Twitter moving into its own data center

Twitter hopes to improve the reliability of its service by moving into its own, custom-built data center later this year, the company said on Wednesday.

The announcement comes a day after Twitter suffered yet another outage that prevented users from logging in or posting updates to its service. After a fairly good start to the year, Twitter has suffered several outages since June, partly due to traffic spikes during the World Cup but also for other reasons.

Moving into its own data center probably won’t solve all the problems — the issue on Tuesday had to do with a database glitch — but it should help, especially with those related to its fast-growing user base. The company says it has been signing up more than 300,000 new users a day this year on average.

“Keeping pace with these users and their Twitter activity presents some unique and complex engineering challenges,” Twitter said in a blog post Wednesday. “Having dedicated data centers will give us more capacity to accommodate this growth in users and activity on Twitter.”

It will also give it more control over how its networks and systems are configured, and allow it to make adjustments more quickly as its infrastructure needs change.

Web giants like Yahoo, Facebook and Google already have their own data centers, but many smaller companies work with hosting providers that manage their IT equipment for them. Twitter’s provider is NTT America.

Its new data center — the first that Twitter will manage itself — will be in the Salt Lake City area. It will give it “a much larger footprint in a building designed specifically around our unique power and cooling needs.” It will house “a mixed-vendor environment for servers running open source OS and applications,” Twitter said.

It’s unlikely that having its own data center would have prevented Monday’s problems, however. They occurred when the company’s user database, which stores records for more than 125 million users, “got hung up running a long running query.”

Twitter forced a restart of the database, which took 12 hours and then didn’t solve all the problems anyway. So it replaced the database with another copy that was working properly — “in the parlance of database admins everywhere, we promoted a slave to master.”

“We have taken steps to ensure we can more quickly detect and respond to similar issues in the future. For example, we are prepared to more quickly promote a slave database to a master database, and we put additional monitoring in place to catch errant queries like the one that caused Monday’s incidents,” it said.

Pew Report Finds Credit Cards More Transparent, Yet Problems Remain

WASHINGTON, July 22 /PRNewswire-USNewswire/ — Most of the practices deemed “unfair” or “deceptive” by the Federal Reserve have disappeared from new credit card offers since federal passage of the Credit CARD Act last year, according to a new report by the Pew Health Group’s Safe Credit Cards Project. Yet new trends have emerged that could cost cardholders significantly.

The report finds that issuers have eliminated practices such as “hair trigger” penalty rate increases (disproportionate charges for minor account violations), unfair payment allocation, and raising interest rates on existing balances. However, Pew’s research also highlights a sharp rise in cash advance fees, continued widespread use of other penalty interest rates and an emerging trend of credit card companies failing to disclose penalty interest rates in their online terms and conditions.

“While it’s been less than a year since passage of the Credit CARD Act, the new law appears to be working for millions of Americans who have credit cards,” said Shelley A. Hearne, managing director of the Pew Health Group. “The elimination of most of the ‘unfair’ or ‘deceptive’ practices of the credit industry since we last surveyed the marketplace marks a major milestone in the move to make credit cards safer, transparent and more fair for consumers. Most of the news is good, but we are seeing the rise of new harmful behavior.”

The study, Two Steps Forward: After the Credit CARD Act, Cards Are Safer and More Transparent—But Challenges Remain, is the latest in a series of reports from the Pew Safe Credit Cards Project that has examined all consumer credit cards offered online by the nation’s 12 largest banks and 12 largest credit unions. Together these institutions control more than 90 percent of the nation’s outstanding credit card debt. For this latest report, which measures how the industry has changed since the passage of the Credit CARD Act, Pew gathered data in March 2010 on nearly 450 cards. Key findings show:

