“Those things are controlled by the umpires on the field, and I have left it up to them as to whether or not there are any issues with that,” he added.

Australian skipper Ricky Ponting had accused England of not playing within the spirit of cricket as the match headed towards a dramatic draw.

Clause C1 of the ICC’s code of conduct is a cover-all clause which lists several offences including time wasting and cheating during play. There are no set penalties and the match referee decides the level of offence depending on its seriousness.

Last men Panesar (7 not out) and Anderson (21 not out) played out 69 deliveries as England finished at 9-252, and the Ashes series will head to Lord’s this week locked at 0-0. (ANI)

Pakistan fined for slow over-rate in Galle Test

Dubai, July 7 (ANI): The Pakistan team has been fined for maintaining a slow over-rate during its 50-run defeat against Sri Lanka in the first Test in Galle on Tuesday.

Alan Hurst of the Emirates Elite Panel of ICC Match Referees imposed the fines after Younus Khan’s side was ruled to be one over short of its target at the end of Sri Lanka innings when time allowances were taken into consideration.

In accordance with the ICC Code of Conduct regulations governing over-rate penalties, players are fined five per cent of their match fees for every over their side fails to bowl in the allotted time, with the captain fined double that amount.

As such, Younus was fined 10 per cent of his match fee while his players received five-per-cent fines.

The offence is contrary to Section J of the ICC Code of Conduct which relates to slow over-rates. For such offences, the decision of the ICC match referee is final and binding. (ANI)

Varun Gandhi complains to EC against rival BSP candidate’s supporters

New Delhi, May 12 (ANI): BJP candidate from the Pilibhit seat Varun Gandhi has complained to the Election Commission against the supporters of his rival BSP candidate Ganga Charan Rajput for allegedly distributing liqour and money ahead of polling.

“We have learnt from reliable sources that liqour is being carried and distributed from trucks in violation of the election code of conduct,” Varun Gandhi’s personal secretary Anand Chaudhary submitted a complaint to the poll panel on Tuesday.

The liqour was illegally stored in the house of Bachchu Lal Verma of Barkheda village in Pilibhit, Gandhi’s complaint read.

“This liqour is being given to voters as an incentive to influence them to their side,” Chaudhary said.

Gandhi’s office has faxed the copies of the complaint to the Uttar Pradesh Chief Electoral Officer, Returning Officer, Pilibhit and Superintendent of Police.

Gandhi had also received reports of money being distributed to voters allegedly by supporters of BSP candidate Ganga Charan Rajput, Chaudhary said.

The BSP government in the state had not taken any action despite complaints, he added. (ANI)

Case against Digvijay Singh for intimidating Mayawati

Lucknow, Apr 22 (ANI): Senior Congress leader Digvijay Singh has been booked for threatening Uttar Pradesh Chief Minister Mayawati by misusing CBI against her.

The case has been booked for violating the model code of conduct against Singh late on Tuesday night on the directions of the district administration, said Hardoi sources.

Earlier, Singh refuted reports that he had threatened to target Mayawati with the help of CBI.

Singh at a rally in Hardoi said that the Central Government would use the CBI against Mayawati if she continued to harass Congress workers.(ANI)

Poll panel’s action on code violation not stringent enough’

New Delhi, April 20 (IANS) The Election Commission’s action on violation of the model code of conduct is ‘not stringent enough’, an official in the Delhi chief electoral offiicer’s (CEO) office said Monday.

J.K Sharma, Delhi’s joint electoral officer, said that for these polls they have been receiving complaints on violations of the model code of conduct from different political party leaders, but most have been on frivolous ground.

‘Now that the nomination process is over, the nature of the complaints in general will be serious and we will look into it accordingly. Based on the authenticity of the complaint, we will send a notice to the accused. However I feel that our action is just not stringent enough,’ Kapoor told IANS.