* Many of the most troublesome practices of the credit card industry have been eliminated. A credit card issuer can no longer unilaterally decide to raise interest rates on existing balances. Likewise, practices including “hair trigger” penalty rate increases, unfair payment allocation, and overlimit fees without prior consent are a thing of the past. Earlier Pew research found that before the implementation of the law, 100 percent of the credit cards surveyed included at least one of these practices.
* Beyond the requirements of the new law, there are new practices that benefit consumers. Less than 25 percent of all cards examined had an overlimit fee, which is down from more than 80 percent of cards in July 2009. Additionally, mandatory arbitration clauses, which can limit a consumer’s right to settle disputes in court, are now found in 10 percent of cards compared to 68 percent in July 2009.
* Predictions that legislation would spawn the growth of new fees have yet to materialize. There was minimal change in the number of cards that include an annual fee (down 1 percentage point from July 2009 to March 2010). During that period, the median size of these fees increased from $50 to $59 for banks and from $15 to $25 for credit unions.
* Some disclosures stopped including the size of penalty interest rates even as issuers reserved the right to impose them. At least 94 percent of bank cards and 46 percent of credit union cards came with interest rates that could go up as a penalty for late payments or other violations. But nearly half these warnings failed to inform the consumer of the actual penalty interest rate or how high it could climb.

“Although we applaud changes by the card industry to create a fairer and more transparent marketplace, our research shows that some challenges remain,” said Nick Bourke, director of Pew’s Safe Credit Cards Project and report co-author. “For the first time, we have seen credit card disclosures warning consumers that interest rates could go up as a penalty for certain actions, but not stating how high those rates could go. Federal regulators should pay attention to this problematic new trend. When issuers withhold vital pricing information, it leaves cardholders in the dark and puts their financial security at risk, which is why federal regulations have long required issuers to disclose their rates and fees up front.”

Two Steps Forward includes a number of policy recommendations to address new challenges, including:

* Federal bank regulators should enforce existing regulations that require companies to disclose full and reliable credit card penalty rate information.
* The Federal Reserve should prohibit issuers from charging penalty interest rates that are higher than initially disclosed when the consumer opened the card account.

The report also shows that surcharge fees for cash advances rose sharply between July 2009 and March 2010. Bank cash advance and balance transfer fees increased on average by one-third during this period, from 3 percent of each transaction to 4 percent. Credit union cash advance fees went up by one quarter, from 2 percent to 2.5 percent.

Other pricing data is also included in the report, showing recent increases in a variety of credit card interest rates and fees.

GE to Invest $10B More in Ecomagination R&D by 2015

General Electric is committing $10 billion to ecomagination research and development in the next five years after reaching a $5 billion investment milestone for its portfolio of environmentally sensitive products, services and technology.

GE, the world’s largest industrial company, announced the new goal today with the release of its annual ecomagination report. The 50-page report details the firm’s progress in 2009 toward a series of ambitious environmental goals that were set in 2005 — when the company launched ecomagination — and include increasingly higher benchmarks for performance.

The report highlights the company’s accomplishment of surpassing its goal for ecomagination R&D investment by hitting the $5 billion target in 2009, a year early. The commitment to double the investment in the next five years means that GE plans to put a total of $15 billion toward ecomagination by 2015 when the initiative marks its 10th anniversary.

GE also reported:

* A 6 percent increase in revenue, bringing it to $18 billion in 2009 for more than 90 products. There were just 17 products when ecomagination launched and about 80 were in place by the end of 2008. GE hailed the 2009 sales figure, pointing out that revenue rose despite persisting challenges in the economy. The growth was modest, however, compared to the 21 percent jump recorded in 2008.

For coming years, the company is reframing its stretch goal for revenue, which in 2005 was set at $20 billion in ecomagination sales by 2010 and then was bumped up in last year’s report to $25 billion by 2010. GE says it is well on its way to the $20 billion mark in sales and is now committing that “ecomagination revenue will grow at twice the rate of total company revenue in the next five years, making ecomagination an even larger proportion of total company sales [as illustrated in the chart below].”

* Reductions in greenhouse gas (GHG) emissions and improved energy efficiency of operations. GE reduced its GHG emissions by 22 percent last year compared to 2004. GE improved its energy intensity by 34 percent compared to 2004; its goal was a 30 percent reduction by 2010. GHG intensity also improved by logging a 39 percent reduction compared to 2004. Goals for 2015 include improving energy intensity of operations by 50 percent and reducing absolute GHG emissions by 25 percent when compared against a 2004 baseline.

* Reduced water use. The company cut water consumption 30 percent compared to a 2006 baseline. Its original goal was 20 percent by 2012.

LONDON, June 15 (Reuters) – British designer brand Ted Baker (TBK.L) posted a sharp rise in revenue for the bulk of its first half and said it was well placed for more growth despite tough macro economic headwinds.

Ted Baker, which has operations in the UK, U.S., continental Europe, the Middle East and Asia, said on Tuesday revenue increased 18.0 percent in the 19 weeks to June 12 with gross margins in line with management expectations. The firm said retail sales rose 20.4 percent, with the UK performing well and overseas markets showing an improving trend, while wholesale sales increased 8.2 percent.

Ted Baker said its product and territorial licences continued to perform in line with internal hopes.

“Whilst we remain mindful of the uncertain economic environment, we believe we are well positioned to deal with the challenges ahead,” added the company.

Shares in Ted Baker, which have increased 36 percent over the last year, closed at 505 pence on Monday, valuing the business at 210 million pounds ($308 million).

US politician caught plagiarising Obama speech

London, May 26 (IANS) A Republican congressional candidate has been accused of plagiarising US President Barack Obama’s speech on ‘the crossroads of history’.

Vaughn Ward, a former US Marine Corps officer and CIA operative, was running for the Republican congressional nomination in an election held Tuesday in Idaho.

The Telegraph reported Wednesday that Lucas Baumbach, a local party activist, tracked down a YouTube video that showed a strong similarity between Ward’s speech in January and Obama’s address to the 2004 Democratic National Convention.

Obama said: ‘We stand on the crossroads of history. We can make the right choices and meet the challenges that face us.’

Ward said: ‘As we stand on the crossroads of history, I know we can make the right choices and meet the challenges that lay before us.’

There were a few more striking similarities between the two speeches.

Ward’s spokesperson, however, said: ‘Folks are getting desperate-they’re saying anything to get Vaughn to go after him. If anyone thinks he’s anything like Obama, they’re dead wrong.’

Critics of US intelligence failures force National Intelligence chief Blair to resign

FIH Youth Coaching Course begins

The two-day FIH’s World Youth Challenge 2010 course being organized by the Punjab Sports Department commenced at the Surjit Hockey Stadium in Jalandhar on Saturday. Sports Director Pargat Singh said that as many as 80 kids from different hockey centres under the age of 11 have been invited to attend the two-day camp.

Apart from the trainees, 20 coaches from across the state will attend the clinic. He also added that for the children emphasis would be placed on teaching the basics of hockey.

They will be put though a series of drills that will focus on stance, ball control, hitting and first touch. On the physical side a series of ABC exercises have been developed that are important for developing speed, coordination, body strengthening, importance of warming up and cooling down and flexibility.

The programme will be further implemented in the summer coaching camps to be organised by the Punjab Sports Department. For the coaches, this clinic will concentrate on making them understand the practical and tactical aspects of a system of play.

The Punjab Sports Department that had launched development programme in 2006, to bolster the hockey at the grassroots level by targeting children under the age of 14 too faces these challenges.

Manila, May 11 (ANI): Liberal Party leader Senator Benigno Simeon “Noynoy” Aquino III is poised to become the next president of the Philippines after Philippine Nacionalista Party standard bearer Manuel Villar Jr. conceded defeat on Tuesday.

Oz artist transforms model into guitar using body paint!

London, May 7 (ANI): An Australian artist has managed to turn a model into a guitar by using body paint.

Artist Emma Hack, 37, spent more than ten hours crafting the shape from the girl’s curves, and then toning the rest of her body to match the background.

“I started with the rays and the outline of the guitar. There were so many challenges,” the Sun quoted her as saying.

Hack, who started out as a kids’ face painter, and uses a favourite technique to paint people so they almost disappear into a wall or even a tyre, has shown her work all over the world.

UNESCO head ‘reassured about grounded ship on reef’

A senior United Nations official says she has been reassured the world heritage values of the Great Barrier Reef were not damaged by last month’s grounding of the Chinese coal ship, the Shen Neng 1.

UNESCO director-general Irina Bokova visited the reef this week and was told there was only surface damage.

Mrs Bokova says UNESCO sent an expert team to the reef after the incident and has made strong representations about protecting world heritage values.

“Protection of the world heritage sites pose incredible challenges for all countries,” she said.

“This is not only the case for Australia – how to balance the protection of a site and economic activity and all this try for more growth.

“For the time being I don’t have any reasons not to trust the authorities in their commitment to protect the site.”

Refugees given shelter 30 years ago killed Benazir : Zardari

Peshawar, Apr.28 (ANI): Pakistan President Asif Ali Zardari has said that those who were given shelter in the country more than 30 years ago have now turned against it and killed former Prime Minister Benazir Bhutto.