The most recent case of violation of the model code of conduct in Delhi was when the Election Commission issued a notice to Bharatiya Janata Party (BJP) candidate from the Chandni Chowk constituency Vijender Gupta for allegedly trying to bribe voters.

The commission’s decision April 18 came after Congress candidate Kapil Sibal from the same constituency alleged that the BJP leader’s wife had told a gathering of senior citizens at a function that their old-age pension had been doubled from Rs.500 to Rs.1,000 after ‘Gupta signed’ the order.

Another FIR against Sanjay Dutt

Barabanki (Uttar Pradesh), Apr 21 (ANI): Another FIR has been lodged against Bollywood actor and Samajwadi Party (SP) leader Sanjay Dutt for making derogatory remarks against Uttar Pradesh Chief Minister Mayawati.

The Tikaitnagar police station registered an FIR against Dutt for violating Model Code of Conduct.

According to officials, Dutt had said he wanted to give “jadu ki jhappi” to the Chief Minister and made some other remarks, which were “derogatory”.

On April 17, an FIR was registered against Dutt in Pratapgarh for making the same “objectionable and derogatory” remarks against the Chief Minister during an election rally.

“I will give Mayawati a hug and a kiss (jaadu ki jhappi). In her governance there are taps but no water, bulbs but no electricity, and hospitals without beds,” Dutt said. (ANI)

Varun Gandhi’s speech worse than what was aired: N. Gopalaswami

New Delhi, Apr 18 (ANI): Two days before demitting the Election Commission office, Chief Election Commissioner N. Gopalaswami on Saturday said that the BJP leader Varun Gandhi’s controversial speech was worse than what was aired.

“There is no reason to believe that the tape containing Varun’s speech was doctored. His speech was worse than what was aired,” Gopalaswami said in an interview with NDTV.

Gopalaswami also termed the Election Commission’s suggestion to BJP to not to field Varun in LS elections was justified.

When asked about EC’s decision to conduct polling in naxal-hit areas together, Gopalaswami said: “Naxal-hit areas polling was conducted together to prevent movement of naxalites.”

The CEC also spoke about Samajwadi Party (SP) chief Mulayam Singh Yadav’s issue by stating that the money distributed by the former Uttar Pradesh Chief Minister was part of a tradition.

The CEC, however, said that the case of money distributed by the BJP leader Jaswant Singh does come under the Model Code of Conduct.

Asked about his relation with Election Commissioner Navin Chawla, Gopalaswami said he was right in his report on Chawla.

“I have no regret on differences with Chawla. I did what I thought was right in my report on Chawla,” Gopalaswami asserted. (ANI)

Munnabhai’s ‘Gandhigiri’ puts him in trouble this time

New Delhi, Apr. 18 (ANI): A notice has been issued to Bollywood actor and Samajwadi Party General Secretary Sanjay Dutt for allegedly passing a “sexist remark” on Uttar Pradesh Chief Minister Mayawati.

During an election rally in Pratapgarh on Saturday, Dutt offered ‘jaadu ki jhappi’ to Mayawati who, he said, could not do any developmental work in the region.

“I will give Mayawati a hug and a kiss (jaadu ki jhappi). In her governance there are taps but no water, bulbs but no electricity, and hospitals without beds,” Dutt said at an election rally in Pratapgarh on April 17, 2009.

The District Magistrate of Pratapgarh issued a notice to him for passing sexist comments against Mayawati.

Dutt played the lead protagonist in popular movie, Munna Bhai Lage Raho, which promoted the concept of “Gandhigiri.” The concept advoicates Gandhian ideals like truth and non-violence in contemporary terms.

This was the second controversy for Dutt this week, a television report.

On Tuesday, an FIR was registered against Dutt for allegedly violating the model code of conduct by making communal remarks in an election rally in Mau district.

Dutt had said, “When I was in police custody I was given third degree by them because I am son of a Muslim lady.”

The district administration of Mau reacted promptly in the matter and filed a complaint against Sanjay Dutt for violating the Model Code of Conduct. (ANI)