“The refugees turned out to be bitter enemies in the end as they were the people who killed their hosts and their families and led to the destruction of their property,”
Zardari said while addressing a tribal jirga at the Governor House here.

“We will not let anyone take even an inch of our land and will protect it at the cost of our lives… as we know how much sacrifices were rendered to get our liberation from the British,” The News quoted Zardari, as saying.

He admitted that the government was facing several challenges, but added that it would come out of it successfully.

Commenting on the change of name of the North West Frontier Province (NWFP) to
Khyber Pakhtunkhwa, Zardari said the people of the region have got their true recognition.

“The decision of the new name was the result of a consensus that reflected the political maturity of the people and the political parties,” he added. (ANI)

Why Azad Kashmir is called Azad?

London, Apr.27 (ANI): The United Kashmir Peoples National Party arranged a seminar in London, titled: Challenges, Options and Role of Kashmiri Diaspora was attended by around 150 people from all walks of life; and addressed by many important leaders.

Among them were pro-independent prominent Kashmiris, Pakistani leaders, Pakistani analysts, Baloch and Swiss leaders.

The topic was important and all the speakers made a valuable contribution to enrich the debate, but what caught my attention and attention of many other people was the remarks of Baloch nationalist leader and a former provincial minister, Sardar Hyrbayar Mari, the son of Sardar Kher Baksh Mari and a brother of Balaj Mari who was killed by the Pakistani forces after the murder of Nawab Akbar Bugti.

In his speech, Mari paid glowing tribute to the struggle of the Kashmiri people, which was in many ways similar to the struggle of the Baloch people.

He said like Balochistan, Kashmir was also an independent country, but it was soon occupied and now Kashmir is divided and occupied.

He said one part of Kashmir that is occupied by Pakistan is called Azad Kashmir.

He said: “There are hundreds of independent countries in the world, but no country write independent with its name, as it is understood that they are all independent. However, with Kashmir Pakistani authorities have included Azad (independent), it clearly means there is something wrong – daal main kuch kala hai – something sinister is at play; and they have something to hide. This
Word is included to fool people of Jammu and Kashmir, just to give them false sense of independence.

He further said: “All oppressed and occupied people should unite and coordinate their activities to fight forces of occupation. We have no other choice, but to fight for our rights and our national independence.”

One can disagree with the kind of politics promoted by Mari, but no one can dispute that he is very committed to his cause and is sincere nationalist Baloch leader.

Furthermore, his observation on Azad Kashmir truly represents the situation in Azad Kashmir.

Of course Azad Kashmir is not Azad or independent. It is a ‘colony’ of Pakistan, in which they have established a political set up that is more interested in promoting and protecting national interests of Pakistan than the interests of the people of Jammu and Kashmir.

Those people who become Prime Ministers or Presidents in this set up are not even allowed to travel to other constituent parts of the State of Jammu and Kashmir. For example, no Prime Minister or President of Azad Kashmir is allowed to visit Gilgit Baltistan which is part of the State and which is on the Pakistani side of the LOC. They don’t need a visa or a passport to go there, but they do need NOC (No Objection Certificate) from Pakistani authorities.

The main complaint the people of Gilgit Baltistan have from the leadership of Azad Kashmir is that they left them at the mercy of the Pakistani agencies and bureaucrats who ruled the territory of Gilgit Baltistan with an iron fist; and denied people of their fundamental human rights. Because of lack of communication and people to people contact, distance between people of Gilgit-Baltistan and rest of Jammu and Kashmir, especially Azad Kashmir widened and sense of belonging weakened.

These Pakistanis decide what is good for the people of Azad Kashmir; and subservient Azad Kashmiris leaders happily come back and implement those decisions.

These helpless and impotent rulers of Azad Kashmir have to declare that they will be loyal to Pakistan. (ANI)

Unique ID project renamed as AADHAAR

New Delhi, Apr 26 (ANI): The Union Government”s ambitious Unique Identity project aiming to give an exclusive 16-digit number to all its citizens was renamed ”AADHAAR”

The new logo was unveiled by Nadan Nilekani, Chairman of the Unique Identity Authority (UIDAI) of India on Monday.

Speaking on the occasion, Nilekani said the biggest challenge the country faces today is of an identity divide.

“Ultimately it all boils down to the lack of effective identity. And this has become a big divide, the identity divide has separated the people from haves and have-nots and therefore this is a huge challenge that we face,” said Nilekani.

The Unique Identification Number project was renamed ”AADHAAR” as an effort to reach out to the common man, who might find the term UID confusing.

Nilekani also informed that the UID project was very critical to address the challenges of inclusive growth and effective government spending.

“Both in terms of the fact that we want to improve and optimise the way we spend money in the government as well as from the point of view of the access for the poor the UID becomes a very very important thing,” he said.

“Now this is becoming more important because we are seeing a lot of migration. We have people coming in from villages into cities. Again they have lack of identity therefore they are not able to access public services,” Nilekani added.

He expressed confidence that the UID would address challenges of inclusive growth and government spending.

“Having identity we believe and having something like a UID (Unique Identity card) is very critical to address these challenges both of inclusive growth and government spending,” Niekani said.

The UID would have both personal and biometric information of a person, such as, name, sex, date of birth, nationality, marital status, current and permanent address, occupation, photo and fingerprints.

The UID cards will be given to every individual above 15 years, including NRIs and foreigners.

The first UID is expected to be given out in early 2011 and a target to provide 600 million UIDs in the next five years has been set by UIDAI.(ANI)

Manmohan Singh calls for effective functioning of village councils to help tackle Maoist menace

New Delhi, Apr 24 (ANI): Prime Minister Dr Manmohan Singh on Saturday said the effective functioning of Panchayati Raj Institutions or the village councils can help tackle the Maoist menace in remote and backward areas.

Dr Singh said that participation of panchayats in various development programmes was essential, as they understand the local needs.

“Panchayats not only make direct participation possible for the marginalised section of society in governance, but also play an important role in ensuring transparency and accountability in the functioning of government institutions and officials. Panchayats play a vital role in the development of a region through various schemes, as it better understands the local needs of the people,” said Dr Singh after inaugurating the national conference to celebrate the National Panchayati Raj Day.

“That is why in the 11th Five Year Plan, Panchayati Raj Institutions have been given important role. We have to give special attention to the country”s remote and most backward areas including the tribal areas where Panchayati Raj Institutions can play an effective role. This will help us in tackling the challenges such as the Maoist menace, he added.

Dr Singh appeared positive as he said the share to the Panchayats in tax collections given to them under the 13th Finance commission in the last budget, would give panchayats the status of local administrative units in real sense.

“Our government is fully aware of the challenges faced by panchayats. We always try to provide basic facilities to the Panchayati Raj Institutions and ensure funds, functions and functionaries for them, so that it can give a new shape to the services provided through the panchayats,” said Dr Singh.

“We also want to increase the capacity of the Panchayati Raj Institutions. One main thing in the facilities given by the 13th Finance commission as announced in the last budget is that the panchayats were given a share in taxes. This will give panchayats the status of local administrative units in real sense,” he added.

The Prime Minister also presented awards for Effective Implementation of Panchayats Empowerment and Accountability Incentive Scheme to the states of Kerala, Karnataka, Tamil Nadu, West Bengal, Maharashtra and Sikkim.

He also released a two-volume report for 2010 on the status of Panchayati Raj on the occasion that also witnessed the presence of Panchayati Raj Minister C P Joshi and A N P Sinha, the Secretary of Ministry of Pachayati Raj. (ANI)

Commission on Centre-State Relations submits report to P. Chidambaram

New Delhi, April 19 (ANI): The Commission on Centre-State Relations submitted its report to the Union Home Minister P. Chidambaram here on Monday.

The Chairman of the Commission, Justice (Retd.) Madan Mohan Punchhi presented the report to Mr. Chidambaram.

Members of the Commission– Dhirendra Singh, V. K. Duggal, Dr. N. R. Madhava Menon, and Vijay Shankar were present on this occasion.

The Report contains seven volumes.

After receiving the report, Mr. Chidambaram said that it would be processed expeditiously.

The Commission was set up in April, 2007 to take a fresh look at the relative roles and responsibilities of the various levels of government and their inter-relations.

It was asked to make recommendations to help address the emerging challenges.

A comprehensive review of the Centre-State relations was undertaken by the Sarkaria Commission in the mid-eighties.

Both polity and economy of the country have since undergone profound changes posing new challenges. (ANI)
